Glades Reservoir not needed, state says; commisioner claims it’s a battle of semantics
By Jane Harrison Disagreement over the need for Glades Reservoir in northern Hall County erupted recently when state environmental planners labeled the project “no longer reasonable or even viable.” Although statements decrying the need for the county’s proposed 850 acre reservoir attempt to “stick a stake in the heart” of the project, Hall County Commission Chairman Dick Mecum says the ultimate call on Glades is up to the U.S. Army Corps of Engineers. The Georgia Environmental Projection Division expressed opposition to Glades for water supply to Hall County in comments to the Corps about the draft Water Control Manual for the river basin that supplies water in Georgia and Florida. However, the state agency did suggest that if the reservoir is built, it could be used for water storage to “support downstream needs during times of low flow and drought.” The letter, submitted by EPD Chief Judson Turner during the public comment period that ended Jan. 30, argued that Lake Lanier is sufficient to supply Hall County’s water needs through 2050. It cited state-produced population projections for Hall County that are significantly
lower than the county’s own predictions. Mecum accused state officials of “sticking their head in the ground thinking growth is not going to happen” and said further they “are not thinking outside the box” about water supply for an inevitable increased population. He questioned how the Governor’s Office of Planning and Budget and the Metropolitan North Georgia Water Planning District forecasted population estimates and water needs that are half to a quarter less than the county’s own calculations. “Other (surrounding) counties are projected to grow more rapidly … and suddenly we’re not?” said Mecum, adding that the state’s recent 2050 projection for Hall, about 450,000, surprisingly dropped from more than 800,000 predicted two or three years ago. The county has already spent $16 million on the proposed project that the Corps favors as part of its preferred alternative in the draft WCM for operation of its five dams on the ApalachicolaChattahoochee-Flint system, on which Lanier is the largest reservoir. The Corps Mobile District Office included Glades in its proposed WCM, released for public review in September, about a year
before the Savannah District is expected to approve or deny the county’s permit to build it. The public comment period for Glades ended Feb. 15. Chattahoochee Riverkeeper, a non-profit river advocacy organization, accused the Corps’ of making a “dangerous assumption” that the reservoir will be needed, permitted or built. In its comments on the WCM, the environmental organization describes Glades as a “highly speculative, poorly defined and incompatible project” and criticizes the Corps for dismissing other alternatives such as raising Lanier’s full pool or enhancing conservation measures. It derides the Corps’ preference for Glades as an “arbitrary and capricious” decision that cannot be justified. Mecum said the decision he’s “interested in most” will be the Corps’ final word on Glades, expected in Nov. 2016 with approval or denial. He pondered how the state’s and others’ objections to Glades for county water supply weighs in against the Corps’ own stated preference for the reservoir in its water management plan. He added that he does not plan to provide the Corps Savannah District with updated population forecasts, which the EPD
stated the Corps has requested. Projections from University of Georgia researchers submitted a year ago are sufficient, he said. The state has rescinded the 2013 certificate of need that supported Hall’s Glades permit application to the Corps. EPD stated it would be “working with Hall County” on a revised certificate. Mecum said he has not met with state officials. Additionally, EPD speculated that if Glades “is constructed at all during the current 2050 horizon, it will be redesigned” and operate as a storage basin. Mecum said the state’s use of word “storage” to describe a potential Glades reservoir and the county’s description of it as “water supply” amount to a “battle of semantics.” Turner, in a previous interview with Lakeside, said the state would like to talk with county officials about operating Glades differently than they envision. He added that if a county-state partnership is achieved, state funds may be available. One Corps’ estimate puts Glades construction cost at $166 million. Mecum said that he did not want to speculate what the county would do if Glades is not ultimately permitted as the county proposes.

