Two medical pot shops can proceed BY KAREN BRAINARD The County of San Diego has determined that two medical marijuana dispensaries have the vested right to open in Ramona despite a moratorium, and has issued a 30-day public review of draft amendments to its ordinance addressing such facilities. Comments must be received by 4 p.m. Sept. 9. On May 16 the county Board of Supervisors adopted a 45-day
moratorium on medical marijuana collectives, and on April 27 extended that moratorium up to 10 months and 15 days; however, some applicants said they had a vested right to continue and open once they received an operating certificate. Those applicants said they followed the county’s ordinance on medical marijuana collectives, had building permits, and had invested a lot of money. After a review by county counsel,
“vested rights were determined to be achieved for projects that had an approved building permit and made a substantial expenditure in reliance on that building permit,” said Alex Bell, group communications officer for the county’s Land Use and Environment Group. Vested rights have been determined to be achieved for four locations: • 1210 Olive St., Ramona • 618 Pine St., Ramona

NIGHT OUT AGAINST CRIME Saying it’s her first time petting a horse, Maisey Banaga of Ramona strokes the head of Jewels, owned by Mounted Patrol volunteer Scott Milner, during the sheriff’s Night Out Against Crime in the Ramona Library parking lot last Tuesday. The family event included information, demonstrations and children’s prizes.
BY KAREN BRAINARD Kim Weldy is on a mission again to save the ducks — the domestic ones that should not be at Elliott Pond. "They're starving right now," the Ramona resident said. She also wants to educate the public that not all ducks are equal and bread is not healthy for them to eat. Wild ducks like mallards are migratory and can fly away, but domestic ducks such as the white Pekin duck with the orange bill have a heavy body, are slow and cannot fly off, she said. They usually end up at Elliott Pond behind Stater Bros. because people bought them as pets, discovered they make a huge mess and released them to be with other ducks, explained Weldy. Some have bred with wild ducks and there are now hybrids. And, since the domestic ducks cannot fly away, they can become prey for bobcats and coyotes, Weldy noted. Elliott Pond is only half-filled with water. The portion of the pond by Ramona Street is completely dry. It was a similar scenario in July 2009, when Weldy enlisted the helped of several volunteers to round up about 26 ducks and two geese at Elliott Pond, put them into crates and find homes for them. Many went to Weldy's property. She estimates there are 25 ducks at the pond now and 10 of SEE DUCKS, A16

Santa Maria Greenway supporters see progress Planners receive trail and bridge updates
COUNTY OF SAN DIEGO
County staff members say theoretically this is how they envision the 13th Street bridge over Santa Maria Creek. Planners received an update on the 13th Street bridge from Chris Hanger, a capital improvements project manager with the county Department of Public Works. The bridge will cross the Santa Maria Creek, replacing a dip in 13th Street, to give better access from Maple and Walnut streets to the downtown area. The county received a Federal Highway Administration grant in 2011 for the project but the design has been held up by lengthy reviews by Caltrans, which will administer the grant funds, he said. The county's preferred alternative of two designs is a 476-foot-long bridge that includes two 12-foot wide travel lanes and a 6-foot-wide sidewalk on one side. "Once that's open it's going to become a major pedestrian walkway," said planner Jim Cooper, when expressing concerns about line

of sight at the intersection with Maple and Walnut streets, as well as safety issues for equestrians. Hanger said he will try to address the group's concerns through the grant funding. Once 30 percent of the design is completed, estimated in about a year, Hanger said he will bring it back to the group. Planner Torry Brean asked about a name for the bridge, saying some have suggested it be named after his grandfather, the late Angus Tobiason. Tobiason, a longtime resident, pushed for cleanup of the Santa Maria Creek before finishing his last planning group term in late 2012. He died in May 2015. Planner Richard Tomlinson suggested naming the bridge for Tobiason as a future agenda item. In other business:

