By Pamela A. Keene One of Lake Lanier’s most notorious pieces of shoreline debris in Forsyth County is about to be gone. An abandoned houseboat, complete with branded skull-andcrossbones emblem, is being removed, piece by piece. The partially submerged vessel is becoming a pile of scrap that’s expected to be fully removed by the end of the year. “We’ve been trying to find the owner and get the boat removed
for a long time,” said Joanna Cloud, executive director of the Lake Lanier Association, which annually sponsors Shore Sweep, a massive lake cleanup each fall. “Bonny Putney (a long-time Shore Sweep volunteer) brought the houseboat to our attention last year and since then we’ve been trying to get the boat removed. It wasn’t easily accessible by land or water, and it required special handling.” Cloud and the association take

Ring in 2013 with hot fishing action It happens every year. By the middle of autumn, most bass anglers have put their rods and fishing tackle away to hibernate until the first warm days in March. It’s hard for many to believe, but the dead of winter can provide excellent fishing opportunities. I’m not talking about stripers although it’s a great time of year to pursue these powerful gamefish. Spotted bass can be caught in very good numbers using a few patterns that remain consistent throughout the season. On the initial drop, allow your spoon to fall all the way to the target zone. Often this will be the bottom but it could be several feet below a suspended school of baitfish. With a sharp upward snap of the rod tip, lift the lure up two or three feet. Here’s the key: allow the spoon to flutter down in a free fall mode with no slack in the line. Drop your rod tip at the rate of descent. Sudden slack before the bottom or a slight twitch in the line are both signals to set the hook. Pork versus plastic trailers The second great winter producer has got to be the jig. Specifically, this embraces soft plastic skirted twin tail grubs (a.k.a. spider jigs) and living rubber skirted jigs. Aside from being great cold weather options, these will put fish in the boat any time of the year. • Fishing Continued from Page 6 they imitate crayfish which are at the top of the “things bass like to eat” list. Until about three decades ago, spider jigs were a mainstay in the deep and clear lakes of the western United States with the Hula Grub by Yamamoto as a mainstay. Today, you can buy the Hula Grub and other popular models at local tackle shops. Other fine choices include the Chompers and XPS lines. These come out of the package unrigged. You’ll need a pack of lead heads to complete the set up. You’ll find no shortage of good choices in these as well. If conditions allow for good bottom contact with a 3/8th ounce head that’s a good every day starting point. Depth and surface chop may dictate a 1/2 or even a 3/4th ounce head. Staple colors for grubs include shades of green, blue/black combinations, and cinnamon pepper. The other jig mentioned here is the living rubber type. These are mainstays wherever fishermen pursue bass. Strike King and BooYah are two popular brands. While the skirted twin tail grub has a built in trailer, skirted jigs need the addition of a trailer. Once again, you’re going to find plenty to choose from. Chunks, twin tail grubs, crayfish in soft plastic versions all have strong followings. However, many seasoned bass anglers know there’s nothing quite like the supple action of natural pork in cold water. Preserved pork chunks, ripple rinds, etc. have fallen by the wayside
largely due to the convenience of plastic products. I’ll use both but confess that the biggest bass I ever caught was using a jig with natural pork in cold water. I admit to bias. It should be noted that lead heads for spider jigs and living rubber jigs both have weed guards. Often these are a bit on the long side. You’ll have more hook ups per strike by trimming these back with scissors to just a bit above the hook point. The third category of lures for winter and just about any time of year is the drop shot rig. This migrated to us about 13 years ago, again from the west coast. We got it from Japan where precision bass fishing rules. When it comes to a drop shot rig, think about a Carolina rig in reverse. This is another one that’s very effective any time of year. The weight is on the aft end with an in line hook tied 18 inches to two feet above the terminus. The hook is tipped with a small finesse style plastic bait resembling a worm or baitfish. Earth tones are dominant colors for worms and lighter hues are in order for anything resembling a baitfish. The beauty of this rig is that a bait can be presented with subtle action and little lateral or horizontal movement. This often tempts indecisive bass to strike. One important key is to not overwork the bait. Subtle movements are the key to success. While one can rig drop shot baits weedless, snout hooked baits See Fishing, page 14

Lanier Fishing Report Lake level: About 1057 or approximately 14 feet below full pool Surface Temp: Just over 50 degrees. Expect more cooling with seasonal winter weather. Clarity: Clear in main lake areas with some color in upper tributaries especially following recent rains. Bass fishing has been good lately. Anglers have been catching respectable numbers along with quite a few quality size specimens. Most recently, fish were being caught in the 30-foot zone. However, some anglers were having fine results casting to much shallower depths of 10 feet or so. Ditches leading to creek channels are key structures for the shallower depths. As might be expected, edges of submerged timber along with isolated patches near the channels are productive for the deeper bite. Slow rolling the Fish Head Spin rigged with a Super Fluke Junior has accounted for many fish lately. You won’t go wrong with albino or pearl colors. Anglers are also enjoying success on both finesse worms and craws rigged on stand up lead heads. It seems that the spoon bite is not strong yet but this is apt to change with the onset of real cold weather which should also tilt the odds toward deep water presentations. Be ready with sizes from one half to one ounce and be prepared to try some jigging when you spot concentrations of baitfish. Striper fishing has been good as well. Both the north and south end have been keeping anglers successfully occupied. As usual this time of year, a variety of techniques are putting fish in the boat. Middle to upper areas of creeks and finger coves are areas to keep a close eye on. Diving gulls are giving away the presence of surface feeding schools but don’t ignore loons, especially when you see numbers of these fish eating birds in any given area. Bucktail jigs and soft plastic fluke type baits rigged on lead heads will fool surface feeding stripers. Smaller trout have been the live bait of choice whether drifted on flat lines behind the boat or dropped vertically on down lines. Expect to find fish at all depths and pay attention to your electronics. Large concentrations of baitfish will typically have linesides hanging around. If you’re having trouble locating fish, you may want to break out a light weight umbrella rig armed with bucktail or shad body type jigs. You can search a lot of water with this very effective trolling technique.

