By Jane Harrison A push for a state law mandating titling of boats will not float in the Georgia legislature without a public relations campaign to get boaters on board. State Sen. Renee Unterman, chair of the Lake Lanier Legislative Caucus, told supporters of a boat title bill they’d need to persuade boaters that it would not gnarl their propellers.

“You wouldn’t believe the number of calls I got last year from people saying ‘Leave myboat alone!’” Unterman said of House Bill 356, which did not surface from committee in 2015.

Speaking at a caucus meeting last month in Gainesville, the senator from Gwinnett County told Lake Lanier Association officials they need to “expand beyond your group” to lobby for a “huge bill” that many interpret as government intrusion upon their freedom on the water. “People do not want it,” she said.

Georgia is one of a few states that does not require boat owners to get a title document. LLA executive director Joanna Cloud cited several reasons for seeking caucus support of a title bill, chief among them would be the ability

to trace ownership of abandoned boats on Lanier. When people desert vessels on Lanier, the abandoned boats often spill fuel, trash, and materials, souring the water, view, and property values as they rot and rust, she said.

The non-profit group has made removing heaps of hulls a major thrust of its clean lake philosophy. Cloud asserted boat owners are responsible for hauling off their unwanted boat, but “if they walk away, it’s our problem.”

And it’s a costly problem.

Cloud indicated removing two boats will sink the entire $25,000 grant awarded to the Georgia Department of Natural Resources for clean-up projects in coordination with LLA. Boat titles would help identify boat abandoners and hold them accountable.

Cloud proposed a “revenue neutral” title bill that would not institute a new tax; but she added that a state fund of some sort is needed to finance a boat removal program to cover costs when and if owners cannot be found or have no money to get boats out of the lake.

She suggested that titles replace the current required boat registration. Such a change could

help counties track unreported boat ownerships for property taxes.

Boat titles would also make it easier for law enforcement to identify stolen boats, Cloud said.

Unterman and caucus member Rep. Sheri Gilligan, from Cumming, concurred. “If I have a boat that gets stolen, I have a better chance of recovery if I have a title on it,” the senator said. “I have nothing to prove I own my boat,” Gilligan remarked.

Nonetheless, caucus members shied from touching the bill, originally introduced by Rep. Ron Stevens, of Savannah, and retiring Gainesville Rep. Carl Rogers.

Unterman said that even if boat titling were not established as a revenue generator, people would still see it that way. Additionally, there would be administrative costs. “It’s still costing someone to do something,” she said.

Cloud sought legislators’ leverage to promote the proposal to LLA’s 2,000 households and the organization’s counterparts on other Georgia lakes and rivers.

She did not get it.

Unterman plans to revisit the proposal at the caucus next meeting with a follow-up from Sen.

Butch Miller, of Gainesville, who was not present.

The caucus discussed other issues: • Internet-based meet-ups for houseboat and island parties are attracting hundreds of lake-goers with all-you-can-drink ads on social media. The parties fill lots at lake parks with cars of fun-seekers who board houseboats or shuttles to islands, sometimes for festivities lasting into the wee hours of the morning.

Neither DNR or U.S. Army Corps of Engineers officials deemed the parties illegal but warned they must be properly permitted. Commercial party boat operators or party organizers advertising through social media can be penalized if they do not have the proper permits. Corps and DNR officers are surfing the internet to find unpermitted parties, break them up and fine those responsible. “If DNR comes up with something we can do legislatively, we’ll be glad to do it,” Unterman offered.

States submit prospective witness lists for water wars trial

By Jane Harrison Georgia and Florida are lining up witnesses to testify in a trial that could likely determine how the U.S. Supreme Court will rule in a long-standing legal battle over water.

States’ attorneys listed more than 60 potential witnesses they may call for oral testimony in a trial tentatively set to begin Oct. 31 before Special Master Ralph Lancaster.

Lancaster is expected to accept testimony and other evidence during a 4-6 week trial that may take place in a federal circuit courtroom in Florida rather than in Washington, DC. The special master’s recommendations from the prospective hearing would likely frame a Supreme Court ruling on Florida’s request to cut back Georgia’s water use from rivers that flow into the Panhandle.

Plans for trial were being confirmed last month even as attorneys reported attempts to settle the case were still in the works.

States began meetings with a publicly unnamed mediator early this year and have “devoted substantial time and resources to finding a negotiated resolution,” stated

Georgia attorney Craig Primis.

Florida’s legal representatives reported that more mediation sessions are planned this month.

Lancaster, whom the Supreme Court appointed to oversee pretrial proceedings, has repeatedly urged states to settle out of court rather than face an unhappy outcome for both. The 86 year old prominent Maine attorney and veteran special master has presided over the case since Nov. 2014, about a year after Florida filed suit.

Florida alleges that Georgia takes more than its share of water from the river system that feeds into the Apalachicola region, where the economy depends largely on oyster fisheries that need fresh water inflow. Two rivers that begin in Georgia, the Chattahoochee and Flint, converge at the state line at Lake Seminole, out of which flows the Apalachicola River.

Lake Lanier, the largest reservoir on the river system, is the main water supplier for metro Atlanta and municipalities surrounding the lake.

Additionally, the north Georgia lake pumps up local and state economies through tourism,

recreation and real estate values.

South Georgia farmers rely on the Flint River for crop irrigation, which actually taps more water, including groundwater, than any other use in the state.

The states’ witness lists show both states intend to call some of the same witnesses, obviously for different strategies.

Florida plans to call some of Georgia’s past environmental officials to prove its allegation that Georgia has failed to curb over consumption of water for three decades.

Both states indicated they may call on former Georgia Environmental Projection Division chiefs Judson Turner, Carol Couch, Harold Reheis, and Allen Barnes to take the stand.

Florida also put Flint and Chattahoochee Riverkeeper officials on their witness list under the heading: “Thirty-Year History—Georgia’s Repeated Failures to Take Effective Action to Mitigate Over consumption Upstream.”

Besides EPD officials, Georgia’s potential witnesses include hydrology experts and policy shapers for water conservation, irrigation technology, and Atlanta-

area commerce.

