District outlines conservation measures Ramona Municipal Water District has released mandatory water conservation restrictions, effective immediately, based on the state’s mandated water usage. The State Water Resources Control Board (SWRCB) set the Ramona water district’s reduction target at 28 percent. Agricultural customers in the Special Agricultural Rate (SAWR) program have a mandatory 15 percent cutback. Governor Jerry Brown issued a series of executive orders on April 1 to address California’s ongoing drought, including establishing a goal to reduce urban potable water use by 25 percent statewide. The governor’s action was in response to unprecedented drought conditions that have caused record low water levels in state water reservoirs and only 5 percent of historical snowfall levels recorded in the Sierra Nevada mountain range. In response to the governor’s call to action, on May 5, SWRCB adopted emergency regulations mandating all urban water suppliers cut potable water use by 8 to 36 percent depending on their residential gallons-per-capita-per-day average from July to September 2013. Mandatory water conservation restrictions are in place statewide. The emergency regulations remain in effect through Feb. 13, 2016. All RMWD customers must reduce water use by 28 percent based on their 2013 usage. More ways to save water include:

Learn to adjust your irrigation controller to avoid over-watering. Check soil moisture regularly and adjust your watering schedule monthly. Turn your irrigation system off when rain is projected. Also, check sprinklers regularly, looking for broken and clogged heads, or over spray. Consider upgrading to rotary sprinkler nozzles, a drip irrigation system or a weather “Smartâ€? irrigation controller. ‹,SPTPUH[L \U\ZLK [\YM 9LTV]L \U\ZLK [\YM HUK MVJ\Z LMĂ„JPLU[ PYYPNH[PVU practices on active turf, trees or vegetable gardens. Prioritize areas that will and won’t get water this summer, irrigating only high value areas. ‹0U [OL 94>+ ZLY]PJL HYLH [OLYL HYL no watering schedules based on evenor odd-numbered addresses. Customers must irrigate before 10 a.m. and after 6 p.m. to reduce water loss due to evaporation. RMWD does not have jurisdiction over property owners who use well water. ;OL KPZ[YPJ[ ZHPK P[ PZ UV[ Ă„UPUN J\Z[VTers for wasting water at this time but will send a warning letter. Customers can report water waste by completing a form on the district website. The report will be investigated and an advisory note will be sent to the site of the incident. The watering schedule restrictions do not apply to the following: ‹0YYPNH[PVU Z`Z[LTZ \ZPUN ^H[LY LMĂ„cient devices such as “Smartâ€? irrigation controllers, drip or micro-irrigation, and rotating sprinkler nozzles. ‹*VTTLYJPHS U\YZLYPLZ ‹3HUKZJHWLZ PYYPNH[LK \ZPUN KYV\NO[ proof recycled water including parks, golf courses, or open space. Property tax refunds sit unclaimed San Diego County Treasurer-Tax Collector Dan 4J(SSPZ[LY ZHPK OPZ VMĂ„JL is searching for individuals who may be entitled to unclaimed property tax refunds totaling nearly $1.3 million. ;OL <UJSHPTLK 4VUies list includes refunds to property taxpayers and those who previously owned property in San Di-

Those who applied for an assessment appeal, previously owned a business and the property associated with it, or sold property through a short sale may be on the list. McAllister said checks and notices have been sent to the last known mailing address of those owed refunds.

Some notices have been returned, and some checks have not been cashed. The lowest return amount is $10.01 and the highest is $9,984. Jewelry World owner calls move a ‘leap of faith’ By KAREN BRAINARD After 16 years at 1338 Main St., Jewelry World and Loan is moving down the street. The store’s new location will be in the Stater Bros. shopping center, 1668 Main St., Suite F, next to Rite Aid. Owners Tom and Kathleen Cole will open their new doors on Aug. 1, but will keep their current store open during the move. To help with moving costs, they are offering sales throughout the store. “This is the sale of all sales,” said Kathleen. Sales range from 30 to 70 percent off. Estate sale items are reduced 60 to 70 percent. According to Kathleen, the relocation was initiated by their lease being up for renewal.