Safe boating course set for Mar. 26 Flotilla 29 of the U.S. Coast Guard Auxiliary, Lake Lanier, announces a one-day, seven-lesson “About Boating Safely” course. The course is scheduled for Saturday, March 26, 2016. This course also serves as a PWC certified course for children under the age of 16. A sampling of fishing information and tips from area guides The Southern Fishing Report by Ken Sturdivant
Lake level: .62 above full pool Clarity: Creeks stained, main lake clear Temperature: 50s Bass fishing Bass fishing is fair. The weather has once again dealt us some interesting cards with all the recent rain. The backs of the creeks and rivers around the lake are heavily stained to muddy. The temperatures in the backs of some of those creeks are definitely warmer than the main body with temperatures approaching the mid 50s in some instances. The ditches and pockets off the main river and creek channels should remain productive in the areas where the water has warmed. Do not be afraid to fish shallow. The New Lowrance 3D Technology can shoot all the way to the bank and we can see these shallow fish. The warmer water will attract bait. With the colored water, a ChatterBait and a crankbait will be my first choices for these situations. The focus with these baits should be fairly shallow and near available cover. For the crankbait, a square bill would be my choice. We use Z Man ChatterBaits trailed with
some type of minnow imitation. When the moving bait bite slows down, switch to a worm and a Chattahoochee jig to cover the bases and ensure you don’t miss key bites. Toss these around in the ditches and pockets as well. Also, if the sun is out, look for the docks to start consistently holding fish. Skipping a Senko or Jig around these docks can be a very productive pattern. Another pattern that remains steady is the steep rock bite. Look for chunk rock points that offer deeper water nearby. Work a Chattahoochee Jig slowly on these areas with plenty of pauses. Use a larger trailer, like a Zoom Fat Albert Twin Tail, to help slow the fall of the bait. On recent sunny days, the fish have been shallow on those rock points, particularly in the afternoons. Focus on chunk rock points that receive all day sun. A small crankbait worked on these same areas can be productive if there is some wind. A jig and a worm, along with a drop shot, have been good in the 40 to 60 foot sections of steeper, rocky ditches. The rain has once again turned the northern creeks to mud which has shut down the bite from the middle to the back of the creeks. The mouths of the creeks and the main channel is your best bet until the water clears. In contrast to the north end of the lake, there is a deep water down rod bite mid lake and south of Browns Bridge to Three Sisters including the mouths of the creeks. The bait has been at 60 to 80 feet deep and down rods fished as deep as 80 feet deep have been producing. The middle and south end of the lake is fishing like a summer time pattern. It sounds crazy to fish a summertime pattern in February but that has been the ticket for the past several weeks. The umbrella rig bite is not working and down rod herring is your best bet. Crappie fishing Crappie fishing will become good, soon. Water temperatures are inching into the 50s. For this time of year, that means we are in the pre-spawn stage. The fish are starting to roam, and some are moving to shallower docks anticipating the spawn. Your trolling bite is now a good option to target the fish that are roaming, chasing bait. Tight lining while trolling is another way to catch crappie now, using a jig tipped with minnows, 10 feet below the surface. This will require rods 10 to 12 feet in length, positioned parallel with the water, with up to four rods on each side of the trolling motor. Your line should be vertical while going at a very, very low speed. If your line is angled or horizontal, you are going too fast. Your Lowrance down scan technology will help you find the brush piles and let you determine the depth of the fish suspended on the brush. Long lining is also working. To long line, position the shortest rods (approximately four feet in length), one on each side in the back of the boat, following with two six foot rods, two eight foot
rods and two 10 to 12 foot rods in the bow of the boat. Double rig each rod using multiple color curly tails, Bobby Garland 2” Hyper Grubs, or Bobby Garland 2.25” Minnow Mind’rs with a 1/16th ounce jig head on each. If you notice that one color is working consistently better, substitute a few more lines with the same body. Of course, shooting docks is still my favorite way to catch crappie, and it is working extremely well now. This time of year, some docks are holding only smaller fish. If you notice that you are catching only smaller fish, move on to another dock, where you may find bigger fish. With spring around the corner, we are beginning to see more fishermen on the lake. Do not be afraid to fish very shallow. This coming weekend, there is a major bass tournament on the lake, so expect to see above normal boat traffic. Two-day ‘Hunter’ regatta doubles the action