Lancaster told attorneys that he’d be “very liberal” with submission of witness and documents “so when it’s all over you won’t be in a position where you can complain you were denied the opportunity to submit a witness or

an exhibit.”

But he warned, “I think you understand that if you present 15, 20, 30 experts saying the same darned thing, or you present hundreds of documents showing the same darned thing, it’s going to be counterproductive.”

• Caucus Continued from Page 2 municipalities are debating how to update infrastructure and ordinances to manage runoff from disturbed soil and impervious surfaces that usher silt and pollutants into the lake.

Unterman said some municipalities do not have stormwater management ordinances and some existing laws are not enforced. The caucus is working with municipalities and the Hall County Green Alliance to come up with plans. “Stay tuned,” she said.

• Talk between lake counties for a multi-agency fire boat has been tossed around for years.

Cloud said Forsyth and Dawson officials have discussed the idea and that Hall, Gwinnett

and Lumpkin officials might join the dialogue. It was not suggested how the caucus might help.

The caucus is composed of state senators and representatives from Hall, Gwinnett, Forsyth, Lumpkin, and Dawson counties, all with shoreline on Lake Lanier. Those attending last month’s meeting with Unterman included Rep. Gilligan, Cumming; Rep. Timothy Barr, Lawrenceville; Rep. David Clark, Buford; Rep. Emery Dunahoo, Gainesville; Matt Dubnik, running unopposed for Rep. Carl Roger’s Gainesville post; Sen. Steve Gooch, Dahlonega; and Rep. Lee Hawkins, Gainesville.

Follow the rules on the water and survive to boat another day There are established and proven rules for flying airplanes, driving cars and piloting boats.

We have all read of instances where someone breaks these rules and injury or death results. Here are several recent examples.

Four or five years ago, in the Gulf of Mexico, four fishermen launched a 21-foot fishing boat from a ramp in Clearwater, Fla. From Coast Guard reports and from the lone survivor this is what we know about the incident: The weather forecast indicated that a cold front would pass over the Gulf later in the day. The fishing destination was 60 miles offshore.

By Saturday afternoon winds offshore were 10 to 15 knots with 4 to 6 foot seas. They were a long way from home.

Safe boating course set for July 9 Flotilla 29 of the U.S. Coast Guard Auxiliary, Lake Lanier, announces a one-day, seven-lesson “About Boating Safely” course. The course is scheduled for Saturday, July 9, 2016. This course also serves as a PWC certified course for children under the age of 16.

This course will be given at the Coast Guard Operations Center, 6595 Lights Ferry Rd., Flowery Branch, Ga., on the left just before the entrance to Aqualand Marina. Classes run from 8:30 a.m. until 4:30 p.m. and cost is $35. Discounts available for additional family members.

LAKE LANIER OLYMPIC PARK Ciur and LCKC part ways; he accepts USACK national position

By Jane Harrison A national canoe/kayak official deemed former Lanier Canoe & Kayak Club coach Claudiu Ciur “a great asset” in a move to redesign a program that produced only one confirmed Olympic athlete in 2016. The LCKC executive committee ended its contract with the eight-year coach last month in a surprise move.

Ciur will coach full time for USA Canoe/Kayak at least until the end of this year, said USACK CEO Wade Blackwood. He foresees the veteran coach and former champion canoeist as a major character in the future re-make of a program “in dire need of a shake-up.”

“He’s is a terrific person and has done a great job for a sport that has no feeder system” like NCAA, Blackwood said. “He embodies the character and skill as a coach that we want to replicate on the national level.”

Ciur began coaching LCKC in 2008 and invested more years into the club than any previous

coach. For several years he divided his time between the home crew and USACK, serving in a volunteer capacity as national coach.

LCKC President Mike Braff said Ciur’s dual tasks figured into the executive committee’s decision. “He was spending a lot of time with USACK and we were paying the bill for his coaching services. We felt he was not happy,” Braff said.

The executive committee, which oversees personnel matters, acted without consulting the LCKC board. Braff commented there was some “negative feedback” because they were not included in the discussion. “But we have gotten together and resolved it and are searching for a new coach,” he said.

Ciur indicated he was shocked about the termination, which he said took place in a brief mandatory meeting with three members of the executive committee a day after he returned from coaching the national team in Portugal.

College rowing crews from across the nation converged on Lake Lanier Olympic Park May 28-29 for the American College Rowing Association's National Championship. The regatta attracted 64 crews and 1,656 rowers for its first ever 2-day format on the holiday weekend. Rowers launched at the Olympic Park boathouse and rowed under Clarks Bridge and up the Olympic channel to the start of the 2,000 meter races. Spectators yelled college fight chants as competitors stroked furiously toward championships, many decided by a second or less at the finish buoys in front of the tower. In the grand finale, the University of Michigan's Men's Varsity 8 Crew beat the University of California at Santa Barbara in one of many close finishes in hot competition with weather to match. ACRA officials, participants and spectators praised newly completed LLOP renovations and indicated they want to return next year.

All boats should have a fuel line water separator I hope everyone had a safe and fun Memorial Day weekend. It was the first long weekend of the year and I’m sure those of you who had properly winterized your boat enjoyed the weekend with no problems. I was privy to a problem a Lodge brother of mine had.

He always winterizes his boat by the book and puts “Stabil” in his fuel tank. But this year he thought he was getting water in his fuel because the RPMs were erratic. I thought he had an inline water separator, but he didn’t. They use to be standard. He ended up cleaning the fuel filter at the carburetor and put some fresh “Stabil” in the fuel tank. The next day the boat ran like new.

I advocate having an inline water separator on all gas powered boats. You can put the contents of the separator into a clear container and right away you know what is in your fuel tank. If you have a minor water or ethanol problem put in some “Stabil” or “Marvel Mystery Oil” and it should solve your problem.

Don’t forget to use it throughout the season. If you don’t have an inline water separator, install one.

They are inexpensive and easy to maintain. They also will save you from future repair bills.

Not running fast enough A lot of you might have thought your boat ran faster last year. Well here are some things to check: - Weight: is your boat loaded down with unnecessary equipment? A lot of boats are. Take everything off except USCG necessary equipment. In most cases that could amount to the weight of one or two passengers which would gain you a couple of knots.

