on the property because land has been too dry. "In all the past, there's never been any evidence of fairy shrimp," he said. Planner Jim Cooper said the project, which conforms to the Ramona Village Center FormBased Code, has been through a lot of studies and moved to approve it. That was seconded by Dan Scherer and passed 9-4. In other business, planners voted to oppose possible changes in the county's General Plan Land Use Policy 1.2 with concerns that language could be revised to promote “leapfrog development — development of new villages at a distance from existing, established communities. The county is reviewing the policy after receiving comments in two public workshops in February. Although the county did not request a vote from the planning group, J

chair Jim Piva said the vote was to let the county know they are against a change in the land use policy. Other community planning groups are also opposed, he said. An example of a leapfrog development is Lilac Ranch, a 608-acre mixeduse pedestrian-oriented sustainable community in the Valley Center and Bonsall planning areas. Although no leapfrog development is proposed for Ramona, it could happen in the future, Piva said. At the request of the county, planners voted on draft minor changes in the 2015 General Plan Cleanup. The group approved those changes, described by Piva as revisions for inconsistencies. The county is accepting comments until June 1 on the General Plan draft cleanup, available at www.sandiegocounty. gov/content/sdc/pds/ advance/2015gpcleanup.html. From page A1

ing utilities, he said. Although stage 2 was supposed to start a couple of months ago, Long said crews found they could get more stage 1 work completed without affecting the completion date. "We're approximately a third of the way through," he said, adding the completion is expected in spring 2016. When resident Lynn Hopewell said she was concerned about drivers speeding in the 40 mph zone and passing on blind curves and over double yellow lines, Long said that was a concern he discussed with Mario Trejo, general manager of the San Diego Country Estates Homeowners Association "We had our resident engineer sit near one of the speed signs for about 15 minutes the other day and observed exactly what you said," responded Long. The project manager said some drivers were clocked at 58 mph, and he has asked California Highway Patrol to step up patrols. The design for the 13th Street bridge to cross the Santa Maria creek bed, giving better access to downtown from Maple and Walnut streets, was presented by DPW Proj-

ect Manager Christopher Hanger. Funding is being provided by a Federal Highway Administration grant. Because Caltrans will be administering the grant, it has to approve the plan, according to the county. Hanger said he submitted the plans to Caltrans in September and is waiting for approval, but the county and state agency have differed on the design. Hanger's plans call for a 52-foot wide bridge with two 12-foot lanes, a 10-foot trail, 6-foot sidewalk and two 3-foot
shoulders, with railings on both sides and a railing dividing the trail from the roadway. His proposed bridge has four spans and would be about 470-feet long. Hanger said he initially proposed a wider bridge, while Caltrans only wanted it to be 36feet wide. "Your design is the ideal design for our community," said Piva. However, planner Jim Cooper said he was not in favor of the trail on the bridge, citing safety concerns and added expense. He suggested dropping the trail below the bridge
and sloping it back up, saying it has been done in Orange County. Hanger said that would YHPZL [OL Ă…VVK^H` HUK would complicate matters. "When you start putting things in the river bed all of a sudden you've raised that water level again so that's what we're trying to avoid here," said Hanger. To help push the approval process, planners voted to send a letter to state representatives in support of the design with Cooper being the lone dissenter. Members Torry Brean and Paul Stykel

For want of a doughnut‌ While dashing between appointments last week, I stopped at an area deli. It wasn’t busy, and I ordered a sandwich. Then I wanted a soda. No changes anticipated as result of U-T sale By now, everyone in San Diego must know that Tribune Publishing Co., owner of the Los Angeles Times, has agreed to acquire the San Diego Union-Tribune. You might not be aware though, that the Ramona Sentinel is owned by the U-T and thus will become part of the Tribune Co.’s portfolio of newspapers next month when the deal is expected to close. Our future is our choice By EDALEE ORCUTT HARWELL 0 SS KV HU`[OPUN [V H]VPK 4HPU :[YLL[ ;OPZ ^HZ [OL lament of a longtime resident of Ramona. So how are outsiders feeling about the every-increasing roadblock in Ramona? Perhaps ours is the generation chosen to decide what sort of Ramona will be left for future generations. Can we dream big? One suggestion was the Dye Road Extension proposed for 2008 to 2012-13. Perhaps we could do the same. Our location halfway between two large destinations is ideal, and nature has already designated us a Riparian Woodland. The Ramona Skatepark Champions are a group of citizens working to raise $70,000 to launch a skatepark project in Ramona with the County of San Diego. I’m proud that I’ve been working with this team of dedicated people since July of last year, when I responded to a Facebook call-to-action HUK H[[LUKLK [OL Ä YZ[ TLL[PUN Recently, someone asked at our website contact page if the park would raise taxes. We responded promptly with a high level overview of the project and won that person’s support. We then took that project plan to the county, asking them to make any corrections required to set our expectations for the project. The result is a high-level project plan that has been reviewed by people from the Ramona Planning Group Parks Subcommittee, the County Department of Parks and Recreation (DPR) and by Supervisor Dianne Jacob. Each of these stakeholders has had an opportunity to clarify expectations in that document. Now we present this set of expectations to the community and allow you to understand our goals and expectations. The full text of this exchange is pub-
lished on our website at www.ramonaskatepark.org/faq/54-will-there-be-newtaxes. We are taking our game plan from our mentors at Lakeside Skatepark. Their park opened last year with no new taxes. As did they, we will fund-raise until we reach the amount required. Old West Days
For four days re-enactors turned Ramona Outdoor Community Center into a Living History of the 1800s — two days for Ramona fourth- and Ä M[O NYHKLYZ HUK [^V KH`Z MVY YLZP dents and visitors. In its third year, Old West Days has grown each year. Event coordinators Jim Cooper and Steve Johnson, both Ramona residents, added merchan-
dise and food vendors this year, and Guns of the Round Table sponsored a skit contest that was a crowd pleaser. The goal is to grow the event each year with a vision toward building it into a 10-day Western event that could include the rodeo. "We get great support from ROCC," said Cooper. "We couldn't do it without the ROCC."

In an effort to ensure that teams avoid inactivity prior to the playoffs, the Valley League schedule originally included May 20 games that will include Orange Glen traveling to Ramona. The league champion will receive entry into the CIF playoffs. Ramona's 13-11 overall record following the May 6 win over Orange Glen might not be strong enough for an at-large Division I playoff berth. By KAREN BRAINARD Ramona High golfer Justin Graf was the Valley League medalist at the North County Conference Tournament, securing himself a spot as an individual in the May 19 CIF San Diego Section golf championships.
The Bulldog golfers were scheduled to compete in a CIF play-in match on their home course at the San Vicente Resort against San Dieguito on Tuesday, after this issue went to press, to determine whether they will qualify as a team to play at the CIF championships. Coach Michael Gainey lik-
ened the match to determining a wild card team. The Ramona golfers went into the last week of regular play hoping to have a share of the league title by avenging its only league loss to Fallbrook. However, in a surprising turn of events, they fell to Valley Center, 212-206 on April 28, two
days before they defeated Fallbrook 205-207. Thus, Fallbrook took the league title and Ramona captured second place. Graf was the medalist in the Fallbrook match with a 34. Against Valley Center, Thomas Andrews shared medalist honors with an opponent, shooting a 37.
At the two-day North County Conference, played May 4 at St. Mark Golf Club and May 5 at Twin Oaks Golf Club, Ramona came in fourth among the 11 teams from the Valley and Avocado leagues. ;OL )\SSKVNZ Ă„UPZOLK [OL regular season 13-6 overall and 8-2 in league.
