Gov. Rick Scott signed an $83 billion budget for 2018 and used his veto pen to slash nearly $22 million earmarked for Pasco County projects. In total Scott struck out nearly $410 million from local projects across Florida. Pasco lost about $15 million for a new interchange to connect Overpass Road with Interstate 75, and $4.3 million for the Thomas Varnadoe Forensic Center for Education and Research. The interchange would be a major link in providing more access to Wesley Chapel and east Pasco, where residential and commercial development is booming.

A groundbreaking and dedication ceremony was held in May for the Adam Kennedy Forensics Field, located in Land O’ Lakes, near the planned forensic center. The body farm and forensic center would become the seventh in the nation Gov. Rick Scott to study body decomposition as a tool in solving crimes, and identifying victims of murder or other trauma. The forensic center is planned jointly with Pasco County, the Pasco County
Sheriff’s Office, Pasco-Hernando State College and the University of South Florida’s Institute for Forensics and Applied Science. Two budget items totaling nearly $1 million to clean out and repair the county’s culverts, and ease the threat of flooding are gone as well. The Pasco County Fair Association also lost about $860,000 for proposed upgrades to the Pasco County Extension Office.And, Saint Leo University won’t get $4 million for a proposed Florida Hospital Wellness Center. State highway officials kicked off a regional discussion on the future of transportation in Tampa Bay with more than 100 people from Hillsborough, Pinellas, Hernando, Polk and Pasco counties. The initial workshop for what is dubbed, Tampa Bay Next, was at the Bryan Glazer Jewish Community Center in Tampa on May 24. During the next two years, the Florida Department of Transportation will schedule more workshops, meetings and community outreach events in all areas of the region to get input on how to solve gridlock on the area’s highways. By late 2019, state transportation officials expect to present the details of a new road project that will replace the controversial Tampa Bay Express, or TBX. That project called for nearly 90 miles of new toll lanes on Interstate 275 from St. Petersburg to Wesley Chapel, and along Interstate 4 to Plant City and south on Interstate 75 to Manatee County. The TBX project met with strong resistance from residents of neighborhoods in and around downtown Tampa. Pasco County’s elected officials and chambers of commerce, however, strongly supported the TBX as a relief to traffic congestion and a potential impetus for future economic growth. Tampa Bay Next, at least initially, will deal with expectations, not details. “We’re going to focus on our ideal vision,” said Andrea Henning, executive director of Collaborative Labs at St. Petersburg College.“Tonight is more about listening.”

The company will facilitate community work sessions for the state transportation department in efforts to reach consensus on what Tampa Bay Next will bring to the table. Six working groups will focus on local issues. Those groups will cover Pasco/Hernando counties; North and West Hillsborough County; Downtown/East Tampa; Westshore/West Tampa/South Tampa; Pinellas County; and East Hillsborough/ Polk County. Participants broke out into 20 discussion groups that reported back with broad-stroke views on the area’s future transportation needs, and wants. Suggestions included: • Integrated multi-modal system • Connect people to jobs • Reliable trip times • Complete streets • Automated, connected and electric vehicle systems • Better bicycle mobility • Urban freeway removal • Ensuring that communities are not broken apart One woman put in a plug for her pet

