If enough signatures are deemed valid, the law will be suspended until the electorate votes on whether to keep or eliminate it. ‹ Paid sick leave: Also on July 1, millions of Californians will begin earning paid sick leave under AB 1522, a law championed by San Diego Assemblywoman Lorena Gonzalez. It requires all businesses in the state to pay full-time and part-time workers a minimum of three days sick leave. It will largely affect retail, fast food and other service-industry jobs that don’t offer sick leave benLÄ[Z ‹ Community colleges: Carried by Sen. Marty Block, DSan Diego, SB 850 allows 15 community college districts across the state to offer fouryear degrees. Its goal is to boost job training and increase affordability and access to higher education. The California Community Colleges Board of Governors is scheduled to decide on Jan. 21 which districts should par-

ticipate in the new program. At least half of the state's community colleges have shown an interest, including GrossmontCuyamaca Community College District, Mira Costa, San Diego and Southwestern. ‹ Care facilities: Carried by Assemblyman Brian Maienschein, R-San Diego, AB 2236 would increase civil penalties for assisted living homes from the current maximum of $150 per day to as much as $15,000 for incidents that result in death and up to $10,000 for those resulting in serious injury. ‹ ‘Brown is beautiful’ law: Also carried by Gonzalez, AB 2014 prevents HOAs from penalizing residents for replacing their lawns with low-water plants over concerns about a neighborhood’s character. It doesn’t take away the power of HOAs to establish landscaping rules, as long as they allow for drought tolerant plants. ‹ Kill switches: Smartphones made after July 1 and sold in California must come preinstalled with anti-theft technology that allows the owner to temporarily or permanently

render the phone inoperable if stolen or lost. Under SB 962, customers would be prompted to enable the kill switch as the default setting during the initial setup of a new smartphone. They can choose to opt out. ‹ Groundwater: A trio of bills, SB 1168, SB 1319 and AB 1739, end the state’s pump-asyou-please groundwater policy. It requires water districts to develop plans to manage their groundwater and allow the state to intervene if necessary, bringing California’s groundwater rules into line with those of other Western states. ‹ Fire fee break: AB 2048 NP]LZ WYVWLY[` V^ULYZ PU ÄYL prone areas a few breaks on paying the state’s annual $150 ÄYL WYL]LU[PVU MLL 0[ LSPTPnates a requirement that the fee will increase each year based VU PUÅH[PVU SV^LYZ [OL WLYcent late payment penalty to 10 percent and permits exemptions for homes destroyed by natural disasters. ‹ Farm animals: Proposition 2, the 2008 ballot initia[P]L SPTP[PUN [OL JVUÄULTLU[ of certain farm animals, will

William Howard Patton

Ramona Sentinel

1931 – 2014 William “Howard” Patton died in his home in Ramona on December 31, 2014. He was born in Denver, Colorado, to Alva

and Russella Patton on January 1, 1931, and grew up on the family farm in Watkins, Colorado. Howard served in the Air Force for four years, and then moved to California to work for Pacific Bell, where he met his wife Beverley. They married in 1956 and moved to Ramona in 1967, where they raised two daughters and were happily married until Beverley’s death in 1998. Howard raised many beautiful Arabian horses and was an expert on the history of the Arabian horse and their bloodlines. He also enjoyed ham radios, hunting, good food, reading about history, and his cats. Howard was a kind and generous man who helped many people while expecting nothing in return. He also had a great sense of humor and he was apt to offer some blunt opinions. He was preceded in death by his wife, Beverley, and his sisters, Annette Patton and Lois Strohmeyer. He is survived by his two daughters and sons-in-law, Karen and Brian Bass of Etiwanda, California, and Linda Patton and Matthew White of Los Osos, California; granddaughter, Kayla Bass; brother, John Patton; and sister, Barbara Lindsey. He will be greatly missed by his family and by many close friends in the Arabian horse community and in Ramona, including his friend Rocky Palamara. There will be a graveside service on January 12, 2015, at 11 am at Ramona Cemetery District Nuevo Gardens (or in case of rain, at Bonham Brothers and Stewart Mortuary). In lieu of flowers, the family suggests donations to the Helen Woodward Animal Center, Attn: Development Department, P.O. Box 64, Rancho Santa Fe, CA 92067 or at https:// www.animalcenter.org/

