By Jane Harrison As the final days of 2016 neared, Georgia and Florida water warriors awaited words from the Solomon tasked with deciding how much of the life sustaining flow each should get. Special Master Ralph Lancaster wrapped up more than 80 hours of testimony in a Maine federal courtroom Dec. 1 with his usual admonition: “Please settle this blasted thing.”

The Supreme Court appointee told Florida and Georgia attorneys the recommendations he would ponder “over Christmas” could make them both blue: “I can guarantee you that at least one of you is going to be unhappy with my recommendation, and perhaps both of you. You can’t both be winners. You can both be losers.”

The court is expected to lean on Lancaster’s rationale before eventually ruling on the 2013 Florida lawsuit that accuses Georgia of over consuming water on the Apalachicola-ChattahoocheeFlint river system shared by the two states. Lake Lanier is the ACF’s largest reservoir. Georgia

river watchdogs attending portions of the evidentiary hearing observed a battle of hydrologists and environmentalists.

“I think (Florida) has a tough road,” said Chattahoochee Riverkeeper staff attorney Kevin Jeselnik, who heard Florida testimony the first week of the month-long trial. Florida must prove that Georgia’s alleged overuse of water caused environmental and ecological damage downstream and that capping Georgia’s consumption would end its water woes. He said that despite Florida’s attempts to prove that Georgia caused the collapse of Apalachicola’s oyster industry in 2012, Georgia countered “at every turn” with evidence of problems with Florida water practices. “Georgia would point back to Florida and say, ‘you had a role in this too, you’re hands aren’t clean.’ ” Florida struggled under a high burden to make its case, Jeselnik said, “but, Georgia certainly didn’t come away looking totally innocent.” Evidence suggested Georgia lacks oversight in agricultural water withdrawals and

that it can conserve more.

“I don’t think (the special master) will let Georgia off the hook,” Jeselnik speculated.

Chris Manganiello, CRK water policy director, noted Florida focused much of its attack on Georgia farm irrigation along the Flint River. Florida accused Georgia of allowing illegal irrigation on 90,000 acres and utilizing waste-

ful irrigation practices. Manganiello mentioned that during the trial, Georgia Gov. Nathan Deal suddenly created a task force on irrigation compliance, an attempt he speculated to “get the house in order.”

The Special Master will also peruse a U.S. Justice Department brief on the Corps of Engineers ACF Water Control Manual.

States, U.S. summarize key points Among Florida’s claims: • Georgia has ignored the need for more aggressive conservation for decades.

• Georgia’s water consumption has altered the ACF hydrology and ecosystem and damaged community economies.

• Eliminating illegal irrigation on 90,000 acres and prohibiting wasteful irrigational practices along Flint River would increase water to Florida.

• Fixing municipal and industrial leaks and restricting outdoor watering would reduce Georgia’s consumption.

• Amendments to Georgia’s irrigation practices, leak repairs, and more aggressive conservation in drought would not cost Georgia billions of dollars or cause the “nightmare scenario” as Georgia predicts.

Among Georgia’s claims: • Increased flows on the Flint River do not lead the U.S. Corps of Engineers to release more water into Florida.

• A consumption cap would not lead to greater flow to Florida in drought.

• Georgia water use did not cause oyster industry collapse.

• Florida’s proposed remedies would impose “staggering costs” on Georgia without solving Florida’s woes. The cost could total more than $800 million per year, including lost economic activity and agricultural-related

Safe boating courses for 2017 begin next month As you read this article, the Atlanta Boat Show will be underway or on the verge of opening.

The U.S. Coast Guard Auxiliary will be located in booth #244 in Hall “C” of the Georgia World Congress Center. We invite you to stop by and talk with our members about membership or almost any phase of recreational boating, including arranging for a free Vessel Safety Check.

In addition, you can pick up a safe boating course schedule for 2017 being offered by Flotilla 22 Lake Allatoona and Flotilla 29 Lake Lanier. On a personal note, I knew absolutely nothing about the Coast Guard Auxiliary, even though I had been a boater for a number of years. After taking their course, I learned who they were and what they did, including their relationship with the U.S. Coast Guard. That was over 20 years ago, and I never regretted my decision to join.

Take a minute now and read the U.S. Coast Guard’s recreational boating accident statistics for 2015, the latest information available, then give thought to scheduling a one-day boating safety course in 2017.

• 626 deaths • 2,613 injuries • 76 percent of deaths due to drowning • 85 percent were not wearing a life jacket • 71 percent of deaths on boats where the operator had not taken a safe boating course • 5 top causes of accidents in order were operator inattention, operator inexperience, improper lookout, machine failure and excessive speed.

I was amused recently to read that a frequently used excuse given to law enforcement for speeding in an auto was “I was just keeping up with the flow of traffic.” The officer’s reply was “the flow of traffic is not neces-

sarily the speed limit.” Accidents/deaths on the water usually are followed by questions asked by law enforcement, and one of them could well be, “Have you taken a safe boating course?”

Please don’t be one of the 71 percent above.

The courses vary some, but cover topics such as, but not limited to, “Know Your Boat, Before Getting Underway, Navigating the Waterways, Operating Your Vessel Safely, Boating’s Legal Requirements, Boating Emergencies, Enjoying Water Sports and Georgia Boating Laws.” Successful completion of this course may result in a discounted premium on your boat’s insurance premium that could easily be enough to cover the small fee for the course.

