By Jane Harrison A private tri-state organization seeking to settle more than two decades of water wars between the states has postponed completion of its scientific based watersharing plan. The ACF Stakeholders, composed of a diverse group of 50plus individuals with water interests in Georgia, Florida and Alabama, needs more time to complete its Sustainable Water Management Plan. The datadriven study originally scheduled for completion this month will likely be ready for release in the fall, according to Jim McClatchey, ACFS Chair. “Only parts of it” will be reviewed by the governing board when it meets June 24-26 near Eufaula, Ala., he said. “We decided additional modeling is needed.” He declined to detail what kind of work remained on the plan due the organization’s concerns that data could be manipulated by lawsuit mongering states. ACFS hopes to resolve conflicts through a science-driven model rather than by another round of legal action. The U.S. Solicitor General is reviewing the latest lawsuit filed in October 2013 by

Florida against Georgia in U.S. Supreme Court. The ACFS technical oversight committee is expected to present draft versions of portions of the plan to the board this month. The plan will reflect more than 1,000 pages of data and documents concerning the Apalachicola, Chattahoochee, and Flint rivers, whose basins supply water in Georgia, Florida, and Alabama. Lake Lanier is the largest reservoir on the river system. Water use consultants and researchers from the University of Georgia, Auburn University, Florida State University and University of Florida are collaborating in the study which includes a model of how fresh water from Georgia rivers impacts the health of Apalachicola Bay and its oysters. The Florida lawsuit claims that Georgia has hoarded water from the Chattahoochee and Flint River systems and caused harm to the oyster-based economy of the Apalachicola Bay region. ACFS is financing the study through about $1.5 million in non-government funds to pay for a scientific model of the river system. The organization expects to share information from the study

with the U.S. Army Corps of Engineers, which is rewriting the water control manual for Lake Lanier. In October, former ACFS chair Billy G. Turner said he believed the plan “will have a solution with which all the users on the system can live.” McClatchey said researchers are “making good progress” on the plan, despite the delay. He added the board has not yet decided how it will present the

model or if it will submit it directly to state governments. “We haven’t decided on implementation … everything’s in process.” The governing board will meet at the Lakepoint Resort near Eufaula. The agenda was expected to be posted in late May. McClatchey said most of the meeting will be open to the public, but that discussions regarding technical work on the water-sharing model will be closed.

Make family fishing a fun summertime tradition Although it’s not officially here, we’re unofficially into the summer season. Teachers and kids are glad while many parents enjoy the mixed blessing of summer vacation. One of the biggest challenges in fighting this warm weather version of cabin fever is simply finding something fun to do. After all, you can only go to the park, mall, or pool so many times before entertainment begins to wear thin. High end venues are fun and readily available but unfortunately these are not friendly to the family budget. This does not even account for the expense of gasoline that can easily be north of $3.50 per gallon. Have you been to the movie theater lately? Costs a little bit … to say the least. For a change of pace this year, try getting the family into fishing. No two trips are ever the same, and you don’t have to be an expert to have a great outing. A novice armed with a little good advice is well on the way to success. What’s more, this activity is easy on the wallet. If you need to make a small investment in equipment to get started, this is a single expense and subsequent outings can be as dirt cheap as you want to make them while still

Don’t forget the bread If you own a fishing boat, whether a modest aluminum craft or a high end fiberglass bass rig, you may not be able to resist using that as part of creating a fun experience, even though it’s not necessary. As previously stated, I do recommend that you leave your arsenal of lures and rods at home. This will reduce the temptation of casting for bass while the kids are hoping for a bluegill bite. Again, you are looking for action. Find a likely looking cove that’s sheltered and tie up to something within a few feet of the shore. That’s right; don’t put the electric motor in the water. When getting the family involved, bragging size fish don’t matter unless someone lucks into one. It’s all about having something happening to keep the focus of those with short attention spans. On that note, don’t get too hung up on just fishing. If kids want to try something else such as walking the shoreline or skipping rocks, let things take their course. Continued from Page 10 patience and appreciation of a skilled search. Youngsters, including many tweens and teens, are not at that stage. But, if you choose a good spot and the fish are biting, the extracurricular activities will probably be ignored in favor of the real excitement experienced when a bobber disappears beneath the surface. If you own a fishing rig of any sort, you probably have a good idea of what to do. What if you’re a dad or mom starting with none of this in-depth fishing knowledge? I have good news. It’s super easy. Stick to the bare bones basics and you’ll have success from now through the fall. You’ll need to do a little reconnaissance and this can be done in conjunction with fishing. Find a local pond in a public area or visit your favorite park on the lake. Take along a bit of bread, mentioned earlier, that you can tear into shreds when needed. A “bit” normally equates to one third of a loaf just to be on the safe side. Toss in a small handful when you spot an area that looks right. If the fish are there, you’re going to know in short order as they race to the feeding frenzy. Areas with granite rip rap to prevent erosion or downed trees are prime targets. Restrooms are a plus If you’re starting out with kids who have not been exposed to fishing before or just starting out yourself, spincasting

tackle is the way to go. These inexpensive rod and reel combos are very simple to use. Just hold the button on the reel down, arc the rod gently with a release, and away the bait flies. Zebco 202 and 404 models have stood the test of time for decades and Shakespeare offers great models as well. OK, what do you put on the end of the line to catch those hordes of fish? In still water, I suggest a weighted bobber to give more casting distance. This is actually not necessary, but kids love to chunk and wind; this makes it easier to have that fun. Below this, tie on a small number eight Aberdeen style hook. The size is very important. A number six, which is larger, will yield fewer hooked ups and a number four (larger yet) will guarantee many strikes but few landed fish. Pinch on a BB sized lead split shot about six inches above the hook and you’re almost ready. Bait up with a small worm, such as a red wiggler, and you’re in the game. If you can only find larger worms, such as nightcrawlers, pinch them in half or even thirds. Yes, I am mentioning bread chumming again (three times so far). I try not to write like that but you can probably guess why. It works. Even if you don’t see a mini feeding feeding frenzy, it certainly does not hurt your chances. Typically it pays to keep baited hooks in the shallows with one or two feet See Fishing, page 12