There were also skeptics who don’t trust the state transportation department, in light of the battle over TBX. “We need to work together,” said Danielle Moran, public involvement manager with HNTB Corporation, which is consulting with the Tampa Bay Next. But, she added, “We know it’s going to take time to build trust.” She got a round of boos when she brought up toll lanes. “Express lanes are one of the options on the table,” Moran said.“We’re happy to talk with you about other options.” A second breakout session focused on four issues: safety, multi-model choices, technology and funding/policy. Participants later voted electronically for their top priorities in each category, choosing from a list of 10 options. Pasco County has launched a new system called Alert Pasco, which allows residents to be notified of emergencies, such as wildfires and hurricanes. Residents can sign up for the alerts by using the county’s mobile application, MyPasco. The Zephyrhills City Council has selected a firm to run the city’s proposed tennis complex, the latest step in guiding the ambitious project forward. During a May 22 meeting, council members unanimously agreed to enter negotiations with Pennsylvania-based firm Tennis P.R.O. LLC, to operate and manage the proposed tennis facility. Construction could begin by year’s end. The council also considered Tennis Management Partners and Net Results, before making its choice. Tennis P.R.O. is owned by Pascal Collard, the director of tennis at Saddlebrook Tennis Academy in Wesley Chapel, from 2003 to 2006. He currently serves as the tennis director at The Merion Cricket Club, a private club in Haverford, Pennsylvania. Once finalized, the public-private partnership agreement will first call for Tennis P.R.O. to offer input to the facility’s final engineered site design and architectural plans. Elsewhere, the firm will be responsible for local tennis operations, and facilitating other elements such as membership and fundraising. City Manager Steve Spina said the arrangement mirrors the one Zephyrhills has with the East Pasco Family YMCA, in which the city owns the building property, but outsources programming and facility management. Councilman Lance Smith was enthusiastic about the concept. “Having a professional firm that knows what they’re doing and can operate it properly is the way to go, in my mind,” Smith said. The planned Zephyrhills Tennis Center will be located on 4.7 acres of donated land at The District at Abbott’s Square, a new real estate development situated north of Dean Dairy Road and west of Simons Road. Renderings unveiled in November show the estimated $2.19 million project includes 10 courts — of which eight are clay and two are hard surface. Plans also show three mini-courts and one exhibition court, built to U.S Tennis Association (USTA) pro-

Once operational, memberships will be required to access the facility. However, Zephyrhills residents will get a price break. Officials believe the tennis center could become a national draw for college and USTA-sanctioned events. Meantime, the facility is expected to be named the Sarah Vande Berg Memorial Tennis Center, after the former Zephyrhills

Vande Berg, the daughter of the Zephyrhills planning director Todd Vande Berg, died in an automobile accident at the age of 21 in October 2015. Earlier this month, the council voted unanimously to send the proposed tennis center name to a committee made up of city staffers who will vote on an official recommendation to the council, which is standard procedure under a city resolution that governs the naming of city facilities. In other action, Zephyrhills City Hall will permanently close June 9, to make way for construction of a new city hall complex, at 5335 Eighth St.The temporary quarters will be housed at 5344 Ninth St. Beginning June 12, city council meetings will be at the Zephyrhills Public Library, 5347 Eighth St., for approximately one year. Board meetings, including airport authority and planning commission, will also be at the library, during that period.

One of the most natural and easy ways to relax is to pull up a chair in front of an aquarium, and watch fish swim and socialize. “There’s something incredibly soothing and peaceful about a fish tank,” said Wayne Scott, co-owner of What’s In Your Tank, a new aquarium store in Land O’ Lake that is celebrating its grand opening on Saturday, June 10 from 10 a.m. to 7 p.m. “Research shows that keeping a fish tank helps people relax, and can even rechannel someone’s pain,” he continued. “It also has a calming affect on kids with autism and hyperactivity, and eases the anxiety and agitation often found in dementia patients.” Wayne speaks from personal experience. A U.S. Army veteran, he was injured in Iraqi when the armored vehicle he was traveling in was blasted by a roadside bomb. He underwent two surgeries to fuse his vertebras back in place, and was medically retired in 2006 after 17 years of service. The accident and surgeries left Wayne in constant pain, and he moved to the Tampa area to receive care at James A. Haley Veterans Hospital. After becoming dependent on prescription pain pills, Wayne began to look for alternative treatments to ease his pain. After reading about the positive affects other vets reported after setting up aquariums, Wayne started his first marine fish tank in 2009. He soon discovered that his fish tank was emotionally soothing and helped take his mind off his pain. “My first tank was 125 gallons – I called it my basic training tank,” said Wayne. “And soon I was on to my second tank at 225 gallons, and then a third tank at 500 gallons.” As he immersed himself in his new hobby, Wayne met many people who helped him learn about fish and aquariums, and began assisting friends and family set up their own up aquariums. Today, Wayne shares his knowledge with customers at What's In Your Tank, a unique specialty store that sells both fresh and saltwater fish, aquariums and tank accessories. The store is co-owned by Susan Ingold, owner of S & R Clown Fish, a clown fish breeder and Land O’ Lakes resident who Wayne met through the Tampa Bay Reef Club. “Susan found our location here off of

