California’s new academic standards and tests are challenging to teach and for students to learn, Torlakson said. “Just as we expected, many students need to make more progress,” he said. “Our job is to support students, teachers and schools as they do.” The state set four achievement levels: exceeded standards, met standards, nearly met standards, and did not meet standards. According to the results, 16 percent of students statewide exceeded the standard in English language arts/literacy, 28 percent met the standard, 25 percent nearly met the standard, and 31 percent did not meet the standard. Countywide, 21 percent exceeded the English language arts/literacy standard, 30 percent met the standard, 24 percent nearly met the standard, and 25 percent did not meet the standard. Ramona students overall did better in English language arts/literacy than in mathematics, where 13 percent exceeded the standard, 24 percent met the standard, 33 percent nearly met the standard, and 32 percent did not meet the standard. Statewide results were 14 percent exceeded, 19 percent met, 29 percent nearly met, and 38 percent did not meet math standards. However, even if a parking lot was created, the county needs access to it from Route 67. The service road could provide that access but multiple easements would need to be secured, said Geiszler. County parks will need to work with General Services, City of San Diego and the state. The effort would not only involve multi-jurisdictional use, but also maintenance, she

Census bureau’s tactics are rude and intimidating By PAUL NICHOLS The article “Resident questions purpose, legality of government surveyâ€? on page 6 of the Sept. 10, 2015, edition of the Ramona Sentinel brings back bad memories to me. I also received this survey named the “American Community Surveyâ€? in July of 2011. It all started with a postcard from the census bureau to be expecting the “American community surveyâ€? in the mail. Upon receiving it I was outraged by the questions and did not respond. A duplicate survey soon appeared in the mail. All were addressed to “resident of.â€? Because I had two copies of the survey I now retain one and keep it if further harassment from the census bureau ensues. And I really got harassed; essentially got the “third degree.â€? The questions included what is your race, the type of dwelling (house, mobile home, etc.), number of bedrooms, do you run a business at your residence, does the house have toilet, refrigerator, etc., type of heating fuel used, cost of electric power used, property tax amount, do I have a mortgage, income amounts, employer name, what is the market value of my house, am I in debt on my house, cost of house insurance, educational history, do I wear glasses, do I have health insurance, am I deaf, martial history, and so many other questions that I found to be at best offensive. This survey is 28 pages long and requires a contact person name and phone number. I mailed in one of the surveys and only answered the basics such as how many people live here and the ages. Soon afterwards I got a demanding threatening phone call from the census bureau for not completing the survey. My reply was no further cooperation from me. The bureau threatened me with prosecution. Got a second call a few days later with the same tone HUK [OYLH[LUPUN WVZ[\YL ;OL [OPYK HUK Ă„UHS JHSS MYVT the bureau was productive because the bureau agreed to remove me from the survey. During this harassment 0 JVU[HJ[LK *VUNYLZZTHU /\U[LYÂťZ VMĂ„JL HUK [OL` ZHPK to ignore the survey and that no prosecution will ever happen. The actions of the U.S. Census Bureau are rude, intimidating, disgusting, and threatening just like a boiler room telephone scam. $PNNFOUBSZ AB IPEHFQPEHF PG TFOUFODFT By DON BIRKETT When I saw John Rajcic’s most recent Guest Comentary, “BS: Less a craft than an art,â€? in the Sept. 10, 2015, edition of the Ramona Sentinel, my initial thought was that Rajcic had come to the realization that clarity and accuracy are two essential components of meaningful communication. The purpose of communication is to convey information and/or position on a topic relevant and of interest to the audience. I was wrong. Rajcic is again tilting at windmills, fearful of those omnipresent but ever elusive bsers and aholes who are our “educational leaders.â€? 0U OPZ Ă„YZ[ WHYHNYHWO 9HQJPJ ZL[Z [OL HKversarial tone for the rest of his commentary. It’s David versus Goliath or the lone Sheriff against the rustlers. Without notifying the reader he quotes from Whittaker Chambers’ 1957, review of Ayn Rand’s novel, “Atlas Shrugged.â€? Rajcic would have us believe they are his original words about “some educational leaders.â€? It’s written by another, and it’s about the readers of the book, and Chambers did not like the book. Rajcic attempted to give credit to Harry Frankfurt for his essay, although the title provided by Rajcic is suspect. My copy of the essay is titled “On B*llsh*t.â€? “Relections on B*llsh*tâ€? is the title of a Harper’s magazine article from some years past. The majority of Rajcic’s piece is a hodgepodge of sentences, some quoted and some editorialized, all taken out of context from Frankfurt’s 16-page essay. It is a common ruse employed by college freshmen in their composition class. (It does not work for them, either.) It should be noted that Frankfurt is not the author of

