Ushering in 2021 with more retail

Shopping centers along State Road 54 and State Road 56 are continuing to attract more new stores and restaurants.

The Cypress Creek Town Center,Tampa Premium Outlets,The Preserve Marketplace, the Shoppes at Crossings Boulevard, Starkey Ranch Town Square, Starkey Ranch Business Center, The Shops at Wiregrass and the Grove at Wesley Chapel are building and remodeling in anticipation of new openings.

Total Wine & More is moving into the

Cypress Creek Town Center in space formerly occupied by the Earth Fare grocery store.

The building, at 25535 Sierra Center Blvd., will undergo “interior alteration” for a remodel, according to a permit filed with Pasco County.

The town center, at the juncture of Interstate 75 and state roads 54 and 56, soon also will have a grand opening for Floor & Décor, now under construction on Sierra Center Boulevard.And, a Good Feet Store is on tap for the boulevard, too, according to county records.

Across from the town center, construction is underway on an outparcel at Tampa Premium Outlets for a Tidal Wave Car Wash.

A Zaxby’s restaurant also is anticipated.

Recent arrivals at the outdoor mall include Main Event, Cigars International and Rock & Brew restaurant.

Along State Road 54, west of U.S. 41, online shopping will get a boost from an Amazon shipping center under construction at 17030 Mentmore Blvd.The facility is within the Bexley by Newland master-

Even when life is ‘normal’ — it’s not always easy to find the time, energy or resources to help others who are struggling to get by, or whose spirits need a lift.

During a pandemic when people are feeling pressures on all sides and many of life’s big moments must be delayed or canceled — the challenge is even greater.

But, ingenuity and generosity prevailed in The Laker/Lutz News region, providing a counterpoint to the sadness and loss, and injecting a bit of joy.

Keeping art alive in Dade City Lots of opportunities to do art and see art have been curtailed by COVID-19, but the Dade City Center for the Arts found a way to give artists a chance to express their talents, and art lovers a chance to view it through an outdoor public art exhibit.The artists painted hay bales that were stationed in various places around Dade City.

Santander will bring 875 jobs to Pasco County

Pasco County scored two big wins last week.

First, it sealed a deal with Santander Consumer USA to set up shop in the county, and to create 875 new job opportunities in Pasco.

Second, it found a way to give new life to a vacant building, at a prominent spot.

“Since about 2016, we’ve had a very difficult time in explaining why we have this (vacant) big box building, right at the entrance of our county, at Suncoast and State Road 54,” Bill Cronin, president and CEO of the Pasco Economic Development Council, Inc., said in remarks to the Pasco County Commission.

“Super Target has remained empty for four years, despite our healthy growth.

“I’m happy to say that because of the specialized need of that building and the specialized use, we do have a special company that is taking that building,” Cronin said.

Cronin and David Engel, manager of the county’s office of economic growth, explained the details of the incentive package that’s being extended to Santander to persuade it to choose Pasco County.

Efforts to land the company began several months ago, when Santander Consumer USA came to the county during a national search conducted by Newmark Knight Frank.

“The goal was to locate a modern and efficient site that could accommodate future expansions,” Cronin said.

The search went beyond finding a site, he said.

It “was also a search for sustainable talent pipeline in a community with great livability,” he said.

Santander Consumer USA will be investing $22 million in Pasco County, Cronin said.

“The company will be paying over 115% of our current county average wage,” Cronin added.

The agreement details that Pasco’s average annual wage paid to workers in all industries is $38,338, as reported by Enterprise Florida Inc., and compiled by the State of Florida, Agency for Workforce Innovation, Labor Market Statistics.

Santander has agreed to create the 875 jobs within five years, and to pay at least $46,283 in average annual income for those jobs.To qualify for the incentive, a job must be staffed for at least one year.

workforce, which is expected to help the county’s Hispanic population — which makes up the county’s largest ethnic population, Cronin said.

“The economic impact to gross county product to Pasco is $129 million over the next five years,” Cronin added.

Their parent company, Banco Santander, is located in Spain, Cronin said, describing it as one of the world’s largest banks.

“If you have an automobile loan in Latin America, it’s probably from Santander,” he said.

In fact, Cronin added,“Banco Santander was named, just last week, Bank of the Year in the Americas, Brazil, Spain and Argentina,

by The Banker, which is a global financial intelligence organization in London.”

