The mega-outlet mall will have a center court lagoon, five fountains, and buildings and interiors painted in soft pastels, to give shoppers a “Key West” experience. Saint Leo students settle in The Laker/Lutz News Staff Report

Saint Leo University’s new President Dr. William Lennox was on hand to help on Move-In Day at the university, as 685 new freshman and 170 transfer students arrived on Aug. 20. Students, faculty, staff, and even Lennox, helped carry students’ clothes, bicycles, bedding, snacks, and other necessities, according to a university news release. Members of several student organizations, clubs and athletic teams were there, too, to make the new students feel welcome. Pasco commissioners scrutinize medical marijuana By Kathy Steele

Medical marijuana is legal in Florida, but the issue continues to stir controversy. The first sales of medical marijuana likely will begin in the next months, when the Florida Department of Health sets up its program for delivering the cannabis-based product. While 28 businesses have applied for one of five permits that will be issued

statewide, no Pasco County business is on the list. And now, the Pasco County Commission is joining other jurisdictions around the state that have either adopted or have drafted moratoriums on growing and dispensing cannabis. The county had its first public hearing on Aug. 18 on a proposed ordinance calling for a one-year moratorium. County officials and Pasco County commissioners made no comment on the on

the ordinance. Commissioners are scheduled to have a second public hearing and a vote on Sept. 2. The first public hearing drew only one speaker during public comment. He came from Pinellas County with some advice for commissioners. “I would speak to the patients,” said John Chase. “I’m not a marijuana user myself, but I know people whose lives depend on this. I don’t want to see a moratorium.” Chase said he knows families in Pasco County who need medical marijuana. He expects more people will show up for the final hearing. Medical marijuana appeared on the 2014 ballot as a constitutional amendment. Supporters fell just short of the necessary 60 percent vote to approve the amendment. Petitioners are seeking signatures to put it on the state’s ballot again in 2016. And, an appeals judge recently cleared away legal challenges to the state law that allows for dispensing what is known as “Charlotte’s web,” a low-strain of medical marijuana for patients with epilepsy or advanced cancer. The next step is for the state health department to review the 28 applications filed by the July deadline. Permits are expected in the next three months. The locations will be in five geographic regions around the state.

To date, 23 states and the District of Columbia have legalized medical marijuana in some form while 17 states have rejected such measures. Four states – Oregon, Washington, Colorado and Alaska – have legalized marijuana for recreational use. And Ohio could become the fifth state, and the first in the Midwest, to permit recreational use, if voters approve a constitutional amendment in November. As Florida’s medical marijuana program gears up, a number of local jurisdictions, like Pasco County, are adopting or drafting their versions of moratoriums. Some are banning dispensaries and treatment centers, at least temporarily, while others are changing zoning laws to restrict their locations. One requirement of applicants is that they are properly zoned to cultivate, process and dispense cannabis, and also demonstrate an ability to produce high quality product quickly, according to an email from Mara Burger, press secretary for the state’s health department. The focus is on delivering “safe and effective treatment options,” she writes. State health officials are taking note of actions such as moratoriums and are “closely monitoring municipal activity across the state to determine any potential impact on patient accessibility or applicant performance.”

Parents are not allowed on campus and will be provided instruction as to a reunification time and location, if necessary. Parents are advised to use the social media sites to obtain information.

