Sewer rates

Most stayed in the lobby during the 30-minute closed session, but several left the building. “Ninety-six years old,â€? Donna Azzolina said as she helped her mother, June Pratt, out of the room. “She drug herself out here. Oh, well, that’s how it goes.â€? “She made an effort to get out here to have her voice heard,â€? The public hearing on the proposed rate changes started after board president Darrell Beck reconvened the public meeting. No one commented during the public hearing, but board clerk Tiffany Friend said that, of the estimated 7,000 affected parcels, the district received 15 written protests of the proposed sewer rate increases. Let’s show water board we can do it The Ramona Municipal Water District Board of Directors is proposing a rate increase that is in excess of 16 percent for all water users effective Sept. 1, 2015. This increase is based on three factors: 1. Reduction in district funds caused by reductions in water usage mandated by the State Water Resources Control Board (SWRCB); 2. Increase in water rates being charged by the San Diego County Water Authority (SDCWA); 3. Increase in pumping charges imposed by SDG&E. The combination of these fabricated reasons should not add to more than 7 percent or 8 percent increase in water rates. The board of directors fails to realize that increases of 16 percent with only two months notice cause great hardship on the consuming public. Ramona is not a wealthy community. More than 50 percent of the residential families subsist at or slightly above the published poverty level of $23,850 (family of four). But is there anything we, the rate paying base, can do to prevent this ludicrous increase in water rates? Probably not. In a recent letter sent to consumers, the water board boldly stated that they are “authorized” to adopt the proposed rate and fee increases IF less than 50 percent of the property owners or customers of the district fail to submit written protests against the proposed rates and fees by 2 p.m. on Aug. 11, 2015. They know that will never happen. Getting 50 percent of any community to participate in events like voting is increasPUNS` KPMÄJ\S[ What are the chances of getting 50 percent of our community to sit down and write a letter to the Board of Directors to show dissatisfaction for the rate increase? The image was published in the Arts section. The newspaper had previously deJSPULK [V W\ISPZO [OL *OHYSPL /LIKV THNazine cover, contending the newspaper “normally” does not “publish images or other material deliberately intended to offend religious sensibilities.” So why the newspaper’s willingness to publish one image, but not the other? It is an example of religious hypocrisy. Why KVLZ 6ÄSP»Z K\UN JSV[[LK =PYNPU 4HY` NL[ a pass and anything done against Muslims does not. I guess it is OK to offend Christians but not Muslims. Christians are just as offended by this picture as Muslims are about those drawings, but do you see Christians going around killing people over it? Ramona’s July 4th — a spectacular event This is the 23rd year for Ramona Rotary Club’s July 4th Family Picnic & Fireworks, the off-shoot of a dream of Ramona resident Roy Winchell. He thought Ramonans shouldn’t have to drive down the hill to July 4th events and was concerned for our safety on the return up the winding highways 67 and 78 after a long day of celebration. His idea of a hometown celebration, with Ă„YL^VYRZ ^HZ Q\Z[ S\UJO time talk and a pipe dream until 1993, when he was president of the Ramona Rotary Club. He and fellow Rotarian Arnie Fry decided that was the year to make it happen. With only a few months until July 4th, they made JHSSZ ¡ [V Ă„YL VMĂ„JPHSZ ZJOVVS VMĂ„JPHSZ Ă„YL^VYRZ vendors, businesses who might be potential sponsors — posing questions and getting answers. Despite those who said

OH]PUN H ÄYL^VYRZ ZOV^ in Ramona would never get off the ground beJH\ZL VM [OL ÄYL KHUNLY Winchell and Fry pushed on, winning over the naysayers and then getting the [O\TIZ \W MYVT VMÄJPHSZ with their proposal and planning. Due to a conservative fundraising budget of [OL ÄYL^VYRZ ]LUdor worked with Winchell and Fry to put together a basic, but very colorful, skyshow, and put the Rotary club in touch with KYXY Radio so the Ramona show could become WHY[ VM H ÄYL^VYRZ UL[work — getting more bang for the buck, so to speak, since shows that were part of the network could get TVYL ÄYL^VYRZ MVY SLZZ money, plus patriotic musical accompaniment. Hoping for the best, Rotarians asked for and received the community and business donations they needed and worked with