the references to Common Core and LCFF. The Aaron James reference may be an example of the c & p (cut and paste) writing style afforded by the proliferation of reference sites on the Internet. Again, 9HQJPJ TVKPĂ„LK 1HTLZÂť ^YP[PUN I` HKKing the last sentence about “such people abound in high placesâ€? without alerting the reader. People have asked me, “Birkett, why do you suppose Rajcic chose those two writings to use as a platform for his commentary?â€? I’ll ask him, but if the past is any indication of the future, chances are he will choose not to respond. I don’t know why he doesn’t answer my questions. Rajcic quotes, but does not credit, Dr. Henry Kissinger’s statement, “To be absolutely certain about something, one must know everything or nothing about it,â€? an unusual choice in light of his writing as his introductory statement, “The certitudes of some educational leaders is astonishing.â€? John Rajcic, what is your point? He writes that members of the Ramona school board and the superintendent are “subject to all kinds of criticism.â€? John Rajcic, do you feel any sense of responsibility for explaining what you wrote to the people of Ramona? If so, do so. If not, why ask that it be published in a newspaper? John Rajcic closes with, “No legacy is so rich as honesty.â€? Except perhaps situational irony. This is from Shakespeare’s “All’s Well That Ends Well.â€? Honesty, Rajcic? Letters Assembly candidate looks like an average beginner RE: Mike Harrison’s run for California State Assembly Any adult citizen who has an ordinary education, and has observed modern political activity in even the past few years, would know the signing of a piece of paper in Ramona pledging to never vote for an increase in California taxes is as worthless as a Confederate dollar. Either Mike Harrison is simply using a standard political activity to garner votes, or he is truly uninformed about how powerless a single Assembly member is to make sweeping changes in our State Legislature. Every politician makes promises he/ she knows they cannot keep if pressed by threatened possible consequences. Every reasoning adult expects that, I think. If elected, Mike will be forced to accept responsibility for his actions and words, not simply provide information to Congressman Duncan Hunter. He will not be able to force his ideas on other Assemblymen, he will have to convince them of each idea’s worth. What if Mike were to offer actual practical examples of what he would do to bring Assemblymen of both parties to lower state expenses? How would he resist the chance to add his spending priorities to each and every bill offered up regardless of the sponsors’ original cause or intention? Water agencies expect delays in CWA lawsuit refunds By KAREN BRAINARD Refunds stemming from San Diego County Water Authority’s (CWA) victory in its lawsuit against Metropolitan Water District, which has been ordered to pay CWA about $188 million in damages, will likely not happen any time soon, according to David Barnum, general manager of Ramona’s water district. Barnum updated Ramona Municipal Water District directors on the CWA lawsuit during the board’s 15-minute meeting Sept. 8 that also included a presentation on the Ramona Fire Department/Cal Fire new mobile data computers, and a director request to look into cost-cutting measures. In its legal challenge, CWA, water supplier to Ramona and 23 other local agencies, claimed that Los Angeles-based wholesaler Metropolitan Water District was overcharging it by shifting unrelated water supply costs onto transportation rates, while ille-

Puumba arrived four years ago from Sun City, where his owner was moving and could no longer keep him. Because of his size, Puumba is probably part farm pig. Most potbellied pigs top out at 150 pounds. Each pig eats two cups of chow a day, as well as several snacks like carrots and animal crackers. The monthly feed and medicine bill runs about $3,600 a month, said Nancy. In 2008, the Koontzes incorporated Grazin’ Pig (JYLZ HZ H UVUWYVÄ[ OVWing it would spark donations from the public, but few have trickled in. Some grade school classrooms and Boy Scout troops have helped out by building pens and collecting blankets, which the pigs adore but wear out quickly. They also have a few loyal volunteers who show up weekly to help out, like speech therapist Kate Simpson. Simpson met the Koontzes in 2003 when they offered to take in some runaway pigs collected by the emergency

animal rescue group she works with. She was so impressed with the couple and the work they do, she has been helping out there every Friday for the past 12 years. “It’s a compassionate environment where the pigs get a healthy diet, medicine and a trip to the vet when they need it, and they’re well socialized,” Simpson said. “Marty and Nancy give all their money, all their time and all their heart. They’re just tireless and endlessly devoted to those pigs.” Whenever he picks up a rescue, Martin asks the owner for a donation, especially if the animal needs spaying (the surgery costs $400 to $500). The average donation is about $50. A few have promised to return with more cash on payday or vowed to retrieve their pig in a few months, but most never return. To reduce their vet bills, the Koontzes trim their pigs’ toenails and tusks, but the task can be dangerous. Nancy, a U\YZL ULHYS` SVZ[ H ÄUNLY to one bite, and another

The 2013 Broadway musical, based on a 2003 movie of the same name and the 1998 novel “Big Fish: A Novel of Mythic Proportions,” is closing Moonlight’s 35th summer season. It runs through Sept. 26. “Big Fish” shows how as an adult, Will Bloom (Patrick Cummings) tries to discover the truth about his dying father, Edward Bloom (Josh Adamson), since Edward’s life-long tales of adventure seem too far-fetched to be real. After all, who can blame young Will (Elliot Weaver) and adult Will from questioning Edward’s truthfulness when his stories revolve HYV\UK OPT NL[[PUN OPZ ÄYZ[ RPZZ UV[ MYVT a girl, but a mermaid; a witch telling him how he will die; befriending a giant and meeting Will’s mother after joining a circus where his boss was a werewolf. Though young Will initially believes his father’s stories, skepticism starts to creep in when his father cannot give concrete details — like which war he fought in — and his tales have several variations. In lieu of a traditional set, there were limited props and set pieces since backdrops were created via video. March 11, 1996 - August 18, 2015 RAMONA — Elizabeth Schweizer, 19, died of a fatal fall while hiking in Switzerland on August 18, 2015. She was staying with relatives and went walking on a nearby trail along a mountain ridge where she could take a photo of the beautiful valley below. Elizabeth was doing what she loved, seeing God’s glory as declared in nature when, in an instant, God took her home. Elizabeth graduated from Mountain Valley Academy in 2014 and was attending Carroll College in Montana, planning to major in chemistry. Quiet and humble, she loved people and beauty in all shapes and sizes. Her smile would light up the whole room. To those who knew her, she was a blessing. Elizabeth is survived by
