Two cannabis farms discovered

in Speke, Liverpool

Merseyside Police can confirm that two cannabis farms were discovered in Speke on Friday morning, 6 October 2017. Officers executed drug warrants at two addresses in Damwood Road and East Damwood Road. 99 plants were seized with an estimated annual yield of around £400,000. The scene has been secured and police remain in attendance. Local Policing Inspector Andy Wignall said: “We have seized cannabis plants this morning which would have been bound for sale on the streets of Merseyside and further afield. Our officers have shut down two cannabis farms the proceeds of which would have lined the pockets of criminals. “The results showed what could be achieved when the public share information with the police about drugs in their communities. "Cannabis farms are often wired very dangerously and they can cause house fires. I am confident our communities know where they are, criminals who set up these farms cause considerable misery for hardworking people who just want to earn an honest living.”

Some of the signs that cannabis is being grown are: • Strange smells and sounds • Frequent and varied visitors to a property, often at unusual times • Gardening equipment being taken into a property, such as plant pots,

fertiliser, fans and industrial lighting • Windows are sealed and covered or the curtains are permanently closed • Heat from an adjoining property • Birds gathering on a roof in cold weather • Individually these activities may

seem commonplace, however, together may indicate something more sinister Anyone with any information can call police on 101, or Crimestoppers, anonymously, on 0800 555 111.

Conman jailed for car clocking

A conman from Knowsley has been jailed for clocking nearly 11 million miles on more than 130 vehicles before selling them on for huge profits. Andrew Lavelle was sentenced at Liverpool Crown Court to 31 months behind bars following a two year investigation by Knowsley Council’s Trading Standards team. At an earlier hearing, the 35 year old from Knowsley Lane in Huyton pleaded guilty to 30 specimen offences under the Fraud Act 2006. Although Lavelle pleaded guilty based on making a profit of £75,000 selling clocked vehicles,

it is thought the actual profit he made was significantly more. The Trading Standards investigation began in 2014 when the buyer of an Audi A4 discovered the vehicle had been clocked and advertised by Knowsley Car Sales – under the name Gallagher’s of Liverpool – as having mileage of 79,201 miles rather than the true mileage of 141,864 miles. Knowsley Trading Standards officers found that Lavelle was the owner and operator of Knowsley Car Sales and had been involved in buying and selling vehicles since 2008 under various trading names, also including Car Switch, Gallagher’s of Liverpool,

Prescot Car Superstore, Prescot Car Centre and Car Co. Knowsley Car Sales was also associated with addresses in Huyton, Prescot and Warrington. The investigation found that of 286 vehicles purchased at auction by Lavelle between 2008 and 2015, 134 were then clocked with a total of 10,731,176 miles before being advertised for sale. Knowsley Council’s Cabinet Member for Neighbourhoods, Cllr Eddie Connor, said: “This successful prosecution is the result of an excellent and thorough two year investigation by our Trading Standards officers. “Clocking vehicles is fraud, pure

and simple. It cheats unsuspecting people into buying vehicles based on false and misleading information and is completely unacceptable. “This prosecution makes clear once again that if any trader commits fraudulent activity in Knowsley, our Trading Standards team will investigate and take whatever steps are necessary to protect customers.”

Youens family attends new nursery opening

as 30 hours childcare is introduced

St Helens Council has partnered up with three local nursery providers to deliver increased nursery capacity across the borough after securing Department for Education funding. The funding, totalling £558,661, could be used to expand or refurbish nurseries to provide extra places, ahead of the new 30 hours childcare scheme for working parents, introduced in September. Portico Nursery Group was among

those successful in securing funding and has used it to refurbish and expand Portico Poppets, Thatto Heath, and launch a new centre on the Mere Grange Business Park with 120 nursery places for under-5s. The family of Violet-Grace Youens, who have close ties with the nursery group, were invited to officially open the new nursery in memory of their daughter. Violet died aged four in March after she was the victim of a hit-and-run while walking home with her nan Angela French, who was also injured in the incident. At the launch event, a plaque was unveiled by Violet’s mother Rebecca, dedicating a huge metal sculpture of a giraffe to her memory. The Mayor and Mayoress of St Helens, Councillor Joe Pearson and wife Sylvia, were also in attendance.