Bass fishing has been very good. At press time you can tie on whatever lure you happen to grab first, toss it toward the bank, and have a good chance of getting a bass on the line. Herring have been spawning in the shallows and bass have been chasing. Primary and secondary points as well as pockets near creek mouths are great places to check for action. Swim baits, the Fish Head Spin, and topwater plugs have all been working. Oh yeah, Super Flukes are pretty hot right now. Be sure to wear polarized sunglasses and target any submerged chunk rock, stumps, or blow downs you see. Cover a lot of water and you will probably catch a lot of fish. If these are not getting your line stretched, go to a finesse worm rigged on a specialty lead head (a.k.a. the shakey head rig). If all this is striking out, tie on a quarter ounce white Rooster Tail and target as many reef poles as you can cover. Expect fish to be slowly gravitating to deeper water so be prepared to check out rocky points, especially those with brush 20 feet deep. Stay ready for surface schooling bass with your favorite topwater plug rigged and ready on the deck. In fact, you may want to have two just in case of a malfunction. This is happening so don’t be caught by surprise! Striper fishing has been good and solid. At the present time, live baits trailed about 100 feet behind the boat on flat lines have been accounting for most of the action. Expect significant surface schooling action to kick in at any time. This will probably wane as the month gets long. If you’re wondering what to throw into this action, keep a Super Spook tied on at all times. It’s well worth mentioning that a seven-inch Red Fin “V waked” on the surface can be pretty effective early and late in the day if you don’t see any surface activity. Target the points. Creek mouths are definitely where you want to be. Some anglers drift four or more flat lines with live baits using planer boards. Remember that this can make for a slow response if you see a school of linesides erupting and need to make a short hop quickly. Keep the flat lines baited with lively herring but consider limiting them to two this time of year.

GH ’96 considers new docks at Olympic venue By Jane Harrison The sinking, slippery and splintered docks at the Lake Lanier Olympic Venue have put splinters in paddlers’ feet, slid regatta officials into the lake, and submerged visitors up to their shins. The seven platforms, most of which launched 1996 Olympic canoe/kayak and rowing athletes into Lake Lanier, framed much discussion at last month’s Gainesville Hall ’96 board meeting. Replacing the nearly 20-yearold docks is “an extreme priority” that is needed immediately, said Morgan House, venue manager. He mentioned two mishaps during the Canadian canoe/kayak national trials at the venue last month that put officials unexpectedly and unhappily in the wash. As the organization prepares this month to submit bids for two 2016 international events, the need for new docks drew stronger focus than at past GH ’96 meetings and generated approval for a 50 percent increase in capital improvement spending. Although the board authorized upping its capital improvement budget from $100,000 to $150,000, the added money can only begin to pay for dock replacement and multiple improvements House said he’d like to see at the boathouse. Dock replacement will likely take several years as the board makes incremental purchases and works to keep the old docks afloat until full replace-

ment is possible. The docks that House recommend after reviewing four bids cost $80,000 each and have a 50year lifespan. He said the 120feet slip-resistant platforms from Marine Specialties are made of a PVC material that does not absorb water or splinter. Board member John Ferriss, representing the Lake Lanier Rowing Club, brought a tractor tire tube to show the “redneck ingenuity” currently used to keep docks above water. The inflated tires were expected to hold up the old wooden planks burdened with rowing shells and athletes in the American Collegiate Rowing Association national championship last month. Ferriss reported that neither LLRC nor the Lanier Canoe & Kayak Club needs all seven docks for daily use; however, about 11,000 feet of docks are necessary for large regattas. New board member Connie Hagler suggested that since the board cannot afford to replace all docks immediately, it could “see what we can do to get all seven floating” until new docks can be purchased. “We’ll deal with what we’ve got, knowing we’ve got to replace them,” said Mimi Collins, board chairperson. “We need to start the process,” added Rob Fowler, who made the motion to pump up the capital improvement budget. The board submitted similar budget requests for FY 2015 to both governments. Board members also discussed hiring a structural engineer to assess potential facility repairs to the heating and air conditioning system, boathouse roof, and bathrooms. House compared the boathouse interior to a “high school locker room.” He envisions an entry foyer and hallway that enshrine the facility’s Olympic legacy. Some thought can make the outing even more enjoyable. Consider a shore line picnic, and choosing an area with clean public restrooms. Remember to bring plenty of hydrating drinks, sun screen, and collapsible chairs for mom and dad. If action is slow, don’t push things. Have a backup plan for another activity close by. It could be as simple as an ad hoc nature hike in your lakeside park or the excitement of everyone pitching in to set up a camp site. I guess that keeping things pretty laid back and fun sums it up. By Jane Harrison Asking college rowers about the highlight of their Memorial Day weekend on Lake Lanier gives strong insight into what motivates them: their race with their crew. Club crews from 64 colleges throughout the U.S. showed their motivation on the water at the Lake Lanier Olympic Venue May 24-25 in one of the largest collegiate regattas in the country. Spectators in a crowd estimated at 2,500 rose to their feet and lined the grandstand shore as rowers pumped racing shells toward finish buoys in the American Collegiate Rowing Association Championship Regatta. Rowers stroked furiously in contests that appeared to end with as many as four boats abreast at the line for pride and medals. “The people are great, the site’s wonderful,” said Boston College senior Chris Samil as he headed toward his team’s boat trailer about an hour before his last college race. But, what mattered most to him was not the local pizza he may have downed the night before or the weekend of Gainesville warmth and hospitality. “Making the grand final and seeing my team do well,” Samil responded was the highlight of his trip. His Varsity 8 Men’s crew finished sixth, about 10 seconds behind seven-time men’s regatta champions, University of Michigan. The women’s crew from Michigan’s Grand Valley State University won the women’s overall point trophy for the seventh straight year. “The kids had a great time. That’s how we grow the sport,” said Michigan Coach Gregg Hartsuff, who started ACRA in 2008 and brought it to Lake Lanier in 2011. ACRA is composed of college club crews that are not eligible through their athletic departments to compete in NCAA or Intercollegiate Rowing Association championships. The ACRA national championship “has become a spectacle in a good way,” Hartsuff added, recapping the excitement

