We are appealing for help to find a 15-year-old girl from Manchester who may be in Lancashire. Kelis Ann Nicholson was last seen at an address on Northampton Road in Middleton, Manchester at around 6pm on Sunday 15 November, however it is believed she may be in the Morecambe or Lancaster areas as she has links to those places. She is described as white, 5ft 2ins, slim build with shoulder length hair which she recently dyed from light brown to black. She was last seen wearing a grey Adidas hoody, grey tracksuit bottoms and a black bracelet with the initial ‘K’ attached to it. Seal pup born at
South Walney Nature Reserve for first time
The first ever grey seal pup born at South Walney Nature Reserve, Walney Island, has been discovered by staff from Cumbria Wildlife Trust. Despite seals using the protected beaches to haul out and rest at Cumbria Wildlife Trust’s South Walney Nature Reserve for decades, there has never before been a seal pup recorded on the island. Sally Tapp, one of the two Marine Trainees who discovered the seal pup whilst conducting a seal survey, says: “This is an incredibly exciting and unusual sight as the colony at South Walney Nature Reserve has previously been thought to be a non-breeding colony. Usually, the seals found here are older bulls no longer able to control a harem on the breeding beaches and younger, sexually immature males and females, so this is a wonderfully encouraging sight showing that seals are thriving on Walney Island.” “The pup was approximately three to four days old when we first spotted it. The mother is likely to be an inexperienced, first-time Mum who regularly uses the beaches at South Walney as a haul-out site and has come back to pup here. Unlike harbour seal pups, grey seal pups are born with thick white fur and are not able to swim very well at first. Therefore, the pup was almost certainly born on the island.” During the 1970s and 80s seals were seen only singly around Walney Island and gradually over time their numbers have increased with up to 100 individuals now on and around the island at certain times of the year. The mother will stay with the pup for only a short time, feeding it with fatrich milk, until it is weaned and then she will leave both the pup and the area. During this time, the pup will gradually moult its thick white fur revealing its adult coat with its own individual markings. After weaning, the pup may remain on the island for up to another few weeks or so
before it is ready to head out to sea to forage for itself. Grey seals have an annual, synchronous breeding cycle and females give birth in the autumn to a single pup at the same time each year. They usually return to their own place of birth to breed year on year in the same location. Towards the end of the weaning period the seals will mate again. Miss Tapp explains: “This is extremely exciting as this female may now choose to come back here to pup again next year and if the pup is a female, she too may pup here in the future. We could well be seeing the establishment of a breeding colony on South Walney.” Seal surveys have been carried out for five years, every two weeks between September and March, by Trainees from Cumbria Wildlife Trust’s Marine and Coastal Heritage Programme, funded by Heritage Lottery Fund. The survey aims to continually monitor the seal population structure in the area from year to year and the results are reported on by one of the Marine Trainees as part of their training to gain nature conservation skills. The trainees undertake a variety of onthe-job training and taught courses,
gaining experience in organising and delivering events and training to for scientific surveys and writing reports. The project aims to provide people with the skills to pursue a career in marine heritage – a specialised area of the environmental sector. The behaviours displayed by the seals at South Walney Nature Reserve are also monitored to gain understanding about the percentage of time that seals spend exhibiting different types of behaviour and how this is affected by human disturbance such as boating and recreational use of the sea surrounding Walney Island. The findings from the survey help to create management plans for the nature reserve. Due to the young age of the seal, it is incredibly vulnerable to disturbance, which would cause the mother to abandon it and the pup to starve. For this reason, there is strictly no access to the area of the nature reserve where the seal pup is, and so it is not possible to view the pup at South Walney Nature Reserve. However, the rest of the seals can be seen playing in the water at high tide, along with thousands of wintering wildfowl and wader birds, from hides elsewhere on the nature reserve.

WePROTECT Children Online
The Child Abuse Image Database (CAID), launched by the Prime Minister and Home Secretary last December during the WePROTECT Children Online Summit in London, is transforming the way police forces
and the National Crime Agency (NCA) tackle online child sexual exploitation (CSE). Previously, a case with 10,000 images could typically take up to 3 days. Now, after matching images against
CAID, a case like this can be reviewed in an hour, shifting the balance from reviewing images to identifying victims. In the first six months of this year alone, UK authorities identified over 185 victims of this abuse –
already more than for the whole of any previous year. CAID initially involved 7 police forces and over the last 12 months has been rolled out to all UK forces and the NCA.
