With the help of crews from the California Conservation Corps (CCC), Collier Park is undergoing a landscaping project that will cut back on water use and create a more level picnic area. “We’re real excited about the project, said Jane Engleton, senior ranger for Collier and Dos Picos county parks. In the front lawn and picnic area by Collier’s parking lot at Sixth and E streets, 25,000 square feet of turf has been removed. Engleton said 11 irrigation stations and 83 sprinkler heads were also removed, and they will bring in drought-tolerant plants, river rock, boulders and decomposed granite (DG). The end of 2014-15 school year marked a new beginning for Ramona High School’s 389 graduating seniors, and one adventurous counselor, Toccara Best, graduated, in a sense, right along with the students she advised. “Forget someday! Why not now? is the philosophy of Best, who will join the many seniors she counsels in beginning a new life adventure when she and her husband, Sam, leave everything behind to travel the world, beginning with a one-way ticket to the Czech Republic. “So often, you hear people say, ‘Someday I’m going to go to,’ and then someday never comes or life

So much so, that we started a travel blog about a year ago called Forget Someday. We share our travels and tips with others hoping to inspire them to FORGET SOMEDAY and do what you can to make your dreams become a reality TODAY! There is just something exciting about being somewhere unknown and experiencing new scenery, eclectic food and a different culture, said Best. “We are particularly drawn to small towns and anything that alSee 'FORGET SOMEDAY' page 8

ment’s district manager, said the project will “create a xeriscape or area of landscaping that will take very little irrigation.â€? The park will still retain grassy areas, Holt noted. “There’s plenty of grass for people to still walk on,â€? he said. With the new landscaping and elimination of sprinklers, county parks and recreation expects to see a 15 percent decrease in water use, said Jessica Geiszler, marketing and public outreach manager for the department. “Additionally, by reducing the irrigation of the east lawn from three days a week to two (and for a shorter time span) we anticipate a 25 percent decrease in water use,â€? she said. “And a project that has already been completed is the installa[PVU VM SV^ Ă…V^ Ă„_[\YLZ PU [OL YLZ[YVVT which should save an additional 3 percent.â€? Before the turf was removed, Holt said the grass area around the picnic tables was uneven. With crews grading the area for a more leveled landscape and adding DG, Holt said it will be safer for picnickers to walk on. The pepper trees that shade the picnic area will be maintained, he noted. John Tabarez, a conservationist with CCC, said his crew was spreading river rock around the base of the pepper trees to keep in moisture and protect the soil around the roots. Parks and recreation started the project about three weeks ago, working in conjunction with the conservation corps,

Tabarez’s crew of 16 is from North County San Diego with members primarily from Escondido, Vista, Fallbrook and Oceanside. The state conservation corps is modeled after the Civilian Conservation Corps, the public work relief program that operated from 1933-42. In 1976 then Governor Jerry Brown created the state program for young adults to spend a year outdoors to improve California’s natural resources and also assist in emergencies. Tabarez said the program is for 18- to 28-year-olds and participants can stay in it for up to three years. While they volunteer for the program, they are paid, said Tabarez. According to the CCC website, the pay is minimum wage “with cash bonuses after a certain number of hours.â€? “It is a great program,â€? said Tabarez. “I was in the CCC when I was 18. This will be my 23rd year.â€? As a conservationist, Tabarez said he is a supervisor and a teacher, instructing on conservation and protecting the environment. In addition to job experience and learning conservation, participants gain discipline, ethics and get an opportunity to see places they’ve never seen, he said. restricting our operations removes the incentive to invest thousands of dollars in our rural communities and will not draw tourists. 6\Y ZWLJPĂ„J YLJVTTLUKH[PVUZ regarding the 6/26/15 Ordinance Draft includes the following: Page 1, Preamble. “Commercial activities not expressly allowed pursuant to the provisions of Section 6910 are prohibited.â€? This is vague, open to interpretation and limits the ordinance and industry’s potential to engage supporting businesses in the growing wine industry, often referred to as the “ripple effect.â€? I am asking that this statement be removed. Page 3, #4. The building sizes proposed do not support the amount of wine allowed to be made at the boutique winery level. For example, at Ramona Ranch with 10 acres, we are allowed no more than 3,200 square feet, yet we can make up to 5,000 cases of wine. Wine requires aging and storage; a good estimate is 1 foot per case, so just to store 5,000 cases, we would need a 5,000-square-foot facility, plus additional room for shipping, receiving, laboratory, maintenance, JPYJ\SH[PVU HUK VMĂ„JLZ ( YLHsonable estimate is double these numbers. Page 4, #4 (continued). No additional barns, agricultural storage‌shall be utilized. Where are we to store all of the equipment that is used once a year in the harvest and production of wine? Recommend this be changed to barns and agricultural storage buildings on the premises shall not be used for wine storage or tasting without the proper Federal bond and ABC license.

