By Pamela A. Keene The biggest lake party of the year takes place on the weekend of July 18-20 as the fifth annual Pirates of Lanier Poker Run takes center stage at Lake Lanier. From the Thursday evening meet and greet at Gianni’s at Lake Lanier Islands through the Saturday night awards ceremony and afterevent party, organizers have predicted that this will be the biggest Pirates of Lanier Poker run ever.

“Our goal this year is to raise $300,000 for the children,” said Rea Williams with the board of directors of Lanier Partners of North Georgia, event hosts. “Each year this just gets bigger and better and we’re always pleasantly surprised at the camaraderie and enthusiasm generated by this three-day event.”

Three children’s charities will benefit from this year’s event – Camp Sunshine, Naval Special Warfare Kids and new this year the Boys & Girls Clubs of Hall County. Additionally, there’s $8,500 in cash prizes at stake for the best poker hands: $5,000 for the best hand, $2,500 for the second best and $1,000 for the third

‘Ten commandments’ of boating safety according to the USCGA Here’s a different type of column this month but one that every boater should read. It’s the “Ten commandments” of boating safety from the U.S. Coast Guard Auxiliary: 1. Thou Shalt Wear a Life Jacket Coast Guard statistics show that the vast majority of drownings occur when no life jackets are being worn. Always have an adequate number of life jackets on board and make sure that children are wearing life jackets that fit correctly.

Rarely does alcohol account for less than 25 percent of boating accidents in a given year.

Taking it to the next level; know where the fish are in the lake Do you ever wonder why certain anglers seem to be catching fish pretty well most of the time?

To be sure, this is not an accident or sheer luck – although I’ll take a little good luck any time I can find it. It’s also not about the latest hot lure you just read about or saw on television. Owning the best boat on the water and trying the latest technique you’ve been hearing about won’t get you there either. Amazingly, it’s not about finding secret hot spots.

The bass fishermen who enjoy consistent success on the lake are putting everything together. It’s a form of synergy that improves nearly every day on the water. I’m not saying you should stop buying new lures. I still enjoy purchasing the latest versions that make sense to my ways of fishing. Having a quality boat and electronics can only help your efforts if paired with working knowledge. Trying new techniques helps us to expand our angling horizons and become more effective in a variety of conditions. However it’s well worth noting that nothing puts fish in the boat if you’re not around fish.

Pay especially close attention to the terrain above shore. It’s commonly points to what you’ll find down to good fishing depths. If you noticed any clearly sawn tree stumps on a point or steep bank, start looking for the submerged brush pile at 25 to 35 feet deep. If you want to know more about what the bottom is like in a given area, tie on a jig or Carolina rig to find out whether you’re dealing

with rock or clay and sediment.

From late spring through late fall, you should always look for signs of life in the vicinity. This could mean balls of baitfish showing up on your sonar unit, dimpling schools of shad at the surface, or especially isolated fish blowing up with surface feeding activity.

If you see groups of fish on top you are obviously in the zone.

When the schools go down, conduct a thorough recon with your depth finder. Something is attracting fish to that area.

Both manufacturers offer the capability of side and downward views to be used in conjunction with each other. Gone are the days when a brush pile looked like an amorphous blob. With this technology you see the structure with new eyes along with any fish that might be hanging around. A tree actually looks like a tree. A sunken boat looks just like you think it would.

You get the picture. If the budget is not ready for one of these new cutting edge sonar units, don’t lose sleep over it before your next fishing trip. Remember that the latest in technology is not the guarantee to a limit in the live well. I discovered that back when I purchased my first Jon boat. I equipped it with a unit which was probably a second generation of the legendary Lowrance “Green Box” flasher. I expected it to fill my stringer with bass, no effort required. Needless to say, my expectations were a bit high. After a lot of trial and error I learned that it was a great tool – if you knew where to look and used it along with an underwater topographic map. Regardless of the electronic graph unit you have, the most important thing is in understanding how to read it. Understand that it’s a tool which is part of a bigger picture in your quest to find productive fishing waters.

Websites to check out Yet another tool for finding fish holding structure is seeing it with your own eyes. As we all know, a while back, Lake Lanier experienced record low water levels. For years, smart anglers ventured out in low water conditions with the specific purpose of scouting out areas with the right combinations of structure and cover for future visits. In the past folks marked these spots on maps and the really serious fishermen took photos of these places to create albums of hot spots. But even the most dedicated were unable to cover more than a small portion of the lake. Remember, we’re talking about hundreds of miles of shoreline.

Modern technology has made a huge breakthrough in this daunting task. Imagine having HD video of the best structure on Lake Lanier from one end to the other along with GPS coordinates. On your PC or laptop, zoom in on a map of the lake, and tell the program what type of structure you want to target. You can select groupings of stumps, rock piles, drop offs, wash outs, and more. You can even combine different types of cover. You’ll spot the upper sections of brush piles protruding above the surface. Choose your favorite areas or places you’ve never even tried before. You’ll see from the water line about See Fishing, page 12

Bass fishing has been good to very good with most anglers enjoying success with typical summer patterns. The spotted bass are gravitating to deep water structure with cover. Locating brush piles has been a key to success. The average brush pile depth is 25 feet but you’ll find them both shallower and deeper. Points and submerged humps are the terrain features to focus your attention on when searching for brush. When you become familiar with a spot, stop your approach within an appropriate distance and cast beyond the brush pile target with your favorite topwater bait or swim bait. Bring it in over the sweet spot and do this several times. Fish often suspend over the brush and will charge up to attack a properly presented lure. Keep moving and hit lots of spots. If this tactic is not producing, try swimming a Fish Head Spin rigged with a Super Fluke Junior a few feet over the submerged cover. If you’re striking out with this, go into or adjacent to the brush with a finesse worm rigged shakey style or a drop shot rig.

Expect this scenario to remain solid over the next month.

Striper fishing has also been very good. Linesides are also locking into summer patterns. Search for schools of fish near creek mouths and increasingly out toward the old river channel. Down rods baited with lively blue back herring have been the most successful technique for anglers lately. Drop these down to depths of 30 to 35 feet over bottom depths of 60-plus feet. Stripers will also relate to submerged humps and points. Instead of brush, look for schools of baitfish to attract these predators. When you locate lots of bait at the right depth, striped bass will typically be very close. Look for the lead core line trolling bite to kick in at any time. Eight to nine colors of line out along with a leader and bucktail jig will enable you to cover a lot of water and put fish in the boat. This fishing should be consistent through the month.

Water issues continue to be top of mind for LLA Originally published online 6/13/2013

By Pamela A. Keene The Lake Lanier Association brought good news – and attention to continuing issues – to its membership at the organization’s early June annual meeting. In addition, the group paid tribute to former president Jackie Joseph, who has been made Chairman Emeritus, upon stepping down from full-time service to the board. Executive Vice President Val Perry reported that the group, which was a party in recent court cases with Florida and Alabama over the water coming from Lake Lanier, has paid off its legal fees from years of litigation.

