While there is no shooting range or area near Ramona at this time, it is hoped that the club will be able to develop a large organization with many talented people who can plan, and possibly, build

"The creation of a shooting club would be an excellent start to achieving that goal." For more information, contact Oliver at 760789-4867 or doug@rangerdougs.com.
Water district directors decide to fill vacancy by appointment Ramona Municipal Water District directors will consider applicants for the vacant Division 3 board seat at their next meeting, April 14, said board president Darrell Beck. The seat was vacated following the resignation of Arnie Cares, who was appointed as director December 2014. Cares replaced Rex Schildhouse, who had been elected to that seat but resigned Oct. 30 last year. Both had complaints about district General Manager David Barnum. Schildhouse also said he was not treated fairly by other board members. The board held a special meeting March 19 that was posted on its
website under the board of directors category, but did not notify the Sentinel. Of the two options, special election or appointment, the board chose to appoint someone because of the cost of an election, said Beck. In December, Cares and six others applied for the seat. Beck said those six applicants will be no[PĂ„LK VM [OL ]HJHUJ` *HUdidates must live in Division 3, which includes a southwest portion of San Diego Country Estates and areas south and east of downtown Ramona. Former television news anchor Carol LeBeau will present a talk titled "Taking Care of Your Health" at the Ramona Woman's Club meeting on Thursday, April 2. The meeting will start at 1 p.m. in the club building at 524 Main St. All are welcome. After bringing the news into people's homes for nearly three decades as a news anchor for KGTV 10 News, LeBeau brought her passion for life to Palomar Health as its health champion — helping women, seniors and families to simply live their best. LeBeau is known for her "Staying Healthy" reports. "I have had a diagnostic work-up you could have,
and I've had them on the air," she said. "...I have had a virtual colonoscopy, and I have had every part of my body scanned. I even got a couple of shots of Botox in the interest of a news story." During her tenure at KGTV, LeBeau toured with the Pope, covered the Academy Awards and even went jogging with President Bill Clinton. She has earned a number of awards in her career, including a Golden Mike, San Diego Press Club Awards, C. Everett Koop Award for Health Reporting and a Society of Professional Journalists award for a series of stories she covered in India after the tsunamis in Southeast Asia in 2004. "Through the years, I've
covered fascinating medical stories, but what I really love is inspiring people to take care of themselves and hopefully make a difference," she said. Born in Chicago and raised in Davenport, Iowa, LeBeau came to KGTV from WMBD-TX in Peoria, Ill. She has been married 25 years to Tom Hamilton, a retired Navy pilot. They live in Coronado. "I"ve learned so much over the years about healthy living but even more importantly through my own stumbling and bumbling throughout my own life, I've come to the conclusion that if I want to be the most effective, WYVK\J[P]L QV` ÄSSLK WLYson possible I have to take care of myself," she said.

Water district directors should consider independent review By BERNARD G. KUHN Direction and management of the Ramona Municipal Water District is out of kilter again because Mr. Cares, the District 3 director (board member), who ^HZ HWWVPU[LK PU +LJLTILY [V JVTWSL[L [OL KLĂ„ JPLU[ three-member board of 2014, has resigned. His stated reasons were: The general manager has too much power and has treated him with disrespect. This is serious business for all of us, as RMWD WYV]PKLZ LZZLU[PHS ZLY]PJLZ VM ^H[LY ZL^LY HUK Ă„ YL protection that we all need every day. Since we, the taxpayers and RMWD customers, own RMWD and pay for all its salaries and costs, we have the right to expect RMWD to operate properly and to complain if it does not. We have lost three different directors and corresponding public representation in recent months, which certainly shows that something is wrong. We ZOV\SK Ă„ UK V\[ ^OH[ HUK ^O` HUK NL[ [OL ZP[\H[PVU corrected. Questions that occur to me are: Does the general manager need to be reminded who his bosses are? Does Mr. Cares need to be reminded that he can direct the manager only through the whole board? Does a board minority have too much power? According to legislation that includes a state charter and RMWD's own Board Policy No. 1, our elected board controls RMWD and the general manager reports to the board. Mr. Cares' statement that the manager has too much power suggests that our board is not in full charge as it should be, and the accusa[PVU VM KPZYLZWLJ[ HTWSPĂ„ LZ [OH[ Z[H[LTLU[ 4Y *HYLZ predecessor resigned apparently because he felt he was suppressed by the board and could not get his questions answered. As a former RMWD Board member, president and one of the authors of Board Policy No. 1, I know a good deal about how the RMWD Board and manager should work together. The manager works for the board, executes board policies and directions, and he reports to the board. The board chooses and hires managers, sets their salaries and may dismiss them. ;OL THUHNLY OHZ Ă„ ]L QVPU[ IVZZLZ [OL Ă„ ]L IVHYK members, but no board member may direct the manager by himself, only through actions of the whole board. The board is responsible to the public for running RMWD by directing the manager, who directs the employees. I suggest that the board investigate the problems, See COMMENTARY, page B5

