County marks Ridge Road milestone

It was a historic day in Pasco County, as a groundbreaking ceremony was held to celebrate the upcoming construction of the Ridge Road extension.

The groundbreaking, held Jan. 13, followed a permit issued in December by the U.S.Army Corps of Engineers.

County officials have been pushing for the project for more than two decades.

When the extension is completed, motorists will have another east-west way to get across the county, in addition to State Road 52 and State Road 54.

The ceremony, which drew numerous dignitaries, took place at the end of Town Center Road.That’s where Ridge Road will extend, heading east.

Celebrating Florida Arbor Day The Florida Forest Service, partnered with Gro Inc., for a celebration on Jan. 18 at Drexel Farms in Land O’ Lakes. The event celebrated Florida Arbor Day, which is the third Friday in January. The public was invited to the celebration, which featured presentations given by the Florida Forest Service, the Florida Fish and Wildlife Conservation Commission and the Nature Coast Cooperative Invasive Species Management. Free food and refreshments were provided, and the Florida Forest Service gave out potted 1-gallon shade trees to the first 100 people. Monster truck enthusiasts grab New subdivision attention in Wesley Chapel approved off Bell Lake Road

Many claim they have a big truck, but few are bigger than Bill and Vicky McShane’s.

Even calling them monster trucks could be an understatement.

The married couple and Wesley Chapel residents have not one, but two supersized trucks that have generated national attention and intrigue.

Their original truck is a 1998 blue Dodge Ram 2500 V10 that’s been lifted 4 feet and sits on 64-inch V-tread tires. It has Lamborghini-style doors, a tilt bed, and painted flames on the side panel.

The truck’s height measures 12-feet-6inches, top to bottom.

The interior is showy, too. It’s equipped with fiberglass, multiple televisions and cameras, and amps, spotlight and a skull fog machine.

“It’s got everything,” Bill said.

“We threw everything in, and the kitchen sink.There’s a lot on there that doesn’t need to be there,”Vicky added.

The hard-to-miss truck even has its own name — Out of Control — emblazoned on its exterior.

The moniker stuck after an auto mechanic reacted to the couple’s extravagant plans for their truck.

“One of the guys that was helping us build the truck told us, ‘You’re just out of control,’ and I’m like, ‘That is the name of our truck,’” Bill recalled.

Out of Control has been lifted as many as 10 times, little by little, with each auto body visit, Bill said.

It’s so big now that it’s no longer street legal to drive.

A new subdivision for 27 detached residences has been approved on a site of about 9.5 acres, at the northwest corner of the intersection of Bell Lake Road and Alpine Road.

The site is about 1 mile east of U.S. 41, in Land O’ Lakes.

The main access to the development will be off of Alpine Road. As part of the approval, the developer must put a turn lane on Bell Lake Road.

The Pasco County Commission approved a rezoning for the development at its Jan. 7 meeting. The approval came despite a recommendation for denial by the See SUBDIVISION, page 11A

There are strategies to manage stuttering

Stuttering isn’t a speech impediment that can be cured — but it is one that can be managed, according to Robin Fisher, a speech pathologist in Pasco County Schools.

The condition affects an estimated 70 million people, worldwide, according to the Stuttering Foundation of America.

And, help is available in the public school system, for students who qualify.

Fisher works with students from prekindergarten to 12th grade.

“It doesn’t get corrected; we don’t fix it,” Fisher said, but speech pathologists focus on a student’s ability to articulate their speech in a way that is understandable.

In other words, they focus on a student’s fluency.

Fisher travels to various public schools and charter schools to assist students who stutter.

Those who are in private schools or are home-schooled must meet specific criteria to be put on a service plan.

In order to qualify for special services, the speech or language issue must affect a student’s performance and/or function within the classroom, Fisher explained.

Those students are referred to a speech pathologist for services.

A student may be stuttering if he or she: • Prolongs the duration of a word • Stops speaking in mid-sentence • Repeatedly says the same letter of a word • Consistently gives one-word answers • Exhibits a secondary characteristic, such as eye twitching

Pasco County adding two street hockey rinks

have thus far donated 106,000-plus Lightning logo sticks and balls to 503 schools within the five-county area.

“About three years ago, we realized that after we distributed all of those sticks and balls that we had a place that those youngsters to play,” Feaster said.