By Jane Harrison An expanded format for one of the biggest rowing regattas on Lake Lanier is expected to pack area hotels and double the action on the water. Organizers of the 30th John Hunter Regatta at the Lake Lanier Olympic Park decided to spread the collegiate and high school competitions over two days, March 1920. “It has gotten so big, it’s difficult to get in all the events in a timely manner” in one day, said Jeff Kish, regatta director from the Saint Andrew Rowing Club. The Roswell organization expects more than 1,500 rowers and 3,000 spectators from more than 50 colleges and youth teams to compete in the 2,000 meter head race. Crews from Georgia, Tennessee, North and South Carolina, Kentucky, Virginia, Louisiana, Alabama, Texas and Florida will head in for the weekend. College rowers compete on Saturday; high schoolers grab oars on Sunday. The two-day formula aims to slow the hectic pace of events that previously had boats launching nearly every eight minutes from sunup to sundown. Some years the mercurial March weather threw in a schedule-busting storm, causing disappointment when some races had to be canceled. The extra day allows more entries and more events, Kish said. He added that it also eases the accommodations crunch somewhat. Most college crews plan to check-in at area hotels on Friday, race on Saturday, and check-out in time for visiting high school crews to stay Saturday night before their Sunday competition. “Rooms are always a premium,” Kish said, adding that about a month before the regatta coaches and spectators were searching all up and down the I-985 corridor for rooms. Hoteliers predicted all area rooms would be booked, according to Renee Carden, Lake Lanier CVB Sales Manager. Regatta participants and spectators will be the first
to try out new construction on the tower side of the venue. LLOP manager Morgan House said the bridge from the plaza to the tower and the handicap ramp should be complete, but renovations to the service building on the plaza may not be. “I do not expect construction to interfere with the regatta,” he added. Kish said the renovations, plus the pedestrian tunnel under Clarks Bridge Road, enhance rowers’ experiences. “The tunnel has a big impact on safety,” he said. He added current and future improvements, including those on the drawing board for the boathouse side of the venue, render the facility “more user friendly.” “It is such a large site and has so much history, people enjoy coming there,” Kish remarked. “We’ve been impressed with Gainesville Hall ’96 (LLOP governing board) and the Lake Lanier Rowing Club.”“The Hunter” regatta is run entirely by the Saint Andrews club, which brings throngs of volunteers to help out on regatta days. LLRC members will put in days of hard labor long before the starting horn sounds. Two teams of three install a grid of underwater cables anchored to the shore to mark the 2,000 meter Olympic course. “It’s a fairly physical strenuous task,” according to LLRC President Duane Schlereth, who hopes the weather cooperates for the near weeklong process. The Hunter first launched in 1986 on the Chattahoochee River in Roswell as the Atlanta Rowing Festival and was later renamed in honor of an instigator of both the Saint Andrews and Georgia Tech rowing clubs. It moved to Lake Lanier in 2002 after it outgrew the original site and traveled to Oak Ridge, Tenn. from 2005-2008 before returning to Lanier in 2009. “We’re excited for them to be here and appreciate them coming back year after year,” Schlereth said.
By Jane Harrison Opportunities to get in on the thrill and drama of international athletes racing the most important race of their lives are open as an Olympic qualifier nears on Lake Lanier. About 150 volunteers are sought to greet athletes, replenish their refreshments, shuttle race results, drive safety boats, and perform other tasks to assure a successful Pan American Sprint Canoe/Kayak Championship in May at the Lake Lanier Olympic Park. Response to the call for volunteers has been fantastic so far, said LLOP manager Morgan House, who is serving as interim volunteer coordinator until someone else steps in. About 27 respondents had signed up on the website for some of the 500 time slots that need to be filled. Another 50 have provided their email address, but not chosen a volunteer position. Some volunteer activities, like assisting in the first aid tent and shadowing athletes for doping tests, take place during actual competitions May 19-22. Others, such as greeting participants at the Atlanta airport and checking them into the athlete village at Brenau, occur days earlier when entrants from about 14 countries begin arriving. Volunteers can view duties and time slots and sign up at www.lakelanierolympicvenue.org under the COPAC tab. The international canoe/kayak regatta will be the final chance for paddlers from the U.S., Canada, Central and South America and nearby island countries to qualify for the 2016 Summer Olympics in Brazil. Six Lanier Canoe & Kayak Club athletes are expected to
be among them. The Olympic Park’s governing board, Gainesville-Hall ’96, won the bid to host the event last November and is sprinting through renovations and final plans. With the qualifier less than three months away, refurbishing at the finish tower is under way and expected to be complete by March 18, the day before a large rowing regatta hits the lake. Local construction company Carroll Daniel is building a bridge from the plaza to the tower’s second floor, installing a handicap ramp, and putting in new restrooms at the tower and service building. GH ’96 board chairman Mimi Collins told members at last month’s meeting that she has contacted the Gainesville Arts Council about entertainment for a 90-minute opening ceremony at Brenau. She said Gov. Nathan Deal, a former Hall County resident, might possibly speak at the ceremony’s official welcome after a flag procession of athletes. The downtown Gainesville college will transform into an Olympic village days after spring semester ends. GH ’96 board member David Barnett, Brenau’s chief financial officer, said banners from campus lantern posts will be part of the festive environment where many athletes will eat, sleep and celebrate. Athletes staying at the college get three daily meals, a room, and transportation, plus required credential checks, for roughly $150 per day. Will butanol replace ethanol in our marine fuel? 18 LAKESIDE
