Decision delayed on Quail Hollow

Pasco County commissioners, for a second time, pushed off a decision on the fate of the Quail Hollow Golf Course. In a 3-2 vote, they opted to continue the issue until June 6 at 1:30 p.m. in Dade City. The intent is to give the golf course owner and Quail Hollow homeowners more time to settle differences. But, there is a wide gulf between an owner who wants to redevelop his unprofitable golf course, and homeowners who

want to preserve their golf course community. “They want to stop the project,” said Barbara Wilhite, a land use attorney representing the golf course owner. Andre Carollo, of Pasco Office Park LLC, wants to close the golf course and build up to 400 single-family houses, 30,000 square feet of office/retail and 10,000 square feet of day care. Quail Hollow homeowners packed the boardroom at the Historic Pasco County Courthouse to again plead their case on May 9.
The outcome of the meeting was the same as it was at the April meeting — without a vote on the project, and with a continuance. Homeowners are challenging the project and the impacts of construction. “The runoff from construction will affect the water, the wetlands and the basin to the Hillsborough River,” said Anna Spencely. Homeowners also worry about a loss of property values, and increased traffic along inadequate roadways. See GOLF, page 15A

It’s a place where leagues have battled for cash prizes and bragging rights, and little kids have had birthday parties. For some, it’s been a gathering spot with friends after work to bowl a few games and enjoy a few pitchers. For others, it was where they hung out when they were kids. Soon, however Royal Lanes bowling center, at 1927 Brinson Road in Lutz, will welcome its final bowlers and pack up its pins for good. The last day of operation will be May 21, said Andre Pamplona, the bowling center’s general manager. The bowling alley has been owned for a quarter-century by Sandy and Neville Woolf, of Canada, but they’ve decided to sell, Pamplona said. “My group was trying to purchase it. That’s what we came up to do, to try to salvage it and keep it a bowling center, but we got outbid.And, that’s it,” Pamplona said. “I knew of a potential sale to the other group. We were doing our best to try to finalize our deal.The numbers just wouldn’t work,” Pamplona said. “The land just got overvalued.” He’s not sure what the future use of the site will be, but he has heard that the building will be renovated for another use that has something to do with the automotive industry.
Soon this sign will be replaced by a new business occupying the site on Brinson Road, just off North Dale Mabry Highway, in Lutz.
He’s sorry to see Royal Lanes go, not just because he worked there, but because the community will miss it. “One of the things that owners don’t calculate is the impact to the community,” Pamplona said. But, he said he understands that the owner is making a business decision Still, Pamplona said,“Land O’ Lakes will suffer. Land O’ Lakes will hurt. Developers and residents often clash when it comes to land issues. But, on two issues involving roads relating to a proposed 55-and-older, gated community — there was a rare moment when both sides agreed. And, the developers and residents got the response they wanted from Pasco County commissioners, too. One issue involved eliminating the extension of Five Farms Avenue, that would connect Country Walk subdivision to the adult community planned in adjacent Wiregrass Ranch. See ROAD, page 15A
The Pasco Economic Development Council will adjust the format for its annual awards banquet to allow more networking and showcase an industry trade show, according to a news release from Pasco EDC. The 2017 Annual Awards will be at Saddlebrook Resort on Aug. 31. The event will have a shortened awards ceremony, and a brief report on Pasco County’s economic development progress. The awards recognize top companies in Pasco that excel in technology, innovation job creation, growth, capital investment and community development.The nomination deadline ended on April 28. In evaluating nominees, the Pasco EDC looks at job creation, increased capital investment and contributions to the community through civic involvement between January 2016 and June 2017. Industry awards are given in the following categories:
• Small (1-20 employees) • Medium (21-100 employees) • Large (101 or more employees) • Startup/New within past 24 months Pasco EDC has partnered with Pasco County government for more than three decades to attract businesses and create jobs in Pasco. In the past year, Pasco EDC helped to expand or relocate 17 companies, employing more than 1,100 people.This includes nearly 850 new jobs and about $145 million in capital investment. Wildfires in Pasco cause hassles, heavy smoke By B.C. Manion