Corps updates community docks policy By Pamela A. Keene After three public meetings, the US Army Corps of Engineers has issued updated policies about community docks on Lake Lanier. The lake is nearing its dock capacity of 10,615 permitted docks, which was prescribed in the recent Shoreline Management Plan. To maintain their permits, permit holders of community docks in undeveloped communities will have until December 1, 2014, to obtain and submit the required Local Issuing Authority approved final plat, according to Lisa Parker, deputy public affairs director with the Corps’ Mobile District office that oversees Lake Lanier. This represents a grace period for dock permits that expired between 2009 through 2013. The decision rendered by the Corps
also outlines how the Lanier Project Management Office will handle new dock permits once the lottery process has been completed. “If permits become available after the lottery process is completed or after the permit cap of 10,615 is met, the Corps will publicly announce their availability and issue new permits based on a firstcome, first-served basis until the maximum number is reached,” Parker said. According to the news release from the Corps, the Lake Lanier Project Manager will continually monitor the needs of lake users and recommend revisions that will minimize conflicts between various interests. LAKE LANIER OLYMPIC VENUE Hornsby, McLain named LCKC Paddlers of Year By Jane Harrison Tim Hornsby and Alex McLain received top honors of 2012 at the Lanier Canoe & Kayak Club annual banquet and awards ceremony last month. Hornsby, the first LCKC athlete to paddle in an Olympics, won the Male Paddler of the Year award. McLain, who moved to the Lake Lanier area from Maine to train with LCKC, achieved Female Paddler of the Year. Hornsby began paddling with LCKC at age 11 after the 1996 Atlanta Olympic canoe/kayak competition on Lake Lanier. In last summer’s London Olympics, he placed 15th overall in the debut of Olympic 200 meter single kayak competition. In her two years with the club, McLain has emerged as an Olympic hopeful, finishing well in international regattas in Europe. A total of 30 paddlers in all categories were recognized for their accomplishments in 2012. The award ceremony followed the annual meeting and election of officers. Dave Haack will serve as 2013 president, following outgoing leader Kevin Seitz. Seitz said he feels the club has a “new wave of parents of young athletes” who are involved in the club’s activities. “The big thing that drives the club is its volunteer base. Whenever you need somebody, somebody steps up,” he said. Parents, athletes, and friends of the club keep the organization strong, he said. Seitz will remain on the executive board as past president, serving with 2014 president elect Lee Cole, secretary Theda Burchardt, and treasurer Thomas Kimsey. Head Coach Claudiu Ciur said the club faces another active year of qualifying for national teams and international regattas and developing young ath-
letes. After a holiday break, club members will be back at the boathouse preparing for upcoming competitions. Ciur, who began responsibilities as high performance coach in Jan. 2009, has served longer than any coach in the club’s 18-year history. The 2012 coaching staff included Developmental Coach Kalen Lee Scholz, Masters Coach Cannie Ash, and Assistant Coach Morgan House. House, a LCKC Olympic Legacy athlete who came close to qualifying for two Olympics, has taken a district position with the Boys Scouts of America and is no longer coaching. Wrapping up the Seafarer’s Ball for the ASPS The Atlanta Sail and Power Squadron’s Seafarer’s Ball was held on December 8 and proved to be another special night for our members. This annual event is always a highlight of the year and an opportunity for us to get dressed up, enjoy great food, great friends and dance the night away. The winter session of advanced boating courses is starting soon and you still have a chance to register and get involved. Lakeside’s ‘Favorite Memory’ contest winner writes about visit names and date of our memorable visit. The Lake House was spacious, well laid out and even had a warm and relaxing jacuzzi on the back deck that a weary, but joyful Nana enjoyed after tucking in the grandsons for the night. Tuesday morning the four of us went to the beautiful Lodge to indulge in their delicious Breakfast Buffet. The boys had a wonderful visit with Santa and Mrs. Claus. So it was no surprise when JoAnn sent an email describing her family’s experience at the Magical Nights of Lights. Her story was so enjoyable we decided to publish her thoughts on the experience. Here’s what she wrote: “Our family had such a wonderful experience at Lake Lanier Islands Resort this past Monday/Tuesday. Thank you so much for the opportunity to create new Magical Nights of Lights memories with our children and grandchildren. The entire staff treated us like royalty and made us feel like welcomed guests. See you at the Atlanta Boat Show! In & Out Dock Watch I hope everyone had a Merry Christmas and a Happy New Year. Now it’s boat show time and as always there will be a fleet of new boats. Because of the economy, most of them will be of the 40’ and under