Early morning on December 13, 2014, a wonderful woman made her way to a better place. Maria quietly passed away at home in Ramona after enduring 12 years of Parkinson’s and later dementia. She was born at home in Niederwil, Switzerland, October 2, 1931, on a poultry farm, the youngest daughter of Robert and Marie Seiler. In 1948 she immigrated to Canada with her family where they settled on a dairy farm in Mitchell, Ontario. Wanting to live in a warmer climate, she moved to Santa Monica in 1953 and worked at her sister and brother-in-law’s pastry shop (Swiss Pastries by Marcel) on Wilshire Boulevard for three years. She was also an Au Pair in Malibu for a while. While in Santa Monica, she met and fell in love with Charles Steiner, a first generation Swiss, who was born and grew up in Santa Monica on a dairy farm. After getting married in 1956, they moved to Ramona in 1966 with their three children after living in Fontana, California, and Lisbon, Illinois. In 1970, Maria and Charles bought an egg farm on Steffy Lane. Maria dedicated her time to her family and being the bookkeeper of their Swiss Mountain View Egg Farm business for 48

years. During this time she was very active in the IHM Catholic Church, being on the building committee for the new church, president of the Alter and Rosary Society for many years and being the driving force behind many of the annual turkey dinners at the church. Additionally, she was a board member of the San Diego Diocesan Deanery. While her children were growing up and for a number of years after, Maria was very active in the Ramona Stars 4-H club where she was the Community Leader of the club and also the leader of the sheep, cooking, and sewing projects. Many will remember her famous brownies which she baked for each 4-H community meeting to ensure sure she got most of the club to attend the meetings. She was also on the organizing boards of the Ramona Community Fair during its key building and growth phases and the 4-H board of the Del Mar fair where she used her gentle persuasion to make sure 4-H remained the key focus of the fairs. In 1986 Maria and her daughter, Sonja, took over the Ramona Café on Main Street. She spent the early years of the business perfecting the recipes of everything from the sausage gravy to the pies and cinnamon rolls. While Sonja ran the restaurant, Maria was the restaurant baker which later Sonja took over. Maria had been active in the San Diego Swiss Society in Chula Vista where she was able to keep up with her Swiss language, heritage and many friends. She and Charles enjoyed singing in the San Diego Swiss Singers group for many years and travelled up the coast for many Saengerfests. Maria was preceded in death by her parents,

Robert and Marie Seiler, and brother, Robert Seiler. She is survived by her loving husband of 58 years, Charles Steiner; daughter, Sonja Steiner of Ramona, CA; sons, Dr. Charley Steiner, DVM, of Fallbrook, CA, and Stefan Steiner of Issaquah, WA; grandchildren, Chase, Marianna and Rebecca; and sisters, Margrith Burlet and Sylvia Bruhin. Additionally, Maria considered Dr. Elisabeth Brandenburg, MD, of Whitefish, MT, a daughter since Beth came to live on the farm as a young woman in the 70’s and became very close to the family. Beth has a husband Todd and two children, Geoff and Tim. Maria will have a Funeral Mass at the Immaculate Heart of Mary Catholic Church in Ramona, CA, on January 19, 2015, at 10am. There will be a celebration of life in the church hall immediately following her funeral. After the celebration, Maria will be interred at the Holy Cross Cemetery and Mausoleum in San Diego, CA. Please sign and write any stories you remember about Maria and receive further information about her funeral at: www. forevermissed.com/mariasteiner. This site will remain online indefinitely.

Ruth Phyllis Crandall 1919 - 2014 Mrs. Crandall, 95, of Poway, passed away December 18, 2014. Services will be held January 24, 2015, at 1 pm at Resurrection Community Church.

Jean McDonald 1927 - 2014 Mrs. McDonald, 86, of York County, South Carolina, formerly of Ramona, passed away October 31, 2014. Services will be held January 10, 2015, at 1:00 pm at Grace Community Church, Ramona, CA.