The other nurseries that were successful in securing the funding include Newtown Pre-School, West Park, which has built an additional building, and Rainhill Community Nursery – due to be extended early next year. Councillor Jeanette Banks,

St Helens Council’s Cabinet Member for Children, Families, Young People and Education, said: “While we welcome the new increased funded childcare offer for working parents, it’s of great importance that our nurseries can cope with the increased

demand, and are capable of delivering the same excellent standards. So I’m delighted that we could work with local nursery providers to improve their services, to the benefit of local families.” Any parents interested in securing a free nursery place in St

Helens can find more details on the council’s website. To apply for the 30 hours funded childcare (for 3 and 4 year olds) parents should apply via the Childcare Choices website www. childcarechoices.gov.uk

Young bookworms complete national reading challenge

Over a thousand young bookworms in St Helens have been commended for completing a national reading challenge. Organised by the Reading Agency, this year’s Summer Reading Challenge, titled ‘Animal Agents’ saw a total of 1631 children complete the task by reading six books from their local library over the summer. The Mayor and Mayoress of St Helens, Councillor Joe and Sylvia

Pearson, were on hand at Haydock Library to hand out certificates and medals to the children who completed the challenge, which was delivered with the help of 17 new young volunteers and resulted in 354 young people joining the library service. Those to complete the challenge were automatically entered into a fantastic prize draw that included a VIP experience package to Knowsley Safari and a copy of Mr Stink signed

by the ever popular David Walliams. A ceremony was then held at Chester Lane Library where St Helens Council’s Cabinet Member for Library Services presented the eight lucky winners with their prizes. Speaking afterwards, Councillor Murphy said: “It’s great to see so many young people express an interest in reading by joining their local library and taking part in such a proactive task like the Summer

Reading Challenge. “Reading is such a wonderful gift which should be encouraged from an early age, for it can only have only positive effects on a young person’s development.” If you are aged 12-19 and would like to volunteer at your local library, please contact Service Development Manager Kathryn Boothroyd by calling 01744 677486, or email KathrynBoothroyd@Sthelens. gov.uk To find out what other exciting events are planned in libraries over the coming months, visit www.sthelens. gov.uk/libraries and click the ‘What’s on in libraries’ section – or follow St Helens Libraries Service on social media. LiveWire to offer support

to smokers this October

Children in LiveWire’s crèche being read the Me & My Bear book, which teaches them about the dangers of passive smoking. Smokers in Warrington are being encouraged to quit as part of Stoptober - the national 28-day quitting challenge. Launched in 2012, Stoptober has driven more than one million quit attempts to date and is the biggest mass quit attempt across the country. It is based on research that shows if

you can stop smoking for 28-days, you are five times more likely to stay smoke free for good. During last year’s Stoptober, 148 smokers successfully quit across Warrington. But there is still more work to be done by LiveWire – the provider of the stop smoking service in the town.

13 per cent of residents across the borough are still smoking, which is two per cent lower than the national smoking prevalence. However, the smoking rate among routine and manual workers in the town is as high as 27 per cent. The morality rate linked to smoking is still significantly higher in Warrington

Gritty performance for teenage

and adult audiences at Parr Library

Award-winning Liverpool theatre company 20 Stories High will soon return to libraries with HEADZ, a new series of funny, gritty and heartfelt monologues about the everyday lives of some extraordinary young people. The event features as part of the new season of the nationally-renowned arts-in-libraries programme Cultural Hubs, which is funded by National Lottery money distributed through Arts Council England. Covering October to December, the new season has been curated to offer something for everyone, with a mixture of small theatre productions, music and comedy performances, arts exhibitions, and creative craft events

to promote wellbeing – all adapted in imaginative ways for unique library spaces across St Helens. HEADZ has been created by young people for young people, using real and relatable experiences – great for teens and adults. Young people also perform the themed monologues, which explore everything from drug misuse and gender equality, to homelessness and family dynamics. Councillor Sue Murphy, Cabinet Member for Leisure Services and Libraries, said: “HEADZ is another fantastic example of the unique events available in our libraries. Cultural Hubs continues to challenge the way many people view libraries, in that

they aren’t solely places for books and quiet, but lively and eclectic spaces in which to engage with new and exciting cultural experiences.” The show is at Parr Library, Tuesday 10 October, 7pm. It lasts for two hours and is appropriate for teenagers aged 13 and above, and adults. Tickets are available on a ‘pay what you want’ basis online or in any St Helens library. For full details of this events and many more, find the new programme brochure online or pick up a copy in any local library. than it is nationally. There were 318 deaths between 2013-2015 linked to smoking - 35 more than the national average. During the month-long Stoptober campaign, LiveWire’s Stop Smoking Team will be visiting a number of venues across the town, including community centres and medical centres, to offer face-to-face support to people wanting to quit. They will also be working with the crèche at Orford Jubilee Neighbourhood Hub to teach children and parents about dangers of passive smoking, through the Me & My Bear story book from the Roy Castle Lung Cancer Foundation. And Stop Smoking Advisors will be providing support on social media, through ‘live chats’ via partners’ social media accounts, including Warrington Borough Council, Bridgewater Community Healthcare NHS Foundation Trust and Warrington CCG. LiveWire’s Stop Smoking service provides free, expert support and guidance and helps people quit using a range of different methods, including nicotine replacement therapy, Champix or Zyban. They also now support smokers using non-licenced electronic delivery systems, commonly known as e-cigs. Ruth Armstrong, stop smoking advisor at LiveWire, said: “We are seeing a lot more people using electronic devices as a method to stop smoking, but they may not be