with more features than before, and I’m sure if your family is shopping for a boat they will find the best deal at the Atlanta Boat Show. Some new things to look for: Yamaha has a new 4 stroke, 4 cylinder, 200 h.p. outboard that is lighter, only 20 pounds heavier than a comparable 2 stroke. They will also be introducing their version of the joystick control which will be called “Helm Master.” It will be available in March, but I’ll bet you can get information at the boat show. Mercury Marine now has an alliance with Volkswagen Marine to supply engines for their inboard/outboard line. This will be a must see at the show for the enthusiast. Also the 37’ Sea Ray Venture powered by twin Mercury Verado outboards that I mentioned in one of my recent columns has now been featured in most of the top boating magazines, so you can bet Sea Ray will have one on display. Whether you are a fisherman, water sports enthusiast, or you just like boating, the boat show will have something for you, so don’t miss it. Loss of the H.M.S. Bounty The H.M.S. Bounty was lost at sea 90 miles southeast of Cape Hatteras, N.C. in 40 m.p.h. winds and 18’seas along with the captain and one crew member. They never found the captain, but crew member Claudene Christian’s body was found. She was the great-great-great-great-great granddaughter of Fletcher Christian, the mate who seized command from Captain William Bligh in the 1789 mutiny aboard the Bounty. Both causalities reportedly happened while the crew was transferring to life rafts. The survivors were located by E.P.I.R.B. and picked up by the Coast Guard. Proper cold fronts key to snowfall I hope you all had a wonderful Christmas! December proved to be an interesting month in weather. We saw some huge winter storms with tons of snow for the north, where they barely had any last winter. Those same winter storms to our north managed to drag a few slow moving cold fronts into north Georgia, giving us some badly needed rain. However we still managed to end the year with a healthy deficit of more than 10 inches. Now that January is here, everyone is asking about snow! It seems everyone wants a good snowstorm in January. Then after a couple of days inside, slippery roads, and worrying about being able to get to the grocery store, everyone wants sunshine and 60s! So here is what my weather team in Severe Weather Center 2 and I will be looking for this month. First, we will be watching the movement and location of cold fronts. We’re looking for cold fronts that originate in Canada or the Arctic. Pacific cold fronts are just not going to get the job done. We are very interested where these fronts are going to end up once they move through north Georgia. If a good and stout Canadian cold front moves through and keeps going past Florida, we can forget it. However, if the front moves through north Georgia and manages to stall out and become stationary
in the Gulf of Mexico, it will have our undecided attention. When a front Glenn stalls and becomes staBurns tionary, the winds will basically be from the Lanier north on the northern Outlook side and from the south on the southern side. If a surge of warm air punches north along the front, a corresponding surge of cold air will punch down from the north. This is what we look for. This ripple along the front could develop into an area of low pressure. If it does, it can sit in the Gulf and gather energy and grow stronger. The storm has to form while the cold air remains in place over north Georgia. As we watch the jet stream and upper level winds pick up the winter storm, we then have to determine its movement. This is critical. To give us snow, the storm must move from the central Gulf and move across the Florida Panhandle and then into South Carolina. We will be on the cold side of the storm and with cold air in place, we will have snow. The strength and exact path will determine how much. If the storm should move from the Gulf into Alabama, we will end up with rain and thunderstorms. So track the cold fronts with us this month and we will see about that snowstorm! Happy 2013 everyone. Lanier now a legislative powerhouse? With area full of leading political figures Lake Lanier may be wielding political clout By Jane Harrison The Lake Lanier region holds a resource most of Georgia thirsts for and the water-spawned power to shape state policies for generations. A governor, lieutenant governor and a host of state lawmakers have sipped Lanier’s water, eaten her fish and risen from her baptismal pool into politics. Although Lake Lanier’s level appeared to continue dropping at the end of the 2012, her ego has never appeared higher. Some view a high tide of political clout emerging from Lanier’s muddy shores. Others see consistent hydraulics set in motion decades ago, propelled steadily ahead by lake counties’ growing population, which has increased more than 40 percent since 2000. As the General Assembly gets set to convene this month, at least one lake area legislator expects to wield some hydro power to get her way. “Every dog has its day,” said Sen. Renee Unterman, Dist. 45, of Buford. “I remember being a representative in the minority