The store has 800 gallons of water for saltwater fish, including a live marine tank, and 400 gallons for tropical freshwater fish. “People are often stunned to walk into our store and find such a wide variety of beautiful, healthy fish,” said Wayne. “It’s unusual to find both tropical and marine fish in a specialty store like ours.” About 70 percent of the store’s customers set up freshwater tanks because they are less expensive to set up and maintain than saltwater tanks. “However, many local families begin with tropical fish and move on to marine fish,” said Wayne. Wayne works with every customer to guide them through setting up their tank, maintaining a healthy environment and water supply, and recommends fish best suited for a customer’s tank. The store receives new fish three days a week, which keeps its inventory large and fish healthy. “We give lots of hands-on education — helping people who are just starting out, to advising experienced, serious hobbyists,” said Wayne. The store’s grand opening on June 10 will include raffles, giveaways, food and refreshments. There also will be storewide sales, free beta fish (while supplies last), and T-shirts to the first 15 paying customers. “Please stop by — I'd love to show you our fish tanks and introduce you to our fascinating hobby,” said Wayne. STUDENTS ADVANCE TO NATIONALS Pasco-Hernando State College students Jeff Haney and Michaela DiPerna received gold medals at the SkillsUSA state competition, advancing them to the National SkillsUSA competition at the 53rd annual National Leadership and Skills Conference in Louisville, Kentucky, June 18 to June 24. The NLSC is a showcase of career and technical education students representing 52 state and territorial associations. Haney will compete in the computer programming category, and DiPerna will compete in related technical math. Also, PHSC student Marnie Banks was awarded a silver medal, placing second in the state competition in the related technical math category; Karen Becker received a bronze medal, placing third in the state competition in the job interview category; and, Nancy Haney placed third for a bronze medal in the extemporaneous speaking category.
SIXTY-FOUR GRADUATE FROM PRIMROSE SCHOOL The Primrose School at Collier Parkway celebrated 64 pre-kindergarten students, as they received their first graduation diplomas. A formal ceremony commemorated the students’ completion of pre-kindergarten and recognized each child, one-by-one, as they shook their teacher’s hand and moved their tassels from left to right. There also was a slide show of pictures collected throughout the year, a Pledge of Allegiance, the “Star Spangled Banner,” class song performances, and a reception with cake, juice and refreshments.

Posthumous diploma for World War II Veteran Alfred Smith was drafted out of high school to serve in World War II and never completed high school. Smith’s grandson, Robert Pullen (U.S. Air Force retired), worked with the Florida Department of Education to see that his ‘Pepa’ was awarded a high school diploma. Ruth Smith accepted her husband’s posthumous diploma during the Pasco High School graduation ceremony May 26. He has spent the last 14 years in Catholic schools, most recently serving as principal of the Cathedral School of St. Jude in St. Petersburg. Ustick is a native of Pinellas County and ordained to the priesthood in May 2015. Recently, he was the parochial vicar at the Cathedral of St. Jude the Apostle. Ustick will work with Bubolz in the administration and leadership of the school.

Then her family moved to Zephyrhills when she was 6, before the family settled into the tight-knit Hillsborough County community. There, she was a competitive cheerleader and member of the flag football team; she also gave track and weightlifting a shot. “I was very athletic,” Rankin said, “and tried to play just about every sport possible.” The Guv’na race continues through the Fourth of July weekend. The winner will be announced after the community’s traditional parade. The annual charity event started in 1991. More than $100,000 has been raised in the past decade alone. The winner of the Guv’na race gets to earmark 10 percent of what he or she raises to the charitable organization of his or her choice. If Rankin becomes the honorary mayor of Lutz, she hopes to donate to the Lutz Chiefs Youth Football and Cheerleading Organization, a league for boys and girls ages 5 to 14. “I feel like they don’t really get anything, besides what their parents provide for them,” she said. Saint Leo adds women’s beach volleyball By Kevin Weiss