However, the LLA is closely following a bill that passed the U.S. Senate in May – the Water Resources Development Act, which, if passed, will affect a number of water initiatives around the country. It is staying in touch with the Georgia Congressional delegation about the bill, which is headed to the U.S.

House of Representatives. Board member Wilton Rooks told the group that he expected the issue to be seen in the news media in the coming months.

Project updates The meeting included an update about Shore Sweep, LLA’s signature lake clean-up event that will be celebrating its 25th anniversary this year. Volunteers annually collect nearly 30 tons of trash, debris and Styrofoam from around the lake. In recent years, Shore Sweep has developed into a larger event with the lake divided into segments and volunteers scouting locations that need attention on the day of the event. Executive Director Joanna Cloud announced that she is seeking boat captain volunteers as well as people to help with planning for the event, which is typically held on the last Saturday each September.

Rooks also reported on the progress of the Water Control Manual, which is being managed

by the Corps of Engineers. The lake continues to operate under the manual that was written in 1958; the draft plan for a revised manual in 1989 was the catalyst for the Tri-state Water Negotiations and the beginning of the decades-long litigation. Steps include the creation of a draft environmental impact statement, a framework for public comments and the release of the final environmental statement, which is expected sometime in 2016.

The topic of raising the lake’s full-pool level from 1071 to 1073 was also addressed. In addition to raising the full-pool level by two feet to increase the storage capacity of Lanier, the association is advocating that the currently-required minimum flow of 5,000 cubic feet per second be eliminated.

This is not the only option for low water footage.

Laniermapped.com offers a similar product and a tour of the web site’s sample showed quality structure and cover. Both sites are fantastic sources but neither is the same. Both sites require payment and it’s up to you and your needs.

Both can be great tools when used in conjunction with good electronics, a quality topographic map, and knowledge of seasonal fishing patterns. Remember that everything works together.

There’s no single factor that’s the magic bullet.

LAKE LANIER OLYMPIC VENUE Hall’s proposed budget includes LLOV funding

By Jane Harrison Funding for improvements to the Lake Lanier Olympic Venue remained on the Hall County’s 2014 fiscal year budget prior to a commission vote on the budget June 27. The proposed budget included $150,000 for the venue at Clarks Bridge Park, matching the amount approved by the Gainesville City Council in May No one commented on the proposed funding at an open house hosted by Commissioner Scott Gibbs in North Hall about two weeks before the budget vote. Gibbs represents District 3, where LLOV is located. About 25 people attended the meeting during which Gibbs and representatives from county departments discussed the proposed budget and answered questions. There was no mention of the proposed LLOV allotment at the June 13 public hearing held by the board of commissioners.

The city is on board for providing $150,000, regardless of how the commission votes. County Commission Chairman Dick Mecum has expressed his support of the proposed funding. County approval would provide a combined total of $300,000 for fiscal year 2014. Funds would be forwarded to Gainesville-Hall ’96, the non-profit organization that originally worked to bring the Olympics to

Lake Lanier. The non-profit’s new board, to be elected from nominees this month, would decide how to use the money.

The reorganized Gainesville-Hall ’96 board will consist of members from the Lake Lanier Rowing Club, Lanier Canoe & Kayak Club, Greater Hall County Chamber of Commerce, Lake Lanier Convention & Visitors Bureau, Gainesville City Council and Hall County Commission, plus seven at large members chosen by the board.

Steve Gilliam, co-founder of the organization, expected the board to initiate steps toward hiring a venue manager who would oversee facility maintenance, recruit regattas and other events, seek grant money, and spearhead fund-raising projects. The board would also make decisions about facility improvements, such as replacing worn out docks, upgrading restrooms, and enhancing climate control in the boathouse.

The venue was the site of 1996 Olympic rowing and canoe/kayak competition and is one of the only Atlanta 1996 Olympic sites still used for its original sports. The rowing and paddling clubs on Lake Lanier have kept the Olympic flame alight, offering lessons, training athletes and hosting or contracting the facility for regattas.

Paddles galore at Olympic Venue

The paddle fest brought dozens of people out to the lake on a sparkling summer day to race, practice and try paddling for the first time.

The extravaganza included the third in a series of Stand Up Paddle competitions for beginning to elite athletes on the human powered boards known as freshwater surf boards, with a paddle. The Lanier Canoe and Kayak Club joined forces with Dawsonville outfitter The Outside World to host the 3and 6-mile races. SUP is also on the summer lineup of weekend activities at the venue, along with kayak, canoe and dragon boat rentals.

As the SUP races wound down, many families took advantage of a free opportunity to hop in a boat and paddle around the Olympic course. LCKC member Kevin Seitz and other club volunteers provided a quick lesson, helped them into life jackets, and set them out on the lake. For many, it was their first outing on Lanier under their own strength.

First-timers got to see LCKC athletes in action as club members racked up kilometers in a fundraiser to purchase more boats. In addition, a class of Adult Learn to Kayak students practiced their strokes and a crews of dragon boaters tried paddling the long boats in unison.

Average May - June elevations among historic highs on Lanier

By Jane Harrison Lake Lanier’s average level in May was the highest on record for that month and the average elevation of Lanier’s waters in June was shaping up to be among the top six ever recorded for the first month of summer.

Levels recorded in the U.S. Army Corps of Engineers Buford Dam elevation data base show the average pool at Buford Dam for May was 1072.77 feet above sea level, beating the previous May highs of 1072.42 in 1983 and 1972.40 in 2003.

As of June 18, Lanier had measured above 1072 each day. If the trend continued, last month would be one of the highest average Junes on record, the others occurring in 2003, 1997, 1983, 1976 and 1963. Each presented an average higher than 1072.

Abundant rainfall this spring and early summer boosted the lake to historic highs after several years of low levels. Beset by drought in 2008 and lower than normal rainfall for nearly a decade, the lake has rarely reached a monthly average at full pool since 2003. Full pool is 1071 at Buford Dam, a measure set by the Corps, the federal agency

which built and manages the 39,039-acre reservoir.

A review of elevation data since the lake first reached full pool in 1958 shows that high times on Lanier in May and June do not rival the spring swells of 1964, 1980, and 1977. Those years rocked with Aprils that had Lanier lapping over roads, secluding businesses, and threatening communities, according to newspaper archives.

Torrents that soaked Lanierland also bore down on the river system below it. Due to the swollen Chattahoochee River through metro Atlanta and rising Flint River in southwest Georgia, the Corps closed or greatly moderated flow from Buford Dam. Ironically, the agency which in recent times has undergone scorn for letting go of water during periods of low rainfall took criticism for not releasing water before the lake invaded shoreline inhabitants.

Highest Recorded Level: 1077.14, April 1964 At age 6, the young lake still had not achieved full acceptance of those whose farmlands it covered and rural communities it severed. When it raged onto shore

after heavy rains in April, it threatened their livelihood.

On April 10, 1964, Lanier grew up to its highest level ever at 1077.14 feet. Fed by mountain run-off rushing in from bloated northern headwaters, Lanier measured 1077 or above for five days during an April that drenched Gainesville with a record 14.04 inches of rain (normal was 4.09 inches). April slogged in after a March with 12.40 inches of precipitation.