party and we didn’t get an ear.” That, she said, has changed. The 22-year political veteran and founder of the new Lake Lanier Unterman Legislative Caucus proclaimed the end of Georgia’s agrarian dominated rural south and the beginning of a north Georgia era driven by urban and suburban interests. Others, Gov. Nathan Deal among them, say the lake area’s elected officials can’t get too bullish with the state’s largest reservoir, which floats boats, quenches farmland, and flows from faucets. (See separate story on this page). And, they must be mindful that policies they support on the sprawling north Georgia lake churned by high performance boats would trickle down to lazier waters of little Lake Blackshear. Few objections are expected when lawmakers propose a law equalizing boating and driving under the influence limits, a key
piece of legislation expected after last summer’s boating tragedies on Lake Lanier. But, if the lake’s officials brandish perceived clout to introduce fee-based measures, such as boat titling and licensure, or push policies that get selfish with the state’s treasured resource, there will be rebuttal. Rep. Carl Rogers, Dist. 26, from Gainesville, predicted push back if lake lawmakers fail to take a statewide view. First elected in 1994, the caucus’s senior member has Rogers seen consistent government influence from the lake region. “There’s always been political clout” around Lanier he said, but this regional power is reined in by the rest of Georgia. In mid-November he said he had already “heard some rumblings” about statewide implications stemming from concerns on Lanier. “It’s good to have the governor and lieutenant governor from
your home county, and I think 158 counties may look at us as having more power … but we go through the same process as other counties,” Rogers said. “You never get everything you ask for. It’s all give and take … it might appear we have more power, but we don’t.” What the lake area does have, he added, is personal contact with the state’s top two political leaders. “People have asked me, ‘Are you moving the Capital to Hall County?’ ” quipped Emory Dunahoo, Jr., Rep. from Dist. 30, of Gainesville. “There’s a lot more power here, no matter how you look at it, when the governor comes from Hall County, the lieuDunahoo tenant governor comes from Hall County and you have other people showing concern (in the caucus) … yes we do (have clout) and I think it’s a good thing,” he said. “Hopefully we’ll get things done in the next
couple of years” for the good of both the Lanier area and the state, he said. “I’ve not heard any negativism” about the swell of state politicians from the region, he added. But he’s wary. “You can’t please everybody, no matter what you do.” Rep. Josh Clark, Dist. 98, from Buford believes the area has accumulated political clout that puts it in “the strongest position in a while.” Clark wants to use that clout to promote safety on Georgia lakes, but cautioned against area lawmakers attempting to “nanny” all of Georgia with well-intentioned legislation that would invoke government intrusion and excessive regulation. Beyond safety, Clark feels lake area officials have collective influence to “raise awareness about the (economic) impact Lake Lanier has on our region” to perhaps persuade federal lawmakers and the U.S. Corps of Engineers to keep the economic engine full. Deal cautions against regionalism, views Lanier as statewide resource Lakeside conducts one-on-one interview with governor about lake issues By Jane Harrison Georgia Gov. Nathan Deal said coincidence and population growth account for the Lake Lanier region’s elected political prominence in Georgia. The governor, whose Deal background in the lake vicinity goes back to 1968, spoke with Lakeside News from his office in the Capitol last month about the statewide importance of Lake Lanier. Despite his decades long connection with the area, he tended to defy regional favoritism that might be expected of a near 30year former state and U.S. representative who as governor has filled numerous statewide posts with people from his home base (a common practice); instead he portrayed himself as one who looks at Lake Lanier through the broader scope of a governor accountable to the entire state. He also responded to questions about what some perceive as the
rising political clout of the region that produced a governor, lieutenant governor, and a new lake caucus whose chairperson seeks to ensure the lake region gets its due in the political arena. Deal said increased population in the five counties that surround Lake Lanier contributes to its strong presence in state government. “Lake Lanier does many things. One thing is it that it attracts population growth … Any time you have a large concentration of people, that increases your political power. I think it’s probably just coincidence that we have a governor and lieutenant governor both from the same county. I’m not sure that’s ever happened before,” he said. The governor spoke diplomatically about the region’s ability to influence legislation, or to be “the tail that wags the state dog” as one caucus attendee described its potential. He said elected officials with a “personal understanding of the issues and importance of Lake Lanier” are in a position to influence their peers.