Wildfires burning in Pasco County have produced heavy smoke — causing inconvenience for motorists, disrupting schools and posing potential health hazards. Pasco County officials have responded to the wildfires by issuing warnings to motorists to use care when driving through areas surrounding Starkey Park. Motorists should expect periods of heavy smoke on the road for 30 days to 45 days, according to county emergency staff. Signs have been posted along State Road 52, State Road 54 and State Road 589 (Suncoast Parkway), to alert motorists of the latest conditions. Motorists are advised to slow down when driving through smoke and to use their headlights, not their hazards. Parents also are advised to check the Pasco County Schools website for the latest information on schools that may be affected by the smoky conditions. Pasco County Schools and the Pasco County Emergency Management staff decided to continue the late start time for River Ridge Middle School and River Ridge High School on May 15, and planned to decide that day whether it would be safe to resume the schools’ regular schedule beginning May 16. “We hope we will be able to resume the regular schedule beginning on Tuesday (May 16), but the weather forecast will dictate what we do moving forward,” Superintendent of Schools Kurt Browning said, in a news release. River Ridge Middle, River Ridge High and Cypress Elementary Schools were closed on May 8, because heavy smoke from the Starkey Park wildfire had permeated the schools’ classrooms. Beginning May 9, River Ridge Middle and River Ridge High have operated on a 10:45 a.m. to 5:10 p.m. schedule. The Starkey Park wildfire also posed an inconvenience for those planning to camp at the park during Mother’s Day weekend. The county cancelled all camping in Starkey Park through May 14.
The Florida Department of Health in Pasco County has issued these tips to help protect you and your family from the ill effects of smoke: • Pay attention to local air quality reports, local news and health warnings related to smoke. • Use common sense when you are outside and the conditions are smoky. • Avoid prolonged outdoor activities. • Those with existing medical conditions should avoid going into smoky areas.

The county also banned campfires, barbecues or any other kind of open flames in county parks until further notice. There is a burn ban in effect, until further notice, in Pasco County that prohibits burning of garbage, trash or yard debris. Bike and hiking trails also are closed in Starkey Park until further notice because of safety concerns, and to provide access for firefighters.

Staff also reported that all of the signs in Starkey Park will need to be replaced. The county estimates that between 600 and 700 people visit Starkey Park daily during the week, and about 1,000 visit daily on weekends. The Florida Department of Health in Pasco County has issued an alert to remind citizens that wildfire smoke is a respiratory irritant that causes a scratchy throat or irritated eyes and nose. It also can worse conditions such as asthma and other chronic respiratory or lung conditions. Dust generated from increased wildfire response activity on dirt roads also may worsen these conditions. And, while it may seem like an obvious piece of advice, Pasco County Commission Mike Moore warned people that they need to stay away from the wildfires. “Let’s not do sightseeing in the area,” Moore said.“Boots were melting when you walked in some of those areas. It’s important that the public stay out of there. It’s not time for sightseeing.”

On May 9, the Florida Forest Service reported that the Jay B. Starkey Wilderness fire was 70 percent contained, at 2,275 acres. During a recent update for the Pasco County Commission, county emergency staff reported that 15 miles of bike trail have been damaged in Starkey Park. Of that, about 2 miles of trail were damaged by bulldozers that had to create breaks to keep the fire from spreading.