Home Secretary Theresa May said: Online child sexual exploitation is a complex crime and we must be innovative in the way we target these devious offenders who use the internet to prey on innocent children. The fact that every UK police force has now signed up to the Child Abuse Image Database means more victims are now being identified than ever before; investigations are faster and more effective. However, this fight cannot be won by the UK alone. It is a global crime and through WePROTECT; governments, NGOs, industry and law enforcement agencies are securing a safer future for children around the world. At today’s WePROTECT summit in Abu Dhabi, Minister for Internet Safety and Security Baroness Joanna Shields said: Child sexual abuse and exploitation is a global crime that requires a global response. This is why in the UK, we are making sure our agencies have the technology, powers and capabilities they need to tackle the perpetrators of this horrendous crime, and to identify and protect the victims of sexual abuse. The Child Abuse Image Database has underpinned work to deliver real improvements in how we tackle online
child sexual exploitation, including taking less time to review images and allowing more time and resource to identify and protect victims. At the first WePROTECT summit in 2014 the Internet Watch Foundation (IWF) committed to working with technology companies to share hashes – digital ‘fingerprints’ – of indecent images of children. Since then, almost 19,000 of these hashes – all of which originated from CAID – have been assessed by the IWF and shared with 5 major global technology companies, to enable the removal, and prevent the sharing, of potentially hundreds of thousands of images from their platforms and services. Industry have committed to build on this by continuing to work with UK law enforcement agencies and the IWF. At this year’s WePROTECT summit countries will be committing to develop their own national responses to eliminate online CSE. There will also be an international pledge by countries, companies and civil society organisations to work together to coordinate sharing the digital ‘fingerprints’ of child abuse images globally. The Prime Minister will be holding international discussions next year to take this forward.

Home Secretary Chairs COBR
Meeting on Paris Attacks
The Home Secretary chaired COBR meeting last week where she was updated on the situation in Paris and the UK’s response following the terrorist attacks. The intelligence agencies and the UK Ambassador to Paris updated her that there are now over 130 confirmed dead – including one British national – with over 350 more injured. As the situation continues to unfold, we are working closely with the French authorities, through our security and intelligence agencies, police and Border Force and our embassy in Paris. The UK Ambassador visited the site near the Bataclan theatre earlier today to pay his respects to the victims The Foreign and Commonwealth Office sent a rapid response team to Paris immediately following the attacks and the consular team in Paris and the UK continue to provide family support, including through family liaison officers. Work is ongoing to identify those killed and injured, including any British nationals, and we are liaising closely with France on this Ministers discussed the ongoing support that would be available to people returning from Paris who were affected by the attacks. They also discussed our continued offer of support to the French authorities as they carry out their investigation, and the collaboration between France and the UK to reinforce borders while ensuring there are minimal delays to travellers A Number 10 spokesperson said: “The safety and security of UK citizens remains paramount and the meeting discussed the operational response measures being put in place by the police, such as additional patrols and policing at the borde” “The Secretary of State for Communities and Local Government and the Counter-Extremism Minister informed the Home Secretary of the work they had been doing to reassure community leaders, including in the Muslim and Jewish communities, that we stand united at this difficult time. Finally they discussed the minute’s silence which will be observed at 11am tomorrow across Europe and which we encourage people to join in marking as a signal of solidarity with the French.”

