The board voted to restrict the irrigation of ornamental landscaping with potable water to no more than twice a week, spend $1 million to heighten the agencies outreach efforts and conservation programs, establish supply allocations to local agencies based on the MWD reductions, and set penalties for local agencies that exceed their supply allocations. Filla said the well had not been operating for a week due to needed repairs. "We just got it up and running," he said. Family Fun 5K Run, Walk and Roll to raise money for skatepark By MAUREEN ROBERTSON Continuing their efforts to have a skatepark in town, Ramona Skatepark Champions will hold a Family Fun 5K Run, Walk and Roll at the Olive Peirce Middle School track on Saturday, May 30. Registration is $35 and includes access to all events: Competitive 5K Run/Walk at 8 a.m., Family Fun Run, Walk and Roll at 10 a.m., and Tot Trot for ages 5 and younger at noon (free). Check-in is, respectively, 7 a.m., 9 a.m. and 11 a.m. Also planned are a skogging clinic with professional skogger Steven Medeta at 8 a.m., an exhibition from Inky's Pro Scooter Team at 11 a.m., an all-day silent auction and opportunity drawings. Big Dev's Barbecue and other food will be available. All advance registration is online at www. ramonaskatepark.org/ events/5k-run-walk-roll. Those registering online will receive a free Ramo-
na Skatepark Champions 5K T-shirt. T-shirts for those registering the day of the event will be $10. "Let's Build This!" is the Ramona Skatepark Champions motto. Building on previous skatepark attempts, a small but determined group led by Tracy Engel and Dwight Webster started meeting last summer and has a Facebook page. "We are building on the shoulders of the people before us, and we also have our mentors," said Webster. Representatives of Lakeside's skatepark, which the county built on county property, have attended Ramona Skatepark Champions meetings, and Ramonans have attended meetings in Lakeside. The Lakeside park is one year old this month. The county has two requirements, said Webster: A maintenance bond of about $70,000 and popular support. Money to build the park will come from Park Land Dedication Ordinance money
and other sources, he said. Plans are for the skatepark to be near the library in the 1200 block of Main Street. Of the $70,000 goal, $2,200 has been raised. Half of that came from the Skate Band Jam held in the Ramon Music Center parking lot in April. The $70,000 will enZ\YL HIV\[ Ă&#x201E;]L `LHYZ of county maintenance costs, so each year the Champions will hold one or two events to replenish the fund, said Webster. Mural Project, a 501(c)(3) organization, stepped forward as a sponsor, said Engel. "The bridging together of our community is one of the things that has given me joy on this project so far," she said. Emergency crew assists hiker Ramona Fire Department assisted a hiker in distress on the trail to Cedar Creek Falls on Memorial Day, reported Cal Fire Capt. The 45-year-old woman was about three-quarters of a mile from the top of the trail and was unable to complete the hike due to exhaustion.

Deputies carry drug to help with overdoses All county sheriff's deputies now carry a medication that can save people from drug overdoses if administered in time, agency representatives said. Naloxone, a generic form of a drug called Narcan, counteracts re-

Teacher tenure, almost impenetrable By A.G. SMITH, PH.D.
H
ow many occupations offer the security afforded California teachers? In some cases, only labor unions. I started teaching at my much-revered alma mater, Grossmont High, in 1957. From the beginning, I was never concerned about my tenure on the job. I was so enthused about teaching that it was the focal point of my young life. I taught for 31 years at Grossmont and El Cajon Valley, and saw the gradual transition of the CTA (California Teachers Association) from professional to a unionist organization, with all the implications of a labor group, including, unfortunately, the right to strike. This movement can be traced to New York City, where an agitator, Albert Shanker, whose cause was perhaps just, since lead custodians were paid more than teachers. (Their union had more clout.) This was the birth of the AFT (American Federation of Teachers). Since then, as state after state allows "collective protection" for incompetent teachers, U.S. education has sunk to the lowest common demoninator. At Grossmont, a social studies laborer was allowed to peddle mediocrity for his entire career, robbing stuKLU[Z VM PTWVY[HU[ RUV^SLKNL I` ZOV^PUN Ă&#x201E; STZ VU almost daily schedule. His only come-uppance was PUĂ&#x2026; PJ[LK I` H JVSSLHN\L H[ [OL Z[HY[ VM H MHJ\S[` TLL[ ing: "Hey, Charlie (not his real name, to protect the incompetent), when're ya gonna put a marquee over your door?" -YVT VUL VM V\Y Ă&#x201E; ULZ[ .YVZZTVU[ OPNO ZJOVVSZ three astronauts are "Foothillers," but mediocrity was still allowed because teacher tenure is an almost impenetrable armor. I never gave tenure a thought because I loved my work and always strove to teach in a clear and understandable way. If one does not have that "bit in his teeth," that should soon be recognized by one's peers, and if their support doesn't bear fruit, no tenure should be allowed. In retrospect, I think job tenure of any kind is a big, fat mistake. Time on any job only encourages sloth. In an Eastern U.S. high school, dedicated teachers formed a guild, which provided peer evaluation for ALL members. The plan was so successful that the members were awarded their own enhanced salary schedule. 'Nuff said.

