A MESSAGE FROM THE PRESIDENT 2020 looking back (thank goodness) we really do not want to do that over again! Yes, it was hard! But there were bright spots that did shine though! Landscape contractors, nursery growers, greenhouses all showed incredible strength and determination as the whole industry pivoted and adjusted their sales model to allow the sales of the products and services offered. The green industry has always known that plants make us feel good, having a pandemic just proved the point when the whole world made the move to surround themselves with plants indoors and out! The Green industry has been filled with success’s as the direct result of the COVID-19 pandemic. Our world is changed and is still changing. We do have hope for the future, and we know we will rise to the challenge! Congratulations to everyone in the Green Industry that has raised their standards to be the best in the industry and succeed in the most trying year ever! I hope you enjoy a successful and profitable 2021! Leslie Cornell RSE Landscape Horticulturist; PHC President Landscape Saskatchewan; Landscape Canada Chair Cornell Design & Landscaping Ltd. Updates from CFIA • For any growers with greenhouses and transitioning to the new United States - Canada Greenhouse-Grown Plant Certification Program (CGP), you now have until Sept 30, 2021 to complete that transition. Facilities authorized under the legacy program will be able to continue shipments under the legacy program until the end of the new transition period. • On November 1, 2020 CFIA updated its Compliance and Enforcement Policy There is no significant shift in policy direction between the 2015 Compliance and Enforcement
Operational Policy and the new Compliance and Enforcement Policy. Rather, the policy has been revised to include changes such as the coming into force of the Safe Food for Canadians Regulations (SFCR) and changes to Administrative Monetary Penalties (AMPs). Updates were also required to reflect the evolving nature of CFIA’s operating environment such as online services for regulated parties through My CFIA. I did review the new policy and there are no changes specific to nursery growing in Canada. This version does lay out the penalties available to CFIA for enforcement and the financial penalties for a violation with penalty ($1300-$15,000 for a business; $500-$1300 for an individual)
Spring 2021 release of the third 49th Parallel Rose Aurora borealis the third rose to be introduced from CNLA and Vineland’s rose breeding partnership will be available in the market next spring. This low maintenance, sunset pink rose measures one-metre in height with a one-metre spread and features black spot resistance and winter hardiness across Canada.
Nursery Export Development Small and medium sized enterprises (SMEs) like nursery farms can individually apply to the CanExport program for support with developing international sales. The CNLA AgriMarketing project is a different opportunity than CanExport, and continues despite restrictions on travel due to COVID, more to follow later this month on AgriMarketing. The federal Minister of Small Business, Export Promotion and International Trade has just announced a Revamped CanExport program that will provide up to $75k Funding to assist Small & Medium Enterprises (SME’s) to compete abroad. This program offers SMEs up to $75,000 in funding for specific types of expenses to explore new opportunities to sell their products and services outside of Canada. The new changes take into consideration the evolving activities businesses are investing in during the pandemic. SMEs and entrepreneurs can now apply for project funding toward the following business activities: • Ecommerce • Online advertising • Virtual trade shows CanExport Innovation also delivers funding support for companies to support the development of R&D partnerships in other countries to co-develop, validate or adapt technologies (e.g. IP protection, certification, shipping technology).
New Rent Subsidy now available Parliament has passed Bill C-9 at such a critical time for many retailers. Bill C-9 is the legislation that includes the new Canada Emergency Rent Subsidy (CERS) program, introduces the new Lockdown Support program, and extends the Canada Emergency Wage Subsidy (CEWS) until June 2021. Businesses who have suffered a revenue drop can apply for rent support with CERS through CRA’s online application form. Eligible retailers will receive a subsidy of up to 65%. Alternatively, businesses temporarily shut down by a mandatory public health order could get an additional 25% bump up to 90%. Industry and Association News Expansion of CEBA The Government of Canada announced the expansion of the Canadian Emergency Business Account (CEBA). Starting on Friday, December 4, 2020, eligible businesses facing financial hardship as a result of the COVID-19 pandemic are able to access a second CEBA loan of up to $20,000 – on top of the initial $40,000 that was available to small businesses. Half of this additional financing, up to $10,000, will be forgivable if the loan is repaid by December 31, 2022. This means the additional loan effectively increases CEBA loans from the existing $40,000 to $60,000 for eligible businesses, of which a total of $20,000 will be forgiven if the balance of the loan is repaid on time. As announced in the Fall Economic Statement, the application deadline for CEBA has also been extended to March 31, 2021. To apply, eligible businesses and not-for-profits need to contact the