not just among top contenders, but in the Men’s Petite Final for ninth place. “That was the most spectacular race I’ve ever seen,” he remarked of the finish line sprint with four boats almost hull to hull. The marriage between the ACRA board, from which he is retiring, and the Lake Lanier Rowing Club, was secured this year, he said. The host club “stepped it up this year and met our needs.” The long-term relationship puts ACRA officials in charge of actually running the regatta and the local club at their service supplying the race infrastructure, including the course, boathouse, docks, finish tower, motorboats for referees, parking, and first aid. Organizer hopes local dragon boat races will build support By Jane Harrison The long boats may be racing in a small race, but they’re hoped to make a big impression on participants in the first Gainesville/Hall Dragon Boat Challenge June 7. As of late May, six teams had registered for the event organized by the Lanier & Kayak Club to benefit the Hall County Chapter of Special Olympics Georgia. Ideally, the minimum number would be around 20, said event organizer Jim O’Dell. He added that complications renting 10-person dragon boats from another organization resulted in a late start promoting the event to area groups. The club was unable to acquire the smaller boats and will seat teams in its traditional 22-person dragon boats. ZF Industries plans to put two teams on the water. Crews from the local manufacturer were excited to get back in boats after fine finishes in their debut races in the much larger Atlanta Hong Kong Dragon Boat Festival last year. Another contender, Won Fun Crew, is also a regular at the huge September festival. A team of athletes from Average Joe Boot Camp and boatload of teachers, administrators and students with Hall County Schools Special Olympics will also race.

O’Dell said he hopes their experiences in the first locals-only race will build up support for dragon boat racing and encourage more Gainesville/Hall County businesses, churches, schools and organizations to participate in dragon boat racing. The September festival attracts thousands of boaters on more than 70 teams, but few are from the county with the largest shoreline on Lake Lanier. O’Dell is putting together a benefit package for June 7 racers that will likely include free team building exercises, coupons for LCKC rental boats, and free registration next year. The day’s activities might also include canoe/kayak races between dragon boat events. Dragon boat racing, which traces back more than 2,000 years in Chinese history, has a world-wide following and is popular in many U.S. cities with waterfront venues. O’Dell, the Regional Coach for the USA Canoe/Kayak National Team, has taken crews largely composed of LCKC paddlers to international competitions. The USACK national team will be racing in Poland in August and some members will help out at this month’s Lanier races. The colorful sport features the traditional 39-feet See Dragon boat, page 17

Visual distress signals: the right number and type In the event of a true emergency on the water, we have talked extensively about the practicality of having a VHF-FM marine radio or cell phone on board. Visual distress signals (VDS) are also added value in hailing someone nearby, especially at night. Vessels on federally controlled waters must be equipped with visual distress signals that are U.S. Coast Guard approved, in serviceable condition, and are readily accessible. They carry a date of manufacture and an expiration date. If yours are out of date, they may still work, but you will need to have the appropriate number of in-date VDS on board as well. It has been my experience while performing our free vessel safety checks to find visual distress signals that are out of date. Since they are seldom used, they don’t get the visual check that maybe a fire extinguisher gets. All vessels, regardless of length or type, are required to carry night signals when operating between sunset and sunrise. Most vessels must carry day signals also, but there are exceptions; recreational vessels less

The boating season is well under way, and I’ll bet that after Memorial Day weekend there are a few maintenance problems you have discovered while you were on the water. I’m sure the majority of you who properly winterized and did your spring get ready maintenance had trouble free cruising or wake boarding, but those of you who did no maintenance or have just purchased a boat and are still learning most likely had a problem, or two. Fuel problems likely caused most problems. Sitting over the winter with no fuel treatment in the tank will do that. That means a thorough cleaning of the fuel system, tank, lines, water separator, and filters and remember fuel treatment when you fill up. Batteries are another problem if not maintained. Make sure all connections are clean. Look for any excess drain on the batteries which would cause them to lose power. Check the age of batteries. If you find your bilge pump or pumps are running constantly or more often than they should, start checking for leaks. Most likely it’s a hose. If hoses are showing age they all should be replaced. These are three of the most likely areas that could give you trouble. There are a lot of other projects that might not be DIY maintenance. Get your dealer’s mechanic to tackle those. If you feel you are a qualified “do it yourself” boater you might want to get a manual for your stern drive or outboard as a guide. Contact: www.clymer.com or www.selocmarine.com. When you finish your projects remember to enter it in your maintenance log. You might want to join Boat U.S. so you can use the Tow BoatU.S. service, it’s cheap at $24 and they have a great boating magazine. Cruise the Bahamas I’m sure when you have been at anchor or the end of the day after the boat is secure, the conversation turned to places you would like to go by boat. Crossing the Gulfstream to the Bahamas usually comes up. Most say they wouldn’t want to cross alone. Well now you don’t have to worry, you now can sign up for one of the boating flings offered by the Bahamas Tourist Office. Cost is $75 and you can join a flotilla of up to 30 other vessels led by an experienced captain. The flotillas make direct, fourday runs to popular islands such as Bimini and Grand Bahama, as well as a 12-day island hoping tour. The boating flings depart