Ten outdoor street hockey rinks are planned.

“We want to proceed to actually build two of those street hockey rinks here in Pasco,” Feaster told commissioners. The rinks will be 60 feet by 120 feet, and are expected to be completed by Aug. 30.

The Lightning Foundation also will provide a public awareness campaign and promote the scheduled clinics and league play opportunities.

It also will present street hockey clinics at the rinks once per quarter using Tampa Bay Lightning alumni and street team members.

And, it will invite the rinks’ street hockey champions to participate in a Tournament of Champions sponsored by the Lightning Foundation.

The Lightning Foundation also will have the sole right to sell sponsorship rights in connection with the dashboard, scoreboard, signs, etc.

“We’re excited about it,” Feaster said.

Commissioner Kathryn Starkey is enthusiastic, too.

“I just can’t tell you how excited our citizens are, and our kids, and I’m really looking forward to this,” Starkey said.

Commissioner Jack Mariano praised the Lightning’s community contributions.

“What you’ve done has really elevated the whole Tampa Bay region,” Mariano said.

Commissioner Ron Oakley marveled at the transformation regarding hockey in the region.

“I grew up in this area. We didn’t have hockey.That was a northern sport,” Oakley said.

Developing future hockey players requires early exposure to the game, Oakley said.

“That’s the way you get ‘em started, you’ve got to start young,” Oakley said.

Pasco County and the Lightning Foundation have partnered on a project that will result in two street hockey rinks in the county, including one in Wesley Chapel.

The Pasco County Commission approved the agreement at its Jan. 7 meeting.

As part of the deal, the county will spend an estimated $240,000 to build concrete pads and associated infrastructure, which will be turned into street hockey rinks, complete with flashboards, scoreboards, scorers’ tables, and penalty boxes.

The Lightning Foundation will establish street hockey programming, including league play and tournaments.And, it will donate two complete sets of street hockey gear, including 80 sticks, two cases of balls, four goal nets, four youth sets of protective goalie gear, four adult size sets of protected goal gear and 80 reversible scrimmage vests, to be kept at the rinks.

One rink will be built at the Wesley Chapel District Park, at 7727 Boyette Road, and the other at the J. Ben Harrill Recreation Complex, at 2830 Gulf Trace Blvd., in Holiday.

Both locations are large enough to accommodate the outdoor street hockey rinks.

Jay Feaster, vice president of Community Hockey Development, told commissioners the street hockey rinks fit into an overall “Build the Thunder” effort.

Feaster said that the National Hockey League, the National Hockey League Players Association and Lightning owner Jeff Vinik are involved in the program.

Over a five-year period,“we committed to donate 100,000 Lightning logo street hockey sticks and balls to children within the five contiguous county area of Amelie Arena,” Feaster said.

That commitment also included visiting 500 schools during that period and donating “500 complete sets of street hockey gear, so the schools could continue to have children playing long after we were gone.

Pasco teachers expected to vote on contract soon

A ratification vote on a negotiated contract between Pasco County Schools and the United School Employees of Pasco County has been scheduled for Jan. 29.

The school board and union settled contract negotiations just before Winter Break and now, the union is aiming to complete the ratification process in time to have salary increases to employees before Spring Break.

Jeff Larsen, of the United School Employees of Pasco County, conveyed that schedule to school board members at their Jan. 14 meeting.

The proposed contract calls for a 3.25% raise for teachers, as well as a number of contract language provisions.

A major sticking point in this year’s negotiations was a proposal by Superintendent Kurt Browning that called for secondary school teachers to take on an additional period of work, so the district could save money to fund salary increases for all employees.

The union fought that idea and ultimately the district dropped it.

As the new year begins, Larsen told board members,“we look forward to continuing to work together to try to do what’s best for the kids, as well as for the employees.”

Chase Bank to operate on State Road 54 A new Chase Bank is being built, on State Road 54 in Lutz, to replace an older one on the same corridor. The 3,000-square-foot structure, under construction at 23434 State Road 54, will have ATM machines, teller stands and offices. It will have a café area, too. It is expected to open in June.

Resolution: Making changes that stick, through 2020

Most of us don’t think twice about looking at our phone right when we wake up or buckling our seatbelt when we get in a car — we’ve done it so much, it’s become habitual.