- Propeller: when was the last time you checked your prop?

Maybe you had a couple of groundings and the prop needs servicing. Maybe your boat is several years old and a new prop would be more efficient. Mercury has just come out with a new prop with more blade area which will give better fuel efficiency. It’s called the Spitfire CT. Make sure your prop goes to the recommended RPM for your engine. If you have a problem your dealer should be able to help you.

Pirates’ Poker Run: And the real winners are …

By Pamela A. Keene When 300 boats of all shapes, sizes, colors and speeds take to the water on the weekend of July 14-16, plenty of cash and prizes will be changing hands. But the real winners are the three children’s charities who will be recipients of the proceeds.

Now in its eighth year, the Pirates of Lanier Poker Run has raised more than $2 million by creating what is now billed as America’s largest poker run for charity. Since its inception, Pirates of Lanier has donated funds to Camp Sunshine and Camp Twin Lakes. Several years ago, it added the Boys & Girls Clubs of Hall County. Over the years, the group has donated to other charity groups, but these three organizations are the main focus of the three-day event.

“Teams come from across the country to our event, and we start hearing from them months ahead of time,” said John Woodruff, chair emeritus of Lanier Partners, which produces the event each year. “Many of our participants do the whole poker run circuit and tell us that our event is a must for them, because it’s a great time

Is it deja vu as far as drought?

As I sit here in Severe Weather Center 2, looking at the latest U.S. Drought Monitor, I am getting some flashbacks from a decade ago. Moderate to severe drought conditions are continuing across north Georgia this month.

Stream flows are extremely low, lake levels are continuing to drop, and top soil moisture is all but gone. It did not help the situation in that we had a very hot June. We were not setting any high temperature records but we were frequently very close to tying them.

I am hoping we see a little pattern change this month.

July is the wettest month of the year.

We average nearly six inches of rain.

These tropical afternoon pop-up thunderstorms however, are generally scattered about and do not bring steady uniform rains. In fact, more often than not, it can rain so hard and so fast, the ground cannot absorb the moisture quick enough before a large majority of it just runs off.

Another concern I have for this month is the severe storm threat. I think we are going to have a better chance for afternoon storms. I also think we may have an above average number of severe storms.

As you well know, June was a blistering month from Texas to South Carolina. I don’t expect anything to change as far as the temperatures. In fact, I expect our hottest month of the year to be even hotter

than average. It’s this heat that drives bubbles of air from the ground to Glenn extremely high altitudes, Burns creating massive thunderstorms. When you Lanier have extremely hot air Outlook surround by cooler air aloft, these updrafts can rise rapidly and to great heights. Eventually, you can get a thunderstorm cloud top to rise to more than 50,000 feet. When the storm clouds grow that high, large hail is often the result. When you have large hail, you are going to see intense cloud to ground lightning and straight line winds of 60 to 70 miles per hour!

My educated guess is we are going to see numerous severe t-storms this month.

We have also seen a fairly early start with the Atlantic hurricane season. We had Bonnie and Colin. Both did little to nothing to bolster our rainfall. July is not known for any significant tropical development so I would not expect much, if anything this month.

Our July full moon is on the 19th and it’s called the Full Buck Moon.

Be safe this month. Be extra careful with your fireworks, as the ground remains tinder dry. Keep a watchful eye on the skies when you are out on the lake and we’ll take a look at some signals I am seeing concerning this fall and winter next month.

Gala to celebrate Olympics on Lanier

Rio on the Water: A renewal of the Olympic Spirit will bring Brazilian dancers, globally inspired cuisine, and a 12-piece party band to Lake Lanier Olympic Park Aug. 5.

Festivities include a parade of volunteers led by Grand Marshal Ga. Gov. Nathan Deal to honor those who helped with the 1996 Olympic canoe/kayak and rowing events on Lanier.

with peach ice cream, cruises, and community support. A tribute is planned for Jim Mathis, Jr., Steve Gilliam, Mary Hart Wilheit and Steve Kelly, all instrumental in bringing the Olympics to Lanier.

In addition, past canoe/kayak and rowing Olympians are expected to get special recognition.

Gainesville-Hall ’96 board members have been planning the blow out celebration for months.

Chairperson Mimi Collins expects not only to offer up a grand time, but also raise money for the next stage of renovations at the 20-year-old venue. Tickets: $100 per person and $1,500 for a table of 10.

“From ACRA’s perspective, the plumbing in the tower and the repositioned camera platform are the most valuable additions, because they give our referees a better and more convenient operating environment,” he said.

Prior to restroom installation in the tower, referees had to descend a flight of stairs, climb up the grandstand steps, and run to the plaza to a restroom. The new camera platform puts the finish line camera in better position for tight photo finishes. The handicap ramp enabled one official in a wheel chair and others with mobility difficulties to easily access their posts in the tower.

Stahl also complimented the expanded concession area that provides “better offerings of food and drink” for athletes and spectators.

Stahl hopes ACRA’s tradition at LLOP has “contributed to the legacy and perhaps even to a resurgence of interest and activity on this great venue.”

A week before college rowers hit the water, officials with an international canoe/kayak organiza-

tion commended GH ‘96’s investments and urged bids for other world championship regattas. The revamped LLOP honors its Olympic legacy with upgrades that could lure future international regattas, said Cecilia Farias, president of the COPAC, the Pan American Canoe/Kayak organization that brought the Olympic qualifier to Lanier.

Expanding use “The improvements are something to be proud of,” said Dwight Corbin, COPAC vicepresident. He hinted that a junior world championship or world cup canoe/kayak regatta would be a good bet for the future.

LLOP manager Morgan House said Pan Am Games officials “could not say enough” about how well the event went and how it could ignite more international interest. Currently, the next wave of international athletes will come in 2018 with world championship dragon boat races.