The brand new £15 million Oldham Leisure Centre
is complete and is now open to the public
Local residents and visitors will soon be able to take their first look inside the borough’s flagship sports and leisure venue which will offer better facilities than ever before – helping to put the town on the national sporting map and ensure an Olympic legacy lives on. Oldham Council, Oldham Community Leisure (OCL), Willmott Dixon and partners came together on site today (Monday, November 16) to celebrate the facility’s completion. Oldham will now be able to hold regional and televised competitions like never before with these enhanced facilities; which includes a 25-metre, eight-lane swimming pool of countylevel standard, an 80 station gym, two dance studios, a bespoke spinning studio, eight court sports hall with seating for over 500 spectators, an indoor bowls arena, café and ample free car parking. The new centre also has Inclusive Fitness Initiative (IFI) accreditation – which means it can cater for the needs of disabled and non-disabled people. Construction of the building was achieved on schedule and comes a month after the nearby £8 million Royton Sports Centre opened its doors – completing a new and fresh, local, leisure estate the public can be proud of. The current Oldham Sports Centre will close tomorrow for the final time – with the site included in plans for further town centre regeneration. Glodwick Pool will also close on the same day. Today, Councillor Jean Stretton (Oldham Council Deputy Leader) took part in an exclusive tour of the centre, alongside Stuart Lockwood (OCL Chief Executive), Anthony Dillon (Willmott Dixon’s Northern Managing
Director) and other representatives. Councillor Stretton said: “This is a fantastic moment for Oldham as this amazing facility is a key element in the town’s transformation. “Oldham Leisure Centre will not only serve as a first-class facility for residents and visitors but it will be an important community and social venue – and one that will have the correct specifications to attract major regional and national competitions in some sports. “We made a commitment following the London Olympics that we would provide facilities that would improve the health and wellbeing of our residents. We also pledged that the new facilities would create local jobs and a large number of residents and local firms have been involved in their construction. “It has been a huge team effort to reach this milestone and I’d like to congratulate all that have been involved in creating this stunning centre.” Mr Lockwood said: “Our team, in partnership with Oldham Council, has worked extremely hard over the last few years to bring this monumental project to life, and it’s
very rewarding to see the first class facility complete. “I’d like to thank the support of our current members who use the Oldham and Glodwick facilities. We hope new members will be enticed by this new and improved offer.” Anthony Dillon, Willmott Dixon's Northern managing director, said: “I am delighted to see the opening of our second leisure centre with Oldham Council. Guest judges for 2016 include Pam Corbin, Dan Lepard and Ivan Day. The overall winners of the competition get their marmalade sold at the iconic grocer, Fortnum & Mason in London. Their recipe will be carefully reproduced and sold on those revered shelves with a percentage of profits going to charity. Last year a record 2,700 jars of the golden preserve were submitted from around the globe. Marmalade winged its way to Marmalade HQ in Cumbria from as far afield as India, New York and Japan, as well as from a little closer to home including the Highlands to London. Organiser Jane Hasell-McCosh said: “Marmalade is part of the UK’s rich food heritage and the awards now in their 11th year celebrate that in all its glory. With the addition of several new Homemade categories and the introduction of the new Chef’s categories I’m delighted to say that signs are promising for another very busy competition, with entries arriving already!’’ If you enter the awards, you are also helping to
raise vital funds for three worthwhile charities; Hospice at Home, Marie Curie Cancer Care and Action Medical Research for children. ALL amateur entry fees go directly to each of these charities. Since the contest was launched ten years ago, over £150,000 has been raised; let’s make this a bumper year! Big names supporting the event, include Mackays, the last remaining family-owned marmalade producer in Scotland, are supporting both the ‘Seville’ and ‘World’ categories. The world-famous markets
brought to you by Manchester City Council – will feature nearly 350 stalls spanning 10 distinctive market sites, transforming the city centre in to a festive wonderland from Saturday, 14 November until Monday, 21 December The Albert Square site will close Tuesday, 22 December. The transformation of the city centre, in particular Metrolink’s Second City Crossing through Cross Street, will reach partial completion during the opening weeks of the Christmas Market, allowing the Exchange Square, Corn Exchange and Cathedral Gardens sites to expand on last year’s offering. Exchange Square will return to full capacity with a brand new, two storey indoor beer house accompanying The Mill – a new bar area complete with huge smoking chimney as the centrepiece to the site, celebrating the industrial heritage of Manchester. Cathedral Gardens, one of the major additions to the Christmas Markets in 2014, will return as the dedicated family area in 2015, offering a traditional fun fair and entertainment, offering a more child friendly atmosphere for young visitors wishing to experience the magic of Manchester’s Christmas Markets. The success of Market Street – which was also new to the Christmas Markets only last year – will mean the site will be expanded with even more chalets offering top gift ideas after local retailers reported a boost to footfall and sales figures during the market season. The Corn Exchange will re-emerge as a market site now development work to refurbish the Exchange building in to a major food destination has been completed. Launched in 1999,
the Manchester Christmas Markets was the first festive market in the UK growing from only a single site in St Ann’s Square in 1999 – each completely free to visitors. Attracting traders from across the globe, the Christmas Market offers a huge range of foodie produce from the traditional favourites, such as Bratwurst, hog roast, crepes or macaroons to the more adventurous delights from across the world, such as Paella, Flammkuchen or British gourmet pie. Cllr Pat Karney, Manchester’s Christmas spokesperson, said: "Manchester is Santa’s favourite city and that’s because we have the biggest and best Christmas Markets. Nowhere does the festive season like we do, and now the markets are open the celebrations can really start. "The city centre takes on a completely new character at this time of year. Refurbished Medieval Banquet Hall to host Christmas Market
Visitors to this December’s traditional Christmas Market at Askham Hall will be among the first to take a sneak peek at the grade I hideaway’s newly refurbished medieval ‘banquet hall’ – which has never been seen by the public before. Dating back to the 1500s, it still has many original features intact, including a large medieval fireplace and traditional low hanging beams. More recently it was used by the Lowther family as a games room, but
has just undergone a makeover for special events and celebrations. The revamped banquet hall will be just one of the locations at Askham Hall & Gardens to come alive with the sights and sounds of a traditional Christmas Market on Sunday 6 December 2015 (11am-4pm). Around 45 stalls will be taking residence in the grounds near Penrith, selling an array of festive produce, crafts and giftware from local Cumbrian businesses and suppliers.