For many gardeners and newcomers, growing vegetables can be a challenge in Florida. But now is a great time to start thinking about planting a fall vegetable garden. You can be a more successful vegetable gardener, if you keep in mind some key guidelines. To begin, remember the first principle of Florida Friendly LandscapingTM: right plant, right place. This applies to vegetable gardens, because it is important to know the right time of year to plant the vegetable you want to grow. For example, every year our office answers questions about tomatoes. Many people think the best time to plant tomatoes is in the summer. However, the ideal time to plant tomatoes in Florida is in September and again in February through March. Other vegetables to plant in September include beans, cabbage, corn, kale, lettuce, radishes and turnips. You can know exactly when to plant vegetables by using the Florida Vegetable Gardening Guide as your reference. The Florida Vegetable Gardening Guide is available at edis.ifas.ufl.edu/pdffiles/VH/VH02100.pdf. Using this guide, check Table 3 for information on crops and proper planting dates. Be sure to match the planting date to your region, which in our case is Central Florida. Another guideline for successful vegetable gardening in Florida is planting recommended varieties whenever possible. Table 4 of the guide lists suggested varieties for Florida gardens. Examples of tomato varieties that perform well in Florida include Sweet 100, Mortgage Lifter, Sun Gold, Better Boy and Beefmaster. You may want to print the guide and take a copy of it with you (or search for and save the pdf on your mobile phone) when you buy seeds and transplants at the garden center. That way, you can make sure you are choosing vegetables for the right time of year, and purchasing the varieties recommended for our area. The third most important thing about Florida vegetable gardening is scouting your garden regularly. Be on the lookout for pests and problems. Keep in mind, you may be able to avoid many insect and disease problems just by planting your vegetables at the right time of the year. Being vigilant and scouting regularly can help you catch problems early and enable you to deal with them proactively. When treating for pests, follow the first step in integrated pest management: properly identify the pest. Contact your

local Extension office for help identifying insects, and advice on when and how to treat pests. Know that it is impossible to eradicate them, and it is important to use pesticides responsibly to prevent resistance. Most plants can tolerate 10 percent to 20 percent, and sometimes as much of 30 percent, of foliage loss without affecting yield. Whenever possible, use the least toxic method of control, and rotate pesticides. Rotating pesticides can keep the pests guessing, and maintain the effectiveness of products. Don’t forget, the least toxic methods also include physical and cultural controls, such as handpicking and applying the proper amount of water and fertilizer. Find the least toxic pesticides by consulting the Florida Vegetable Gardening Guide. Table 2 provides insect control recommendations, and the least toxic products include neem, spinosad, Bt, insecticidal soap and horticultural oil. The best place to locate your fall vegetable garden is in a sunny location that is also close to a water source. Properly prepare the area by removing all weeds and grass. Mix in compost and other soil amendments to improve the soil texture and add nutrients. Mulch and micro irrigation can reduce disease by keeping water off leaves. Prior to planting, you may also want to test your soil pH. Soil pH is a measure of the soil’s acidity or alkalinity. Soil pH is important because it governs how available nutrients are to plants. The University of Florida Soil Testing Lab, and some county Extension offices, can test your soil for pH. The cost per sample is $3. Homeowners can use soil pH information in determining if existing plants are suited to a location, choosing new plant material best suited to the site, and in applying fertilizer and soil amendments. Most vegetables prefer a soil pH of 5.5 – 6.3, but if your soil pH is between 5.5 and 7.0, no adjustment in pH is necessary. Always test your soil first, before adding lime or sulfur, and consider using raised beds if you have a high soil pH. By planting vegetables at the right time, using recommending varieties, scouting regularly, locating your garden in a sunny spot close to water, and testing soil pH, you will be on your way toward successful vegetable gardening in Florida. Steve Saladino is one of those people who is just as excited today about his job as he was 25 years ago. The 441,000-square-foot mall will have 110 outlet shops, though not all will be part of the opening weekend. Among announced tenants are Adidas, Brooks Brothers, Coach, Fossil, Puma and Samsonite. About 92 percent of the mall will be filled on opening day, Nance said. The extra open space is needed, she said, to allow room for the special events. Details on the events and the as-yet-unnamed celebrities will be announced later.

A job fair for more than 800 jobs will take place on Aug. 27 from 10 a.m. to 7 p.m., at Embassy Suites, at 3705 Spectrum Blvd., in Tampa. The Greater Wesley Chapel Chamber of Commerce and Career Central at Pasco Hernando State College are event coordinators. All of the announced tenants will participate in the job fair, Nance said.