BY KAREN BRAINARD Recent progress has been made toward the creation of the Santa Maria Creek Greenway, a supporter of the trail system told the Ramona Community Planning Group Aug. 4. Kit Kesinger, a Ramona resident and member of Iron Mountain Conservancy, said the county has received the first voluntary trail dedication from Ramona KMA LLC, represented by developer Steve Powell. He said the trail easement along the Santa Maria Creek would be about 400 linear feet by 20 feet wide by Creekside at Village Walk, a townhome project developed by Powell on Robertson Street. According to Kesinger, members of the conservancy and Ramona Trails Association met with county Supervisor Dianne Jacob and her staff and will be meeting quarterly. County staff thought trail easements could not be accepted unless they aligned from street to street, but Jacob said staff should take any voluntary dedications, he told planners. "Filling the gaps will come later," said Kesinger. Now, he added, they can actively seek volunteer trail dedications "from approximately 12 properties that the owners said they are interested." The next meeting with Jacob will be in October, said Kesinger. Also in October the new county trails coordinator will view the proposed greenway area, he said.
• Planners approved a Jiffy Lube at 1850 Main St., praising the redesign, based on comments from the Ramona Design Review Board, with a tower, awnings over the windows, and stone around the base of the building. "I think this is a good example of the Ramona form-based code working in our favor," said Brean. Caltrans will not allow a left turn out of the business onto Main Street, said project representatives. • The group endorsed a one-year extension for the tentative map of a 10-lot subdivision near Third and F streets that it approved in 2007. • Planners recommended asking Caltrans to extend the widening of state Route 67 an additional 50 feet east of the Highland Valley/Dye Road intersection for safety access to Patrick and Norma Jean Kiernan’s driveway, and a sign be installed to alert drivers that the roadway narrows. Tomlinson dissented, saying Caltrans may instead prevent left turns into the driveway. • Peter Bidegain, owner of Antiques & Treasures at 629 Main St., said he plans to open a beer and wine tasting room called Reds, Whites and Brews in his building, and is in the process of getting his Alcohol Beverage Control license. • Dan Scherer, planning group vice chair, resigned from the Transportation and Trails Subcommittee due to a scheduling conflict. Scherer conducted the meeting in the absence of chair Jim Piva. Also absent were Eb Hogervorst, Frank Lucio and Donna Myers.

Country Fair seeks Home Sweet Home Contest entries Ramona Country Fair organizers encourage cooks of homemade jams, jellies, honey, salsa, jerky and pickles to enter samples of their favorite recipes in the fair’s “Home Sweet Home Contest” on Saturday, Aug. 27, at the Ramona Outdoor Community Center, 421 Aqua Lane. There is no cost to enter the contest. Entries must be labeled with the category and flavor. Entries will be accepted at 9 a.m. Judging will begin at 10 a.m., and ribbons for first, second and third place will be announced later that morning. For more information, call the Ramona Chamber of Commerce at 760-789-1311, visit www.ramonachamber.com/ fair-contests. The Ramona chamber is organizing the 46th annual fair, to be held Aug. 25-28. The “Home Sweet Home Contest” is one of several activities scheduled at the fair. Billed as a real old-fashioned country fair, the event will feature amusement rides, a midway of carnival games, prizes, food, a stage
for live country-western and bluegrass music, a Wild West Show, a motorcycle show, crafts, shopping, and contests for crafters and cooks vying for blue ribbons. The fair will also feature at least 100 vendors, including local businesses and home crafters. Other contests are planned, including pie-eating, best mustache and the quickest to unfold a frozen T-shirt. Admission to the fair is free. Parking is $5 per vehicle. Proceeds from the fair will benefit the Ramona community, including chamber scholarships to Ramona students and support to other local events that promote Ramona as a destination. Fair hours are: 5 to 11 p.m. on Thursday and Friday, Aug. 25 and 26; noon to 11 p.m. on Saturday, Aug. 27; and 11 a.m. to 10 p.m. on Sunday, Aug. 28. Fair sponsors include Barona Resort & Casino, Poway Chrysler Jeep Dodge Ram, Kamps Propane, Ramona Disposal Services and Country Wine and Spirits of Ramona.

