There’s reason for optimism in Lakewood

The year 2010 was an eventful one in Lakewood.

It was a rough year economically. While experts determined that the economy technically rebounded this year, the recovery in jobs was spotty.

Nationwide, the unemployment rate as of mid-December was 9.5%, with California’s rate at 12.4%. Lakewood families shared in that pain. In a recent public opinion survey, 38% of Lakewood residents reported that a member of their household had experienced unemployment over the past year. That hurts to hear, and I feel for those families and their loved ones.

Fortunately for Lakewood city government, we’ve been able to balance our books in

this recession without cutting services to residents or laying off workers, many of whom live in Lakewood. I’m relieved that we haven’t added to the economic difficulties of our state. Our tradition of careful and frugal financial management has proven itself during this past year as other cities around us weathered the tough times with layoffs, furloughs and program cuts.

A major development in Lakewood in 2010 was the implementation of our new recycling and trash collection system. EDCO trash trucks began emptying blue recycling carts and taking the mixed recyclables to a “materials recovery facility.” There, recyclables were pulled out and saved from going to landfills. Lakewood residents are responding well to the new system, with 88% of Lakewood residents giving it positive ratings in the recent opinion survey. I extend my thanks to Lakewood residents for cooperating with your city to make this new system work for everyone.

thefts from vehicles down 34%, and thefts of autos down 22%.

The city’s traffic enforcement and roadside speed monitors saw real results with accidents dropping by over 7%. And while some nearby cities had to cut back on crossing guards, Lakewood’s 30 crossing guards and school safety program remained strong in the cause of protecting our city’s youngest residents.

Business activity is showing signs of recovery in Lakewood.

A new Nordstrom Rack opened in October and is doing very well. The popular Henry’s Market chain is continuing to build a new store set to open early next year at Carson St. and Woodruff Ave. And, WinCo Foods is beginning plans to open a large supermarket at South St. and Downey Ave. Shopping in Lakewood got better in 2010, with more commerce and more jobs coming in 2011.

So, there was plenty of positive news in Lakewood in 2010. But I know we’ll all be hoping for better economic results nationwide in 2011 so that more people can regain jobs and we can really start putting this recession behind us. That will be one of my biggest New Year’s wishes.

Afterschool Activity Zone begins in January Lakewood parks offer afterschool activities beginning the week of January 3. Fun activities include cooking, crafts, and sports instruction. Students will have a variety of activities to participate in while parents can be assured that their children are properly supervised in a safe and creative environment.

Each Lakewood park has its own schedule of programs and activities. Program schedules can be picked up at Lakewood city hall and all parks.

Supervision at all city parks beginning on January 3 will be: • Monday to Friday: 3pm to 5pm.

• Saturdays: 9am to 5pm • Sundays and holidays: 12noon to 5pm.

Parks are open additional hours for scheduled programs and permits. Call your local park for more information regarding supervision hours and the Activity ZONE program.

Spring recreation catalogs are ‘in the mail’ A new season of recreation programs is highlighted in the new Lakewood recreation catalog coming to homes with the New Year. The new Lakewood catalog lists over 600 programs and classes planned for February through midJune and includes many new adult classes.

New offerings include: Beginning Pilates Workshop, Kickboxing, Aerobic Tennis, Cooking Chicken Cordon Bleu and Slow Cookin’, Drums for Fun, and a trip to the Grammy Museum and the Old Town Music Hall.

New children’s classes include: Conversational Spanish, Junior Chefs, Reader’s Theater and Round Table Readers and Kenpo Karate.

Registration Resident mail-in registration and online registration starts when catalogs go out in the mail. General registration, including phone-in and walk-in registration, begins Tuesday, January 18 at 7:30am.

• If you paid for childcare in 2010, you may be eligible for the Child and Dependent Care Credit. The Retirement Savings Contributions Credit is worth up to $1,000 for taxpayers born before Jan. 2, 1992 ($2,000 for joint filers). The nonrefundable credit is a percentage of the qualifying contribution amount minus distribution amounts, with the highest rates given to lower incomes.

• If you spent money looking for a job in the same field during 2010, you may qualify for a miscellaneous deduction. Employment agency fees, resume printing and postage costs and travel to and from the area (if the travel was primarily to look for a new job) are eligible. You aren’t eligible if you’re looking for your first job or there was substantial time between the end of your last job and the time you looked for a new one.