ZJOVVS VMĂ„JPHSZ [V W\[ VU [OL Ă„YZ[ 9HTVUH ZR`ZOV^ MYVT [OL Ă„LSKZ ILOPUK 9Hmona High School. On July 4, 1993, Rotarians certainly didn’t know what to expect, since everything had come together so quickly. There were a few booths and some games, but people came, and people had fun. At 9 p.m., when the rockets began to light up Ramona’s skies — accompanied by “God Bless America,â€? “The Star-Spangled Banner,â€? “Proud to Be An Americanâ€? and met with thunderous applause — it was clear: this had to become an annual event. Since then, the location of the festivities has moved [V [OL Ă„LSKZ ILOPUK 6SP]L Peirce Middle School. Today, Ramona Rotary, in coordination with Pyro-Spectaculars and the 2@?@ 9HKPV Ă„YL^VYRZ UL[work, and with the continued and growing support of the community and the

businesses, is still lighting up the skies over Ramona on July 4th. It’s a long way from that ÄYZ[ L]LU[ ;VKH`Z event costs $30,000 to produce, including equipment, security and of course, the rockets’ red glare. At the time of this printing, $27,700 had been raised for the 2015 event. Look for a Rotarian holdPUN H KVUH[PVU QHY H[ [OL entrance to the celebration on Saturday. With your help, Rotarian and event chair Craig Jung has no doubt the club will meet its goal. And it’s all thanks to the determination and perseverance of two Rotarians who wouldn’t take no for an answer, and the continuing hard work by Ramona Rotarians, who, year after year, put in months of planning and organization to make sure that, once again, July 4th in Ramona is a spectacular event.

he Fourth of July, or Independence Day, is a federal holiday that celebrates the adoption of the Declaration of Independence on July 4, 1776. Drafted by Thomas Jef-

ferson between June 11 and June 28, 1776, the Declaration of Independence is considered the nation’s most cherished symbol of liberty and Jefferson’s most enduring

monument. In exalted and unforgettable phrases, Jefferson expressed the convictions in the minds and hearts of the American people. The political philosophy

Recent high school grad sets sights on Supercross By NANCY SAPPER Recent Ramona High School graduate Carson Forbes has decided to take an alternate route on his path to success rather than the traditional high school-college-job plan. Forbes is tearing it up on the motocross scene and he wants to take advantage of the opportunity to potentially ride professionally. “When someone hears that I just graduated from high school the go-to question is always where are you going to college?” he said. “I feel that college will be waiting for me once I accomplish my immediate goals.” Forbes’ immediate goals are to race in Arenacross and then launch onto the professional Supercross scene. The sport takes the most spectacular elements of outdoor racing, boils them down into a concentrated cocktail, and then shoehorns them onto purposebuilt dirt tracks. Racing is short, sharp and shockingly spectacular with huge triple jumps, killer mogul sections and fast, banked corners all designed to

provide a high-octane sensory feast.” The governing body of Supercross recently made a rule change that a rider must qualify in three separate Arenacross events to get a license to ride in a Supercross event. The purpose of this rule is to give the riders a steppingstone in Arenacross before making the leap to the pros. As far back as Forbes

can remember, he wanted to ride a motorcycle. His parents, Ingrid and John Forbes, tried to dissuade him with other sports, but he was persistent. When he was 8 years old a family friend talked John into letting him ride, and then purchasing him a dirt bike. Since then, they’ve only seen dust and his taillights. To his credit, he did try the traditional kid sport of baseball for seven years. But once he started competing in motocross, he didn’t have time to do both, and competing in motocross was a lot more thrilling to him than baseball. He started racing at the Barona track at the age of 10 and quickly moved to the top of the podium. These successes enabled OPT [V ^VYR ^P[O Ä]L time Arenacross champion Buddy Antunez, who agreed to coach the prodigy. While attending

Mt. Woodson Elementary School, Forbes trained with Antunez three times per week and then jumped in the motor home with his dad to compete throughout the Southland every weekend. At 11 years of age, he rode in the Amateur Nationals at Oak Hill and Lake Whitney, Texas. As he lined up his bike, he looked to his left and his right. He was next to some of the racers he had been following and looking up to for years. “I’m not going to lie,” he said. “I was lined up next to kids whose pictures were on posters. I thought to myself, what am I doing here? So I just said to myself, ‘If I go down, I go down’ and I hit the throttle.” In that moment he realized he could race with these guys and compete at their level. All of his successes

didn’t come without some expense. Motorcycle racing is a dangerous sport. Forbes has broken multiple bones, multiple times. When he was in the sixth grade, he destroyed his shoulder so badly that he had to sleep in a chair for three months. That injury still bothers him today. But one of the highest prices he paid was the normal things kids get to do on weekends. While he was out of town every weekend, his friends were doing what kids do with their free time. “While my friends were getting together, having birthday parties, going to the beach, or just hanging out, I was never able to be there.” Despite all of his success, and by all accounts a bright future, Forbes called it quits at the age of 14. “I was burnt out,” he See CARSON FORBES page 26

said. “It had become a job, and I just wanted to be a kid.” He turned his back on racing and walked away. Carson Forbes was through with motocross. Racing, however, was not through with Carson Forbes. After quitting the sport, he went with a friend’s family to watch offroad dirt bike racing. “It was so much less stressful than what I had been doing,” he said. “It was based more on fun and that was still very appealing to me.” At the age of 17, Forbes decided to reinvent himself and try racing one more time. He had always raced under the number 911, so OL KLJPKLK [V ÅPW P[ VU P[Z head and he became the new racer 119. But there were dues to pay. “You can’t quit racing and come back three years later and expect everyone to welcome you with open arms,” he said. Gone were the sponsorships, the coach and his bike. Forbes would have to start over and prove himself