Box van serves dual purpose for chamber Ramona Chamber of Commerce has something new — a 2002 16-foot box van truck with only 23,000 miles. Dave’s Auto Truck & RV Services on 13th Street sold the truck to the chamber “at a very, very, very affordable rate,” Joe Stupar, chamber executive director said, adding that Carlos Vera of Classic Auto Body and Collision at 1050 Olive St. completely cleaned and restored it to its current appearance. The chamber put the restoration project out to bid, and Classic Auto Body and Collision submitted the lowest bid. When the truck was ready, Vera refused to take any payment, said Stupar. “I’m doing it for the community,” Vera told the chamber. Greg Creswell of Creswell Marketing and

PrintPost helped with the chamber logos on the truck, the chamber’s newletter reported. “It’s turned into a really cool thing involving so many in the community,” added Stupar. “That’s the neatest thing.” The truck has a dual purpose: To transport supplies to events and activities, and to serve as a mobile billboard to advertise and promote community events such as the upcoming Ramona Country Fair. It also serves as an invitation to the public to attend posted happenings. Before the chamber purchased the vehicle, it took several trucks and chamber members to transport tables, chairs, portable bar, signs and other supplies to the monthly mixers. “This makes life a little easier … and it puts the chamber out into the community,” said Stupar.

OUR READERS WRITE Interesting alternative Isn't it good that there are choices. As a Republican who won't vote for Trump or Clinton, it was necessary for me to seek other options. The Libertarian party offers an interesting alternative. The Libertarian website and two Town Hall events on CNN have given me the chance to learn more about Gary Johnson and Bill Weld, the Libertarian presidential and vice-presidential nominees. In the interviews I have seen with them, the two candidates were easy to understand by giving brief and substantive responses. For me, a positive vote is more personally satisfying than staying home or voting against someone. Although I have issues of disagreement with the Libertarian Party, there are many areas of strong agreement. The Johnson/Weld ticket presents a constitutional outlook: not to push an agenda, but to consider the ideas that the Legislature passes and sign legislation that is fiscally conservative and defends civil liberties. The team proposes inviting ideas from both parties in contrast with total polarization that would exist if either Trump or Clinton were at the helm. Linda Fugate Ramona
Future signing Isn’t it interesting that one of the college-level courses to be offered next semester in Ramona is Sign Language? Doesn’t this indicate that sign language as a method of communication is of primary importance in the world of learning? I am assuming that it will be AMESLAN, American Sign Language, and not the old-fashioned letter by letter kind, which requires knowledge of English spelling. The famous gorilla Koko uses AMESLAN. She communicates with people in simple ways, and when she looks at a picture book she signs comments to herself. I wonder how many self-righteous people will now withdraw, fearing contamination from “lesser creatures.” But will AMESLAN be useful in foreign countries? It’s obvious that some form of signing is universal. You have only to turn off the sound on your TV to discover that you can tell who is talking. It’s the one moving their arms, hands and sometimes their head. But what are they saying? Don’t you want to know what they are saying? Edalee Orcutt Harwell Ramona Editor’s note: Because Palomar College was unable to staff the American Sign Language class in Ramona, it will not be offered this fall.

Candidate deadline Friday for Nov. 8 election As of Monday afternoon, two candidates were listed for two seats on the Ramona Unified School District Board, one for the Division 5 seat on the Ramona Municipal Water District Board, two for the Division 3 seat on the water board, and none for the Division 1 water board seat. Four people were listed as candidates for the eight open seats on the Ramona Community Planning Group. The deadline for residents to file as a candidate in the Nov. 8 election is Friday, Aug. 12, at 5 p.m. The deadline for school board and water board will be extended until Aug. 17 if incumbents in those districts do not file for re-election by Aug. 12. That rule does not apply to the community planning areas. Unless another person files as a candidate for the Division 5 water board seat and at least two for the Division 1 seat, there will be no election in those two divisions unless write-in candidates file. Water district directors are elected by geographical area. They must live within the division boundaries, and only voters within the division boundaries will vote. A map of water district divisions is online at rmwd.org. Ramona school board and planning group are “at large” elections, so all voters in the school district and planning area may cast ballots in those contests. Incumbent John Rajcic is seeking his
second four-year term on the school board. Incumbent Dawn Perfect has said she would seek re-election but was not on the county registrar of voters’ list of candidates Monday. Also seeking a seat on the school board is firefighter Daryn Drum. Ramona planning group incumbers Jim Cooper and Donna Myers are seeking re-election. Other candidates are business development director Dwight Webster and manager and community advocate Robin Joy Maxson. Other planning group members whose four-year terms will end Dec. 31 are Torry Brean, Eb Hogervorst, Barbara Jensen, Jim Piva, Paul Stykel and Rich Tomlinson. Vying for the Division 3 seat on the water board are retired fire chief and incumbent Thomas Ace and businessman Jim Piva. Piva, president of the San Diego Country Estates Homeowners Association, has said he will not seek re-election to the planning group, where he serves as chair. Retired business owner Doug Kafka, vice president of the Estates association, seeks the Division 5 seat now held by George Foote, who said he will not seek re-election. Darrell Beck, Division 1 representative on the water board, also said he will not seek re-election. School board terms start on the first Monday after Dec. 1. Water district and planning group terms start the first Monday after Jan. 1, 2017.

