In 1967, Tom joined the Marine Corps and found his life’s passion. After completing recruit training, he was selected to attend scout sniper school and Vietnamese Language School at the Defense Language Institute in Monterey. He was then assigned to Company H, 2nd Battalion, 9th Marines in the Republic of Vietnam where he earned a meritorious combat promotion to the rank of sergeant, the Navy Cross Medal for valor in combat, and the Purple Heart Medal for his wounds. Upon completing his assignment with the 9th Marines, Tom served as a drill instructor at Marine Corps Recruit Depot San Diego. While serving as a drill instructor, he was selected for the Marine Associate Degree Completion Program, received his associate’s degree, and was selected to attend OfďŹ cer Candidate School through the Marine Corps’ Enlished Commissioning Program. HE was commissioned as a second lieutenant. Tom served four tours in infantry units and in various staff positions from battalion to division level. In addition to the Navy Cross and Purple Heart, Tom was awarded numerous other personal decorations and service medals, including the Meritorious Service Medal, Navy Commendation Medal (two awards), the Army Achievement Medal, the Combat Action Ribbon, and the Marine Corps Good Conduct Medal, of which he was most proud. He retired in 1995 as a Lieutenant Colonel. Both during and after the Corps, Tom’s civic service and pursuit of academic excellence was legendary. He actively participated in the Legion of Valor and served as its National Commander, 2008. He was widely known for his nine years serving with Spirit of the Fourth, Inc., in the Rancho Bernardo community of San Diego, CA. He was active in the Rotary Club and established the Miramar Semper Fidelis Rotary Club on the Marine Corps Air Station, Miramar; only the second service club on an active military base anywhere in the world. He was an active member of the San Diego County United Veterans Council (UVC) and served as the UVC chairmanship for 2010. He cofounded the Soldiers of the Sea, Band of Brothers, Inc., an organization dedicated to bridging the gap between the Marine Corps and business communities. Tom

served as a mentor to the San Diego State University Student Veterans Organization (SVO) and was presented with its “Mentor for Lifeâ€? Award, its highest honor. He was appointed by Governor Arnold Scwarzenegger to the California Veterans Board. He spearheaded nationwide efforts to discover incidents of Stolen Valor and prepared a “Friend of the Courtâ€? brief for submission to the Supreme Court in support of a ďŹ nding that the Stolen Valor Act of 2005 was constitutional. In recognition of his community service, Tom was selected in 2005 for membership in the Rancho Bernardo Hall of Fame, one of one hundred selectees since 1974. In June 2009, he was named the California 75th State Assembly District Veteran of the Year. He also received the “Lifetime Support of Veterans Awardâ€? from the San Diego Veteran of the Year committee in 2009. He relocated from Southern California to Virginia Beach in 2012 and was appointed by Governor McDonnell in 2013 to the Virginia Joint Leadership Council of Veterans. An avid student, Tom earned both his baccalaureate and master’s degrees in history, and his master’s of business administration, all from San Diego State University. While in Virginia Beach, Tom followed his passion for teaching history as an adjunct professor at Tidewater Community College. Tom maintained a rigorous physical ďŹ tness regimen throughout his life, permitting him to engage in numerous outdoor activities, including diving, kayaking, camping, and hiking. During the past eleven years, he climbed California’s 14,497 ft. Mt. Whitney ten times. Tom never quit everything that he set his mind on. He was a consummate advocate for veterans’ issues, was a devoted and dedicated husband, and was the best and sincerest friend a man who could have. He was the epitome of a renaissance man who loved opera, ďŹ ne art, classical and Celtic music, and world travel. He is survived by his loving wife, Diane Hall Richards of Charlottesville, VA; cousins Linda Halverson and Laurie Lerhdahl and their extended families; aunt Theda and the late William Curwen and their extended family; his brother Marines; his friends; and an extended honorary family too numerous to name, all of whom dearly loved, and were loved by, and will dearly miss, their “uncleâ€? Tom. Semper Fidelis!

