Darrell Beck, board president, then read a statement about the water district’s days from the late 1970s to 1992, when the district was investigated twice by the county grand jury: in 198687 and 1990-91. “Bickering and hostility between board members in open public meetings led the district to a period of instability, confusion and a great amount of litigation,” Beck said. “Individual board members were violating the Brown Act and other statutes. Board members were harassing employees, interfering with the day-to -day operations of the district.” According to Beck, there ^LYL THQVY JVUÅPJ[Z VM PUterest and ethics violations among some board members, resulting in a turnover of district management. “District morale was low and distrust was high,” he said. ;OL ÄYZ[ NYHUK Q\Y` YLWVY[ was the catalyst for RMWD Policy 1, adopted in 1987, he said. Beck said he believes it is the individual board member’s responsibility to become familiar with Policy 1 and other policies such as the California Brown Act, the open meeting law. Director Joe Zenovic followed, referring to Schildhouse’s requests for information and his actions as “a cry for help.” He noted that directors were given an informational packet on 7VSPJ` ^OLU [HRPUN VMÄJL and suggested Schildhouse, who was elected in November 2012, didn’t read it or understand it. Beck called the letter “secret,” saying it was dated Feb. 11 and the board did not see it beforehand. Schildhouse argued that the letter was presented to the board. “It’s not secret, it was made public,” he said. Beck made a motion to seek an opinion from legal counsel as to whether the action taken by an individual board member was a violation of RMWD Code “and if so, what is the remedy?” “This is going to cost you money,” Schildhouse said. “Yup, you’re right. It also might solve the problem, too,” responded Beck. The motion was seconded by Zenovic and passed 3-1 with Schildhouse opposing. As Schildhouse prepared to leave the meeting, he addressed an earlier allegation by Zenovic. Schildhouse often wears a sling on his right arm, the result of an injury suffered in a May 2013 accident of which he was not at fault. Zenovic said, “Director Schildhouse stated he’s on many medications,” a comment that Schildhouse said was false. After Schildhouse left, the next agenda item was his request to consider changing the meeting time from 2 p.m. to later in the day so more members of the public could attend. Authorities ask for the public’s help in locating a felony warrant suspect last seen in Ramona Monday night. Dr. Floyd Ellison following church services on Sunday, March 9, the 50th Anniversary of his ordination to Christian ministry. Born in Moline, Ill., and raised in Erie, Ill., Ellison completed elementary and high school in Erie and earned graduate and post-graduate degrees from Augustana College, Rock Island, Ill., and American Baptist Seminary of the West, Berkeley, Calif. Upon completion of his seminary studies, he was ordained on March 8, 1964, in Erie Baptist Church. Among those participating in the ordination ceremony were his uncle, the late Rev. L. E. Ellison, his father, the late Rev. J. B. Ellison, and his sister, Mary Francis of Lyndon, Ill. Ellison served three churches in the San Francisco Bay area before being called to active duty in 1974 B R A N D

Is history repeating itself? By DARRELL BECK “Bread and Circusesâ€? was a term that came about to describe the demise and fall of the mighty Roman Empire. Beginning as the Roman Republic about 750 BC, it expanded its political and military control over a vast region including all land around the Mediterranean Sea in Africa, Asia and Europe. But the republic began to destabilize due to internal strife and civil wars, resulting in Julius Caesar declaring himself perpetual dictator in 44 BC, thus the Roman Republic transformed into the autocratic Roman Empire. As the empire began growing more and more authoritarian, the Caesars found that to maintain control and conceal their escalating corruption they must pacify the people by distracting the masses by literally giving them bread and circuses. History reveals that [OL *HLZHYZ Ă„YZ[ WYV]PKLK grain to feed and pacify the people (bread), then they built great coliseums where spectacular events were staged (circuses) to entertain

the people by keeping them preoccupied, thus gaining favor for the Caesars and the ruling class. The diversions are said to have begun with athletic events, circuses and chariot races. When the people tired of this triviality, gladiators, slaves, lions and Christians were brought in, all battling in bloody events to entertain the folks. As the Romans became more dependent on bread and circuses, each new Caesar found it necessary to provide even greater and more spectacular orgies. Near the end of the Roman Empire, it is said [OL` ÅVVKLK [OL JVSPZL\T brought in sailing ships and fought mock sea battles for the pleasure of the people. When the Caesars had run out of distractions and had devalued the coin and emptied the treasury, losing favor with their legions and the masses, the end was growing near. It’s likely that many of the people had become apathetic as leisure and idleness had replaced enterprise and vitality. Perhaps the people had become too comfortable