Dad tells daughter’s story at cannabis conference Brian Higuera of Ramona, whose 3-year-old daughter, Sadie, has experienced medical benefits from cannabidiol hemp oil, was a speaker at the Southern California Cannabis Conference & Expo last weekend at the San Diego Convention Center. During a panel about children and cannabis, Higuera told Sadie’s story. Born with a rare genetic disorder called Schinzel-Gideon syndrome, Sadie suffered from multiple seizures every day including grand maul seizures. Doctors put her on
steroids, “which caused her face and limbs to puff up like a marshmallow,” Higuera said. He and his wife, Damaris, looked into alternative treatments and found a new doctor who recommended treating her with Real Scientific Hemp Oil. Her seizures stopped and tumors in her body shrank, he said, and there have been no side effects. Higuera’s presentation included a video of Sadie attending her first day of school in May at Ramona Elementary School.
‘Name Your Price,’ say county shelters BY TRACY DEFORE Set your own adoption prices for kittens, cats, puppies and dogs at County Animal Services’ three shelters until the end of August. The animal care centers are overwhelmed with dogs and cats, so County Animal Services is waiving the normal adoption fee of $69 for a dog and $58 for a cat. Prospective pet owners may decide what adoption fee they would like to pay. “Even with Clear the Shelters day last month, our shelters are still inundated with dogs and cats,” said County Animal Services Director Dawn Danielson. “Pay what you can for a new pet and you’ll get a gift that keeps on giving in the way of unconditional love, S T A T E

Harry Potter party attracts wizards of all ages To celebrate the summer reading challenge finale and promote the release of “Harry Potter and the Cursed Child,” Ramona Library hosted a Harry Potter party that drew 175 people, many dressed as wizards and Hogwarts students. The July 29 festivities, patterned after classes at the fictional Hogwarts School of Witchcraft and Wizardry, started with “Lunch in the Great Hall” and was followed by a reader’s theater and magical classes: Ollivander’s Wand Shoppe, herbology, astronomy and potions. Butterbeer and cookies were served as the wizards created wands and constellations. “Harry Potter and the Cursed Child” is the script of a play, based on a new story about the wizard.

McWhorters to close jewelry store BY KAREN BRAINARD After 35 years, Arthur and Mary Ellen McWhorter are closing the storefront of their jewelry business, McWhorter Jewelers, but will continue to offer custom-designed jewelry, restorations and repairs. It’s time for a change, said Mary Ellen. “Things are changing now. People don’t go shopping in a store anymore. They do it online,” she said. ”Repair work, of course, you can’t get that online. But Arthur has been in the back room for 35 years and now he wants to be able to be out — meet people like he used to before, ’cause when we first started that’s what he did.” McWhorter Jewelers will be selling Arthur’s custom-designed pieces online and and will be creating a website, she said. He will also do antique jewelry restorations. Arthur has worked with jewelry since he was 18 years old. He was apprenticed to Morris H. Peltz, the designer and jeweler for Tiffany’s, and became skilled at creating new and restoring old pieces, said the McWhorters. He works with all kinds of
metals and precious and semi-precious stones, including local gemstones. Their store has been at 1140 Main St., Suite 108 for the past 16 years. It is the fourth location during the 35 years. Previous locations were Sixth and Main streets, the Olde Ramona Hotel Gallery and 632 Main St. The Olde Ramona Hotel Gallery spot was Mary Ellen’s favorite. It was a small shop, she said, but she enjoyed being near the artists who displayed their work there and she has some of their paintings. There have been a lot of customers during their 35 years in business. They remember one who came into their first shop, around 1983, and wanted a custom ring right away. Arthur stayed up for 48 hours straight to get it finished. “And she gave him a $50 tip,” Mary Ellen recalled. Over the years, the couple has had challenges. They lost their home in the 2007 Witch Creek fire, and a year later Arthur was diagnosed with leukemia. He was in the hospital for eight weeks and then went right