Page 4, #6. The word “partiesâ€? has been added to prohibited events; adding the advertising and promotions of any events is prohibited. This is very restrictive and not in-line with the promotion of agro-tourism. In my review of several other successful wine regions in California, boutique wineries are allowed a limited number of events per year byright. For example, in Napa they can host six events per year for no more than 399 persons, and three events per year for more than 400 persons. My recommendation is that the ordinance allows the boutique wineries by-right the ability to host no more than 24 events per year, not to exceed 100 guests without a special permit, CEQA exempt. 7HNL +PZHSSV^Z SPJLUZLK caterers from preparing food onZP[L ^OPJO TH` IL PU JVUĂ…PJ[ ^P[O their license and appears to prohibit food trucks — a common practice at our local breweries and urban wineries, as well as in other counties, for example, Amador County. This is supported by the University of California’s statement: “Agricultural tourism is one alternative for improving the incomes and potential economic viability of small farms and rural communities…with potential for development.” American Farm Bureau Community Development Specialist Sabrina Matteson says agricultural tourism has become an important alternative for improving the in-

comes and potential economic viability of small farms and rural communities. The proposed changes to the San Diego County Winery Ordinance are not agritourism, small business, or consumer friendly. I ask that you read the reports I cite, look at the challenges facing our start-up industry and let us know if you want us to succeed or stagnate? Should the changes proceed as written, many fear for the death of our budding wineries, eliminating our potential growth, impact and long-term commitment to our communities. We encourage you to move forward cautiously and avoid adding restrictions that would make our future as wine-grape growers and wine-makers unsustainable, eliminating the potential tax base created by this growing industry and revitalization of our back country. Scoring at the county fair Drown receives 4-H grand champion, supreme reserve champion By JOE NAIMAN Sarah Drown entered three types of animals in the junior livestock competition at the San Diego County Fair and won 4-H grand champion and supreme reserve champion for two of them. The Santa Ysabel resident received 4-H grand champion and supreme grand champion honors for her rabbit meat pen and also had the feeder calves 4-H grand champion and supreme reserve champion. “It was very exciting. I did that last year as well, so it was exciting, too, to continue on the tradition, Drown said. In 2014 Drown’s rabbit meat pen received 4-H grand champion designation, and in the market calf competition she won the beef calves champion and supreme grand champion awards. This year the fair eliminated the auction for feeder calves, but Drown had a lamb in the auction as well as her rabbits and

each of her two lambs won its weight class. The rabbit meat pen consists of three rabbits, and Drown bred and raised all six of her animals. “It’s nice to know that my own breeding and my own livestock are good quality,â€? she said. Drown, a lifelong Santa Ysabel resident, belongs to the Japatul 4-H organization rather than one of Ramona’s three 4-H clubs. “That way we can show at the Lakeside fair,â€? she said. The Eastern San Diego County Junior Fair, which takes place in May at the Lakeside Rodeo Grounds, is open to members of 4-H and Future Farmers of America chapters within the Grossmont Union High School and the Mountain ,TWPYL <UPĂ„LK :JOVVS KPZtricts. It is about an hour drive each way for Drown to attend the monthly Japatul 4-H meetings near Alpine. The Ramona High School junior turned 16 on July 15 and has been a member of Japatul 4-H since she was 5.

The three rabbits in the meat pen must weigh IL[^LLU [OYLL HUK Ă„]L pounds, and similar size is one of the judging criteria. The rabbits may be no older than 69 days. There are no weight and breed classes for rabbits. Grand champion and reserve champion meat pens are selected for 4-H and Grange members, and there is also an FFA grand champion and reserve champion. Those four entries then compete for supreme grand champion and supreme reserve champion. Ramona FFA member Marcus Boykins was the supreme grand champion as well as the FFA grand champion, and Canyon Benner was the 4-H reserve champion. Drown’s rabbits, which did not have names, were from two different litters and were born within a week of each other in April. They weighed 4.7, 4.7 and 4.8 pounds. “It was exciting,â€? said Drown. “I’ve been pretty

