County eyes 345 acres for trans-county trail, gnatcatcher habitat Purchase of about 345 acres of open land for about $5 million to protect habitat for the California gnatcatcher has the preliminary approval of the San Diego County Board of Supervisors. Supervisor Dianne Jacob said last Tuesday that the acquisition would help preserve important habitat as part of the county's

Multi-Species Conservation Program. About 240 acres is in the Escondido Creek Preserve near Harmony Grove Road, which is part of a network of preserves that consist of about 1,400 acres. The area is a California gnatcatcher habitat. The U.S. Fish and Wildlife Service listed the

bird as a threatened species in 1993. In addition to the $4 million purchase price, about $300,000 will be spent on surveys, installing signs, erosion control, vegetation management and staff salaries. The rest of the open space, about 100 acres, is part of the Goodan Ranch Preserve, west

of state Route 67 near Poway. The land, also a gnatcatcher habitat, was appraised at $810,000, and about a quarter of the cost will be covered by a state Habitat Conservation Fund grant. "It will also provide a suitable connection for the trans-county trail,'' Jacob said of the Goodan Ranch land.

The trans-county trail is a series of walking paths that run between Torrey Pines State Beach and Anza-Borrego Desert State Park. The county is ^VYRPUN ^P[O Ă„]L V[OLY HNLUcies to connect the trail's various segments. ( Ă„UHS OLHYPUN VU [OL SHUK purchases is scheduled for Dec. 3.

OPINION

To: Ratepayers and Taxpayers of Division III, Ramona Municipal Water District Ref: Grand Jury File #2013/2014-014 Date: Oct. 30, 2014 Yesterday I received a letter in response to a series of formal complaints lodged against select members of the board of directors, staff, and legal counsel of RMWD from the San Diego County Grand Jury dated Oct. 27, 2014. Part of the one paragraph letter reads, "After reviewing the issues involved, the grand jury has decided not to investigate further." So select members of the board of directors of RMWD can operate in violation of RMWD written policy which includes conduct in accordance with Robert's Rules of Order as well as in violation of the recommendations of the two previous San Diego County Grand Jury reports. 0 Ă„ UK [OH[ \UHJJLW[HISL ^OPSL V[OLYZ VI]PV\ZS` KV The rules are there to guide and direct the board, staff, and legal counsel. The rules are not there to be broken to ensure the power and position by the board and the staff over the ratepayers and taxpayers of RMWD. Since privilege of participation is distinctly different between board members, I hereby resign as director, Division III, Ramona Municipal Water District. The San Diego County Grand Jury is a correspondence addressee on this letter. Rex A. Schildhouse Ramona By KRISTI MANSOLF & ROBIN JOY MAXSON

Tired of prima-donnas By BEVERLY DITMAN Re: "Director's No vote ends water board meeting" in Ramona Sentinel. Am I the only one that is starting to get a little tired of reading about the two prima-donna directors on the water board? I Ă„ UK [OLPY HJ[PVUZ LTIHY rassing. They are acting like two spoiled school boys. I do not know either gentleman, nor do I know anything about their backgrounds or their occupations. I have read in the Sentinel. That being said, each of these gentlemen made the decision to throw their respective hats into the ring and run for the position of director. I doubt that they were forced to do it. They were elected to do the job by the homeowners living in the boundaries of their respective division. "Highway 67 Is No Longer A Safety Corridor! Roadway Is Now Safe To Travel!" Sometime in the future this will be a true headline. Sometime in the future our community will see the completion of a roadway safer to travel for work, school and back home again. For now, there are a few improvements that can be made as we move toward this utopia. The SR-67 Safety Project is a committee under County Supervisor Dianne Jacob’s Ramona Revitalization project working on making SR-67 safer. At Supervisor Jacob’s next Ramona Revitalization meeting this November we will report on how many residents are impacted on a day-to-day basis by virtue of “living on Highway 67. There are 70 points of access from the Mussey Grade intersection to the town limit by Cloudy Moon Drive. Seventy separate challenges for both those entering and exiting the highway and those attempting to travel through on their way into town. The sheer number of impacted residents demands that we remain focused on safety. One possible safety enhancement would be consideration of consolidation of the multiple road access points to reduce collision opportunities, especially

when plans for making SR-67 a four-lane road begin to develop. We’ve spoken with the City of Poway and have received encouragement to pursue the approval and installation of H ¸:SPWWLY` >OLU >L[š Ă… HZOPUN ZPNU [V warn drivers of the danger on the northbound side of SR-67 before the Mt. Woodson curve — when it is wet. This curve has been the site of many tragic vehicle accidents. We continue to research short-term viable safety enhancements that can be done in the near future and will help with the transition of SR-67 from a two-lane rural residential road to a four-lane road in the distant future. We continue to review and report brush and tree overgrowth that impairs visibility for drivers and bicyclists. We are looking at implementation of a safety campaign to remind drivers to slow down and pay attention — reminiscent of the old “Please slow down in our country townâ€? bumper stickers of years ago. Continued advocacy for this highway — which Caltrans has labeled a Safety Corridor — remains a priority for our community. Kristi Mansolf and Robin Joy Maxson are Ramona residents.

