In fact, during a 30-minute period, an observer at the Clarks Bridge boat ramp noted only two of 20 motorboats that failed to slow down in the no wake zone. With more than a dozen to choose from – with waterside dining or en route to the lake, here’s a round-up of what’s happening for dining at Lake Lanier all summer long. Antebellum – for gourmet Southern Contemporary dining with a twist, visit Antebellum in downtown Flowery Branch. Serving farm-totable entrees and exquisite flavor combinations, Antebellum is a great place for a casual and relaxed dinner. Tuesday through Thursday, 5 to 9 p.m.; Friday and Saturday, 5 to 10 p.m., Sunday brunch from 10 a.m. to 3 p.m. 770-965-8100. Big Creek Tavern – a Lake Lanier classic, Big Creek Tavern is open for lunch and dinner with fresh seafood and plenty of variety. There are lunch blue-plate specials during the week and a scrumptious Sunday brunch from 11:30 a.m. to 2 p.m. Hours are Monday through Thursday from 11:30 a.m. to midnight; Friday and Saturday from 11:30 a.m. to 1 a.m.; and Sunday from 11:30 a.m. to 10 p.m. 678-482-1662. Castaways at Holiday Marina – with a new chef, Castaways is now open for dinner on Friday and for lunch and dinner on Saturday and Sunday. As Memorial Day nears, Castaways will add hours, so that by
the last weekend of this month they’ll be serving lunch and dinner from Wednesday through Friday and breakfast, lunch and dinner on Saturday and Sunday. For information, call 678-765-7354. Coastal Breeze Seafood Grill – open all year on Lanier Islands Parkway just east of McEver Road, check out all the fabulous sauces and salad dressings that are made on premise. Choose from an extensive menu of seafood specialties, plus salads, sandwiches and appetizers. Open Sunday through Thursday from 11 a.m. to 10:30 p.m., Friday and Saturday from 11 a.m. to midnight. 770-945-9181. Dockside Grill at Aqualand Marina – famous for its scrumptious oversized burgers, Dockside has expanded its menu for 2013. Seafood, chicken and salads have been added. Dockside is open now for lunch on weekends until Memorial Day weekend, when it opens for its summer hours. Call for operating times – 770363-2318. Fish Tales – serving lunch and dinner year-‘round, Fish Tales offers lakeside dining at Hideaway Bay Marina near downtown Flowery Branch. Come by boat or car to enjoy fresh seafood, salads, ribs and burgers. Try the Fish Tales (grouper fingers) or the signature Hideaway and Cuban salads. Fish Tales is open at 11:30 every day and closes at 10 p.m. Sunday through Thursday and at 11 p.m. on

Lake Lanier Islands Resort – with several restaurants to choose from with different atmospheres and menus, the dining choices at LanierWorld and Big Beach offer plenty of variety. Sunset Cove and Gianni’s Italian offer sit-down dining with great views of the beach and lake. Or grab a quick bite at Fire & Ice or the Dog and Draft. For an inside meal, select Windows or Bullfrogs in Legacy Lodge, which are both open

‘Wear It’ is this year’s theme for National Safe Boating Week National Safe Boating Week is a great way to kick off what will be a fun and safe summer on the water. We’re asking boaters to pay extra attention to their boating safety behaviors, and to especially always wear their life jackets. Remember – even the most experienced boaters fall victim to boating accidents. In 2010, Coast Guard Boating accident statistics show that there were 672 boating fatalities in the U.S. and 484 people drowned. Of those, 87 percent were not wearing a life jacket. On top of that, 86 percent of deaths occurred on boats where the operator had not taken a boating safety course. Onehalf of the fatalities occurred in open motorboats. Operator inattention, operator inexperience, excessive speed, improper lookout and alcohol rank as the top five primary contributing factors in accidents. Of those five factors, alcohol use was the leading contributor. It figures. Alcohol use can easily lead to operator inattention, excessive speed and lack of an appointed lookout. It has been my personal experience that while performing safety patrols on Lake Lanier, and even while towing a disabled vessel, my boat was almost rammed by another boat while the skipper was doing who knows what. They certainly were not looking where they were going.

Today’s life jackets are a far cry from the ones available when I began boating years ago. They are much more comfortable, look better and are not as hot. Inflatable jackets are also available and when not inflated they resemble a set of suspenders. When you hit the water, you can pull a little cord and inflate the jacket. Some can be purchased that inflate themselves when you enter the water. Carbon dioxide cartridges begin the inflation process. Georgia law requires that
“all children under 10 years of age wear a U.S. Coast Guard approved PFD (personal flotation device) while on board any moving vessel. This law does not apply when the child is in a fully enclosed cabin.” It is a well established fact that recreational boaters who have completed a boating education course are, by far, safer boaters and enjoy boating much more since they have learned the “rules of the road” and many other safe boating practices. The Coast Guard Auxiliary at Lake Lanier gives a one-day (Saturday) boating course at their operations center just before the entrance to Aqualand Marina on Lights Ferry Road. Announcements of the course schedule are printed monthly in this newspaper and in others around the lake. We also place posters in all the marinas, boat dealers and other marine businesses. It is my hope that those who read this article make a conscious effort to take safe boating more seriously. No one leaves the dock expecting to have an accident, but they do happen, and at an alarming rate. Wearing a life jacket and becoming a more informed boater will enhance your chances of not becoming one of these sad statistics.

Safe boating course set for May 11 Flotilla 29 of the U.S. Coast Guard Auxiliary, Lake Lanier, announces a one-day, seven-lesson “About Boating Safely” course. The course is scheduled for Saturday, May 11, 2013. This course also serves as a PWC certified course for children under the age of 16. This course will be given at the Coast Guard Auxiliary Operations Center, 6595 Lights Ferry Rd., Flowery Branch, Ga., on the left just before the entrance to Aqualand Marina. Classes run from 8:30 a.m.
until 4:30 p.m. and cost is $40. Discounts available for additional family members. Course contents include: • Know your boat • Before getting underway • Navigating the waterways • Operating your vessel safely • Boating’s legal requirements • Boating emergencies • Enjoying watersports • State of Georgia regulations Successful completion of this course may result in a reduction in your boat’s insurance premium.

Expand your base of fishing skills: try your hand at fly fishing Would you like to expand your base of fishing skills with a productive and fun method? If the answer is yes, pick up a fly rod. Fly fishing has been around for a long time offering a more unique one on one experience with your quarry than conventional techniques. After trying their hand at this method, some anglers have been known to abandon other techniques altogether. That may be a little extreme but it’s well known that fly fishing can become habit forming. Despite the fact that it’s more popular than ever, the long rod is still surrounded by myth and misconception. The most common of these is that fly fishing is difficult at best. Be sure to tell yourself that next time you’re picking a huge backlash of line out of a baitcasting reel. The truth is that casting a fly line is remarkably simple. Some women and kids can cast a fly farther than strong men. It’s all about controlled motion and timing. The second misconception is that is costs a small fortune to get started in fly fishing. This is untrue as well. As with other forms of fishing, high end gear is certainly available. Happily, there’s a lot of modestly priced stuff out there for the rest of us. What I have noticed over the last decade or so is a surge in quality products at very affordable prices as companies reach out to expand the sport. Most