The engorged lake submerged U.S. 23, blocking what was then a major artery between Hall County and Atlanta prior to the construc-

tion of I-985. Service stations and stores along the corridor lost thousands of dollars in trade, merchandise was damaged, and a Flowery Branch doctor sent prescriptions by boat, according to archives of Gainesville newspaper, The Times.

Lake water encroached on Gainesville’s Flat Creek sewer plant, briefly necessitating its closure. Water hit within three feet of the city’s water intake pumps, causing worry about flooding the system and leaving the city without water.

South of Lanier, homes were evacuated near Atlanta as the

Chattahoochee River rose over its banks. Merchants near West Point at the Alabama border moved their merchandise as the river encroached on their stores.

Gates at Buford Dam were shut off due to inundation around Atlanta, Columbus, West Point and other areas.

That April finished off with the highest monthly average recorded on Lake Lanier: 1075.51.

Climate, operations combine for high water levels

By Jane Harrison It is no coincidence that Lake Lanier’s highest elevation levels have been recorded in April. In early spring, when the trees are still bare and rainfall generally more plentiful than other months, runoff from mountain tributaries and 692-miles of shore rush into the north Georgia lake. And, at the cusp of recreation season on the lake, operations at Buford Dam generally gear toward providing lake-goers with what they want: a full lake, when possible.

Spring weather patterns and dam operations have contributed to the highest levels recorded on Lanier. Persistent precipitation and significant rain events in March and April 1964, 1977, and 1980 took Lanier to its highest points since it grew to full pool in 1958. This year, with rainfall measuring more than 7 inches above the 30-year average for Dec.-May, Lanier rose to its highest May on record and remained at least a foot above full pool through June 19.

Todd Hamill, climatologist/hydrologist with the Southeast River Forecast Center, and James Hathorn, Jr. Chief, Water Management Section, U.S. Army Corps of Engineers Mobile District explained how climate and operations combine to give Lanier high marks, especially in early spring.

Boating fever has started early this season Lately most of my phone calls have been from people who have caught boat fever and lost their common sense. I compare them to a gambler with a pocket full of money who thinks he has a hot tip on a horse in the next race. Some of the used boats described to me were trailerable boats. After they described the boat I’d asked about the trailer. Guess what? A lot of them had flat tires. This should let the potential buyer have a clue as to what kind of maintenance program the boat has had.

When looking for your family’s boat, always ask for a maintenance log, and if that is satisfactory then arrange for a sea trial and survey. Keep in mind if you finance and insure your boat you will need a survey for both.

So be selective on that boat, because if it won’t pass a survey you still have to pay the surveyor.

If you select a boat, like a houseboat that stays in the water year round, you need to find out when the last time the boat was hauled. Remember most houseboats are powered by stern drives which need annual servicing. If the boat hasn’t been hauled in a year, most likely the outdrives have not been serviced properly.

Many Captains recommend going down to the docks or launching ramps and talk boats with various owners to learn the best and the worst of certain boats. Many times this will lead to a sea trial to help you decide.

Take your time to buy a boat, new or used, make a list and check them all out and eliminate the ones that won’t do the job.

Keep in mind during this process you will more likely end up with the boat that will be right for you and your family. Whatever you decide on, make sure you have a survey. The purchase of the selection of the correct boat for use will stop the boat fever maybe at least until next year.

Whether this is the way of boating’s future power remains to be seen, but the fact remains a lot of companies are manufacturing working models.

We will not see many on the water. To date the largest outboard motor is an internal combustion one is produced by Seven Manufacturing and is a 557 hp monster with a marinized Cadillac engine. No doubt it will remain as the top horsepower outboard until an electric one of less weight and more power and less price replaces it. Cost is around $100,000. (www.sevenmarine.com) I think that when we hear that Mercury Marine, Yamaha, and Honda have prototypes, then the electric marine propulsion age will have started.

Summer guides “Suddenly Overboard” is a compilation of true stories of man overboard situations where some survive and some don’t. It emphasizes why boaters need to adopt the U. S. Coast Guard motto “Semper Paratus” - “Always Ready.” The book, put together by Tom Lochhaas, is available at Amazon.com. The final chapters will make you think.

“Hemmingway’s Boat” by Paul Hendrickson from Random House is another good book. For years the author wanted a boat,

and would come up short, until he came back from a trip to Europe and Africa. When he got paid he had enough money to buy the boat he wanted, a 34’ Wheeler “Playmate.” He went to Cropsey Avenue in Brooklyn NY and paid Howard E. Wheeler $7,000 for the boat so he and his sons could lay the keel on his Wheeler Yacht.

This was in the early 1930s. The rest of the story was about his adventures on “Pilar,” which is what he named the boat. The boat was also called one of the first sport fishermen and many of the innovations from catching large fish in the Bahamas and Cuba are covered in this story.

Boat explosion, fire Recently we had an unfortunate accident on Lake Lanier, a boat explosion and fire; fortunately there were no fatalities.

The accident could have been prevented and that is why I constantly insist on marine surveys and U.S. Coast Guards Auxiliary safety checks, which likely would have shown problems with the boat. If you have any doubts on the condition of your boat take care of it now and don’t become a statistic.

America’s Cup update Some changes have been made in the upcoming Louis Vuitton Cup Elimination Races and the America’s Cup. The Louis Vuitton round robin elimination races have been reduced from seven to five. The safety equipment is hard to believe, they include body armor, to protect crew from spine, puncture or impact wounds. An underwater breathing apparatus for each sailor, quick release mechanisms, stronger helmets, electronic head count system and underwater crew locator devices are also required. Races won’t be held in July if the winds are over 20 knots, 21 knots in August and 23 knots in September.

My question is since there are only three yachts competing and we’ve had serious damage and loss of life from one before the races start, who will win the Cup if two contenders are lost and damaged? The races will be exciting so be sure to watch as these

New technology to track thunderstorms July is certainly a very unique month. Aside from being the hottest time of the year, summer storms will fire up somewhere in north Georgia each and every afternoon. The majority of our afternoon storms are called “pulse type” because then tend to pulse up and then fade away in about an hour. However, as the get to their “mature stage” they can be very violent. On a hot summer afternoon, warm air rises up from the ground and can actually form a “cap.”

Thunderstorms like to form as warm humid air rises rapidly into a pool of colder air aloft. With a cap of warm air above the ground, the updrafts rise and try “punching” their way through. They will usually have little success developing until that cap breaks. When it does, storms will be explosive, like the ones that occurred last month on June 14th.

Here in Severe Weather Center 2 we monitor the situation with special models that can actually show which of those little puffy clouds will grow into a monster summer storm. These models were actually developed by the University of Alabama at Huntsville. This is the first season we have used the new model guidance and it seems to be performing quite well. This will ultimately lead to better thunderstorm forecasting and warnings.