and return to Bahia Mar Marina in Ft. Lauderdale. They depart on Thursdays and return on Sundays. These cruises are only offered in June and July. Call 1-800-32SPORT for summer 2014 dates. You should consult U.S. Customs and Border Protection to find out cost and proper I.D.s required when traveling to and from the Bahamas. If you have a trailerable boat, why not get a group together and join the flotilla for a Bahamas fling cruise. If you go, please share your photos and story with Lakeside. I’ve made many trips to the Bahamas, fishing, snorkeling and just relaxing. I also saw them the fast way in the 1970 Bahamas 500 Ocean Race. Eco-Sea Cottages These floating homes are elegant and ecological houseboats that are 560-1,300 square feet, one to three bedrooms, one to two bathrooms, 36’ to 55’ long, one or two levels, fireplace, all major appliances. I don’t know if the Corps will allow these on Lake Lanier, but if you have other lake front property it might be for you. Banking by water My introduction to water jet boats was a trip to the Bank on the Water. This was in Miami where you can bank from the water. My friend that had this “hot dog” jet boat said “Let’s go to lunch.” I said “OK” and he said “We’ll take the jet boat; I’ve got to go by the bank.” So off we went. My friend only knows stop

and wide open, especially in his jet boat. We made it to the drivethru window and it’s a wonder the teller didn’t run at the speed we came in. But he got his money and we went to lunch by boat. No traffic lights, jams or horns. That was a first for me, and I imagine in Miami you can still go to the water drive thru bank. More on water-jets, PWCs Sea-Doo is trying to re-ignite the P.W.C. market with their new “Spark.” Personal watercraft prices have gone over the $10,000 level, so Sea-Doo introduces the “Spark” at a $4,999 price. This should get sales going again. When Sea-Doo ceased production recently their Rotax engine was kept in production to supply Scarab, Chapparal and Glastron boats. The Rotax 900 Ace that was developed for snowmobiles powers the Spark. It develops 50 hp and an optional high output generates 90 hp. The lower price will most likely introduce lower prices models from the competition. But when you add extras and a high output engine you will end up close to $10,000. So if you want a PWC without all the bells and whistles the $4,999 Spark will be the one for you. Dogs and water The Wilsons recent article about dogs on boats reminded me of my dachshunds and their water activities. I lived on the bay side of Clearwater Beach , Fl. and at low tide my dogs would go down the steps and swim or run. Skiers often dropped a ski in front of the dock, and come back to pick it up. Well Hienrich retrieved a ski and pulled it up on the beach. He made a good choice as it was a Cypress Gardens ski. I put it up on the dock expecting the skiers to claim it, and they never did. Another time they were cruising in the boat with me when I thought they might need some exercise. It was low tide so I selected a large sand flat and put them out. Well, the sand flat was filled with fiddler and hermit crabs. When they discovered this, the chase was on. The dogs gave us quite a show. Needless to say they slept well that night. When I lived in Wisconsin I had a black lab named Johnny Rebel. He was 120 pounds of energy and if you threw it he would bring it to me. This story doesn’t involve a boat, but it does water, frozen that is. The ice fishermen would throw their catch: walleye, bass, trout on the ice and Johnny Rebel would pick one up and bring it to the house. The ice fish-

Summer could bring interesting weather At 6:51 a.m. on Saturday June 21st, summer officially begins. Summer 2014, from what I have seen, could be a very interesting summer. If you will recall, last summer was absolutely miserable. We had showers and thunderstorms pretty much every single day and consequently, cooler than average temperatures. While the above average rainfall was certainly great at keeping the lake level up, it was not so great for those of us wanting to enjoy the lake. So, the question of the day is, are we going to see a repeat performance. Hurricane season begins June 1st and continues to the last day of November. During June, the most likely area for tropical development is in the Gulf of Mexico. By July, the favored area is the Caribbean, and in August and September, that area shifts to the Atlantic, where the major hurricanes are likely to form. Since 1970, according to the U.S. Geological Survey, there has been an increase in the amount of Sahara dust streaming across the Atlantic Ocean. Last hurricane season, the dust clouds were especially thick as storms in Africa tossed the dust high into the atmosphere. We saw it as high as 15,000 feet! Sahara dust clouds have a chilling effect on the ocean, preventing the formation of the tropical waves that push off the west coast of Africa. Normally, these waves will evolve into tropical depressions or tropical storms. However

the Sahara dust clouds prevent incoming sunlight for warming the Glenn ocean to the levels that Burns would support tropical system formation. HurLanier ricane experts believe Outlook that will happen again this season so a much fewer number of systems will likely develop. Another reason this tropical season will be below average has to do with what is happening on the other side of the world, in the equatorial Pacific Ocean. It appears we may have a very strong El Nino developing, the likes of which we have not seen since 1997. El Nino is a warming of the sea surface temperatures in the Pacific that will result in a changing of the jet stream and wind patterns across the globe. The effects of El Nino in the winter months for north Georgia are more pronounced, with cooler temps and above average precipitation. However, in the summer months, it will also have a major impact. Scientists studying El Nino development believe we just might have a cooler than average temperatures this summer as a result. Last summer, because of the rain, we only had a handful of days where temperatures reached 90 degrees. It may be the same this summer because the jet stream will be at a much lower latitude, supplying us will little shots of cooler air. Will we see above average rainfall? It will all depend on how quickly El Nino forms. I can say from past experience, summer storms will likely be stronger because of the in-