He has been in remission since 2009, said Mary Ellen. “He’s been a very dedicated person to the community of Ramona,” she said, adding that they have silently contributed to many community-related events and causes. Closing the store is sad, she said. “This is 35 years in the retail business and it’s a big change. It’s kind of like a grief period, actually, because of the change. But, I think in the long run, after everything is done, we’re going to feel real good.” Mary Ellen recently ventured into a new field, becoming a real estate agent, along
with their 26-year-old son, Kristopher, and joining Coldwell Banker Country Realty. The McWhorters’ other son, John, 32, is a sous chef at Viejas Casino. “We really want to thank the community for supporting us for 35 years and continuing to, hopefully, while we’re out doing our own thing, but we will always be here for our customers who need us. All they have to do is call.” McWhorter Jewelers, which has a Facebook page, will hold a sale on its jewelry, gemstones and cases until the store closes, possibly around Sept. 16.

45th Annual Junior Fair Livestock Auction sales Area businesses, organizations, families and friends of 4-H, Future Farmers of America and Grange activities filled the stands for the 45th Annual Junior Fair Livestock Auction on Saturday, spending as much as $8.75 per pound for an animal. “It’s all about the kids,” John Snyder, vice president of Ramona Disposal, said before the auction began. “We try to get the best price we can, but we give special attention to those who reach out to us and visit the office.” Robby Storton, junior fair board president, said that each year he chooses one word, and this year’s is “appreciation.” He then asked all the military, police and other first responders to stand to receive an applause of appreciation from the rest of the audience. Longtime Ramona resident Chad Lambirth was honored as the 2016 Friend of the Fair for being an outstanding contributor to the junior fair. Lambirth has been involved with the junior fair since the 1970s, when he helped with the dog shows.

SEE FAIR, A12
Internet Speeds: How much do you really need? At its onset, Internet was relegated to dialup connections that provided very slow speeds. Those old enough may recall the times of busy signals and interrupted connections due to shared phone lines. As technology changed, a broadband connection offered much higher speeds and uninterrupted connections. Extremely slow connections may be measured in kilobits per second (Kbps), although most speeds are now measured in megabits per second (Mbps). The higher the number of bytes you are able to download per second, the faster your connection. In order to fully understand how Internet speeds work, let’s define a few key terms: • Streaming. Content you stream is audio or video data transmitted continuously and refers to the delivery method, not the data itself. Streamed content is not saved anywhere on your device. • Downloading. When you download a file, whether it be a movie, a song or something else, the item is copied onto your device from another source. This is typically done over the Internet. • Uploading. When you upload a file, you are copying it from your device to another location, such as uploading
your weekend photos to your social media accounts. Perhaps you stream, download and upload, maybe you only do one of these. There are several factors to keep in mind when determining how much Internet speed your household needs, including the number of users, the types of use (basic web browsing, media sharing, streaming content, file downloading, online gaming, video chat, cloud storage, streaming music, etc.), frequency of use and the number of devices in your home. Keep in mind that even if you live solo, your home may have several devices connected to your home Internet, including mobile devices, TVs, gaming systems, laptops, tablets and other electronics.
• Gigabit Internet speed is the next generation of broadband Internet service, delivering speed to power all your devices in the home at the same time, whether you’re using your mobile devices, video streaming, gaming or have a home office. What can you do with gigabit Internet speeds? Gigabit speeds offer Internet that is 100 times faster than the average speed in the U.S. today. With a gig, you can: • Run ALL your devices at the same time • Download an HD movie in less than 60 seconds
• 10 Mbps speeds are good for light Internet users who check email and surf the Internet a few times a week and have one standard-definition television.
• Download 100 songs in three seconds
• 100 Mpbs speeds are good for more advanced web browsing and watching high-definition video streaming.
How can I be sure I have the appropriate Internet speed?
• 300 Mbps speeds are good for gaming, teleconferencing, ultra-high-definition streams, and a household of high end users.