and forgotten their roots. Or maybe their natural instincts of common sense and self-reliance had vanished through decades of dependence on government. It’s believed that many Romans had accepted the notion that the government was their redeemer and provider and became revered much like a god. But the government had run out of other people’s money and was broke. It could no longer provide for the people, and many of the people knew not how to provide for themselves. The Caesars had overextended the military, overtaxed and over regulated the citizens, lost control of their borders and vast territory and debased their currency by creating enormous debt to placate and control the masses in order to remain in power. Most of the Romans had probably ignored, or had never realized the obvious truth — what government gives, government can take away. As a result, rebellion, corruption, vice and decadence eventually gripped the empire due to the deteriorating and changing lifestyle of Roman society. Outside forces quickly sensed the weakness and vulnerability of the self-serving leaders and the helpless folks. Because the empire was See COMMENTARY page 9

While complaining about homeowner solar generated power, they, at the same time, are buying solar farms built by Chinese contractors and turning our green Ramona countryside into glass farms. Of course when any non-monopolistic business loses sales volume and revenues due to market conditions beyond their control, they simply reduce overhead costs, staff, inventory and production services. Not so with SDG&E. They seek to extort more cash from their mandated customer base, give it to Chinese contractors to produce the same product (kilowatts) with less cost (labor) and return a greater dividend to their parent corporation. 4LHU^OPSL [OL` ZWLJPĂ„cally target homeowner solar electric power with higher fees, dis-incenting the purchase of solar power, and denying market space to local small

business solar contractors. Thankfully our county supervisor, Dianne Jacob, is on our side. She, too, sees and feels the pain from this monopoly on the critical electric power service we need to live and grow. At her recent State of the County Address she shared her vision of pressing legislation enabling competition in the County Electric Service market space. Let us encourage Mrs. Jacob’s efforts before we’re all cooking on wood stoves, reading I` JHUKSLSPNO[ HUK ÄSSing our refrigerators with blocks of ice. I live in Ramona, I know the administration building is old, but so are most of our schools, with the exception of our newest

elementary school, which was more expensive due to the fact we had to seize the land through eminent domain. Now we’re all

reading about low attendance and surplus land. Clearly the management of our schools has been a lesson in what not to do.

The good news is a group of citizens has formed to take matters

Thelma Eunice Simons. She graduated from Mount Vernon High School May 15, 1942. Helen was young and adventurous moving to California where she met and married Sherm Hunt. They exchanged vows October 5, 1947, in Alexandria, South Dakota. Sherm and Helen worked hard and enjoyed life. They settled in their ďŹ rst home in Santee, then moved to a ranch in Lakeside, and eventually moved to a ranch in Ramona. Sherm passed away in May 1981. Helen worked at the Ramona Coronet. When not working, she liked helping her neighbors and friends. Helen met and married William (Bill) Pringle September 27, 1986, and resided in Ramona where they enjoyed their retirement and traveled. Helen is survived by her sister, Arla Mae McClure and many nieces, nephews, friends, and extended family. She was preceded in death by her husband, William Pringle; parents, Alvin and Thelma Putzier; sister, Glenna Lee Pounds; and three brothers, Lowell Putzier, Roy Putzier and Wayne Putzier. Family and friends miss her and will keep her in their hearts. Private family services were held with scattering of ashes. A memorial plaque will be established at El

in computer science from Coleman College in San Diego which led him to a teaching position at the Center for Employment Training. Bill served four years in the Navy and spent three years of his service in Japan and one year in Washington, D.C. Bill loved visiting the aviation museum at Miramar, the Midway and air shows at Miramar and other smaller airports in San Diego. In 1986, Bill went to work for Sweetwater Authority, a municipal water district in the South Bay. He loved his work at SWA and enjoyed a long career and built many lasting relationships during his employment. He retired from SWA in 2011. Bill and Mary were married on May 17, 1980. They met at a health club in Chula Vista and throughout their lives together they realized the importance of exercise. They continued their belief in ďŹ tness through exercise at various health clubs and gained many friends through ďŹ tness in Ramona. Bill also found a new side of himself when he began Yoga about two years ago. He enjoyed the outdoors and loved camping, hiking and biking. Bill loved working outside, including gardening, working with anything mechanical, woodworking, his tractors and different types of

