Florida Hospital Wesley Chapel always knew that it would be expanding, but it didn’t expect to be doing so 2 ½ years ahead of schedule. Hospital officials, local dignitaries and invited guests celebrated the beginning of a $78 million expansion project at a Aug. 12 gathering, that also marked the beginning of a public campaign to raise $17 million to support the project. Florida Hospital and Adventist Health are committed to $61 million of the project’s cost, but the rest will come from a fundraising effort chaired by Tom Dempsey, owner of Saddlebrook Resort, which helped put Wesley Chapel on the map more than three decades ago. Speakers praised the hospital for the quality of its care, during the event that included hors d’oeuvres, live music, muffins, parfaits, juice and coffee. See HOSPITAL, page 11A

A trio of food court restaurants at the Tampa Premium Outlets is slated for completion by Oct. 5, about three weeks before the mall’s opening day. Green Leafs, Bananas Smoothies & Frozen Yogurt, and South Philly Steaks & Fries are a package deal for Eclipse Building Corp. The South Florida-based company, with additional locations in Fort Lauderdale and Tampa, is a frequent contractor at malls built by Simon Property Group, the developers behind the outlet mall at State Road 56 and the Interstate 75 interchange. The mall will have 110 outlet stores including Michael Kors, Gymboree, J. Crew, Calvin Klein, Ralph Lauren and PacSun. Franchisee Raitom LLC hired Eclipse to build the three gourmet eateries in the mall’s food court, which represent about 40 percent of the mall’s food court. Fish or cut bait? Members of the Municipal Association of Pasco County, which represents the six cities in Pasco, want a final decision on whether the county should alter its form of government. They likely will get their wish on Aug. 24 when the county’s appointed charter review panel has scheduled a vote on the matter. A previously scheduled vote on Aug. 10 was postponed until the charter panel could hear from Pasco’s legislative delegation. State Representatives Richard Corcoran and Amanda Murphy, and State Senators John Legg and Wilton Simpson have confirmed they will attend the Aug. 24 meeting which will begin at 1 p.m., in the first floor board room, at the West Pasco Government Center in New Port Richey. Pasco’s cities have expressed opposition to a charter. “We are very concerned at the implications a charter would have on our cities,” said Lance Smith, a Zephyrhills’ city councilman. He and St. Leo Mayor Pro Tem James Hallett addressed panel members at their Aug. 10 meeting in Dade City. Among issues of concern, according to Smith, would be whether cities would retain control over establishing special tax districts, known as community redevelopment areas. “We need this decision one way or another,” he said.“Fish or cut bait.” Zephyrhills is one of six cities in the municipal association. Others are Dade City, New Port Richey, Port Richey, St. Leo and San Antonio. The municipal association members met recently and approved a resolution opposing charter government. The resolution urges panel members “to reconsider this…effort, and to provide for a more balanced and transparent review of our county government in the future.” There also is concern that a charter “would infringe on the rights and duties of municipal elected officials and the citizens they represent,” according to the resolution. Pasco County currently is governed under home rule with five districts, each with a representative elected by countywide vote. Twenty of the state’s 67 counties operate with charters, including Hillsborough and Pinellas counties. Commissioners appointed the 15-member panel in May after Corcoran lobbied them earlier in the year to establish a charter commission. However, the Pasco commissioners’ nonbinding panel has the option of approving

New volunteer teams expand Sheriff’s Office’s reach By Michael Murillo

Representatives of the Pasco County Sheriff’s Office are preparing to patrol area waters, respond to natural disasters and investigate crime scenes. But they aren’t deputies or detectives. They’re regular citizens taking part in one of the Sheriff’s Office’s three new volunteer programs. The Volunteer Corps Marine Crime Unit, the Volunteer Agriculture Response Team and the Forensic Services Volunteer Team are accepting applications from students who are studying related courses in college and from anyone else who is interested in taking an active role in helping the county. Volunteers will undergo a background check and fingerprinting, and must be available for a minimum number of hours each month. “I think this is going to be a great addition. It’s going to be a wonderful opportunity to get people involved and helping out in the community,” said Susan Miller, a forensic shift supervisor at the Pasco County Sheriff’s Office Forensic Services department. Volunteers for her department will need to be available for a minimum of 16 hours a month and will be dispatched to crime scenes to assist deputies. It is a hands-on method of lending support to the Sheriff’s Office, but there are limitations. The marine unit isn’t authorized to pursue or board any vehicles. They use their own craft to patrol neighborhood waterways and report any suspicious activity to the Sheriff’s Office, much like a neighborhood watch program — but this one’s on the water. The agriculture team will work on mending fences, and corralling and handling livestock and other animals in the event of a disaster situation. The forensics team will work on property crimes such as auto burglaries. Their job will be to collect information, fingerprints and any related evidence at the scene. Forensics team volunteers will receive specific training related to their duties, Miller said. She worked with other supervi-