Girls lacrosse hosts Fallbrook in league opener Friday By JOE NAIMAN Ramona High School's girls lacrosse Valley League opener will be a home game against Fallbrook High School on Friday. "After a close game against RB, I think our girls are pretty pumped and excited for league," said assistant coach Al Cavell. The 14-13 loss at Rancho Bernardo gave the Bulldogs a 3-2 season record following that March 20 game. Ramona's loss was one of two during the week, which also included a Ramona win. On March 17, Ramona's varsity and junior varsity teams traveled to Del Norte. The Bulldog junior varsity lost a 9-1 match. The Nighthawks prevailed by an 18-5 margin in the varsity contest. "It just wasn't our day, I guess," Cavell said.

The Bulldogs had a one-goal lead at halftime but ended the game on the favorable end of the 14-7 score. "They did much better second half," Cavell said. Wright had nine goals against the Lancers. "Varsity went back and forth, goal to goal, and ended up coming up one short," Cavell said. "That was a very intense and well-played game." Vizcarra had the ball with 20 seconds left but was unable to take a shot before time expired. "Rancho Bernardo's a pretty tough team," Cavell said. In the previous two years' games between the Bulldogs and Broncos, Rancho Bernardo won 13-3 in 2013 and 18-8 in 2014. Wright scored eight times against Rancho Bernardo. Vizcarra contributed three goals. Peila and Emily Kramer placed one ball apiece into the net.

County property will be used for intersection improvements San Diego County supervisors unanimously agreed March 18 to have a portion of county-owned property along Highland Valley Road near state Route 67 be used for highway intersection improvements. Caltrans is planning to widen
Route 67 to four lanes from just south of the Highland Valley/ Dye Road intersection to just north of the intersection. The project also calls for widening Dye and Highland Valley roads near the intersection, and installing drainage
improvements, bike lanes and an equestrian trail. The improvements are intended to reduce congestion and accommodate for future growth, and will impact about 5,991 square feet of countyowned land.
The estimated $14 million project will be funded with about $11 million from Caltrans' State Highway and Protection Program and just over $3 million in San Diego County Transportation Impact Fees. An estimated start date for the proj-