Marking a milestone, embarking on new paths By B.C. Manion

housands of members of the class of 2017 will take part in ceremonies across The Laker/Lutz News’ coverage area this graduation season — to celebrate a rite of passage and embark on the next adventure. Some will head out from Lutz, Odessa, Land O’ Lakes, New Tampa,Wesley Chapel, Zephyrhills, San Antonio and St. Leo to continue their studies in other locales. Some will go to far off places; others will stick closer to home. The list of their declared colleges includes the University of Florida, Georgia Institute of Technology, Saint Leo University, Pensacola Christian College, University of South Florida, New York University, Princeton University, Stanford University, Cornell University, Florida State University, Rasmussen College, Pasco-Hernando State College and Hillsborough Community College. Their aspirations run the gamut, too. One wants to study culinary nutrition. Another, finance and actuarial science. One plans to study music education; another, microbiology. There are members of the class of 2017 interested in pursuing careers in all sorts of engineering — including electrical, computer and chemical engineering, Other majors include advertising and finance, pre-dentistry and biomedical sciences.
The list goes on and on. Before heading to that new chapter in their lives, however, these students and their families will pause to celebrate the Class of 2017’s accomplishments so far. Some graduates will take part in small, intimate ceremonies. Others will march into huge auditoriums. And, while the world around them gets noisier by the day — with partisan politics and increasing international turmoil — these ceremonies likely will be marked by timehonored traditions. Whether the gathering is large or small, there likely will be music and speeches. Each graduate’s name will be announced.
E X PA N S I O N N O W O P E N
There will be photos and applause, and friends and family members will gather for parties, too. And, there are plenty of reasons to celebrate. Many members of the class of 2017 have distinguished themselves by embracing academically rigorous courses, and acing them. This crop of students has experienced a technological revolution during their lifetimes. They’ve mastered such social media channels as Twitter, Instagram and Snapchat. They have become experts at posting to Facebook and YouTube. They feel lost without their Smartphones, and texting comes second-nature
to them. The Digital Age has left its mark on their learning, too.Traditional lectures and textbooks are often enhanced by a world of information, available through the Internet, just a few keystrokes away. While many graduates plan to pursue higher education, others will be heading to the workforce. Some don’t know what kind of work they’ll pursue, and others will likely end up in careers that do not yet exist. Some receiving diplomas this year, far exceeded the requirements for graduation, while others barely squeaked by. But, regardless of how they arrived, each has accomplished a milestone and has reason to be proud. The Laker/Lutz News salutes members of the Class of 2017.

Volunteer receives ‘President’s call’ Susan Mesi, a volunteer at Regional Medical Center Bayonet Point, has received the President’s Call to Service Award Certificate, from the office of the President of the United States. Recipients must have volunteered for a minimum of 15 years and logged in more than 7,500 hours of service. Mesi started volunteering more than 15 years ago, has more than 26,000 hours of service, and received the hospital’s Five Star Award in 2010. She greets patients in the outpatient services department, is chairperson of volunteers in the outpatient lab, and covers the shifts of those who are absent to make sure the greeting station is always staffed.

Pasco-Hernando State College hosted spring commencements May 3, conferred 450 degrees and certificates witnessed by record-setting audiences in attendance at two separate ceremonies.An estimated 913 spring graduates were eligible to participate. Dr. Rao Musunuru, PHSC trustee and renowned cardiologist, presented a $10,000 scholarship in honor of Dr. Donald Vierling, a prominent member of the community, family physician and member of the PHSC Foundation executive committee – having served on numerous committees and chairman of the board twice during his more than 30-year tenure. The scholarship funds will support PHSC nursing students. Musunuru plans to continue establishing $10,000 scholarships in the names of employees, friends and benefactors of PHSC.