getting the right support. “There could be side-effects from getting too much nicotine, including headaches and nausea, but we can now support people even if they are using e-cigarettes. “I would strongly advise anyone using an electronic cigarette as a method to quit to come in, chat to us and get the correct support to be successful in their quitting attempt.” LiveWire and Wa r r i n g t o n Borough Council, who commission the service, have welcomed the return of the Stoptober campaign and are encouraging local smokers to join the thousands of people making a change this October for a healthier and wealthier future. Cllr Maureen McLaughlin, executive board member for public health and wellbeing, added: “Giving up smoking is one of the best things you can

do for your health, but we know how difficult quitting can be. “Stoptober is a great time to really commit to taking that step, with a range of free advice and support on offer to help you say goodbye to cigarettes for good. So if you’ve been thinking about making smoking a thing of the past, now’s the time to take action.”

Kids should be having fun – not flu!

Free nasal spray flu vaccinations are now being offered to children aged two and three in Warrington. Parents are being urged to protect their children from flu this winter by taking them to their GP practice to receive the free nasal spray vaccination. Flu can be serious for young children and the vaccine helps protect children against flu and other serious illnesses such as bronchitis and pneumonia. If you have a child aged two or three you will be contacted directly by your GP practice to arrange an appointment. Children in reception class and schools years 1 to 4 will also receive the free nasal spray vaccination in school.

Cllr Maureen McLaughlin, executive board member for public health and wellbeing, said: “Flu can be a very unpleasant illness, especially for children as they can develop more serious complications. We want to protect our children and communities as much as we can so it’s really important that we take steps now to avoid the spread of flu over the winter months. “We are advising that parents who have children aged two and three to respond to the invite from their GP practice and get the vaccination done as early as possible. For young children, the nasal spray vaccine is a quick, painless and effective way to be protected without the need for

injections. It’s really not worth putting yourself or your family at risk.” Dr Dan Bunstone, local GP and chair of NHS Warrington Clinical Commissioning Group, added: “Flu can be horrible for young children and if they get it, they can spread it around the whole family. The free nasal spray vaccination can help protect your child from flu and also reduce the chance of flu spreading to others. I’d advise all parents/carers not to put off it off. Ask your GP about the free flu vaccine for your child now.” For more information on how to receive the free flu vaccine contact your GP practice or visit www.nhs. uk/flu

New books for new school year

Some primary school children, including those at St Mary & St Paul’s C of E Primary School, have started their new school year with a range of new books to enjoy, thanks to a local teaching training partnership. Mersey Boroughs Initial Teacher Training Partnership works in close partnership with around 30 schools across Merseyside to provide a School Direct PGCE (Postgraduate Certificate in Education) course and train future primary school teachers on the job. The partnership is led by St Mary & St Paul’s C of E Primary School in Prescot, and is based at the Acorn Centre, a training centre in Whiston. Staff at Mersey Boroughs are passionate about enhancing the training opportunities for trainees and learning opportunities for the pupils. As part of their commitment

in doing this, staff delivered books to all of their partner schools in time for children to come back to school after the summer holidays. Mr Paul Brooksbank, Acting Headteacher at St Mary & St Paul’s C of E Primary School, said: “It’s a real treat that we have had all these new books donated to school, the children will really enjoy reading and using the books in their lessons. Trainee

teachers from Mersey Boroughs working in our school will also be able to use the books when planning and delivering their lessons.” If you are interested in becoming a primary school teacher and would like to know more about training with Mersey Boroughs Initial Teacher Training Partnership, contact Gill Makin on 443 2663 or email merseyboroughsitt@knowsley.gov.uk

Simple Send-offs

If you’re looking for a compassionate but affordable cremation service provider then look no further than Cremation Specialists - Simple Sendoffs. Tom Neal, co-founder of Simple Send-offs explains “With many years’ experience in the funeral industry we were aware that there was an increasing demand for a low-cost cremation provider, hence Simple Send-offs was created”. Joint co-founder Liz Blackmore continues “Since the company was launched in early 2016 we’ve gone from strength to strength and over that time we have found that people have used us for lots of different reasons; They liked the personal, simple, fussfree approach we provide. They felt that a traditional funeral would be a

‘waste of money’ and would prefer to leave their money to others They liked the fact that our Simple Cremation package offers all the practical elements for a cremation at a fraction of the cost of a High Street Funeral Director It suited the wishes of the deceased Many families liked the flexibility it provided and wanted time to organise a separate celebration at a later date It reduced the cost of repatriation” Tom stated “Over the past ten years the cost of a basic funeral has more than doubled to an average of £3,897 and as the ‘cost of dying’ has continued to rise we see the demand for our services continuing to increase. There are big differences in what funeral directors charge and the lack

of clear, comparable information about prices makes an already stressful time, much worse for many people. At Simple Send-offs we have signed the Fair Funerals pledge (part of the Quaker Social Action campaign) therefore, we can reassure our customers that our transparent and low-cost pricing is genuine.” Liz concluded “The feedback from our customers shows that they were delighted to receive the same service they would have expected from a High Street Funeral Director for a fraction of the cost and many have gone on to purchase our fully guaranteed prepayment plans”. Please call Liz or Tom to discuss your needs on (0151) 630 0050 or 0800 246 5292