successful with the rabbits I’ve bred, so it’s nice to keep going. Drown has been raising rabbits since she was 5. During the July 4 livestock auction, Rick Aspin of Ramona purchased the three rabbits for $1,050. For larger animals the competition begins at the class level, which is based on breed for some animals and weight range for others. There a grand champion and reserve champion for each animal among breed or weight class champions raised by 4-H or Grange members, and the FFA breed or weight class champions compete for the FFA grand and reserve champion. This year there were no dairy calf entries and the 4-H grand and reserve champions and the FFA grand and reserve champions competed for supreme grand champion and supreme reserve champion recognition. Drown’s feeder calf was Abe, an Angus cross who was born in February and

to end with the small cattle.â€? Troy Attig of El Capitan FFA was the supreme grand champion for feeder calves. Since the small cattle were not sold at this year’s auction, Abe returned to Santa Ysabel. “I’m going to bring him home and raise him until he’s larger and then I’m going to sell him to a student,â€? Drown said. We have no debt, no pets, no children, and we have savings in the bank and feel that this is what we should be doing at this point in our lives.” The pair chose not to renew the lease on the condominium they have rent-

Tulloch brings home Dorper, Border Leicester breed champion awards By JOE NAIMAN As a child, Janet Tulloch lived in Pine Valley and showed sheep at the San Diego County Fair as a member of Mountain Empire 4-H. Now she lives in Ramona and displays her sheep in the open show, which allows adults as youths to enter. This year she earned the premier exhibitor award for the most points in the Dorper breed and also received champion Dorper ram, reserve champion Dorper ram, champion Dorper ewe, reserve champion Dorper ewe, champion Border Leicester ram and reserve champion Border Leicester ewe. “I did really well. It was a good show, Tulloch said. “I probably took 35 sheep down there and they all won ribbons. Tulloch Farm, which has been in the Witch Creek area for the past decade, raises about 90 ewes a

year and has six different breeds of sheep. Tulloch previously lived on El Paso Street in Ramona for about 20 years. The fair’s youth exhibit involves 4-H, Future Farmers of America and Grange participants showing their animals. A 4-H or Grange group is associated with a community (Ramona has three

4-H clubs and one of the county’s four remaining Grange chapters), while FFA chapters are associH[LK ^P[O H ZWLJPĂ„J OPNO school agriculture program. Tulloch attended Mountain Empire High School. “They didn’t have an FFA program then, so we were all involved in 4-H,â€? she said. /LY Ă…VJR ^HZ KPZWLYZLK while she was in college, but 30 years ago she moved to Ramona and returned to sheep farming. “I got started into it again when I had a place where I could raise sheep,â€? Tulloch said. Tulloch’s niece, Sarah Drown, is a member of Ramona FFA. She assisted Tulloch in the open show, took the open show’s reserve champion South Down ewe award and was the Shetlands breed premier exhibitor.

Quilt shop to close; Stage Presence to relocate After 11-1/2 years in business, the CraZy 9 Patch quilt shop will close its door this Saturday, as owner Martha Bernsten said she is retiring. The house at 2260 Main St. where the shop is located will not be vacant for long. Stage Presence Homes at 1721 Main St. plans to move into the building by Aug. 1, said Broker and Realtor Deb Espinoza, who already had the yellow house painted white with black trim. The move, she said, will give the agency better exposure.

“I have really enjoyed all the quilting craziness over the past 11-1/2 years but it’s time for me to hang up my rotary cutter, Bernsten said on her store’s website. “So it is with a heavy heart I must say farewell. A Ramona resident since 1982, Bernsten said of owning the shop: “Made a lot of friends. It was lot of fun. In addition to selling fabric, the shop also held classes. Bernsten said she and others are working on possibly continuing classes and workshops.

because it was no longer safe to drink. According to an article in the Poway Chieftain, the assistant city manager said the decision to release the water into a nearby canyon was made after determining that transporting it by tanker truck back to Lake Poway for treatment and redistribution was not feasible. Beck said he met with Barnum and district staff

The state mandates that Ramona reduce its water consumption by 28 percent when compared to 2013 levels, and Poway by 32 percent.