Engel spelled out the terms of the economic incentive package.

“For the 875 jobs, the Pasco EDC recom-

mends a $1,750,000 to be paid out over a 10-year period, and a 10-year tangible tax reimbursement, totaling up to $342,000,” Engel said.

Years one through five the incentive will be 50% of Santander’s tangible tax and years six through 10 will be 25% of their tangible tax, he added.

“This, in fact, is the most cost-effective job creation incentive that we’ve offered a company. It’s equivalent to $391 a job,” Engel said.

The incentive agreement notes that Santander intends to make interior and exterior renovations of 115,425 square feet of the old Target store, at 16400 State Road 54, in Odessa.

Backup materials for the board’s agenda item note:“The staff recommendation to approve the tangible tax reimbursement in this case is based on the unique aspects of

this project since it involves the redevelopment and occupancy of a former “big box” retail building by a qualified target industry, at significant expense, in one of the county’s most important high visibility economic growth and job creation corridors.”

It adds: “The recommended tax reimbursement incentive in this case should not be considered a precedent for reimbursement for interior improvements that may be made by other companies in the future, even if such companies qualify for a job creation incentive or are a qualified target industry.”

Background materials in the agreement note that Santander qualifies as a targeted industry, in the financial services sector.

A table in the agreement lays out the company’s plans to gradually add the 875 employees, beginning with 400 in 2021, with a total of 875 by 2025.

Ernie Ocasio, a senior vice president of Santander Consumer USA, told county officials that the company is eager to come to Pasco, and praised the county’s rich resources.

Pasco County Commissioner Kathryn Starkey remarked that she had been so upset about news of the Super Target’s closing that she had appealed to company officials to try to keep it open. It turns out that this new use is better for the county than having a big retailer at that location, the commissioner said.

Commissioners unanimously approved Santander’s incentive package.

At age 90, she gets her eighth hole-in-one

A

bout two weeks after her 90th birthday, Mary Esther Spell was playing her regularly scheduled Monday morning game at The Groves Golf and Country Club.

She chose a 5-wood for the 111-yard seventh hole, where the tee box was adjacent to her home. She swung smoothly.The ball went straight. It bounced once and rolled … straight into the hole.

“I was as shocked as anyone,’’ Spell said with a laugh.

Actually, it shouldn’t be a shock — or even a surprise. It was the eighth hole-inone for Spell, whose passion for golf is only surpassed by her overall zest for life.

“She’s a real sweetheart, a wonderful lady,’’ said Richard Moore, pro shop manager at The Groves, a 55-and-over community in Land O’ Lakes. “I’ve been playing golf for 52 years and I’ve never had a hole-in-one. Not one.And she has eight!

“She’s very competitive. She loves the game.As I’ve gotten to know her, I’ve realized that she has led a remarkable life.’’

In 1950, Spell was named “Miss Tampa’’ as a 19-year-old University of Tampa sophomore, never losing her “charming smile’’ throughout the pageant, according to a Tampa Tribune account. She had a lengthy career at an advertising agency.

Her first marriage ended in divorce and she raised her daughter as a single mother. She married again to a prominent Tampa orthodontist, but she quit working to become his caretaker before he was claimed by cancer at age 54.

She buried her only child, Terri, two years ago after the daughter had moved back in and they spent a joyous few years together. Her only grandchild, Shawn Matthews, is married and lives near Ocala. She’s still hopeful of a great-grandchild.

“I told them to hurry up … because I’m not getting any younger,’’ Spell said, laughing again.

About two years ago, Spell wasn’t feeling great and she hoped doctors could figure it out. It was pancreatic cancer.

She agreed to an operation because she didn’t want prolonged treatment and the loss of her hair. Incredibly, the doctors got it all. Spell kept going.

“I’ve had ups and downs in my life — as everybody does,’’ Spell said. “What I’ve learned is you get up every day and try again. You don’t give up. You look for the good in life and the good in people.’’

Sometimes, Spell might sheepishly tell someone that she was once crowned “Miss Tampa’’ just two years after she graduated from Tampa’s Hillsborough High School.The

because I have my health and so many good friends where I live,’’ said Spell, who keeps up with crossword puzzles, reads mystery novels and socializes when she’s not playing in her three-times-a-week golf games.

