Planners oppose cell tower on residential property By KAREN BRAINARD Residentsâ&#x20AC;&#x2122; recent opposition to neighborhood cell towers is causing some on the Ramona Community Planning Group to look at them in a new light. Planner Paul Stykel said he is realizing the cell towers are a commercial product that is being proposed for areas not zoned commercial or industrial. â&#x20AC;&#x153;We need to take a look at these things,â&#x20AC;? he said at the groupâ&#x20AC;&#x2122;s June 4 meeting. â&#x20AC;&#x153;They pop up here. They pop up there.â&#x20AC;? â&#x20AC;&#x153;I really oppose one WYVWLY[` V^ULY WYVĂ&#x201E;[PUN H[ the expense of the others,â&#x20AC;? said planner Donna Myers. The latest proposal is one by Verizon for 615 state Route 78. As in the case of a tower proposed for 1808 Cedar St., the facilities would be built on residential property with the landowner receiving compensation from Verizon. Street site spoke against the proposed Verizon cell tower, citing studies of adverse health effects caused by electromagnetic radiation for those in close proximity, as well as visual and property value impacts. The planning group did not approve a major use
permit for the Cedar Street proposal, but the vote is advisory only to the county Planning Commission. Regarding the Route 78 cell tower, near Amigos Road, planners heard opposition from a few neighbors. Don Kohorst said he lives across from the
proposed site. His guesthouse would be about 435 feet from the tower and his main house about 800 feet â&#x20AC;&#x153;which we think is too close,â&#x20AC;? he said. Although he cited health studies, Kohorst said he knew that such studies cannot be used to deny a S T A T E
permit because of the federal 1996 Telecommunications Act. Planner Jim Cooper said the act, which prohibits state and local governments from denying permit applications for cell towers based on health concerns from radio frequency emissions, seems out of date. Cooper said he would challenge the veracity of the act as there have been â&#x20AC;&#x153;solid studiesâ&#x20AC;? on health impacts, such as cancer, H[[LU[PVU KLĂ&#x201E;JP[ KPZVYKLY and neurological diseases. Ted Nofal Jr., who lives next to the property for the cell tower, said, â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s a lot of families on Amigos Road that are going to be exposed to this.â&#x20AC;? According to Verizon, there are dead spots for signals in that area. Planning group chair Jim Piva suggested the neighbors gather as a group with one voice, as the county said it had only heard opposition from Kohorst. Cooper made a motion to deny the cell tower for reasons that included it is a commercial, industrial application in a residential area, is along a scenic highway, exceeds the county height limit and has potential to decrease property values. The motion passed 10-1 with Dan Scherer, chair of the East Subcommittee that Ă&#x201E;YZ[ YL]PL^LK [OL WYVQLJ[ voting no. The Battle of Iwo Jima cost 6,821 American lives. Over 19,000 Japanese were killed. It was the costliest, most savage battle that the U.S. Marine Corps faced in World War II. The monument atop Mount Suribachi does not bear an inscription of any part of Drakeâ&#x20AC;&#x2122;s poem. A no-tax skatepark â&#x20AC;&#x201D; really? By J. DYER A few weeks ago a commentary was written about a group supporting a skateWHYR PU 9HTVUH >L ^LYL LUJV\YHNLK [V go to the groupâ&#x20AC;&#x2122;s website and check out the details of their plan. The promise that the park would not cost taxpayers anything caught my interest. After checking out the website, I think they may have been too optimistic in making that promise. ;OL Ă&#x201E;YZ[ [OPUN [V UV[L VU [OLPY ZP[L VU [OL question of â&#x20AC;&#x153;no new taxesâ&#x20AC;? is the countyâ&#x20AC;&#x2122;s KL[HPSLK ¸MHJ[ JOLJRš JSHYPĂ&#x201E;JH[PVU VM [OL groupâ&#x20AC;&#x2122;s claim of funding and their claim that no taxes will ever be needed for the park. The groupâ&#x20AC;&#x2122;s claim that money had already been set aside for the skatepark appears to have been a little optimistic as well. The second thing I noticed about the site was the lack of acknowledgement of any negatives associated with a skatepark. However, I was informed that â&#x20AC;&#x153;skateboarding teaches positive life lessonsâ&#x20AC;Ś,â&#x20AC;? skateparks become â&#x20AC;&#x153;thriving family gathering places,â&#x20AC;? and â&#x20AC;&#x153;public skateparks become community spaces where skateboarders learn vital social and life skills.â&#x20AC;? Skateparks are known to be associated with drug activity, gang activity, vandalism and theft. The only â&#x20AC;&#x153;acknowledgmentâ&#x20AC;? of any problems associated with ZRH[LWHYRZ [OH[ 0 JV\SK Ă&#x201E;UK PZ [OL MHJ[ [OH[ the group is working with the Sheriffâ&#x20AC;&#x2122;s Department for 24-hour video surveillance of the park. You donâ&#x20AC;&#x2122;t need law enforcement video surveillance for â&#x20AC;&#x153;thriving family gathering placesâ&#x20AC;? that teach â&#x20AC;&#x153;positive life lessonsâ&#x20AC;? and â&#x20AC;&#x153;vital social and life skills.â&#x20AC;?