The new model will actually color code clouds from the satellite. Each color from blue, green, yellow, orange, and red will indicate a percentage probability of it developing into a thunderstorm. This is as-

tounding technology.

Although still in development, we will be Glenn using this product on the Burns air beginning this month. So imagine a Lanier nice hot July afternoon Outlook with a few puffy clouds to the west of Lake Lanier. You obviously don’t want to be heading out with approaching thunderstorms but you also know there is a chance some could develop anywhere in north Georgia. Now we can tell you with greater certainly where pop up afternoon storms will actually pop up.

Our main concern with July storms is lightning. As I mentioned, updrafts of warm air go to great heights in the atmosphere. Despite ground temperatures in the 90s, at 18,000 feet the temperatures are at or below freezing. In this environment, the updrafts of warm air are very strong and will actually carry falling raindrops back up into the cloud where they will freeze and refreeze into hail. The hail will collide with other raindrops and supercooled water in the clouds and this will create the static charge. From that charge, we see lighting, which often times in July, is fierce. More often than not, we track 50 to 100 lightning strikes every 10 minutes in just a single afternoon thunderstorm. Usually 5-10 percent of these are the positive strikes that leap out 15-20 miles from the parent thunderstorm. The positive lightning bolts are hundreds, even thousands of times more powerful than the negative strikes. In fact, I remember tracking a

A summer getaway and a birthday party all in one Bob and Carolyn Wilson, aboard Sea Island Girl, continue Lakeside's long running series of cruising adventures which began in the mid-1990s. To date we've had the Johnston family, Jean and Bill Bayman, and Mechelle and Bill Cooksey all contribute to the series. Bob and Carolyn boated on Lake Lanier until leaving for their adventure in 2002.

“Big Papa” Wilson had two passions in life – enjoying an ice cold Coke and taking a Florida vacation with all of his family members each summer. We lived in Tennessee when the tradition started and I can still remember waking in the middle of the night and sleeping in the back of our station wagon with my siblings as we made our way down US 1. My father continued the tradition for many years after my grandfather passed away and he passed it along several years later.

Today my siblings, their children, grandchildren and their spouses continue to gather for the annual get-together in St. Augustine. The family has grown to the point where it requires four three bedroom condos to accommodate all of the family members, and

The canvas needs to be removed, the dinghy secured and it wouldn’t hurt to put another coat of wax on before the summer really heats up.

As I contemplated calling my brother with the news that we would not be coming down I had

an idea of my own. Why not have a few of the young men in the group drive the two hours from St. Augustine to Brunswick and help with the chores around the boat? I could even buy some pizza and cold beverages, and with the young bucks energy level we could complete the work in one day!

Summer vacations can be an enjoyable time for families to get together. With today’s busy schedules it is a rarity for entire families to unite and as we think about it once again, we will most likely opt to go to the boat, get some work done and then drive the two hours, let the dogs run on the beach and enjoy sharing my birthday with the family.

Lakewood 400 Antiques Market celebrates 10 years

By Pamela A. Keene With more than 500 dealers, the Lakewood 400 Antiques Market celebrated its 10th anniversary in the middle of June.

Spun off from the long-standing Lakewood Antiques Market on the south side of Atlanta, the 75,000-square-foot air-conditioned facility on Atlanta Highway in Cumming draws dealers from around the country on the third weekend of every month.

They’re selling decorative arts, collectibles, antiques, sports memorabilia and more. Several dealers specialize in nautical items, from hand-made lamps created from vintage gear to ships’ wheels and one-of-akind objects perfect for decorating lake homes. There’s even a painter that can create custom signs made to order.

“We’re not an antique market, per se, because we offer to much more than that,” said co-owner Barbara Spivia, who with her husband Ed opened the market at its current location in 2003. “Our dealers travel the show circuit and it’s incredible what they bring in each month. You never know what you’ll find here and people keep returning because they’re confident of our quality and selection.”

Spivia said that customers come from across the Southeast, many staying in the market’s partner hotel, Hilton Garden Inn. There’s a $49, plus tax, per night special for people shopping at Lakewood 400.

“People come in from Alabama, Florida and all over the South,” she said. “Two women came here last month to shop and this month they showed up with a truck to be able to take all their purchases home.

They were decorating their whole house.”

Lakewood 400 attracts retail store owners who seek items to resell, as well. The market was featured recently on Market Warriors, produced by Georgia Public Television.

“Coming to Lakewood 400 is a family activity and you can spend an entire day here,” Spivia said. “We have a food court that sells everything from burgers to chicken or tuna salad, corn dogs and funnel cakes to barbeque. And it has a fabulous breakfast.”

Ed Spivia is perhaps best known to Georgians as the state’s first Film Commissioner. He also chaired the Georgia Film Commission, created under Gov. Sonny Perdue, to bring production companies to the state through incentive programs. Film-making in Georgia is now a $3 billion dollar industry. He also founded the Lakewood Antiques Market, which closed in 2006.

The Corps and the association signed a partnership agreement at the conclusion of the meeting to acknowledge LLA’s solar lighting program to improve lake safety by lighting various markers around the lake.

Report from the Corps Operations Project Manager Tim Rainey shared news of the Corps’ national Civil Works transformation and adjusted budgets, and told attendees that under the National Recreation Adjustment Plan, the Corps may be divesting itself of the management of some of the properties, including parks and campgrounds, around the lake.

Lake Lanier is also in line to receive funding from the Federal Lands Transportation Program for paving areas within the parks, starting this fall and into 2014.

The Corps has also met with all those who were part of the

dock permit lottery from several years ago, and these shoreline permits have been reviewed and actions taken.

Rainey assured attendees that the Corps is willing to work with property owners on issues related to Lake Lanier and its shoreline.

Celebration of Jackie Joseph’s retirement The meeting included the celebration of Jackie Joseph’s decades of service to the association and its members. Former Executive Director Vicki Barnhorst and Joseph’s daughter Cathy McCurdy made comments, and Joseph was presented with artwork created by Lake Lanier artist Anne Brodie Hill. Joseph’s remarks were recognized with a full-house standing ovation.

Membership in the association is available starting at $50.

Members are encouraged to volunteer for projects throughout the year.

UYC juniors sailing camp makes big splash with area youngsters Shore Lines

From the fascinating to the remarkable, Lake Lanier harbors many personalities and places along its shores. Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special.

By Pamela A. Keene he coaches were prepped and ready for the young aspiring sailing students as University Yacht Club conducted two one-week sailing camps in June. More than half of the youngsters had attended previous years’ camps, but it was still fun and educational for the nearly 45 kids who turned out for this year’s sessions.

“It was amazing to see the enthusiasm of these kids and how they just took to the water,” said coach Chris Jackson, who grew up sailing at Lake Lanier Sailing Club. “You could really see how they progressed from just learning about the boats to being able to sail them by themselves on the last day.”

The camp was organized by Susan Reddaway and Rick Smith, both avid and accomplished sailors. It is sponsored by the University Yacht Club Maritime Foundation and the University Yacht Club. With a staff of eight certified coaches – for a ratio of one coach for every two to three sailors– the camp immerses students in everything about sailing and boating. On the first day, they take a swim test, practice capsizing/safety drills and learn about the parts of the sailboat. Throughout the week, they add more information about the sport and the mechanics of sailing.