Becoming a more knowledgeable skipper will make boating much more fun and relaxing and could bring a sense of “reassurance” to some of your guests!

Another good reason to take a course is because Maritime Law holds the skipper responsible for anything that happens on your vessel, even the conduct of your passengers. There are written navigation rules referred to as the “72” COLREGS” governing op-

eration of boats in international and inland waters. If you violate any of these rules and cause a problem, you can be held accountable to these rules.

Wouldn’t it be a good idea to be familiar with the most common ones? The civil penalty that can be imposed for violation of these rules has been set at “not more than $5,000 for each violation.”

We’re only asking you to spend one day and about $35 to make you a more knowledgeable and safer boater.

From U.S. Department of Justice post trial brief in reference to the ACF Water Control Manual: • A cap on Georgia’s consumption, particularly on the Flint River, unregulated by the Corps, might plausibly increase the amount of water flowing into Florida when the Corps is operating to match basin inflows.

It is plausible that increased flow during wet times would provide a cushion during low-flow periods to possibly maintain a specified greater flow rate for a longer period of time without any alteration of the Corps’ operations.

LAKE LANIER OLYMPIC PARK LCKC chooses homegrown coach/program director

By Jane Harrison The Lanier Canoe & Kayak Club tapped a homegrown paddler to pilot its athletic programs for the first time in more than 15 years. Former Developmental Team Coach Kalen Lee Scholz began duties as LCKC head coach/program director in October after club directors hired her over a field of a dozen Scholz applicants from around the world.

“We received a lot of qualified applicants, but at the end of the day, the board realized that the best person to fill the position was already here at the club,” said LCKC incoming president Tracy Barth. “Having someone that is familiar with the athletes, parents, and the community will allow our new head coach the ability to jump right in and begin work immediately.”

“I’m proud to be at LCKC where I got started,” Scholz said in a late 2016 interview after weeks of individual meetings with athletes. The 29-year-old who’s been paddling at Lake Lanier Olympic Park since she was 12 knows the waters as no previous coach has. Her familiarity with the community, the club, and young paddlers escorts her confidently into the wake of previous international coaches with the word “Olympic” on their resumes.

She came into the job after the departure of eight-year coach Claudiu Ciur who coached the LCKC squads longer than any other since the club’s inception in the mid 1990s. Scholz felt nearly overwhelmed with the honor of taking the helm. “I have a lot to live up to,” she said. She believes her “ability to relate to the kids, the lifestyle here, and the challenge to balance school and activities” tailor her for the job.

She moved into the position after seven years as the Developmental Coach, during which she built a team from fewer than 10 athletes to 44 athletes. She now directs about 70 athletes and serves as program director responsible for day-to-day operation of multiple activities, from recreational outings to competitive national to international level sprint paddling.

Scholz first stepped into a kayak in 1999 after then-LCKC coach Tony Hall brought a boat to the North Mall Middle School gym. The lure of competing on water drew the North Hall kid who had already tried a lot of turf sports. She enrolled in a three-day camp, got recruited onto the LCKC sprint team, and competed with athletes across the U.S. on Junior and Senior National teams from 2002-2005. She won national championships in single kayak junior women’s 500 meters in 2003 and 2004.

She left the water to earn a degree in elementary education at the University of Georgia and returned after learning that LCKC needed a developmental coach in 2009. “I thought I’d try it for a year. I liked it and stuck with it,” she said. The job “combines my love of paddling and education … it’s a perfect fit.”

She feels her foundation in education transfers well to coaching. Athletes need structure, clear instructions, and “to be pushed,” just as students do, she said. She added that many of the same tricks that keep elementary kids in line work well to mentor and motivate athletes of all ages and abilities.

Scholz understands the difficulties kids face trying to juggle athletic practice with school, social and family activities. She believes her own experiences as a scholar/athlete/coach in the Lake Lanier community buttress her ability to “relate to the kids lifestyle here and the challenges of balancing school and activities.”

Her knack helping kids balance time to practice in a tippy competitive boat led the LCKC team to Bantam and Juvenile national championships this past summer. As developmental coach, she also directed the Beginner Racing League, which introduces 10-14 year-olds into the sport, and coordinated club regattas and planned team trips to venues in Canada and across the U.S. She serves as a member of the USA Canoe/Kayak Sprint Coaches Association Board.

Scholz got new insight into balancing young adulthood and coaching last year after she and husband, Norman, had their first child, named August. “LCKC has been so supportive,” she said.

Team parents extend a hand to help out when the coach brings the little team mascot to regattas.

“It’s like an extended family,” added Scholz, who lives in Athens where her husband works.

Scholz came into the job after what she described as an “eye opening” Olympic qualifying period for LCKC athletes. Nine young LCKC athletes were among the dozens of American paddlers whose Olympic dreams went unfulfilled after only one American qualified for the 2016 Olympics. In the two decades since the 1996 Olympics, most young LCKC paddlers, encouraged by their coaches, stated their ultimate goal was to paddle in an Olympics.

A reckoning came in summer 2016. “Everyone realized that even the top athletes had a tough time getting there … it takes a lot of steps” Scholz said. Those steps, including national and international competitions, require American athletes to multitask between school, commitments and practice, she added. This contrasts with the culture in some countries where kids leave home to attend a sport-centered school, such as one that former coach Ciur attended as a child in Romania.