Arty Apprentice gets a hands on for earthquake proof product role with help from Starting Point

Local Manufacturer gains accreditation Manufacturing company Rainford Solutions, is expected to achieve £1million in sales of a new product with help from St Helens Chamber’s Access to Specialist Services programme. Duncan Crawford, Finance Director at Rainford Solutions, said: “We manufacture steel or aluminium metal based enclosures that house electronics. The biggest market that we work in is telecoms and we are currently riding the broadband roll out boom which is driving demand for our products in the UK. “We take the raw material in sheet form and design the enclosure. Then we start cutting it, bending it, welding it and assembling it into the final cabinet.” Rainford Solutions has attracted customers from all over the globe and from countries where protecting electronic equipment can face challenges from extremes of nature. The company has designed a more robust type of enclosure to meet these demands but needed specialist help to get their product to customers. Duncan said: “We’ve got a couple of existing customers who had a requirement for a cabinet that would withstand earthquakes and be stronger and a lot more rigid. However, the cabinets have to go through a formal certification to prove they can withstand seismic conditions before anyone will buy them. “We had a design that was accepted by our customers, but we knew that if they wanted it other customers that would also be interested in it. These customers would typically be around the Asian Pacific region or earthquake hotspots around the world where they need to house sensitive electronic equipment. “To get the testing done

it was going to cost around £20,000 which is a lot of money before you’ve sold anything and is of course a risk. That’s where Access to Specialist Services came in.” Through the Access to Specialist Services programme Rainford Solutions received a grant towards the cost of the testing needed to get their product ready for the market. Duncan continued: “The process has been quite straightforward. I was led through the process by Geoff Bates at the Chamber who explained exactly what I needed to do.” After receiving the grant funding and gaining the accreditation, the product was pitched to new customers and has been successful with orders being taken, generating substantial new orders. Duncan added: “After getting everything approved we went into the process of marketing the product and we sold an initial batch quite quickly. We now have a physical product to show people over the coming year we forecast it will be a key product for

us. “This will have a positive effect on local employment. We are a growing company and we have significantly increased employment on the shop floor in the last year.” The Access to Specialist Services project offers grants of up to 35% of the cost of using external specialist services and consultancy. The programme can assist with a wide range of projects for business growth, such as support with tendering, marketing, and gaining industry accreditations. Grant funding is available to St Helens-based SMEs, operating in a business-to-business capacity. The project is part of the New Markets 2 Programme, which is funded by the European Regional Development Fund. For more information on the Access to Specialist Services programme and the wide range of projects that can be supported, please contact John Woods at St Helens Chamber on 01744 742058 or visit www. sthelenschamber.com/a2ss.

The vacancy appealed to Ayisha’s creative side and she impressed the company at her interview. Ayisha was offered a Manufacturing Apprenticeship with the company

Transforming our town

We all want St Helens Town Centre to be a success, so we’ve developed a strategy together with our partners, to ensure our town transforms and grows into one that can rival the best and instil pride among local people. Our strategy is highly ambitious. If all the proposals set out in the documents below were to be delivered, it would cost in the region of £300 million

to achieve. This money would be realised through a combination of public and private funding streams. There can be no denying that this is a substantial amount of money, and comes at a time when St Helens Council, like many others across the country, has to make changes to services in light of the significant cuts made to our budget by the

Woman arrested by

detectives investigating death of James Meadows

Merseyside Police has arrested a 29-year-old woman on suspicion of murder following the death of James Meadows. The woman, from Knowsley, has been taken to a police station in Merseyside to be interviewed. 17-year-old James Meadows, who was critically injured in Huyton on Sunday, 8 October, was pronounced deceased at hospital. Officers were initially called to Lyme Cross Road at 9.40pm to reports that a 17-year-old male pillion passenger

on a motorbike had fallen off and suffered a head injury. The rider of the bike failed to stop. The male was taken to hospital where a scan uncovered that he had a head wound consistent with having been shot. House-to-house and CCTV enquiries were carried out in the local area. A search of the area remains ongoing. Detective Chief Inspector Bev Hyland said: "This investigation is in its very early stages. The male was initially taken to hospital with a head injury after falling from the back of the bike and our enquiry is focused on how he suffered that injury. "I would urge anyone who was in the area of Lyme Cross Road at around 9.30pm on Sunday 9th October who may

have seen the motorbike travelling at speed to contact us. "The rider of the bike left the scene and I would ask them, or anyone who knows them, to contact us as a matter of urgency as they may have information which is vital to our investigation. "I know that incidents such as this do cause concern but I want to reassure the community that we are doing everything we can to find those responsible and bring them to justice. "Criminals involved in gun crime have no regard for anyone else and I would urge the local community to come together to help us take a stand against the use of firearms and violence on our streets and report anything they saw or heard to us so we can take action." Anyone who saw or heard anything suspicious is asked to call detectives on 0800 230 0600 or the Crimestoppers line, anonymously, on 0800 555 111.