“These kids were so anxious to get on the water, so we combine their ground school each day with on-the-water drills and special activities, like the greased watermelon contest and fun with water balloons,” Reddaway said. “Because of the huge age range –

from age 6 to 14 – it’s important to make sure that we’re teaching to all levels of skill and experience, as well as keeping their attention. It’s a challenge, but it’s very rewarding to see how each one of them grows over the week.”

Each week, the sailing weeks started on Sunday afternoon then continued with sessions starting at 9 a.m. Monday through Friday.

Friday is parents’ day from 9 a.m. to 1 p.m., when the kids can demonstrate what they’ve learned.

The daily schedules are flexible, depending on the weather conditions, but time is split between shore-learning and time on the water in boats.

“We have to be adaptable,” Reddaway said. “For instance, it was a windier day than expected on a day we had planned to do more on-the-water drills, so we switched it up and took the kids out on the larger auxiliary sailboats with adult captains and let them see what it’s like to sail a big boat. The next day was clear with a light breeze, which made it perfect for our safety and sailing drills.”

In addition, all coaches are at various colleges around the Southeast or are still in high school. Guest speakers come to the sailing week and scheduled boating programs to share their knowledge and a favorite is John Martin, dubbed “Dr. Knots,” an avid sailor on Lake Lanier, teaches basic sailing knots. Linda Merkle, a Lake Lanier sailor who now serves on the board of the sport’s International IFDS organization, US Sailing, and advocates for disabled sailors, told the

young sailors about the many ways that sailing opens doors to lifelong adventures and learning and weather safety.

The purpose of the UYC Boating Program, now in its third year, goes way beyond teaching the kids how to sail.

“It’s also about team work, sportsmanship and being responsible,” Smith said. “We tell the kids that they’re responsible to take care of the boats, from rigging to putting them away at the end of the day. And if someone finishes early, they’re expected to help other sailors until all the boats are stowed. Most of them already know about being responsible, but it never hurts to reinforce these practices.”

In the smaller Optis, the younger kids are paired up early in the week. By the end of the week, they’ve gained the confidence to sail by themselves from the beach at University Yacht Club out to “Turtle Island” at the edge of Big Creek.

“We give them a measurable goal and then encourage them to reach that goal at their own pace,” Reddaway said. “By the end of the week, they’re all confidently sailing to Turtle Island on their own.”

“We really work with the kids to help them enjoy coming to the lake first, then how to have fun learning a new sport,” said Jenna De Blasio, a returning coach.

“That’s right,” said coach Chris Jackson, who has been a sailboat racer from an early age.

“It’s not about racing at the UYC Junior Sailing Week; it’s more about learning to like the activity of sailing and all that it has to offer. If they decide they want to race as they get older, that’s OK, but right now we want them to do the best they can and have a good time.”

The summer sailing weeks are the focal point of the UYC Junior Program, but the organization’s UYC Maritime Foundation sponsors programs all year long for young people, with UYC hosting these events. In the summer,

there’s the Sunscreen Series, almost every Sunday featuring sailing and classroom learning.

During the cooler months on the third Sunday of each month, youngsters learn about boating safety, take rides on larger cruisers and sailboats, and experience various shore activities, including learning more knots and even watching movies about sailing.

“This is one of the most popular activities we host at University Yacht Club,” Smith said. “Every year, the boating activities fill up almost as soon as the dates are announced. It’s been a labor of love and a fine example of everyone working together to make these weeks successful. And the key is that we’re introducing youngsters to this wonderful sport. You couldn’t ask for anything more than that.”

breaking March rainfall, 14.07 inches. In a late March opinion piece from the Gainesville newspaper, a writer moaned about the lake at 1074.88: “Nobody likes to see the lake this high.

It inundates boat dock ramps and recreation areas. It causes the banks to erode, producing more siltation of the lake’s bed.”

The editorial goes on to blame the Corps for not releasing enough water during the winter to leave room for heavy spring runoff.

A Corps official responded at the time that it had retained water “to insure (sic) a full lake during the high visitation recreation season” and that “it is better to err on the side of higher lake levels … than to err or on the side of letting too much water out of Lanier too early” and then face a dry spring and summer.

Incidentally, the lake reached its second highest monthly average about five months after it sunk to a low of 1058 in November 1979, rising 16 feet during that time period. That happened again this

year, as Lanier gained 16 feet from December to May. Third Highest Monthly Average: 1074.23, April 1977 Boat docks, recreation areas, portions of the Lake Lanier Islands golf course, and a Dawson County road went under the lake as Buford Dam held back a flow that would have flooded Atlanta and more than 25,000 acres downstream, the Corps reported in April 1977. Despite the Corps’ restraint of flow from Lanier, high water on the Chattahoochee flooded homes in Cobb County. Lake elevation ranged from 1076.20 on April 5 to 1071.73 as the month ended. Level remained at full pool through June, but had dipped to an average of 1066.92 in August.

Other high points recorded The May 2013 average level was the seventh highest monthly average recorded on Lanier. Corps data reveal that the lake reached other high monthly averages in April 1979, ranking 4th at 1073.82; April 1976, 1073.58, 5th; and March 1990, 1072.87, 6th.

Corps to review cooperative management proposal for Lanier parks

By Jane Harrison A proposal seeking public-private cooperation to keep Lake Lanier recreation sites open is under review by the U.S. Army Corps of Engineers legal department. Lanier Operations Manager Tim Rainey said that without additional funds, it is doubtful the Corps can continue to keep all its Lanier parks open. The Corps operates 34 day use parks and seven campgrounds on the lake visited by an estimated 7.5 million people annually.

The proposal, announced by Rainey at last month’s Lake Lanier Association annual meeting, would allow for cooperative management partnerships between the federal agency and private non-profit entities. Rainey said the idea is “in a holding pattern” while Corps legal officers in Washington, D.C. review it. He did not know how long the review would take.

“I need this done by next year,” Rainey said. “We’re not going to have much money to operate.” He expected the Corps recreation budget will be flatlined next fiscal year. The cutback has him looking at “what we can afford to operate and what we

cannot” and evaluating new methods to keep parks open.

Under the proposal, the Corps would share management of parks with a non-profit agency that would collect fees for basic operating costs and reinvest additional monies collected into the sites.

Corps rangers would still patrol and maintain the parks; the private sector agency would manage basic operations, including marketing and advertising.

The non-profit might also offer amenities, such as selling firewood and ice at campgrounds, that might enhance the recreational experience, generate more funds, and lure more tourists to

Lanier parks.

Rainey said he envisions a partnership similar to that between the Cradle of Forestry in America, a non-profit forest conservation group, and the U.S. Forest Service at Brasstown Bald.