Askham Hall Café will be also open for traditional winter warmers including mulled wine and mince pies throughout the day. Meanwhile, Father Christmas will be on hand to meet the children in his special Christmas Grotto, with all proceeds going to selected local charities. This is the seventeenth year for our Dickensian Christmas Festival, one of the most popular Dickensian Festival events in the country. It attracts thousands of people but it's not too
packed for visitors and local people to wander around and have a fabulous time and savour the wonderful atmosphere of a traditional market town in the Dickensian era.
As a community event, we rely heavily on local people and as a result we often cannot firm up our exact programme until just before the event itself as we are subject to many last minute changes. As well as Ulverston's fantastic specialist shops, great pubs and cafes, cobbled streets and great atmosphere, there is a huge variety of free entertainment, free events for children , costume competitions, balloon modelling, horse drawn carriages, music, dancing. And its all FREE! Plus a wonderful traditional fairground, complete with Helter Skelter, and lots of music from Folk to Brass Bands. There is also a fabulous Christmas market, with lots of unusual gifts and festive food. Plenty of opportunity for Christmas Shopping in a great atmosphere. Plus lots of places for food and drink and a sit down. Gap in end of life planning
new study reveals 30 million UK adults without a will
• 60% of UK adults don’t have a will • 1 in 4 of those with wills left it until after age 55 to write one • 91% of people don’t have a funeral plan Almost two thirds, (60 percent) of UK adults do not have a will and could be at risk of losing control over their estate if they die, according to a joint study released today by The Cooperative Funeralcare and The Cooperative Legal Services. When looking in more details at those who made a will, the research shows the average age they first wrote their will was 42. However the figures also highlight that 1 in 4 left it until after the age of 55, to write their first will. The findings reveal the most common triggers that prompt people to think about a will with the most common reason being reaching a milestone
age (26%). Having a child (19%), the death of relative (17%) and purchasing of a property (16%) are also some of the most cited reasons. Despite the fact that life events such as marriage, divorce and the death of a spouse can significantly impact the effectiveness of a will, the majority of those with a will (55%) have never updated their wishes. Almost a third of people (29%) admitting they simply just haven’t got round to it The main events which have promoted people into updating their will include the arrival of children and grandchildren, the reaching of a certain age, and the death of a relative Most common triggers for will updates: 1. Arrival of grandchildren 19% 2. Reach a milestone age 18% 3. Birth of a child 15% 4. Death of a relative 13%

Got married for first time 5% James Antoniou, Head of Wills, for The Co-operative Legal Services comments: “The research shows a worrying gap in end of life planning, potentially leaving millions of relatives and families facing additional stress and confusion whilst grieving for the loss of a loved one. “With over 30 million people in the UK yet to write a will, the research suggests that we’re a nation who tend to bury our heads in the sand when it comes to end of life planning." “In order to ensure that people’s wishes are clear about who they want
to benefit from their estate, it is crucial they take the right advice and put an effective will in place." “It’s also worrying that over half of people who have wills have never updated them. Depending on the way a will has been drafted, a marriage, a divorce or the death of a spouse can make the will ineffective.” The findings also reveals that 91 per cent of adults do not have a funeral
plan in place. Whilst perhaps not surprising that younger people have not yet considered this, the research highlights that over four fifths (83%) of over 65 year-olds are yet to make any plans for their funeral. David Collingwood, Director of Operations for The Co-operative Funeralcare comments: “In our experience many people find opening up and talking to their loved
ones about death extremely difficult." Right To buy Taking off!