Boater education law in effect July 1 Pirates of Lanier Poker Run By Jane Harrison Beginning July 1, 16-year-olds piloting boats on Lake Lanier should carry something with them besides a cooler of soft drinks, life jackets, and tropical-smelling sunscreen. They need a boater education certificate on board to prove they have been schooled to operate a motorized vessel. This is the first summer the boater education law passed by the 2013 Georgia General Assembly takes effect. Another educational requirement for those who rent boats or personal watercrafts (PWCs) also premieres July 1. The boater education measures were approved after three children died in boating accidents on Lake Lanier in summer 2012. The law requires motor boat operators born after Jan. 1, 1998 to complete a boater education class, pass an exam, and carry their boater education certificate on their vessel. The education requirement also applies to 12- 15-year olds operating a PWC or Class A boat, which is less than 16 feet long. (They may not legally operate any vessel 16 feet in length or longer).

They may only operate a Class A or PWC once they have completed the required boater education course or they have on board a competent adult 18 years of age or older. The course must be approved by the Georgia Department of Natural Resources. Several safety-oriented organizations around Lake Lanier offer approved courses. It is also offered online and can be accessed through the Georgia DNR website. (See Safety Page elsewhere in this issue.) Ga. DNR officers patrolling Lanier may issue more warnings than citations to young boaters lacking proper boating education. “Rangers generally stop vessels when they observe a violation occur. When it is obvious that a person maybe under the age of 16 rangers will stop to verify age and boater education certificates,” said Capt. Thomas Barnard, Supervisor of Georgia DNR Region 2, which includes Lanier. “As with any new law change we try to educate the public the first year,” he said. “Most will be handled with a warning, only if

there are other violations … would we cite an individual.” Barnard expects the law to improve safety on Lanier. “I think this will have a great positive impact on safety,” he said. “As time goes on we will have more and more boaters who have completed the required course which means more educated boaters on our waterways.” Also new this year, people who rent boats or PFCs must watch an instructional video and possess a Rental Boat Education Certificate. The Georgia DNR helped produce the 10-minute video which boat and PWC rental outlets must show before allowing customers on the water. There is no test and the printed certificate is good for six months, Barnard said. A person 16 years of age or older that possesses a boater education certificate is exempt from the rental boat education certificate. Barnard added that although the law states anyone 16 years of age or older may rent, some rental businesses are stricter on the age requirement and will not rent to anyone younger than 21.

On the weekend of July 17-20, all eyes will be on the 6th Annual Pirates of Lanier Poker Run, headquartered at Lake Lanier Islands Resort. Officials are urging early registration because of previous successes and the growing popularity of the midsummer fund-raiser. “We’ve already got more than 100 boats registered from across the United States and this year’s going to be the best ever,” said John Woodruff, president of Lanier Partners, which sponsors the annual fund-raising event to benefit to Georgia charities. This year’s recipients are Camp Sunshine and the Boys & Girls Clubs of Hall County. Last year, the Pirates of Lanier Poker Run raised more than $230,000. This year’s goal is to break $400,000. “Last year we had 274 boats, and we’re cutting it off this year at 300,” Woodruff said. “This

event has grown to attract national attention. It’s on the national Poker Run schedule and many of the boats coming do these types of events almost every weekend.” Registration is $200 for two poker hands, two T-shirts, an event DVD and two people on the same boat. Super Deluxe registration is $300 for four poker hands, four T-shirts, an event DVD and four people on the same boat. There is no charge for additional crew; however, extra poker hands may be purchased for $50 each. The weekend includes a variety of activities, from the Thursday night meet and greet at Gianni’s at Lake Lanier Islands, to a raft-up lunch sponsored by Norman’s Landing at the dam on Friday, the Captain’s party on Friday night, the Main Event on Saturday, followed by the Saturday night awards party. Nonboaters can also participate in the events surrounding this year’s Pirates of Lanier Poker Run.

Hoarding (and forgetting): It’s a nautical pastime Bob and Carolyn Wilson, aboard Sea Island Girl, continue Lakeside's long running series of cruising adventures which began in the mid-1990s. To date we've had the Johnston family, Jean and Bill Bayman, and Mechelle and Bill Cooksey all contribute to the series. Bob and Carolyn boated on Lake Lanier until leaving for their adventure in 2002. It is warming up around Georgia and that means it is time to get the family back out on the water for some fun and relaxation. For most it has been a dreary winter but before the family can join us at the lake, there are a few preparations and boat projects to be completed. Mildew can appear most anywhere but bird droppings have historically been found on or near our boat, and getting rid of them is typically one of the first projects to complete. During our days on the lake, the captains would plan a work weekend to get things back in order and discuss or install our latest nautical toys. It was always good to get back together after the winter hiatus. Prior to the working weekends