“A lot of Olympic athletes don’t qualify until they’re in their mid to late 20s,” Scholz said. She plans to urge athletes to focus on one year at a time, keeping them engaged as youngsters and steering them through successful careers as junior paddlers. “We hope to focus on the local and national levels, building a strong club and getting a national championship again,” she said. The key is retaining high school athletes.

“We will encourage paddling beyond high school,” she said, but with the full knowledge “that most will go on to do other things. And we will support them if they go beyond.” This philosophy represents a near paradigm shift from the Olympic aim held by dozens of past LCKC athletes whose hopes have been dashed.

Scholz said that taking over after Ciur’s reign has been hard.

“It’s always difficult when athletes lose a coach. He was the only coach many of them ever had. Part of being a homegrown coach is that I’ve been through

WCM to sate metro Atlanta’s thirst, but may draw down Lanier, pollute Chattahoochee

By Jane Harrison More water from Lake Lanier and the Chattahoochee River will green lawns, flush toilets, and process goods in metro Atlanta under a new water management plan announced by the U.S. Army Corps of Engineers last month.

Atlanta area officials reacted gleefully upon release of the water control manual that grants Georgia nearly all the water it requested through 2050 while forecasting negligible impacts to Lake Lanier and the northern section of the river below Buford Dam. However, it predicts potentially adverse changes in water quality for the river south of Atlanta and a range of outcomes in water levels for the string of reservoirs between Atlanta and Florida. Additionally, the plan predicts no changes in flow into Florida on the Apalachicola River.

Lanier watchdogs, environmentalists looking downstream and Florida officials expressed concern the plan could bring more days of red shoreline to the lake, decrease water quality on the Chattahoochee and devastate Florida’s oyster industry. The manual, updated for the first time

since 1989 and subject to a review period ending Jan. 14, details Corps’ proposed operation of five dams on the Chattahoochee River en route to the Apalachicola River in Florida. Lake Lanier, the northernmost reservoir, is the largest on the Apalachicola-Chattahoochee Flint river system that includes the free flowing Flint River that merges with the Chattahoochee near the state line.

The Corps evaluated about a dozen water management and supply storage scenarios to formulate the Proposed Action Alternative to cover a myriad of water issues, including supply, drought operations, flood control, power generation, recreation, economic and ecological concerns. “Under the PAA, (the Corps) would continue to operate the ACF as a system in a balanced manner to achieve all the authorized project purposes,” said E. Patrick Robbins, Corps spokesman.

Special master asks for explanations As of mid-December, it was clear the WCM was on the mind of the special master who had just wrapped up a Florida-Georgia showdown in a Maine courtroom where states’ attorneys argued

about balance on the river system.

Special Master Ralph Lancaster’s recommendations to the Supreme Court are expected to strongly influence Court decisions about how to divvy the water between the two states. Florida filed suit in Oct. 2013 accusing the Peach State of hoarding water on the ACF and causing economic and ecological harm to Apalachicola Bay. A week after the hearing ended, the Corps sent Lancaster the newly released WCM. The Supreme Court appointee then ordered the U.S. Justice Department to explain if and how the 1,000plus page manual materially changes Corps operations “as presented by the parties” at trial.

Lancaster was expected to offer his recommendations to the Court by the end of December. It is unclear how the special master’s ruling or potential future federal lawsuits would effect WCM implementation. Past lawsuits have impeded completion of a WCM for decades.

So what is the polar vortex?

You have heard it described on many evening newscasts. Last year, it was said to be “devouring cities in the Midwest and Northeast” with cold and snow. It’s the next big thing in scaremongering and it’s called the “Polar Vortex.”

Despite some media hype, it’s not some monster coming out of the North Pole but rather a very real weather phenomenon. It is actually an area of low pressure in the upper part of the atmosphere and lies near the North Pole.

(There is also one at the South Pole.)

Below lies a large mass of cold, dense arctic air.

The vortex weakens and strengthen from year to year. When it’s strong it is well defined, there is a single vortex and the arctic air is well contained; when weaker, which it generally is, it will break into two or more vortices; when very weak, the flow of arctic air becomes more disorganized and masses of cold arctic air can push southward, bringing with it a huge temperature drop. The polar vortex strengthens in the winter and weakens in the summer due to its dependence on the temperature difference between the equator and the North Pole. The vortices span less than 600 miles in diameter.

So how does this affect our weather?

When the polar vortex is strong, there is a single vortex with a jet stream Glenn that keeps the cold air Burns bottled up. However, when the polar vortex Lanier weakens, it separates Outlook into two or more vortices, the strongest of which are near Baffin Island, Canada and the other over northeast Siberia. This will send down a blast of cold air deep into the south toward the equator.

We have seen this happen twice so far this winter. There are good “signals” computer models are now able to pick up on that and can tell days, weeks, or even a month ahead of time, when the Polar Vortex will weaken. I actually have seen signs it may be weakening for the third week of this month. I can we have seen a trend of above average temperatures this winter but that may be about to change.

We will continue to watch the “signals” and wait for those subtle signs the jet stream is about to make a dive. We’ve seen some incredibly cold temperatures in Siberia and Asia this winter. What goes around, comes around.

Protecting wildlife in the face of progress

By Pamela A. Keene The birds had a say in the work schedule for construction of the new Boling Bridge on Ga. 53 across Lake Lanier. Boling Bridge is known for the osprey nests on the tops of the supports.

The DOT has taken steps to ensure that the birds will not lose their homes and nests.

“We’ve placed tall timber poles nearby to encourage them to migrate there with their nests during construction,” said Katie Strickland with District 1 of the Georgia Department of Transportation. “We waited until midOctober to start the project, because that’s when their migration begins.”