“Certainly any time you are personally familiar with subject matter of legislation and of policy that is helpful and gives you greater insight into what those policies should be. And I think we will continue to see the issue of Lake Lanier and its importance in the overall scheme of water supply for the state of Georgia being
something that everybody is concerned about. And I think having individuals who have that personal knowledge is a benefit and because they are generally the ones who are asked the questions by their peers in their representative bodies. And I think most of the time people do pay more attention when somebody is per-
sonally familiar with the subject matter.” He described the formation of the Lake Lanier Caucus as “altogether appropriate” to address issues around the lake, but he cautioned that regionalism can thwart “our impact to do things statewide.” See Deal, page 38

Cagle mindful of statewide needs By Jane Harrison Georgia’s lieutenant governor Casey Cagle describes himself as a seventh generation Hall Countian whose fond Lake Lanier memories float on everything from jet skis and jon boats to houseboats. He said his Cagle 18 years in politics, 12 years as state senator, have granted him an appreciation of the lake that go beyond his boyhood exploits. “Being from Hall County and growing up with an appreciation for what the lake means certainly allows me, with the governor and
others, to recognize the value of protecting Lake Lanier,” he said. But, protecting the North Georgia lake goes further than looking out for constituents on its shores. “In everything I do I am mindful of the importance of all factions,” from lakeside homeowners to the majority of Georgians who rely on Lake Lanier as a water source, he said. “Lake Lanier is our largest resource and a most precious resource … the influence garnered by those who represent Lake Lanier as a voice in the General Assembly clearly carries a lot of weight. And that the governor and lieutenant governor reside in the community is on people’s minds,”
he said. Certainly, the region carries clout, he said. But the lake is important because the state needs the resource, not because of who hails from its shores. “We can’t underestimate the fact that most of Georgia, in terms of population does rely on Lake Lanier for health and wellbeing, it’s not simply vital to Hall County and Gwinnett County, but the entire state of Georgia.” He said “the right types of public policy” are necessary to benefit not just those who live and play on the lake, but others who rely on it to put money in their pockets and to slake their thirst.

Ending each day onboard with a peaceful sleep Bob and Carolyn Wilson, aboard Sea Island Girl, continue Lakeside's long running series of cruising adventures which began in the mid-1990s. To date we've had the Johnston family, Jean and Bill Bayman, and Mechelle and Bill Cooksey all contribute to the series. Bob and Carolyn boated on Lake Lanier until leaving for their adventure in 2002. Whenever we get together with non-boating friends they are fascinated that we can escape the normalcy of suburban living to spend each winter aboard Sea Island Girl. Most are interested in the places we have visited, the people we have met along the way and the challenges we face. Recently we received several emails asking, “How many beds do you have and what’s it like sleeping on a boat?” Getting a good night’s sleep is seldom a problem when you are on the water. A good book always helps to get your eyelids a bit heavier and, if you are not a reader, you can always count the gentle waves as they slap against the hull. A jigger or two of rum before climbing into your berth does the trick as well.

we have experienced our fair share of bumps in the night. There was a night, when during a heavy rainstorm, the anchor alarm went off indicating that the boat had moved. Emergencies like this can happen, and when they do, it can certainly get the heart pumping. When you awake and tend to something like that in the middle of the night, you seldom can go back to sleep. It doesn’t seem to matter if we are at anchor, safely tied up in a
marina or doing a night crossing to the Bahamas, we find these are most often the best times. After a full day of moving about or working to complete a list of boat projects, it is soothing to witness phenomenal sunsets or geese flying across a moonlit marsh. He indicated area officials must carefully gauge their leverage to avoid opposition from the rest of the state. “The key (in safety-related Miller issues) is developing legislation that is familyfriendly and small business-friendly … that is not onerous or burdensome to constituents or in general.” Newly elected Timothy Barr, representing District 103, from Buford, believes the state’s need for water fuels the region’s political clout. “It all boils down to drinking water,” Barr said. He noted that the new caucus grew from public outcry about boating safety, but that a declining lake level is tipping interest toward water supply, not just for drinking but also for recreation. the caucus lends “more voice” to the region that holds the tap for most Georgians and whose growth depends on a full Lake Lanier. Elected officials are not the only ones weighing in on the lake area’s political clout. Joanna Cloud, executive director of the 3,000-member Lake Lanier Association, said the region has always had influential people in state government. But, a different angle comes with the governor and lieutenant governor from the area. “We have a better dialogue with the governor’s office and his staff. They know the issues … there’s no bringing them up to speed. They are educated, aware of and experienced with issues on Lake Lanier.” “I think it does aid in having more of a voice,” said Gainesville Marina President Philip Burton, who also represents the Marine Trade Association of Metro Atlanta. He said that lake area legislators, especially those with boating experience, know more about his own business and the boating culture and will draw upon that knowledge when con-
sidering legislation. Mack Burgess, who works with government relations for Lake Lanier Islands Resort, said he cannot speculate on Lanier’s political clout. “I don’t know whether (the region’s office holders) give us more power or not … even representatives from this area have constituents all over,” he said. But, he said the lake’s economic importance ranks high on their agenda. “I think the governor recognizes what an economic engine (the lake is) for this part of the state,” he said. Sen. Unterman, caucus chairman, said that the statewide election of the governor and lieutenant governor steers their actions toward the state as a whole. She views the caucus as wielding regional power to influence not only the governor on safety issues, but also other state and federal authorities about water allocation and environmental issues. The caucus, if it votes as a block, has clout, Unterman said. With at least 25 potential votes, “the governor has to look at that and say, ‘Wow.”