Then and Now: Ramonans stage 100-year-old scene “It was right in front of Ramona Cafe,” he said, adding that they asked some people to move their cars. “Everybody was very cooperative. It was a lot of fun,” he said. Not everything could be duplicated — there were no horse races and no people climbing utility poles. In the 1915 photo people can be seen on telephone poles getting a better look at the horse races. Rodgers noted that the poles only supported telephone lines then and not electric lines as those did not reach Ramona until around 1924. The 1915 photo is at the Guy B. Woodward Museum. Gretton produced a large copy of the 2015 photo for the museum and Rodgers hopes that in another 100 years, someone will shoot the same scene. Who knows what kind of technology will exist then? Rodgers thanked all who helped him, including Ken Woodward and Alice Funk from the museum, Vern and Pat Leming, Bob Beer of the Julian Historical Society, Wayne Elston of Elston Hay

By KAREN BRAINARD In the early 1900s, horse races were conducted on Main Street on July 4 in downtown Ramona. After seeing a July 4, 1915, photo of such an event, Ramonan Bruce Rodgers realized the photo was taken 100 years ago. So, to mark the centennial he decided to re-create the shot on July 4 in Old Town. In the 1915 photo on the left, one young person is sitting on a donkey and another is leaning on the donkey as they watch a horse race under way. Rodgers was able to borrow a donkey named Sasha from Mike and Lorri Rothbart of Party Pony Express. Ryan and Dylan McCune, sons of Simone McCune, supervisor of the Ramona branch of the Boys and Girls Club of Greater San Diego, volunteered to be the subjects on the donkey. With Michael Gretton of Mira Mesa and Margaret Hughes of Ramona as photographers, Rodgers set the scene around 10:30 a.m. July 4.

OBITUARIES Lonnie Ray Jordan 1927 – 2015 Lonnie Ray Jordan, Navy Veteran, Rocket Fuel Expert, Christmas Tree Farmer, Master Story Teller, Pig Wrangler, Businessman, and Big Game Angler, died on May 23, 2015. Lonnie was the type of person who could succeed at anything. Whether you needed a big-block Ford motor rebuilt, a ďŹ shing hook tied on line, a pig castrated, or a ow rate calculation for a liquid rocket motor, he could do it for you – and he would do each of them perfectly. His life journey, from being the son of a modest farmer in Louisiana through a tour with the U.S. Navy during WWII, brought him into the aerospace trades during the golden years of rocketry. Eventually, he became the owner of Goose Valley Farms in Ramona, CA, all of which ďŹ lled his life with interest, history, and knowledge. No matter what the challenge, Lonnie could always ďŹ gure things out (except perhaps for conventional wardrobe choices). Because of these attributes he was handy to have around, and

people sought him out. He was easily and instantly befriended. Among his many friends, Lonnie counted the residents at Jojoba Hills SKP Resort in Aguanga, CA, among the greatest. He lived, worked, and played at Jojoba Hills for many years and loved everything about it – especially the people. Lonnie took great pride in working on and knowing every detail about the wells and water systems at Jojoba Hills, and was a wellspring of information. He was always quick to help. Lonnie had a dislike for raw oysters and of mayonnaise, but enjoyed pretty much anything else including scrapple, chitlins, and cornbread with buttermilk – although these were always a bit of a concern for his family. He was known for enjoying corn chips dipped in sour cream and got many family members addicted to that culinary delicacy. He was a tough outdoorsman, a survivor, and mentor to his children and grandchildren. Those that knew him best will recall countless sessions of gut-splitting laughter, and general good times as he told stories and encouraged fellowship

among all. He was married to the late Donna Lee (Netherton) Jordan of Ransburg, CA, and together they made a life for 65 years. He was an amazing father to his three children and worshipped his grandchildren to the day he died. He excelled at growing things, rebuilding and repairing things, living within his means, outsmarting gophers, cheering at ball games, and showing great pride in others. He considered himself lucky to have lived such an amazing life, and his greatest wish was for the people he loved to also be so fortunate. He is survived by one sister; three children; six grandchildren; ďŹ ve great-grandchildren; and numerous additional extended family members, including those friends at Jojoba Hills which he considered family. There will be no funeral service. Lonnie will be interred with his wife, Donna, at Riverside National Cemetery. The family suggests donations in Lonnie’s name to “Hospiceâ€? in lieu of owers. Lonnie wanted everyone to continue to “look to the futureâ€? upon his death.

Red Cross, Fire Safe Council work with schools on Hands-Only CPR training Sixteen Ramona High School students trained about 300 seventh-graders in Hands-Only CPR as part of the Olive Peirce Middle School physical education program before the end of the school year. The training, was a joint effort of American Red Cross of San Diego/Imperial Counties, Ramona West End Fire Safe Council, the high school and the middle school. It is part of Red Cross of San Diego/Imperial Counties’ Prepare San Diego, a four-year initiative launched in September 2013 to help prepare the region for emergencies and disasters.