“People have been just wonderful to me. I have several things I enjoy, but golf is definitely my biggest activity.’’

Spell said she learned golf as a teenager from her father, who played actively at the Temple Terrace Golf Club. She went years without playing, but picked it up later in life and carded her first hole-in-one in 1994 during a round at Tampa’s Northdale Golf Club.

That rare golf accomplishment happened to her seven more times — the latest at age 90.

“I think it’s pretty much luck,’’ Spell said.

“It all has to be aligned perfectly.You know how golf is. Some days you’re the windshield and some days you’re the bug. You can have a hole-in-one, then put it in the water on your next shot.

“I think golf is like life.You keep showing up.You try your best.You keep on keeping on.’’

The Florida Aquarium will bring back Snow Days from Dec. 26 to Dec. 31. DOWNTOWN ICE RINK

The Winter Village at Curtis Hixon Park, featuring a riverfront ice skating rink and a nightly light show set to holiday music, has

The Heritage Arts Center Association is looking for entries to its 38th annual Spotlight on Talent, a performing arts competition for young people through high school seniors.There will be more than $4,000 in cash prizes, and trophies, as well as a $1,000 scholarship awarded to a graduating Pasco County senior.Applications are available at HeritageArts.org, or at area schools, studios and Chambers of Commerce in East/Central Pasco. Premier adds dental clinic space The Laker/Lutz News Staff Report Premier Community Health Care Group Inc., will share clinic space with the Florida Department of Health in New Port Richey, and will provide dental services to insured and uninsured children throughout Pasco County.

The Pasco County Commission approved a lease agreement between the county and the health care agency at its Nov. 17 meeting.

In lieu of rent, commissioners will require an annual report each Oct. 1 detailing the

Boundaries set for Starkey Ranch K-8 The Laker/Lutz News Staff Report The Pasco County School Board has set boundaries for the new Starkey Ranch K-8 school under construction in the Starkey Ranch development.

The school — part of a complex that includes a theater, library and cultural center — is scheduled to open in the 2021-2022 school year.

The board adopted the boundaries during its Dec. 1 board meeting.

Starkey Ranch K-8 will have a capacity for

number of children served. Premier Community Health Care also will pay $421 a month as its share of utilities.

The lease expires on Dec. 31, 2021.

However, there are three one-year options to extend the lease.

The clinic is located in Building A, 10841 Little Road, in New Port Richey.

County commissioners agreed to the lease at the request of health department officials “to ensure dental services continue for school-age children throughout the county,� according to agenda documents.

1,500 students, and initially will open for kindergarten through seventh grade, allowing students entering eighth grade to remain at their current school.

The new school will draw students from Longleaf and Odessa elementary schools, as well as River Ridge Middle.

The school also will be a magnet school, attracting students from beyond its assigned boundaries.

In addition to adopting boundaries for Starkey Ranch K-8, the board made some minor adjustments involving the boundaries of Watergrass and Wesley Chapel elementary schools.

That change is being made as a result of the Epperson Ranch subdivision.

No one from the public spoke for or against the boundary changes during the board’s meeting.

The Pasco County Commission has appointed four new members to the Food Policy Advisory Council.

The action came during the board’s Nov. 17 meeting.

New members are Caitlyn Peacock and Dan Mitchell, both at-large; Sanithpriya Pedamella, a certified nutritionist; and Andrea Figart, a Farmers’ Market representative.

The advisory board, created in 2015, promotes nutrition and affordable food options for county residents. Members make recom-

mendations regarding food policies, including ordinances governing food truck operations and community gardens.

The board consists of 11 members and one non-voting member who is employed by the University of Florida’s Institute of Food/Agriculture/Science Program and who works at the Pasco Cooperative Extension Program.

No one applied for a fifth open position reserved for a Pasco County attorney with experience in food systems. Council officials reached out to Welbilt Inc., but no response has been received to date.

Celebrating high school seniors

Marie Joles couldn’t stand the thought of high school seniors missing out on all of the special moments that make up part of senior year.

So, the dental hygienist, who wasn’t able to work because of the COVID-19 pandemic, came up with a social media way to create Senior Spotlights, showcasing individual graduates.