Maxine Van Evera Lupo September 25, 1921 - august 1, 2016
Ramona — maxine Van Evera Lupo, 94, died peacefully, august 1, 2016, in Encinitas, Ca. maxine was born September 25, 1921, in San Bernardino, California, to her parents, Shelby and Vivian Persinger. She had an older sister, Illah, and a younger brother, Shelby, both deceased. Her English teacher in college told her she had a talent for writing and she proved him right by writing two golf books, “How to master a Great Golf Swing” and “How to master the Inner Game of Golf”, both of which are still selling on amazon today. Her love for golf was enhanced by her love for teaching golf, which she did as an LPGa professional for many years at the San Diego Golf academy and Rancho
Santa Fe Golf Course. In 1944, maxine began correspondence with a marine overseas, and later married David Van Evera, with whom she raised two adopted boys, Jimmy and Robbie. maxine and family lived in Rancho Santa Fe for 30 years, where she was the golf club champion 14 years in a row. Dave and maxine were married for 35 years when they decided to
move on separately, and both remarried for their remaining years and were both separately much happier. Dom Lupo, also a former marine, was an illustrator for several golf magazines and max needed a good one for her book. maxine and Dom were married and spent nearly 30 years of marital bliss, golfing around the world with friends and building a lovely home in San Diego Country Estates, Ramona. Their home burned down in the 2003 fire and at ages 82 and 84, max and Dom rebuilt the same home in 2005. They continued to golf and enjoy life at the Estates for several years until Dom’s passing in 2013. In may of 2015, maxine moved to Encinitas, near her two boys. There she enjoyed the closeness of her children,
grandchildren and greatgrandchildren. She was still athletic until the very end, winning trophies for WII bowling and playing pool regularly with Jim and Rob, and, of course, winning there too. maxine is survived by her two boys, Jim and his wife Connie and Robert and his girlfriend maribel; five grandchildren; nine step-grandchildren; and many great-grandchildren. She lived a very full, happy life, and though we are sad and will miss her dearly, we rejoice in her life, and believe in the next life and the joy she is experiencing in the eternities. a memorial service will be held august 27, 2016, at 2pm in the Clubhouse at 444 El Camino Real, Encinitas. Reverend Ellen Mighells Deuel november 2, 1932 - July 19, 2016
Ramona — Reverend Ellen mighells Deuel, deacon, genealogist and beloved companion, died of cancer in the early morning hours of July 19, 2016, aged 83. She was born november 2, 1932. Ellen attended Elmwood School in Buffalo, Brentwood Town and Country Day School in Hollywood, Westlake School for Girls in Santa monica, the northampton School for Girls and then at Daycroft School in Stamford, class of 1950. Ellen continued her education at mount Holyoke College (Class of ’54) and the Pratt Institute where she studied advertising. In her early years, she was most fond of time spent fishing with her grandfather, albert Phinney, at the family home, Beechwood, in Cape Vincent, nY, and very proud of her formal “debut” presentation at Buffalo’s Twentieth Century Club.
Before Ellen’s marriage to Starr a. Deuel in 1961, she enjoyed travel, spear fishing, and professional photography. It was during these years that she started her career in drafting at Kett Engineering and amtec Engineering, consulting engineering firms. During her years with Starr, Ellen was an active member of three masonic-affiliated organizations and served as an officer in the Yosemite Chapter of the White Shrine, Electa Chapter of the order of the Eastern Star, and was
Worthy matron of the amaranth. Following Starr’s death in 1976, she served as President of the Sisters of Hiram. Ellen joined the Santa ana Chapter of the Daughters of the american Revolution in 1962. She served as major Hugh moss Chapter Regent from 1974 through 1978, and ultimately as California State Regent from 1988 through 1990. Her many social endeavors and positions also included: President of the Stanislaus County Genealogical Society; archivist for the Josephine County Historical Society; member of the International Genealogical Research Foundation; Regent of alta California Chapter magna Carta Dames; Chapter Regent of the Philip Fowler Chapter, Daughters of the american Colonists; member of the national Society of the Colonial Dames of america in California; member of Kiwanis Ramona.
dispensary — ShowGrow at 736 Montecito Way, which had its operating certificate before the moratorium. Once a project has completed the building improvements and received final occupancy for the permit, the owners can work with the sheriff’s department to obtain an operating certificate. During the moratorium county staff was directed to draft revisions to the ordinance. Those were released Friday, Aug. 5, and provide seven options: 1. Require a 1,000 foot separation buffer from residential use rather than residential zone. 2. Increase sensitive land use (school, playground, park, church, recreation or youth center) buffer from 1,000 feet to 1/4 mile. 3. Increase sensitive land use buffer from 1,000 feet to 1/2 mile. 4. Increase sensitive land use buffer from 1,000 feet to 1 mile. 5. Require a 1,000-foot separation buffer from incorporated cities. 6. Requirement for a major use permit to be obtained prior to siting medical marijuana collective facility.
7. Limit the number of collective facilities to four per supervisorial district. Each option addresses amortization for a collective that was lawfully established before the new ordinance takes effect. Such collectives must cease operations no later than five years from the date the new ordinance became effective, but could be considered for a six-month extension if financial hardship is determined, the options state. Bell said the draft changes are expected to go before the supervisors this fall. The moratorium will end once the board approves a revised ordinance that goes into effect, he said. To view the draft amendments to the Medical Marijuana Collective Facility Ordinance, visit www.sandiegocounty.gov/ content/ sdc/pds/Public_Review_ Non-CEQA. html. Copies are also available at the County of San Diego Department of Planning & Development Services, 5510 Overland Ave., San Diego. For more information about the draft amendments, contact Joseph Farace at 858-694-3690 or joseph.farace@sdcounty.ca. gov.
FROM PALOMAR, A1
Throughout her life, Ellen was a woman of faith. Confirmed in the Episcopal Church in 1950 she later became an associate of the Society of the Transfiguration, Cincinnati. Then following the tragic auto accident which ended her professional career, Ellen reinvested herself in religious studies. In 1991 she was recommended as a postulant for the ordained ministry by the Vestry and Priest of St. Dunstan’s Church in modesto, California. The Bishop transferred her to St. Francis Church in Turlock where she was ordained to the Diaconate and continued serving until relocating to St. mary’s-in-the-Valley in 2000. She formally retired in 2010. She is survived by her son, Starr Gregory Deuel; his wife, Christina; and their sons, mighells and Sean. FROM DUCKS, A1 them are domestic. On a given morning an assortment of ducks may leave the water and waddle through the dry portion of the pond toward Ramona Street if they see someone walk up, thinking they have food. Weldy cautions against feeding them bread, crackers or popcorn, which fills up their stomach without any nutritional value. They might not eat their natural food then and start to depend on humans to feed them. She recommends duck food, sold in feed stores, or salad greens. Non-citrus fruit and zucchini are also options, according to experts. Weldy’s compassion for the ducks has led her to purchasing appropriate food and stopping by after work to feed them. She has already rescued two and is in the process of staging a full rescue. “I do it because I feel sorry for them,” she said.