So, just exactly what is a habit?

The Merriam-Webster dictionary says it is “an acquired mode of behavior that has become nearly or completely involuntary.”

In other words, it’s a behavior that’s become automatic.

Studies say it typically takes an average of 66 days to form a habit and for it to feel automatic.

So, as the New Year gets underway, what health habits are you going to change this year?

Whether trying to form a new habit, or drop an old one — be sure to phrase your resolution in a way that will line you up for success.

At the beginning of the New Year, people tend to be energized about forming or dropping habits, but by mid-February, up to 80 % of people have lost motivation and quit their efforts.

There are strategies that can help, however.

To avoid being part of that 80%, be sure to make specific, manageable goals.

Break down your overarching goals into smaller, realistic goals — and then keep track of your progress on a weekly or monthly basis.

By breaking it down, you can create a plan — and that applies to any area of change in your life, whether it be healthy eating, improved fitness, better budgeting and so on.

The American Psychology Association says that planning in small steps is key to making changes and building self-control.

For example, if you want to cut back on added sugar, start small.

Begin with removing or replacing one or two foods or drinks at a time.

Maybe in January, you cut out soda and replace it with water, and then in February, you stop eating sweet desserts and swap it for fruit, and so on.

(Tip:The food label has officially changed for large food companies as of Jan. 1, so you

can easily see how much added sugar is in a product).

Or, if you want to cook healthy meals at home more but you’re used to eating out four times a week, go down to three times a week at first, then twice a week, and so on, as you get more comfortable with cooking at home and learning how to meal plan.

If you’ve never stepped foot in a gym and you buy a gym membership, start by going just a couple of times per week instead of saying you will go five days right off the bat.

Five days a week may be your ultimate goal, but work toward achieving that over a period of weeks, rather than making it your starting point.

Changing any habit is challenging, so make small gradual changes and celebrate the wins along the way.

Speaking of small: A healthy weight loss should be small each week, from 1/2-pound to 2 pounds per week.

Losing a large amount of weight rapidly poses health risks, including slowing your metabolic weight, losing muscle mass, forming gallstones, and quickly regaining all the weight you just lost.

Another thing to remember is not to be too hard on yourself, if you lose focus.

Change is not an all-or-nothing proposition.

You will have off-days and slips.

That’s normal and to be expected.

So, don’t abandon your goals just because of one bad day. Know from the start that you will make mistakes along the way.

Instead of becoming discouraged, use the slip-up as a learning experience to determine what went wrong and how to keep it from happening again.

Oh, and one last thing, if your goal is to eat healthier, eliminate the word “diet.”

Dieting is typically associated with something temporary — a fad diet, a crash diet — but you want your new healthy choices to become a lifestyle — in other words, habits that will serve you, year after year.

So, here’s to a successful 2020 — adding good habits, and dropping bad ones, through manageable changes, one week at a time.

The Pasco County Schools’ school choice application window opened on Jan. 21 for elementary students.The window will close at 4:30 p.m., on Jan. 31.

The application is available through the myStudent parent portal.

MURAL ART CONTEST

“It’s another great day in Pasco County,” Moore said.“The Ridge Road extension is finally happening, providing a much needed east-west route through the heart of Pasco County for our citizens, and insuring another critical emergency evacuation route.”

Currently, Ridge Road runs between Moon Lake Road to the north, and DeCubellis Road to the south, in New Port Richey.

The roughly 9-mile extension ultimately will link the road to U.S. 41, in Land O’ Lakes.

Construction is being broken into two phases.

The new Ridge Road intersections and their anticipated completion dates go as follows: Phase 1 • From Moon Lake Road/DeCubellis Road to Town Center Road, with completion scheduled for 2020 • From Town Center Road to Suncoast Parkway, with completion scheduled for 2021 • Extension widened from two lanes to four lanes to Suncoast Parkway, with completion scheduled for 2022 Phase 2 • Four lanes from Suncoast Parkway to Sunlake Boulevard, with completion scheduled for 2022 • Four lanes from Sunlake Boulevard to U.S. 41, with completion scheduled for 2025 The first phase will cost an estimated $90 million.

The second phase has not been funded.

The project also has received congressional support.