THE SPIRIT OF THE FOURTH RANCHO BERNARDO 2015

In Recognition of our Military Heroes The Legion of Valor of the Untied States of America is more than a century old and is composed of men and women of the United States Armed Forces who have been awarded the Medal of Honor by one of four armed services or the second highest award for heroism by each of the three Services. Each Armed Service has its own distinctively designed Medal of Honor and each has a second highest decoration for valor. For the Army it is the Distinguished Service Cross, for the Navy it is the Navy Cross, and for the Air Force it is the Air Force Cross. The Legion of Valor was established on April 23, 1890 by veterans of the Civil War and the Indian War Campaign who had received the Medal of Honor. In 1918 recipients of the Distinguished Cross were admitted to the organization and in 1933 recipients of the Navy Cross were admitted. After the Air Force became a separate branch of the Armed Services, holders of the Air Force Cross were admitted to membership. The Medal of Honor is awarded for “conspicuous gallantry and intrepidity at the risk of life, above and beyond the call of duty.” The three Service Crosses are awarded for “extraordinary heroism.” Many of these decorations are awarded posthumously. The Legion of Valor recognizes acts of heroism by civilians and military cadets by awarding Silver Crosses for heroism and Bronze Crosses for achievement. Major Abraham J. Baum Distinguished Service Cross For extraordinary heroism in connection with military operations against an armed enemy in Germany. On 26 March 1945 Captain Baum led an armored task force in daring action into enemy territory to liberate allied prisoners held by the Germans near Hammelburg, Germany. In route as the column entered the town of Germunden,

Captain Baum was wounded by enemy rocket fire. Despite his wounds, he continued to lead the force throughout the day and the following night until he was again wounded during action on the outskirts of Hammelburg. Captain Baum’s courageous devotion to duty are in keeping with the highest traditions of the military service.. CMS William Lawrence, Jr. Distinguished Service Cross (2005) Col. Lewis L. Millett, Medal of Honor Distinguished Service Cross (2005) Lt. Col. Richard D. Wandke Distinguished Service Cross For extraordinary heroism in Vietnam on 27 May 1969. While commanding his company on a search and destroy mission southwest of Landing Zone Mary Lou, Captain Wandke distinguished himself by exceptional valorous actions. When one of the rifle squads surprised 7 enemy soldiers and opened fire, he deployed the remainder of the unit to assist. Hostile reinforcements arrived in huge numbers to place tremendous fire power on the company’s perimeter. Captain Wandke directed every man who was able to withdraw from the area to establish a landing zone for evacuating the wounded. Although wounded himself, Captain Wandke alone stayed behind to protect the wounded. For three hours he directed artillery fire, preventing the enemy from overrunning his position. The extraordinary courage and selflessness displayed by Captain Wandke are in the highest traditions of the military service and reflect great credit on him, his unit, and the U.S. Armypreventing the enemy from overrunning his position. The extraordinary courage and selflessness displayed by Captain Wandke are in the highest traditions of the military service and reflect great credit on him, his unit, and the U.S.

The Todd & Mari Gutschow Family Foundation is proud to sponsor the PUSD High School marching bands in today’s parade. We hope that you enjoy these outstanding bands and have a great 4th of July.

Arthur N Black, U.S.A.F. Air Force Cross Airman Third-Class Arthur N. Black distinguished himself by extraordinary heroism in connection with military operations against an opposing armed force as an Aircrew Member of a HH-43 helicopter over North Vietnam on 20 Sept. 1995. On that date, Airman Black participated in an extremely hazardous attempted recovery of a downed pilot. This mission required a flight of over 80 miles, mostly over hostile controlled territory. Evaluation of the environment in which the downed pilot was located indicated that maximum performance would be demanded from each crew member if successful recovery was to be effected. Though exposed to intensive hostile ground fire, Airman Black, with complete disregard for his own safety, performed with courage and professional precision in a supreme effort to rescue a fallen comrade. Airman Black’s courageous action and devotion to duty are in keeping with the highest traditions of the American fighting soldier. Richard N. Blasongame, U.S.M.C. Navy Cross Private First Class Richard F. Blasongame, Untied States Marine Corps Reserve, received the Navy Cross for extraordinary heroism on the night of 15-16 September 1951 while serving with Weapons Company, Second Battalion, First Marines, First Marine Division in Bear Hwanggi, Korea. He exhibited unusual courage, leadership, and initiative as his gun section repelled a series of fierce and determined attacks. He maintained perfect fire control, hurled grenades, rendered first aid, supervised the evacuation of wounded, and rallied his men to repulse each ensuing attack. When ammunition and grenades became critically short, he left his foxhole and exposed himself to a hail of hostile fire to notify the company commander of the situation. Discovering that the supporting troops on his flank had been either killed or wounded, he refused to withdraw