On opening day, shoppers can try out a valet service. Not all Simon properties have valet parking, but Nance said plans are to see how it is utilized. Marketing is under way also for outparcels that could bring in more tenants. “If you all come out and spend lots of money, there will be more development,” Nance said.

She anticipates opportunities for local businesses to bid for contracts including for special events, banners and lighting for the parking lot. Signarama, a Wesley Chapelbased company and a “podium sponsor” of the chamber’s breakfast, was among local businesses that provided items for the outlet mall’s groundbreaking. “Basically, the sky’s the limit,” Nance said.

Its services feature contemporary music, with highly skilled musicians, the pastor said. “It’s very lively. It’s all Jesus-based. It’s pretty much what you would hear on Christian radio,” he said. Much of the new building is designed with children in mind. The area has been themed out, by Wacky World, a company the church hired to do the décor. There’s a check-in area, where parents can leave their children while they attend the worship service. That room has a seaside theme, with a model of a giant wave, complete with a surfboard. “When this is fully running, we have a

There’s also a Hospitality Café, where worshippers can enjoy free doughnuts and coffee, or splurge on cappuccinos or slushies. It’s a place where worshippers can relax and spend time with each other, Baldus said. The main worship hall can accommodate 850 people, which Baldus expects to

be full at the services during the grand opening weekend. The project cost $3.8 million for construction, not including taxes, fees or furnishings. The new 39,000-square-foot church building sits on 6.5 acres. The site includes a large retention pond in the back and 300 parking spaces around the building, the pastor said. Even with 300 spaces, parking could become an issue as the church grows, Baldus said. “One of the challenges on that is that we reach a lot of single people, which is wonderful, but they don’t bring two or three people,” he said. The church is affiliated with the General

Baptist denomination, but its members come from various backgrounds, and there’s no denominational bent, Baldus said. When people arrive at New Walk, the primary goal is to make them feel welcome. “Let’s take the barriers away, so they want to come in and hear what God would want for them in their life. And then we can let God do the changing,” Baldus said. The message he seeks to deliver is: “God loves you and wants you to come back.” He thinks that invitation for spiritual reconnection has resonated with many people, leading to New Walk’s growth. “I think the biggest draw has been that this is a place that people could come into and hear the love of Jesus,” Baldus said.

Paratroopers fill the sky at Skydive City By Steven C. Hollingshead Special To The Laker/Lutz News

Forty-five paratroopers jumped from vintage aircraft during an Aug. 15 event to celebrate the 75th anniversary of the United States Airborne Forces. The event featured paratroopers from the 82nd Airborne Association Reunion in Orlando, the Military Police Association, active duty Special Forces members and members of the Phantom Airborne Brigade, a Florida-based veteran’s association. The paratroopers jumped from a vintage World War II C-47 jump aircraft, which was the type of aircraft that spearheaded the invasion of Normandy, France, on June 6, 1944. Sophia Rider, of Albuquerque, New Mexico, made her 30th jump during the event. “I just wanted to be elite, so I volunteered to go Airborne while on active duty,” Rider said. “On my first jump, I just thought, close my eyes and pray. “Now it’s the most fun I can have with a crazy bunch of guys.” Nick Strickler, of Texas, said it was his first jump in a decade.

“It was awesome. We ain’t got nothing like this in Texas,” Strickler said, as he and Scott Dymond, of Dallas, reviewed their jump. Dymond hadn’t made a jump for 10 years, either. Parachute jumps have been an unconventional way of inserting troops into hostile territory dating as far back as World War II. The use of paratroopers provides a way to quickly deploying soldiers into areas where ground conditions do not permit the normal insertion of conventional troops. Not everyone is cut out to be a paratrooper. The quest for the coveted silver wings comes from a strictly volunteer force, which must complete a brutal three-week course. Once completed, students receive a silver parachute badge and the title “Airborne Trooper,” considered to be a mark of distinction in the military. The 82nd Airborne Association is made up of current military and former Airborne qualified personnel, who have served on jump status. Former members of the military must have received an honorable discharge to become part of the association.