The non-profit organization operates a Visitor’s Center with a gift shop and a shuttle service from the parking lot to the viewing platform of Georgia’s highest peak. Florida company to manage Georgia lodge parks

By Jane Harrison New menus and stylish interiors may greet visitors to Unicoi and Amicalola Falls state parks this summer. The two parks in the Georgia mountains are among five state lodge parks contracted for private management beginning July 1.

Coral Hospitality, based in Naples, Fl., has been in charge of the Unicoi lodge in Helen since November. The state handed over

operation of Amicalola Lodge, between Dahlonega and Dawsonville, in December. This month, the parks were to be wholly managed by the private hospitality company whose clients include Miami-area resorts, golf clubs and other Georgia properties.

The move to private management evolved as Georgia State Parks officials sought to keep the taxpayer-funded playgrounds

open in the midst of state budget cuts. Georgia State Parks Director Becky Kelley sees the partnership as a more efficient way to do business in the competitive tourism industry.

“There are some things we do great,” she said of the state parks department, “but there are sometimes savings we can realize.”

She added that a private company more adept at responding to customer desires is better able to

offer discerning travelers the amenities, accommodations and food they seek.

Coral Hospitality Corporate Executive Officer Lee R. Weeks said the company plans to increase revenue and decrease expenditures while improving hospitality services. “The parks department is good at running parks, but it doesn’t know much about managing lodges,” he said.

“We’re not going in to try to make a lot of changes. We plan to increase hospitality services and marketing and grow the customer base through marketing initiatives,” Weeks said. He added visitors this summer may notice few changes.

Guests can still make reservations through the Georgia State Parks website.

The parking fee will remain $5 daily.

Menus will have more options. The parks will no longer be patrolled by state employed rangers/resource managers, but will be manned by Coral-employed security personnel.

In addition, some familiar faces at visitor’s centers and restaurants may be gone as parks employees opt to take other state-offered jobs or seek other employment. A visitor’s center worker at Amicalola said he was among a few employees leaving “for other venues, other ventures.” Coral CEO Weeks said that about 98 percent of parks employees were invited to stay on, but some were leaving to continue their state benefits.

He added Coral expected to retain about 80 percent of former employees.

The Florida company is no high country newcomer. Coral got its first breath of mountain air at Brasstown Valley Resort, in Young Harris, which it has operated since 2005. Its management there has helped increase revenue and improved amenities and services, according to Bill Donahue, executive director of the North Georgia Mountains Authority. The authority functions as a liaison between the state and the private contractor.

Unicoi State Park will be under private management after July 1.

Georgia, Coral also contracted to manage George T. Bagby in Fort Gaines, Little Ocmulgee in Helena, and Georgia Veterans, in Cordele, where it has operated the Lake Blackshear Resort and Golf Club since 2003.

Donahue reported the private company will supervise renovations scheduled to begin late this fall or early winter at Unicoi and Amicalola lodges. He said the state scrapped its previous plan to spend $10 million at Unicoi and decided instead to split the funds, derived from bond sales approved by legislators, between the two parks. Continued from Page 17 early spring were drier than normal. During March, large scale storm systems pour down rain on North Georgia. Due to cool temperatures, there is not much evaporation from the soil.

Nor is there evaporation or demand for water from leaves, which have not yet emerged.

“The ground stays wet and ripe for run-off,” he said. The lake gets fed.

As run-off spills down from the mountains, via Chattahoochee and Chestatee rivers and other inlets, Lanier gets more water. Late March runoff in the headwaters may not reach Lanier until April.

In 1964, extraordinary rain amounts both months took Lanier to its highest level ever.

This year a wet April, May and early June resulted in inflows higher than expected, Hamill said.

April and May deluges came to a Lanier already at full pool as the Corps adjusted releases for the summer recreation season. Plentiful rainfall downstream decreased demands on the northern reservoir.

Hathorn, Corps hydrologist, said that downstream reservoirs, West Point and Walter F. George, were also full in May. Abundant rain allowed retention in Lanier.

“Mother Nature played the biggest part. Operationally, we benefited,” he said.

High levels on Lanier require a balancing act to prevent flooding downstream. The dam that stores much of Georgia’s water supply also holds back the flow that could devastate Atlanta and points southwest. Flood control was one of the original purposes the federal government built Buford Dam. Hathorn said the Corps likes to evacuate water as quickly as possible when Lanier reaches above full pool, but the flow from Buford Dam must be gradual to avoid overflows along the Chattahoochee, Atlanta and other reservoirs.

He added that there is no gated spillway to swiftly evacuate water from Buford Dam. Lanier “has a huge volume of space for storing flood water,” he said. Buford

Dam can temporarily restrain Lanier at an elevation of 1085 feet. That’s the top of the project, he said. If the lake rose that high, an automatic emergency spillway system would pour water out of the dam.

Hathorn said the Corps attempts to ensure that sufficient storage is available in Lanier to accommodate consecutive major rain events. When those do occur, draw downs may need to be curtailed to prevent downstream flooding. Releases were temporarily halted in April 1964.

It is absolutely possible for Lanier to top 1964’s record of 1077, Hathorn said. Such a level would submerge parts of facilities, docks, marinas, recreational areas and personal property and escalate shoreline erosion. It would necessitate numerous relocations, depending on how quickly the Corps could evacuate water. That could be a while. It took about seven weeks to lower Lanier back into her banks after she reached her highest in April 49 years ago.

Rangers look for signs of impairment when stopping boaters

By Jane Harrison A lazy flotilla of watercraft rocked gently on the water at Sunset Cove, where a large commercial paddlewheel boat puttered slowly amidst a sea of pontoons, speed boats, ski craft, jet skis, and almost every kind of floating rig imaginable. A leatherskinned senior couple, beers in hand, bobbed contentedly on water noodles as a party beat played tribute to the first sunny Saturday afternoon in June. A quartet of skimpily clad 20-somethings sat atop a plastic board while a water nymph stroked them through the maze.

“Be careful … we’ll follow you in,” said Cpl. Adam Loudermilk to the board crew as one tipped a beer toward the lawman’s boat. Loudermilk, ranger Kevin Goss, and intern Lance Martin surveyed the popular party zone adjacent to the Lake Lanier Islands beach, where they issued warnings for wave runners roughing up the no wake zone and pulled boats over for improper display of registration numbers.

Although coolers and cup holders flaunted beverages that

induce a buzz, the Department of Natural Resources law enforcement agents did not cite imbibers.

Neither did Hall County officers.

Drinking and boating is legal. The new Georgia statue that changed boating under the influence restrictions did not outlaw the use of alcohol on the state’s waterways. What it did was drop the legal limit from a blood alcohol content of .10 to .08, equalizing the limit for boat pilots and drivers on the road.

Open containers, illegal on the road, are prominent on the lake.

“We don’t stop ‘em just for that … that’s not against the law,” Loudermilk said. “In half the boats I stop, the guy does have a drink sitting there.” He added that if he sees alcohol aboard or if a boater salutes him, beer in hand, he “observes them” a while.

As of late June, only one person charged with drunk boating tested near the new legal limit; the others measured way above.