Gulf Marine on the East Coast will soon offer ethanol-free gasoline. Instead of adding 10 percent ethanol it will add an EPA-approved concentration of 12.5 percent isobutanol. This has been tested for the last five years by the National Marine Manufacturer’s Association, American Boat and Yacht Council, the Department of Energy, and the U.S. Coast Guard. Also several manufacturers like BRM (Bombardier) are also testing butanol which has a 30 percent higher BTU rating. This biofuel also comes from the same feed stocks (corn) as ethanol, but it has greater energy density. Most important it does not absorb moisture or allow phase separation. It also does not corrode or damage fuel tanks, fuel lines or engine components. Burtamax and Gevo have reached an agreement in which each will pursue the development isobutanol markets. Gevo is jet fuel and Butamax is land fuels. Gevo currently produces it for Gulf Marine. Gulf Marine has 17 plus marinas and it is growing, supplying this fuel on the East Coast. Cost will probably be $1.50 to $2 per gallon or more. But you don’t get the problems you do with ethanol. Ask your local marina if they will switch to butanol added fuel instead of ethanol fuel. New items A Swedish company has come out with a 200 hp diesel outboard called the OXE, which is Swedish for ox. They say it burns 40 percent less fuel than a 200 hp gasoline outboard. The engine is a GM 2 liter inline 4 cylinder that weighs 700 pounds. Check with Cascade Engine Center in Seattle for price and more information. Things to do Your boat has probably not had much attention since last year. So now is the time to get started. Get out your mechanical log and start completing some of the items you can do now, so they will be done when the warm weather hits. Maybe a trip to West Marine is necessary to replace old equipment such as PFDs, fenders, line, anchors and rode, flashlights, flares, first aid kits and more. Remember to complete any mechanical service that pertains to your boat. Don’t forget to record what you did in your mechanical log. New engines Volvo Penta, who gets their marine blocks from General Motors, has new V-6 and V-8 engines in their 240 hp and 300 hp range for customers in 2016. GM builds the aluminum block engines and Volvo marinises them with aluminum parts. So now Volvo has two all-aluminum engines and they claim they are the power-toweight champions. Some of the boat manufacturers who are using the new engines are: Chaparral, Chris-Craft, Cobalt, Cutwater, Formula, Four Winns, Monterey, Regal and Stingray. Both engines have closed cooling systems. This sounds like a good reliable engine for your future boat. New engine additive “Motor Whiskey,” no it’s not for your cocktail hour, but a new additive which is a fuel stabilizer, fuel enhancer, octane booster and fuel system cleaner. It is available in four treatments, one being for diesel engines. Check out: www.motorwhiskey.com. Well, the Miami Boat Show is over and I’ll bet it set records. The mentioning of the Marine Stadium brought back some racing memories. I had the Cobia Racing Team that was sponsored by Mercury Motors and Ashland Oil Company. It consisted of five race boats; two 18’ twin rigs, one
16’ rig, and two 15’s. We raced OPC (outboard pleasure craft). We had just finished the MiamiKey Largo race and there were a lot of single engine unlimited class boats. So the race committee decided to have a race with this class with a $10,000 first prize. Well I had one single unlimited 16’ called the “Red Baron” and I also had a stock 15’ Cobia. So I took one of the twin rigs’ unlimited engines off the twin rig and put it on the 15’ which was called “Lil Snoopy.” So we got the “Red Baron” and “Lil Snoopy” ready. The command to go to the starting area came and “Lil Snoopy” idled out to the area with the other boats. I was driving the “Red Baron,” but as I was ready to start the engine and idle out, the “Red Baron” wouldn’t start. One of the notables in the race was “Renatto Molinari” whose Molinari Boats had set numerous speed records in his single engine tunnel boats. Well the race started and “Lil Snoopy” and the Molinari were at the front. The announcer couldn’t keep quiet over how fast and great the Molinari was. While this was happening, “Lil Snoopy” found the right water and blew by the Molinari. The announcer didn’t know what to say. About three laps later “Lil Snoopy” limped into the pits when the bottom delaminated. When we got home we took the “Red Baron” to the water and it started right up and ran perfect. “Lil Snoopy” was beyond repair and was retired. The SS United States A preservationist group is trying to save the 1950s era ship which set records crossing the Atlantic as well as being known for having presidents, kings, queens, and actors aboard for cruises. William Francis Gibbs was the visionary shipbuilder who directed the ship’s construction at the Newport News Shipyard. The conservancy, founded to save the ship and make it a waterside attraction, is headed by his granddaughter Susan Gibbs. The ship has been saved from the scrap yard several times. She is now docked in Philadelphia. Crystal Cruise Lines will purchase the ship, refurbish it and place it within it fleet. For boaters that trailer Boaters that trailer to different lakes and rivers need to thoroughly clean boats and trailers for any aquatic weeds that might be stuck on the prop or trailer. The aquatic plants that you carry from