Man on roof of St Helens police station detained

A 28-year-old St Helens man has been arrested on suspicion of criminal damage and taken into custody. Merseyside Police can confirm that an incident is ongoing in St Helens on the morning of Tuesday

10 October. Police were made aware of a man in his 20s on the roof of St Helens Police Station at around 11.30pm on Monday the 9th October. He was reported as throwing items from the roof, causing damage to the building and vehicles.

As a safety precaution, police set up a cordon between College Street and Central Street and MFRS attended to assist. Officers including a force negotiator had been in attendance to assist in bringing the man into custody.

Stockbridge children are latest ‘mini police’ recruits

Stockbridge Village Primary School was among six schools in the region to take part in Merseyside Police’s exciting ‘Mini Police’ scheme. The scheme is a fun and interactive volunteering opportunity for children in Year 5 and 6 across Merseyside to get a taste of what it’s like to be in the police, increase their knowledge of road safety, help out their community, and improve their life skills and confidence.

On the trip to the training centre, there were 120 new recruits who put on their shiny new uniforms to become ambassadors for their school and their local community. The Emergency Services Training Centre which hosted the spectacle brought in a National Police Air Service (NPAS) helicopter to fly over the children and allow the children to take a look around it as well around other police vehicles.

The Mini Police also had the opportunity to meet some of Merseyside Police’s amazing police horses and dogs, and talk to armed officers. Since Merseyside Police launched the scheme last September, children from Millbrook Community Primary School in Kirkby have also had the opportunity to take part which you can read more about here at http://knowsleynews.co.uk/minipolice-arrive-in-knowsley/.

BISHOP BACKS SWEET TREAT WITH

A MISSION THIS HALLOWE’EN

CHURCHES in Lancashire holding an alternative celebration to the increasingly popular Hallowe’en festivities are being offered a new Treat Pack by the company that produces Christian Fair Trade Easter Eggs. And today the Diocesan Bishop, Rt Rev. Julian Henderson, Bishop of Blackburn, gave his support to the new initiative. The Meaningful Chocolate Company’s ‘Treat Pack’ is a new resource for churches of all denominations that the company says is designed to help with mission work among children and families on, and leading up to, the eve of All Saints (Hallowe’en). It is suitable for church light parties, outreach events, schools or to give to children who call to trick or treat on October 31. The new product is also a major sponsor of the new ‘Jesus Light’ installed earlier this year in Blackpool and currently shining bright until the world-famous illuminations are switched off on November 5. Inside each pack there is a bag of Fairtrade chocolate buttons and a Challenge Activity Poster. The poster has eight challenges, including a quiz, maze, word game, a call to buy Fairtrade, a prayer suggestion, a national competition with a prize, and a challenge to treat someone less well off by donating to a children’s charity. The packs come in boxes of 30, working out at just £1 per pack. Each box also includes an ideas sheet for church leaders. The Meaningful Chocolate Company is offering free delivery for orders made up to September 30. Packs could still be ordered after this date, although there may be limited numbers. Orders can be made via the company website: www.realhalloween.org Bishop Julian says: “Isn’t there an alternative to the increasingly

common Hallowe’en attempts to scare and frighten? "Well there is - and The Meaningful Treat Box is a way for adults to challenge kids to learn about Jesus in an accessible way; do a bit of good by giving to a charity and enjoy some great Fairtrade chocolate at the same time. "I encourage people to share the chocolates at ‘light parties’, which

many churches hold instead of traditional Hallowe'en events, or give them away on the doorstep to trick or treaters." David Marshall, from Meaningful Chocolate, added: “The word Hallowe’en actually means ‘The night before All Saints Day’. All Saints Day is the time when we celebrate good winning over bad and light over darkness. “We also remember friends and family members and I hope people appreciate this new way they can join in with Hallowe’en while staying focussed on mission work.”

Independent report finds no evidence

of code of conduct breaches

Seven councillors have been cleared by an independent investigation of breaching the council’s code of conduct. The complaints arose from a meeting of Lancaster City Council’s planning committee on March 6 2017, during which Coun Roger Sherlock was alleged by the complainants to have fallen asleep. Allegations were also made against members of the committee’s Labour group, following comments reported to have been made by one of its members, Coun Margaret Pattison. The allegation was that Coun Pattison’s comments suggested that members of the Labour group decided in advance how they would vote on planning applications However, following an investigation

carried out independently by CAP Business Solutions Ltd, no evidence was found that the council’s code of conduct had been breached. The extensive investigation involved the interviewing of 26 councillors and members of staff, in addition to reviewing practices and procedures involved in the planning process. In relation to Coun Sherlock, the investigation found that at the time of the meeting he was suffering from a serious illness, due to which he had been slipping in and out of consciousness. The report notes: “This was out of his control; he did not realise how ill he was and it is accepted there was nothing he could have done to avoid the situation.