machinery and hobbies. Bill had an amazing knowledge of so many things and enjoyed a variety of interests and hobbies. He loved sharing his knowledge and helping other people. Bill is survived by his wife, Mary of Ramona; sister, Ann Welker; brother-in-law, Alfred Welker; niece, Susan Welker; nephew, Brian Welker; niece Melanie Santamaria; and nephew, Michael Floersch. He is also survived by many in-laws, nieces, nephews, cousins and friends who love him dearly. Bill touched many people with his kindness and contagious smile. He will be missed by so many people and he is the love of Mary’s life. Robert Urbach of Ramona passed away suddenly on February 22, 2014. Bob was a resident of Ramona since 1973. He served his country in the U.S. Army and fought in Vietnam. Bob worked at RCP for 35 years. During that time, he worked weekends at the Branding Iron. After retiring from RCP in 2007, he opened his own shop in Ramona called “Hats by Bob� where he also did leather work and sold bits and spurs. He loved riding his horse for relaxation. Ramona junior Taylor Stacy was the Bulldogs’ goalkeeper and made 14 saves against the Pan thers. “She did a spectacular job as keeper that game,â€? Vizcarra said. “That was probably her best game this season.â€?

Undefeated seventh-graders take league championship Olive Peirce Middle School’s seventh-grade boys basketball team are the undefeated North County League champions with a 12-0 record. The OPMS players beat teams from Valley Center, San Marcos, Mission Hill, Bonsall, and Fallbrook by an average of 30 points. The team is coached by Thomas Pacheco, Tyler Villa, and Tonee Leavitt. Rosina’s Tomato Sauce with the Pepperoni Repieni al Forno — baked banana peppers stuffed with sausage and herbs, and topped with tomato sauce. People who want something lighter may opt for the Insalata alla Siciliana, a mixture of avocado, English cucumber, tomatoes, red onion and ricotta salata cheese tossed with red wine vinegar and extra virgin olive oil. When it comes to main dishes, Gangale notes with pride that her pastas aren’t drowning in sauces. The slightly spicy Alla Vodka contains morsels of sautéed pancetta ham, onions, vodka, crushed tomatoes and a splash of cream over penne. There’s also Funghi e Pisilli, in which nearly every creamy forkful of pasta has peas and wild mushrooms. Seafood enthusiasts may select the Mare e Monte, with shrimp, scallops and calamari sauteéd

The dining room at Rosina’s Italian Restaurant is elegant and cozy. with wild mushrooms in a tomato sauce with white wine. Besides pastas, there are also crespelles (the Italian equivalent of crepes), the Pesce del Giorno (fresh fish of the day), and chicken and pork entrees. Wednesdays are Gourmet Pizza Night — pies with the traditional thin crust — and on Thursdays, Rosina’s Lasagna is in the spotlight. Not all items are on the menu, but guests should ask about the availability of dishes such as the cioppino; pasta with wild boar ragu; and the Eggplant Della Nonna, featuring savory sausage wrapped

in eggplant and baked in mozzarella. To wrap up the meal, treats include hand-made cannoli and the Bonet, a Belgian chocolate flan with mascarpone. Among the libations are six craft beers on tap, and California and Italian wines. There’s no corkage fee on Mondays. Rosina’s offers a Girls’ Night Out at 6:30 p.m. the first Thursday of each month, in which $25 covers dinner and a glass of wine. Additionally, there are occasional wine dinners that pair Rosina’s cuisine with vintages from growers such as Temecula’s Wiens Family Cellars.

Set in a simple-yet-elegant space in Piazza Santaluz, the eatery is designed to be comfortable and welcoming to everyone, from couples and families indulging in an authentic Italian meal, to customers casually dropping in for a glass of wine. “You feel like you’re in my house,” Gangale said. “There’s no pretension here.” Gangale is no stranger to the kitchen, enjoying cooking as much as she loves interacting with people. She has passed her culinary skills along to her sons Giancarlo and Gianfranco, who take turns as chefs at Rosina’s Santaluz and Oceanside locations. She strives to be a gracious hostess, constantly greeting guests and getting to know them. “I take pride in serving good Italian food,” Gangale said. “It’s as good as it gets without flying all the way to Italy.” Like a typical Italian meal, the dining experience at Rosina’s is encouraged to be experienced at a marathon pace, rather than a sprint. Meals begin with a basket of ciabatta delivered to the table, accompanied by a dipping sauce that’s a blend of sun-dried tomatoes, garlic, Parmesan, olive oil and balsamic vinegar.