U.S. Rep. Gus Bilirakis of Florida’s 12th congressional district has been an advocate for Ridge Road’s extension. He has urged the U.S. Army Corps of Engineers for several years to issue a permit for the project.

At the groundbreaking, Bilirakis said: “This is a team effort, and it is a big deal.

We’re thankful this morning to celebrate a vision that began many years ago.”

Pasco County Administrator Dan Biles also was instrumental in helping the project move forward.

He signed off on the permit, the day the county received it.

“As Ridge Road is built, it actually reduces the traffic on [State Roads] 54 and 52, and right around there by 10%,” Biles said.

Commissioner Mariano, who represents District 5, said:“The future’s bright for Pasco County.This is a major accomplishment for a community that stuck together knowing how important it was, and this is something

County officials said the elevation also significantly reduces impacts to the wetlands of the Serenova Tract of Starkey Wilderness Preserve.They estimate that reduction in impacts to be as high as 83%.

The project includes 16 bridges, curbs, guardrails and fencing.

Impacts to wildlife are being taken into consideration as well.

The end of Town Center Road has been cleared of brush, and is now being surveyed for gopher tortoises in the vicinity, said Sam Beneck, the project manager.

Any tortoises found in the construction area will be relocated to another site, Beneck said.

While the county has been pushing for the project for decades, environmentalists have been opposed to it.

The opponents, including the Sierra Club Florida Conservation, have said the new measures do not go far enough in protecting the Preserve or wildlife.

Commissioner Kathryn Starkey, who represents District 3, said the extension will provide another alternative for those going to River Ridge High School and River Ridge Middle, which are located along Town Center Road.

That will reduce congestion and improve safety, Starkey said, noting,“it was never intended” for both schools to have only one entrance.

“Not only is this a very important hurricane evacuation route, but it’s also very important for the well-being of the students and the faculty, and all this neighborhood of the River Ridge complex,” Starkey said.

“The Ridge Road extension will have a lasting impact that extends far beyond the community surrounding this site,” said Commission Vice Chairman Mike Wells, of District 4.

After remarks concluded, officials donned hard hats and grabbed shovels to take part in a ceremonial groundbreaking pose.

Ridge Road’s extension to Town Center Road is expected to begin in coming weeks, with construction of that portion expected to be completed by this fall.

County Commission hearing, and county planners maintained their recommendation of approval for the request.

Todd Pressman represented applicant Michael David Vincent.

Pressman noted his applicant’s initial request for 32 lots had been reduced to 27, and that the minimum lot width also had been increased.

County commissioners approved the request on a 4-0 vote, with Commissioner Jack Mariano absent.

Wesley Chapel’s Bill and Vicky McShane have turned their hobby for monster trucks into a side business for promotions and events.

The novelty has been featured multiple times at Monster Jam and the SEMA (Speed Equipment Manufacturing Association) automobile trade show in Las Vegas, among other events. It’s also been showcased all over Florida.

The McShane’s other head-turner is street legal — a slightly smaller 2016 maroon Ford F350 lifted 3 feet with 54-inch tires. It also has monster truck shocks, 2 ½ton military axles, an SCS gearbox and transfer case, and a mechanical ladder for climbing in and out.

Standing at 11-feet-6 inches, the truck is the tallest street legal truck in the state, Bill claims.

“It can actually go up another two more feet, but this is the safest ride height to go down the interstate,” he said.

Bill takes this more modern truck for a spin about once a week, throughout the community.

“You can see him on State Road 56, I-4 (Interstate 4) and I-75 (Interstate 75). He does a route,”Vicky quipped.

Vicky has no interest in driving the monster truck, but she still serves an important role.

She is the truck’s designated “crew chief,” helping Bill maneuver in and out of parking spots, including their two-story home garage, which snugly holds both trucks.

“She’s my pit crew. (She) keeps me off the walls,” Bill said.

Wherever they go, their attention-getting vehicle always draws a crowd.

Bill joked it often takes him an hour to get gas, because of the sheer number of bystanders who want to talk to him and take pictures.

When driving it, Bill maintains he’s always on the defensive, staying in the right lane and going the speed limit.

But, that hasn’t stopped him from getting pulled over by law enforcement upward of 150 times, he says.