In these unique circumstances, the conclusion is that there was no breach of the code of conduct (by Coun Sherlock).” The investigation also found he had abstained from voting during the item which he was alleged to have fallen asleep and both the chair of the meeting and other councillors had behaved appropriately. Everyone was concerned about the health and wellbeing of a fellow councillor and their actions did not compromise the integrity of the planning meeting. The other allegations stemmed from alleged comments made by Coun Pattison, suggesting the Labour group members of the committee decided in advance how they would vote on planning applications. The

New CCTV system set to be installed

A new and improved state-of-the-art CCTV system is to be installed in Lancaster and Morecambe. The new system will replace the district’s existing CCTV cameras but will be more advanced, allowing secure remote viewing via any device connected to the internet. Installation will cost £100,000 and is due to start in the next few months and be completed by March 2018. In addition to providing vital evidence to the police in the event of a crime, the council will use the system to monitor public areas to assist in managing events and identifying issues relating to litter, vandalism and dog fouling. The system was recently trialled at the Vintage by the Sea festival in Morecambe where it was used to monitor of crowd movements, which then helped to manage services like cleansing. As well as replacing

CCTV systems in the town and city centres, two mobile CCTV cameras will be used at fly-tipping hotspots to help catch offenders. Initially one of the cameras will be based in Morecambe and another in one of the district’s rural areas, but will move around known problem areas. Proposals for the new system were developed by a working group consisting of representatives from the Lancaster and Morecambe Business Improvement Districts (BID), the Chamber of Commerce and the police. Morecambe BID and Lancaster BID have committed to contributing to the annual £35,000 running costs of the system to a total of £9,000 per year and Morecambe Town Council have allocated a contribution of £5,000 per year. Coun Brendan Hughes, Cabinet member with responsibility

for community safety, said: “The world of technology has moved on significantly since the district’s CCTV system was installed back in the 1990s. “Rather than replacing like-for-like, we’ve decided on a system that will allow us to do more than we’re currently able. “I’m particularly excited about the new mobile cameras and the potential to help crack down on fly-tipping. “Fly-tippers are notoriously difficult to prosecute because you almost have to catch them in the act – now we’ll be able to.” On October 3 the city council’s Cabinet will consider a further report on developing a strategy to expand the use of technology in areas such as providing pay on foot car parking, measuring how full litter bins are in select locations and providing virtual tourist information for visitors.

investigation found no evidence that this was the case and that “In her eagerness to defend an ailing colleague, it is probable that (Coun Pattison) did not express herself clearly and her words were taken out of context.” While some consistency was found in the voting patterns of the Labour group, there was not sufficient evidence to demonstrate predetermination. The report notes: “It is pertinent that most of the Labour group members are long standing members of the committee, are very experienced and that with the exception of one item… all decisions followed officer recommendation. Members also demonstrated that they were aware of the need to give sound planning reasons for their decisions.” The report concludes that there were

no breaches of the code of conduct. The council is required by law to appoint an Independent Person to oversee standards complaints. The position is currently held by Jackie Waring, who said: “This was a very thorough investigation with a clear outcome, which demonstrates the robustness of the procedures the council has in place to deal with any allegations that the code of conduct has been breached.” Susan Parsonage, chief executive of Lancaster City Council, added: “These were serious allegations and it was only right and proper that they were investigated independently. “The independent report found that there were no breaches of the code of conduct and should restore confidence that the council’s planning processes and procedures are sound

and follow Government advice.” Coun Oscar Thynne, chairman of the council’s Standards Committee, said: “The issue of predetermination is extremely serious and it is vitally important that the public has confidence in the planning system. “By investigating the complaints independently and thoroughly, the council has been able to demonstrate that its procedures are sound. “However, this case should act as a salutary lesson to all councillors of the need to avoid any actions which may lead people to perceive the contrary. “Even the merest hint of predetermination can have serious consequences and lead to planning decisions potentially being subject to judicial review, which would be an even more expensive process than the cost of this investigation.”