gamefish species can be effectively pursued with a fly rod. In fact May is a great month for several species. A wooly bugger can be deadly on finicky post-spawn spotted bass. For those with real adventure in mind, stripers will be feeding on the surface. Don’t overlook the panfish. Bream are loads of fun when using a light weight outfit and popping bugs or foam spiders. Wooly Bugger for post-spawners To get started, you’ll need a rod, reel, line, leader, and a few flies. As with other tackle, fly casting gear comes in all sizes. Rods and reels are manufactured in relation to line weights. These weights have nothing to do with breaking strength, they are an actual gauge of how heavy the line is. Since the fly you’ll be casting has very little weight, it’s the line that carries it to the target. The most common line weights for warm water species range from five to nine. Trout
fishermen commonly use lighter lines and salt water enthusiasts may use weights of 10 or more. Pick your outfit based on the species in mind. An eight to nine foot rod rated for five weight line is great for chasing bluegill and makes a great cross over for trying your luck on trout streams. If casting large flies for bass or stripers is on the agenda, a combo that handles eight or nine weight line is a good choice. Most lines sold these days are weight forward varieties. They are heavier near the end which makes for easier casting. Fly lines come in both floating and sinking versions. Which one do you choose? If tossing a surface fly or even a subsurface fake into the shallows a floating line is the tool for the job. If you’re in open water and using a baitfish imitator, a high density sinking line is best. Some even incorporate tungsten and can reach down to depths of 20 feet. For most of my life, I believed that sinking lines were difficult to cast due to the weight. An outing on Lake Lanier with a noted fly fishing expert using sinking lines showed me how wrong I was. Not only are these lines easy to cast but they require only a couple of false casts to achieve maximum distance. Reels are not as specific as rods and generally handle a range of line weights. Pick one that matches the
rod. Better models have an exposed rim that allows one to manually increase pressure on a surging fish. On the end of the line, attach a tapered leader. Your local fly shop can give you good advice on what you’ll need. There are a number of devices on the market designed to easily connect the line to the leader. However, I recommend learning to tie a nail knot. This is kind of old fashioned but still the best way to connect line and leader. Having said that, there are tools that make tying the nail knot much easier and I do highly recommend those. When it comes to flies small poppers and foam spiders are tops for bream. These are fished on the surface and it’s pure fun to watch aggressive bluegill pounce on these. For bass and stripers, baitfish imitating flies are hard to beat. The Crease Fly is a great surface choice while Cowan’s Baitfish, The Coyote, and Gummy Minnows are superb subsurface choices. As previously stated, a wooly bugger (weighted version or cone head variety) can be magic on stubborn post-spawn spotted bass. Master the false cast Before terrorizing the fish with your new fly fishing outfit, some practice is in order. Any open grassy place is fine. A pond or lakeside area with plenty open space is better yet. As a 12-year- old who was a fool for
fishing, I taught myself to cast by reading the booklet that came with my first fly reel. The point here is that it’s not difficult. After threading the line through the eyelets, pull out about a rod length of line. Next, strip an additional 30 feet or so of line from the reel and let it lay at your feet. Grip the rod with your casting hand as if you were gripping a spinning rod and hold the line about 18 inches or so from the reel with your non casting hand. You’re going to be making repeated rhythmic casts feeding more line out with each cycle. Since you’re getting the line out there and not actually releasing it, this is known as a false cast. It’s the vehicle that gets you to the actual cast. To begin the false cast, raise the rod to or slightly above shoulder height with the tip pointing to the 10 o’clock position. Now sharply pull the rod rearward and stop with the tip at the 2 o’clock position. Put enough pull in it to flex and load the rod. This will transfer energy to the line. When the line straightens out in the air, it’s time to push forward to the 10 o’clock position. As this forward cast is executed, start allowing controlled amounts of line to feed through your non casting hand. Stop the line feed at any time by pinching it between your thumb and first finger. Continued from Page 10 sequent forward casts, feed out more line until you’re close to being on target. On the last forward cast, I like to feed out a little more line. This results in a cleaner presentation. In a nutshell, that’s the basic technique. With a little practice and practical application it becomes like riding a bike and you’ll be able to make even longer casts. There are other specialty casts suited for different situations in terrain and obstacles, but this is the one to get you started. Watch your back cast If your casts are not what you would like them to be, some trouble shooting can remedy the situation. Most problems are related to the wrist or timing. These typically reveal themselves themselves in the back cast. First, remember the range of motion. Are you exceeding the 10 to 2 o’clock rule? If you are, this will cause the line to slap down behind or in front of you. This is the most common casting mistake. A loose wrist will yield the same affect. I forgot to mention this before, but during the cast, do not flex the wrist. That’s pretty important. Flexing the wrist will exaggerate rod movement. The second major cause of sloppy casts is timing. Be sure the line completely straightens out behind you before making the forward motion. Eventually you will develop a sense that tells you when the time is right. Until that happens, it’s smart to stand at an angle that allows you to easily look over your shoulder at the line during the back cast. This is a valuable learning tool. Even very experienced fly fishermen watch their back casts
with frequency. It’s a good practice to cultivate because the key to a great forward cast is a solid back cast. When watching, you should see a nice tight loop in the line that resembles a sideways “U.” Do you see ballooning wide loops that threaten to slap the water or ground to the rear? If so, range of motion (usually from the wrist) is the culprit. After practice, be sure to wipe down the line with a paper towel to prevent a build up of foreign matter over time. If you’re not too sure about the home school method, there’s no shortage of great DVDs or internet information to get you going. There are even fly fishing schools that get you jump started for a modest fee. An internet search will turn up several in the local area. This could be money well spent. In closing, this is certainly not all there is to the great sport of fly fishing but I really hope it whets your appetite to give it a try or pick it up again. The back to basics simplicity may just have you hooked on a whole new world of angling possibilities. You may even want to start tying your own flies. From a personal perspective I can state that few things beat catching a fish on a fly that you’ve crafted with your own hands. It’s really not that difficult. Lake level: A little over 1071 which equates to a little over full pool. This is great news. Lots of flooded vegetation should contribute to a strong year class of bass. Surface Temp: Around 70 and rising. Clarity: Normal. Clear in main lake areas with a little color in the upper portions of tributaries. Bass fishing is as good as it gets right now at press time. Expect a pretty hot bite for the next couple of weeks. You need to make time to take advantage of this. Anglers are catching great numbers along with a good percentage of really hefty spotted bass. Just about anything will work; put a hook on a toothbrush and you might catch one. If you want high volume of average size bass (hard to beat for fun), concentrate on the shallow ends of pockets. Flooded grass areas are hot spots. Finesse worms on light shakey heads have been getting a lot of bites. This rig is less prone to hang up in the grass. Lots of stuff will work but the shakey head is very hard to beat. Focus your efforts on edges and pockets. The larger fish are being caught a bit deeper. Look to the secondary points and don't hesitate to fish down to eight feet or so for spotted bass that will stretch your line. A Carolina rigged sixinch lizard or plastic craw paired with a lead head can attract some real quality fish. In the latter half of the month, we’ll be in a transition time. Be prepared to tempt post-spawners with finesse tactics such as swimming grubs and tossing in line spinners toward reef poles. As the fish recover, expect a good bite on floating worms and fluke type baits with topwater kicking in shortly thereafter. Striper fishing has been good and should trend toward great during the latter part of the month. Concentrate your efforts in the lower third of creeks. Fish are moving toward the creek mouths. Flat lines baited with live herring drifted about 100 feet behind the boat are getting attention from linesides. Pull these across points and reefs keeping your boat over at least 60 feet of water. It can pay to experiment by crimping a large split shot six feet ahead of a live bait to get it down to an intermediate depth. If this is paying off, switch all or most rigs to this mode. For your time on the water, a significant number of extra strikes can be had by casting a 3/8th ounce bucktail jig and trailer combo or a fluke type bait paired with a lead head toward points and reef markers. In the mid to late month time frame, be looking for serious topwater action near the creek mouths. Have rods rigged with Super Spooks and seven inch Red Fin plugs to cast while drifting your live baits.