soap in the aft storage compartment and another half a gallon of another brand under a seat on the fly-bridge. When I went to empty the electrical connectors into the electrical storage container I found there wasn’t room – I already had what I had just purchased. The same could be said for most everything. I had spent the money and it would be time consuming to take it back and as always I will probably need it at some point. Some could call me a nautical hoarder, but like so many of my other friends, we probably have what you need on the boat. Road closed for pedestrian tunnel construction By Jane Harrison The inconveniences travelers encounter this summer due to the temporary closure of Ga. 284/Clarks Bridge Road are expected to alleviate future traffic jams near the Lake Lanier Olympic Venue. A pedestrian tunnel being constructed under Clarks Bridge Road will enable spectators and participants at LLOV events to walk safely from the boathouse side to the grandstands without obstructing road traffic. The Georgia Department of Transportation planned to close the road just north of the venue and boat ramp parking areas on May 27, two days after a national collegiate rowing regatta left Lake Lanier. The event was expected to be the final time pedestrians and motorists impede each other at the crossing. Local traffic officers have been needed to assure safe pedestrian passage and direct traffic flow during large events at the venue. DOT Spokesperson Teri Pope said the road will be closed a maximum of 60 days, through July 26. No through traffic will be permitted on State Route 284/Clarks Bridge until the tunnel

construction is complete. To access LLOV parking and Clarks Bridge boat ramps, vehicles must travel 284 northbound or from Gainesville. There will be no access from southbound 284. The detour diverts travelers from 284 to Ga. 11/129 (Cleveland Highway and Limestone Parkway) and Ga. 52 (Brookton Lula Road) and adds several miles to their commute. The contractor plans to raise the road three feet to accommodate the concrete tunnel. Traffic is not permitted to cross as crews construct the pedestrian underpass, which is planned to be 10 feet wide, 8 feet high, and about 63 feet long. The tunnel is part of an $8.7 million construction project that

includes building a new bridge to replace the span across the Chattahoochee River section on Lake Lanier. The new bridge will have 12 feet wide lanes and an 8-feetwide bike able shoulder in each direction. The existing bridge built in 1958 does not meet current design standards. The project completion date is Dec. 31, 2015. Work on the bridge began in November and has included drilling and pouring concrete for the planned 12 caissons (bridge supports) ranging from 92 feet to more than a 100 feet deep. Temporary lane closures have been necessary during caisson pouring. The contractor is required to maintain two lanes for boat traffic, with a minimum of 30 feet per lane, at all times.

Now there’s BumFloat, created by three Lake Lanier thirty-somethings – David Mallis, Rob Broadfoot and Don Mock. Introduced last season, Bumfloat has now moved its production to North Georgia. “We’re proud to say that we’re made in America,” Mallis said. “They’re now being manufactured in Blue Ridge, Ga.” BumFloat is a wearable stepin, buckle-on, adjustable device to help people stay afloat and upright while enjoying time in the water. It currently sells for approximately $60 per unit. “BumFloat now comes in several colors, including the original navy blue, and three camo patterns – pink for the ladies, dark blue and the very popular deep woods camo,” Mallis said. “And we’re now offering it in three true sizes: small for people with a waist size of less than 28 inches; medium for waist sizes between 28 and 38 inches; and large for

those with a waist size of more than 38 inches.” BumFloat has been marketed and showcased at a number of boat shows across the country, including the Atlanta Boat Show and the National Houseboat Show in Cumberland, Ky. “The boat show people say they love us because we bring a lot of energy to the shows,” Mallis said. “These boat shows are really the way to get to the boating community.” BumFloat, which has sold more than 2,000 units around the world, is chiefly marketed through the company’s website at www.BumFloat.com. Safety Tip #1 - Wear a life jacket Many lives have been saved throughout the U.S. and Canada by boaters and lakegoers who did the responsible thing and wore a life jacket. Putting on a life jacket may be the most important safety measure for those who visit Lake Lanier. The 2014 North American Safe Boating Campaign and U.S. Coast Guard Auxiliary have made life jackets their main safety topic this year, according to Joseph Edwards, Commander of Coast Guard Auxiliary Flotilla-29. The local flotilla promotes safety on Lake Lanier. “(Wearing a) life jacket of course is not restricted to boaters, but includes the swimmer of all ages (on all) bodies of water, “Edwards said. “Our area of responsibility is Lake Lanier. I could see after attending the kick off meeting at the Army Corps of Engineers office May 20 that all agencies and associations are ready for another season with more awareness than ever.” “If there is a good tip, it should be select a life jacket that fits,” he said. If you are outfitting a child, use one that the youngster is proud to be seen wearing and knows is theirs only. Note: Georgia law requires that all children younger than 13 wear a U.S. Coast Guard approved Personal Flotation Device (life jacket) while on board any moving vessel, except when the child is in a fully enclosed cabin. Stats show luxury lake home market recovering slowly The Lake Lanier real estate market has had a lot of ups and downs since its peak in 2007, but no segment has seen more challenges than the luxury market. At one time, many industry experts believed that luxury homes would dominate lake sales by 2015. Unfortunately, between the 100-year drought, the great recession, and other economic factors, that hasn’t quite panned out. First, let’s define the term “luxury home.” In any given area, a luxury home is one that is priced in the top 10 percent of that particular market. In metro Atlanta, for instance, any home over $500,000 is considered a luxury home. On Lanier, there are fewer low-priced homes to pull down the averages, so the top 10 percent of lake home prices starts at around $700,000. Since the recession and drought-laden 2008 season, it has been harder to sell luxury homes – though many have tried. There has been a limited number of buyers, and the few that are out there have been extremely picky. There were 65 luxury lake homes sold in 2007 at the peak, but it dropped to only 23 in 2010. That year also saw the biggest drop in the average price of luxury lake homes from $1.03 million to $836,000. To make matters even worse during those recession years, it took almost a year to sell a lake home on average. You can imagine how frustrating that was to those homeowners. Since the low point in 2010, the luxury market has enjoyed a modest recovery. Luxury home prices have risen to an average of $1.04 million. Instead of an average of 326 days on the market, higher-priced homes are selling in around 191 days now. That’s still