“Through Prepare San Diego, the Red Cross brings together key business and community leaders from the region to create a sustainable network that encourages preparedness, carries out response and recovery plans, and strives for resiliency in the face of disaster,” said Kristi Mansolf of the Ramona West End Fire Safe Council. A goal of the initiative is to create a cultural shift to increase individual, organizational and business preparedness. The ultimate goal is that people in the region “will take one million actions towards get-

ting prepared by September 2017.” Three key preparedness actions include building a disaster kit, making an emergency plan and getting trained to respond effectively (this includes being CPR-trained). According to the Red Cross, about 432,000 preparedness actions were taken in San Diego County by May 2015. The Red Cross reports that research shows that only 7 percent of the households in the county are prepared for a disaster. Individuals who spend time on disaster preparedness before a natural disas-

One common form of Medicare fraud is when Medicare is billed for health JHYL ZLY]PJLZ VY ILULÄ[Z [OH[ you never received. Red Cross has been in contact with the West End Fire Safe Council since the launch of Prepare San Diego, discussing possible programs that could be held in Ramona to promote the initiative. A Red Cross representative came to Ramona and trained the high school students in Hands-Only CPR in April. With Hands-Only CPR, a bystander tries to restart someone’s heart by manually compressing the person’s chest. There is also standard CPR where the person assisting the victim can help the victim breathe in addition to giving chest compressions. Hands-only cardiopulmonary resuscitation was the only type of CPR covered in the training. “Hands-Only CPR gives bystanders an option when someone is colSHWZLK VU [OL ÅVVY UV[ breathing,” said Mansolf. “By giving chest compressions, oxygenated blood circulates throughout the body, increasing the victim’s chances of survival until emergency medical personnel can get to the scene.” The Ramona High students demonstrated excellent leadership abilities while conducting the training with the OPMS students, Red Cross reported. Participating students included: Randy Basel, Kiana Carlstrom, Doug Crawford, Jon Crawford,

John Doyle, Erik Hietala, Kylie Pettit, Montana Pettit, Kelsey Rienks , Wesley Richardson, Dylan Sanchez, Billy Tretera, Jacob Tretera, Jacob Underwood and Rhianna Wilson. “The Ramona West End Fire Safe Council would like to extend appreciation to the Red Cross of San Diego/Imperial Counties,

with a special thanks to Ricardo Moran, for conducting the initial training, for the use of the manikins and overall event support; Ramona High School, with a special thanks to Mr. Richardson and his NROTC class; and OPMS, with a special thanks to Mrs. Blanscet,” said Mansolf.

Assessor’s Parcel No. 279-13139-11 NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. ADDITIONAL INFORMATION CONCERNING TRUSTEE’S SALE: This property was the subject of a lawsuit captioned Oak Tree Ranch v. Doka and Gloria Chappell, Case No. 37-2014-00028617-CL-UD-CTL (San Diego County Superior Court) . The suit was brought by Oak Tree Ranch (“Oak Tree”), which owns and manages the mobile home park on which the property is located. On or about August 25, 2014, Oak Tree sued to evict the occupants and Champion Mortgage Company (“Champion”), the foreclosing beneficiary, for unlawful detainer and nonpayment of rent. On September

22, 2014, Champion sold the property at a foreclosure sale. That foreclosure sale was later rescinded, and the unlawful detainer action was dismissed. To Champion’s and Quality Loan Service Corporation’s knowledge, there is no litigation pending as of the date this Notice of Sale is recorded. Upon information and belief, however, Oak Tree maintains that Champion’s interest in the property has been terminated, including for nonpayment of rent, and alleges that Champion lacks authority to conduct the foreclosure sale. Champion disputes these contentions. NOTICE TO PROPERTY OWNER: The sale date shown on this Notice of Sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 888-988-6736 for information regarding the trustee’s sale or visit this Internet Web site http:// www.qualityloan.com , using the file number assigned to this foreclosure by the trustee: CA-15662439-HL . Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. The undersigned trustee disclaims any liability for any incorrectness of the property address or other common designation, if any, shown herein. If no street address or other common designation is shown, directions to the location of the property may be obtained by sending a written request to the beneficiary within 10 days of the date of first publication of this Notice of Sale. If the trustee is unable to convey title for any reason, the successful bidder’s sole and exclusive remedy shall be