State line dispute over water continues to be divisive Tennessee governor jokes he’ll trade water for Atlanta Braves, Stone Mountain By Jane Harrison Watchdogs over Georgia’s main water sources responded with skepticism over the state’s most recent attempt to slake Georgia’s thirst with water from the Tennessee River. Officials from the Lake Lanier Association and Chattahoochee Riverkeeper are evaluating the resolution Georgia legislators overwhelmingly approved in March that threatens a lawsuit if Tennessee does not hand over a strip of land to provide Georgia potential access to the Tennessee River. At the same time, Georgia lawmakers’ House Resolution 4 has drawn laughter from the Volunteer state, a serious information campaign from its Peach State supporters, and an array of media attention, including a Wall Street Journal article. Three pivotal players – the governors of both states and TVA officials – remain mum as the threat of a lawsuit by next year hovers over the disputed land. At the crux of the issue is an incorrectly drawn boundary line that Tennessee has generally accepted and Georgia has disputed for nearly 200 years. To the north of that line flow the abundant waters of the Tennessee River, which, according to one account, carries a billion gallons of excess water a day. Those pushing the Georgia effort believe that if Georgia got just half of that extra flow, metro Atlanta’s water needs would be quenched for 100 years. If Georgia gets what it wants, a 1.5 square mile sliver of land to pipe in water from the river, Lake Lanier and the river system it drains into might brim with drought-proof fullness, supporters say. Such an increase in the state’s water capacity might end Georgia’s other water wars, the 20-plus year struggle with Florida and Alabama over liquid gold from the Apalachicola-Chattahoochee-Flint river system, of which Lanier is the largest reservoir. Lake Lanier Association Executive Vice-President Val Perry said the proposal to run Tennessee River water into Georgia seems like a possible route to meet the organization’s goal to raise Lake Lanier’s official full pool two feet, to 1,073 feet above sea level. But, he’s wary of LLA getting behind a lawsuit to achieve that goal. With the exception of a lawsuit, the general concept is “certainly a good idea for Georgia and certainly no harm for any other state. There’s plenty of water there … Unfortunately Tennessee doesn’t see it that way,” Perry said. The Lake Lanier overseer reacted cautiously after the Atlanta lawyer pushing the state line resolution presented the proposal in a multi-hour presentation before the organization in April. Perry interpreted the production as an attempt to sign up LLA as
a client, potential fund-raiser, and magnet for other lake support groups. “We’re not leaning toward joining in a potential big lawsuit … some of our members just don’t like lawyers,” Perry said, adding that he wants to focus on directly helping the lake, not getting into controversial lawsuits. Brad Carver, senior managing director of government affairs for the Hall Booth Smith legal firm, said he was not seeking LLA as a client, but intended to keep the group informed due to its leadership position and communication with area residents, lake users, and businesses and to gain support “as and when they deem appropriate.” The effort has not found favor with Chattahoochee Riverkeeper, an environmental advocate for the Georgia river. “Georgia’s attempt to stick a straw in the Tennessee River will only lead to decades in court and exorbitant legal bills, as we have seen in the ongoing conflict with Alabama and Florida,” CRK Executive Director Sally Bethea wrote Lakeside News in an email. She added that instead of “bullying Tennessee into giving Georgia something for nothing” Georgia’s leaders should implement more conservation methods to reduce stress on the river system and study the feasibility of raising Lanier two feet. at resolving the state line issue has provoked laughter in Tennessee. Nashville Public Radio reported that Tennessee Gov. Bill Haslam jokingly told the Nashville Area Chamber of Commerce last month, “We’ll take the Atlanta Braves and they can have access to the water.” He also quipped about other options, including a trade for Sea Island or Stone Mountain. Said Bethea, “No one in power in that state, nor at the TVA which has a role in decisions about withdrawals from the Tennessee River, has openly expressed any interest in allowing Georgia to tap into their river.” Haslam declined comment to Lakeside News, but a spokesman said the Tennessee governor knows the intent and content of the Georgia resolution and “will continue to protect the interests and resources of Tennessee.” Georgia Gov. Nathan Deal also remained publicly quiet on the resolution, which authorizes him to try to reach an agreement for Georgia to acquire the land before this time next year. If not, the resolution threatens to sue Tennessee in U.S. Supreme Court to acquire not just a strip of land, but 65.5 square miles that lie within the original intended boundary at the 35th parallel. Even if Georgia and Tennessee worked out a borderline agreement giving Georgia what it wants, TVA has the final say about whether to allow withdrawals from the federally owned reservoir at Nickajack Dam, where Georgia seeks an input. LAKE LANIER OLYMPIC VENUE 1,000-plus rowers heading to Lanier in May for National College Championship By Jane Harrison More than a thousand athletes and an estimated 1,500 spectators are expected at the Lake Lanier Olympic Venue May 25-26 in the super bowl of college club rowing. Rowing clubs from about 65 colleges across the nation are slated to compete in the American Collegiate Rowing Association National Championship regatta. ACRA is composed of university and college rowing programs not sponsored by an institution’s athletic department as defined by the NCAA. Top contenders include crews from the University of Michigan, University of Virginia, Grand Valley, Purdue, Notre Dame, Bucknell, Michigan State and University of California at Santa Barbara, and New Hampshire. Although it lacks the name recognition of the NCAA, which moved its 2013 national championship regatta from Lake Lanier to Indianapolis, ACRA’s competition is just as fierce and exciting. In past ACRA regattas on Lanier, the shores reverberated with spectators’ college fight chants as racing shells crossed the final buoys in near photo finishes. The regatta is ACRA’s third consecutive championship on Lanier, where the Lake Lanier Rowing Club plays host at the Olympic Venue. LLRC President John Ferriss described it as an important event, not only for the clubs competing but also for the venue and LLRC. Ferriss, a former crew coach at Cornell University, knows regattas
inside and out, from the competitive angle to the hospitality side. As host club, LLRC will set up the buoyed lanes, check in crews for launch, help out at the starting line, and tend to whatever issues arise with the venue, including possibly fetching radio batteries for referees and clean-up. LLRC tends the venue; referees run the regatta. Ferriss said it looks like the full lake will enable the regatta to run in eight lanes. ACRA President Gregg Hartsuff, also the men’s crew coach at the University of Michigan, has been a long-time fan of the Olympic Venue, tracing back to his efforts there in the 1996 Olympics. He said ACRA teams and fans love the venue and that the area offers a reasonably priced regatta package close to the Atlanta airport. Crews have booked local hotels and some will begin arriving the week before the regatta to practice. The boat ramp parking lot at Clarks Bridge Park is expected to be crowded with college buses and rowing trailers by Friday afternoon, May 24. The ramp will be closed Saturday and Sunday, May 25-26. Time trials, heats and repechages will be raced on Saturday, with finals on Sunday, except for larger fields which require four races. In those, semis and finals will be Sunday. Admission is free to the public. There will be parking fees at the venue and private lots nearby.

Stand Up Paddling is the newest activity in a season packed with opportunities to try different water sports at the venue. Guided moonlight kayak trips, dragon boat rentals, and classes in paddling and rowing are among the offerings heating up the boathouse. Lanier Canoe & Kayak Club paddling opportunities • SUP Rentals: The growing popularity of the sport led LCKC to add a new position to its summer line-up. Team Radosta GetFit PaddleSports is providing boards and lessons, at an additional fee, to get folks up and paddling. “SUP is not only a lot of fun for all ages, it is a really great workout as well. We believe that SUP combines fun, exercise and relaxation into one,” said Brett Radosta, founder of the local paddle sport company. “SUP is great endurance training and it is a full body workout, using your core for strength and balance, your upper body for paddling and your lower body for stability,” he said. Courtesy, education key to motors, oars and paddles sharing the lake By Jane Harrison Jim Odell says paddling his kayak isn’t relaxing anymore. The 11-year Lake Lanier Canoe & Kayak Club paddler maintains constant vigil and gets an unintended abdominal workout balancing his skinny racing kayak amidst wakes of motor boats and jet skis that sometimes churn the water near the Lake Lanier Olympic Venue. On a mid-April Sunday afternoon with a full lake already teeming with boats, Odell eyed a personal water craft zipping through the no wake zone. An ominous sign, he said. With the water not yet above 55 degrees, the daredevils were already out there making waves. The overwhelming majority of motor boaters Odell and a novice paddler in a recreational kayak encountered that Sunday acted courteously, even patiently as the neophyte maneuvered clumsily to snap photos. In fact, during a 30-minute period, an observer at the Clarks Bridge boat ramp noted only two of 20 motorboats that failed to slow down in the no wake zone.
But, two incidents early this year show what can happen when distraction or discourtesy create hazards on a lake shared by boats of all kinds. In late January a fishing boat struck a four-person row boat just outside the LLOV no wake zone, striking within inches of the rower at the bow. In March, a junior kayaker racing in a small regatta overturned in a motorboat wake. Both incidents occurred outside the no wake zone, but the motor boaters involved were operating outside another legal limit by failing to reduce speed so as not to endanger those in nonpowered vessels. The collision, after which rowers emerged chilled but uninjured, was the first reported in nearly 20 years since rowers and paddlers have been launching from the venue. The capsized kayak was one incident among many that have dumped rowers and paddlers in the wash. Witnesses attest to risky and illegal actions by motor boaters that endanger those wielding oars or paddles. High powered boats have