Caucus public hearing yields slim turnout • Deal By Jane Harrison Rep. Butch Miller’s prediction rang true when a slim turnout showed up for public hearings on Lake Lanier 10 days before Christmas. “We’ll be competing with Santa Claus and Jesus,” the Gainesville lawmaker told Lake Lanier Legislative Caucus members a week before they set the hearing date. About 25 people attended the Saturday morning hearing at the Gainesville Civic Center and about 30 were at the afternoon hearing at Buford City Hall. Caucus chairperson Sen. Renee Unterman, of Buford, planned the hearings to get public input on potential legislation prior to the 2013 General Assembly. People speaking at the Gainesville hearing expressed support for raising the age requirement for children to wear personal flotation devices on boats and changing the legal blood alcohol content for boaters to mirror the legal limit for drivers on the road. Several also said they would like to require boater education phased in by “born on dates.” At least one speaker said that older, experienced boaters would be affronted if required to take a class.
“A lot of folks would be insulted, those over 50 if told they’ve got to take a boating class. They’re experienced. It’s the youngsters that need it,” said Terry Kuehn, who lives on the northern end of the lake. Changing BUI limit from .10 to .08, invoking vehicular homicide laws, and boater education requirements rank as the top three recommendations garnered from a 536 respondent survey by the Marine Trade Association. Association spokesman and Gainesville Marina President Philip Burton told lawmakers that the query of boat industry representatives and boaters also ranked lowering age requirements for PFDs among the top 10. Georgia law currently requires PFDs for children younger than 10 on moving vessels. In other states, including North Carolina, the PFD requirement extends to children under age 13. Kim Martin, speaking for the SAFE Kids organization, supports raising the PFD age limit, boater education for children under age 16, and a requirement that children must be at least age 16 to operate personal watercraft. “Kids get on jet skis … they can’t drive a car (until they are
16), why are they allowed to drive a boat?” Martin said. She also recommended that parents be held legally accountable “for children who don’t do the right thing.” Lake area resident John Gendlach suggested that bar and restaurant owners with business docks on the lake be required to station an employee on their dock to look for potential drunk boaters. He said he had seen boaters leaving lakeside restaurants appearing unfit to take the helm. “It’s people over .15 (blood alcohol content) that are causing problems,” he said. Caucus members raised the issue of speed limits for boaters. When asked by Rep. Lee Hawkins how MTA survey respondents viewed speed limits, Burton replied, “It’s a mixed bag. By and large they’re not in favor of it. There’s a small percentage would be in favor during night hours.” He added that boat travel generally ranges from 25 to 50 miles per hour, but some large horsepower vessels hit 70 to 80 mph. Continued from Page 26 Nonetheless, Deal indicated that significant events within a region can lead to statewide legislation, such as boater safety laws he is proposing in the aftermath of highly publicized fatalities on Lake Lanier last summer. “We will have a package of legislation that will equalize the blood alcohol content level for boating under the influence with those of driving under the influence,” he said. Additionally, he supports boater education as a condition for operating a boat on public waters in Georgia. While proposed boater safety legislation may generate varying opinions, even within regions, balancing water supply inside and outside state lines is an even more complex issue. “I do think that the availability of water and making sure that we conserve and making sure that we do everything we can not to waste that valuable resource is an issue that is important not only to those in north Georgia but all through the chain (of) rivers in our state,” he said. The governor mentioned the demands on Lanier as the largest reservoir on the primary corridor that provides water for the majority of Georgians and its role as an
economic engine fueled by tourism, recreation and real estate. He also cited the irrigation needs of farmers who rely on the Flint River, part of the river chain that descends southward from Lake Lanier. The Flint “is at a very, very low level right now and south Georgia has heavy dependence on irrigation for the crops they produce and most of that is from wells that are drilled into the aquifer and there are relationships between those aquifers and river levels. So, we are trying to manage a very comprehensive issue of water supply in our state and make sure we are fair to everybody.” Part of that management process, Deal said, relies on enhanced water storage in Lake Lanier. He believes greater holding capacity within the state would benefit not only his state, but also Florida and Alabama, contenders for water that flows out of Georgia. Next month’s Lakeside focuses on the governor’s responses to questions about raising the level of Lake Lanier, the Glades Reservoir in Hall County, and dredging as a means to increase water volume.