She solicitated submissions, then tweaked them before creating postings that provided a glimpse of their accomplishments, their ambitions, their interests and personalities.

It took work, but it was worthwhile, Joles said.

“I wanted to let them know we appreciate them,” she said.

Pasco County Commissioner Kathryn Starkey and State Rep. Ardian Zika were at Medical Center of Trinity, when meals were delivered for hospital workers.

When Pasco County Commissioner Kathryn Starkey saw a news report about the Frontline Appreciation Group, she knew she wanted Pasco to get in on the idea.

The initiative purchases meals from restaurants — struggling because of the COVID-19 pandemic — and provides the food to frontline health care workers engaged in the battle to help people who have been infected by the deadly virus.

The initiative was launched in New Jersey, but Starkey spearheaded a local chapter, called FLAG2020Pasco.

The effort has resulted in meals prepared by area restaurants, delivered to local hospitals.

Other local political leaders and government agencies also have stepped up to the plate, so to speak — in a number of other efforts to collect and distribute food.The county itself has created and managed new programs using federal funding to feed the hungry, and support local restaurants.

Easing isolation blues

Keystone Place at Terra Bella, a senior living community in Land O’ Lakes, hired The Boomer Band, featuring keyboard/vocalist Kevin de Champlain and drummer/vocalist Vance Fontanella to inject some joy, in the midst of the COVID-19 pandemic. The band was towed around on a trailer through the community, so its senior residents could be entertained — from a safe distance, on their apartment balconies.

The executive chef and founder of Nabruzzi Trattoria credits his restaurant’s success to the support it has received from the Lutz community.

So, when the pandemic hit, it stepped up to deliver free hot meals to firefighters and medical workers, and others, who serve the community.

“Every Wednesday we’re going to pick somebody in the area that has put themselves at risk, that are out there every day,” said Massimo Sabetti, the chef/owner of Nabruzzi Trattoria at 6062 Van Dyke Road in Lutz.

And, they delivered — to emergency department workers, firefighters and others.

Now, that’s what you call a chef’s special.

When Pasco 2020 Grad Bash was canceled this year because of the COVID-19 pandemic, Sunlake High seniors decided to make a big donation from the money they’d raised to pay for event buses.

They decided to help Keystone Community Church’s Second Serving program, which provides food for the homeless, operates a food pantry and helps people who are struggling, with other essentials.

Spreading joy through bubbles Blaise Ryndes, of Land O’ Lakes, a nationally known bubble magician, decided to take to the streets in his neighborhood to spread some joy amidst the pandemic. Major League Baseball (MLB)’s 2020 first-year player draft was shortened to five rounds and 160 picks, from the usual 40 rounds in previous years, due to COVID-19.

The consolidated draft, however, didn’t stop some locals from hearing their name called — and seeing their bank accounts richen significantly — on Day 2 of the nationally televised draft on June 11.

• The highest-drafted local was Steinbrenner High/Florida State product CJ Van Eyk, taken by the Toronto Blue Jays in the second round, at pick No. 42 overall. The 6-foot-1, 198pound right-hander signed with the Blue Jays for $1.8 million.

• Trinity native/Mitchell High catcher Jackson Miller was selected by the Cincinnati Reds in the third round (65th overall).The 6-foot, 195pound left-handed hitter who throws right-handed signed with the Reds for $1.29 million.

Land O’ Lakes resident Elli Black didn’t just win the Publix Gasparilla Distance Classic 8K women’s race on Feb. 21, she became the youngest winner in the event’s 40-plus year history, at just 11 years old.

Black clocked 30:57 in the 4.97-mile course to best more than 2,200 female participants in the popular annual race on Tampa’s Bayshore Boulevard.The second-place female finisher, St. Petersburg’s Mary Beth Layfield, 37, timed 32:23.

On becoming race champion and making

history, Black said:“It’s a really big accomplishment and I’m really proud of myself, and I just know that I’ve been very blessed with a Godgiven talent, and I’m just really happy to be able to use it to the fullest.”

Previously, the event’s youngest winner was 13-year-old Ellie Pleune, who won the race in 2017, with a time of 31:13.

Florida high school sports make fall return After months of inactivity amid the COVID19 pandemic, high school sports practices and games returned to action when Florida High School Athletic Association’s board members (FHSAA) voted 11-5 to allow member schools to begin fall sports on Aug. 24.

