Ham radio operators to participate in 24-hour Field Day By KAREN BRAINARD For 24 hours straight this weekend, members of the Ramona Outback Amateur Radio Society (ROARS) will participate in a nationwide annual event that will put them in touch with tens of thousands of other ham radio amateurs. ROARS invites residents to stop in during the Amateur Radio Relay League (ARRL) Field Day event, from 11 a.m. Saturday, June 27, to 11 a.m. Sunday, June 28, outside Ramona Fire Department Station 82 near the corner of state Route 67 and Dye Road. “We want people to show up, said Ramona resident and ROARS president Steve Stipp. Residents can participate as long
as they are paired with a licensed ham radio operator, he said. Field Day is the most popular on-the-air event held annually in the United States and Canada, said Stipp. About 35,000 radio amateurs gather with their clubs, groups or with friends to operate from remote locations. The objective, he said, is “to work as many stations as possible on any and all amateur bands and to learn to operate in abnormal situations and less-than-optimal conditions.â€? The event helps ham operators be prepared for emergencies, he noted. “It’s good practice for all of us,â€? said Stipp. Often during an emergency, the Ă„YZ[ VULZ VU ZP[L HYL OHT YHKPV VW-
erators, who work on battery and solar power, he said. In fact, ROARS was created in 1989 in case Ramona had an emergency, he added. Three men met to develop an emergency plan at that time — Vernon Leming, who was then president of the Ramona Municipal Water District; Karl Diekman, then chief of the Ramona Fire Department; and 2L]PU 6Âť3LHY` [OLU HZZPZ[HU[ Ă„YL chief and emergency preparedness VMĂ„JLY “The overriding concern was that Ramona, because of its isolation, could not rely on outside assistance K\YPUN [OL Ă„YZ[ [^V OV\YZ VM HU` LTLYNLUJ` VY K\YPUN [OL Ă„YZ[ [^V to six days of a major regional disaster,â€? states ROARS information.
“Additionally, the Ramona Valley is dependent on regional radio repeaters and the telephone system for communications — neither of which can be relied upon during an emergency, continues the group’s history. Today, there are almost 400 ham radio operators in Ramona, said Stipp, adding that they have to be licensed, but not all are active. ROARS has about 28 members with approximately 10 of them original members. Stipp has been an operator for two years and noted that every new operator is assigned an “Elmer, an experienced radio operator to assist him or her. Stipp said he has talked to people from every continent in the
world, including the South Pole. “I can talk to places that I know I’d never get to go to,â€? he said. ROARS will begin setting up for Field Day on Friday and continue Saturday morning, bringing in tables, pop-up covers and food. “It’s a lot of work for 24 hours,â€? said Stipp. People will go in and out during the 24 hours, he added. “We have a good potluck on Saturday night,â€? he noted with enthusiasm. Stipp extended his appreciation to Station 82. º¸;OL Ă„YLTLU HYL NYLH[ š OL ZHPK “They’re super.â€? Ramona High band director resigns for job in Rancho Bernardo By MAUREEN ROBERTSON First-year Ramona High School band and music teacher Zachary Christy has resigned to accept a job as orchestra and marching band director at Rancho Bernardo High. Christy, who replaced former Ramona High music and band teacher Daniel James, has received accolades at school board meetings for his achievements
with the students during the 2014-15 school year. “The decision I have made has not come easily, he said in a letter to the Ramona Royal Alliance Band Family last Wednesday. “While I didn’t expect the door to open quite so quickly, the door has opened and I needed to take advantage of the opportunity ... I am very sad to leave all of you and the work that you achieved. He described the past year

as “an absolutely wonderful experience for meâ€? and complimented the students on their progress. James resigned last year to accept a job as El Camino High School band director in Oceanside. In his letter to the Ramona band family, he gave two reasons: To be closer to his extended family “down the hillâ€? and to work at a district with a more posi[P]L Ă„ZJHS M\[\YL ¸;OL SVUN [LYT Ă„ZJHS