Retriever, is looking for a new family to love. Maggie was found in a newly sold house by the home’s new owners. It appears her previous family left her there when they moved. But don’t worry, she doesn’t hold any grudges, she just wants to find a loving home to spoil her! Maggie loves everyone she meets and never (we mean NEVER) stops wagging her tail. True to her breed, she just wants to be everyone’s best friend and snuggle all day, every day. She’s a bit overweight, so hopefully her new family can take her on a few leisurely walks to help her shed a few pounds, and spend some extra time showing her the love she’s been missing. Are you up to the task? Meet her at San Diego Humane Society’s Escondido Campus, 3450 E. Valley Parkway or by calling 760-888-2247. NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. Standing in front of the Las Vegas sign are Ramona's Happy Pooling team members: Eric Whitford, co-captain Chris Pursley, Steve Eakins, captain Henry Preciado, Erik Viger, Jess Libsack and Eric Myatt.
Happy Pooling displays skills in Second Chance BY KAREN BRAINARD When things don’t go quite as planned, re-group, or in the case of Happy Pooling, adjust and hit the billiard table running. That’s what the Ramona pool team did after losing its first two matches in the first round of the 2016 Billiards Congress of America Pool League (BCAPL) in Las Vegas July 27 to 30. “We had the worst outing at the gate of the past two years,” said Henry Preciado, captain of Happy Pooling. The team moved into the Second Chance Mixed 8-Ball Team Gold Race to 13. The second round is sudden death — you lose a game and you’re out, said Preciado. He adjusted the order of his players and they got into the stroke and rhythm of the game. The strategy worked as they battled to win and reach 13 games and moved on to the next table. They came two tables short of the final match in that round. Competing on the team with Preciado were co-captain Chris Pursley, Eric Whitford, Steve Eakins, Erik Viger, Jess Libsack and Eric Myatt. Preciado considers his Happy Pooling team to be his strongest team to date. He said captains of other teams told him, after watching Happy Pooling’s performance in the Second Chance round, that they didn’t see how the team left the first round. The team that beat Happy Pooling was Just the Tip from Illinois, which went on to win the Second Chance Mixed 8-Ball round. “Their captain told me that we were the toughest team and it could have gone either way,” said Preciado. The Ramona pool captain said his team learned from their mistakes in the first round. “It took some sacrifice at the gate,” he said. “I have no regrets. We understand it’s competitive.” Preciado arrived at the tournament two days early and spent time with professional pool players Rodney Morris and Max Eberle, who gave him some pointers. The championships featured about 433 teams from around the world. “We know we have something special, not only with our own team, but everyone around us is growing at a very fast pace,” he said. Ramona’s BCA pool league teams play at Cheers, Way Point Saloon, Turkey Inn and Veterans of Foreign Wars Post 3783.