Taxpayers ultimately pay for increased crime and surveillance of high crime areas, so the no expense to taxpayers promise just went out the window. Other problems related to skateparks include younger riders getting in the way of experienced tricksters, and skateboarders getting tired of waiting their turn to ride at the park. These bored athletes ZVTL[PTLZ Ă&#x201E;UK H UPJL W\ISPJ Z[HPY^H` WSHU[LY VY OHUKYHPS ULHYI` [V ]HUKHSPaL These problems are not addressed on the skatepark site. Injuries are also an issue at skateparks. We are assured on the website that the county will be responsible for any liability resulting from injuries. The assurance is not very reassuring. â&#x20AC;&#x153;Weâ&#x20AC;? are the county. If the county is liable, we are liable. Government funds pay for liability claims against the county. So it appears the claim that the skatepark will cost us nothing is struck another blow. One of the more despicable reasons I have been given for projects like this skatepark is that we must keep our kids entertained or they might attack someone or destroy something. Most young people KVUÂť[ ULLK H ZRH[LWHYR H NYHMĂ&#x201E;[P ^HSS VY anything else to keep them from committing a crime. Those who use this â&#x20AC;&#x153;protection racketâ&#x20AC;? threat should be taken off the streets, not rewarded for their criminal proclivities. Most people stopped riding skateboards in their mid-teens. This group is putting a lot of hope in having a continuing source of volunteers for work and donations to keep their dubious promise that no taxes will ever be needed for this skatepark. High School senior Sydney Marin to the all-league second team. Marin obtained another soccer honor during her senior year. She signed a letter of intent to play collegiate soccer at Soka University. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m super excited and happy that all of my hard work paid off,â&#x20AC;? Marin said. â&#x20AC;&#x153;I really wanted to play soccer in college.â&#x20AC;? cago suburb of Aurora, Ill. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re just really proud of her,â&#x20AC;? said softball coach Cori McDonald. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re excited to see what will come.â&#x20AC;? Aurora University is in Division III of the National Collegiate Athletic Association. Although NCAA Division III schools do not give athletic scholarships, Pittman received a full academic scholarship. During her Ramona High School sophomore season, some Division I programs expressed interest in Pittman but not enough interest to cover her collegiate expenses. â&#x20AC;&#x153;The money wasnâ&#x20AC;&#x2122;t there and I kind of realized I would rather focus on my education,â&#x20AC;? she said. She was considering Army, which is in Division I and would have offered a military scholarship rather than an athletic scholarship, but realized that being a softball catcher was her optimal physical activity. â&#x20AC;&#x153;I have really bad asthma and Iâ&#x20AC;&#x2122;ve had heart problems before, so thatâ&#x20AC;&#x2122;s probably UV[ [OL ILZ[ Ă&#x201E;[ MVY TL š ZOL ZHPK In addition to Aurora and Army, Pittman was also considering Pace University (Pleasantville, N.Y.), Union College (Schenectady, N.Y.), and University of St. Mary (Leavenworth, Kansas). Pace is an NCAA Division II school, Union is in Division III of the NCAA, and St. Maryâ&#x20AC;&#x2122;s is in the National Association of Intercollegiate Athletics. Pittman, a lifelong Ramona resident who attended James Dukes Elementary School and Olive Peirce Middle School before Ramona High School, said she received her desire to play outside of California from her club softball travel experiences.