All but one of eight who breathed into intoximeters at the DNR’s Aqualand Marina testing site registered .12 or higher. Boaters who are obviously drunk – for instance cutting in front of other boats, maneuvering erratically, and behaving incoherently when pulled

over – are those that bring the eyes of the law upon them. Many times it’s a minor violation that catches officers’ attention.

The officers who cruised Sunset Cove while patrolling Lake Lanier on assignment from Big Creek in Hall County to the Gwinnett County line scanned the water for infractions. Families on pontoons waved and pleasure boaters signaled salutations as the new 21-plus foot Edgewater bearing DNR’s official seal motored by. The officers waved back.

When boat pilot Loudermilk, a 10-year DNR veteran on Lanier, or lookouts Goss and Martin spotted something amiss, the captain flipped on the blue lights and pointed at the driver to stop. Cordial introductions followed: “Hi, I’m Kevin Goss and this is Adam Loudermilk. The reason we stopped you today … .” Boaters politely complied with rangers’ requests.

The pilot of a massive houseboat lacking identification numbers docked the vessel so skillfully that the rangers remarked he obviously was not tipsy from drink. When Loudermilk smelled alcohol on a passenger among a boatload of couples, he focused on the driver, who like

many others, did not have the proper numbers posted on the boat’s hull. The man’s steady eye, coherent speech and ready show of documents and safety equipment vanquished suspicion of drunkenness. “We have a designated driver,” the passenger boasted. The lawmen’s’ senses keened when they observed beers in cup holders on a young family’s boat after it roiled the water in a no-wake zone. Again, the driver appeared sober.

At about 6 p.m., approximately halfway through their 8-10

hour shift, they had pulled over about a dozen boats, including numerous personal watercraft operators making waves in no wake zones. Officers regarded the drivers as sober.

The weekend passed with numerous warnings for minor violations, but no BUIs. That doesn’t mean there wasn’t plenty of drinking on Lake Lanier. On a playground where alcohol and water mix regularly and legally, it’s only those who call attention to themselves – or crash –who get arrested.

Highway, waterway cultures differ when it comes to alcohol use

By Jane Harrison The Governor’s Office of Highway Safety introduced Georgia’s new boating under the influence law in May with a snappy two phrase slogan: “Boat or car .08 is the law. Where the rudder meets the road.”

It’s technically correct. The law pushed by Gov. Nathan Deal and the Lake Lanier Legislative Caucus equalized the legal blood alcohol content limit at .08 for drivers and boaters. But, the rudder doesn’t exactly meet the road when the bottle pops open on the lake.

Alcohol flows legally in boat cabins where open containers are allowed and skippers can drive, beer in hand. Repetitive arrests for BUI cannot result in a felony.

And drunk boaters can generally get off with lesser penalties than drunk drivers. Plus, there’s no such thing as public drunkenness charges on the water.

Different rules and enforcement techniques apply to boating, an outdoor recreational activity whose enthusiasts revel in relative freedom. In separate interviews, two local law officials explained

some of the procedures, rules and philosophy pertaining to boating and drinking.

Hall County Solicitor General Stephanie Woodard’s office prosecutes boating violations on Lake Lanier. DepartWoodard ment of Natural Resources Sgt. Mike Burgamy oversees DNR enforcement on the lake. Following are edited, paraphrased excerpts from interviews with each: Q: What alerts an enforcement officer to a potential drunk boater?

Burgamy: They might cut in front of another boat or move erratically. When an officer stops a person, he looks for signs of impairment from the be- Burgamy ginning: slurred speech, glassy bloodshot eyes, clothing in disarray.

Woodard: The average BAC for drunk boaters arrested by

DNR is .14. To draw a ranger’s attention, boaters generally exhibit much more erratic behavior from a much higher level of intoxication. But officers do not have to witness a violation to do safety checks, license and equipment checks. I anticipate we will see a drop in the BAC average.

Q. What happens during a stop when the officer sees signs of BUI? Burgamy: The screening phase, an interview and field sobriety test. (According to the screening interview form filled out by law enforcement, the officer asks basic identification and health-related questions, checks the subject’s vision tracking and coordination, and asks him or her to recite the alphabet and count to 20 forward and backward. In addition, the subject will be asked to blow into a portable alco-sensor to get a preliminary BAC reading, which is not the official level accepted in court.)

Q. What happens when a subject does not pass the screening phase?

Burgamy: Officers make an arrest and read the Implied Con-

sent Warning verbatim (informing the subject that if they refuse official state administered tests, their boating privileges will be suspended for a year and their refusal may be used as evidence at trial).

Q: What happens to the person’s boat?

Burgamy: Officers determine if there is someone sober on board to drive it. If not, one of our rangers might drive it to one of DNR’s facilities. Or we might call Towboat/US. Q. Where is the state administered test performed?

Burgamy: Officers determine if they will perform a breath, blood or urine screening or combination. Breathalyzer tests are done at the DNR’s Aqualand Marina facility. Subjects are transferred to a medical facility for blood and/or urine screening if the officer suspects drug use.

Q: What happens if the test registers .08 or higher?

Woodard: They go to jail.

Most people bond out in five hours or so. To get home, they have to call somebody.

Q: Does a boat have to be

moving for a person to get a BUI? Woodard: Officers either have to prove moving or have circumstantial evidence of it. If DNR has been patrolling a cove, left for 10 minutes and came back, there’s one person there, the engine’s warm, there’s circumstantial evidence they drove there. It gets more complex if there are multiple people aboard. They’re looking at who owns the boat, who has the keys, and other evidence.

They don’t have to see it move at the time of infraction.

Q: Can a person age 21 or older be arrested if their BAC registers less than .08?

Woodard: It depends on the circumstances. If they test at .06 and it took them an hour to get to the test site, yes, because their body metabolizes alcohol basically at .02 an hour. Persons can also be charged with BUI less safe … let’s say a 21 year old who has never drank consumes a drink and a half. If she manifests a less safe ability to control a vessel, she can still be arrested and convicted for BUI with a BAC of less than .08. It is not a magic or See Patrol, page 67

July safety tip: BAC estimator may help imbibers say no

By Jane Harrison A blood alcohol estimator, like the drink wheel formerly distributed by The Traffic Institute or on the web at www.intox.com/drinkwheel.aspx, can provide imbibers estimates of their blood alcohol content based on what kinds of alcohol they have been drinking, the number of drinks they’ve had, how many hours they’ve been drinking, and their weight.

For instance, the online drink wheel shows that a 180 pound man consuming six American beers in two hours can have a BAC of .087, above the legal limit. A 130 pound woman consuming the same number of beers may register .133, way above the legal

limit. Different factors may determine how drinking affects each person, including how much food they have in their stomach, their body type, medications they may be taking, and fatigue level.

Boaters out in the sun for hours and possibly dehydrated can experience more intense effects of alcohol use.

Hall County Prosecutor Stephanie Woodard said tools like the drink wheel may be useful in helping people self-police. “Anything that says how many drinks (you) have had or intend to have means that you are thoughtfully contemplating whether you should drink.”

