eff Funk, chairman of the Ramona Food and Clothes Closet Board, enjoys volunteering. He has served as chair for about four years and has been on the board since 2006. Funk became involved with Ramona Food and Clothes Closet as general manager in 1994, when the organization moved into its present location at 773 Main St. Funk's background enabled him to run the thrift shop as a professional business. He served as general manager until 2006. A member of the Kiwanis Club of Ramona for 32 years, Funk is a past president and has been secretary for 20 years. He A<== =LEB is also a member of the Ramona Pioneer Historical Society and his wife, Alice, is the administrative director of the Guy B. Woodward Museum, which is operated by the historical society. The rest of the story about egg ranch odor By RON PETERKA As a close neighbor to the Pine Hills Egg Ranch, I was directly affected by the really offensive odor created when the ranch spread composted dead chickens and manure on their land recently. After reading Karen's article, I did a little deeper research. Sometime in 2013 or 2014 a Salmonella outbreak occurred and was blamed on a poultry ranch. The state passed an emergency regulation that kept all dead birds and all manure on the ranch property. The ranches were/are to compost the dead chickens until they have decomposed to a safe degree indicated by the temperature reached in the compost pile(s) and then spread on the ranch property. In the meantime the Salmonella outbreak was found NOT to be from any poultry ranch, but the regulation has not changed. The ranches are unable to deposit anything in loJHS NYV\UK Ă„ SSZ HUK JHUUV[ L]LU HJJLW[ VY IYPUN PU NYLLULY` MYVT HU` SHUKĂ„ SS [V HPK JVTWVZ[PUN ;OL ranches are exempt from odor citations as odors are not considered a health threat. The odor regulation has been on the books for many years, and we suffered strong odors from the drying of chicken manure on a regular basis over the years. I was told by an employee of Pine HIlls that the ranchers are looking for an alternate disposal point, perhaps out of California. They are also trying to get a rendering plant to handle the dead chickens either in Southern California, or in neighboring Arizona. This is expected to take around six months to develop if the development goes well. Now I need to tell you Pine Hills is a very good neighbor. They have a state-of-the-art plant with [OL ILZ[ H]HPSHISL Ă… ` JVU[YVSZ ;OL` [YPLK [V NL[ [OL manure/compost spread ahead of projected rain to minimize the affect on its neighbors. They are building new very large coops that will be state-of-the-art to meet the new California regulations and if they are as clean and automatic as previous buildings on the ranch, there will be very little odor to contend with. Pine Hills was here before I built my home in Ramona. A little smaller then, but still an egg ranch as a neighbor. Ron Peterka is a Ramona resident.

The "dog tree" as my son and I call it, is a reminder of what happened that horrifying week in October. I will never forget seeing that tree, on Halloween night, burning from the inside and how driving on San Vicente Road felt like a real-life horror movie. To us and maybe others, the dog tree should remain as a reminder of all that was lost, and if people want to decorate it for home comings and birthdays, so be it. If ever the tree has to be removed, then I think the wood should be auctioned off and the money given to charity. Lastly: Don't diss the dog tree. Not related to Mr Cooke's commentary: I think it is very sad a beautiful country drive was destroyed. I do feel for the families who lost loved ones on the road and I think there could have

been improvements made without making it a super highway. Other roads in Ramona, like Highway 67, could have been improved with the monies spent there. For instance, the right turn lane at Dye Road could have been extended to help the evening commute. Selecting a Solar Installer This is the first in a series of five articles focused on the benefits of installing solar photovoltaics on your home in 2015. In this piece, Will Hobbs, owner of Native Electrical Construction, Inc., provides expert insights on selecting an installer. His next article will focus on the importance of project timing and current incentives, specifically how they relate to the year 2015.