â&#x20AC;&#x153;I really liked going all around the country,â&#x20AC;? she said. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s kind of how I got interested in the East Coast.â&#x20AC;? 7P[[THU OHZ WSH`LK [YH]LS IHSS MVY Ă&#x201E;]L years, beginning with the So Cal Breakers and playing with the San Diego Renegades Bovee club for the past four years. â&#x20AC;&#x153;She has really put in the time and the travel and the effort,â&#x20AC;? McDonald said. Pittman began playing softball in the Ramona Girls Softball League when she was 5 and has been a catcher since she was 10. She was a catcher for all four of her Ramona High School seasons and made the Bulldogsâ&#x20AC;&#x2122; varsity as a freshman. â&#x20AC;&#x153;She has done some great things for us and contributed to our program,â&#x20AC;? McDonald said. She mentored in the schoolâ&#x20AC;&#x2122;s peer tutoring program. Pittman heard about Aurora University in July 2014 when her travel ball team was in Colorado for a tournament and Aurora assistant coach Tristan Wilcox was present. ¸>OLU 0 Ă&#x2026;L^ V\[ [OLYL 0 PUZ[HU[S` MLSS PU love with it, and I love the coaches and all the players were really sweet,â&#x20AC;? Marin was on Ramonaâ&#x20AC;&#x2122;s varsity for all four of her high school seasons and was a starter for three years. She was a defender for the Bulldogs. â&#x20AC;&#x153;Overall it was a great experience and I really enjoyed it,â&#x20AC;? she said. Marin was also considering the California State University campuses in Dominguez Hills and San Marcos. â&#x20AC;&#x153;Soka was my number one school and we were waiting to see if I was accepted,â&#x20AC;? she said. â&#x20AC;&#x153;I was accepted and I couldnâ&#x20AC;&#x2122;t say no.â&#x20AC;?

She received notice of her acceptance in April. â&#x20AC;&#x153;It was close to home and a small school, so it was perfect for me, and the campus is beautiful,â&#x20AC;? she said. Marin plans to major in psychology and hopes to work with military veterans and other post-traumatic stress disorder victims. Her maternal grandfather is a veteran. Her mother is a psychologist who works with PTSD victims at Marine Corps Air Station Miramar. â&#x20AC;&#x153;I kind of got my interest from her,â&#x20AC;? Marin said. Marin is one of four Bulldog seniors with college soccer plans for the future. On Feb. 4, Kacie Jordan signed a letter of intent to play college soccer at Colorado Mesa University. Ceci Estrada and Sydney Schmidt will see playing time on the Miramar College team. â&#x20AC;&#x153;This year was a special group of girls. They were all highly competitive players,â&#x20AC;? Vizcarra said. Ramonaâ&#x20AC;&#x2122;s 2014-15 roster included 12 seniors.

Miniature collections win big at county fair When the 2015 San Diego County Fair opened at 4 p.m. on Friday, Eileen Cummings was there. Curious to see how her submissions had fared with the judges, the Ramona resident said that what she saw shocked her. She received Best of Division and Best of Show as well HZ [OL Ă&#x201E;YZ[ WSHJL YPIIVU for her Fair Theme collec[PVU HUK HUV[OLY Ă&#x201E;YZ[ WSHJL ribbon for her collection of 300 fold-out photos and coin medallion photos from around the world. Her Fair Theme collection includes everything from postcards to miniature books, and the dates and themes of all of the county fairs. Both of her winning entries can be seen at the fair in glass cases called slant boxes VU [OL ZLJVUK Ă&#x2026;VVY VM [OL Hobby Division. A collector of miniature books, Cummings received Best of Show and Best of Division for her assortment of teddy bearthemed books in Home and Hobby at last year's San Diego County Fair. OBITUARIES Albert “Al” Petani 1944 – 2015 Al Petani, of Ramona, passed away on May 26, 2015. He leaves behind his wife, Linda; four children, Allen Petani, Michelle Petani, Brad Mushrush and Diana Mushrush; and seven grandchildren. He was in the Air Force from 1965 to 1968, serving in Vietnam. He was a member of the Knights of Columbus at Holy Trinity Church in El Cajon and Immaculate Heart of Mary in Ramona. He was also a member of the Early Ford V-8 Club of San Diego. Al’s Funeral Mass was held on Wednesday, June 3, 2015, and he was laid to rest at Nuevo Memory Gardens in Ramona. In lieu of flowers, the family requests donations are made in his memory to the Wounded Warrior
Sadie Stockalper 1986 – 2015 Luminous, energetic and generous in all ways, Sadie accomplished more in a month than many people
Sadie was born on June 2, 1886, and grew up in Ramona before moving to Warner Springs in her high school years. While she lived briefly in San Francisco and Hawaii, Sadie’s heart was always in the backcountry, particularly after she and Felice bought a house in the Chihuahua Valley. At the age of 23 she opened “Sadie’s Homestyle Restaurant”, a favorite among locals; however, the restaurant was destroyed in a fire. Resilient, Sadie established a catering and home meal delivery business, using organic foods from her garden, home-made goat cheese

many gifts, she could have accomplished anything. Sadie is survived by her sister, Sara; father, Rudi; step-mother, Patti; and step-siblings, Natalie Spieker and Fletcher Stockalper. The family has established a memorial fund to help support the causes that were close to their hearts.