The renovations at LLOP have not only attracted far flung attention; they also have locals eyeing the venue for weddings, community and corporate meetings, char-

ity concerts, and team building exercises. “We’ve got spaces rented out … we’re already seeing revenue coming in” due to the upgrades, House said. The new room at the service building offers brides and attendants more space to get ready for a wedding on the plaza. The revamped and refurnished tower conference room puts business partners and club members in a relaxed setting with nearly wall-to-wall views of the lake. The venue once viewed locally as just a headquarters for rowers and paddlers has even hosted a wake board competition, broadening its appeal among other lake-goers on Lanier.

From its beginning as a 1996 Olympic site to its revitalization on international and local stages, LLOP’s legacy has continued in its traditional role promoting human-powered competition and expanded its welcome to activities far from its original Olympic intent.

Swim with the big fish for charity; there’s still time to train

Yes, you can, when you participate in Swim Across America Making Waves to Fight Cancer at Lake Lanier on September 17.

The Rio Summer Games will be a distant memory, but Georgians will have a chance to share the lake with some of the nation’s top competitive swimmers to raise money for The Aflac Cancer and Blood Disorders Center of Children’s Healthcare of Atlanta.

Training sessions for Atlantans take place at Allatoona Lake on July 10 and at Lanier Islands on August 7 and September 11 to help participants prepare for the event. The sessions are open to Swim Across America registrants for $25 per session and to interested swimmers for $35 per session.

Making Waves to Fight Cancer features 16 open-water swims across the country that began in May. The Lake Lanier event is one of the final swims for 2016 and will include elite athletes Amanda Weir, Doug Gjertsen, Eric Wunderlich, Geoff Gaberino, Heather Petri, Joe Hudepohl,

Megan Neyer, Neil Versfeld and Steve Lundquist.

“Swimmers of all skill levels are encouraged to join us and experience the thrill of Open Water, said Megan Melgaard, director of the Atlanta event and national safety director of Swim Across America. “Every year, we are incredibly moved by the individuals or teams that swim in honor of friends, family or co-workers that have been affected by cancer, said Ms. Melgaard. “Cancer touches everyone and it’s great to see individuals who take on this challenge and help us turn the tide against cancer.”

Swimmers can choose from three options for the open swim – 1-mile and 5K courses or a 4 X half-mile relay with three other team members. The event is open to individuals or teams.

Is it a seller’s market for Lake Lanier homes?

By Bev Knight That’s a very good question, and one that lake agents hear all the time. After all, you may know homeowners in Brookhaven, Milton, and Johns Creek who sold their homes the first day on the Knight market, with multiple offers, above list price. Like those areas, there are pockets of metro-Atlanta where it is definitely a seller’s market, but there are also some where buyers still rule. How about the Lake Lanier market? Does it favor the buyers or the sellers?

Unfortunately, there isn’t a simple answer. In real estate, there are several ways to categorize demand. An often-used gauge is the quantity of inventory (homes on the market), measured in months. To determine the months of inventory, you divide the number of homes for sale in that market by the average number of sales per month. For this measurement, it assumes that no new homes would be added to the inventory. For example, if there

are 100 homes for sale and approximately 20 sales per month, then you would have five months of inventory.

A neutral market will have around six months of inventory available. That means it is neither a buyer’s nor seller’s market, so no party has any negotiating advantage in the transaction. If there is less than six months inventory, it tends to be a seller’s market.

That is, demand exceeds supply, so the seller has more say-so in the transaction. If the inventory exceeds six months’ worth, it trends toward a buyer’s market.

During the great recession, inventory was measured in years, so that excess of unsold homes definitely gave the buyers the advantage. Prices decreased significantly, and homeowners had to make concessions to get to the closing table.

In a seller’s market, the homeowner can ask a higher price for the home which causes prices to rise overall. If the buyer asks for repairs or concessions, the homeowner is more likely to say “no” and wait for the next buyer. The lake market has improved considerably since the recession, so sell-

ers are in a better bargaining position. But that doesn’t mean it is a seller’s market in all cases.

Like most markets, the demand on Lanier is based on the price range and the location. Taking the entire lake into account, homes priced under $500k are basically at a neutral market with six months of inventory. In the $500k-$1 million range, it is still a buyer’s market with approximately 12 months of inventory.

Above the $1 million mark, it remains a slow-go with several years of unsold inventory. Most agents agree that the contentious presidential election may continue to have a negative impact on higher-priced homes for the rest of this year.

That said, there are cities around Lanier that are hotter than others. Cumming, for example, continues to see high demand.

For homes under $500k, we often see multiple offers and quick sales. That price range has only five months of inventory, and the same is true for Cumming homes over $1 million. So the folks in that price range in that city are definitely enjoying a mild seller’s market. The mid-range sales,

$500k-$1 million, are slightly slower in Cumming with a little over seven months of inventory.

Even so, that is very close to a neutral market and still bodes well for Forsyth homeowners who price their homes correctly.

Buford has a lot fewer sales than Cumming, but it also has a healthy market with five months of inventory in all categories. The Flowery Branch/Oakwood area is also showing signs of a seller’s market in the highest and lowest price ranges, and it is just slightly above a neutral market in the $500k-$1 million range. Do you see the pattern? Generally speaking, the closer to Atlanta, the hotter the market.

Gainesville sees the most lake sales, by far. It has about six months of inventory in the under $500k category, a huge improvement from the recession years; but, in the upper price ranges, the inventory is much higher (i.e., more of a buyer’s market). Dawsonville’s healthiest price range is the $500k-$1 million range which has about eight months of inventory, still more of a buyer’s market. The other price points in Dawsonville are oversaturated

with inventory, and sales are relatively slow.

So what does all that mean for you? It means that if you want to sell your lakefront home, you have to price it correctly. Today’s buyers are very well-informed and do understand lake values.

Even if you are in the hot Cumming area, you can’t price the house $100k over the appraisal and expect multiple offers. It doesn’t work that way. You have to be realistic about what to expect.

By the same token, if you are in one of the less-busy markets, you can definitely still sell your home. You simply need an effective strategy that takes market conditions into account. You don’t have to be the best house on the lake to make the sale. You just have to be one of the best properties in your price range for your location. That can be controlled by staging, pricing, appropriate home repairs and realistic expectations.