Government manipulating outcomes By J. DYER There is a new state agency created to oversee government school performance and accountability. It is called the California Collaborative for Educational Excellence (CCEE). The CCEE is another layer of bureaucracy that is tasked with monitoring and correcting the other ineffective layers of bureaucracy below it. Now we are paying for more â&#x20AC;&#x153;expertsâ&#x20AC;? to monitor our professional teachers and their administrative overseers.

Gwendalyn Gibson wins state cycling championship By KAREN BRAINARD Ramona High School Cycle Dawg Gwendalyn Gibson won the state championship for the high school cycling league's girls junior varsity division, outpacing the second-place winner by nearly 3-1/2 minutes. Gibson, a sophomore, was undefeated the entire high school mountain bike racing season, cap[\YPUN Ă&#x201E;YZ[ WSHJL PU L]LY` competition. "Every race was a good day for me," she said, adding that she never ran into a problem such as becoming sick or having an issue with her bike. "I had the perfect season." Competing against 56 other girls in her division, Gibson said she was a bit nervous going into the state championships May 16-17 in Los Olivos, especially when an opponent started out harder than she did. However, after climbing three switchbacks and a mile into the 12-mile race, Gibson said she looked back and saw she had a comfortable lead. According to Grace, Gibson would have normally competed in the sophomore division this year, but because of her freshman point total, she was moved up to JV. That means next year she will compete varsity. "I know it's going to be a lot tougher," she said. "I'm going to train really hard." She also competes in cross country, a fall sport at Ramona High, and maintains a 4.17 GPA.

Ramona had a 4-0 lead when the game against Fallbrook was suspended. "Luckily we had that Thursday start because on Monday when we con-
tinued we scored one run and Fallbrook scored three," McDonald said. Bowen pitched all of Ramona's defensive innings in the 5-3 win and struck out seven. Bowen and Alexa Neil each tripled against the Warriors. Celaya doubled PU OLY ÄUHS YLN\SHY ZLHZVU at bat. "That's kind of a pretty cool honor for a senior," McDonald said. The victory had a positive effect on the power rankings that determine playoff seeds. Had the suspended game not been completed, Ramona likely would have been the 11th seed in the Division I playoffs. The win allowed the Bulldogs to have the 10th seed and a play-in match against Otay Ranch. "We actually got a pretty good draw," McDonald said. "I think it was fair. I was OK with it." Otay Ranch was seeded seventh, but league champions are guaranteed a playoff home game and the Mustangs traveled to Ramona. By JOE NAIMAN Ramona High School senior Adam Mazzola reached the second round of the CIF individual singles tournament before a loss ended his high school tennis career, and Bulldog seniors Chandler Mackenzie and Tyler Webb reached the second round of the individual doubles tournament. Juniors Kellen Rolling and Tristan Wall also played in the CIF tournament at the Barnes Tennis Center in San Diego, although they were LSPTPUH[LK PU [OL Ă&#x201E;YZ[ YV\UK of doubles play. Mazzola's two matches were played May 18. He began CIF competition with H ]PJ[VY` PU [OL Ă&#x201E;YZ[ round against Arthur Holig of Christian High School. "I felt good," Mazzola said. "The wind was really strong and the guy hit really weird, but it was nice." Mazzola explained that he doesn't normally face

Public landlocked from public land
After writing about the Cuyamaca Rancho State Park General Plan Update earlier this year, I started to look at the broader regional and national public lands and trails picture. While the County of San Diego has been diligently working to open land for public use, the same cannot be said for other landholding agencies. The public land issue becomes more complicated by the day. We, the taxpayers, think we hold title to the lands of this nation designated as â&#x20AC;&#x153;public landsâ&#x20AC;? yet are denied access more and more regularly. We are duped into believing that we have valuable input to provide the governmental agencies that "manage our lands in our interest." The agencies employ guises such as general plan updates, budget planning meetings and other public meetings in attempts to make us feel a part of the
process. They force us to believe they have our best interests in mind when making land use changes. I used to get sucked into their farce at times. That is no longer the case. As my knowledge grows, my passion ignites and I see how the changes are actually happening, and I do not like what I see. Ten years ago there was a movement to open more land for use, build trails and involve anyone who wanted to participate. The belief at the time was that "the impact would be lessened per acre if more was available for use." I still hold to this belief. Since then, access has been slowly and quietly changing. Agencies such as national forest, Bureau of Land Management, Fish and Wildlife and State Parks have shifted oh so slyly and are changing land uses across the nation, essentially closing off public access
that has been available for years, even centuries. Trail use on our public lands is divided into two groups â&#x20AC;&#x201D; motorized and non-motorized â&#x20AC;&#x201D; yet most recreational trail funding comes from what the Federal Highway Administration (through the Recreational Trails Program) estimates is a portion of the fuel taxes produced by the use of motorized recreational trail vehicles and is placed into the Recreational Trails Funding Program to be proportioned out to the states for trails programs. Locally, regionally and nationally land use changes are happening at an alarming rate, and the public just canâ&#x20AC;&#x2122;t keep up with all of it. We witnessed our very own Cuyamaca undergo recent changes forced by agencies, fought by the public, and the changes, despite strong opposition, were pushed through and approved. Lawsuits are beginning to come to dispute the validity of the updates, changes and closures by the landholding agencies. Here is a recent example: According to The Montanan 1889 in a March 2015 article: â&#x20AC;&#x153;In a dispute over access to publicly owned property that could
ripple across dozens of states, a lawsuit has been Ă&#x201E;SLK PU *HSPMVYUPH JOHSSLUNing a federal bureaucracy move essentially to shut down a national forest and lock the door." The lawsuit challenges closing previously used roads and trails in Plumas National Forest to motorPaLK [YH]LS ;OL 7HJPĂ&#x201E;J 3Lgal Foundation, which has defeated the government in several land-use battles that have gone to the SuWYLTL *V\Y[ Ă&#x201E;SLK [OL HJtion, the article states. To further exacerbate the issue, on April 22, a press release came out stating "This week, Congressman Ted Poe (R-Texas) introduced H.R. 1931 the American Land Act. This bill would require the Bureau of Land Management and the National Forest System to open up about VM P[Z SHUK V]LY Ă&#x201E;]L years for sale to the American people. The federal government currently owns 27% of the total land in the United States. This land is larger than the countries of France, Spain, Germany, Poland, Italy, United Kingdom, Austria, Switzerland, the Netherlands and Belgium put together. The proceeds from the sales â&#x20AC;&#x201D; potentially billions â&#x20AC;&#x201D; would