“We just decided it’s time for a change,” she said. “Pretty much it’s going to be business as usual.” At 2,200 square feet, the new space offers 500 square feet less than their current store, but, Kathleen said, “Our showroom will be the same size.” She explained they will lose some of the room that they have for storage. “Tom will have to keep his collections at home,” she chuckled. (U VMÄJL MVY ;VT HUK a workspace for their jeweler, Sandra Wheeler, who will continue to create custom-designed pieces, are being developed in the new space. Jewelry World will continue the loan portion of its business and plans a smooth transition with moving those items. “We want people to

know their stuff is safe,” said Kathleen. The Ramona Chamber of Commerce’s 2013 Business of the Year will also continue its coin and bullion business. Tom recently attended a jewelry show and will now offer a new line of rose gold jewelry, said his wife. The Coles and their staff of nine have been debating interior paint colors for the new space. Although Kathleen said some employees are tired of the store’s blue walls, light blue is considered the best color for jewelry stores. “Diamonds look best in blue,” she said. If they go with blue, she added, it will be “very, very light blue,” but Tom NL[Z [OL ÄUHS ZH` “He’s the boss,” she said. As for their vintage

In addition to the store move, Kathleen noted that three employees are in the process of personally relocating. “Everybody’s in panic mode,” she said with a laugh. Shea Torres Bailey 1992 – 2015 Shea Torres Bailey was born on September 25, 1992, to the parents of Trevor and Tamara Bailey and went home to be with

the Lord on June 6, 2015. While it seems that he was taken from us way too early we can trust that God had Shea accomplish all that He had put him here for. Shea was a young man who had a passion for baseball, adult softball, ďŹ tness, and just about anything involving physical activity. But most importantly, Shea had a passion for the two things that will last for all eternity, people and his Savior, Jesus Christ. Due to his deep love for the Lord Jesus we can take joy and comfort in knowing that he is in the arms of His Savior. The book of Revelation gives us a picture of what Shea

is experiencing right now when it says, “And I heard a loud voice from the throne saying, “Behold, the dwelling place of God is with man. He will dwell with them, and they will be his people, and God himself will be with them as their God. He will wipe away every tear from their eyes, and death shall be no more, neither shall there be mourning, nor crying, nor pain anymore, for the former things have passed away.� While we miss him deeply we can know that Shea would say right now, “Don’t cry for me, I am with the Savior and I wish you were here.� We love and miss you Shea, but rejoice in knowing that for

RAMONA HOMES & REAL ESTATE County to spend $1.4 million to link Santa Ysabel Preserve San Diego County supervisors voted last Wednesday to buy 175 acres of land that will link the east and west portions of the Santa Ysabel Preserve and could potentially allow expansion of the “Coast to Crestâ€? trail that is envisioned to stretch from Del Mar to Volcan Mountain near Julian. The board voted to spend about $1.4 million to buy the land west of state Route 79 and north of the intersection of state Routes 79 and 78 from Santa Ysabel Ranch LL. County Land Use and Environment Group ofĂ„JPHSZ ZHPK [OL HJYLZ contained valuable habitat, including grassland, riparian scrub and forest and montane meadows. Supervisor Dianne Ja-

cob, whose district includes the Santa Ysabel Preserve lands, said the property was important for several reasons. In addition to connecting the two separate portions of the 5,046-acre Santa Ysabel Preserve and allowing the possible expansion of the Coast to Crest Trail, the land includes important habitat for the county’s Multiple Species Conservation Program

and could provide access for the county’s proposed $7.1 million Santa Ysabel Nature Center, said Jacob. The county created the Santa Ysabel Preserve in 2001 by buying 5,322 acres from The Nature Conservancy. Private properties separated the two sections of the preserve. In 2010, The Nature Conservancy donated 84 acres to the parks department for a future nature center.