Paddlers journey to northernmost island on Lake Lanier

By Jane Harrison It’s about a three-hour tour by kayak, with a snack stop, roundtrip from Don Carter State Park to the northernmost island on Lake Lanier. Castaways need not worry about Gilligan-esque navigational blunders on this easily paddled route to Flat Creek Island, a lonely wooded wedge of earth with a rocky bluff and narrow clay beach.

Five tourists joined state park assistant manager Steven Emery and naturalist David Guzman last month in a paddle trip on the hinter waters of Lanier to the forlorn island inhabited only by wildlife, trees and native plants. Robby and Angie Hawthorne came up from Chamblee, Terrie Voss from Atlanta, and Sarah Mantegna from Alpharetta to get away from their urban environment for a quiet get-away on the water.

They had all enjoyed a moonlight paddle at the Lanier park last summer and came back to see it illuminated by the morning sun.

The Hawthornes set out together in a tandem recreational kayak, while Voss and a reporter boarded solo kayaks they rented from the park. Montegna brought her own gorgeous wood-crafted boat, a sleek kit-made model she bought second-hand.

They embarked from the park’s boat ramp on Dog Creek and stroked north on the lake’s peaceful headwaters on the Chattahoochee River toward the confluence of Flat Creek (not the same tributary that runs through the city of Gainesville). they’d see very few motorboats on the narrow channel that could be tricky for gas powered cruisers. Guides led the way past swampy-looking shores where great blue herons fished and tops of dead trees spiked through green water. The crew floated past a giant gnarl of driftwood gashing the shallows. “Look, it’s the Loch Ness Monster!” one exclaimed in jest.

Along with herons, egrets, ospreys and bald eagles nest along the deserted shore and forage for fish in the slow moving current.

Emery pointed out numerous herons in flight with their long legs trailing behind broad outstretched wings. He spotted a couple of ospreys, large fishing birds easily recognizable from their size and brown and white feathers.

Traversing water as smooth as glass, the paddlers passed wood duck houses on a muddy flat at Mallard’s Cove and steered around Rocky Point, a steep stone projectile that marks the state park boundary. Just up river was their destination, Flat Creek Island.

The island sits at the mouth of its namesake creek. At the approach, it appears a steep sloped forest embedded by small boulders. Emery and Guzman found a flat, red-topped landing and the group disembarked for discovery.

On shore, an upward glance revealed a high rock ledge reigning over wild slopes ringed by blue.

The guides headed the boaters onto a primitive trail, but some found their water shoes not sturdy enough for a hike, so all turned back. But first, the leaders directed their gaze to a large black snake, a non-venomous black racer, Emery said. The island native slithered into the brush and hid from the intruders.

The tourists settled near the clay beach for the snacks and lunch they packed while Emery went scouting. Guzman, who had begun his third month as naturalist at Don Carter, expounded about the differences between the Georgia lakescape and his native Ecuador.

The recent graduate from the University of Georgia school of forestry delights in the environmental diversity around the lake, from its birds of prey to huge oaks to showy native plants, such as pink lady’s slippers. rious park visitors with obscure facts, like how to determine a dead deer’s age and sex by its jawbone and how to judge the weather during a tree’s life with a core sample from its trunk.

Emery returned from his reconnaissance hike with some native samples: spicy-scented wild ginger, sprigs of river cane, and Virginia creeper leaves. The wild ginger smelled good enough to eat. River cane looked like minibamboo. And, the creeping vine – with five leaves – appeared much like a three-leaf skin irritant, poison ivy; but it’s a benign native groundcover.

Visitors departed the island, with boaters seemingly striking out on solo treks back to enjoy the solitude. After all, each knew the way on the “almost impossible to get lost” route. Several motorized vessels trolled by, their captains abiding by the no-wake rule when human-powered craft are present. Other paddlers glided by en route perhaps to Flat Creek Island or other points of interest mapped near the state park.

The calm flatwaters near the park draw numerous paddlers, many of them new to the activity, Emery said. The park’s six tandem kayaks and two single kayaks often get booked up on weekends.

Visitors can pick up maps at the Visitor’s Center showing the three-mile Flat Creek Island water trail, rated as more difficult, than the one-mile easy Dog Creek Loop, two-mile moderate Lost Cove Loop, and two-mile moderately difficult Whale Tail Trail.

The Dog Creek tour stays almost in sight of the park’s boat ramp. Lost Cove crosses the

Chattahoochee channel into a large cove. Traveling to Whales Tail, the park’s largest peninsula shaped like its namesake, paddlers go into a broader section of the Chattahoochee. “There’s more open water and more development,” Emery said. En route, boaters pass Lonely Man’s Island, which Emery described as a tiny scrub of land barely large enough for one person to stand on.

The Flat Creek Island tourists returned to civilization unscathed, although a bit sweaty, and certainly enriched by their travel. “I

loved it, I thought it was great,” Angie Hawthorne remarked.

Asked what he learned, Robby Hawthorne mimicked the great blue heron’s call, a hacking cry that “sounds like an old smoker.”

Voss could hardly wait to show her teenage daughter a photo of her, shaded by a sunhat and wielding a paddle on the lake.

“I’ll show her I can do something exciting,” she said. And Mantegna noted the outing among her recent returns to the water and the woods, the natural settings of her favorite childhood memories.

You’re providing hydration that will last throughout the day, and the plants are getting water before they wilt. Overhead watering is fine. Avoid watering in the evenings because water doesn’t have a chance to dry from

the leaves as quickly. This can cause fungus and promote disease.

A word about lawns: proper watering means watering deeply once a week. A good soaking will help develop a stronger deeper root system. If you have an irrigation system, alternate zones throughout the week. If you use hoses and manual sprinklers, let the water run in each section of your lawn for about 30 to 45 minutes, depending on the rate of water flow.

Good mulching and regular, proper watering will help your landscape survive the summer heat.

Kids Fishing Events typically take place at a location with a high successful catch rate and many events have on-site volunteers to provide assistance for those new to fishing, according to the Georgia Department of Natural Resources’ Wildlife Resources Division.