It signaled a long time coming, as prep sports had been in a sort of holding pattern since mid-March or so.

The FHSAA decision to all but immediately ramp up fall sports was far from easy — taking more than two hours of heated dialogue among board members during an Aug. 14 meeting at the Best Western Grand in Gainesville.

The contentious meeting was live-streamed for public viewing.

The organization’s decision contradicted a unanimous recommendation from the FHSAA’s 14-member Sports Medicine Advisory Committee (SMAC).That committee strongly advised sports not begin in any part of the state until the coronavirus is controlled, and declining in state and local regions.They also wanted to be able to study the impact of reopening schools on the COVID-19 infection rate, for at least a few weeks.

A majority of board members, however, voted in favor of bringing sports back for the fall, citing an overwhelming amount of support from student-athletes, parents, and even sport officials and school superintendents, from their respective district.

That point was emphasized when Jamie and Tami Kent spoke during the public comment portion of the meeting.

As parents of a Tampa Cambridge Christian High School football player, they created an online petition titled “Let Us Play” attracting over 40,000 signatures urging the FHSAA to begin the fall sports season in August.

Those voices were heard, by the end of the day.

FHSAA executive director George Tomyn perhaps best summed up the board’s decision, which came at his recommendation.

“I’ve always thought of what can we do for our member schools, not what we cannot or will not be able to do,”Tomyn said at the meeting.

“I’m a firm believer in flexibility, especially in this challenging, challenging time that we’re in. I’m a firm believer in parental choice, and I’m a firm believer in local decision-making.”

Sunlake girls weightlifting repeat at states For the second straight year, the Sunlake High School varsity girls weightlifting program cemented itself as the state’s top dog at the FHSAA (Florida High School Athletic Association) Class 2A State Weightlifting Championships in Panama City Beach.

Coached by Denise Garcia, the Seahawks tallied 28 points to edge second-place finisher Navarre High School (26) and third place Winter Springs High School (24) — to become back-to-back state champions on Feb. 15.

The Seahawks program experienced another milestone — as two weightlifters earned individual state titles in the same year: Seniors Gianna Levy (139 pounds) and Juliette Pacheco (169 pounds) took FILE first place in their respective The Sunlake High varsity girls weightlifting won its second consecutive state crown at the FHSAA (Florida weight classes. There was a glimmer of hope the 2020 Florida high school spring sports season would resume following its mid-March postponement, even through coronavirus disease-2019 (COVID-19).

But, optimism vanished when the Florida High School Athletic Association (FHSAA) on April 20 announced it would cancel all affiliated events for the remainder of the school year.

The cancellations included the state series and championships events, for all spring sports.

Affected FHSAA-sanctioned spring sports included baseball, flag football, lacrosse, softball, tennis, track & field, boys volleyball, water polo and boys weightlifting.

The statewide sports organization also then announced no additional eligibility would be granted for spring sport athletes, including seniors, “under the guidance of the Florida Department of Education regarding grade level retention, and upon review of Florida Statutes and FHSAA Bylaws.”

Just like that, high school senior athletic careers abruptly came to a close.

Several local athletes weighed in on the decision with The Laker/Lutz News, like Land O’ Lakes senior tennis standout Courtney Piltaver, a two-time Sunshine Athletic Conference East Girls Tennis Player of the Year who was poised to shine in her final high school tennis season.

“I was pretty upset because it was my senior year, and it really sucks that I didn’t get to enjoy the full season with my team and my coaches, and kind of just close out,” said Piltaver, who had signed a college scholarship with NCAA Division II University of Montevallo in Alabama.

Back on March 31, the FHSAA issued a statement that left open the possibility of a spring sports season, saying they might return as soon as May 3 through June 30.

The FHSAA also indicated if a spring sports season is canceled altogether, it was working on a solution to create additional athletics eligibility for students who were unable to participate.

However, as days and weeks pressed on, many saw the writing on the wall that spring sports would not return in spring 2020, due to the pandemic.

Land O’ Lakes hoops coach retires Land O’ Lakes High School varsity boys basketball coach Dave Puhalski was finally ready for a timeout.