sors to create a 40-hour course that volunteers will complete. They’ll learn the science and processing procedures regarding fingerprinting, applicable photography information, and how to identify and collect relevant evidence. Miller also expects them to learn that forensics work is interesting, but not the action-filled, drama seen on popular television shows. It’s not glamorous work, either, Miller said.“You’re really out there working hard.” Crimes aren’t neatly solved in an hour, and there’s a lot more paperwork than you’ll find on the television screen, but it still can be an enjoyable experience for those interested in the field, she said. Volunteers will be dispatched to crime scenes and will help the county with the many auto burglaries that occur on a daily
basis. Miller said there were around 1,500 such incidents in Pasco County during the past year. While it’s a new program, there are some volunteers already taking the course, and a small number in the field for her department, Miller said. She’s pleased with the results so far, and hopes more people take advantage to learn new skills and volunteer for the Sheriff’s Office in a meaningful way. “It’s going to be great to have the help and to have the added presence in the community,” she said. The United Way of Pasco has distributed thousands of dollars in school supplies collected through its record-breaking “Stuff the Bus for Teachers” campaign. The response was particularly notable because Pasco County has faced serious flooding problems in many communities during recent weeks, according to a news release from the United Way of Pasco. Pasco County Schools Superintendent Kurt Browning was among the 500 volunteers who pitched in on the effort, the release notes. Browning asked shoppers at Zephyrhills Walmart to donate school supplies, and also helped sort and pack supplies at Sunlake High School, which hosted the sorting and packing process. “I can’t thank the people of Pasco enough for their generosity in donating so many school supplies to our teachers and students, and for volunteering their time to package those supplies for the teachers,” Browning said, in the release. “This year, we had 1,400 teachers request supplies,” Duggan Cooley, president and CEO of the United Way of Pasco County, said in the release. “It’s the highest teacher sign up since the annual Stuff the Bus event launched. We are proud to present every one of them with supplies to start their school year,” Cooley noted. Supplies were collected from July 31 through Aug. 2 at Publix and Walmart stores at 15 locations throughout the county. The supplies were sorted from Aug. 3 through Aug. 5 at Sunlake High School. Shoppers contributed an estimated $43,000 worth of supplies, which included more than $6,000 in cash donations and

gift cards. Notably, 3M Corporation provided a generous donation of 864 boxes of bandages and 1,800 individual post-it note pads to the event. The event would not be possible without community volunteers. More than 500 volunteers signed up to collect supplies, unload buses, sort and pack 1,400 teacher boxes over the six-day event. National surveys indicate that teachers spend more than $400 of their own money buying supplies as the school year begins, the release says. The event was made possible in part from community partners Publix, Walmart and Pasco County Schools, as well as sponsors including Bank of America, 3M, Sunshine Health, Staywell, Hits106FM, and 208 Monkeys, as well as other business and community leaders.