“There is nothing like watching a kid catch their first fish – and you could be the one that introduces that love of fishing for your child,” says John Biagi, chief of fisheries management. “Kids Fishing Events are a great place to begin as they are organized and help you and your child get a feel for fishing before trying to ‘tackle’ it on your own.”

Research shows that most people are introduced to fishing by a family member, and most consider a family member to be their best fishing friend.

Kids Fishing Events are sponsored across the state and provide fishing assistance to both children (under age 16) and parents from knowledgeable instructors.

The Wildlife Resources Division cosponsors many events by providing channel catfish or trout to improve fishing, educational materials for participants and

guidance for sponsors.

Learning the ropes for a lifetime of sailing fun

Keene Six years of its Junior Sailing Program has flown by for University Yacht Club’s current Commodore Rick Smith. “We’ve seen some of the kids in this program go from not even knowing which end of the boat is the front to being mentors to the younger ones at their first session,” Smith he said. “It’s been a real inspiration to see how they learn and mature, and how they all put sportsmanship first, on the water and on the shore.”

Each year Smith is one of two program assistants – the other is UYC’s John Hopkins – who support program director Susan Reddaway.

They take vacation time from work to spend their days teaching kids how to sail and how to be safe on the water.

“This program is first and foremost about water safety and having fun,” Smith said. “Of course we teach sailing skills, but this program is more about having fun on the water and working well together than it is about racing.”

Perhaps the most competitive

activity is finding a spot on the “Turtle Island Yacht Club,” an honor bestowed on attendees who can sail an up-and-back course from UYC to Turtle Island at the mouth of Big Creek at Marker 5BC near Holiday Marina.

“It’s a point of pride for our juniors and they consider it the coolest prize of all,” he said. Generally about half of the juniors in each session make the trip, which is a little more than a mile round trip. They’ve sailed their Optimist Prams, the beginner boats, plus Sunfish and Lasers.

This year’s two one-week sessions each had nearly 20 students, ranging in age from 6 to 15.

Some returned from previous summers; others were brand new to being on boats. Participants in the annual private camp are friends and family associated with University Yacht Club. Activities included a swim test on the first day, followed by lessons on water safety and boat rigging.

One of the week’s highlights is a visit from Dr. Knot, sailor John Martin, who turns knot-tying into a fun-filled game. They learn the basics, including figure eights and bowlines, plus they do a craft project. This year they made intricate braided bracelets from colored sailing line.

Nine instructors, seven of whom are certified by U.S. Sailing to teach small-boat sailing, work with students in smaller groups, coaching them on how to capsize and right their boats, learning how to read the wind, and finding the best way to get from here to there on the water with just your knowledge, the sails and the wind.

The program began in 2011 when members of UYC saw the need for a youth sailing program.

Members and friends purchased a handful of kits to build the Optimist Prams often used by formal sailing programs to teach youngsters the principals of sailing. Over the years the club has built its fleet of Optis to 12 and has added two Sunfish, two Holder 12s and four lasers, which are used by the older juniors.

“Most of the students come to us with zero experience on the water or with boats,” he said.

“They learn at their own pace, help each other and work together as teams off the water and on. They’re responsible to rig and de-rig their boats and help each other once they’ve put their boat away. It’s all part of learning the sport.”

Six of the coaches have been with the program since the beginning; five of them grew up in University Yacht Club. Most of them are either in college or recent additions to the workforce.

“We’ve seen them literally grow up before our eyes, from youngsters to young men and women,” Smith said. “It’s just amazing to us how they now show the younger ones the ropes.”

At the end of each week prizes and awards are distributed. “Perhaps the most coveted is the Sportsmanship Award, because it’s voted on by the juniors and awarded to one of their peers,”

Smith said. “It’s not a popularity prize; it truly is presented to the participant who best exemplifies the spirit of sportsmanship during the week. It could be a junior who always helped others, or one that stayed behind to make sure a young sailor was doing OK.” Smith reflects back over previous camps and the more than 150 juniors who have been part of the

program. Here’s how he sums it up: “It still just amazes me when I see a junior ‘get it,’ that light-bulb moment when everything comes together – the tiller, the rudder, the sail, the wind and their part it in all. That alone is more than worth it. The look on their faces when it all clicks, the boat starts to accelerate and they can call themselves sailors.”

Drownings on Lake Lanier prompt review of fatality statistics

By Jane Harrison Five people drowned on Lake Lanier before the first day of summer 2016. They succumbed to water in separate incidents on the lake that draws an estimated 7.5 million visitors annually.

Their fatalities put Lanier’s total death toll from drowning since 1999 at 97, about triple the number of boat-related fatalities, according to official records and a 2012 study by Lakeside News. As of late June, one person had died

that 40 to 60 people drown on Georgia waterways annually.

Of course, it is unknown how many lives are saved each year due to efforts by the DNR, U.S. Army Corps of Engineers, SafeKids and other groups that preach water safety. Rangers who give out safety brochures and check life jackets have no way of knowing if their contact may have caused someone to think twice before making a potentially lifeending choice.

Weaver said previous safety campaigns have focused on Hispanics who congregate in large numbers at lake parks. But safety messages in Spanish by-pass others in the cultural mix on the Georgia lake that’s counted citizens from Israel, Russia, Asian countries, as well as native sons and daughters, among her dead.

A previous Lakeside News study showed a high percentage of drowning victims on Lanier were non-white or foreign born, as were three of the five so far this year. Weaver reported that men age 20-30 seem to be most at risk; however thus far this year only one drowning victim fit that category.

Perplexed by the numbers that seem to have no statistical footing, lake law enforcement officials are compiling data to steer a drowning prevention campaign.

“We’ll be looking at the date, who, where and when” to determine how to target a statewide message, said Jeff Weaver, Assistant Director of Law Enforcement for the Georgia Department of Natural Resources. He reported

but it is a factor beyond human control. There has been only one year that no one drowned on Lanier, 2013, the third wettest year recorded in Georgia history.

Folks just didn’t head out to the lake in droves during the cool dreary summer with rain almost every weekend.

This year’s drier than normal spring and early summer may have increased visitation on the lake; the forecast for a dry July and August could also put more people in the water.