Equipment is now in place and the first concrete caisson supports were poured in mid-December.

The plan is to build the replacement bridge right next to the existing bridge, then divert traffic to the new two-lane structure. Afterwards, the old steel-truss bridge will be demolished.

The new bridge will have two 12-foot-wide lanes and 10-foot

shoulders. The $20 million project is expected to take almost three years to complete, with a target date of March 2019. It in-

cludes building the new bridge and the approaches to the bridge, a total of .74 miles of construction, widening and realignment.

How to experience smooth sailing So just what is smooth sailing ... a distant outline of land on the horizon, the turquoise ocean, flat and glassy in appearance. In an instant the wind can shift, backing or veering, coming from the Northeast, opposing the flow of the Gulf Stream, creating something just short of “Hell on Water.” Waves rapidly rising as short period, large troughs, cresting over the top of some of the tallest ships that ply this sea. It’s also the birthplace of some of the strongest storms and tropical systems on the planet. Migrant rescue is a frequent mission in this area, foul weather always complicating the situation, and exponentially increasing the risk.

My solution to the ongoing water war The headlines are filled with stories about the water war, and who has the best plan to solve it.

Florida wants more water for the oyster harvest. It wants to restrict Atlanta residents on the amount of water they use – and with a growing population they need more. Nobody has mentioned how to get enough water to satisfy all parties.

There’s a simple solution. If you don’t have enough of what you need, find out how to get more. The nearest source for more water is the Tennessee River, which floods the lowlands when the snow melts. Georgia’s northern border is close by, and if a surveyor hadn’t made a mistake when laying out Georgia’s boundaries the northern boundary would be in the middle of the Tennessee River.

All waters are in some way controlled by the federal government, so this project would be run by the Corp of Engineers. Here is my idea: have the Corps oversee the construction of a canal connecting the Tennessee River with the Chattahoochee River. Select two places off the Chattahoochee River that would make good reservoirs at the dam end which would reconnect. Install a hydroelectric generator. The spring snowmelt would fill the reservoirs and rains would keep them full enough to keep everyone downstream satisfied for years to come. It would also reduce the cost that the federal government has to pay along the Tennessee River for flood insurance. This project will in no way affect navigation or boat traffic keeping all lakes and rivers at a reasonable level. I’ll bet Georgia Power would want to buy the extra electricity. Another thing it would do is help the economy around the lakes and rivers. Boating and fishing businesses like marinas will benefit. It won’t be like now with Lake Lanier more than 10 feet below normal.

When the lake is full everyone benefits, if the lake stays low a lot of businesses will suffer and realestate prices will go down. So something has to be done, and some positive action needs to start soon.

sunken boat removal. A job well done, keep up the good work.

There is only one thing low water is good for – recovering those lost tools, or valuables you dropped overboard. Also, if you know where you got hung up on a log with your favorite lure, you might be able to find it.

Get ready for boating season Some of those small things you forget to do when you put your boat away ... do you need a new anchor line, or extra line?

How about dock lines or fenders?

What about cleats, chocks or tow rings? Do any need replacing?

Are your batteries old? What about navigation and spot lights, compass and horn? Check and refill your onboard first aid kit. Inspect your PFDs and replace any that show age and wear. Reorganize your stowage area and remove anything you don’t need. A lighter boat is more efficient. If you have electronics or anything that needs repair you still have time to ship it off or take it to a dealer so you will have it back in time for the season. Also you might want to get a USCGA boat inspection.

The more prepared you are the better and safer boating you will have this upcoming season.

Fish stories I was about eight years old when my granddad taught me to row a boat so he could fish with two rods trolling over sand bars.

This developed into a guide service for me. My granddad would not allow outboard motors on the lake, so when people came to fish I’d offer to row them around the lake for $5, and for another $5 I’d show them the best places to fish.

One of my clients was a Catholic Bishop named Bishop Scully from Albany, N.Y. He was a good friend of my mother’s crowd.

Well, we fished for about five hours. The limit was five bass each and small mouth bass 12 inches or longer were legal keepers. We caught a bunch of fish that day and would replace a

small one on the stringer with larger ones. Finally we had our limit of five good size smallmouths apiece. So I started rowing back to the dock. The Bishop reached in his tackle box and took out a pint of bourbon and “Down the Hatch,” he drank it. Later that night my mother noticed I was quiet and it seemed like something was bothering me, so I told her about the Bishop. I had never seen this done before by anyone, let alone a Bishop. My mother explained to me that they were allowed to drink, but as a youngster it took me by surprise.

Another true fish story: Once I settled in Georgia I became fishing buddies with a doctor. Every time we went fishing something out of the ordinary usually happened. Well, we were casting our lures in a small lake near Jackson, Ga. We had both caught a few fair largemouth bass. I got a good strike on my favorite Rapala. I got him close to the bank and “pop” my line broke and my Rapala and the fish were gone. The doctor was fishing about 40 feet down the bank. While I was fixing my tackle with another lure.

Doc yelled at me to get the net, “I’ve got a big one on.” So I got the net ready and brought the fish in. Lo and behold the fish was not only hooked well with Doc’s tackle, but my Rapala was also in his mouth. Never heard of that happening before.

A friend of my granddad brought a fellow by the name of Ray Kroc over fishing one day.