That thought process might be a natural inhibitor leading boaters to avoid or reduce alcohol consumption on the lake.

Cumberland is Georgia’s most special island With more than 20 miles of beaches and dunes facing the Atlantic Ocean, the hundreds of wild horses understand the freedom and beauty of running alone with the breezes and tides of Cumberland Island. This breathtaking vision of the way life was more than 100 years ago is the true beauty of Georgia’s southernmost barrier island. It is situated three miles from the mainland and boasts a diversity of ecosystems including saltwater marshes, mud flats, tidal creeks, maritime forests, white sand beaches, and dunes. Cumberland Island is three miles wide, slightly larger and much less inhabited than New York’s Manhattan Island, and limits visitation to 300 people per day.

Cumberland is an important sanctuary to threatened loggerhead sea turtles. These turtles can weigh up to 350 pounds, lay eggs from May to September, and are fervently protected by both state and federal biologists. Cumberland was established as a national seashore in 1972 which has allowed the sand, wind, sea, and natural flora and fauna to reclaim some of the land.

One of the most striking relics of the past is the remarkable Dungeness ruins that Andrew Carnegie’s brother Thomas built as a magnificent estate in the early 1900s and abandoned in the 1920s. A fire burned much of the structure in 1959, leaving the haunting stone ruins that are seen today.

Located on the western shore facing the Intercostal Waterway, this rambling old home was built in 1900 for Margaret Ricketson, daughter of Thomas and Lucy Carnegie. It was opened as an inn in 1962 by Margaret’s daughter, Lucy R. Ferguson, and her family. The Greyfield compound includes over 200 privately owned acres on Cumberland including its own small wooden gazebo on a high dune at the beach where one can perch to watch the great blue herons, gulls, ibis, osprey, and terns paint an ever-changing kaleidoscope of nature above the constant crash of waves from the sea.

This old hotel is on the waterfront and has become the central gathering point for folks headed to Cumberland Island. Q. A person can be charged with BUI within three hours after operating a vessel. Why is that?

Woodard: They have to be under the influence at the time they operated the vessel. The timing has to do with blood alcohol level, which takes time to have affect after consumption. There are scientific ways to calculate after the fact what your blood alcohol level was when you were driving.

If there is an accident on the lake, like we’ve had, someone goes home and their blood alcohol level is taken, we can extrapolate back to what it was. We can know you were drinking while boating.

The three hour rule lengthens the time limit for DNR, because it can take DNR an hour to get you to the breathalyzer.

Woodard: Interesting that we have pedestrian under the influence, but we don’t have passenger

under the influence. It’s ironic because drunkenness on a boat poses a higher lethality issue because an intoxicated boat passenger can jump in the lake and not come up. You can clearly see in Sunset Cove on any weekend people who are not the drivers who are under the influence and creating safety hazards in that congested area. They can be arrested for reckless conduct.

Q. At what point can BUI become a felony?

Woodard: It doesn’t currently, no matter how many times a person is charged. It can be a high and aggravated misdemeanor.

That was part of the legislative

push last season and we’re not done. Basically the caucus decided to make .08 and the educational aspect the highest priority.

BUI punishment is up to the individual prosecutor. It can be punished from no fine to a $1,000 fine. In our jurisdiction, what I charge for a DUI, I recommend for a BUI. Q. Why is alcohol allowed on the lake and not on the road?

Woodard: I think that we, America as a country and especially this region, have had a long history of outdoorsmen and hunting and fishing enthusiasts … there’s not a stigma at all surrounding the presence of alcohol in a vessel. Our laws just legislate community and country conscientiousness and currently alcohol use on boats is not seen as a criminal behavior or even as much of a public safety issue on the lake as it is in cars.

It’s not the prosecutor’s war to prevent lake parties. There’s a lot of freedom and I don’t want to curb freedom. I want to contemplate others’ safety as well as protect people enjoying our resources.

Beware of technology going rogue As a general rule, I am OK with technology. In fact, I use some periodically without any lasting psychological effects. And though I have not killed any of my various digital devices yet, I have, just recently participated in the death of a clock radio.

Hard to say how such thoughts creep into one’s conciousness. I suspect that over time, we have been hardwired to rebel against the occasional laptop. Especially when it suddenly decides to permanently delete 434 pages of painstakingly gathered graphs, charts, and text just moments before making a critical presentation that will determine one’s continued employment.

I can understand the occasions such attack on an inanimate object to the extent that computers and similarly constructed technology are worse than cats when it comes to finicky, unpredictable acts of random and ruthless chaos.

But threatened by a clock radio? Really? I mean, when was the last time that you truly felt

Clock radios are as stupid a machine as they come. In fact, they are so low tech that 99.9 percent of the time, it is the owner of the clock that that is responsible for sleeping through multiple alarms, and reacting badly by hurling the device against the wall.

But in my case, technology blindsided me. My wife needed a clock radio, and I volunteered to locate just the right radio to meet her all of her needs. In other words, I drove to the TeckNoBarn just up the road, walked in,

bought the first clock radio I saw, drove home, and hid in the garage for an hour and a half before staggering inside like a wounded hero, and handed it to her before collapsing on the couch.

After I had recuperated from the rigors of my odyssey, I checked on her progress, and found her in the bed room in a state of mental and physical disarray. The clock radio was bleeping incessantly while strobe lights were sweeping the perimeters of the bedroom and gibbering about intruders.

I immediately called TNB (that’s tech speech for TeckNoBarn), and told them to send over their best expert right away.

Over all the bleeping, I heard someone in the store yelling “We have a situation here people, and we need support and backup “STAT.” Our tech Scout, as he called himself, arrived in a matter of minutes, dressed in black fatigues from hear to toe with sunglasses so dark that he kept stumbling over our furniture. Once in the

bedroom, he seemed to be mesmerized by the situation, and took off his shades.

“I’ve heard rumors about these kind of things before, but I always thought it was just a myth,” he half whispered.

“What are we going to do?” I yelled over the noise.

He got a grim look on his face, and turned to me and said, “There is no fix for this. We’re going to have to implement a Black Ops Techno Rendition.”

“That sounds a little over the top, don’t you think,” I said.

He mumbled under his breath, and he shook his head at me, spitting out the word, “Civilians!”

“It is almost time for dinner” I pointed out. “Why don’t we just look in the owner’s manual before we do anything drastic? It’s just a clock radio.”

That was when he got in my face. “You think your wife has any idea which trash can she

tossed the owner’s manual into?

Do you really think that we have that kind of time here?”

At that point, my wife and I left the bedroom and waited in the living room watching America’s Most Misguided Attempts at Humor on the TV. He appeared in short order, almost tripping over the ottoman.

“It’s done,” he said, handing me a receipt. “If we need anything, we’ll call you.”

After he left, my wife leveled me with her eyes. “You picked out the first clock radio you came to, didn’t you?” Other than going to get a gallon of milk, I really didn’t have a good response to her accusation.

After all, who would have ever thought that I’d live to see the day when I would get busted by a clock radio gone rogue.