one lake to another can literally take over a lake and ruin fish population, recreational boating and sports. Make sure your boat is clean when launched in the lake. USCGA classes The boating classes that are under the direction of the USCG Auxiliary would be a good family project. You will all be better boaters for it. Also you can save 10 percent on your insurance pre-
miums. The USCG Auxiliary also conducts free boat inspections. This publication has dates for the classes and how to get your inspection. Special master urges speedy settlement in water war negotiations 20 LAKESIDE

By Jane Harrison The special master reigning over the battle for water between Florida and Georgia wants the states to stem the spew of documents and come to a quick resolution. Attorneys for both states reported progress in settling the legal dispute after secret meetings with a mediator last month. However, as one attorney stated, the decades-long conflict over water from the rivers that flow through both states runs deep. “We think things are moving along; and we hope for success. But, of course, we are looking at it with a dose of reality from the history of these matters,” Florida attorney Philip J. Perry said in a teleconference with Special Master Ralph Lancaster Feb. 9. Lake Lanier, near the top of the Apalachicola-ChattahoocheeFlint river system, is the largest reservoir on the rivers that channel fresh water into the oyster beds of the Florida panhandle at Apalachicola Bay. Florida Gov. Rick Scott filed a federal lawsuit in Oct. 2013 claiming that Georgia hoarded water and caused
economic and environmental damages to the Apalachicola region. Florida seeks to limit Georgia’s water consumption and get reparation for alleged harm. Georgia asserts that Florida cannot prove Georgia’s water use caused oyster fisheries to collapse and that the U.S. Corps of Engineers, which manages five dams on the rivers, holds the nozzle downstream. The Supreme Court assigned pre-trial duties to Lancaster, a prominent Boston attorney and veteran special master, who has persistently urged an out-of-court resolution. As the heap of documents piled up into millions of documents and legal costs exceeded tens of millions of dollars, both states settled on a mediator in December. Lancaster, in a court order last April, ordered any settlement talks be kept secret. That order forbids public disclosure of the mediator’s identity. With the discovery period drawing to a close last month, attorneys engaged in an “e-discovery dispute” over emails Florida requested from past Georgia officials. Georgia continued to push
Florida for evidence of alleged harms. States expected testimony from 36 witnesses and were preparing depositions for expert witnesses by a May 16 deadline, which Georgia attorney Craig Primis said is too short a time frame. Lancaster warned attorneys that the costly document chase may be somewhat in vain. “I’m … aware of the fact that from your reports that Florida says it’s produced over 4 million pages of documents, several hundred gigabytes of electronic files. Georgia has produced over 450,000 pages of e-mails and attachments. I applaud your thoroughness; but let me assure you that, again, that the court is never going to look at any and all those documents, nor am I. So the more you can do to winnow those down, the better off you’re going to be,” he said. His words to Primis urged alacrity: “Whatever you do, you ought to be moving the matter along. I’ll remind you of the deadlines … I’m sure I don’t have to keep reminding you of that, but I would urge you to move the matter along as rapidly as possi-
By Jane Harrison Failure to consider raising Lake Lanier’s full pool, inadequate research on lake and river recreational use, and questions about the flow rate below Buford Dam were among criticisms leveled by state and private organizations about the proposed water control manual for the lake and its river basin. The U.S. Army Corps of Engineers is reviewing statements from 269 stakeholders who submitted input by the Jan. 30 deadline for public comments on its Draft Environmental Impact Statement and Water Control Manual for the ApalachicolaChattahoochee-Flint River System. Lanier heads up a string of five reservoirs the Corps operates on the river system flowing from Georgia into Florida. The highly technical draft is the Corps’ first complete water control proposal since 1958, when Lanier filled up. Legal maneuvers between states warring over water and an appellate court ruling that Atlanta may tap the flow delayed a final re-write of the manual. Corps engineers worked three years on the draft WCM and EIS currently under scrutiny. A final draft is due in fall 2016. The Georgia Environmental Protection Division, Lake Lanier Association, and Chatta-