Concert association to present Brass Roots Trio Ramona Concert Association will present the Brass Roots Trio on the stage of the Charles R. Nunn Performing Arts Center on Nov. 8. Featuring symphonic sounds that melt into sultry jazz, the trio will play works by Piazzola, Gershwin, Brubeck, Copeland, Beethoven and Verdi, and offer the surprise of an operatic tenor, noted Marlene Robershaw, association president. Consisting of piano, French horn and trumpet, the musicians have performed across the country and around the world. In the United States, they've played in the White House, Metropolitan Opera, Carnegie Hall, The Kennedy Center, Broadway, television, YHKPV YLJVYKPUNZ ÄST symphonies and orchestras. Performances in al-

most every corner of the world include England, France, Italy, Belgium, Japan and Taiwan. Pianist, arranger and founder of the Trio, Rosetta Bacon, has been in concerts with Metropolitan Opera stars and was one of the duo-pianists in the Broadway production of “Side by Side" by Stephen Sondheim. French horn and operatic tenor Douglas Lundeen has played principal horn with multiple symphonies in the U.S. and abroad, including Peter Nero and the Philly Pops and “Jekyll and Hyde” and “Aida” on Broadway. He is an associate professor of horn at Rutgers University. Dr. Travis Heath is associate professor of trumpet at Northeastern Illinois University. His international appearances have

included solo works and big band and chamber music. He has shared the stage with many musical legends, including Ray Charles, Moody Blues and Larry Combs. These three world-class musicians infuse their music with passion and exuberant energy, and their warm-hearted presentation establishes an immediate connection with the audience, said Robershaw. "Their commentaries are informative and often humorous," she added.

The concert will begin at 7:30 p.m. The Charles R. Nunn Performing Arts Center is at Olive Peirce Middle School, 1521 Hanson Lane. Doors open at 7 p.m. for seating. Adult tickets at the door are $15 general admission, $5 for children and students, or with season membership tickets. Season membership is available for the remaining season for $20. Cuyamaca and lemons, or maybe sour grapes

As the date for the public comment period drew to a close on Oct. 6, the lemons I was trying to use to make lemonade regarding Cuyamaca Rancho State Park General Plan Update turned sour. Many people, including myself, wrote fervently in opposition to the proposed General Plan Update the California State Parks has created for our beloved gem, and due to the lack of an organized effort comments seem to continue to fall on deaf ears. Groups such as Ramona Trails Association, Cuyamaca Equestrian Association

and Lakeside Frontier Riders, as well as many individuals are strongly opposed to the update that has been proposed by State Parks. Other groups and individuals claim that “equestrian needs have been met, as posted in the recent Back Country Horsemen meeting minutes and several emails from individuals. The public must be perplexed by all of this seeming misunderstanding within the equestrian community. I certainly am. After doing some research, I found that this same thing is happening across the

state. As State Parks undergoes General Plan updates (Cuyamaca Rancho hasn’t been updated since 1986), the state staff has been pulling the same shenanigans in other parks, ignoring and discounting public input. Although they’re touting “Plans for the future — expanding access to parks for all Californians — especially focusing on underserved communities, urban populations and younger generations — by developing amenities such as cabins for overnight stays, better transportation options to parks and trails,â€? what is happening is befuddling communities across the state. California has 280 state parks ranging from mountains and deserts to beaches. State Parks, searching for the next leader for its department, is headed by an interim director. It has hoodwinked communities over the years with the appearance of transparency, I\[ [OL W\ISPJ Ă„UKZ P[ÂťZ YLHSS`

a smoke screen, as I have discovered with the update proposal for Cuyamaca. Public input was gathered during meetings held a couple of years ago and was then not included in the recent GP update proposal. The loss of facilities such as camps and trails as well as the lack of input included has created a contentious relationship, and State Parks has become more tightlipped. Information became more veiled from the state, then non-existent as equestrians continued to push for what was communicated and desired for the past two years. ([ Ă„YZ[ :[H[L 7HYRZ ZHPK “all written comments and input would receive written responses from CSP.â€? That didn’t happen. I didn’t receive any response to my repeated emails over the years and, when a response Ă„UHSS` JHTL YLJLU[S` P[ ZHPK “The Cuyamaca Rancho State Park General Plan recognizes Los Vaqueros as an