been seen blazing a course up the Chattahoochee River during a regatta, their pilots seemingly nebulous to rowboats racing down the channel. Odell recounted a flotilla of jet ski riders spreading across the course, flipping eight kayaks performing speed drills. And then, he said, there are boaters testing their engines by cutting donuts right off the ramp in the no wake zone. “It’s almost like we don’t exist, like no one cares about us,” said Ann Marie Hynes, Lake Lanier Rowing Club member. She added that yearround, hard core bass anglers are generally more safety-oriented than the throng of pleasure boaters who hit the water in summer. “They probably don’t know the rules of the water.” Mike Burgamy, enforcement officer for the Georgia Department of Natural Resources, believes common sense, courtesy and knowledge of the law are critical to safety on the multiuse lake. He pointed out that the law requires boaters to slow to idle speed in no wake zones and to reduce their speed to avoid endangering occupants of non-motorized craft. DNR defines idle speed as the lowest possible speed maintained by reducing the throttle to a minimum. DNR Capt. Mike England compared it to “taking the foot off the gas” in a car while keeping it in gear. A boat legally operating in a no wake zone should create minimal waves.

There’s a big benefit to keeping a log book – money Probably one of the best items you can have whether you are buying, selling or just keeping the maintenance up to date on your boat is a log with receipts when services were performed. That will increase the value of your boat when selling it. You can show it to the buyer or give him a copy to check it out. When it’s verified it gives the buyer an idea of what service costs he can expect. Many times I’ve had clients tell me they were going to buy a 30’ what-chama-call-it for some unbelievable price. My first question is always, “Have you checked the maintenance log?” Invariably the answer is “What’s that?” Even with a maintenance log a buyer should have a sea trial and survey done. Your insurance company will probably insist on a survey. If you are an owner, the log will show you when certain services were performed, such as propeller and hub repair, water pump impeller replacement, which should be done every two years. Also, oil and filter changes, which should be done when winterizing. When did you check your safety equipment, fire extinguisher, anchor and rode, or navigation lights? As you can see a log like this will contain the basic history of your boat. If you are not keeping one, start now. One day you will sell your boat and the log will show the excellent care you took as a proud owner. If you don’t know how to start a log go to West Marine and inquire about Ritchie Navigations Wet Notes. They have the logs in two sizes and they are waterproof. You will find if you service your boat according to manufacturer’s recommendations, in the long run it will save you money and you will have trouble free cruising. Joysticks We’ve heard a lot about joy stick controls recently. They are single levers which will move you where you point it: sideways, forward, or reverse. Mercury, Yamaha, and Seastar by Teleflex for Evinrude are the three that are offered for outboards. These units are operated through a complicated computer system. They will walk your boat sideways at the gas dock (something we all have wished we could have done a time or two). These units will be available in the fall. So what’s the cost? Well, we’ll see. But I think you will want to be sitting down once the costs are released. The units are to be installed on 25’ to 35’ boats. Whether the cost will be worth it, well soon find out. My personal thoughts are that when you put this kind of electronics (computers) on a boat, subject to water and bouncing (think about salt air and water) you are going to have a lot of failures and service costs. Governor signs BUI, boater education bill

spokesperson Mike Bradley declined to comment on the issue and referred questions about Nickajack to the agency’s website. Carver uncovered evidence TVA has already considered Georgia’s request. He referred to an Appendix in a 2004 TVA Reservoir Operation Study environmental impact statement that shows TVA has looked into potential withdrawal of 1 billion gallons per day from the Tennessee River to areas outside its watershed. The document shows the potential by 2030 for withdrawing 264 million gallons per day into north Georgia and Atlanta. The Appendix on interbasin transfers cites increasing demands on water supplies in the Southeast and inquiries from other states about siphoning the river to meet water needs. Carver also pointed out that the Tennessee River gets 7 percent of its flow, about 1.6 billion gallons a day, from Georgia rivers. TVA operates hydroelectric dams in Georgia at Blue Ridge Lake in Fannin County and Lake Nottely in Union County that supply power in 12 north Georgia counties. Its watershed management area in Georgia encompasses 1,499 miles. A TVA brochure posted on its website states the agency’s scope in other states extends beyond
power supply to the resolution of water supply issues. Asked if Georgia might avoid a boundary line battle by instead appealing directly to TVA for water, Carver replied that without property on the Tennessee River, Georgia might be denied a withdrawal permit. He indicated that a Georgia request for water could be bolstered if the state gains riparian ownership on the river. Carver contends that Georgia withdrawal from the thriving river could help prevent chronic flooding in the Tennessee River Valley. TVA’s website states that the agency was founded in 1933 primarily to reduce flood damage, improve navigation on the Tennessee River, provide electric power, and promote agricultural and industrial development in the region. Carver said he is not getting paid for his efforts in the state line dispute, nor does he have any designated role in bringing the potential suit before the Supreme Court. “That’s up to the attorney general,” he said, adding he strongly believes Georgia would win based on other state border cases the past five years. He described the Georgia effort to increase its water supply “as the biggest public policy issue facing our state and the only way I see long term to keep Lake Lanier full.”
By Jane Harrison Gov. Nathan Deal came to Lake Lanier to sign into law a bill that originated from tragedies on her waters last summer. With families of children killed in boating accidents looking on, the governor signed into law Senate Bill 136, which equalizes state intoxication limits for boating, driving and hunting under the influence. It also mandates life jacket use on boats by children 13 and under and will require a boater education certificate next summer for boaters born after Jan. 1, 1998. The bill signing took place at a pavilion at Holiday Marina, where members of the Lake Lanier Legislative Caucus, Georgia Department of Natural Resources, Lake Lanier Association, U.S. Coast Guard Auxiliary, and U.S. Army Corps of Engineers gathered to witness the authorization of the legislation they supported since last summer. In remarks before the signing, the governor paused with emotion as he named the boys for whom the law is named. “I’m signing for all the Kiles … Jakes … and Griffins of our state” and their families, Deal said. He said the Jake and Griffin Prince BUI Law and Kile Glover Boater Education Law are “big steps toward avoiding tragedy on our state waterways” and will help foster a safer, enjoyable environment for families. Why there have been so few tornadoes – so far Since the beginning of the New Year through this past April, we have seen a very low number of tornadoes in Georgia compared to what we saw in 2011. Across the United States the number of tornadoes has also been well below average. In April we had 43 tornadoes reported nationwide compared to 206 at this same time last year and in 2011 there were an astounding 1,200 tornadoes reported. So what was going on in 2011? Some of the blame for the wild tornado streak lies with La Niña, a cyclical system of trade winds that cools the waters of the equatorial Pacific Ocean. (El Niño is La Niña’s warmwater counterpart.) Although we were in the grip of one of the most powerful La Niñas on record in 2011, La Niña made a sudden exit before the winter of 2011 ended. La Niña would have been beneficial for all the people that were hammered by the number of tornadoes not seen since 1953. If La Niña had maintained its strength, perhaps we wouldn’t have seen so many tornadoes. How do trade winds in the Pacific relate to deadly storms in the southern and central United States? It has to do with the jet stream, a high-speed air current that is essentially an atmospheric fence where cool, dry air meets up with warm, moist air – two of the main ingredients for severe storms. La Niña has a stabilizing effect on the jet stream, and pushes it to higher latitudes. Without La Niña around, the jet stream stayed farther south. The jet stream spent April and May draped across the middle of the country, where it had the chance to violently mix cool, dry northern air with warm, moist southern air. And in 2011, those two air masses have been on the extreme ends of the
temperature gauge. The lingering affects of the 2010-2011 winter record snowfalls and snow Glenn packs have kept northern Burns air especially cold, and the strong La Niña fueled unLanier usually hot conditions in Outlook the Southwest. In addition, the sea surface temperature of the Gulf of Mexico is between 1.8 and 2.7 degrees Fahrenheit warmer than average. The warm, moist air was the perfect fuel for severe weather. If there’s more moisture and the atmosphere is warmer, it’s more unstable, so there’s more potential there for severe thunderstorms to develop. Like gasoline on a fire, those extremes provide the potential for more storms, and more powerful ones. And when powerful thunderstorms run into the windy conditions that occur each spring, they often begin to spin — and sometimes with horrifying consequences. The tornado that devastated Joplin, Mo., killing at least 125 people, is not only the deadliest single tornado to strike the United States since 1947, but the storm has now been upgraded to an EF-5, the most intensely damaging tornado on the Enhanced Fujita Scale, with winds in excess of 200 mph. It was the fourth EF-5 tornado in 2011. In contrast, a single EF-5 hit the United States in 2008, one hit in 2007; before that, the last EF-5 struck in 1999. As we move into May, I am still concerned about more Georgia tornadoes since we have had such an unusually cool spring. As our temperatures continue to warm, battles between cold and warm will still be raging. I suspect from time to time, that battle ground will be here.