Two graduates from the class of 2017 from Saint Leo University received special academic honors from their home college at the university, the Donald R.Tapia School of Business. Jessica Dean, of Wesley Chapel, majored in accounting and economics, and was given the business school’s Excellence in Academic Leadership Award. The award honors a student who created a positive impact on the academic lives of others, in addition to achieving a cumulative grade point average of 3.25 or above. Dean was a tutor and president of two student organizations, and graduated cum laude. Kara Ennis, of San Antonio, studied health care management with a minor in accounting, and was given the business school’s Excellence in Experiential Learning Award. The award recognizes initiative, professionalism and integrity; and application of classroom learning; and, a grade point average of 3.25 or above. Ennis took part in a summer internship at Oak Hill Hospital and shadowed in various department, communicating with nurses, department managers and top executives. She also graduated cum laude.
PHARMACY PROGRAM GETS ACCREDITATION
The Pasco-Hernando State College Pharmacy Technician Certificate program received a full three-year accreditation from the American Society of Health System Pharmacists and The Accreditation Council for Pharmacy Education. The college’s program is designed to prepare students to work as pharmacy technicians in retail and hospital settings under the direct supervision of a licensed pharmacist. Barbie Monty’s fifth-grade class at Carrollwood Day School organized a half-hour health walk, inspired by the American Heart Association’s Healthy for Good program, to encourage small lifestyle changes that can add up to a big difference. Wilhite disputes that, saying the golf course was built prior to the subdivision. Maureen Jones, a Sarasota-based attorney, is representing the Quail Hollow Neighborhood Citizens Group Inc. She raised questions about homeowners’ property rights in Quail Hollow, but also in an adjacent subdivision. She sparred repeatedly with Pasco County Commission Chairman Mike Moore and with Pasco County Attorney Jeff Steinsnyder, who told Jones not to stray from allowed topics of discussion. Moore and Steinsnyder told speakers that comments had to strictly deal with the four additional conditions that had been added to the project’s site plan since the previous public hearing. The new conditions include designing a stormwater management plan for 25-year and 100-year storm events of 24-hour dura-

Commissioners sided with the developer and residents on both issues. In doing so, they voted 4-1 to overrule the county’s Development Review Committee recommendation regarding both roads. The review committee wanted to allow the extension of Five Farms Avenue, which dead-ends in Country Walk, into the proposed Wiregrass neighborhood. The committee also wanted to prevent the privatizing of a public collector road in the active adult neighborhood. Pasco County Commissioner Kathryn Starkey was the only commissioner who sided with the development review committee’s recommendations. “I have always been supportive of our planning process to connect neighborhoods to each other,” Starkey said.“I just think it’s Planning 101 to connect neighborhoods.” But, not in this case, said Bill Merrill, a Sarasota attorney representing Locust Branch LLC, the developer for the 55-andolder community. Opening up Five Farms would create connections to Country Pointe Boulevard and then to Meadow Pointe Boulevard, Merrill said. “This is going to be a speedway through the residential portion of the neighborhood,”

Pasco County Commissioners Ron Oakley and Kathryn Starkey expressed support for the project, and voted against the continuance. “These golf courses are going defunct everywhere,” Starkey said.“Something has to be done with them. This gentleman has property rights. I am definitely a property rights person.” Oakley agreed that Carollo, under county codes, has the right to rezone his property. But, Pasco County Commissioner Jack Mariano responded, “These other people (homeowners) have property rights, too.” Mariano also had a compliment for Wilhite. “You’ve done a phenomenal job,” Mariano said.“I think I’d like to give you and the (homeowners) association one last chance, and bring it back.” If the project is approved and a lawsuit is filed against the developer and the county, one stipulation is the applicant, not the county, would pay legal fees. No additional public comment is expected on June 6. Merrill said. “I think we need to pull back sometimes. What makes sense here?” But, Kris Hughes, the county’s planning and development director, said the county seeks to increase connections between neighborhoods. Such connections help “to Mike Moore get people efficiently out of their homes” for public health and safety reasons, and reduce traffic on major roadways, Hughes said. “The idea is to create some semblance of a grid pattern in these neighborhoods to provide inner movement internal to the system at appropriate scales and for significant relief from arterial (roads),” Hughes said. County staff also has to look not only at neighborhood streets but the larger picture of how they impact the entire road system, he added. Most county commissioners said they want to encourage more 55-and-older communities.And, Starkey said she isn’t opposed to gated communities. “You’re not going to get one that’s not gated,” said Pasco County Commission Chairman Mike Moore.“They want their privacy.” Pasco County Commissioner Mike Wells said the Wiregrass project is a good one. “Folks like to have gated communities,” Wells said.