HOSPITAL, from page 1A They noted the hospital’s reputation for excellence and said that, along with growth in the surrounding communities, have fueled the need to expand much sooner than initially expected. “Wesley Chapel and Pasco County are on the rise,” Pasco County Commissioner Mike Moore, who lives in Wesley Chapel, told the crowd. “We’re on the rise because community partners like Florida Hospital Wesley Chapel. “After only 2 ½ years, they’re moving forward with an expansion of this hospital. This was scheduled to be done in five years. That’s incredible. “These things don’t happen by themselves, ladies and gentlemen. They only happen when you can build the trust and support of the community that surrounds you,” Moore said. State Rep. Danny Burgess agreed. “This is no coincidence that this is happening so quickly, only halfway through the projected five-year expansion timeline,” Burgess said. “What we have here is nothing short of an incredible facility, an incredible hospital, an incredible team doing amazing healing, wellness and preventative work — and the community recognizes that,” he said. “We talk a lot about infrastructure projects in my line of work, especially at the local level when I used to be mayor. We talk about projects like road expansions. We talk about public works. We talk about public safety.We talk about first responders. “Those all tend to be government projects, government-related tasks. “But I think what gets missed in that conversation is probably the most important infrastructure project a community can have, and that is your hospital. Because you better believe that families are looking for that. They’re looking to see how that hospital ranks in that community, the treatment level, the care that they receive,” Burgess said. The state lawmaker said he speaks from personal experience about the quality of care the hospital provides because his 19month-old daughter, Adeline, was delivered there. And, when his son Danny Burgess III arrives — expected any day — the family plans to be back at the hospital for his delivery, too. Dr. Robert Rosequist, chief medical officer, talked about the area’s long need for a hospital. “Twenty-eight years ago, when I started to practice out in Land O’ Lakes, there was a lot of cow pastures and vacation homes. A lot of pickup trucks. But even back then, when I was first living here, people would ask me: ‘Doc, when are we going to have a hospital?’ “In 2007, we started a formal planning board, and we started developing the hope for this hospital. And then, on a cold windy day in December, about five years ago, we sat here and dug the first shovel of dirt,” Rosequist said. “We planted a tree, which unfortunately didn’t make it,” he saw, drawing a roar of laughter from the crowd. “But the hospital did.” Florida Hospital Wesley Chapel has fine equipment, including “the best MRI in the whole state,” Rosequist said. But what sets the hospital apart, he said, is “the people and the staff — we really do
care about our patients.” A larger hospital is necessary, he added. “We need to expand, because we can’t continue to provide that care in the existing bricks-and-mortar hospital we built just 2 ½ years ago,” Rosequist said. Denyse Bales-Chubb, the hospital’s president and CEO, detailed the expansion plans. The project involves 112,000 square feet of new space and nearly 11,000 square feet of renovated space. It includes 62 inpatient beds; 18 emergency rooms; five surgical suites and a Heart Catherization Lab. It also adds observation and recovery space, expanded support areas and some shelled space for future growth. “These additions will allow us to better serve the patients coming to us for care and be prepared for the incredible growth this community is experiencing,” Bales-Chubb said. The expansion will add three additional floors to the hospital’s center wing, and will add an additional three-story wing that will connect the south and center wings. Robins & Morton, the construction company that built the hospital from the ground up, will be handling the expansion. Completion is expected by the end of 2016. Dempsey, who is leading the “We Care” fundraising campaign, reminded the crowd what Wesley Chapel was like when he broke ground for Saddlebrook 35 years ago. “When that groundbreaking was over, I took a good look around and I said, ‘There’s nothing here.’ You looked down (State Road) 54, there wasn’t a building, there wasn’t even a fruit stand. There was nothing. Absolutely zero,” Dempsey said. Both Dempsey and Moore praised the vision demonstrated by the Porter family, owners of Wiregrass Ranch, who have sold off large chunks of their land to help shape the community of Wesley Chapel. Don Porter and his wife, Lajuana, now both deceased, lived with children, J.D. and Quinn, on property now occupied by the hospital. Quinn Miller said her family is gratified by the hospital’s success. “We knew when the hospital came on board, it would be something vital to our area,” Miller said. “But, we had no idea that they would be almost three years ahead of schedule for this expansion. “It’s wonderful to see. The facility is so impressive,” she said, adding it also is an important source of jobs. Dempsey said he took on the leadership role in the fundraising effort because he believes in the cause. “In just a short time, approximately three years, Florida Hospital has become an integral part of the community. “I think they know what they’re doing. They have a great record. I wouldn’t hesitate to recommend this hospital to anyone,” Dempsey said. Like Burgess, Dempsey believes that a hospital is a necessary part of a community. “The community needs a hospital,” Dempsey said. “I think, we as people, want the peace of mind to know that there’s a top-notch hospital just around the corner, and that that hospital will have great medical services, great doctors, great nurses, great technology and great caregivers. And, we want the place to have an access to fine equipment, technology and great care giving. That’s what we want for our families and our friends,” Dempsey said.
SCHOOLS, from page 1A Across the United States, there are 45 private and 538 public MYP programmes, including 65 in Florida and four in the Tampa area, including Carrollwood Day School and Corbett Preparatory School of IDS. At Wiregrass Ranch High School, the school district is using a 10-period day to cope with soaring enrollment. The school was built for 1,675 students, and its projected enrollment in 2015-2016 is 2,438. To alleviate crowding, the district is having students arrive and depart from campus in two shifts. Sophomores through seniors will begin and end the school day at the same time they do now, 7:25 a.m. and 1:56 p.m., respectively. Freshmen will begin at 10:25 a.m., and end at 4:50 p.m. All of the school’s students will be on campus for three periods each day, but that is manageable because roughly 500 kids are at lunch at any given time, according to Robyn White, the school’s principal. Wiregrass Ranch has had four lunch periods each day, but is adding a fifth one because of the anticipated enrollment increase. Besides changes in facilities and programming at some schools, students also will be greeting new administrators at several Pasco schools. In another big change, district employees will be heading into a new school year with a settled contract. The contract, which has not yet been ratified, calls for an average 3 percent raise for district employees. While details are still being finalized, the district’s plan is for district employees to receive their raise in their paychecks beginning Sept. 4, which is the first pay date for teachers. The contract also calls for no increases in the employee contribution in the single employee health plan. The district is one of the few districts in Florida that offers a fully paid single employee health option. A new benefit in this year’s contract is a Voluntary Sick Leave Donation program, set to begin in October. This program allows district employees to donate their sick leave to other district employees who are experiencing a documented major medical emergency, illness, accident or injury (or whose spouse, minor child, or dependent child under legal guardianship has a document major medical emergency, illness, accident or injury). Pasco County commissioners recently approved about $144,000 for consulting services for the task forces from Tampabased, Tindale Oliver. The funds are from grants to the MPO. Pasco County Commissioner Mike Moore queried Edwards on the role Tindale Oliver would play. Edwards said consultants and county staff members are there in supporting, not leadership, roles. “We want the committees to really drive this process,” he said. “We’re there to provide education and some direction.” Representatives of the Florida Department of Transportation are doing their own study and also monitoring the county’s efforts. “They’re interested in having some documents to come out of this, giving them some guidance,” Edwards said. Whatever plan emerges will be done in phases over several years, he added. “Most (work) will be done with federal monies.”