Bills said some officers pull him over, asserting it’s an eye hazard, or to read him the

riot act. Others, he said, are more lax, pulling him over for the sheer curiosity, or to take a selfie with the truck.

“You get the one officer who’s like, ‘If you saw what I saw what these trucks could do…’. On the other hand, I’ll have cops pull me over and they’ll be like,‘Dude, this is the baddest truck I’ve seen in my life!’” Bill explained.

The McShane’s monster truck hobby sparked more than 20 years ago by happenstance.

They had just purchased their then-lightly used Dodge Ram, suited with a much smaller lift at the time.

It was the first truck the couple had purchased together.

As they were leaving the car dealership, Bill saw a bigger truck pass by him on the road.That moment fueled a fire that hasn’t stopped since.

“Something snapped in my head. I’m like,‘Oh, no!’” said Bill, noting he “was never really into big trucks” beforehand.

Over the years, the McShane’s monster truck hobby turned into a fun side business.

It’s led to various restaurant and auto shops sponsorships, events and promotions — deployed as larger-than-life attractions to lure visitors to store grand openings and so on.

They’ve also been presented at kid’s birthday parties, as well as charity events and fundraisers, such as the Children’s Miracle Network and clothing drives for foster kids.

While people of all ages enjoy the monster trucks up close, seeing youths’ jubilant expressions makes it all worthwhile, the McShanes say.

“These are for the kids,” Bill said, motioning to his trucks.“The kids freak out.”

The Wesley Chapel residents may not be done with their monster truck collection.

They’ve considered the possibility of adding a third to the mix.

“We’ve got a Dodge, we’ve got a Ford.

Realistically, a Chevy would be nice,” Bill said, with a knowing grin.

Land O’ Lakes seeks new football coach

Land O’ Lakes High School athletics department underwent a search for a new head football coach in 2018.

The school again is heading back to the drawing board to find the next leader of its varsity football program, a mere two years later.

Chad Walker, who coached the Gators in 2018 and 2019, resigned from his post to become the head football coach at Cambridge Christian School in Tampa; the private school made the announcement official earlier this month.

Chad Walker Walker’s exit from Land O’ Lakes marks the only varsity head football coaching vacancy in Pasco County this offseason.

Walker undoubtedly has big shoes to fill at his latest stop. He replaces Bob Dare, who in 11 seasons steered Cambridge Christian to five straight playoff appearances, including a trip to the 2A state title game in 2015. Dare also is Cambridge’s all-time winningest football coach, with 72 victories. Walker takes over a team that went 8-3 last season and reached the 2A regional semifinals, losing to Admiral Farragut.

Walker’s tenure at Land O’ Lakes was somewhat of a mixed bag, after he replaced former coach Brian Wachtel, who held the post for seven seasons from 2011 to 2017.

In Walker’s first season in 2018, the Gators went 7-3, narrowly missing the playoffs, but achieving its first winning campaign since 2013, restoring some confidence in the historic program.

The Land O’ Lakes Gators varsity football team went 2-8 in 2019.

Perhaps just as important that year, the Gators finally supplanted crosstown foe Sunlake High in the annual “Butter Bowl” rivalry game — the first such victory in eight years. (Land O’ Lakes did win the Butter Bowl game in 2011, but it was later forfeited due to recruiting violations.)

The 2018 team also saw wins over Citrus, Cypress Creek, Lakeland Christian, Pasco, Anclote and Fivay high schools, respectively.

Walker’s second season was a reversal of fortune, though.

The 2019 team slumped to a 2-8 mark, its only wins coming against Freedom and

Zephyrhills Christian schools.And, most of the team’s losses were blowouts, with a 31-point loss, three 40-plus point losses and two 50-plus point losses, among others.All told, the Gators were outscored 137-363.

The letdown season was a bit surprising, as the team returned All-Conference quarterback Ethan Forrester and added a couple of prominent assistant coaches, including former NFL players Aveion Cason and Kelvin Kinney.The team, however, graduated about two dozen seniors from the prior season, including eight All-Conference selections.

Walker joined Land O’ Lakes as a 33-yearold with a background as a veteran college football assistant, with stops at Division I FCS, Division II and Division III levels. He was an All-Conference tight end at Division I FCS Lafayette College in Pennsylvania, then parlayed that into a professional stint in NFL Italy and the European Federation of American Football.While at Land O’ Lakes, he worked for Tampa-based Applied Science and Performance Institute (ASPI), which provides advanced training and development to college and pro football players and other athletes.

