Another application for a medical marijuana collective in Ramona has been submitted to the county, making it the third proposed shop for the community. Two of the sites — 1210 Olive St. and 618 Pine St.— have received building permits from the county, and their backers have submitted applications to the San Diego County Sheriff’s Licensing and Registration Unit. Building
permits were issued to Michael Sherlock for 1210 Olive St. and to Dino Berardino for 618 Pine St., according to the county. The site on Olive Street is in the construction phase, said Detective Michael Helms with the sheriff’s licensing division. The length of the process to receive an operating license depends on how quickly construction is completed and signed off by the building inspector, he said. ¸>L ^PSS UV[ PZZ\L H JLY[PÄJH[L

Del Beccaro will discuss his book, “The Divided Era,” which provides a history of U.S. political divisions and unity and shows how the government system creates political divisions. He will also discuss reasons why he is running to replace Sen. Barbara Boxer (D-CA), who has said
she will not seek re-election in 2016. An author, attorney and Forbes columnist who writes for other publications, Del Beccaro is a frequent talk radio commentator specializing in current events. Directors: Pay closer attention UP UIF NPPE PG UIF SBUFQBZFST By KEVIN PACK Open letter to the water board and citizens of Ramona: So the Ramona Municipal Water District Board has chosen to ignore the people who elected it and listen to the employees. Sometimes that is a good thing, but in this case I think that maybe the board should be paying a little closer attention to the mood of the people. We have suffered through endless explanations about how the fees are just a â&#x20AC;&#x153;pass throughâ&#x20AC;? from the water authority that Ramona purchases water from, coupled with the cost to pump, a cost that was projected to drop in 2012, and again in 2013 by the current general manager, but has not and was listed as one of the reasons to increase our fees. I would say our general manager is batting 0. What has been left out is that we are also paying for the salaries of all the employees, staff and consultants. Now I donâ&#x20AC;&#x2122;t know about the rest of Ramona, but I have not seen a pay raise in a few years, while it appears that all the folks at Ramona Water have. The manager, Mr. Barnum, has seen raises of 5% in 2013, 3% in â&#x20AC;&#x2DC;14 and a 3% raise this year; the employees have seen a 2% raise every year since 2013 plus a minimum â&#x20AC;&#x153;COLAâ&#x20AC;? raise of not less than 1% per year not to exceed 3% per year. So while the rest of us have to cut back and cut back, the folks at the water district get to raise the rates to make sure that they receive the raises that the board has so graciously provided. Now we are told in what is probably the most laughable of explanations by CFO Hannasch that as long as we continue to cut back our water use we wonâ&#x20AC;&#x2122;t feel as much pain when it comes to paying our bills, but that if we continue to do that, of course the water district will have to continue to raise our rates to feed the districtâ&#x20AC;&#x2122;s mounting costs. Is it Mr. Hannaschâ&#x20AC;&#x2122;s contention that we should cut back our water use to the point that we are no longer using the resource that is necessary for life so that we donâ&#x20AC;&#x2122;t have to pay the outrageous costs of a district that is top-heavy in pay for employees and rather short on facilities. In 2010 the water district asked us all to cut back and we did, so much so that we had a rate increase, because of course we were so good regarding our cutbacks that the district was not receiving enough funds to pay for itself. Water use went back up but rates never went back down, so if we never raised our use back up, then the water district should have cut its salaries and staff by an equal amount. It didnâ&#x20AC;&#x2122;t. Here is something to ponder. The water district is a party in a lawsuit against the Metropolitan Water District that they have prevailed on (MWD violated cost of service requirements of Californiaâ&#x20AC;&#x2122;s Constitution, statutes and common law when setting rates for HUK :WLJPĂ&#x201E;JHSS` 4>+ÂťZ rates violate Californiaâ&#x20AC;&#x2122;s wheeling statute. Letters Use common sense I have to say something about animal owners, especially dog owners who seem to think their dog is a happy camper running, or even walking, when it is a day in the high 80s to low 100s. Take your shoes off and put your feet onto the pavement and, if you cannot handle the heat, then why would you think your dog could? They have three strikes against them: hot day, sensitive pads and a pavement/ sidewalk that is also hot. Early morning or late in the evening is so much better for walking. Please have shelter or shade for animals that are outside, and plenty of water on hot days. Animals can have heat strokes the same as people. When it is cold or rainy, have a warm place for them to stay if they cannot come in your home. A doghouse with straw is a great home for them. Dog coats for older dogs and blankets for horses give them protection from the cold and rain. Any and all animals should be treated as if you would want to be treated on hot or cold days. If you cannot afford vet bills, think twice about bringing an animal home. Spay/neuter them to keep shelters empty. Please donâ&#x20AC;&#x2122;t leave your animals in the