Royal Lanes had 437 bowlers in five full adult leagues and two youth leagues. One of the youth leagues was purely youths and the other was a youth-adult league, where kids bowled with their parents, he said. “Most of the leagues are going to stay together,” he said, and most have already decided to go another bowling center,” he said. The closest bowling alleys are at Old State Road 54 and Little Road; on Hillsborough Avenue, across from Tampa International Airport; on Armenia Avenue, south of Hillsborough Avenue; and on U.S.301 in Zephyrhills. Ultimately, some bowlers may choose to join different leagues at bowling centers that are more convenient for them, he noted. Most of Royal Lanes’ 18 employees also have relocated to another alley, Pamplona said, although he’s not sure what he’s going to do. “I’ve got some options in the industry. I’ve got some options out of the industry,” he said.

When Royal Lanes ceases operations, it will no longer be a place where the clatter of bowling pins competes with memories of days gone by. “Our Wednesday morning league is called The Lakerettes,” Pamplona said. “They’ve been bowling here, since basically the beginning.” Royal Lanes is also the place where the Betty Strickland, who has since passed on, developed a reputation for her bowling prowess and her kindly nature. Chances were, if you were looking for Strickland on a weekday, she’d be over at Royal Lanes. Some days, she was known to roll as many as 10 games, but typically, she threw four or five. One of Strickland’s biggest moments at the bowling alley came on Jan. 9, 2006, when she bowled 300 — a perfect game. At the time, Strickland was the nation’s third-oldest woman to bowl a perfect game, according to a report published by The Tampa Tribune. It’s also a place that figures prominently into the memory of Rachel Thompson, who worked at the bowling alley when she was young and now works at The Laker/Lutz News. Thompson threw her perfect game at Royal Lanes. Her big moment came on Nov. 9, 2012.

When Bethany Randall began playing beach volleyball nearly two years ago, she never envisioned it could lead to a Division I athletic scholarship. “It really just started with trying to get in shape,” said Randall, a Land O’ Lakes resident and senior at Seffner Christian Academy. Starting next spring, Randall will play women’s beach volleyball at Jacksonville State University, a Division I school in Jacksonville,Alabama — roughly eight hours north of Tampa and about 90 miles west of Atlanta, Georgia. That’s quite an achievement, considering the sport became sanctioned in Florida just last year — through a partnership with the independent Sunshine State Athletic Conference (SSAC) and the Florida Region of USA Volleyball. The inaugural 2017 season — comprised of 22 Florida schools — concluded in April with a state championship tournament at Hickory Point Beach, a 21-court beach volleyball facility in Tavares, Florida. Besides Seffner Christian, several Tampa Bay area schools fielded squads in Year 1, including Bishop McLaughlin Catholic High School, Carrollwood Day School and Indian Rocks Christian School. Similar to many girls, Randall grew up playing indoor volleyball, taking up the sport in middle school and playing all through high school. She — like many peers — initially viewed the sand-based sport as just a fun, noncompetitive alternative to oft-expensive indoor club leagues. “Honestly, before I realized it was a college sport, I didn’t think of playing it,” Randall said. Before long, however, she was hooked. “I picked it up as quick as I could,” she said. “It just turned into something she fell in love with,” added her father Jeff Randall, also Seffner Christian’s beach volleyball coach. As passion for the sport grew, her skill did, too. She became Seffner Christian’s top-seeded player this past season — catching the atten-

Each year, one female and one male PHSC student-athlete who “demonstrate excellence in the classroom, on the fields and courts, in leadership on campus, and with service in the community” is selected by the PHSC coaching staff to receive the Dr. Debra J. Hay Outstanding Student Athlete Award. Hay was a former dean of student services, who encouraged excellence and was an advocate for student athletes. Simbulan, a PHSC sophomore from Pensacola, has a 3.94 grade point average. Her community service projects have included participation in a Phi Theta Kappa roadside clean-up event and the Special Olympics.