Down at the dock my father and he were talking various business subjects, as my father was in merchandising most of his life. Later that night my father said, “Virginia, that Kroc fellow who fished today is in the hamburger business, but I can’t see how he’s going to make any money selling them at that cheap price.” Ray Kroc sold a lot of those hamburgers with a chain called McDonalds.

Changing times: Val Perry retires from Lake Lanier Association Shore Lines From the fascinating to the remarkable, Lake Lanier harbors many personalities and places along its shores. Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special.

By Pamela A. Keene al Perry takes no prisoners, but he always does it with a big smile on his face.

As the out-going president of the Lake Lanier Association, Perry will be missed, not only by the board of directors and Perry members, but also by community leaders and influencers across the Southeast.

“The greater Hall County and Gainesville area owes a debt of gratitude to Val for his leadership and commitment to ensure Lake Lanier is a clean, full and safe lake,” said Lt. Governor Casey Cagle. “He has been a tireless advocate for the advancement and conservation for one of North Georgia’s greatest resources. I wish him the best in his future endeavors and remain thankful for his many contributions to our state.”

A native of Garden City, N.Y., he graduated from Johns Hopkins with a bachelor’s degree in industrial management. Perry spent the bulk of his career in corporate America with IBM, working for Big Blue for 27 years as a sales and marketing executive. In 1988 he was named senior vice president at Equifax; he retired after 13 years.

Perry came by his love of the water honestly. In the 1970s his

IBM sales teammate had a sailboat in Annapolis and the two would sail and race every chance they got. When he moved to Atlanta with IBM, he and four others on his sales team went together to buy a sailboat on Lake Lanier. “We took turns using it on the weekends,” he said. “Through attrition, I eventually ended up with the boat, but that wasn’t really a bad thing at all.”

He met his now-wife Sharon in the early 1980s and they sailed out of Bald Ridge Marina for a time before moving to Lanier’s Young Deer Creek in the mid1980s. “It’s one of the best things we ever did,” Perry said. “We can see the big water from the house and I could have the sails up on the boat within five minutes of closing the refrigerator door.”

But it wasn’t until he and Sharon lived on the lake for more than a decade that he discovered the Lake Lanier Association. “We had friends up here who were members, but we weren’t,” he said. “Then a good friend of mine suggested that maybe I should be on the board. I figured out it was a good time for me to join.”

With his business background, Perry was instrumental in hiring the group’s first executive director, Vickie Barnhorst. “It made good sense to have someone to handle the day-to-day responsibilities of membership, mail and phones,” he said. “She made such a difference in our ability to

grow.”

Perry served on the board for several years before being named executive vice president of the association, serving as the righthand man for LLA founder and then-President Jackie Joseph.

Then Joseph retired with the title President Emeritus and Perry found himself at the helm. By that time, Barnhorst had moved away, so Perry hired Joanna Cloud as her replacement. “Again, this was one of the best things we did, to bring Joanna on,” he said. “We also built an executive committee, and realized that our goals went way beyond the issues that we were known for – Shore Sweep and the litigation with Gwinnett County about wastewater discharges into the lake.”

In the past several years, the

association has broadened its mission. “Clean Lake. Full Lake.

Safe Lake.” That became its mantra. Everything the organization undertakes reflects this motto. “We’ve added the navigation lights program and our commitment to remove abandoned vessels and derelict docks,” he said. “We have also increased our interface with the Corps of Engineers. We’ve been working very well with the Corps.”

Under Perry’s leadership, the association has stepped up its Shore Sweep program, adopting a zoned program conceived by board member Gordon Brand.

Working together with Cloud and board member Bonny Putney, the association’s annual clean-up has more than doubled its collections and succeeded in covering more of Lanier than ever before.

“We are truly a working board with each person having specific responsibilities to help protect Lake Lanier,” he said. “Everyone is so committed and dedicated to our mission and it’s been a joy to work with each of them.”

Perry has become well-known for his passion about the lake, especially when it comes to water levels. He’s been especially vocal about the proposed 2-foot increase in the lake’s full summer pool from 1071 to 1073.

raising the full pool level of Lake Lanier by only two feet and adjusting the USACE operating procedures for the ACF Basin, more than 26 billion gallons of additional water can be stored during times of surplus to be used during times of drought.”

Long-time LLA board member Wilton Rooks will replace Perry as president of the board. Rooks has been instrumental as one of the founders of the ACF Stakeholders, a 56-member consortium of stakeholder groups throughout the ACF basin. Rooks most recently served as executive vice president of the association.

For Perry, retirement from the association board is bittersweet.

“It’s going to be a big lifechanger for me. For a number of years, I’ve worked about 30 hours a week on association business, and frankly, the pay is not that great,” he said with a smile.

“But I wouldn’t trade it for anything.” Now, he and Sharon will have more time for their grandchildren and plan to travel. “The whole family is going on a big trip in 2017 – a cruise around the Mediterranean and we’re really looking forward to it.” He also said he’ll have more time to work on things around the house, sail and continue to fine-tune his golf game.

“You know, this lake is beautiful and an important part of our resources in the Southeast,” Perry said. “But if it boils right down to it, I’m doing this for my grandkids, so they will have the same enjoyment of Lanier as I’ve had for years to come.”

Early Christmas present for Lanier USCGA

By Pamela A. Keene Christmas came a little early for Flotilla 29 of the U.S. Coast Guard Auxiliary on Lake Lanier. The organization now has a newly repaired dock, all because of a community grant program through Team Home Depot in Gainesville.