Corporate responsibility and conservation Cheryl Synderâ&#x20AC;&#x2122;s worthy letter was missing some important facts concerning corporate responsibility and conservation in Palm Desert and La Quinta. We are longtime owners at Marriottâ&#x20AC;&#x2122;s Desert Springs and Shadow Ridge resorts, the latter scheduled to be largest ever in the north Palm Desert highlands. Beginning with the large Marriott Hotel, built decades ago on Country Club Drive, every property and golf course has a water recovery system built into its irrigation network. On the golf courses in past years, weâ&#x20AC;&#x2122;ve seen sunburnt grass on the fairways as a means of conservation. Under the greens are thousands of collector tiles, which contribute to a massive recycling system. We would not have invested in Marriott Properties if there werenâ&#x20AC;&#x2122;t an immense effort on the companyâ&#x20AC;&#x2122;s part. A recently-resigned director asked senior staff to change the format of some Ă&#x201E;UHUJPHS YLWVY[Z ;OL HIPSity to categorize and report cost and revenue data is an elementary requirement of an accounting system (just as elementary as collecting the data). Computer-based accounting systems like the district uses provide the capability to easily re-categorize Ă&#x201E;UHUJPHS KH[H L]LU PM [OL software is 50 years old), so senior staffâ&#x20AC;&#x2122;s contention that it could not meet the directorâ&#x20AC;&#x2122;s request is surely an admission of their inept use of the districtâ&#x20AC;&#x2122;s computer system, or worse. Besides failing to pro]PKL YLHZVUHISL Ă&#x201E;UHUJPHS
reports, senior staff (not ¸[OL 0; Z`Z[LTš T\Z[ HSZV be held accountable for its failure to recommend a strategic revenue policy that meets the objectives clearly stated in the RFC â&#x20AC;&#x153;study report.â&#x20AC;? RFC recommends operating reserves based upon spending levels. There is no consideration of the uncertainty of Ă&#x201E;_LK JVZ[Z PU [OL JHZL VM operating reserves, just an unstated assumption that such reserves are required because budget projec[PVUZ VM Ă&#x201E;_LK JVZ[Z HYL wildly unpredictable. This is absurd. RFC also recommends Capital Replacement Reserves based upon shortterm out-of-pocket spending projections, not on the value of water-related assets that depreciate economically at a predictable rate. RFC ignores economic depreciation, apparently because it is not a â&#x20AC;&#x153;current cashâ&#x20AC;? expense. This is a MH[HS Ă&#x201E;UHUJPHS LYYVY Our dam, pipes, pumps, valves, etc. are not going to last forever, and users need to pay for their de-
cline in value as the assetâ&#x20AC;&#x2122;s value is used up. Failure to treat depreciation as a â&#x20AC;&#x153;realâ&#x20AC;? expense results in having to pay all of the tens of millions of dollars replacement cost at the end of life (with a special assessment, borrowing, or bankruptcy). >V\SKUÂť[ KPZ[YPJ[ Ă&#x201E;UHUJes be in much better shape if the millions of dollars VM \UQ\Z[PĂ&#x201E;LK VWLYH[PUN reserves were transferred to Capital Replacement Reserves to â&#x20AC;&#x153;seedâ&#x20AC;? this woefully inadequate fund? Surely the RFC â&#x20AC;&#x153;study reportâ&#x20AC;? invoice should never have been paid. Far more importantly, senior staff and the board majority should never have â&#x20AC;&#x153;drunk the Kool-Aidâ&#x20AC;? from the â&#x20AC;&#x153;study report.â&#x20AC;? Unless the people of Ramona are willing to â&#x20AC;&#x153;clean houseâ&#x20AC;? as suggested by one writer, we will have to wait until next yearâ&#x20AC;&#x2122;s LSLJ[PVUZ [V Ă&#x201E;UK V\[ PM H majority of district directors develops a sense of Ă&#x201E;K\JPHY` K\[` HUK YLZ[VYLZ the public trust. CWA considers energy project near Mussey Grade By KAREN BRAINARD San Diego County Water Authority and the City of San Diego are considering building a reservoir as a pumped storage hydroelectric facility near Mussey Grade Road. Kelly Rodgers, energy project manager for San Diego County Water Authority (CWA), told the Ramona Community Planning Group, â&#x20AC;&#x153;A large part of treating and delivering water is energy.â&#x20AC;? Rodgers said the water authority looks for ways to reduce energy costs. The proposal is to create an upper reservoir near the San Vicente Reservoir as a hydroelectric project, capable of generating up to 4,000 megawatt hours of electricity per 8 hours of daily operation. As proposed, the project would use energy to pump water from the San Vicente Reservoir up to a new Foster Canyon Reservoir for storage during periods of low electrical demand and generate electricity by re-
leasing the water from the upper reservoir through the generating units and back to the lower reservoir during periods of high electrical demands. Rodgers said the project could hook into a nearby power link and has the potential to generate revenue to offset future water rates. Four sites were considered for the upper reservoir â&#x20AC;&#x201D; near Iron Mountain, Foster Canyon, .8 miles east of San Vicente Reservoir, and 1.8 miles southeast of the reservoir â&#x20AC;&#x201D; and the Foster Canyon site near the bottom of Mussey Grade Road was selected as the preferred site. Rodgers said she met with members of the Mussey Grade Road Alliance (MGRA) who were concerned about the impact to their rural area. In a letter to the planning group, MGRA spokesperson Diane Conklin stated the groupâ&#x20AC;&#x2122;s opposition to the project. Among the allianceâ&#x20AC;&#x2122;s reasons:

Rodgers said CWA has a preliminary permit from the Federal Energy Regulatory Commission and is in the early stages. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re just looking at
the potential for a project here,â&#x20AC;? she said. Planning group chair Jim Piva asked if the public would have access to the upper reservoir but Rodgers said it would be secured and remotely monitored with security cameras. Rodgers conveyed to the Sentinel in an email
that the San Diego County Water Authority expects to receive FERCâ&#x20AC;&#x2122;s decision on CWAâ&#x20AC;&#x2122;s proposed licensing track for the hydroelectric facility by late September. A proposed schedule shows that CWA would conduct studies on the project from March 2016 to March 2018.

The newest professional to join Ramona Family Dentistry has volunteered thousands of hours to help provide dental care to the underserved members of the San Diego region. And it’s that focus on others that convinced him to partner with Ramona Family Dentistry to provide local patients expanded dental care. “I’ve been onboard for about six months and was really impressed with how Dr. Feely operates,” Lorenz said of Ramona Family Dentistry’s owner, Dr. Sean Feely. “Ethics, community focus, family atmosphere, it all drew me in.” Lorenz is a highly trained and skilled periodontist, performing all surgical aspects of implant dentistry and periodontics – the specialty of dentistry that studies supporting structures of teeth, as well as diseases and conditions that affect them. He makes the trip to Ramona twice a month and expects a busier season as the school year gets under way. The community benefits from having a periodontist in town, helping them receive care without having to go “down the hill.” “What should be a simple sedation and surgery would turn into an all-day event when people had to leave Ramona,” Lorenz said. “We’re already hearing very positive feedback from patients who used to put off having work done for that very reason.” Lorenz earned his Doctor of Dental Medicine degree and Certificate in Public Health from the Arizona School of Dentistry and Oral Health after graduating from Tulane University

Lorenz has volunteered thousands of hours at the University of California, San Diego Free Dental Clinic Project, where he helped to provide dental care to the underserved members of his community. While in Arizona, he founded outreach clinics and events to improve the oral health of the underserved members of his community. He has received various awards in recognition of his academic accomplishments and humanitarian efforts. “I got into dentistry as a way to make an impact on the community,” Lorenz said. “It’s been refreshing to see how the professionals within Ramona Family Dentistry operate with the same commitment.” Lorenz completed an additional three years of Periodontology training at the Nova Southeastern University College of Dental Medicine. During his residency, he held the position of Chief Resident and clinical and academic teacher for dental students. In addition to his Certificate in Periodontology, Dr. Lorenz obtained his Master of Science in Dentistry at Nova Southeastern University. Lorenz has been active in implant-research and prospective clinical trials to examine efficacy of various grafting materials in bone augmentation procedures. school, she was an active participant in the community as a trumpet musician in the San Diego Youth Symphony Orchestra, Civic Youth Orchestra and various ensembles at her high school. Workman is an orthodontist treating children and adults in the greater San Diego area with over half a decade of orthodontic experience, using the latest technology to fix improper bites or misaligned teeth.

Dr. Workman graduated as a National Honor Student and traveled to New York to pursue a biology major and music performance minor at Vassar College, graduating with honors. She spent her junior year abroad at the University of St. Andrews in Scotland as a visiting medical student.

Tom Paulus inducted into SDSUâ&#x20AC;&#x2122;s Weber Honors College Ramona High School Class of 2015 graduate Tom Paulus is part VM :HU +PLNV :[H[L <UP]LYZP[`ÂťZ Ă&#x201E;YZ[ Honors College. The fall semester started Tuesday. The universityâ&#x20AC;&#x2122;s Weber Honors College provides an academic environment for students to experience a dynamic, interactive and engaged education, said Geoffrey Chase, dean of SDSUâ&#x20AC;&#x2122;s Division of Undergraduate Studies. The objective of the college is to provide the richest possible intellectual experience by helping students become conversant PU T\S[PWSL KPZJPWSPULZ [OPUR Ă&#x2026;L_PIS` solve problems and pursue the creative expression of ideas, he added. Chase worked for years to create an honors college at the university.
He said it will improve on the University Honors Program that has existed on campus for decades. â&#x20AC;&#x153;It will attract more students, including outof-state students, and, we hope, international students,â&#x20AC;? Chase said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s one of those markers people look at when selecting a university, so in terms of how we want to position ourselves as a university on the
regional and national scene, I think itâ&#x20AC;&#x2122;s important.â&#x20AC;? The college features an interdisciplinary curriculum made up of small, discussion-based seminars and teaching techniques that promote active engagement in the subject area and prepare students for educational experiences beyond the classroom, including study abroad, research, leadership, service and creative activity; and for future graduate work and successful careers, YLNHYKSLZZ VM [OLPY JOVZLU Ă&#x201E;LSK VM study. Paulus is a computer science major. The college plans to grow its enrollment to 1,200 high-achieving students, noted Chase.