much slower than their lower priced neighbors, but it’s clearly an improvement. By city, Gainesville has the highest average price for a luxury home at $1.26 million (17 sold in 2013). In second place, high-end Flowery Branch homes are averaging $970,000 (two sold) followed closely by Buford (three sold) at $963,000. Cumming, which generally enjoys higher price points for lake homes, is surprisingly lower at $832,000 with 11 homes sold. Experts believe that the Cumming luxury market will see the most impressive growth in the next few years. Considering the limited luxury lake home inventory in Forsyth County, builders who are easing back into the spec home business should definitely consider that hot market. With the retail and commercial growth in that area and the easy commute to Atlanta, that is where the most dramatic growth is expected to occur. According to Laurie MooreMoore, noted real estate author and CEO of The Luxury Home Marketing Institute, the luxury market is growing faster than other segments. In fact, U.S. existing homes sales under $500,000 actually declined in the first quarter of this year; however, the luxury market which makes up around 11 percent of national sales rose significantly. MooreMoore also points out other important trends affecting affluent buyers and sellers. Before the recession, around 30 percent of home purchases were cash only. Today, that number is well over 50 percent. For those who need financing, the average mortgage amount in 2007 was 67 percent of the home value. Today, for a lot of reasons,

the average amount is around 44 percent. The number of distressed sales has dropped dramatically in the past year, and there are far fewer investors scooping up the bargains. Clearly, we learned some things from the recession. Buyers are more conservative in what they buy and how they pay for it. Instead of the sprawling, opulent estates that were popular in the early 2000s, affluent buyers are opting for more manageable-sized homes with greater artisanship. In other Knight words, less square footage but more features and amenities. Even the concept of affluence has changed. An affluent buyer is anyone who earns in the top 20 percent in their area. According to Moore-Moore, that is around $104,000 income per year. Pre-recession, we saw an abundance of “strained affluence.” That is, a lot of people spent everything they earned. Now, the trend is more long-term paradigms which means that high wage earners are choosing to maximize their net worth rather than maximizing their life styles. So how does this affect you? Here are some considerations if you want to sell a luxury lake home. 1. Most importantly, update the home’s finishes to the current standards. Unless you have the best point lot on Lanier, savvy affluent buyers do not expect to renovate a luxury home. You need to replace all brass fixtures, update the flooring if needed, remove all wallpaper, and renovate the kitchen with granite or equivalent counters, high-end appli-

ances, and so forth. 2. Find a Realtor who sells luxury properties and knows Lake Lanier. The literature, marketing, and staging are specialized for high-end homes, and it’s even more specialized on this lake. Ask for a list of how many lake homes they sold in the past year. Many are listed but few are sold. Some agents will agree to any list price to get a listing but sell very little. You want someone who will help you price it correctly and create marketing literature that adequately conveys the extraordinary features of your house. You also want someone who advertises to the right markets including international audiences. That doesn’t mean ads on their company website. There are international real estate websites for luxury homes. Those subscriptions are expensive, so not everyone is willing to spend that money, but it’s a must to reach international buyers. Four out of five of the highest priced homes sold in the U.S. were purchased by non-U.S. citizens, so reaching those folks is very important.

3. Be realistic in price. Even if you have the greatest house in the world, once it goes under contract, it will probably have to go through the appraisal process. There are not that many comparables in that price range, so you have to price it close to its true market value. Find the right agent, then listen to him or her. No matter how wonderful your house is, it dropped in value during the recession just like everyone else’s. The good news is that the house you will turn around and buy with the proceeds of your sale also dropped in price. It’s all relative. The Lake Lanier luxury home market is much better than it was a few years ago. As affluent buyers gain confidence in the economy, it should continue to improve. Duck Derby raises record amount for Hall County Boys & Girls Clubs The 16th annual Rubber Duck Derby on Lake Lanier turned out to be record breaking – with 18,000 ducks “adopted” for a chance to win the $10,000 grand prize. The event, at Clarks Bridge Park, is the largest fundraiser for the Hall County Boys & Girls Clubs. Joyce Wilson, vice president of development and marketing for the organization, said the event was well-attended until a brief rainshower trimmed the crowd. Amicalola Falls: A natural wonder with amenities Gazing up through the tall hardwood trees from the Reflection Pool to the distant falls above, one seems to be drawn up the steep trail for a closer look. The 1/3 of a mile hike to the wooden platform directly below the final cascade is rather steep and might require a rest stop or two, but it’s worth the trip. Just to sit on the old bench and stare up into this magnificent work of nature as the light plays tricks with the ever-changing beams passing through millions of prism-like droplets of water has a soothing effect on the mind and body. Amicalola in my ancestor’s Cherokee language means “tumbling waters,” and this natural cascade definitely lives up to the billing. The spectacular falls plunges 729 feet in seven continuing cascades and is the highest waterfall east of the Mississippi River. The incoming water consists of one mainstream that begins as several small springs flowing from the mountains. This same stream flows through the park, offering guests a chance to try their luck at catching wily rainbow trout during the season. The park contains nearly 1,000 acres of mostly hardwood trees that encase the majestic waterfall in a shroud of ever-changing colors. Though every part of the year has its own unique shade that ranges from wildflowers to dogwood, mountain laurel and rhododendron, the fall season always displays the most brilliant colors at Amicalola. The winter months also hold a special magic as the deer and other wild animals seek food and refuge within the park when an occasional winter snow