It’s a sport sweeping the nation — and one local institution is taking advantage. Saint Leo University is the latest Florida college to add women’s beach volleyball as a varsity NCAA sport. Competition for the sand-based sport begins Spring 2018, as an independent (non-conference) team. It marks Saint Leo’s 20th intercollegiate sport and its 11th offering in women’s athletics; the recommendation to add beach volleyball was made by the university’s Gender Equity Committee, and approved by University President Dr.William J. Lennox Jr. It will initially be a non-scholarship sport. “The addition of beach volleyball will provide additional opportunities for women to compete in the Green and Gold for Saint Leo University and is a natural fit for Saint Leo athletics,” Saint Leo athletic director Francis X. Reidy said, in a statement. “Between our location in Florida and the strength of our existing indoor volleyball program, I believe beach volleyball has a bright future here at Saint Leo.” Construction will begin this summer on a new five-court beach volleyball complex on a portion of the intramural field, adjacent to the Saint Leo Tennis Center. The facility — expected to be the largest in Division II — is slated to be “practiceready” this fall and “competition-ready” by January. The complex will benefit the beach volleyball program and the university’s intramurals program, as well.There also will be opportunities to host youth, club, and collegiate events at the new beach volleyball complex, generating revenue and exposure for the university and the beach volleyball program. Sam Cibrone, currently the Lions’ head volleyball coach, will move into a new role as director of volleyball. An additional fulltime assistant coach will be added for the new beach volleyball program, while current assistant coach Carlos Ramos will work exclusively with Saint Leo’s 2017 Sunshine State Conference (SSC) champion indoor volleyball program. The new position appears to be a seamless transition for Cibrone, the winningest coach in Saint Leo volleyball history and

three-time SSC Coach of the Year. A beach volleyball player for more than 20 years, Cibrone created the Clearwaterbased Sunshine State Outdoor Volleyball Association in 2004, drawing hundreds of junior and adult teams in year-round tournaments. He’s taking Saint Leo’s upstart sport seriously, with hopes to make it a national power — like the indoor volleyball program. In 13 seasons as volleyball head coach, Cibrone has compiled a 255-164 record, guiding the program to eight NCAA Division II Tournament appearances, including four in a row. “Our indoor program has a great history
of being successful, and we’re going to expect the same thing from our beach program,” Cibrone said.“I want the quality to be at the same level as our indoor program, because we’re not treating this like a club.” Besides hiring an assistant beach coach, Cibrone’s next step is filling a roster of 16 players. Several athletes from the Saint Leo indoor team are expected to join the beach program for the first year. Cibrone’s ultimate goal, however, is to mold primarily beach-only players. “We really want to grow this program as a separate entity,” Cibrone said.“Plus, that’s not going to help our gender equity issue if we just take the same kids and have them play two sports.” Beach volleyball only calls for two players from one team to be on the court during matches. Both players must work together and become jack-of-all-trades and dominate on many fronts, including passing, setting and hitting. Indoor volleyball, however, calls for players to be much more specialized. “The kid that can do everything well is a good beach player,” Cibrone said.“You don’t have to be a super phenomenal athlete; you just have to be a good volleyball player. Beach volleyball doesn’t yet have a strong high school presence, making the re-

cruiting process “completely different” compared to indoor. As opposed to scouting prep teams, coaches will recruit open club competitions, such as the Dig the Beach Tournament Series in Siesta Key. “I’m going to be going to a lot of beach tournaments and recruiting through the beach circuit, because there’s tournaments all over in Florida,” Cibrone said. “I think you’re going to see those kinds of big tournaments come to focus.” Cibrone is also tasked with building a 16game schedule for 2018. Many opponents figure to come from in state, he said. Within Florida, a total of 10 institutions competed in beach volleyball during the 2017 season: Eckerd College, Florida Atlantic, Florida International, Florida Gulf Coast, Florida State, Jacksonville, Stetson, North Florida, Webber International and Warner. Additionally, the University of Tampa and Florida Southern College have announced their intention to add the sport for Spring 2018. The growth of beach volleyball has skyrocketed in recent years since it was first approved as an “emerging sport” by the NCAA in 2009. At the time, data showed that more than 200,000 females ages 6-17 played beach volleyball, and more than 60 percent competed exclusively in the sport rather than indoor volleyball. At the start of the 2016-17 academic year, a total of 66 NCAA member institutions had either added the sport or announced their intention to do so.The NCAA added a national collegiate championship for beach volleyball as its 90th championship in January 2015, after a target of 40 institutions had added the sport. While building a championship contender is a focus, Cibrone also wants Saint Leo’s beach players to have an enjoyable athletic experience. “I want to make it a great experience,” he said,“because I understand they’re coming with just their academic money, and so they’re making a sacrifice. “I think some of these programs that are not fully funded—they’re pushing the kids too hard and making it not a great experience. “I’m going to make it fun for them, challenging and super competitive.”