be directly deposited into the Highway Trust Fund, making an investment in our transportation infrastructure. The bill does not authorize the sale of land owned by the National Park Service or the U.S. Fish and Wildlife Service.â&#x20AC;? While the language used to describe the bill and the following quote from the senator initially sounds supportive of the American people, it is indeed not. â&#x20AC;&#x153;It is time for the federal government to let Americans own American land," said Poe. "The government cannot afford its massive estate. We need to give up some of our assets to pay for desperately needed infrastructure projects.â&#x20AC;? What effect will this have on the connections to, from and within our public lands system, not only for people, but for wildlife? Roads and trails are being left out of the land use updates. Is that because this was the plan all along? If enacted this will be the most devastating thing to happen to public lands to date in my opinion. Who can stop this? Are the landholding agencies and our representatives working behind closed doors, then shoving those agreements down our
throats while trying to convince us it is good for us? The power of the public has become null and void as witnessed with Cuyamaca. To have much effect, lawsuits will ensue. I look at the evidence and start to put together how they are trying to make it all work. Itâ&#x20AC;&#x2122;s almost incestuous. Public land is held and managed by the government, which is supposed to represent the public. Public lands are funded by the public via taxes and fees, yet we are closed out by the very agencies that hold the money collected from us. The public has no valuable input that is included in the decision making process. Are our public lands truly public? This is a topic that has piqued my interest and gained my attention. As I look at all of the closures and changes across the na[PVU T` [OV\NO[Z Ă&#x2026;` HZ [V the effects our access and trail connections will suffer. My research continues and I am grateful for every foot of trail we get placed on the ground. I am grateful for every acre that is preserved for the public. I am grateful to all the trail advocates out there who work tirelessly to save the outdoors for us.

There is an injustice being done here if you believe the educational bureaucracyâ&#x20AC;&#x2122;s historic claim that money is the engine of quality education. The educational bureaucracy hammers us with this â&#x20AC;&#x153;money equals quality educationâ&#x20AC;? idea each time it attempts to raise our taxes.

Only a progressive socialist could justify penalizing good students for the â&#x20AC;&#x153;greater goodâ&#x20AC;? of their system. keeps warning RUSD about to no avail. This state level CCEE government expansion is little more than job security for mid-level and upper-level bureaucrats. It will produce the usual obscure and confusing reports to cover over its uselessness. No one will be held accountable for HU` MHPS\YLZ VY PULMĂ&#x201E;JPLUJPLZ because no one knows exactly what the standards are. Since the standards change every time a progressive thinks up a new name for
whatever task they are failing at, there is no accountability over time to measure a â&#x20AC;&#x153;newâ&#x20AC;? programâ&#x20AC;&#x2122;s actual effectiveness. One thing is certain and proven by much data: the government school system is less effective at teaching the basics than it was in past decades. If you want a good education for your children, it may be time to consider getting away from this layered mess of confusion and failure. Until school choice is pushed past the self-serv-
ing school unions, alternatives to government imposed education will cost you more. However, your kids are spending precious years being cheated by a system whose policies result in the production and celebration of mediocrity. It is a system designed for the state to benLĂ&#x201E;[ [OL Z[H[L With the LCAP/CCEE requirements, the government school system appears more interested in manipulating test scores than it is in offering equal educational op-
portunities for all students and rewarding individual initiative and hard work. There are many educational options to the compulsory education. The state and the unions work to keep these options out of your reach. If there werenâ&#x20AC;&#x2122;t some good people on the Ramona school board, things would be a lot worse at RUSD.