Thousands of households across the country are signing up their interest for the Right to Buy, according to latest government figures. Communities Secretary Greg Clark says this shows the huge interest in the initiative, which allows families in social housing the Right to Buy their property with more than 5,000 coming forward in the first month. The Government is delivering on its commitment to extend the Right to Buy to 1.3 million housing association tenants, giving them the same home ownership opportunities as council tenants, with every property sold replaced with an additional new affordable home. Meanwhile, a new radio advertising campaign will be launched with TV property expert, Phil Spencer, setting out how working people can open the door to home ownership through a range of government home-buying schemes. Now the Department for Communities and Local Government has revealed that 5,200 housing association tenants have registered their interest in the Right to Buy online. It means nearly 170 people are signing up every day. Communities Secretary Greg Clark said: Social housing tenants share the same hopes and dreams as everyone else. They live in the same towns, their children go to the same schools, they have the same ambitions for themselves and their families. They should be given the same opportunity, if they aspire to own their home. That is why we are extending Right to Buy to housing association tenants so they can have security of home ownership for themselves and their families. Thousands of tenants are registering every week showing
the level of interest for the dream of home ownership. Housing Minister Brandon Lewis said: We want as many people as possible to enjoy the security and stability of owning their own home. This One Nation Government will do everything it can to help people buy a place of their own. There has already been huge interest in our Right to Buy extension, which forms part of our commitment to hard working people and transform Generation Rent into Generation Buy. An historic agreement has been reached with the National Housing Federation to extend Right to Buy that will give 1.3 million families the chance to become homeowners as early as next year. According to the British Social Attitudes Survey, 86% of people aspire to own their own home. And in a clear signal that the government is continuing to support all aspiring homeowners, the Help to Buy: ISA will be launched on 1 December, allowing first-time buyers to boost their savings by 25%. The figures have been released as the government
launches a new radio advertising campaign that will start with regional adverts promoting the Right to Buy. This will be followed by a national advert featuring TV property expert Phil Spencer, and a series of online videos including ‘how to’ programmes, giving simple tips to potential home buyers. The national campaign for home ownership, launched last month, uses the creative approach of opening doors in both images and words with the strapline ‘open the door to owning your own home’. It promotes the range of government schemes available including Help to Buy, Right to Buy and the new Help to Buy ISA available from 1 December. The Help to Buy ISA will allow aspiring first-time buyers to boost their savings for a deposit on a house by 25% with the government putting in £50 for every £200 saved, up to a maximum of £3,000. The event will be staged at the Royal Albert Hall on the night of Saturday 5 December as part of Champions Tennis.
Murray, who will try to help Great Britain win a first Davis Cup in 79 years next week, will return to London to take on an all-star field of past and present tennis champions at Tie Break Tens the following weekend. World No7 David Ferrer, former world No4 Tim Henman, and rising Briton Kyle Edmund will join Murray in a six-man field. The final places will be taken by a qualifier from the Champions Tennis tournament at the Royal Albert Hall, and one still-to-be-announced player. Each of the ten matches at Tie Break Tens will be contested over a first-to-ten-point tie-break. The six-man field will be drawn into two groups of three players, using a round-robin format. The top two players in each group will go through to the semi-finals, with the winner taking away a cheque for $250,000. Murray said: “It’s nice for me to be able to play one more time in Britain before the end of the year, and this is a really interesting format which should be a lot of fun for everyone involved. “Tie-breaks are always exciting, so to have a whole night of them is going to be great. Plus, the Royal Albert Hall is an iconic venue, and I’m looking forward to playing there for the first time.”

The BBC takes a look at Europe’s
fastest-growing female sport in a new documentary, Roller Derby: Skate Fast, Hit Hard – a programme bespoke for BBC iPlayer, available to view from today.
It follows two skaters, Kiki Kapow and Barbarsim, as their teams, Rainy City Roller Girls and the North Cheshire Victory Rollers, prepare to play each other for the first time at Europe’s only dedicated skate venue, the Thunderdome in Oldham. The 20-minute documentary looks at the sport, the training and the determination involved - featuring a diverse mix of people who get involved in inclusive grass-roots sports and see Roller Derby played at its highest level. Director Helen Richmond says: “I feel really passionate about equality, empowerment and people having their voices heard, and I found this within the Roller Derby community. It’s a unique sport for many reasons but
especially for being female-driven and -dominated. It continues to mature and grow as a sport and I wanted everyone to see how amazing the people are who play it.” Roller Derby is a full-contact team sport played on quad roller skates. The UK’s first Roller Derby league started in London, England, in 2006 and nine years later there are now over 100 leagues and it is still growing. Roller Derby: Skate Fast, Hit Hard is interlaced with fascinating history of the sport which include alter-ego player names, costumes and face-paints.