Equestrian Group Camp and the General Plan’s language supports that continued use. However, since there are no laws or State Park policies which limit use of the campground to only those with horses, it would be unenforceable for a general plan to try to regulate any campground to one particular type of user or direct who ZWLJPÄJHSS` JHU HUK JHUUV[ reserve the camp. Therefore, the reservation and use of Los Vaqueros by non-equestrian groups will not be addressed in the General Plan. It should be noted that when the group camp at Paso Picacho is rebuilt and open to the public (It’s now in the design phase), it should reduce the potential for nonequestrians to reserve Los Vaqueros. A response to emails commenting on this issue shall be provided in the Final General Plan/EIR. " None of my other concerns were addressed. Nor were those of fellow interested parties that I am involved

with for this process. State Parks followed the same process for our Cuyamaca that they had recently in Topanga and citizens were left feeling the same way we are, in the dark, left out and, according to the Malibu Times, “It has been a process that has left many people in the region in a divide over how well the public input process works.â€? Sounds dreadfully familiar. While the parks department lacks a leader, the staff working on the statewide plan updates remains the ZHTL MYVT ^OH[ 0 JHU Ă„UK so the results have remained the same: poor and lacking, leaving much of the public upset and left out. Our community has requested an extension regarding the plan update, a request that has been denied by State Parks to date. A public meeting is scheduled for Nov. 14 at 9 a.m. in the Garcia Auditorium of the Caltrans District 11 building, 4050 Taylor St. in San Diego. To Be Continued

Ramona Art Guild will host a 'Tooning with Norm Daniels demonstration in the Ramona Library Community Room on Wednesday, Nov. 19, at 7 p.m. The art of cartooning has been part of the American culture since Benjamin Franklin’s “Join or Die was published in 1754. During the 19th century artist Thomas Nast established political symbols, most notably the Republican elephant. Major magazines of the 20th century, such as Colliers, The New Yorker and later Playboy published cartoons and employed many freelance artists, noted Regina Wilson, in charge of publicity for the art guild. The art style of cartoons can be either realistic or cartoony, using varied line widths and exaggerated expressions for effect. The public is invited to watch celJ

pionship were dashed Thursday night in Rancho Bernardo as the Ramona Bulldogs lost to the RB Broncos 31-21. Although the scoreboard showed the game was never fully out of reach for the Bulldogs, they just couldn’t seem to get into their usual rhythm. Rancho Bernardo was well-prepared and had the answers to the Bulldogs’ usually successful game plan. Running back Brandon Gansch was held to 129 yards and no touchdowns, his lowest production all season. The Broncos’ defensive line stuffed Gansch at the line of scrimmage all night. His longest run was a 38yard sprint. Keyno Crichlow, usual-

ly known for his domination on the defense, had a 2-yard rushing touchdown in the game. Quarterback Marco Cobian went 13 for 22, throwing two touchdowns and no interceptions. At .591 percent, this was Cobian’s second lowest completion percentage all year. Rancho Bernardo defenders swarmed Cobian, rushing his passes and not allowing him to run the ball. Receivers fared a little better than the rushing game: Garrett Binkley had six receptions for 135 yards and two touchdowns. Christian Dominguez had three catches for 30 yards, and Dylan Shields pulled in two, gaining a total of 30 yards. The brightest offensive play was a screen to Bin-

kley that culminated in a 50-yard touchdown. The screen pass put the RB defense on its heels and could possibly have been a game changer had it been used with more frequency in the game. The Ramona defensive unit allowed RB quarterback Tucker Reed to complete 12-18, rush for 36 yards and toss two touchdowns. Ramona coach Damon Baldwin summarized Reed’s play by saying, “Reed made some plays with his feet on scrambles that turned some third and long KV^UZ PU[V Ă„YZ[ KV^UZ MVY their offense.â€? Leaving the Air Force in 1978 he began commercial ying with PSA then USAirways before retiring in 2006. Doug enjoyed ďŹ shing, hiking, camping, RVing, boating, hunting and spending time with his entire family. Doug will always be remembered for his generosity, sense of humor, knowledge about everything, and Patriotism. Doug loved to teach and has done so with passion in

so many different venues - The U.S. Air Force, as a Hunter Safety Instructor, through the San Diego Junior Pheasant Hunt and most importantly, as Grandpa. After a brief ďŹ ght with brain cancer Doug passed away at the VA Hospital in La Jolla surrounded by his entire family. They will continue to honor him by carrying on his traditions and embracing their Freedom – something Doug would always remind us, is not Free.