“We applied for the grant and the next thing we knew, they called us and were sending out a team of volunteers to help us replace all the planking on our dock,” said Joe Edwards with the USCGA. “The dock was in great need of some work after 25 years. It was to the point of either shutting it down or rebuilding it. This was just like Christmas coming early.”

Flotilla 29 is headquartered near the entrance to Aqualand Marina, and it’s there that the volunteer organization monitors VHF radios and expedites communication on the lake. The building is also the group’s meeting hall, where classes are

taught.

Over the past 18 months, the auxiliary has received several donations to help them with their mission. in 2015, Sawnee EMC provided $6,000 to upgrade the group’s communications. The funds were used to replace four antennae, install and replace wiring and purchase new radios.

Kroger also has supported the auxiliary.

Donations were made through Safe Coat Lake Lanier, which leases the property to the auxiliary.

“The team from Home Depot showed up in early December with a portable flipup table saw and a generator and got the job done in one day,” Edwards said. “Our folks were on hand to help as well, both on the project and providing food and a bit of shelter from the coolness of the day.”

“I can say this,” he said. “The crew from Home Depot came here for business and we are very grateful.”

Lake Lanier watchdog Wilton Rooks said the plan “is very good for the metro Atlanta district in a sense that all the water Atlanta feels like it’s going to need for long term economic growth has been accommodated.” He added it appears the Corps’ “guidelines were fairly clear: to do only as much as necessary to satisfy Atlanta water withdrawal requirements.” The Lake Lanier Association official expressed concerns about the potential effects of withdrawing more water, as did officials from Chattahoochee Riverkeeper.

“I think … the key question the Corps had in mind is how to meet Georgia’s water supply requests, said Chris Manganiello, CRK water policy director. “At the end of the day, we’ll be looking at less water in the Chattahoochee River” below Atlanta, he said. Rooks responded similarly: “The more water you take out, the less water there is stored, which has the effect of reducing lake levels.”

Glades Reservoir out: The proposed Hall County reservoir that found favor with the Corps

in the 2015 WCM draft did not make the final cut, the Corps said, due to “public comments and new information.” Citing updated population projections lower than the county forecasted, the state declined to get behind the project and Hall County withdrew its permit application pending completion of the WCM. The county spent about $16 million in acquisition and consultant fees for the proposed Glades Reservoir in North Hall. “Because Hall County has withdrawn their … permit application, Glades Reservoir is no longer reasonably foreseeable and, therefore, was not considered in the final EIS as a potential measure for satisfying a portion of Georgia’s 2015 water supply request,” the WCM states.

Water Level: Compared to current Corps operations, water releases under the new plan would cause “slightly adverse to adverse effects” on Lanier, resulting in a small decline in recreation income (.15 percent) but a “negligible effect on scenic areas and viewsheds.” The Corps defines a slightly adverse effect as measurable and perceptible, but without an appreciable effect.

“Slightly adverse is in the eye of the beholder,” said Rooks, who observed the plan projects a 4 percent increase in the number of days Lanier drops below 1066 feet above sea level from its full

pool levels of 1070 feet in winter, 1071 in summer. It’s a significant increase that’s “somewhat concerning” when translated into days of low level on Lanier, he added.

CRK environmentalists also expressed concern about lower flow on the Chattahoochee River below Peachtree Creek. “There will be less water for dilution” of pollutants, therefore reducing water quality as the river flows south from Atlanta.

Water quality: Lanier would sustain slightly adverse water quality effects, including increased nitrogen and phosphorous levels, plus reduced dissolved oxygen levels. Water quality would depreciate south of Buford Dam, where the manual projected “adverse to substantially adverse” changes as the river travels south.

The manual indicated Georgia’s return of more treated wastewater to the lake and river would increase phosphorus and nitrogen loads.

“I don’t think water quality is an issue,” Rooks said. “The wastewater treatment plants do a fantastic job in Gwinnett, Gainesville and Forsyth. I don’t think (the WCM) will have a significant impact on water quality” on Lanier.

CRK officials take a darker view on the river. “We’ve seen the state not require the highest

level of technology” to treat wastewater, said Riverkeeper Jason Ulseth. Decreased flow and increased pollutants from treated wastewater could push sections of the river “close to violating water quality standards” during drought, he said. Decreased oxygen in the river reduces its capacity to dissolve pollutants, he said.

“These are what we consider pretty significant impacts,” Ulseth said. He added the environmental organization that advocates for a cleaner river has major concerns about the manual that reflects the Corps own identification of potential deteriorated water quality downstream of Buford Dam.

Drought operations: The manual takes a “more proactive approach” to conserving water on the reservoirs. Under the revised plan, the Corps would begin drought operations at an earlier stage after reservoirs begin to sink and continue conservation measures longer. Drought operations would be triggered when ACF composite storage on reservoirs enters Zone 3, rather than Zone 4, as in the current plan.

Rooks believes earlier reaction to droughts would have a positive effect on the lake. Manganiello said the drought plan “would have affect of retaining additional water in Lake Lanier and other water reservoirs, as well.”