Marisa K. Perez to run for Lakewood City Council

Environmental policy advisor Marisa Perez files her Declaration of Intent to become a candidate for Lakewood City Council.

“I have over 14 years of experience working on behalf of taxpayers in areas that impact our daily lives transportation, health care, education, and air quality. I have experience developing budgets and am committed to balancing residents’ needs with fiscal responsibility,” says Perez on why she is filing today to become a candidate for Lakewood City Council.

Ms. Perez’ top priorities as a candidate include public safety, community improvement, and jobs. “My years of work advocating for better resources, and my relationships with county and state leaders, will ensure that I can implement improvements for Lakewood residents,” added Perez.

“As a homeowner and parent raising my children in Lakewood, I plan to focus on building on existing accomplishments and improving areas vital to

raising a family in a healthy community,” says Perez.

Perez currently serves as a policy advisor to a South Coast Air Quality Management District Governing Board Member. She is a former director of transportation for the Mayor’s Office in the City of Los Angeles, and policy manager for the Los Angeles Area Chamber of Commerce.

She is also a former White House advisor. She holds a Masters degree in Public Policy from the University of Southern California.

Incumbent Mayor Joe Esquivel is not seeking reelection.

Perez lives in Lakewood with her husband Rudy and their three young children Rudy III, David and Vanessa.

What is a hip replacement surgery?

Hip replacement, also called arthroplasty, is a surgical procedure to replace a damaged hip with a prosthesis (an artificial joint). This surgery may be considered following a hip fracture (breaking of the bone) or for someone who has severe arthritis.

Various types of arthritis may affect the hip joint. Osteoarthritis, a degenerative joint disease that affects mostly middle-aged and older adults, may cause the breakdown of joint cartilage and adjacent bone in the hips.

Rheumatoid arthritis, which causes inflammation of the synovial membrane and results in excessive synovial fluid, may lead to pain and stiffness. Traumatic arthritis, arthritis due to injury, may cause damage to the articular cartilage of the hip.

The goal of hip replacement surgery is to replace the parts of the hip joint that have been damaged and to relieve hip pain that cannot be controlled by other treatments.

What happens if I elect not to get the surgery?

Hip replacement surgery is a treatment for pain and disability in the hip. The most common condition that results in the need for hip replacement surgery is osteoarthritis.

Osteoarthritis is characterized by the loss of joint cartilage in the hip. Damage to the cartilage and bones limits movement and may cause pain. Persons with severe degenerative joint disease may be unable to do normal activities that involve bending at the hip, such as walking or sitting, because they are painful.

Other forms of arthritis, such as rheumatoid arthritis and arthritis that results from a hip injury, can also lead to degeneration of the hip joint.

Also, hip replacement is one method of treating a hip fracture.

A fracture is a traumatic event that may result from a fall. Pain from a fracture is severe and walking or even moving the leg is difficult.

What are the risks of the Procedure?

As with any surgical procedure, complications can occur. Some possible complications may include, but are not limited to, the following: • bleeding • infection • blood clots in the legs or lungs • dislocation • need for revision or additional hip surgery • nerve injury resulting in weakness or numbness After the Procedure In the hospital: After the surgery you will be taken to the recovery room for observation. Once your blood pressure, pulse, and breathing are stable and you are alert, you will be taken to your hospital room.

Hip replacement surgery usually requires an in-hospital stay of several days.

What can I expect during the recovery time?

It is important to begin moving the new joint after surgery. A physical therapist will meet with you soon after your surgery and plan an exercise program for you. Your pain will be controlled with medication so that you can participate in the exercise. You will be given an exercise plan to follow both in the hospital and after discharge.

You will be discharged home or to a rehabilitation center.

In either case, your physician will arrange for continuation of physical therapy until you regain muscle strength and good range of motion.

Some even provide pickup service. There are numerous local shelters, non-profit organizations, repair shops, thrift stores, consignment and second-hand stores that may be willing to take unwanted household items, such as furniture, appliances, linens, clothing, decorative items and equipment.

Keep this in mind if your home becomes awash with clutter. This is a convenient way to dispose of unwanted bulky items without adding to the city’s refuse total.