Farming first for

Lake District

Hot on the heels of UNESCO World Heritage Site status celebrating Lake District farmers, the national park has appointed its first ever dedicated farming officer. With widespread agricultural experience, Briony Davey, who grew up on a North Yorkshire upland beef farm, said she was excited by the opportunities ahead. An early task is to help establish a new farming task force, made up of farmers from across the national park. Briony will also be looking at how they can capitalise on the area’s World Heritage success and advising on government policies, schemes and funding. She said it was a pivotal time as the country faced its departure from the EU. Her job includes forging closeties with farming communities and establishing crucial links with both the Lake District National Park (LDNP) and Lake District National Park Partnership. “It’s a dream job for me – and a big challenge,” she explained. “I was

previously with the farm team at Yorkshire Dales National Park and have always worked with farmers on a range of issues, from agri-environment schemes to flood management. “I’m fresh to the Lakes, but have a lot of experience in similar environments and am looking forward to getting to know people, the issues they face and delivering projects.” “I will be actively supporting farmers and making sure their voice is heard. This is an exciting time. World Heritage Site status has the potential to offer new opportunities, but there is uncertainty too as we prepare to leave the EU.” LDNP’s lead strategy adviser, Andrew Herbert, said working with farmers was important to the success of agricultural and aligned businesses in the Lake District as it went forward as a World Heritage Site. He added: “Briony’s appointment coincides with the National Trust employing a farming adviser. The two will liaise closely to make sure both organisations have a more joined-up approach to working with farmers. “We want to put more effort into joint working for the benefit of both farmers and the national park as a whole. “It will help on a number of fronts, including biodiversity, water quality, flood risk management, carbon storage, cultural heritage, health, wellbeing and, of course, their livestock businesses. “We have a focussed action plan and look forward to a new era of working ever closer with our farming communities across the national park.” Picture shows Briony Davey, the Lake District National Park’s first ever farming officer.

Video company ready for a starring

role in the local economy

Former freelancer, Mike Gittins has started his own video production company with help from St Helens Chamber and Enterprise Hub. After working on freelance projects for the last decade, Mike decided to go into business for himself and has already attracted some high profile clients. He said: “Sundown Films specialise in video content production which help businesses raise the profile online through video, generate brand awareness, and increase sales and SEO rankings. “We are currently working with Holiday Inn Express for the next 12 months, producing social media and video content for them to raise more awareness about their company and what they offer to the audience.” Mike studied TV and film production at university and has had a varied career in the sector including freelance work and teaching. He said: “I studied video content producing at University and for the past ten years I have done freelance film work, some teaching in Geneva, short films and promotional material. “I decided to start a business so I would have regular work coming in as I have had a family and wanted to produce something for my son’s future and the security of my family.” Mike had previously attempted to start a business and although he managed to secure work, he felt the scope was limited due to inexperience in running a business and a lack of support available. “When I left University, I started a business which I think was naïve as we were inexperienced on the business side of things. Although we did some work, we weren’t able to take that bigger step. “But this time with Sundown Films, the advice and support I’ve had from the Chamber has been great. If you utilise the help on offer then you can really benefit from it.” For Mike being part of the Chamber has given him the opportunity to access a readymade business community and the support of other Members, which

he feels has been instrumental to his success. Mike made contact with the Chamber’s Business Start Up service which enabled met with a dedicated business Start Up adviser to discuss her business plan. He said: “Going through the Start Up programme, I’ve grown my business alongside other companies. A lot of them have supported me and we help each other to grow. “I knew how to go about networking, but I needed help with how to sustain a business, which I think is often a problem for start-ups. The Chamber helped me focus on what I needed to do to get longevity out of my business.

“I would recommend the Chamber’s Start Up programme without a shadow of a doubt, the support you get from the staff and Chamber Members is so beneficial. Whether you are a company with a number of staff or work on your own, it’s so good have the support there.” Mike has high hopes for the future and would like to grow and establish his company as a key player in video production. He said: “As well as looking to move into premises in the Liverpool area, I want to help businesses understand and really utilise video marketing” To find out more about Sundown Films visit the website at http://www.

Saints Trio Named

In Wales Squad

Regan Grace, Morgan Knowles and Ben Morris have been named in the Wales squad for the World Cup. The trio were selected in John Kear’s 24-man squad. 14 of the 17 players who featured in Wales’ victory over Italy last October to secure World Cup qualification – including Ben Morris who scored a brace that day – have been named. Despite not being named in the initial train-on squad, uncapped Chester Butler and Gavin Bennion have both been called up to the final 24. Halifax’s Butler is the grandson of former Wales international Colin Dixon, while Bennion has recently left Rochdale Hornets to join Super League club Salford Red Devils. The only other uncapped player is Josh Ralph, who plays in the Queensland (Intrust Super) Cup for Tweed Head Seagulls. Ben Flower (Achilles), Jake Emmitt (elbow), Lloyd White (hamstring), Ollie Olds (ACL), Rhys Evans (shoulder), Calvin Wellington (hamstring) and Daniel Brown (ACL) have all been ruled out through injury. Gil Dudson, Larne Patrick and Dan Fleming, meanwhile, are unavailable for the tournament. Wales head coach John Kear said: “I’m really happy with the squad that I’ve got for the tournament.