Florida officials, Apalachicola Riverkeeper React • Dan Tonsmiere, Apalachicola Riverkeeper: “I have never opposed the Corps giving more water to Georgia, if it truly had little impact to Apalachicola floodplain and bay. Certainly if Georgia returned most of the water it takes from the rivers at the right place and in a timely manner, those impacts could be minimal. But the Corps has used a flawed baseline … which ignores +50 years of increasing water use without recognizing the significant changes downstream that have occurred since the ACF project began. I had hoped for better and spent much time and effort to work with them. They do great harm to their credibility with such short sighted and incomplete work.” (In an email to Lakeside News) • Spokesman for Fla. Senator Bill Nelson: The senator “opposes any plan that allows Georgia to keep even more freshwater from flowing into Florida.” Georgia’s storage and consumption of water has a “devastating impact on the oyster industry” in Apalachicola Bay. Ho! Ho! Ho! Lanier boat parade dazzles, benefits children’s charities

By Pamela A. Keene Sparkling, glittery, festive and fun. Congratulations to all the participants in the Lake Lanier Boat Parade, more than 30 boats whose captains and crews decked them out in their holiday finest on the second Saturday in December.

Sponsored by Lanier Partners, the parade raised money for children’s charities in North Georgia and collected nearly 100 toys for Toys for Tots, including two bicycles.

It also resulted in Lindsey Miller from Birmingham, Ala., winning a 2016 Audi A5 convertible in the $100-raffle. Lanier Partners worked with Rick Case Gwinnett Audi to provide the car.

Previous boat parades on Lanier have been sponsored by the UYC Maritime Foundation and Marine Max. “When we heard that no one had planned this event for 2016, Lanier Partners stepped up,” said Barkley Geib, who serves on the board of Lanier Partners and is manager of the Lanier Islands marina.

Geib credits the Hall County Sheriff’s Office, TowBoatUS and Marine Rescue for ensuring that boaters avoided low-water hazards in the lake.

Against the backdrop of the island’s Winter Adventure, the parade began in the late afternoon as decorated boats converged on the meeting point and paraded into Sunset Cove and reserved slips for the evening.

Boats represented individuals

and teams from various docks and marinas around the lake. A team on U-Dock at Holiday decorated a 65-foot-houseboat and brought together a dozen “elves” for the occasion. Others, like Dan Gordon and Ken Phillips, decorated their own boats.

Gordon has participated in boat parades on Lanier for a number of years. “In the UYC parade in 2014, we won the “Best Houseboat Under 50 Feet,” he said as he proudly showed off the plaque that’s hung in a place of honor on his houseboat “Never Enough” at Holiday’s Dock 7. He and daughter Sydney Gordon both serve on the Lanier Partners board. He’s an original founder of the organization and she handles social media for the group.

“People are already talking about how they’re going to outdecorate themselves next year,” Geib said. “We’re looking forward to building on the success of this year’s parade and hope to have even more boats next year.”

Protecting the lake’s islands: Rip-rap project moves forward

By Pamela A. Keene The Lake Lanier Association’s Island Rip-Rap project is making headway. In December, rip-rap was installed on two more islands to help deter and prevent additional shoreline erosion. Another two are slated for shoreline work during the first quarter of 2017. An island near Van Pugh Park and another in Six Mile Creek were completed in mid-December. Work is schedule for islands near Browns Bridge and Aqualand in January and February.

“We are a little ahead of schedule,” said Joanna Cloud, executive director of the Lake Lanier Association. “This is important work that we couldn’t be doing

without the support of Hall County, Gwinnett County, Marine Specialties Inc. and the Chantal and Tommy Bagwell Foundation.”

The U.S. Army Corps of Engineers permitted the work in late 2016. Funding has come from the recent SPLOST in Hall County and storm water tax dollars from Gwinnett. The Bagwell foundation has provided money as well. Marine Specialties’ in-kind donation includes implementing the work at a reduced cost.

‘Rewriting’ history: New edition of Lake Lanier book arrives

By Pamela A. Keene Well, it’s not really rewriting history, but with more than 400 additional photos and updated content, the new edition of “Lake Sidney Lanier: A Storybook Site” is even more complete than before.

The book’s author is David Coughlin, who has worked as a park ranger with the U.S. Army Corps of Engineers. The original version was published 18 years ago and since that time has sold more than 5,000 copies of the coffee-table style book.

“Lake Sidney Lanier” has in some ways become the definitive book about the construction of Buford Dam and Lake Lanier. It details the story of the

Apalachicola-ChattahoocheeFlint River Basin from the early 1800s to its development into the complex system that today is managed by the U.S. Army Corps of Engineers. Original purposes for the lake, authorized by an Act of Congress in 1946, included flood control, navigation and

Hideaway Bay lends aid to Gatlinburg area

By Pamela A. Keene While wildfires raged in eastern Tennessee, folks in Hall County stepped up to send much-needed supplies to the people of Gatlinburg and Pigeon Forge. Spearheaded by the Hall County Sheriff’s Office in late November and early December, the supply drive even reached to Lake Lanier and Hideaway Bay Marina. The project came together over several days in rapid response to needs in Tennessee. Hideaway Bay was a major drop-off point for cases of bottled water, diapers, baby formula, pet food,

toys and toiletry items that were trucked directly to Tennessee.

“We were happy to lend a hand to a town that was virtually burned to the ground,” said Deputy Chad Mann with the Hall County Sheriff’s Office.

Christy Medley at Hideaway Bay coordinated collection and transportation of items from the marina to the 53-foot refrigerated semi-tractor trailer used to move items to Gatlinburg and Pigeon Forge in early December. Donations were made by marina slip-holders and businesses in the Flowery Branch area.

Aqualand Marina’s ZB Dock gets upgrade for springtime

By Pamela A. Keene Aqualand Marina is upgrading its ZB Dock just in time for spring to provide 38 covered slips with power and water. Built on the footprint of the older dock, it will have concrete decking and will accommodate runabouts, cruisers and pontoons.