M: Means all the world to me this Mother’s Day Bob and Carolyn Wilson, aboard Sea Island Girl, continue Lakeside's long running series of Bob & cruising adventures which began Carolyn in the mid-1990s. To date we've Wilson had the Johnston family, Jean and Bill Bayman, and Mechelle and Cruising Bill Cooksey all contribute to the Wilsons series. Bob and Carolyn boated on Lake Lanier until leaving for tional roles in life. Lawyers learn to their adventure in 2002. April was an enjoyable month for the crew of Sea Island Girl. We had started our northerly trek from Stuart, FL even though the weather had been wonderful and we were not that excited over the lingering cold back home. Cocoa Village Marina became our home for the month, and while there we had an opportunity to catch up on the winter activities and gossip from the Bahamas when a host of our boating friends passed through the area. Most were heading to their home port for the summer, although a few had decided to leave their boats elsewhere and fly home. The captains aboard didn’t appear all that anxious to hurriedly plod the 50 or 60 miles on the ICW each day, but their mates were hoping to be among their children to celebrate Mother’s Day and seemingly, that was taking precedence. Extended cruising often impacts what are considered to be the tradi-

For the most part, the males are the captains however an increasing number of women are sharing in the responsibility. Some of the best meals we enjoyed were prepared by the male captain, and some of the best sail-handling was performed by women who were sailing single-handedly. Much like my father, and his father before him, I would not be considered a poster child for modern day husbandry. I admire younger couples that have shed a stringent delineation of roles, yet despite the longstanding examples set before me, I have altered my thinking, albeit too slow for some. Over the years, Carolyn and I have coexisted rather nicely. She has her strengths, and I have mine and we are comfortable with how that has worked for us. During our travels we have met
several couples with young children aboard. There are no mother and father roles as the parents share in the responsibilities in the domestic and boat chores. Depending upon their ages, the children are given a variety of responsibilities as well. Everyone realizes the importance of sharing in the responsibilities, and by doing so everyone develops a sense of accomplishment and ensures everyone can enjoy the experience. Although we have been away, we have not been out of touch. Just now I received an alert on my cell phone reminding me that Mother’s Day will soon be here, and that got me to thinking about my mother. We had just arrived at Marineland Marina just south of St. Augustine which is just down the road from where our family has vacationed for some 20-plus years. The place where we stay looks the same and I am reminded of the tins of homemade treats that mother would make in advance of the trip for all to enjoy. I remember mother taking me to see my first dolphin show at the Marineland, just across the street where Lloyd Bridges televised and did some filming for his Sea Hunt television show. The facilities there have changed significantly since being acquired by the Georgia Aquarium, but the memories of going there with my mom and dad have remained.
Unlike so many iPhone alerts I receive, this one brought with it a flood of motherly thoughts. Whatever happened to the tradition of wearing colored roses to commemorate a mom on Mother’s Day? I remember my mom being a finalist in the Georgia Nursing Home Beauty Contest and how I always think of her when I see her favorite Cadbury chocolates or English shortbread. Carolyn enjoys memories of her mom as well. She often refers to her mom’s cookbook with the personal notations dispersed throughout and keeps her mom’s special kitchen
knife handy, but most of all she remember her mother as beautiful and hardworking, always doing good things for anyone around her, Carolyn was 16 when her mom passed away. Some have memories of mothers that have passed away, while others will enjoy Mother’s Day with their mothers and other family members. It is truly a day of celebration, and we hope that you will make it a special day in your household as we continue our way back home. Thanks mom!

Every night’s a party this summer at Sunset Cove By Pamela A. Keene The fun begins on the weekend of May 11 when LanierWorld opens at Lake Lanier Islands Resort. The park will be open daily starting May 18. But the Islands is getting ready for summer in early May with fun events during the week. From Masterpiece Mondays to Flip Flop Fridays, every weeknight is a party at Sunset Cove this summer. In addition to daily special events, Sunset Cove is bringing back its Full Moon Parties and Big Beach Parties on the weekends. The weekday fun starts in early May: Masterpiece Mondays: May 6 thru August 26 – 6 p.m., sponsored by Masterpiece Mixers Paint and Party Studio. Local carpet company sells to 80 percent of marine industry Owner finds time to participate in national, international equestrian competition By Pamela A. Keene Mike Geld is a man with a mission. For years his company, Matworks, has sold carpeting around the world, including 80 percent of all the marine carpet for the boating industry. Now, he’s opening up his business to the consumer who wants to carpet or refurbish their boats. “I’m channeling my business toward boat owners,” he said. “Many of them can do their work themselves and since we’ve carpeted 80 percent of the boats out there, it’s likely that we have the template to cut the carpet to their specifications.” He said that most of the boats the company carpeted are logged as file numbers, so they will be pretty easy to match. If not, the owners can either bring their boat in on a trailer or bring in their original carpet for a cut and fit. Geld’s factory is in Alpharetta on Grassland Parkway. Twenty-five years ago he started the company to service the automobile industry; at that time he was based in Atlanta. “The marine people approached us and the business for boats just exploded,” he said. “We build our own machinery and have the largest CNC carpet cutter in the United States.” The company has also built the largest CNC carpet carver in the world, using it to create intricate 3-di-
mensional designs in carpet using a jpeg as a model. Matworks has expanded as the market has changed. Today Geld’s firm creates dog and cat mats, plus specialized automobile floor mats with a feminine twist. The company creates custom carpeting and mats for aviation, golf carts, recreational vehicles, docks, patios and promotional designs. There’s even a line for equestrian uses. “It’s UV stable and 100 percent waterproof,” Geld said. “People can pressure wash it and it looks like new again.” But Geld is about much more than making carpet. He’s actively involved in national and international equestrian show jumpers and competes in the US and Holland. He’s been riding for about 20 years and his love of horses has grown to include equestrian and large-animal rescue. “We’ve got all the FEMA certifications to go into disaster areas with our crane truck and jaws of life to rescue large animals in distress,” he said. “We’re the first-responders.” He said he’s always looking for volunteers to help with fund-raising and other projects. His goal is to raise awareness by “making it to the Macy’s Parade to bring attention to the rest of the country. When there’s a need, most of the
attention is given – rightly so – to the people who need help, but someone has to take care of the animals, too.” He’s made an initial investment of about $150,000 to design and build special equipment. Additionally, Matworks has donated carpet for Extreme Makeover Home Edition and often supports other community projects. “That’s why good things happen,” he said. “You give back and you only gain more in the long run.” The site to learn more about volunteering for animal rescue is GaLargeAnimal911.com.