Those reported drowned on Lanier by June 21: • Estelle Kouaissi, 18, black female, of Gainesville, found April 3. DNR reported death by suicide jump from Dawsonville Highway bridge.

• Jason Anthony Blalock, 37, white male, of Buford, found

April 28 at Sunset Cove at Lake Lanier Islands. Witness told DNR Blalock was “highly intoxicated” the night before he went missing, April 24. The Hall County Sheriff’s office reported that the entire incident report was unavailable late last month due to “pending prosecution/open investigation.”

• Jerry Kornmeier, 57, white male, of Snellville, found May 11 near Cocktail Cove after his empty boat was reported 9 days earlier. A DNR Critical Incident Reconstruction Team review was not released by press time .• Lizeth Ruby Ruiz, 23, female, of Gainesville, found May 23 near Lanier Point Park after reported missing May 18. According to DNR, a female friend stated she and Ruiz were running at the park. Upon returning to the car, Ruiz “began acting in a strange manner” and ran off into the trails toward the lake. The death was investigated by the Gainesville Police Department, which could not return an open records request in time for this publication.

• Robert Marco St. Louis, 29, black male, of Gwinnett County, recovered June 7 at Van Pugh North Park, after he swam past the safety rope to a buoy and was unable to make it back.

How to save yourself and others

By Jane Harrison It takes about four minutes for the lungs to fill with water. It’s a quiet death, except for the screams of those who may be watching.

That’s what happened when 29-year-old Robert Marco St. Louis went under June 7. It started, as drownings usually do, with a human choice.

According to witness accounts reported to the Hall County Sheriff’s Office and DNR, the Gwinnett County man and two companions made a decision to swim past the safety rope at Van Pugh Park North toward a nearby buoy. Two realized they would not make it and turned back, while St. Louis continued toward the buoy. He eventually turned around and started to swim back, but he tired and began to struggle.

He began yelling for help and one of his companions attempted to rescue him. He let go when a panicked St. Louis almost pulled him down as well. St. Louis went under and did not resurface. His

girlfriend watched it happen.

The horrific scene has played out many times on Lake Lanier after a bad decision turned a fun day into a tragic one.

What do you do to save yourself or others from a watery death? Safety officials from DNR and local rescue agencies offer advice: • Understand the potential danger of water.

• Learn how to swim.

• Know your limitations; don’t do something risky in the first place.

• Wear a life jacket.

• Parents need to watch their children and never leave them unattended or in the care of an older child.

• Never swim alone.

• If you witness someone in trouble, call 911 and get something floatable to them as quickly as possible. A flotation device, cooler, milk jug, basketball, football, floating toy, or anything buoyant can help keep them afloat until emergency aid arrives.

Depending on your ability, you can swim out to them with a buoyant item, rope or tree limb and they can hang on to it as you swim back. But do not allow them to grab onto you. Talk to them, try to keep them calm, but do not get too close.

• If you put yourself at risk and feel you may get in trouble, think first, don’t panic. If you are swimming and realize you may not make it to your destination or are getting tired, turn around. Yell for help before you really need it.

Tread water, float on your back, keep your arms moving, scissor kick and stay buoyant.

• If you witness someone in trouble, call 911 and get help on the way. Two senior athletes will fill in with the high performance team over the summer.

In a letter emailed to LCKC members, Ciur said his heart was with them. He recounted his 10 years with the club, first as a paddler in 2006 and coach two years later. He led both LCKC and USACK teams in 37 international competitions as well as national championships and local races.

With LCKC “I discovered my passion as a coach,” he wrote. It “continues to be a part of my heart.”

“My dream as a LCKC coach came true. LCKC athletes are the best of the best in the country and represent the United States of America all over the world,” he continued. In his new role he will

almost certainly retain ties with local athletes who compose a large percentage of the national team.

Ciur will also remain a booster of Lake Lanier Olympic Park, despite USACK’s headquarters at a competing venue in Oklahoma City. He expects to bring national junior and senior team training camps to LLOP this fall. Blackwood endorsed the training camps as a “great thing in a great program” at an Olympic venue with proven success.

As news spread about Ciur’s departure, LCKC members and supporters emailed letters of gratitude. “Thank you for your dedication and service to all of our kids,” wrote Kyle Ozaki, parent of a high performance athlete.

“You excelled through challenging times and always stayed focused on providing the best for our athletes. You will truly be missed.”

Ciur’s history at LLOP traces back to at least 2003 when the champion canoeist paddled in the International Canoe Federation Flatwater World Championships.

Ciur spent his teen and early adult years in a Romanian sports school

prior to being selected for the Romanian national team.

After the ICF regatta, he remained in the U.S., taking a job with a flooring company in Gwinnett County. But, the lure of the water beckoned. In a 2008 interview with Lakeside News he said he joined LCKC to “reconnect with the water, the competition and team spirit which I missed all these years. I realized my calling in life was sport.”

He won medals paddling competitively for LCKC. When a coaching position opened, he applied and got it. He described the move from competitor to coach as “one of the greatest decisions of life so far.”

He intertwined his Romanian roots into LCKC’s program with workouts and training with Romanian athletes on Lake Lanier and at his former home. He would also hop into a team boat or solo canoe to race with LCKC athletes in practices and competitions.

USACK CEO Blackwood said Ciur’s appointment is part of a “pretty exciting” long term plan to put more U.S. paddlers on Olympic waters. As of late June,

Maggie Hogan was the sole U.S. paddler confirmed to compete in the Olympics in Brazil this summer. Two athletes, Tim Hornsby, who started paddling with LCKC in 1996 and still identifies with the team, and current LCKC senior canoeist Ian Ross, may get the nod pending a possible international committee decision about whether to allow additional slots

for an under-represented U.S. team.

Blackwood said he hopes at least eight qualify in 2020.

“We’re working to shake up the program.” USACK has also hired 1992 Olympic paddler and San Diego coach Chris Barlow to head up the high performance sprint team. Blackwood said Ciur’s title is “national coach.”