A little more than a year ago, Aqualand changed ownership to Safe Harbor Marinas of Dallas.

“Safe Harbor bought the Flagship Marina portfolio across the country,” said Patrick Kenney, CMO, general manager of Aqualand.

“Safe Harbor is the largest owner and operator of marinas in the country with 36.”

With the change in ownership, Kenney said that people can expect improvements, such as parking upgrades, dock rehabilitation and more covered docks.

Aqualand offers both in-thewater and dry storage, plus a service yard for boat repairs and painting. Beautiful Liberty County on the Georgia coast is worth a visit Following a revitalizing presidential election and a wonderful Christmas season in America, it seems appropriate to visit an area that was instrumental in the birth of this great nation of ours.

Nowhere in the South are the answers more readily available than in one cradle of the revolutionary spirit around Liberty County on the Georgia Coast!

Many of the early residents in this part of Georgia were very brave, quite political, and were heavily involved in the early fight for our independence. One of these patriots was Lyman Hall who was a well-known member of the Midway Church and a delegate to the Continental Congress in Philadelphia during 1775. Hall, Button Gwinnett from St. John’s Parish and George Walton from Augusta were the three Georgians who signed the Declaration of Independence in 1776. Though not present for the signing, Nathan Brownson was also a member of the Continental Congress from 1776 to 1778 and is buried at Midway Cemetery.

Lyman Hall was a physician by trade, but because of his stand for liberty, he fled north during the Revolutionary War with his family and worked for the fledgling Continental Congress. He settled in Savannah after the war and was the first elected governor of Georgia where his efforts led to the charter of the University of Georgia.

The combination of St. John’s Parish, St. Andrew’s Parish and St. James Parish became Liberty County in 1777. This county was first in Georgia to vote for liberty.

The most famous building in Liberty County is the old Midway Church that was first built in 1752 and destroyed by the British during the Revolutionary War. Even during those early years and still to the present, black members of

the church worshipped with the white population. The Midway Church was rebuilt in 1792 and still stands today as a beautiful, living monument to the birth of our country.

The old cemetery across Highway 17 holds the remains of many great men from that era and throughout American history.

Buried there are two generals from the Revolutionary War – Daniel Stewart, who was the great grandfather of President Theodore Roosevelt and James Screven, who died in a battle with the British about a mile south of Midway Church in 1778. A statue honoring these heroes was erected and dedicated in the center of the cemetery in 1915.

Five counties in Georgia (Screven, Hall, Gwinnett, Baker and Stewart) were named for men from Liberty County. Also, many other famous people came from this small area including John Le Conte, who became the first president of the University of California and Rev. Abiel Holmes, who was the father of celebrated writer, Oliver Wendell Holmes.

lage has the sister church to Midway Church (the Flemington Presbyterian Church) built in 1832. Flemington is also home to the Davis House Bed and Breakfast (www.facebook.com/ DavisHouseInFlemingtonGA).

This home was constructed in the 19th century and still contains many historical photos and objects. Jackie Davis is a gracious hostess and terrific cook who has a wonderful style of relating the history of her home and Liberty County.

Within a couple of miles of the Davis House is the Taylor Creek Golf Course just inside the gates of the Ft. Stewart Army Base.

This is an immaculate military/public 18-hole golf course that opened in 1950. It measures 6544 yards from the longest tees and has a slope rating of 119 and a 69.9 USGA rating.

Fort Stewart is also a fishing paradise with more than 80 species of freshwater fish, but you must buy a permit. Because military training is Fort Stewart’s top priority, angler access into all areas of the installation must be controlled to ensure unimpeded training and safety. Consequently, all anglers who have purchased a fishing permit must check in with the Pass & Permit Office before going fishing.

With new hope in our country from the recent election and a fresh new year, I find it inspirational and very rewarding to visit places like Liberty County to rejuvenate the passion and dedication that it took to give us the freedoms that we enjoy. It is also important to introduce our chil-

By Pamela A. Keene After nearly two-and-half years of preparation, Hideaway Bay Marina has earned the “Clean Marina Certification” from the National Marine Manufacturers Association.

It is the only marina on Lake Lanier to hold this honor and is one of a very few in Georgia.

“It was a long hard process that even took some twists and turns,” said Michael Duling, general manager of Hideaway Bay. “The certifying body in Georgia was not active, so our neighbors in South Carolina stepped up to help us.”

Typically, marinas work through their own state’s Clean Marina organization, but because the Georgia group was inactive, Duling turned to South Carolina.

The certificate was issued under the auspices of three organizations: South Carolina Department of Health and Environmental Control, the South Carolina Department of Natural Resources and the National Marine Manufacturer's Association in South Carolina, which administers the program.

Components of the program include boater education, facility man-

agement, hauling and storing boats, fueling, hazardous substance and waste management, non-point-source runoff handling and recycling.

Extensive documentation and paperwork was supplemented by a site visit by officials to the Flowery Branch marina.

Before its own inspection, marina officials from Hideaway Bay were required to observe a certification visit at another marina.

The certification included all aspects of the marina, including Fish Tales, Atlanta Marine and Harbor Marine Service.

“Our on-site business partners also voluntarily participated and we are so proud of them,” Duling said. “Each of them willingly made the necessary changes to help us earn this certification.”

The certificate is renewable in five years.