Anson and Becki soldiered on with their friends. “During this time they worked on this boat like it belonged to them, and we will always appreciate their help,” Bob said. “More than worrying about wrecking their boat, we worried about wrecking our friendship,” Anson said. The friendship thrived, dock neighbors helped out and the outcome exceeded expectations. In October, a year after they bought the boat, the Hornings’ friends raved about the Foolish Pleasure at an open house party. It came out exactly as we wanted it, down to the last nail head,” Bob said of the $35,000 project. It was worth it, he said, to have the whole lake as a campground and the marina as home base. “We can stay here or go out and meet camping buddies” at lakeside campgrounds, Judy said. “We’ve put so much into it, we want to be here every day we can.” The couple enjoys cruising along at about six miles per hour and checking out the scenery as Bob learns more about piloting and navigating through the watery playground. “I am ambitious to learn everything about the lake from the north end down,” Bob said. “The lake experience has turned out exactly as we wanted it to be.”

Community Improvement District gets closer to approval By Pamela A. Keene The proposed Lake Lanier Community Improvement District is one step closer to reality. The organizing group has recently announced that it has met the requirement of approval to total 75 percent of the affected property values. “The area that we’re considering is valued at $220 million,”
said Mack Burgess, who has been working with organizers to bring commercial property owners on board for the self-imposed 5 mil tax increase to improve the area along Lanier Islands Parkway from Hog Mountain Road to Lake Lanier Islands. “We’ve reached $180 million to $190 million, so now we’re trying to bring at least 50 percent plus one of the prop-

erty owners on board.” The CID, modeled after similar projects across metro Atlanta, will provide extra services beyond those of the Georgia Department of Transportation and other state and county entities. Sidewalks, street lights and other amenities will come from funding by the members of the CID, commercial businesses who agree to the nine-year tax. Properties include Bristol Industrial Park, Golden Park Pavilion Shopping Center, and the properties adjacent to Lanier Island Parkway. “We are very encouraged by the comments we’re hearing from the community,” Burgess said. “The Hall Chamber of Commerce is supporting us and we hope to meet our goal by February 2013.” Burgess said the greatest challenge has been persuading out-oftown property owners to come on board. “Local property owners tend to be more in favor of the CID, but others are joining in as well,” he said. “We hope that the CID will raise as much as $450,000 to $500,000 and that we
can leverage this money for grants up to 10 times that value.” Burgess said that CIDs bring even more commercial development to an area and will be a primary driver of activity. Currently, there are 12 CIDs in

A season of safe boating courses begin next month As you read this article, the Atlanta Boat Show will be under way or on the verge of opening. The Coast Guard Auxiliary will be located in booth # 223 in Hall “C” of the Georgia World Congress Center. Mountain trails near Dahlonega, Dawsonville, Helen, and Clayton beckon with panoramic views during bare-tree months and the refreshing splash of cool streams in summer. The near 80-mile Georgia section of the Appalachian Trail traverses Georgia’s peaks from the famous trail’s southern terminus on Springer Mountain near Ellijay to its entry into North Carolina at Bly Gap near Clayton. Foot travelers can find easy day hikes, strenuous treks, and everything in between on trails accessible via state parks and forest service roads. At the request of the Georgia Department of Natural Resources, the U.S. Army Corps of Engineers has reduced the amount of water released from Buford Dam through April 30. The DNR made the request last fall, but because of waterlevel conditions in the lower lakes in the Apalachicola-Chattahoochee-Flint system, the Corps delayed the reduction until mid-December. The releases have been reduced from 750 cubic feet per second to 650 cfs to conserve water in Lanier. Lake levels have hovered around 1056 for the past several weeks. Georgia saltwater anglers need free permit beginning in January Anyone with a valid Georgia fishing license, including those with a Georgia Lifetime Sportsman’s License and a Senior Lifetime License, who wants to fish in saltwater will now need a free, annual Saltwater Information Program (SIP) permit. The SIP permit, which became law January 2, is part of a comprehensive effort by the Georgia Department of Natural Resources to collect timely and accurate data from saltwater anglers for use in resource management. Other Saltwater Information Program activities include volunteer fish tagging, a fish carcass donation project, and ongoing creel surveys of anglers and fishing guides. “This new permit will help us identify individuals who saltwater fish in Georgia so they can be included in catch and effort surveys. We want these surveys to be cost-effective, and we want the results to be as accurate and trustworthy as possible since they are so important to the management process. Georgia’s saltwater anglers can help by complying with this new requirement and by participating in these surveys when contacted,” explained Spud Woodward, director of the Coastal Resources Division. The SIP permit is patterned after the successful free Hunter Information Pro-