The next leader of the Gators’ program will become the sixth football coach in school history. Besides Walker and Wachtel, previous head coaches were Matt Kitchie, John Benedetto and Dan Sikes.

For many years, Land O’ Lakes had one of the top football programs in Pasco County, earning a string of 14 straight playoff appearances from 1997 to 2009 under coaches Benedetto and Kitchie.

But, the team hasn’t made the playoffs since, as recent success of other programs in the county — as well as an ever-challenging district — have made winning consistently a tall task.

The team will have to groom a new starting quarterback with the graduation of Forrester, but the bulk of the roster is expected to return in 2020.

Wesley Chapel native Tre’ McKitty announced that he’s transferring from Florida State University to the University of Georgia for the 2020 football season. The 6-foot-5, 245-pound tight end caught 50 passes for 520 yards in three seasons in Tallahassee.

McKitty, who prepped at Wesley Chapel High and IMG Academy, will enroll at Georgia as a graduate transfer and will be eligible immediately.

Watergrass Elementary fifth-grader Jonny Robinson has been selected to represent Team USA at the first-ever Youth Soccer World Cup in Madrid, Spain, in April.

Robinson is one of only 20 American players selected for the honor, as tryouts were held in over 20 cities in the United States.

Robinson and Team USA will join hundreds of the world’s top youth players representing more than 45 countries in the event.

housands of people headed out to the 10th annual Pigz in Z’Hills BBQ & Blues Festival for a common reason – to listen to live Blues music, while enjoying barbeque chicken, pork and brisket.

The event, presented by The Greater Zephyrhills Chamber of Commerce, took place on Jan. 17 and Jan. 18 at the Zephyrhills Community Venue, 5200 Airport Road.

The People’s Choice dessert competition was held on Jan. 17.A steak competition and kid’s grilling competition, both sanctioned by the Steak Cookoff Association, also were held that evening. A cornhole tournament with a $500 purse and the music of live, local bands rounded out the evening.

The main event on Jan. 18, from 10 a.m.

to 6 p.m., featured the delicious food offerings of 60 professional and backyard barbeque teams.They were competing for a share of the $10,000 in cash prizes and bragging rights. The competition is approved by the Florida BBQ Association.

While tucking into their delicious plates of barbeque, attendees were entertained by some top Blues musical acts, including The Sauce Boss, Chris Walker Band, Sean Chambers, and Chuck Riley’s All Stars.

Besides sampling the barbeque, eventgoers could visit the Kids Zone, complete with games, bounce houses and a rockclimbing tower.Those attending also could check out a Business Expo, which featured numerous local businesses and vendors with products available for sale. PET PAWS KREWE MEMBERS INVADE PET CENTER Members of the Ye Mystic Krewe of Gasparilla took a break from pillaging and plundering to play with dogs and cats at the Hillsborough County Pet Resource Center.

Decked out in full garb, the Krewe visited the center on Jan. 16, to help exercise and socialize with the dogs in the shelter’s ROMP (Receiving Outside Meaningful Playtime) program, and to frolic with cats in the cat meeting room.

The Pet Resource Center is the only open-admission shelter in Hillsborough County, which means it accepts dogs and cats regardless of breed, size or medical condition.

Adoption hours are Tuesday through Sunday, 10 a.m. to 7 p.m.

Gulfside Hospice is offering a pet loss support group on Jan. 30 from 3 p.m. to 4:30 p.m., at the Rucki Center for Hospice

The group aims to help those experiencing grief to share their feelings with others to learn to cope and work through the grief process, together.

Pasco County Animal Services has a new lifetime pet license program and online purchasing system.

Existing licenses can now be replaced with a lifetime tag at your pet’s renewal date. The new tag will remain with your pet for life, eliminating the need for annual replacements.

Participants can use the online portal to: • Create a profile for each pet • Upload proof of rabies vaccination • Request new license tags, renew ex-

pired license tags or order replacement tags • Make payments for licenses There is no change in cost for this new and upgraded service, and Pasco County Animal Services will send the tag in the mail.