financial institution that provided their initial CEBA loan and provide the appropriate information and documentation. First case of DED since 2015 found in Saskatoon Dutch elm disease was confirmed in one American elm tree in September 2020 in the City of Saskatoon. In accordance with the City’s DED Response Plan requiring immediate removal of all positive trees, crews removed the infected tree. Also in accordance with their Saskatoon’s DED Response Plan, city inspectors followed up and searched for stored firewood in yards located in and around the area of the infected tree in an effort to pinpoint a source of the DED fungus and/or its beetle vectors. The city’s news release can be found at: https://www.saskatoon.ca/news-releases/ dutch-elm-disease-identified-one-saskatoon-tree-0 The City of Saskatoon has removed 13 tonnes of improperly stored elm wood. After DED was confirmed in a single elm tree in September, the city implemented its DED response plan, which includes the immediate removal of the positive tree; disposal of the infected tree at the landfill; sampling of adjacent trees; surveillance

Emergency On-farm Support Fund (EOFSF) Following the July 31st Government announcement of additional investments in measures to boost protections for TFW and address COVID-19 Outbreaks on Farms, Agriculture and Agri-Food Canada (AAFC) is launching a new $35 million Emergency On-Farm Support Fund (EOFSF). The program is intended to support immediate needs related to changes required on farms to ensure the health and safety of domestic and temporary foreign workers due to COVID-19 and limit the spread of the disease on agricultural operations. Discussions are taking place with provinces and territories with the aim of using existing programs as much as possible for the delivery of the EOFSF, with cost-sharing details still being finalized. Recipients will be primary producers. To be eligible for funding, applicants must confirm in writing that all applicable measures of the Quarantine Act are being adhered to, including but not limited to the mandatory 14-day isolation period for TFW. The fund is expected to be retroactive, by as much as several months. The EOFSF will have an end date of March 31, 2021, which means all disbursements must be made by the federal government by that date. AAFC is working hard to finalize the details of the fund’s delivery and the application process will open as soon as possible, with some potential variation in opening dates between provinces and territories. Additional information regarding the program will be shared as soon as it becomes available.
and testing of private and public trees in the surrounding area, and a search for elm firewood. 13,000 kilograms of elm wood was removed from private properties after an extensive search in the surrounding neighbourhoods. The most effective preventative management strategy for DED is to not transport or store elm wood. Infected firewood is the most likely way that DED would have been brought into Saskatoon. This is the second time a single elm tree tested positive for DED in Saskatoon. One tree was found in 2015. Saskatoon has an effective, comprehensive DED prevention/control program inplace. The city should be commended for its diligence.
Canada Employment Insurance Commission sets 2021 Employment Insurance Premium Rate and Maximum Insurable Earnings The Canada Employment Insurance Commission (CEIC) today set the 2021 Employment Insurance (EI) premium rate at $1.58 per $100 of insurable earnings for employees and $2.21 for employers who pay 1.4 times the employee rate, which is unchanged from the 2020 premium rate. Each year on or before September 14, the CEIC is responsible for setting the annual premium rate based on the seven-year breakeven rate forecasted by the EI Senior Actuary. The Senior Actuary forecasted the seven-year break-even premium rate to be $1.93 per $100 of insurable earnings, an increase of 35 cents. The forecasted increase is mainly attributable to a rise in unemployment resulting from the pandemic, that is the Government of Canada’s response through the Canada Emergency Response Benefit (29 cents) and temporary measures to support transition back to the EI program (6 cents). However, as a result of the economic impact of the COVID-19 pandemic, the Government of Canada used its authority under the Employment Insurance Act to temporarily limit the change in the premium rate to zero in order to freeze the EI premium rate for 2021 and 2022 at the 2020 level. The CEIC also announced that the Maximum Insurable Earnings (MIE) for 2021 will increase to $56,300 from $54,200 in 2020. The MIE is indexed on an annual basis and represents the ceiling
up to which EI premiums are collected and the maximum amount considered in applications for EI benefits. The maximum annual EI contribution for a worker will increase by $33.18 to $889.54 (up $46.46 for employers to $1,245.36 per employee). Furthermore, the Premium Reduction Program (PRP) will provide roughly $1.055 billion in premium reductions in 2021 to registered employers and their employees, shared 7/12 and 5/12 respectively, in recognition of savings generated to the EI program by employer registered short-term wage-loss plans. Finally, for self-employed Canadians who have opted-in to the EI program, the annual earnings required in 2020 will increase to $7,555 for claims filed in 2021. The level of earnings required for self-employed Canadians to be eligible for EI special benefits is indexed annually to the MIE.