Soccer league kicks off season with Opening Ceremonies, games By DAVID WILLIAMS It’s the biggest weekend of the year for Ramona Soccer League. Things cooled off nicely for the evening festivities as all the teams were introduced by running down the “runway” while the other teams and parents

cheered them on. All of the attendees were entertained by a DJ while they enjoyed food and giveaways provided by the league and the individual competitive teams. While the kids enjoyed the food and frolicked on the soccer ÄLSKZ [OL WHYLU[Z LUQV`LK IPKding on silent auction packages. The packages were put together by each of RSL’s teams.
There was also a team spirit competition that rewarded the team with the best spirit from each division with a gigantic soccer ball pinata. As fun as the opening ceremonies were, they were just a warm-up for opening day. A beautiful Saturday morning welcomed the young players to the MYLZOS` J\[ ÄLSKZ MVY ZVTL NYLH[ soccer games.
Teams with names like Prime Time, Orange Bombs and Dribbling Dolphins battled it out until a winner was determined in each match. Whether a team won or lost didn’t seem to matter. The smiles on the faces were a sight to see no matter how well their team did on the scoreboard. To wrap up the weekend, the adults got into the action with
two games on Sunday evening. A 4-2 victory for the Fireballers over Boss and a 5-1 beat down by the Shockers on the Screwdrivers set the stage for plenty of rivalries and competition for the remaining nine games. Planning group discusses cell towers in residential areas By KAREN BRAINARD Ramona Community Planning Group approved a new cell tower for San Diego Country Estates and a redesign for a proposed tower on state Route 78 while continuing its debate about the impact of towers in residential areas. In recent months the planning group has been presented with several different proposals for cell towers, mainly for Verizon, and in some cases heard opposition from residents neighboring the locations. Most often the complaints are of possible health risks from electromagnetic radiation. However, the federal 1996 Telecommunications Act prohibits state and local governments from denying permit applica-

tions for cell towers based on health concerns. Kevin Wallace, a former planning group member who expressed his worries about cell towers while serving with the group, said there seems to be a proliferation of towers. “As a community we need to know how many towers are proposed,” he said as a public speaker at the Aug. 6 meeting. That was a thought later echoed by planning group member David Ross. RCPG secretary Kristi Mansolf said staff from the county’s Department of Planning and Development Services is planning to be at the group’s Sept. 3 meeting to address concerns about cell towers and to answer questions. There was no public opposi-
tion at the meeting to a Verizon tower proposed for open space by the Casey Tibbs Western Center in the Estates, but planner Elio Noyas spoke out against it when learning that it would be about 200 yards from his house. Although the project representative said at least 1,000 letters were sent to area residents that included timeshare owners, Noyas said he never received a letter and questioned why the tower was needed. “I have Verizon. Never had an issue,” he said. “The coverage is great.” Of the 1,000 letters, only four comments were received — two in favor, one neutral and one semi-concerned, according to the applicant. The project calls for a 50-foot faux pine tree with an accessory
equipment structure. Mario Trejo, general manager of the San Diego Country Estates Association, said the association would like the project to proceed. Planning group chair Jim Piva recused himself from the discussion and vote as he is president of the Estates homeowners association. The group recommended the necessary major use permit for the project by a 9-3 vote with Noyas, Ross and Frank Lucio opposing. Absent from the meeting were Donna Myers and Barbara Jensen. Another cell tower, planned for 19075 Caesar Drive and Route 78 and approved by the planning group in October, was on the agenda with a redesign based on county comments. The previous design was for
two faux chimneys with six antennas and a microwave dish on the residence but the new design calls for a 35-foot faux eucalyptus tree. There was no opposition from neighboring residents, said the project representative. The planning group unanimously approved the change. In other business at the meeting, planners unanimously recommended an administrative permit for an 8,200-square-foot pre-fabricated, non-habitable agricultural storage building at 15635 Pasco Penasco, off Highland Valley Road. The applicant said he plans to set up a rescue for abused and neglected horses, limiting it to 20 horses with a few extra stables in case the Humane Society needs temporary space.