PHSC BASEBALL PLAYERS RECEIVE ACCOLADES Pasco-Hernando State College baseball standout Trey Pearce has been named National Junior College Athletic Association (NJCAA) DII Baseball Defensive Player of the Year in NJCAA Region 8 Men’s Baseball by the Florida College System Activities Association (FCSAA). The 6-foot-1, 195-pound freshman first baseman and left-hand pitcher fielded .993 with only one error in 145 total chances. Pearce, a native of Tallahassee, also was named to the NJCAA Men’s Baseball DII AllGulf District Team. Joining him from PHSC are: designated hitter Tyree Austin (Pasco High); infielders Zach Ghelfi (Wesley Chapel High) and Alex Reynolds (Land O’ Lakes High); catcher Bailey Partlow (Westfield, Indiana); and pitcher Korey Prince, (Jacksonville). The baseball team went 25-20 in 2017, the 10th consecutive winning season for the program. “I was really proud of our ball club this season,” head coach Steve Winterling said, in a release.“The team started 0-7 against some tough competition, but started gelling together in late February. One of my proudest moments was upsetting sixth-ranked St. Johns River State College (on) back-to-back days in April.”

The 6-foot-1, 189-pound Odessa native wrapped up the 2017 regular season batting a conference-leading .386, with six
home runs, 35 RBIs and 18 stolen bases. Lauded for his base-stealing, defensive range and extra-base hit power, the middle infielder is projected to be a first-day pick in the 2017 MLB Draft, which starts June 12. At Steinbrenner, Merrell was a fouryear letter winner for head baseball coach John Crumbley; he also lettered in golf and track.

s construction work continues at Cypress Creek Middle High, Principal Carin Hetzler-Nettles and her fledgling staff are preparing to set up residency. Her initial crew of eight people will be looking to take over the building the week of June 12, she said. The school, set to launch its inaugural year in August, initially will open for students in grades six through 11. The building will have roughly 114 staff members, and, as of May 31, Hetzler-Nettles had just nine instructional openings left to fill. But, there’s still a lot to do before the school, off Old Pasco Road, opens. For one thing, the principal wants to give students and parents a chance to get acquainted with the campus. “We’re in the unique position where everybody kind of needs to be oriented to the school,” she said. To help people get a feel for the campus, three events dubbed HowlaPalooza have been scheduled. Howlapalooza draws its name from the school’s mascot, the coyote. The gathering for seventh- and eighthgraders, and their parents, is scheduled for Aug. 1, from 9 a.m. to 11 a.m. Ninth-graders through 11th- graders and their parents are set to meet the same afternoon, from 1 p.m. to 3 p.m. In both cases, parents and students with gather separately for activities in different parts of the campus, and then will join together to tour the school. The tour, Hetzler-Nettles said, “is what everybody is excited about — understandably, so.” The sixth-grade Howlapalooza is patterned after the ninth-grade orientation that Hetzler-Nettles previously conducted when she was principal at Wesley Chapel High School. Sixth-graders and parents will arrive at 9 a.m. on Aug. 2. “We’ll do a Parent University in the morning for the parents, for maybe an hour,” Hetzler-Nettles said. The sixth-graders will stay until 1 p.m., being guided through such activities as opening lockers, going through the lunch line in the cafeteria, and generally getting a feel for where things are and how things work. The idea, the principal said, is “get them used to the campus, to kind of erase some of those first-day jitters. It makes it a little less overwhelming.” Hetzler-Nettles and staff members already have visited schools that are feeding students to Cypress Creek Middle High, and have been handing out T-shirts and giving updates on the campus’ progress.

Ginger is coming out of her shell DixieDoo loves shoes DixieDoo is about 2 years old and is amazingly smart and incredibly bullheaded. She is a rescue from the Pasco County Humane Society and believed to be a Dachshund-Catahoula mix. Like all girls, DixieDoo loves shoes and is somewhat of a connoisseur of them. Ginger has been with the shelter for more than a month. Initially, Ginger was a very frightened girl, but she is coming out of her shell and putting her personality on display. Tony is a big, wiggly boy Tony is about 5 years old and originally came to the shelter in September 2016. He is a sweet, playful boy. Tony is heartworm negative and has great behavior notes from his walks with the volunteers.