After 31 years roaming the Gators sidelines, barking orders, drawing up plays, and molding boys into young men, the longtime coach announced his retirement following the 2019-2020 season, which ended Dave Puhalski Feb. 25 Puhalski’s swan song was a memorable one — sending off eight seniors to the tune of a 21-6 mark, a 5A-7 district title and an appearance in the 5A regional semifinals.

He exited as one of the longest-tenured and among the most-decorated coaches in Pasco County sports history.

Puhalski compiled a 479-349 career record since taking over the Gators program in 1988.

The coach frequently emphasized “rebounding the ball, taking care of the ball and defending the ball.”

He was particularly well-regarded for his defense-first mentality — a philosophy that centered heavily on the man-to-man variety, with little regard for zone defenses.

“We play man to man,” Puhalski once told The Laker/Lutz News.“In 31 years (at Land O’ Lakes), we’ve probably played a minute worth of zone.”

In total, Puhalski spent more than 35 years coaching hoops.

Before taking over at Land O’ Lakes, Puhalski was an assistant at state champion Ocala Vanguard for three seasons and an assistant at University of Tampa for a year.

He put the meaning of his retirement into perspective:“After 35 years, I’ve never had a Christmas vacation, (or) a Thanksgiving vacation; the month of June is all summer league, kids playing, so really, it’s just time.”

Christmas vintage market delights holiday shoppers

Those looking to do their holiday shopping while enjoying the fresh country air, all while supporting local artisans and businesses, were in luck.

The Country Christmas & Vintage Market, a family friendly event, was held at the Pioneer Florida Museum & Village, 15602 Pioneer Museum Road in Dade City.

Dozens of vendors were on hand for the Dec. 5 event, selling various vintage items and antiques, as well as handcrafted goods.

Items for sale included Christmas decorations, quilts, toys, jewelry, clothing and crafts.

A children’s area was set up inside the Mabel Jordan Barn, where many activities and craft stations were being offered. Games and crafts in this area included Ring Toss the Bulls, Snowball Throw, Santa Limbo, Ornament Bowling, Pin the Nose on the Reindeer, and make-your-own Christmas ornament.

Live entertainment was provided by Gypsy Wind, a Pinellas County-based acoustic band, that played a blend of jazz, swing and acoustic music.

In addition to the main building, visitors could explore the many historic buildings on the grounds, like the Trilby Depot, the Old Lacoochee School, the John Overstreet House and the C.C. Smith General Store.

Each building, and the surrounding grounds, were expertly decorated by the Dade City Garden Club in its annual effort to help beautify the grounds during the holiday season.

According to the club’s Facebook page, all circles of the club contribute to the project by donating the materials needed to create the historically authentic decorations.

The Facebook page also noted that members of the Echebucsassa Chapter of the Daughters of the American Revolution joined the garden club in decorating the Overstreet House.

Visitors touring the buildings were encouraged to vote for the best decorated building for a chance to win a family membership to the museum.

A cutest Elf contest, blacksmith demonstrations, and complimentary holiday photos rounded out the event.

Admission to the event was $5, and free for children under 5.

Gypsy Wind, a Pinellas County-based acoustic band, entertains the crowd with their new take on an old blend of jazz, swing, bluegrass and folk music.

Many are limiting seating.

At least one is offering drive-in services, and many places of worship plan to conduct candlelight services.

And, based on internet searches, it appears the vast majority have some sort of safety protocols in place, in light of COVID19.

Some churches have already had their Christmas services, opting to celebrate the weekend before Christmas.

And, at least one — First United Methodist Church of Dade City — has decided to drop its traditional Christmas Eve service and its Sunday service Dec. 27 because of uncertainty of crowd size, according to a posting on the church’s Facebook page.

Still, those who are seeking to attend a religious service to celebrate Christmas will have plenty of options across The Laker/Lutz News coverage area.

Beyond traditional scriptural readings, some churches will offer special music and will feature festive decorations.

Some will have services indoors and out. Many will offer remote streaming options.

Chances are, you’ve already made your plans to celebrate — after all Christmas Eve is this coming Thursday and Christmas Day, on Friday.

But, if you’re still considering your options, be sure to visit your preferred church’s website to be certain you have current information. Also, you’ll need to check ahead to guarantee you can still get tickets if you need them, and can become familiar with any precautions you’ll need to take, to comply with the church’s COVID19 protocols.