Workday and fun planned for Friends of Hall County Rescue By Pamela A. Keene Now’s the time for you to give of your time to help out the Hall County Dive Team. On Saturday, May 18, the Friends of Hall County Rescue have set up a fun workday to rehabilitate the Dive Team’s 20-foot pontoon boat in the parking lot at West Marine on Lanier Islands Parkway.
“We’re going to make this a fun event as we rehab the Dive Team’s Pontoon,” said Rick Dieumegarde with Friends of Lanier Rescue. “This is a perfect time to volunteer and help out with this worthy cause.” The event will start at 10:30 a.m. There will be hamburgers and hotdogs for volunteers. “This will also be a chance for
people to support Friends of Lanier Rescue,” he said. “You can come to help with the work or come and donate money to help us. • Wake Zone Continued from Page 17 The LLOV no wake zone (shown on p. 29 of the U.S. Army Corps of Engineers Lake Lanier Map Book) extends across the entire channel from a point just north of the boat ramp and bridge to a point about a quarter-mile on the other side of the bridge. Then it angles in a slanted “L” form across from the LLOV boathouse to include a practice area and coves along a turn in the lake. No wake zone buoy barrels clearly mark the line. A sign with a map posted at the boat ramp informs boaters of law governing their activity near non-motorized boats and urges consideration of rowers and paddlers. It also warns that a wake can flip a kayak and damage a rowing shell. “You can sign the world and people won’t read them,” said Jason Couch, a Corps officer who reviews fishing tournament permits on Lanier. “People don’t pay attention,” he said. That’s what happened when the bass boat hit the row boat, he said. (His cousin, Deanna Walters, was on the row boat.) Paddlers and rowers interviewed for this story said they rarely see law enforcement officers near the venue, despite the fact that a DNR boat shed is located there. Burgamy said that during the summer, rangers come and go twice a day. He urged paddlers and rowers who spot illegal boating to get the vessel registration number, if possible, and description of the boat and to contact law enforcement. “It’s sometimes hard to find (alleged violators),” he said. If they are located, he said it’s up to the individual reporting the violation to prosecute if an officer did not witness the offense. Hall County Sheriff’s Office Marine Patrol
Unit officers manning the unit’s one patrol boat and two PWCs also work the lake and issued 31 warnings last year. Public information officer Sgt. Stephen Wilbanks noted that potential clashes between human powered and engine propelled boats is “obviously a problem” near LLOV, but that the unit has a big lake to cover. Odell alluded to boating tragedies that killed two children on Lake Lanier last year when he beckoned for more patrols near LLOV. “If they want to watch out for kids’ safety, they ought to come out here when they’re practicing,” he said. Children as young as 10 paddle on the LCKC middle school program. He also urged more patrols when LCKC masters, “the older kids,” practice after work. Two motor boaters who spoke with Lakeside news said they are mindful of non-motorized craft and don’t mind sharing the lake with them. “I just have to be more careful (around paddlers and rowers) … they don’t bother me at all,” said Jeremy Farmer, of Jefferson, as he prepared to launch with family and friends at Clarks Bridge. “I just slow down and give them the right of way,” said David from Pendergrass, as he returned to the mega boat ramp at Laurel Park, just south of LLOV. “They really don’t affect me,” said the angler who declined to give his last name. The incidents that damaged a row boat and capsized a kayak early this year may have been anomalies, but they are examples of what can happen as Lanier becomes more crowded this summer. As the action heats up, courtesy, watchfulness and lawful boat operation are key to relaxation and fun on the full lake.

It’s lights, camera, action for Northeast Georgia and Lake Lanier By Pamela A. Keene E-mail appeals for filming locations around Lake Lanier are becoming more commonplace as filmmakers turn to Georgia. From feature films and television shows to commercials and music videos, the Peach State is rivaling Hollywood for high-end productions. Movie stars are learning that Georgia is a great place to work. More than 330 projects were filmed in the state during state fiscal year 2012. Stars like Jennifer Aniston, Arnold Schwarzeneger, John Travolta, Robert Duvall and Clint Eastwood have shot films in northeast Georgia recently. The CW television series “The Vampire Diaries” is filmed in Covington; an episode was shot on the shores of Lake Lanier last year. “Communities across Georgia are benefiting from new infrastructure, company expansions and relocations, and ancillary businesses generated by business from the entertainment industry,” said Chris Cummiskey, commissioner of the Georgia Department of Economic Development. “The state’s Camera Ready Community Program was created to enhance Georgia’s statewide resources for the growing number of film and television productions. Launched in October 2010, the program now includes 142 counties across the state.” Stacey Dickson, president of the
Lake Lanier Convention & Visitors Bureau, is the Camera Ready representative for Lake Lanier and Hall County. “When filmmakers are scouting locations they frequently look to North Georgia and Lake Lanier,” Dickson said. “And that’s when we put out a call to the public to assist us with finding the right settings – from lake houses to other locations.” “Blended,” starring Adam Sandler and Drew Barrymore, is scheduled to shoot at Lanier this summer. The “Endless Love” remake has also been scouting on Lanier. Other productions that have shot at the lake or the general area include: • The feature film “Ten,” starring Arnold Schwarzenegger, shot in a private home on Lake Lanier and at Little Hall Park. • “Hall Pass,” starring Owen Wilson and Jason Sudeikis, shot at a hotel in Gainesville. • “Trouble with the Curve,” starring Clint Eastwood and Justin Timberlake, shot at a motel in Dawsonville. • Jennifer Aniston and Paul Rudd shot “Wanderlust” in Clarkesville. • “The Killing Season,” starring John Travolta and Robert Duvall, shot at Black Rock Mountain State Park in Rabun County. The film and music industries are becoming sound economic drivers for the state. Production has picked up markedly since the days in the 1970s
when “Deliverance” was filmed on the Chattooga River and starred Burt Reynolds, Jon Voight and Ned Beatty. It was based loosely on the creation of Lake Lanier. Georgia productions generated an economic impact of $3.1 billion in the state during the 2012 fiscal year, a 29 percent increase from FY11. “Fiscal year 2012 saw record investment

Bald eagle populations are climbing in Georgia According to preliminary results, Georgia Department of Natural Resources aerial surveys in January and March documented 166 occupied nesting territories, 124 successful nests and 185 young fledged. Those totals topped last year’s 163 nesting territories and 121 successful nests, while dropping slightly from 199 eaglets fledged. In 2011, there were 144 territories, 113 nests and 178 eaglets. The number of bald eagle nests in Georgia has increased steadily, underscoring the rebound of our national bird from near-extinction through much of its range 40 years ago. Nests numbered in the single digits in Georgia when survey leader Jim Ozier started searching for them more than two decades ago.

This comeback was powered in part by Georgians who support the Georgia Wildlife Conservation Fund through their state income tax returns. The large nests of these iconic raptors are showing up in new areas, including Jasper and Carroll counties this year, and more frequently in some coastal counties, such as Chatham, where Ozier documented six new nests for a county total of 25. “It’s impressive. They’re really filling in the gaps there,” said Ozier, a Nongame Conservation Section program manager with the DNR’s Wildlife Resources Division. Although the number of young eagles statewide fell this year, Ozier said that change is not significant and fluctuations are expected. The public is encouraged to let Ozier know about eagle nests they see, reporting them online
(www.georgiawildlife.com/conservation/eaglenest) or by phone (478-994-1438). These reports often lead to nests not monitored before. DNR works with landowners to help protect eagle nests on their property. Bald eagles are no longer listed under the U.S. Endangered Species Act, but they are protected by federal and state law. Eagle surveys are part the DNR Nongame Section’s mission to conserve nongame wildlife – native animals not legally hunted or fished for – and native plants and natural habitats. The section receives no state appropriations for this work. The Wildlife Conservation Fund checkoff provides significant support, accounting for 12 percent of fund revenues in fiscal year 2012.