THE TIME FOR SOLAR IS NOW! Installed solar energy capacity grew in the United States by 418 percent from 2010 through 2014, according to the U.S. Energy Information Administration. This explosive growth proves the nation’s dedication to decarbonizing the economy and broadening the country’s power system. Will Hobbs, certified Sharp solar installer and president of Native Electrical Construction, Inc., in Ramona, has directed photovoltaic (PV) projects since founding his company in 2005. His experience spans the planning and execution of complex water, waste water treatment and cogeneration plants projects. “The time to install solar is now,” said Hobbs, an 11-year Ramona resident and member of the Ramona Chamber of Commerce. And while installing solar is a smart decision, it can also be a complicated one. Hobbs urges homeowners to do their homework when it comes to selecting a solar installer (See Hobbs’ full list of tips below). His company was recently referred to a residential project in San Diego County to upgrade an electrical service for a homeowner installing solar. The customer had previously signed a contract with a C-46 solar contractor, whom the customer later found out was unqualified to perform a complete job and hadn’t secured the proper permits and documentation. Now coordinating with the contractor to take over the job, Hobbs is working to make sure the project is properly documented so the customer receives all of the available incentives, rebates and tax credits associated with installing a solar system for the home. It has been a long process. “In the best interest of the customer I coordinated with the solar contractor and provided him with the necessary equipment data for the electrical service to be installed in order for him to incorporate it into his design,” Hobbs said. “I anticipate it will have taken this homeowner approximately a year from the date of their signed contract to having their solar system in operation.” Hobbs has some great advice for homeowners searching for a solar contractor. Just like hiring any other professional to perform a service, it is important to research, read reviews and sit down with contractors to receive an estimated cost and project timeline.

HERE ARE OTHER TIPS FROM HOBBS: 1) Review your contract thoroughly, ensuring there is a start and completion date included. It should take no longer than four months to complete your project from the time the contract is signed. Keep in mind, if your project requires a service upgrade, extensive coordination will be required with San Diego Gas and Electric. This could result in extra project time because you are at the mercy of its schedule. However, SDG&E tends to be very responsive and insightful if the contractor is familiar with their protocol. 2) Do not accept materials prior to two weeks from the scheduled start date. Don’t pay for those materials until construction has started on your project. 3) Do not pay any more than 10 percent of your contract until the design is completed and permits are approved. 4) Have a structured payment schedule with reasonable progress payments included in your contract. 5) Choose a C-10 Licensed Electrical Contractor that can perform all aspects of installing your solar system. You will avoid unnecessary additional costs and delays. 6) Choose a reputable contractor that you have confidence and trust in, they should have been in business for at least five years. 7) Inquire about the training of personnel and company staff. I suggest that someone involved with your installation possess an electrician certification and a North American Board of Certified Energy Practitioners accreditation. 8) Ensure your contractor provides and prepares the necessary documents to apply for all available, credits, incentives and rebates. Review these documents with your tax advisor to be informed as to how they apply to your specific financial situation. 9) Perform energy upgrades yourself, prior to your system being designed and installed. This can include installing LED lamps and replacing outdated equipment and appliances. You will avoid over sizing your system and paying additional unnecessary costs. 10) Having financing in place or funds available will expedite your solar installation and will give you leverage when negotiating the cost of your system. Helmut J. Leins

Ramona Sentinel

1935 – 2015 Helmut Leins, a longtime resident of San Diego Country Estates and an avid gardener and master craftsman, died Friday, January 16, 2015, of complications related to Parkinson’s disease and stroke. He was 79. Helmut was born March 19, 1935, in Koblenz, Germany. He survived World War II as a child and completed a carpentry apprenticeship before he immigrated to the United States in 1960. Helmut left Germany hoping for a better life and in the hopes of winning the heart of Mignon, whom he had met in 1959 when she had travelled to the old country with her family. They married in 1965. On September 18, 2015, Helmut and Mignon would have celebrated their 50th wedding anniversary. Helmut was a renowned cabinet maker in the greater Los Angeles area where he and Mignon owned and operated Frank’s Woodwork for 35 years in San Pedro, CA. Helmut designed and built the cabinetry while Mignon managed the bookkeeping and payroll. They sold the business in 1995, several months after Helmut suffered a debilitating stroke. They moved to San Diego Country Estates in 1996 to be near their Ramona farm—a high-profile,