hoochee Riverkeeper admonished the Corps to study increasing the lake’s elevation by two feet from its current summer level of 1,071 feet and winter pool of 1,070 feet above sea level. The federal agency has suggested that raising the elevation would threaten flood control management and impact structural integrity of Buford Dam. “Because it did no analysis, the Corps has no basis for eliminating (raising the lake level) as a possible alternative,” Georgia EPD Chief Judson Turner said in comments to the Corps. He posited
that raising Lanier’s elevation would prove beneficial to other reservoirs downstream. LLA Executive Director Joanna Cloud said she was gratified to see state EPD support of the lake organization’s long time goal. “We’ve been banging the drum now for years; having more water stored is like money in the bank and logically Lake Lanier is the place.” In his remarks to the Corps, LLA president Val Perry said none of the Corps’ projections for Lanier substantiate a need for “every single remaining See WCM, page 24

foot of flood control.” He added “other than the need to update some Lanier-specific infrastructure, we are aware of no objection by any ACF stakeholder to the proposition of raising Lanier’s full pool level to 1073.” The Chattahoochee River advocacy group questioned why the Corps would even consider Hall County’s proposed Glades Reservoir without looking at raising Lanier’s pool level, which it labeled a “reasonable alternative.” The lake association also questioned why the Corps’ impact study did not take a year-round view of recreation on Lanier, its most visited lake. “The suggestion that the recreation period for West Point Lake extends through September while Lanier’s does not begs the question of what data the Corps relied on,” Perry said in LLA’s statement. “As anyone who lives or works on Lanier can tell you, fishing hardly stops in July on Lanier.” LLA also objected to what it interpreted as the Corps’ prioritizing outdated navigational demands downstream over recreational and water supply purposes of Lanier. LLA claims the Corps’ proposed periodic release of additional water to support a nine-foot navigational channel in Florida prioritizes “the few who might be interested in occasional navigation at the expense of not only millions of Lake Lanier users, but millions more who rely on Lake Lanier for drinking water – and
does so during the lake’s most vulnerable periods.” The state’s comments included details about its 2015 water supply request, which calls for reductions in withdrawals from Lanier and the Chattahoochee River. EPD said the state needs to withdraw 242 million gallons per day from Lanier, down from its 2013 request for 297 million, due to revised population projections and water conservation. The request for river withdrawals decreased from 408 mgd to 355379 mgd. The state advocates reducing the flow in the Chattahoochee River at Peachtree Creek from the Corps’ suggested 650 cubic feet per second during the winter to an even slower 550 cfs. “Data shows the reduced flow would raise Lake Lanier by 1.4 feet during the most severe drought (2007-2009),” EPD said. The riverkeeper group disputes the state’s assertion that lowering the flow rate would not cause negative impacts downstream. The environmental group contests dropping the flow rate at all from its 40year history of 750 cfs releases from Buford Dam. It commented that the Corps ––provides no evidence that lower seasonal releases will actually provide significant water supply benefits. It also claims the Corps has not demonstrated that reducing the flow rate will not cause risks “to public health and safety, as well as diminished wildlife and recreational benefits.”

The time for ‘Weather Wars’ is here What do the years 1982-1983, 1997-1998, 2007-2008, and 20152016 have in common? During those years we had significant tornado outbreaks. All of those years featured extremely strong El Ninos. I remember the spring of 1982 where we had several tornadoes in north Georgia. Damage was minor and there were no injuries. However, in the spring of 1998, tornadoes were devastating, most notably, the Dunwoody tornado. The tornado touched down at 11:30 p.m. on April 8, just northeast of Perimeter Center and moved through Dunwoody. Its intensity increased to high-end EF2 strength with winds up to 150 miles per hour and its width to nearly a half mile damaging thousands of homes and downing tens of thousands of trees. Hundreds of homes had major damage, a few dozen were obliterated and had to be completely rebuilt. Significant damage also occurred to Georgia Perimeter College. The storm continued into Gwinnett, somewhat weakened, but still causing extensive damage in the Peachtree Corners area. It then crossed the county line one mile west of Norcross, skirting downtown and traveling parallel to Old Norcross Road at F2 status. The twister continued to Duluth, crossing the center of town and lifting briefly, shredding shingles off the roofs of houses in downtown Duluth. Many more trees were snapped along Old Peachtree Road near I-85. The tornado finally weakened and lifted five miles north of Lawrenceville. The total length of the