A ranger’s perspective: Time to make those boat docks safe Have you ever thought about your safety when you drive somewhere or get out on the water? How about when you fly on an airline? Do you ever listen to the flight attendant’s speech? Are you among the many who just take safety for granted? If you have a boat dock you may want to read on. As we move into the recreation season here at Lake Lanier, many of you will be spending more time on and around the water. It’s a lot nicer out there in good weather than the dead of winter. For those of you privileged to have a dock, consider yourself fortunate, but to restate a famous quote, “With great privilege comes great responsibility.” Shoreline Management Rangers have spoken with many of you over the years. We’ve written articles and letters about the need to get permits, protect the environment, and keep us updated with your current address and

phone number. Let me tell you what we found out about some boat docks. A couple of years ago, I kept statistics on docks I inspected for about six months. I found many safety problems. More than 30 percent had electrical problems; 18 percent had rotten, broken, or missing boards; and nine percent were outright hazardous. A few I did not even get on; they were that bad.

Here are some things you can do to get your dock safe: • Check for protruding nails that you could trip over. • Keep the walkways clear of chairs, fishing poles, skis and swim rafts. • If you have electric service, check the Ground Fault breaker at the shoreline for proper operation. • Make sure your upper-deck railing is solid; openings for gates to jump off are prohibited. • Remove diving boards and platforms; they’re prohibited as well. • Don’t leave grills or flammable chemicals and fuels unattended; they should be removed when not in use. Just remember, you’re responsible for the condition and safety of your boat dock and the facilities you have on your permit, at all times. When things break – and they will – please get them fixed. Always remember that elec-

The clear picture – voyage planning Everyone makes plans. A common theme in just about anything you do. Safe boating is especially reliant on accurate preparation. There are three questions that need the correct answer and consideration in order to prepare for a trip on the water … Where are you going? What will you see along the way? What time are you going to arrive? The core basic foundation to any successful and safe voyage is to always plan ahead. Even going out for just a few days or less, benefits from this essential action. Before departing on a patrol or voyage my duty as navigator was to prepare, with meticulous detail, the answers to these questions. Normal process utilized books such as Coast Pilot which provides valuable and detailed information as to fuel docks, pilotage, anchoring locations and many other very important facts and details to aid in the journey. Other nautical resources such as Light List and Tide/Current Tables would accurately describe all lights and other aids to navigation, and the specific conditions of the water at any given time or date. Navigation charts to be used where inspected, corrected and waypoints added to forecast the route. The fact is, voyage planning is one of the extremely important components of your trip for a very wide variety of reasons, none as important as pas-

senger, crew, and vessel safety. There are countless methods to accomplish this important task and one of the latest developments in advanced marine navigation systems is called Insight Planner. The technology effectively and quickly enables gathering, processing, and evaluating this crucial information from your personal computer for such things as route planning, Points of Interest (POI), navigation hazards, local regulations, buoyage and other details that once took numerous hours to accurately collate. Chart inputs from a wide variety of sources, including NOAA, are available to use and can give extreme detail to further provide safe passages for travel on the water. After all the research and organization of this data you can download it to an SD card and input into your navigation multi-function display on your boat. The important infor-

mation is at your fingertips for immediate use when you need it. Possessing the capability to gather and transfer this vast amount of knowledge through the cloud and other media is a great leap in marine electronics technology. It will forever change the way we prepare, and as an added benefit can also serve to provide others your intended route, just in case there is an emergency. Going out for a day on the lake? Voyage planning is not just designed and intended for long distance travel. Used properly it can make your experience on the water much safer and enjoyable when you include details such as weather forecast, lake levels, fuel, water temps, and any other data. Local knowledge is also helpful and recommended when you venture into an area for the first time. Study the chart and take note of the visual landmarks, hazards, and navigational aids, if any. Dock permit update: Corps’ re-evaluation of docks nets near-final availability By Pamela A. Keene This spring the U.S. Army Corps of Engineers has reviewed existing docks to determine the number of dock permits that will most likely be available later this year. “Our goal was to confirm the number of dock permits that remain to be issued,” said Chief Ranger for Shoreline Management Ernest Noe. “We particularly looked at how we issued permits for community docks – which include two slips for each permit

– to validate our numbers, and at this time, there appears to be around 60 permits remaining.” Noe said that there are about a half-dozen requests made through the lottery that remain to be finalized. Once these permits are complete, Noe said the Corps expects to announce the date that requests for permits will again be accepted. “This will be announced by the Corps later this year,” he said, “so we plan to let people know when the process starts.”

Day Use Parks The Corps operates 35 day use parks at Lake Lanier. Facilities range from parks with boat ramps to those with designated swimming areas, picnic tables, shelters and playgrounds. Keene This summer, Windows Restaurant at Lake Lanier Islands Resort has brought together the best of both for meat and seafood lovers with its Friday/Saturday evening Summer Steak and Seafood Buffet. With a generous selection of entrees ranging from hand-carved prime rib to handbattered fried shrimp, there’s no excuse to walk away hungry. New this year, try the grits bar with eight or so toppings to choose from that will be sautéed before your eyes by one of the resort’s chefs. Choose sausage, scallions, bacon, black beans, chicken or more to top freshcooked Southern grits. It’s a new twist on a Southern favorite. The five-station buffet is stocked with a wide range of choices. Start with a selection of cheeses and salmon with various toppings. The salad bar offers peel-and-eat shrimp, the resort’s trademark antipasto with artichoke hearts and baby mozzarella, mini wedge salads, shrimp and pasta salad, plus crisp mixed greens with an array of garnishes and fresh-made dressing.

The main course is guests’ choice and if you enjoy beef, seafood, pork or chicken, you’re covered.