In Recognition of our Military Heroes his section and continued to hold the position. Wounded by a grenade, he continued to fire. Two hundred and eightyseven enemy dead were counted in front of his position. Colonel Jacksel M. Broughton Air Force Cross For extraordinary heroism in connection with military operations against an opposing armed force in Southeast Asia on 5 February 1967. On that date, Colonel Broughton was Mission Commander of a flight of two wing F-105 Thunderchief strike forces which attached a heavily defended target in North Vietnam. Despite serious aircraft malfunctions, marginal weather, and grave damage to his aircraft from an exploding surface-to-air missile, he placed his armament directly on target, scattering fire and debris which illuminated the target for easy acquisition by the following strike force. Disregarding the crippled condition of his aircraft, which minimized his chances for recovery to friendly territory, Colonel Broughton then willfully acted as a decoy to divert hostile aircraft approaching the strike force. Through his extraordinary heroism, superb airmanship, and aggressiveness in the face of the enemy, Colonel Broughton reflected the highest credit upon himself. Staff Sergeant Leon R. Burns, Navy Cross (2005) Col. John D. Counselman, Navy Cross (2005), Randall H. Cunningham, Navy Cross (2005) Lt. Arthur G. Elder Navy Cross As CO of a Navy search Liberator attached to PatBomRon 117 during action against Japanese forces at Saigon Harbor, French Indochina on 25 March 1945, Lt. Edler showed extraordinary heroism. In spite of terrific antiaircraft fire from armed merchant vessels and warships, he dove relentlessly on his assigned targets, dropped his bombs and made straffing runs at a perilously low attitude. He destroyed three large merchant vessels and damaged two destroyer escorts

and 20 other merchant vessels. When he was jumped by an intercepting enemy aircraft during the engagement, he promptly maneuvered to strike, and with deadly accurate fire, he succeeded in blasting it form the sky in flames. By his superb airmanship, indomitable fighting spirit and dauntless perseverance in the face of tremendous odds he contributed materially to the costly damage of Japanese surface and air forces. Lance Corporal Ernesto Gomez, Navy Cross (2005) Lt. Col. Leonard A. Gonzales, Air Force Cross (2005) Keith J. Harrer Navy Cross For extraordinary heroism while serving as a Rifleman of Company K, Third Battalion, Seventh Marines, First Marine Division in action against Japanese forces on Okinawa on 11 May 1945. When his company came under intense rifle and grenade fire from the front and by machine=gun fire from the flank, Pvt. Harrer courageously exposed himself to the murderous enemy fire to man an automatic rifle whose operator had been wounded. Although himself wounded by a barrage of automatic fire and further endangered by a constant shower of grenades, he attached and silenced the hostile machine gun. Steadfastly refusing to leave his post for evacuation, he continued to man his gun and, after twice repulsing enemy attempts to put the machine gun back in operation, finally succeeded in destroying the crew as well as the gun itself. By his unfaltering courage and determination under fire, Pvt. Class Harrer reflected great credit upon himself and the Marine Corps. Robert W. Johnsmiller Navy Cross Robert W. Johnsmiller, Corporal, U.S. Marine Corps, received the Navy Cross for extraordinary heroism while serving as Squad Leader of Company 1, Third Battalion, Second Marine Division, during action against enemy Japanese