‘Arsenic and Old Lace’ opens Aug. 12 BY EMILY SORENSEN Broadway Theatre’s production of the comedy classic “Arsenic and Old Lace” opens Friday, Aug. 12, at the Welk Theater Resort in Escondido, promising a macabre good time. “Arsenic and Old Lace” revolves around the Brewster sisters and their unique hobby: poisoning lonely old men with elderberry wine laced with arsenic, whom they then bury and bring flowers to every Sunday. When their nephew, Mortimer, finds out what they’re doing, he desperately tries to protect them, a difficult task with the police constantly at the house. “It’s so brilliantly done,” said Director Randall Hickman. “The characters are so good. There is not one weak character in the show. The audience never has a chance to get bored.” The show was written by Joseph Kesselring in 1939. Opening on Broadway in 1941, “Arsenic and Old Lace” ran for an at-the-time record of 1444 shows before closing in 1944. It was made into a successful film in 1944, starring Cary Grant. It
is still one of the most produced plays around the world over 70 years later, said Hickman. “(Kesselring) was a playwright ahead of his time,” he said. The show stars two Southern California theater veterans as the Brewster sisters, with Robin LaValley as Abby and Eliane Weidauer as Martha. “Robin LaValley is a staple at the Welk,” said Hickman. “And Eliane Weidauer is a San Diego icon. Together, they’re like an acting workshop in rehearsal.” The cast, which is drawn from all over Southern California, is rounded out with Timothy Benson as Mortimer, Joe Paulson as Jonathan, David Gentry as Dr. Einstein, Helen Brehm as Elaine, Douglas Davis as Officer O’Hara, Doug Olive as Jacob Hatch, Kenneth Gray as the Police and George Roswell as Dr. Witherspoon. “I can say with unabashed honesty that this is the best cast I’ve ever worked with,” said Hickman. The Broadway Theatre is the first company to bring non-musical shows to the Welk, Hickman said, and previous

said. “Arsenic and Old Lace is macabre,” said Hickman. “It’s something you shouldn’t laugh at, but you can’t help it. It’s tongue-in-cheek and you never know where it’s going. It’s such