Jackie Joseph retires as president of Lake Lanier Association Shore Lines From the fascinating to the remarkable, Lake Lanier harbors many personalities and places along its shores. Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special. By Pamela A. Keene or more than 30 years, Jackie Joseph has given unselfishly of her time and talents as a champion for Lake Lanier. Her passion and dedication to advocating for the lake during that time has been unequaled by others who have come before her. Yet, through it all, she remains humble and soft-spoken about the decades of service to help protect one of Georgia’s most valuable resources – Lake Lanier. She and her late husband Bob moved to Buford in 1964 with their two children – Mark and Kathy – and the reality of owning a radio station. A graduate of the University of Miami, Bob earned his degree in radio broadcasting. He served two years in the U.S. Army during the Korean War in his chosen profession as a broadcast specialist in the public information office. Following his military service he managed radio stations in Illinois and Kentucky before moving to Buford. The family spent spare time on Lake Lanier, but it wasn’t until the early 1970s that they purchased a home on the lake. “I had heard about a group that supported the lake – the Lake Lanier Association – and decided to see what it was all about,” she said recently. “At that time, it was a small organization with a few members that met at various places in Cumming and Hall County, but with no real home. I was asked to be on the board and eventually was elected president.” Jackie has continued in that leadership role for more than 30 years. She recently announced her retirement from the presidency to the LLA Board of Directors. Next month on June 5 at the annual meeting of the

1,700-member association will recognize her years of service. She will continue to serve as Chairman Emeritus of the group’s Board of Directors. To many it is the end of an era. To others, it’s a pause in the organization’s history – time to reflect about all that the grassroots group has accomplished under Joseph’s leadership. “When I came on the board, it was small and Jackie was doing a lion’s share of the work,” said Val Perry, executive vice president of the Lake Lanier Association. “We didn’t have nearly the focus and professionalism we now have and Jackie is responsible for bringing us along and hiring Vicki Barnhorst as our first executive director.” The association set up offices at 615 Oak Street in the early 2000s with Barnhorst working hand-in-hand with Jackie and the board. Over the years, the board has grown from eight people to its current size of 14. “I give Jackie good marks for her leadership over the years,” Perry said. “She kept us tight and on track through all kinds of adversity. She deserves all the credit for that.” One of the association’s signature events is its annual Shore Sweep. “I remember when it started with former LLA president Eileen White,” said former Buford Dam Operations Project Manager Erwin Topper. “We cooked 50 chicken halves for the volunteers and were afraid we had too

many. That event certainly has grown and become really successful under Jackie’s leadership.” Topper recalled how his relationship with Jackie and Bob grew over the years. “We had a pretty good relationship even though people thought we shouldn’t,” he said. “Jackie and Bob really supported the Corps’ mission and programs over the years, personally and with their radio stations.” Jackie, a graduate of the University of Miami with a degree in journalism, was a young mother with small children when she and Bob moved to Georgia in the 1960s. She spent her time between operations at the couple’s radio stations – WDYXAM and WLKQ/Lake 102 FM – and raising Mark and Kathy. As the children grew up, she had more time to devote to community causes. Today, Mark is married to his wife Jackie and Kathy lives on a farm in Clermont. Jackie is “grandma” to five children who frequently visit her at her lake house. The whole family has dinners together regularly. And in the summers, the kids spend lots of time at the lake with their parents and grandmother, like many other families who have enjoyed Lake Lanier across generations. “The lake has always been important to this part of the state and the region,” she said. “Becoming involved in such a worthwhile cause just seemed like the right thing to do back then.” Little did she know that it would lead to more than three decades at the helm of the group, watching as the lake developed and issues came and went. “Yes, I’ve seen amazing changes over the years,” she said. “At the time we moved to the lake, it was probably only about 30 percent developed with houses. Today, it’s near capacity.” The shoreline was relatively undeveloped in the 1970s. In fact the street where the Joseph’s lived only had seven homes; today there are more than two dozen on the wooded peninsula, most with docks. The association worked with the US Army Corps of Engineers from the early days, sometimes serving as a liaison between homeowners and the Corps. “My phone would ring at all hours with people asking “the Corps this … and the Corps that,” she said. Over the years we’ve developed a strong and positive relationship with the Corps and people have become more understanding of them.” Corps leadership has a healthy respect for the Lake Lanier Association and Jackie’s ability to work with them. “I remember working with Jackie and the Lake Lanier Association during my time as a ranger here from 1992 to 2000,” said Tim Rainey, current Operations Project Manager at Buford Dam. “Over the years we’ve enjoyed a fine relationship with the

The association brings a great deal of positive energy to Lake Lanier and we appreciate their work, especially with Shore Sweep.” Rainey gives credit to Jackie and the association for work to manage the Gwinnett County discharge of treated waste-water into the lake near Shoal Creek. The association insisted on higher levels of purity in the discharge and also succeeded in having the initial location moved to deeper waters. “The association became a model for other jurisdictions in the country because it insisted on more than baseline numbers,” Rainey said. “And we often check the pulse of the public with the association; they’re a good source of public input.” Over the years, the association has championed a number of issues – from protecting the lake from Gwin-
nett’s planned discharge into the lake from its waste-water treatment plant to battling with Florida and Alabama in the Tri-State Water Negotiations to keep more water in the lake. When issues became serious, the association didn’t mind bringing in lawyers. It paid off. “These cases were long fights and tremendously expensive,” she said. “But we’ve prevailed and are proud of what we’ve been able to do. “You know we started out as a homeowners group, but we’ve grown to be much more than that,” she said. “We used to have 35 to 40 people at our annual meetings and now we have hundreds who come and support us and the lake. I’m just proud of what the association has been able to accomplish over the years. It’s been a very important part of my life and I’m glad to be able to give back and advocate for our wonderful lake.”

The weekend of May 17-18, the Jaycees have put together a winning event for the whole family. Friday night the park will be hopping with a concert by Jimmy Buffett Tribute Band Pirates of the Opry from Nashville. Bumming around on the lake? BumFloat has you covered By Pamela A. Keene Getting tired of hanging around in the lake with a noodle? Three guys on Lake Lanier have developed the BumFloat to make your lazy days in the water fun and comfortable. Thirty-somethings David Mallis, Rob Broadfoot and Don Mock have spent summers on Lanier on the Chestatee River, using upside-own life jackets for floats. “We’d always joked about starting a company to make some kind of float, and we finally did,” Mallis said. “It took us more than two years to do to all the legwork, find a manufacturer and set things up, but now we’re ready to go.” The BumFloat was created by adapting a life jacket into a comfortable seat. “We cut up life jackets and put them back together again until we got it right,” Mallis said. “It’s not a life jacket and it’s not a raft. It’s a BumFloat.” The young men worked with a designer out of Asheville, NC, to perfect the design. It took between six and nine months of engineering to fine-tune the comfort and floatability. “You’re upright and really stable in the water,” he said. The BumFloat comes in two adult sizes – medium to large and large to extra large. Mallis said that the company is developing a smaller size for teens but will not venture into the children’s market. The product was launched in the summer of 2012 through online sales and a handful of small marina groups. Making its public debut at the Atlanta Boat Show in January, the company sold about 250 units at the show. “Thank goodness we lived close by so that we could keep our inventory supplied at the boat show,” he said. They’ve also shipped products to Aus-

tralia, because a visitor to the US from that country purchased a pair and took them home. BumFloats have also been sold in Canada. The product is shipped from Atlanta. “People see them and really like them,” Mallis said. “We’ve already sold more than 1,200 units and really expect the BumFloat to take off through social media and our website.” The creators of the BumFloat all have day jobs and work virtually with BumFloat. Mallis is in enterprise networking sales; Broadfoot and Mock have an advertising agency in Atlanta. They’ve developed an upbeat website to promote the product at www.bumfloat.com and also sell T-shirts and drink coolers. “The product is kind of a silly and fun idea,” Mallis said, “and it’s very practical. We’re hoping for great success.”