Free access to

sports and leisure

facilities for Armed

Forces personnel

past and present

“We’ve had withdrawals – some because of injury and some for personal reasons – but the lads who are going are showing a great deal of desire to represent their country. “I’m pretty certain that they will perform at this World Cup on the biggest stage. It’s a great opportunity. “We’ve not won a World Cup match since 2000. We didn’t qualify for the 2008 World Cup and we didn’t win in 2013. “It’s a long time between World Cup wins, but we’re unbeaten in six matches and the main goal is to get that first win. There’s then nothing to

say that we can’t get out of the group and make the quarter-finals.” Wales: Courtney Davies, Steve Parry (both Gloucestershire All Golds), Chester Butler (Halifax), Danny Ansell (Hunslet), Sam Hopkins (Leigh Centurions), Michael Channing, Ben Evans, Dalton Grant, Elliot Kear, Rhys Williams (all London Broncos), Joe Burke (Oldham), Gavin Bennion, Ant Walker (both Rochdale Hornets), Craig Kopczak (Salford Red Devils), Matty Fozard (Sheffield Eagles), Andrew Gay, Christiaan Roets (both South Wales Ironmen), Regan

They will then travel to Townsville in North Queensland to take on Fiji on Sunday, November 5. One week later, the Dragons will play their final group match against Ireland in Perth.

England Women Head Coach Chris Chapman has named them as part of a 23-strong squad for the Women’s Rugby League World Cup which takes place in Australia in November and December. respective clubs. “We appreciate it is a big challenge against experienced professional players and it is one we are all looking forward to. “It is a task that we believe we can achieve and all the players and staff have been working hard to ensure we are the best prepared team.” The squad will fly out to Australia on Friday November 10 and will play three pool games at the Southern Cross Group Stadium, Sydney against Papua New Guinea Orchids, Australian Jillaroos and The Cook Islands. St Helens Council will join a number of other local authorities in the North West in introducing the offer which launched on Monday 9 October; the day when the council honours local Victoria Cross (VC) recipient John ‘Jack’ Molineux by unveiling a commemorative paving stone outside the St Helens cenotaph in Victoria Square to mark 100 years since the Sutton-born soldier received his VC medal. The decision – which comes in light of the Government’s work with local authorities and others to support the forces through services, policy and projects – will see serving personnel whose families reside in the borough given free access to Go Active sports and leisure facilities when they are on leave, and for seven days starting on Armed Forces Day which takes place on the last Saturday of every June. Meanwhile, recipients of an Armed Forces pension and/or compensation from the Ministry of Defence will receive a free Go Active membership which entitles them to daytime usage of council-run leisure centres, including weekends. The existing offer will still continue whereby any current serving personnel or veterans residing in the borough may join the concessionary bronze membership, allowing access to leisure centres at any time in line with current timetables. Welcoming the news, St Helens Council Leader Barrie Grunewald said: “The Armed Forces Covenant is a promise from the nation that those who serve or have served, and their families, are treated fairly. “This scheme will introduce a package of measures to allow both serving and retired forces personnel to access sports facilities to remain fit and active, and is a small token of our appreciation to the men and women - past and present –who have given or continue to give their all for our country.” Production of ID will be required. Four Saints In World Cup Squad

England Head Coach Wayne Bennett has selected his 24-man squad that will represent England at the 2017 Rugby League World Cup. The squad includes James Roby, Jonny Lomax, Mark Percival and Alex Walmsley. Roby returns to the squad having last featured for England against New Zealand in 2015, this will be the 31-year-old’s third World Cup after representing England in 2008 and 2013. Walmsley joins Warrington’s Ben Currie as one of two uncapped players in the squad. Captained by Sean O’Loughlin, the squad includes Luke Gale, who was crowned Steve Prescott MBE Man of Steel winner last week, Dally M Half-Back of the Year, Gareth Widdop and Betfred Super League’s top metre-maker,

Alex Walmsley. The 24-man list features 18 players that travelled to Sydney in May for the mid-season Pacific Test against Samoa – a game in which England won 30-10. On the squad, Wayne Bennett, said: “Selecting the final 24 with the help of my coaching staff was tough and that was down to the effort and performances of many players throughout the season. “The competitiveness of Super League and NRL and knowing the goal of playing for your country in a World Cup has made many raise their game and become better athletes. “The England programme has been very active leading into this tournament and having the squad meet up on regular occasions – on and off the field – has put us in a positive

place before everyone gets into camp. “We had to put the disappointment of the Four Nations behind us quickly and the meetings that followed that tournament set out what was required to be successful in the World Cup. Everyone has fully bought into this and we can’t wait to get started.” On the World Cup, Bennett, added: “This is shaping up to be a very competitive tournament. Squads are being confirmed now and it’s clear to see the spread of talent will add to some exciting games. “The organisers have been doing a fantastic job in generating excitement in Australia, New Zealand and Papua New Guinea. “There’s some travel involved but we’re looking forward to spending time in Melbourne, Sydney and Perth during the group stage.”