path was 19 miles! I remember March 2008 like it was yesterGlenn day. It was the worst Burns outbreak I have ever seen. It was March 14. Lanier In their 9 p.m. outlook, Outlook the Storm Prediction Center issued a slight risk of severe weather across portions of the southern United States from Oklahoma to Georgia, with a 2 percent risk area for tornadoes for the Atlanta area. There was one massive storm that appeared to be a supercell near Rome, in Floyd County. As the storm approached Atlanta from the northwest, a tornado warning was issued for Atlanta at 9:26 pm when the thunderstorm that caused the tornado was six miles to the northwest of the downtown area, although no watches were in effect for the area due to the low probability and unusual isolated nature. The tornado drifted southward as it moved eastward, whereas most tornadic storms have a strong northward component along (or ahead of) a cold front. It also was unusual because it was not associated with such a squall line at all, but was an independent supercell drifting well ahead of the main storm system. Damage in Atlanta was massive. There was one fatality. A second tornado outbreak struck Georgia the following day. A moderate risk for severe storms was issued early in the morning, and maintained through the afternoon. There were at least 10 tornadoes that afternoon and several fatalities. Checks that were in a strong box in a couple’s home in Cedartown were found two days later in Blairsville! I was on the air for

Watch artist weave sticks into sculpture at Atlanta Botanical Garden Gainesville By Jane Harrison Sticks, twigs and downed branches, the natural jetsam of a waning winter, often pose a backstraining yard chore for folks dwelling among trees. Few view dead wood as anything aspiring toward art. But, after watching a stick weaver at work this month, visitors to the Atlanta Botanical Garden’s Gainesville Garden might get enlightened about the artistic value of twigs. Beginning March 21, artist Patrick Dougherty, with garden staff and volunteers, will pick up sticks on garden grounds and an off-campus site to weave into interesting sculptures on the Event Lawn. Before the exhibition, Woven Whimsy: Stickworks by Patrick Dougherty opens April 9, visitors may watch as this fascinating art is being made. Gainesville Garden Director Mildred Fockele believes visitors will enjoy the interaction with the sculptor at work. “He is a delightful man. I think one of the fun things will be that people can come and watch the sculpture
going up, and he tries to answer questions as he works. It should take about three days to harvest and then he will be on site until April 8, with the exception of Easter weekend. People are welcome to watch him build.” Garden admission is required. The North Carolina artist – internationally acclaimed for his large-scale, site-specific installations – will craft one of his unplanned sculptures, which, because of the organic nature of the materials, break down over time. Dougherty has made more than 250 sculptures over his 25year career, and his work has been seen throughout the United States, Europe and Asia. Formerly a hospital administrator, Dougherty studied art history and sculpture at the University of North Carolina. “When I was looking for a way of working as a sculptor, I began looking around at the world and trying to find materials that were free, available, plentiful,” he said in a CBS News interview. “So I made some tests with saplings

and decided that I could make these big forms.” Working with sticks, Dougherty says, is “something that stirs the sense of simple shelter. It stirs feelings about childhood. It stirs the walks in the woods, where you had your first kiss. There’s just lots of associations connected with sticks, and I try to play with those and build up kind of a depth of feeling so that when you walk into something or you walk up to it, you’re transported for a minute. You want to go over and look at it. You forgive the real world around it. And you’re captivated by a certain kind of illusion that I’m casting.” Fockele said Dougherty found his muse growing up and playing in the North Carolina woods. “He hopes that his sculptures create an appreciation for trees, but also reinforces or creates a connection to the natural world. I think his work will inspire many people.” Alas, Fockele said, the sculpture will eventually decay, but it will live on through compost that enriches the natural world.

Lake Lanier Association annual meeting March 19
By Pamela A. Keene Last year’s annual meeting of the Lake Lanier Association was by far the best-attended in years. Some say it was the speaker; others claim it was the location. But almost everyone agreed that the fried fish provided by the Lanier Crappie Angler’s Club was the hit of the party. This year’s annual meeting will be held on Saturday, March 19, at Pelican Pete’s at Port Royale Marina off Browns Bridge Road. The social hour and vendor expo takes place from 4 to 5:30 p.m. Food will be served starting at 5:30, followed by the annual meeting. Those who arrive by 4:30 p.m. will receive a door prize ticket. “Once again the Lanier Crappie Club will be providing fresh-caught crappie
from Lake Lanier as snacks,” said Joanna Cloud, executive director of the Lake Lanier Association. “It’s a really yummy way to experience the bounty of Lake Lanier.” The program will include updates about the association’s projects and initiatives. There is no charge for association members to attend this event. Non-members are welcome to attend and encouraged to join the LLA at the meeting. Registration is required either in advance or at the door. Advance registration, for speedy check-in at the event, can be completed at http://lakelanier.org. Family membership in the association starts at $50. Other levels are available. The Lake Lanier Association is dedicated to a clean, full and safe lake.