The Fifth Annual Pirates of Lanier Poker Run will take place July 18-20, headquartered at Lake Lanier Islands Resort. “Our goal this year is to raise $300,000 for the children,” said Rea Williams with Lanier Partners of North Georgia, hosts of the popular event. Children’s charities that will benefit from the 2013 Poker Run are Camp Sunshine, Naval Special Warfare Kids, and the Boys & Girls Clubs of Hall County. The three-day event includes a Meet and Greet party on Thursday evening at Gianni’s at Lake Lanier Islands, a lunchtime “Cheeseburger in Paradise” raft-up on the lake and a mandatory Captain’s Meeting/Welcome Party
at the resort’s Grand Hall on Friday night, plus the main event and awards on Saturday. Additionally, there will be a Vendor Village, sponsored by the Marine Trade Association of Metropolitan Atlanta on both Friday and Saturday. “The number of boats will be limited to 300,” Williams said. “We’re encouraging people to sign up early.” This year there are several captains’ registration packages available that range from $120 to $300, with specially discounted pricing available through the end of May. Day Use Parks The Corps operates 35 day use parks at Lake Lanier. Facilities range from parks with boat ramps to those with designated swimming areas, picnic tables, shelters and playgrounds. All day use parks close daily at 10 p.m. Boat launching is allowed at all hours unless otherwise posted. Alcoholic beverages are prohibited in all parks. Picnic Shelters Picnic shelters are available at several Corps’ parks around the lake. They can be reserved for a fee. Call the Lake Lanier Management Office at 770-9459531. Horse Stamp Inn is Georgia elegance with a western flair Even before my visit to the Horse Stamp Inn (www.HorseStampInn. com), located about halfway between Savannah and Jacksonville, I had heard wonderful things about this gorgeous property. The physical beauty, however, wouldn’t begin to tell the story of the unique personal touches that have been incorporated into this facility by owners, Kris and Tom Hutcheson. Though a fairly recent construction, the property has the feel of the Old South from the long driveway leading to an elegant fountain in the middle of a circular driveway to the steps of the inn. Lanier reaches full pool thanks to seasonal rains Lake Lanier reached full summer pool, 1071, on April 13, 2013, thanks to normal rains in the late winter and spring. Two things have contributed to reaching full summer pool this year. It was a combination of being in drought operations for the Apalachicola-Chattahoochee-Flint (ACF) rivers basin and the second was normal rainfall from January through the end of March. Drought Operations called for conservation throughout the basin in an attempt to help the entire system recover from the drought. This operation plan limited releases at the projects to allow for recovery. The normal rainfall that occurred throughout the basin in January and February provided the flows needed for recovery. Drought operations ended on March 1, 2013. At Lake Lanier Drought Operations meant that we were not releasing water for peak generation demands. We were able to meet that requirement from other Corps projects. Rainfall into the watershed that supplies Lake Lanier averaged 2,988 cubic feet per second from January until the end of March. The current five-week forecast calls for the lake to remain at summer pool through the first week of May. Beyond five weeks is difficult to fore-

cast which is why we only go out that far. Obviously, how the lake fares through the remainder of the summer will depend greatly on rainfall, not only in the basin feeding Lake Lanier but also throughout the ACF basin since we operate the ACF as a basin, not individual projects. During periods of normal rainfall the various project purposes throughout the system can usually be met. However, as rainfall decreases then operational decisions need to be made to keep the system in balance. Each federal project on the ACF system has specific congressional authorizations. In addition, there are various other laws and authorizations that the Corps must follow such as the Endangered Species Act, water
quality and water supply requirements. It’s also important to understand that each project has a different size drainage basin feeding the reservoir. Lake Lanier has the smallest drainage basin and is the deepest lake, thus it takes longer to refill. It is also the headwater lake in the system so it is a key resource when drought conditions worsen. When drought conditions affect the system, downstream requirements are usually met by waters from the middle reservoirs. However, if conditions continue to deteriorate, then Lanier must be used to meet the requirements. Similarly, when the system begins to recover from a drought then the middle and lower reservoirs tend to refill more quickly because their drainage basins are larger. All of this is obviously dependent on where rainfall occurs during times of recovery and also during drought conditions. The ACF stretches from Lake Lanier in North Georgia to Apalachicola, Fla., so various weather patterns can affect drought and recovery. The ACF is a dynamic system with many demands and requirements. The Corps makes every effort to meet all authorized requirements as best it can given the availability of the resource (water).
Dock permitting process continues By Pamela A. Keene With regular meetings between the Buford Dam Project Office and the Mobile District, the dock permitting process through the US Army Corps of Engineers at Lake Lanier is moving along. “We’re making it a priority to process these lottery dock permits now that the lake is up,” said Ernest Noe, chief ranger for Shoreline Management. “We’re dealing with it along with our other shoreline issues this time of year, and meeting every two to three weeks about it.” Noe said that there’s a review panel that meets virtually to address the remaining permit requests from the lottery. It includes representatives from the Buford Dam of-

‘Advance and Transfer’ differ on the water \The perception that the skill set required in properly piloting a watercraft is similar to driving a motor vehicle on a road is sometimes the root cause of boating collisions and groundings. The single component that separates those two elements is the principle of “Advance” and “Transfer” when moving on water. Advance is the distance you travel on your original course after you begin the turn while Transfer is the amount of distance gained toward the new final course. The area of the curved line on the diagram represents an example of the region where the boat will travel during the turn and will vary in size and length, adjusted for speed and characteristics of the vessel. As you can see from the illustration this is significantly different than a vehicle on a road surface … similar to driving on ice with the sliding movement of the boat as it leans into a turn. The under-valuation of this distance and lateral motion caused by the moving center of gravity is where the trouble is situated. Higher speeds will tighten the turn, reducing the advance and trans-

fer distance but at the same time would greatly diminish the safety of the maneuver. Observing the legal requirement and responsibility for “Safe Speed” in the navigation rules, this type of operation while performing a high speed turn should be engaged with caution primarily because of the increased stopping distance. PWCs, bass boats, and even larger vessels like houseboats with lower dead-rise of the hull are especially prone to this type of movement and control limitations which is one of the main reasons for these types of hazards. Advance and transfer was also a contributing factor in the cruise ship disaster, MV Costa Concordia, when it struck rocks in shallow water. Awareness and control of this key element in boat handling is an important part of successful collision and grounding avoidance and should be practiced by everyone that takes to the water, on all types of vessels. The ability to drive your boat, incorporating for the dynamics of advance and transfer can increase safe boating and protect you and others from these dangers when underway.

Race open to all female sailors By Pamela A. Keene Whether you race or cruise on your sailboat, mark your calendars for Sunday, May 19. That’s the Women’s Skippers Race, sponsored by Barefoot Sailing Club. Each boat must be skippered by a female; male and female crew are welcome. A female must make all tactical decisions as well. The race takes place in Chattahoochee Bay on Lake Lanier. The skippers’ meeting is slated for 11 a.m. at the Aqualand Ship’s Store parking lot. First race begins at 1 p.m. Fleet classifications will be determined at the meeting and the race course will be designated at that time by the race committee. The overall winning boat skippered by a
woman will receive the Joan Holcomb Memorial Trophy, named for the late Joan Holcomb, a past commodore of both Barefoot Sailing Club and Lake Lanier Sailing Club. All entrants must have a PHRF certificate on file with the Lake Lanier PHRF committee. The rules of the race will be contained in the Notice of Race (NOR) posted on the Barefoot web site; printed copies will be available at the skipper’s meeting. The race is open to spinnaker and non-spinnaker boats. Registration is $30 per boat and includes the awards party at Lake Lanier Sailing Club after the race.

Quinlan hosts the American Society of Marine Artists’ exhibit this summer By Pamela A. Keene With more than a hundred paintings by nationally and internationally known artists, the American Society of Marine Artists will be exhibiting from June 13 through August 17 at the Quinlan Visual Arts Center in Gainesville. “The show has been two years in the making,” said Anne Brodie Hill, who is chairing the exhibit. “We are so excited to bring these artists and their work to Gainesville and Lake Lanier.” “Cruising Southern Waters” will be the first regional ASMA exhibition ever hosted in Georgia. The show will feature original oils, watercolors, acrylics, bronzes and more. Sponsorships are available at a variety of levels and include presence in the exhibition
catalog and invitations to the opening night reception at the Quinlan.