gram (HIP) permit, which is required of Georgia hunting license holders who hunt migratory birds. The first SIP permits will be valid until February 28, 2014. After that, the permits will be valid for a 12-month period starting March 1 and expiring on the last day of February the following year. The SIP permit will be available from the same sources as hunting and fishing licenses, and there will be no transaction fee for adding the SIP permit to an existing license. Georgia saltwater anglers who have a valid fishing license with a SIP permit and who fish in the Atlantic Ocean beyond three miles offshore will be exempt from the federal requirement to have a Saltwater Angler Registry permit. The 2013 SIP permit is available now from any current license vendor or download the permit on the internet at www.CoastalGaDNR.org/SIP. Help give Georgia’s wildlife a chance You can help conserve our most endangered animals, plants and habitats. From bald eagles to longleaf pine savannas, the Georgia Department of Natural Resources’ Nongame Conservation Section is charged with conserving animals that are not legally fished for or hunted, as well as rare plants and natural habitats. The list includes more than 1,000 species of conservation concern. Yet the Nongame Conservation Section receives no state appropriations for its vital work. Instead, the section depends on grants, fundraisers and public contributions. That means the future of creatures such as gopher tortoises and goldline darters and the habitats they need to survive depends largely on the public. Nongame Conservation Section Chief Mike Harris said that this while this holiday season has roots in celebrating the sustaining harvest of natural resources, that thankfulness also extends to the nongame wildlife in Georgia “that we like to see and that enrich our quality of life.” “Conservation of these species,” said Harris, “depends on giving.” Here are four ways you can help give
Georgia wildlife a chance: • Contribute to the Georgia Nongame Wildlife Conservation Fund. Created by state law, this fund is dedicated to conserving our most vulnerable animals, plants and habitats. • When preparing your 2012 taxes, give to the Wildlife Conservation Fund state income tax checkoff. Donations are deductible to the extent allowed by law. • Join TERN, friends group of the Nongame Conservation Section. The Environmental Resources Network is a 501(c)(3) nonprofit that provides significant support for nongame statewide. • Buy a bald eagle or hummingbird license plate, or renew your current Give Wildlife a Chance plate. Traveling through Cayuga County in Upstate New York is the equivalent of being in two different countries in Europe on the same day. The area along Lake Ontario consists of the Sterling and Fair Haven communities, which are rather low key recreational areas related to the lake. For park rangers at Lake Sidney Lanier working in Shoreline Management, “Is everything OK?” is one of the most common questions we’re asked when we meet with lot owners about their boat docks. It seems as if everyone wants to know if their dock is OK, and whether the Corps of Engineers is going to want them to do something. A deficiency can be major or minor, depending on the extent of the violation. Serious business Unauthorized structures and timber trespasses are probably our most common problems and often involve destruction or damage to public property. An unauthorized structure is usually a dock or item constructed or placed on public land for which we cannot or did not issue a permit.
Timber trespasses involve the cutting trees on public land, sometimes over a large area. These cases are the ones we end up in court over, since removal of the item and restoration/restitution is usually required. Don’t do them! Remember, your area ranger can help you avoid making serious mistakes and is willing to work with you on solutions. So, what’s the solution? Most non-compliant permit issues are easily fixed. The problem usually can be resolved with a small amount of effort on the permit holder/property owner. There was no other explanation other than ‘going stupid’ What does creeping senility really look like? A bearded scruffy codger holding two sacks of groceries, standing in a grocery store parking lot in ankle deep pouring rain, realizing that his keys are not in his possession, and arriving at a lucent moment suggesting that they are locked in the car. Really wasn’t expecting something that stupid at my age. Of course, the stupid part is nothing new to me. It’s the part where I combine stupidity with running late getting home that allows for the cosmic punishment that was so easily laid upon me. But the real proof of my impending slide into mental homelessness had not really reared its ugly head at the aforementioned realization that my keys were not in my pocket. Instead, the real coup de grace was not that my keys were locked in the car, but rather that the car was not locked in the first place, and that I had never given even the slightest thought to trying the door handle to make sure. It was deceptively easy to overlook that detail just to be honest. But of course that is the problem, isn’t it, living in a state of blissful stupefaction as all one’s brain cells slough off by the

In the non-impaired world, its OK to lock your keys in the car every once in a while – it’s just a reminder that you are so engaged in so many meaningful activities that you are way too busy to be bothered by car keys. It’s like not knowing your own phone number because you never call yourself anyway. That fact, combined with the perceived need to make up for lost time to heed my wife’s intonation to NOT be late under any circumstances resulted in the inevitable short circuit engineered by my remaining neurons whereby I was, in fact, locked out of an unlocked car. To make matters worse, my daughters have been “tracking” my bizarre behavior for years in
order to determine the exact moment to have me institutionalized. According to them, seizing just the right moment gains them access to the Early Bird Special advertising 20 percent off the cost of a padded room, thus forever confirming their prowess as Super Shoppers. Under my self delusion that I was locked out of an unlocked automobile, I resorted to calling home for a life line. Fortunately, I scored one of my daughters and coaxed her into coming to my rescue without sounding the nursing home special, and at the same time, bribing her to not rat me out at home. Of course, once she had extracted the bribe, she double crossed me and blabbed to everyone in the house, including her mother. I realized my mistake almost instantaneously as my cell phone literally jumped out of my pocket and into my hands. Looking at the screen, I saw that the call was from the “Big Cheese” and cursed my bad choice in children. Fearing the worst, I decided that my best avenue was to just tell the truth. “Are you all right?” my wife asked.