Located in Lake Wales, Bok Tower Gardens is deemed one of America’s finest gardens. Its 205-foot Singing Tower, the architectural centerpiece of the gardens, offers daily carillon music concerts. Legend has it that President Calvin Coolidge ate lunch at the Gray Moss Inn in Dade City, but no documentation can be found to verify that claim.

Not a single historic marker — among more than 50 posted across Pasco County — refers to it, but there’s a longstanding legend that President Calvin Coolidge had lunch at the Gray Moss Inn in Dade City, during his visit to Florida to dedicate Bok Tower Gardens in Polk County. Numerous sources document Dade City’s 126-year history. Those accounts detail the world’s largest citrus processing plant (formerly Lykes Pasco Packing); Bill Larkin’s patented cattle underpass; and namesake Major Francis Langhorne Dade, who died on Dec. 28, 1835, when he and 100 of his men were ambushed, resulting in the first battle of the Second Seminole War. But there is no record to substantiate Coolidge’s reputed visit to Dade City. Here are facts that can be documented about Coolidge’s visit to Central Florida. On Feb. 1, 1929, some 60 miles from

The Gray Moss Inn, built in 1905, was initially a five-room cottage for Jefferson Davis “J.D.” Sumner and his family of nine children. One of that family’s descendants was Robert D. Sumner, a former county attorney. The structure, which is located in what is now the historic Church Street District in Dade City, still has its original stucco version of the Mediterranean Revival Style.
Dade City, Coolidge dedicated Bok Tower Gardens in Lake Wales, Florida. According to published reports, he had spent the previous evening at a private dinner party hosted by the Godfrey family, close relatives to First Lady Grace Anna Coolidge. The President departed on the morning of the dedication from 335 Ponce de Leon Place in Orlando. Known in the press as “Silent Cal,” a Commander-in-Chief of few words, the President told reporters: “(Bok) is dedicating it as a bird sanctuary and putting up these bells to interest the birds in music.” Large crowds stopped the Presidential Train in Sanford to present gifts of citrus, and in Winter Park to present floral arrangements, according to published accounts. Approximately 75,000 people came out to hear Coolidge dedicate Bok Tower Gardens, a gift to the American people from Edward Bok, the editor of the Ladies’ Home Journal and a winner of the Pulitzer Prize for his autobiography. Despite exhaustive research, it appears there are no records to prove that Coolidge ever set foot in Dade City. Julie Bartlett Nelson is the archivist for a collection of Coolidge documents and memorabilia, kept at Forbes Library in Northampton, Massachusetts. She was unable to find any travel logs or newspaper clippings about Dade City or the Gray Moss Inn in her archives. Eve Bacon, who is now deceased, was a Central Florida historian who owned and edited her own newspaper during the 1950s in Orange County. She published extensive documentation of Coolidge’s visit, tracking him from the Godfrey home in Orlando, to his departure from Bok’s home for a return trip to the nation’s capital. That account is included in Bacon’s twovolume book, “Orlando, A Centennial History.” She describes everything from frontier gun battles to Cracker underworld kings to gators and buffaloes on Orange Avenue. But, there’s no mention of Coolidge visiting Dade City. There are references to Coolidge’s visit in a book compiled for the Pasco County Historical Preservation Committee in 1992, and also a reference by Madonna Wise that was published in 2014. Yet local newspaper accounts — in the Tampa Morning Tribune and the Dade City Banner — that were published during the period of Coolidge’s trip to Bok Tower do not mention the President making a detour to Dade City. There also were unconfirmed “tips” that proved interesting. One was that the old guest registry of the Gray Moss Inn, purportedly signed by Coolidge, wound up in the hands of Dr. R. D. Sistrunk, who lived next door. Another was that Coolidge had befriended the Dudley family and secretly made a trip to visit with them as the owners of the Gray Moss Inn. But those could not be verified. Interestingly enough, though, there was another link between Dade City and Edward Bok. named for the family that moved there in 1911, was among the leading candidates. But negotiations with Bok broke down. Fred T. Himmelwright proceeded with plans for an observation tower at LeHeup Hill. He spent nearly $8,000 in 1926 to erect his structure, which he opened as a public attraction. Tourists enjoyed “a comfortable room, all glassed in, for cool or stormy weather,” the Dade City Banner reported. The room was “fitted up with chairs so that visitors may enjoy rest and the glorious scenery at the same time,” according to the newspaper. And, tourists could purchase orange juice at “5 cents a glass,” the newspaper says. While the rumor of a Coolidge visit persists, Gordon and Phyllis Gill, who have been managers of the Gray Moss Inn since the 1990s, have found no record of “Silent Cal” visiting there. Before he died in 1933, Coolidge did return to Florida to spend a month at the Lakeside Inn in Mount Dora. As it turns out, George W. Bush is the only confirmed President who visited Pasco County during his presidency. Bush was running for re-election and made a campaign stop in New Port Richey in October 2004. “W” shared the stage at Sims Park with his younger brother, then Florida Gov. Jeb Bush. NEW WAWA
The Pennsylvania-based fuel and fresh food chain is poised to build a Wawa store at the intersection of State Road 56 and Trout Creek Road, west of Bruce B. Downs Boulevard. The new Wawa will be near Tijuana Flats and The Shoppes at New Tampa. Company representatives met with Pasco County planners on July 31 for initial discussions on the project, according to county records. A conceptual plan filed with the county shows a store of about 6,100 square feet and 16 fueling stations. According to Wawa’s website, the business began in 1803 as an iron foundry in New Jersey. In the early 1900s, owner George Wood moved into dairy farming. His grandson, Grahame Wood, opened a store in 1964, selling dairy products. Today Wawa has about 645 locations in Pennsylvania, New Jersey, Delaware Virginia and Florida, with about half selling fuel. The goose adopted for the Wawa logo is based on the Native American word for the Canada goose. The dairy farm also was in a rural area of Pennsylvania known as Wawa.