Update: Humboldt Healing Garden Landscape Alberta & Landscape Saskatchewan have partnered with the City of Humboldt, the Humboldt Hospital Foundation, Communities in Bloom and Scotts Canada to build a “Healing Garden” at the Humboldt Regional Hospital. This garden will not only serve as a place of relaxation and tranquility for those receiving treatment and care at the hospital, but as a memorial for lives lost in the Humboldt Bronco’s tragedy. While the Project Committee was eager to have the project started this fall, we have run into many challenges because of COVID-19. • This year being especially difficult in terms of late start and lost days due to rain, combined with staffing shortages, and incredible boom of work that has left everyone scrambling to finish work this year • Material shortages (lumber) and inability to source remaining donations because of above reasons With that being said, the project is being post-poned until Spring 2021. The plan in the meantime is to set construction dates and work on securing volunteers and equipment for the Spring. Visit our website for the most up-to-date project information. We have set up an option to make monetary donations to the project. Follow the link to make a contribution: https://interland3.donorperfect.net/weblink/weblink. aspx?name= E345855QE&id= 3

Self Care. What? BY JACKI HART
While I know that many, many businesses across our Profession have had an awesome year for sales, it’s been a roller coaster for the leaders behind the scenes. So, I want to end this year by talking to the leadership teams on a different level…. About how well you take care of yourself when the pressure is high. Seriously. Self-Care. It’s a ‘thing’. However, unfortunately it’s a ‘thing’ neither familiar nor convenient to many entrepreneurs at the best of times. Let alone in a year such as this.
LANDSCAPE SASKATCHEWAN NEWS WINTER 2021 • 6
Self Care. What?
In a profession where the annual peak business season seems like an impossibly hard up-hill marathon, most of us manage to pitch self-care to the sidelines and run on adrenalin for a couple of months, knowing that things will settle down soon, and we’ll make it thru. Drive-Thru diets, caffeine top-ups, dirty truck consoles are all sure signs of a life in overdrive without self-care. This year has, in so many ways, been a pressure cooker for stress and self-neglect. And, based on the COVID-19 case number surges across the country colliding with colder weather and more indoor activities, I think we’re in for a longer COVID marathon than any of us hoped would actually happen. Stress manifests in many ways, often taking a toll on our health fairly silently until it rears it’s ugly head. It’s human nature to experience stress when we’re shoved unceremoniously and unwillingly from the familiar into the unfamiliar. And here we all are. Without a playbook on managing the intricacies of stress induced by the pandemic on all levels. We have the playbook on managing the risks and exposure to COVID itself, but not it’s ripple effects.
My concern lies between the cracks in the armour of bold brave entrepreneurs. I could have been the poster child for how not to manage stress twenty years ago. I have the scars to prove it. And now, in my late 50’s, I know that with managing stress as with most other things, hind-sight is 20/20. Self-Care for some is a daily routine. For others, it’s a foreign concept – and many waft somewhere in between a cherished solid self-care routine and running on empty. So why am I blabbing on about stress and self-care? It’s because I want you to take a few minutes to ‘check in’ with yourself as we close in on the end of a stressful year. A few quiet minutes of self reflection, to check in on how you’re doing, how you’re feeling, and how well you’re set for the weeks and months ahead. With the fast approaching Holiday season, things will continue to be ‘busy’.
“Self-Care for some is a daily routine. For others, it’s a foreign concept – and many waft somewhere in between a cherished solid self-care routine and running on empty.” We are all in this pandemic management journey together. It’s still new. It’s a bit unsettling. It’s enduring longer than we’d hoped. It brings unique and new challenges to our lives and routines. Please take some time alone, and with your family, to ‘check in’ on where you are, how you’re feeling, and what steps you need to take to be and do your best this winter. Onwards!
Please take a few minutes to answer these questions, and think about what you should/will act on to either improve or change: • Do I take at least fifteen minutes of quiet time to myself every day – without my phone, other people, devices, a task at hand, or noise? • Am I conscious of the stress that comes from change, fear or uncertainty that I may be feeling? • Am I eating properly, and managing my nutrition for a healthy outcome? • What routine could I change or begin, to improve my mental health in some way? • When I’m stressed about things I can’t control, who supports me? • Are others around me leaning on me for support and reassurance? Can I keep it up? • What is happening daily/weekly that fills my cup? (makes me happy/feel rejuvenated) • When is the last time I had a ‘physical’ exam, or over-all health consultation with my health care provider? Is it time to talk to him/her about how I’m feeling? • What one thing should I stop doing that’s unhelpful to managing stress. • What steps do I need to take to align myself and my family (without stress) to health ministry recommendations?