OBITUARIES
Robert Becker DeLong
amona Sentinel
1925 – 2015 Robert “Bob” DeLong passed away peacefully January 26, 2015, with family and his dog by his side after a long battle with colon cancer. Bob was born August 10, 1925, in Kansas City, Missouri. He and his parents moved several times during his childhood during the Great Depression. Bob graduated from high school in Columbia, Missouri, and immediately joined the U.S. Marines as an 18 year-old volunteer. He rose to the rank of Corporal and, as a forward observer, he directed artillery fire for a 3-man artillery battery. He served proudly with the 3rd Marine Division in the invasions of Guam and later on the brutal 6-week battle for Iwo Jima. He actually saw firsthand the iconic flag-raising by the Marines on Mt. Suribachi from his own artillery battery position nearby. After the victory on Iwo Jima his unit returned to
Guam to await further orders. On August 10, 1945, (his 20th birthday) while on guard duty while secretly training for the anticipated U.S. Military Invasion of the Japanese Mainland, he learned that Japan had surrendered that day after two atomic bombs were dropped 4-5 days earlier. He and the other surviving Iwo Jima soldiers from the U.S. Marine 3rd, 4th and 5th Divisions are still honored annually with ceremonies at Camp Pendleton. After Bob returned stateside he joined his parents who had relocated to San Diego with the U.S. Postal Service while Bob was overseas. He met the love of his life, Betty, shortly thereafter. They were married three years later and went on to raise six (6) children together. Bob earned a BS Degree in Animal Husbandry from Cal Poly-SLO in 1949, becoming the first person in his family to go to college. After a brief sales stint with General Mills, he partnered with his father, Emory, in the egg business buying a small chicken ranch in El Cajon and later moved his family to Ramona, CA, where they built a newer, larger ranch known as “DeLong Rancho”. Bob (helped by his six children) also farmed several hundred acres of oat hay. Bob actively volunteered in Ramona activities for many years. He served both as a Member and as President of the Ramona Unified School District
School Board. He coached and sponsored Ramona Little League teams for over a decade; was one of the founding members of the Ramona High Athletic Boosters Club; and was the cameraman for filming the Ramona High School football games for the school for 14 years. He spent many cold windy nights climbing up a shaky phone pole changing and shooting game film (before videotape). He was a timer at Ramona basketball games and track meets. Bob was a lector at Immaculate Heart of Mary Catholic Church and a member of the El Cajon Lions Club. He remained a loyal Chargers and Padres fan “through thick and thin”. He was preceded in death by first wife, Betty, in 1979 and his second wife, Joy, in 2014. He leaves a family legacy of six children; 14 grandchildren; and one great-grandchild. In addition to his valued military service in World War II, Bob will be remembered as an honest, hardworking, well-liked family man with solid Midwestern values steeped in Christian faith and a good sense of humor. He will be missed. Bob’s Memorial Service will be on Friday, March 27, 2015, starting with a 10:30am Rosary followed by the 11am Memorial Service at the Immaculate Heart of Mary Catholic Church, 537 E Street, Ramona, California, with a reception afterward.
All family and friends are invited to attend. Bob will be buried at Nuevo Memory Gardens in Ramona next to his wife, Betty. Please sign the guest book online at www. legacy.com/obituaries/ ramonasentinel.
Alexandrina B. Hunt 1921 – 2015 Drina Hunt passed away on February 17, 2015, after recovering from hip fracture surgery. She was born April 6, 1921, in Hannah, ND, to Jeanette and James Black who were first generation immigrants from Scotland. Drina played basketball and softball in high school and was a voracious reader and gifted writer. She was valedictorian of her high school class. After high school her family moved to Grand Forks, ND. From there she moved to Washington, D.C., in 1940 just prior to start of World War II and worked for the government for three years.
She then moved to the west coast to have her first child, a daughter. She lived several places in Southern California. While working for Western Electric she met her second husband, Chuck Hunt, the love of her life and they married in 1957. She then had two additional children, a daughter and son. In 1965 they moved to the Phoenix area, where besides Phoenix, they lived in Apache Junction and Mesa, AZ. In 1994 Chuck and Drina (as she was called) moved back to California to Ramona. During their marriage, Chuck and Drina traveled all over the western states in their motor home. They were avid rock hounds and belonged to a motor home club. They made to it Hawaii, London and her roots of Scotland. In Ramona, while Chuck helped run the Senior Center, Drina was a volunteer in the dining room. She was also a member of the Ramona Kiwanis and volunteered in the library. She loved to play Bingo at the mobile home park she lived in for many years. She and Chuck were married 46 years before he died of cancer in 2004. Drina is survived by her daughter, Jany (Bill) Staley; daughter, Sharlee Hughes; son, Charles Otto (Jennifer) Hunt II; four grandchildren; and four great-grandchildren. She always gave of herself whether raising and caring for her family,
neighbors, friends or volunteer organizations. She is greatly missed. A private family service will be held at Rosecrans National Cemetery. Please sign the guest book online at www. legacy.com/obituaries/ ramonasentinel.
Ricky Dietz 1956 – 2015 Ricky Dietz went home to be with his Lord and Savior on March 21, 2015. He is survived by his daughter, Jamie; three grandchildren, Garrett, Ethan and Katelyn; sister, René; brother, Randy; and many nieces and nephews. He also leaves behind his girlfriend, Jill, who brought him so much happiness. He was loved by many and will be greatly missed. A Memorial service will be held for Ricky on Saturday, March 28, 2015, at 12:00 pm at Collier Park. Look for the balloons.