If donating an item won’t work, Lakewood residents are always welcome to call the city’s trash collection contractor at 562-531-3054 for Dial-A-Dump service prior to 3:30pm, one day in advance of your regular trash collection day. Dial-A-Dump should be used for large items that can’t be accommodated using your regular trash cart.

E-waste should not be put in your regular trash. It can be dealt with through Dial-A-Dump or the many regional hazardous and e-waste collection events.

Pathways Volunteer Hospice recently celebrated their 25th Anniversary Gala, the celebration was held at the Los Angeles County Fire Museum in Bellflower. Volunteers, supporters and local dignitaries gathered to commemorate the many years of supportive care offered by the Lakewood-based non-profit.

Free emergency response team training

Lakewood resident’s receive CERT disaster response training.

Over three Saturdays in January, Lakewood residents have a chance to train with the Community Emergency Response Team (CERT) program at the Weingart Senior Center. Surviving a disaster and being able to help the community during its aftermath is what the 21 hours of “CERT” is all about.

The CERT program provides expert instruction and hands-on training. It is taught by FEMA certified instructors in conjunction with Los Angeles County Fire and Sheriff’s Department personnel. It educates residents about disaster preparedness and disaster response skills for dealing with serious crisis situations.

Classes include lecture and handson exercises. Topics include light search and rescue, triage, fire safety, team organization, disaster medical operations and orientation about working with public safety personnel during a major crisis.

The program is part of the Lakewood’s “Survive for 7” efforts at www.lakewoodcity.org/7days. Their goal is to help residents become more self-reliant and better prepared for the aftermath of a serious emergency like a major earthquake.

Trained CERT members will be much better prepared to assist their family members and neighborhoods following an event when professional first-responders are not immediately available to help.

Training outline: • Disaster Preparedness • Disaster Fire Suppression • Disaster Media Operation I • Disaster Medical Operations II • Light Search And Rescue Operations • Disaster Psychology And Organization • Terrorism • Course Review and Simulation During each session participants are required to wear closed toed shoes and long pants (for safety purposes).

The course will be held on three consecutive Saturdays (January 15, 22 and 29) from 9:00 a.m. to 4:30 p.m.

You must attend all three sessions to receive your CERT certification.

Participants must be at least 18 years old.

The Lakewood Sheriff’s 5K/10K Community Run returns and sheriff’s deputies, recreational runners, families and kids will gather at the starting line in front of the Lakewood Sheriff’s Station to run the event’s 5K/10K course for time, or do the 1-mile “Family Fun Run� or a 5K walk.

All participants will be directly supporting Soroptimist International of Lakewood/Long Beach and Lakewood Sheriff’s Station charity efforts while they pursue their personal best in the 5K/10K for time, or run or walk for fun in this familyfriendly event.

Lakewood’s tree-lined residential streets provide the backdrop. The flat, “runner friendly� course is “fast� for practiced runners and comfortable for fitness fans and family members.

For participants and spectators the day includes a fitness expo and displays of public safety equipment and programs. There is also live entertainment and special giveaways from Lakewoodarea businesses.

The pickups are intended to deal with the overflow of Christmas wrapping and boxes that follow holiday giving.

Residents should continue to use their existing carts. But, for this special two-week pickup period, holiday-related trash that will not fit in normal trash carts should be bagged using standard garbage bags and left two feet from the carts. Up to 10 standard size trash bags are allowed.

Fix-Up, Paint-Up help for low-income homeowners

Lakewood homeowners of modest means can get help from city hall to make their home more comfortable, safe and attractive. Grants and no-interest loans are available from the city for $3,000 to $18,000 to repaint exteriors, repeat windows, doors, roofs and retrofit interiors.

The programs use restricted housing funds pursuant to federal and state rules and can only be made available to low and moderate income families.

Household income limits range from $46,400 for a oneperson household to $76,850 for a family of six.

The Single Family Residential Rehabilitation Loan Program helps homeowners afford bigger ticket projects like the replacement of a roof or replacing old windows and sliding glass doors with dual-pane, energy efficient windows.

Other projects have included water heater replacements or conversion to energy efficient tank or tankless water systems, kitchen and bathroom upgrades, and electrical system repairs.