20-acre property at the Highway 78 entrance into The Valley of the Sun. It is best known as Pine Tree Acres, a choose-and-cut Christmas tree farm. Honesty, integrity and simplicity defined Helmut. He was a true American success story, arriving to this country with nothing and building a successful business through talent and hard work, never cheating anyone nor cutting any corners to get ahead. He was known for his easy-going smile and laughter, which never left him despite losing much control of the right side of his body after his stroke in 1994. Helmut dedicated himself to communitycentered volunteering in San Pedro as part of its Rotary Club. He served as club president in 198889, became a Paul Harris Fellow in 1990 and was named to the San Pedro Rotary Club Hall of Fame in 1996, thanks to his service on numerous city and district-level committees and task forces. Other community service roles he held include president of the San Pedro Peninsula Hospital Foundation Board of Directors and a longtime fundraiser for the San Pedro YMCA. Helmut also crafted and installed the day altar, lectern, bible stand and tabernacle for Immaculate Heart of Mary Church in Ramona. In addition to his loving wife who was his sole caregiver for nearly 20 years, Helmut is survived by his two sons, Kirk Leins and Eric Leins, as well as one grandson, Rocco Leins, the 10-year-old son of Kirk. Norman Feigel 1935 – 2015 County cattle ranching lost one of its strongest advocates when Norman Feigel, a lifelong resident and well known rancher from the Mesa Grande/ Santa Ysabel area, passed away at home on January 18, 2015, at the age of 79. Born in 1935 to Jacob and Maria Feigel, he was a member of one of the many Swiss-Italian families that immigrated from their homeland and settled in the Santa Ysabel Valley. They found the region similar to the areas they’d left behind, and equally suitable for dairies, which

have since transitioned to beef cattle operations. Norm’s lifetime of working with cattle began when he was a young boy at the Santa Ysabel Dairy where his parents both worked. His very first job on the then dairy, at age five, was to mount a horse and lead the cows from the milking barn to the pasture and watch over them until it was time to lead them back in to the milking area. He graduated from Julian High School in 1953 and attended Cal Poly, Pomona for two years before enlisting in the Army and serving as a medic in Okinawa, Japan. The period spent at college and in the military was the only time in his life that he was away from Mesa Grande/Santa Ysabel for an extended period of time. After returning home, he met and married Kathy Angel, and together they further developed the 2,000 acre Bloomdale Ranch, a working cattle ranch founded by his parents, where they raised four children, Dori, Becky, Matthew and Mark. Norm was passionate in his support of ranching and was an active supporter of 4H, serving as an advisor to his own children as well as many others who raised calves from the ranch and competed in livestock competitions at Del Mar and Ramona where he served each year as an auction volunteer. A highlight for family and close friends was the annual spring round-up at the ranch which he used as a teaching moment where all hands learned about the raising and handling of cattle, with Norm as Headmaster. In addition to running the ranch, Norm worked for the San Diego County Road Department where he retired after 34 years. In addition to his wife and children, he is survived

by 12 grandchildren and one great-grandchild. The Santa Ysabel Mission Catholic Church, where he was baptized and was a lifelong member, will be the site of a Rosary on Friday, January 23, 2015, at 7 p.m. and funeral mass at 10 a.m. the following day. William H. “Bill” Burke 1937 – 2015 William H. “Bill” Burke died peacefully at his home in Visalia, California, on Monday, January 12, 2015. Bill’s interests in life were varied and included sailing, fishing, hunting, horses, and of course, dogs. He was a graduate of BYU and was active in the LDS Church throughout his life. He taught Sunday School for many years, both in Hawaii and California. Bill was a Vietnam Veteran and served as the Engineering Officer on the USS Blue 744 during the Vietnam War. His professional career included several years of hotel management in Hawaii, followed by twenty or so years at the Lawrence Livermore National Laboratory (LLNL), where he worked for the Biomedical and Environmental Programs. While at LLNL, Bill was active in the radiation clean-up of the Eniwetok and Bikini Islands. Following his career at LLNL, Bill worked in Silicon Valley for Ultratech Stepper. Bill understood God’s gift of life, touched many people, and genuinely

spread joy whenever he could. He is survived by his wife, Stephanie, and their labradoodle, Boucle. Celebration of Life services will be held at Miller Memorial Chapel, 1120 W.