His hard work paid dividends when, after only being back for four months, he entered four races from January 2015 to March 2015 and won every one of them. Soon the sponsors reappeared. Pool players prepare for nationals in Las Vegas By KAREN BRAINARD Ramona’s 92065 pool team will be heading to the Billiard Congress of America (BCA) national championships in Las Vegas this summer, accompanied this time by two other local teams. “I think with the changes that we made we have a chance to make it to the top 10,” said 92065 captain Henry Preciado.

Last year at nationals, the team made it through three of the four days of play in Vegas. This year’s tournament, which draws hundreds of teams from throughout the United States, will be held July 29 to Aug. 1 at the Rio Hotel and Casino. Also competing from Ramona will be Smoother Strokes, headed by captain Dave Nelson, with players Rory Mezzanatto, Steve Lewis, Erik Hernandez, Mike Sears, Adio Diloreto, Ronny Martinez and Jason Martinez. “They have passion for the game,” he said. “We have a lot of promising players in the league.” Watching other teams play at nationals last year and seeing how players reacted to missed shots and how they worked with their teammates was helpful, said Bennett. With that

experience, Bennett said he believes the Ramona players will be able to focus on just playing their game. Libsack also will be returning to nationals on the 92065 team and said he believes the team has a good chance of winning if they all play to their capa-

bilities. Viger is new to 92065 — to the team and to the community, having moved to Ramona 18 months ago. He said he is excited about competing in Vegas. “It’s a good sense of camaraderie,” he said, “and it helps feed my competitive nature.”

Denise Walker 1958 – 2015 Denise Jay Walker, of Ramona, CA, died of Alzheimer’s disease at age 57 on Monday, June 22, 2015, at home with her family by her side. She was born to Fay Janet and Dennis Ray Walker on March 22, 1958, in St. Albans, Vermont. She was the eldest of ďŹ ve children. Denise enjoyed bowling, art, poetry, music and dancing. As a young woman she competed in Special Olympics track and ďŹ eld, and worked and lived independently in the community. Later in life

she attended St. Madeleine Sophie’s Center where she pursued her love of art, worked in the snack bar, and returned to Special Olympics in swimming. Denise was a courageous voluntary participant in the UCSD Down Syndrome Biomarker Initiative dedicated to the study of Alzheimer’s disease. Ms. Walker is survived by her mother, Janet Walker; brother, David Walker; sister, Daryl Baer and her husband, David; sister, Delma Smart and her husband, Bob; sister, Diane Pendragon and her wife, Elizabeth; nieces, Jamie and Caitlyn; nephews, Christian, Ryan, Brian and Jacob; grandnephew, Garrick; and a loving extended family. She is preceded in death by her father, Dennis Ray Walker. We will celebrate her life in her home town on July 11, 2015, at 1:00pm at the Ramona Valley Grill. Three All Star softball teams head to state Ramona Girls Softball is sending three of its All Star teams — 14U, 12U and 10U — to the American Softball Association’s state championships in Lancaster this weekend. In the San Diego Regional Districts’ tournament June 19 to 21, the 12U team beat Terra Canyon and the 10U team beat Carlsbad to seed spots at the championships. RAMONA HOMES & REAL ESTATE County’s assessed value of taxable property up 5.6 percent The 2015 assessed value of all taxable property has increased by 5.6 percent, or $23.4 billion, from last year, reported San Diego County Assessor Ernie Dronenburg. Property was valued as of Jan. 1, 2015. After deducting tax exempt properties for categories such as charitable, homeowner’s and disabled, the county’s total net assessed value is $439 billion. Based on Proposition 13 statutory 1 percent tax rate, it would produce approximately $4.39 billion in property taxes. The 2015 tax roll consists of 986,858 taxable real property parcels, 59,775 businesses, 13,019 boats and 1,764 aircraft. For the second consecutive year, all 18 cities in the county experienced positive assessed value growth with the City of Imperial Beach making the largest gain at 7.31 percent and National City the lowest at 3.56 percent. In unincorporated com-

munities in the county, the increase was 4.66 percent. Ramona is among the unincorporated areas. The majority of homeowners in San Diego County will see an increased value of just less than 2 percent, as required by Proposition 13, said a release from Dronenburg’s VMÄJL Properties experiencing a change of ownership are typically assessed at their full market value, and those with taxable new construction have the newly constructed property fully assessed and added to the existing value. Another exception to the 2 percent limitation in assessed value increases are properties that previously received temporary reductions in value below their Proposition 13 base value. State law requires annual review of the assessed value of these properties and they may be increased to their current market value or their original Propo-