The number, complexity and diversity of the problems we face are astounding. As a politician, your work is never done; your to-do list is always full. It’s intellectually as challenging an occupation as anything I can imagine. It’s the
chief way we resolve, or at least manage, the problems we face. The long and short of it is this: I’ve encountered plenty of accomplished people in other professions who told me that in the end, they’re a bit bored. I can’t ever recall hearing a politician say that he or she was bored. :LJVUK I don’t know of another profession that puts you in touch with more people of more different types, ages, and views. The new outdoor court, converted from a tennis court, was celebrated with a ribbon cutting conducted by County Supervisor Dianne Jacob and David Duran, Dos Picos County Park ranger, on Tuesday, June 16. They were joined by youths from the Ramona branch of the Boys and Girls Club of Greater San Diego, which is located in the park. As soon as the ribbon was cut, the boys and girls tried out the new court by shooting hoops. Also attending the ribbon cutting were representatives from the county’s Parks and Recreation Department. “Park improvements
have always been a big priority for me,” Jacob said at the ribbon cutting. “They are good for our communities and good for V\Y `V\[O ;OL` Ä[ PU ^P[O the county’s Live Well program, which encourages positive behaviors and physical activities for a safer, healthier region.” The approximately $70,000 court was funded with Park Land Dedication Ordinance (PLDO) money and was one of eight projects proposed two years ago for Ramona’s PLDO priority list. PLDO funds come from a fee paid when the county issues building permits for dwellings in Ramona. The money goes toward park projects in the community. The court is the second project to be completed on that priorP[` SPZ[ ;OL ÄYZ[ ÄUPZOLK project was Ramona High

Jacob said Collier Park is one of the oldest — if not the oldest — county park. It was created in 1908 with a donation from Colonel David Charles Collier. “The ribbon-cutting in 1915 drew 5,000 people. Wow. That’s how important Collier Park was to the region, even then,” Jacob said. The basketball court is in the corner of the park at E and Sixth streets.

The boyfriend proceeded to order the mother to retrieve some masking tape, which they used to cover the child’s eyes and mouth

County designates library, senior center Cool Zones Looking for a place to stay cool? The county has designated two “cool zones in Ramona. One is the library, 1275 Main St., open Mondays through Saturdays. It opens at 9:30 a.m. and closes Monday
and Wednesday at 6 p.m., Tuesday and Thursday at 8 p.m., and Friday and Saturday at 5 p.m. The second Cool Zone in town is Ramona Senior Center in Ramona Community Center, 434 Aqua Lane, open weekdays from
8:30 a.m. to 4 p.m. In the summer, the county designates Cool Zone air-conditioned settings where seniors and others can gather. Cool Zones encourage people to share air conditioning during the heat of the day, lowering
individual usage and helping to conserve energy. Supervisor Dianne Jacob created the Cool Zone idea out of concern for seniors and disabled persons with health problems who could be complicated by the effects of heat.

You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens
senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. RAMONA MUNICIPAL WATER DISTRICT NOTICE OF INTENTION TO CONSIDER ADOPTING AMBULANCE AND PARAMEDIC USER FEES The Board of Directors for the Ramona Municipal Water District (District) will consider proposed changes to the Ambulance and Paramedic User Fees including the Ambulance/Paramedic Subscription Program at a public hearing on July 14, 2015, at 2:00 pm, at the Ramona Community Center, 434 Aqua Lane, Ramona, California 92065. The Ramona Fire Department offers paramedic transportation to the community of Ramona. The current ambulance/paramedic user fees were established in 1993 and only one increase (in 2005) has taken place since that time. Since 2005, the costs to provide such emergency medical/ambulance services have continued to escalate. The proposed fee structure for such services as shown below would allow the District to recover approximately 40% of the actual costs to provide the services and is standard for fire departments and private ambulance services. The proposed rate changes for ambulance and paramedic services provided by the District are shown in bold print below next to the current rates for comparison. The division of the fees reflects the rules set forth by Medicare with Advanced Life Support (ALS) services versus Basic Life Support (BLS) services. ALS services are charged when the patient receives paramedic care such as medication or establishing an advanced airway similar to that utilized by a hospital during surgery.
Additionally, as part of the Ramona Fire Department’s ambulance billing program, the District supports an “Ambulance Subscription Program” also called the “Rescue Program.” This program gives Ramona citizens an option to pay a small annual subscription fee to cover the unpaid amount of an ambulance bill when transported by the Ramona Fire Department. In order to be eligible for this program, an individual must be covered by private insurance, Medi-Care, or Medi-Cal. The District Board will also consider modifications to Rescue Program including setting the annual subscription rate at $65.00. Information related to the estimated cost of providing ambulance and paramedic services to the community and the revenue sources the District uses to pay for ambulance and paramedic services is available at the District office as listed below as of the date of this notice. District customers may respond to the proposed rate modifications in writing at any time prior to the hour set for the hearing at the address below or in person at the Community Center at the time of the hearing. At the time stated above, the Board of Directors shall hear and consider all responses, if any, to the imposition of these rates for 2015-2016 and may continue the hearing from time-to-time. Upon the conclusion of the hearing, the Board may adopt, revise, change, reduce, or modify these rates, or overrule any or all objections.