Leukemia Cup regatta comes to Lanier in March
By Pamela A. Keene The Lake Lanier sailing community is hosting the Leukemia Cup sailing regatta on the weekend of March 11-13 to raise funds for the Leukemia & Lymphoma Society. The event will be headquartered at Lake Lanier Sailing Club in Flowery Branch and is open to all auxiliary boat skippers. The regatta will consist of multiple races in five fleets: Catamaran, Melges 24, J-24, Spinnaker and Non-Spinnaker.
Registration is $180 per boat, which includes the dinner and party for each skipper. Each additional Saturday night dinner and party ticket is $25. VIP tickets for spectators are $50 per person and include dinner, the party and a spot on a spectator boat. Friday evening events include late registration and the skippers’ meeting. Long before I could read or write, I remember sitting on the floor at my mother’s feet mesmerized by the wonderful stories that she read. Being a school teacher, who was born, raised and educated in the “Peach State,” mother was very familiar with the tales of Joel Chandler Harris and their effect on young children. Her unique, animated style, my imagination and the exciting words of Harris brought Brer Fox and Brer Rabbit to life! Harris was born in the middle Georgia town of Eatonton on December 9, 1848. His mother raised and provided for him alone, which made his childhood rather difficult. Nevertheless, despite his distaste for studying in school, young Joel loved to read and write short stories, which resulted in a good education anyway. When not reading or writing, Joel was a normal southern boy who loved spending time in the woods and fields of Putnam County. He was always full of energy and became known as a prankster among his friends. In an effort to help his mother financially, he took a job with Mr. Joseph A. Turner on “The Countryman,” which is the only newspaper that was ever printed on a plantation. Mr. Turner quickly noticed Joel’s potential and opened his house and library to the hardworking Harris. Joel read everything he could, spent hours

talking to the older slaves and began to write more stories. He learned a lot about literature and journalism, but tales and ballads of the slaves that he remembered from Mr. Turner’s plantation would later bring him fame and fortune. General Sherman made a visit and left Mr. Turner’s plantation in rubble, so young Harris had to move on to earn a living. He wrote for the “Macon Telegraph,” the “Crescent Monthly” in New Orleans, the “Monroe Advertiser” in Forsyth, Ga., the “Savannah Morning News” and finally the “Atlanta Constitution.” Joel Chandler Harris was hired by the Constitution to write a column of philosophical sayings, but one dreary day in January, 1877, the sayings wouldn’t come. So, he let his mind wander back to the days on Mr. Turner’s planta-

tion with his slave friends, and a story began to flow from his pen. It told about how Brer Rabbit had invited Brer Fox to dinner, but the old fox decided to make his host the main course. Nevertheless, that wily rabbit figured a way to outfox the fox! That one column brought hundreds of letters from readers who had been raised with many of the same stories that were told to them by their cooks, nannies and field hands. Though quite stunned by the public response, during the next 15 years, Joel Chandler Harris reached back into his memory for one Uncle Remus story after

another. He never once gave himself credit for the wonderful stories. “There is no pretense that the old darky’s stories are in the nature of literature,” said Harris. “There is nothing here but an old man, a little boy and a poor reporter.” His book, Uncle Remus: His Songs and Sayings, was published in 1880 and made Joel Chandler Harris forever a part of literary history. Though he never felt that he did anything but write down the old negro stories from his memory, even presidents were impressed with what he had done. In fact, Theodore Roosevelt once said of him, “Georgia has done many things for the Union, but she has never done more than when she gave Mr. Joel Chandler Harris to American literature.” Though Mr. Harris passed away in 1908, his stories continue to fascinate youngsters around the world. One look at the rabbit statue on the lawn of the Putnam County Courthouse is assurance that Uncle Remus is alive and well in Eatonton! Modern Eatonton has much more history and attention to the arts that are preserved and maintained in the gorgeous old homes which show examples of Greek Revival, Queen Ann and Folk Victorian, as well as Gothic Revival architecture. Also, the Uncle Remus Museum and the historic downtown section of the city are
interesting. In addition, people can see how the town was during the 1940s and 1950s by visiting the Old School History Museum, located in the Plaza Arts Center adjacent to the Chamber of Commerce. The high point of this museum is a carefully restored early 1900s classroom, which has the original blackboard, cloakroom, vintage desks and a collection of student memorabilia. The adjacent Plaza Arts Center is considered the crown jewel of the Eatonton Historic District and is an important, inviting and comfortable community gathering place for a myriad of activities.