DNR note to public: Young wildlife does not need rescuing “Rescuing” an animal can sometimes cause more harm than good, even if done with the best of intentions. This is often the case when people come in contact with seemingly “orphaned” young wildlife, according to the Georgia Department of Natural Resources’ Wildlife Resources Division.

“Young wildlife taken into captivity can lose their natural instincts and ability to survive in the wild,” explains John Bowers, Wildlife Resources Division chief of game management. “In most instances, there is an adult animal a short distance away and just out

of your sight. Adult animals, such as deer, spend most of the day away from the immediate vicinity of their young to reduce the risk of a predator finding the young animal.”

The best thing people can do when they see a young animal, or in fact any wildlife, is to leave it alone exactly as they found it.

Situations become much more complex, and sometimes pose a danger to the wildlife or people, when an animal is moved or taken into a home.

What if an animal is injured?

Persons not licensed and trained in wildlife rehabilitation

should not attempt to care for wildlife. In fact, Georgia law prohibits the possession of most wildlife without a permit. If you encounter a seriously injured animal or an animal that clearly has been orphaned, please contact a local, licensed wildlife rehabilitator.

Despite the fact that they may look healthy, wildlife can transmit life-threatening diseases such as rabies and can carry parasites such as roundworms, lice, fleas and ticks. Certain ticks transmit diseases such as Rocky Mountain Spotted Fever and Southern Tick Associated Rash Illness to humans.

Protect yourself and your family. Contact the local county health department and/or Wildlife Resources Division office if you encounter an animal such as a bat, fox, skunk, raccoon, coyote or

bobcat that appears to show no fear of humans or dogs, or that seems to behave in a sick or abnormal manner (i.e. weaving, drooling, etc.) The animal may be afflicted with rabies, distemper or another disease. Do not attempt to feed or handle animals. Pets, livestock and humans should be kept away from the area where the animal was observed.

The two most important steps you can take to protect yourself and your pets from rabies is 1) get pets vaccinated and 2) avoid physical contact with wildlife. As another precautionary step, adults should instruct children to never bring wildlife home.

The inexpensive way to enjoy Hilton Head Island The area around Hilton Head Island in South Carolina has been highly developed during modern times and can often be far too expensive for many people during these hard economic times. With a little knowledge, however, even we common folks can enjoy the magical blend of beauty and nature. Permanent residents near Hilton Head live in harmony with an abundance of deer, rabbits, squirrels, raccoons, alligators, ospreys, pelicans, herons and a multitude of other land and water birds. Therefore, by utilizing the miles of free nature walks, bike paths, beaches, public parks or affordable golf courses, visitors may observe any or all of the aforementioned species.

Accommodations near Hilton Head vary from expensive private villas to reasonable motel rooms within easy driving distance of everything. Dining options are also available for any taste or pocketbook, and the nightlife seems to mix the gamut of humanity into a happy throng of cohesive revelers with the fading of the sun in the west each evening.

In fact, even outsiders can easily visit the Harbor Town area and the famous lighthouse for a glorious sunset at Sea Pines.

Golf inside the Sea Pines complex, however, demands prices that only the very rich can afford, but less than 20 miles away in Bluffton, two great public courses are waiting. Davis Love III designed the gorgeous Eagle’s Pointe Golf Club that combines great risk/reward holes and an abundance of low country wildlife in a natural setting. Its sister venue nearby is the Rose Hill Golf Club that was built among huge live oak trees and numerous fresh water lakes. This combination makes it attractive to numerous species of wildlife and home to the most fox squirrels that I’ve ever encountered in one place.

The lure and the smell of the ocean is an attraction that seems to be paramount with old and young alike, and this section of South Carolina offers plenty of affordable public beaches. In fact, from the ocean to the high water mark, the entire Hilton Head Island beach is public, but access is mostly private. Therefore, my suggestion would be to take a scenic drive north to Hunting Island State Park that has three miles of beautiful beaches right on the Atlantic Ocean ... with only one high rise. is the historic Hunting Island Lighthouse, which is the only lighthouse freely open for the public to climb in South Carolina.

A breathtaking view of the ocean, beach and the marshland is possible from the top platform of this famous building.

Fishing and bird watching are very popular along the beaches, in the lagoon or from the fishing pier, which extends 1,120 feet into the Fripp Inlet. The Nature Center at the pier’s entrance has some interesting exhibits of the local wildlife and marine life.

Walking and experiencing local birds and wildlife is the only theme at Pinckney Island National Wildlife Refuge. This natural gem can be reached by car and has 14 miles of trails that can be enjoyed by walking or biking.

Motorized vehicles and pets are not allowed, portable restrooms are only located in the parking area, no drinking water is available, but maps and information about the preserve can be obtained at the entrance.

north-south flyway that is a key nesting ground and a great place to view many birds including egrets, herons, ibises, coots, buntings and numerous others.

The walking paths are flat, easy to navigate and visitors can view an abundance of nesting water birds, alligators, turtles, frogs and other marsh species.

Even without great riches, visitors can enjoy the unique experience of combining the natural wonder of the shifting sands and ever-changing flora and fauna at Hilton Head with great golf and so much more. The key is taking advantage of the multitude of free or low cost opportunities within miles of one of the most famous haunts of the rich and famous!

Founded more than 20 years ago, its Camp Will-a-Way occupies 120 acres on two peninsulas in Fort Yargo, a Georgia State Park. Camp Twin Lakes has two other physical locations: its flagship facility in Rutledge and Camp Dream in Warm Springs.

Camp Twin Lakes works with children and adults with special needs, providing camp facilities, meals and activities overseen by a Certified Therapeutic Recreation Specialist.

Camp twin Lakes has become a national model serving special populations and since its inception has worked with more than 100,000 children and volunteers.

The Boys & Girls Clubs of Hall County serves more than 4,000 youth annually at its three sites in Hall. The flagship Positive Place Club was established in 1972; recently renovated it has a gym, game room, art room technology center and several multi-purpose fields. The Positive Place Teen Center nearby focused on teens and offers a technology center, study labs, and audio/visual recording studio and its “Goals for Graduation” center to emphasize academics. Joseph F. Walters Club opened in 2010 on Memorial Park Drive.