Though she considered in-state schools such as Florida Gulf Coast University and Stetson University, Bethany Randall couldn’t resist the out-of-state university’s offerings. “I liked the family atmosphere — (the coaches) put a big emphasis on that,” she said.“As for the scenery, it’s in the mountains, so it’s just a different experience than Florida,” she said. Aside from the obvious, several distinctions exist between indoor and outdoor volleyball, beginning with the size of the half courts — a beach volleyball square is eight meters and the indoor square is nine. Also, beach volleyball is played between
teams of two rather than six, with no substitutions. Matches use rally scoring and are best-of-three sets played to 21, though the third set is played to 15. Similar to high school tennis matches, sand matches are officiated by the players. And, each team fields four pairs per match, though only the top three pairs, or seeds, count toward the final results. The sand sport, according to Jeff Randall, lends itself to well-rounded players, as opposed to primarily offensive or defensive volleyball specialists prevalent with indoor volleyball. “You’ve got to be able to do it all.You’ve got to hit, you’ve got to pass, you’ve got to

Gallagher, a 6-foot-1 center from Vestal High School, was named the BCANY (Basketball Coaches Association of New York) Class A Player of the Year following her senior season, where she averaged 15.2 points, 10.8 rebounds and 3.6 blocks per game. That — and the added responsibilities having just one teammate — makes the sport more challenging than the traditional game, Bethany Randall said. “It requires a lot more athleticism,” she said.“Just moving in the sand, you have to be able to (quickly) get back down and get back up.” Even so, Bethany Randall finds the sport “ a lot more enjoyable” than indoor volleyball. Thousands seem to agree, as its popularity nationwide has risen in the past decade. According to the American Volleyball Coaches Association (AVCA), nearly 500,000 females ages 13 to 25 have taken up the sport since 2007. Women’s beach volleyball, moreover, has been labeled the fastest growing NCAA sport — ever. In 2012, there were just 16 Division I teams. It since has burgeoned to 54 during the 2016-2017 season. And whether it’s college or high school, it doesn’t take much to sponsor a program — mostly because of low overhead costs compared to other sports. “It’s such as easy sport to field,” Jeff Randall said.“There’s little equipment — you buy two balls, you go to a public court; and, you really only need six girls.” From a coaches’ perspective, Jeff Randall anticipates the sport soon will be played in dozens more Florida high schools, and eventually will be sanctioned by the Florida High School Athletic Association (FHSAA), the main governing body for high school athletics in the state of Florida “Five years from now, it’s going to be so different — every school will have a team,” he said, assuredly. CARROLLWOOD DAY NAMES NEW BOYS BASKETBALL COACH
Teddy Owens, director of basketball operations at the University of Nebraska, has been named the new boys basketball coach at Carrollwood Day School. Owens, who has been with Nebraska for the past four seasons, including the past three as the university’s director of ops, replaces Mario Lovett, who went a combined 26-53 in four seasons at Carrollwood Day. Besides coaching, Owens, 35, will work in administration as a Teddy Owens part of Carrollwood Day’s advancement and development team. At Nebraska, Owens’ duties included handling the basketball program’s budget, coordinating the team’s travel, working with the Husker coaching staff on scheduling, and other responsibilities. Owens previously was the head coach at Lincoln Christian High School in Tulsa, Oklahoma, in the late 2000s, leading the program to the Class 2A state tournament in 2009 and 2010. He also was an assistant at several schools in the Tulsa area. Before joining the Nebraska staff, Owens was a graduate assistant at the University of Oklahoma under Lon Kruger, and was a student manager at Oklahoma State University in 2003-2004. Owens graduated from Oklahoma State and got his master’s from Oklahoma in 2013.

Owners of The Cleaning Authority, Laura and Larry Liebler, won the company’s 2016 Franchisee of the Year Award. The couple opened their franchise in Tampa about 11 years ago, and now have about 100 employees who provide home and apartment cleaning services in Tampa, Wesley Chapel, Lutz and Land O’ Lakes.The Cleaning Authority provides environmentally friendly “green” cleaning, and does move in/move out cleaning services. The Lieblers participate in The Cleaning Authority CARES program by collecting food donations from their clients and giving it to the nonprofit Feeding Tampa Bay. The food drive began May 1, and will continue over the next four weeks. The Cleaning Authority started in the late 1977s in the Baltimore/Washington D.C. area, and began franchising in the mid1990s. It has more than 215 locations in