forces on Tarawa, Gilbert Islands, on 20 November 1943. Leading his men over the fire-swept sea wall bordering the beach, Corporal Johnsmiller sustained a serious eye wound and, undaunted by the severe pain, led his squad, despite heavy enemy machine gun and rifle fire, in carrying out an aggressive attack against the enemy and in destroying several hostile pillboxes continuing his efforts until persuaded to withdraw for medical treatment. By his indomitable fighting spirit, Corporal Johnsmiller contributed materially to the success of our operations against this heavily fortified Japanese stronghold, and his devotion to duty throughout reflects the highest credit upon himself and the United States. Captain John J. McGinty III Navy Cross For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty as Acting Platoon Leader, First Platoon, Company K, Third Battalion, Fourth Marines, Third Marine Division, in the Republic of Vietnam on July 18, 1966. Second Lieutenant (then Staff Sergeant) McGinty’s platoon, which was providing rear security to protect the withdrawal of the battalion from a position which had been under attack for three days, came under heavy small arms, automatic weapons and mortar fire from an estimated enemy regiment. In Recognition of our Military Heroes in turn, remaining with them and refusing treatment for himself until they were evacuated. His valiant devotion to duty and grave concern for the welfare of others were in keeping with the highest traditions of the United States Naval Service. Robert J. Mitchell, Jr. Navy Cross Robert J. Mitchell, Jr., Corporal, U.S. Marine Corps received with the Navy Cross for extraordinary heroism while serving as Squad Leader, Company K, 3rd Battalion, 1st Marine Regiment, Regimental Combat Team 1, 1st Marine Division, 1 Marine Expeditionary Force in Iraq on 13 November 2004. Completely disregarding his own safety, Corporal Mitchell courageously charged through enemy AK-47 fire and hand grenades to rescue five wounded Marines. Ignoring his own wounds, he began first aid treatment for a Marine. While running across the impact zone,a second time, he was hit in the leg with a ricochet off of his weapon and with grenade shrapnel to the legs and face. Demonstrating great presence of mind, he then coordinated the casualties’ evacuation. Limping from his own wounds, Corporal Mitchell assisted in the evacuation of the last casualty through the impact zone under enemy fire, ultimately saving the lives of multiple Marines. Colonel Robert J. Modrzejewski, Medal of Honor (2005) Scott C. Montoya Navy Cross For extraordinary heroism while serving as a Scout Sniper , Scout Sniper Platoon, 2nd Battalion, 23rd Marines, 1st Marine Division in Iraq on 8 April 2003. Sgt. Montoya’s sniper team came under heavy small arms fire and he immediately encouraged Marines to deploy and return fire. Noticing a disable civilian vehicle on the road in the line of fire and with complete disregard for his own life, he rushed

forward in a hail of gunfire and dragged a wounded Iraqi civilian to safety. He spotted a wounded Marine struggling to get off the same fire swept street, he risked his life to lead the Marine to safety. He then spotted a wounded Marine lying in the street. Ignoring the hailstorm of bullets, he rushed in and carried him to safety. Sgt. Montoya returned a fourth time to evacuate an unconscious Marine. Returning to the front again, he dashed into the contested street and assisted a Marine to safety who had been dazed by an explosion. Sergeant Montoya ensured medical attention was administered and verified that evacuations were ongoing.

to establish a defensive perimeter. Throughout the night, he assisted in countering enemy attacks and in moving casualties to relative safety. Although wounded by an enemy grenade, he steadfastly refused to be evacuated and remained with his men to continue the fight. He made several trips across the fire-swept zone to obtain ammunition. When his machine gun crew sustained wounds, he took over the gun position and concentrated heavy fire on the hostile troops and repulsed it. Through his superb leadership, courage, initiative, and inspiring dedication, he contributed significantly to the defeat of the enemy and reflected great credit upon himself and the Service.

John F. Pauk Navy Cross John F. Pauk, Pharmacist’s Mate Second Class, U.S. Navy (Reserve), received the Navy Cross for extraordinary heroism and conspicuous devotion to duty while serving as a Medical Corpsman with the Sixth Marine Division, in action against enemy Japanese forces at Okinawa in the Ryukyu Islands, on 5 June 1945.
