Vol. 20 Issue 5
INSIDE THIS ISSUE Lake property reappraisals The reappraisal of nearly 7,000 properties fronting Lake Lanier in Hall County has property owners bracing for higher tax bills and real estate agents questioning fairness. Attendees at two public hearings said they expect the Hall County Tax Assessor’s office will be hit with appeals after appraisal notices go out May 16. Page 9

Good news for Lake Lanier at Association’s annual meeting is published by Lanier Publishing, Inc., 3292 Thompson Bridge Rd. #250, Gainesville, GA 30506 (770) 287-1444 Publisher/Editor Alan Hope Production Susan Nish Susan Daniel Creative, Inc. By Pamela A. Keene The setting was the most appropriate in a long time. With a view overlooking Lake Lanier – thanks to Lake Lanier Islands Resort – about 200 association members and friends gathered on the last Sunday in April for the group’s annual meeting. Association President Val Perry updated the membership about current and future projects, including the Tri-State Water Negotiations and the timeline for adding safety lights on Lake Lanier over the next several years. “Our goals for this year include bringing in more members and continuing the grants and investments from our five counties,” Perry said. “We continue to be committed to a safe, clean and full lake.” Currently, the association lists nearly 1,700 members representing almost 3,500 individuals. Perry reported that the group is debt free and will be operating with a budget of $175,500 for 2014. He also said that the organization’s signature event – Shore Sweep – will undergo further reorganization and add clean-ups throughout the year, including special projects like Flat Creek
and the removal of abandoned boats along the shoreline. The association’s safety light program, which began in 2013 with an initial installation of 20 lighted markers on hazards on Lanier, will be expanded in 2014 to include between 60 and 100 more lighted markers. The group will add red and green lighted markers at the entrance of many of the lake’s creeks in 2015, as well as installing safety lights at bridge underpasses to help guide boaters to the most appropriate passages. U.S. Army Corps of Engineers Buford Dam Project Operations Manager Tim Rainey addressed the audience about budget issues and plans for the coming year. Six campgrounds will be open for the 2014 season, staffed with a combination of volunteers and employees. He said the Corps is working with local authorities to lease some of the recreational properties to address budget issues. Lake prognosticator and local real estate executive Frank Norton served as the event’s keynote speaker and predicted that by 2050, Lake Lanier will be at the epicenter of metro Atlanta be-
cause of growth and that the average lake home price by 2035 will be $1 million. He cited six categories of values that will drive lake growth – quality of water, access to the water, views or the lake, water depth related to docks, the topography of the property line between public lands and private land, and the logistics of caring for the lake’s shoreline and private property. He also predicted that as home
prices increase for lake property, the number of tear downs and rebuilds will increase, particularly for homes with “killer views and private docks,” he said. “That is gold plated.” The demand for lake homes priced below $600,000 far exceeds supply, but above $600,000 there are more homes for sale than people interested in purchasing them. Appraisal notices this month reflect reassessment of lakefront properties By Jane Harrison The reappraisal of nearly 7,000 properties fronting Lake Lanier in Hall County has property owners bracing for higher tax bills and real estate agents questioning fairness. Attendees at two public hearings last month led by Chief Appraiser Steve Watson said they expect the Hall County Tax Assessor’s office will be hit with appeals after appraisal notices go out May 16. County commissioners say they will likely consider a rollback in the millage rate to offset an inflationary increase in the tax digest. But regardless, it’s expected that taxes will go up and that access to Lake Lanier dictates a higher market value and higher taxes. The reappraisals are an effort to equalize county valuation of the properties with fair market value reflected in post-recession sale prices that in many cases were substantially higher than county assessments. Non-lakefront properties are also being reviewed and will be updated as needed, Watson said. Property owners have 45 days to appeal the appraisal. Watson described the reappraisal process as “an extremely
large and complex” undertaking aimed at equally disbursing the tax burden. Some residents fear it may tax retired lakeside dwellers out of their homes. At least one Realtor said it puts a “triple whammy” on a lakefront market still recovering from two droughts and an economic recession. In PowerPoint presentations before audiences in north and south Hall County, Watson outlined disparities between lakefront property valuations on the county tax record and actual selling prices, which were sometimes triple and quadruple county valuation. He showed photographs of numerous lake homes that sold for far more than county appraisals, including one lakeside “cabin” in south Hall with a county valuation of $98,000 that sold for $330,000 in 2013. A north Hall home in Dunlap Landing formerly appraised by the county at $200,000 sold for $440,000 last year. “If I’m going to do my job right and go by the correct standards, I cannot continue to let that occur,” Watson said. County appraisals dating back to the economic downturn have not been updated to show the increase in sales prices recorded during the
recovery. “Many lakefront land values have not been comprehensively updated in a number of years, and the current staff and Board of Assessors felt strongly that this is the time to address what was previously neglected,” he said. The neglect was due in part to staff cuts in the county tax assessor’s department and a state mandated moratorium on increasing property values in 2009, he said. If the county fails to adjust appraisals within a certain range of market values, it could fall amiss of state law. The county contracted with Georgia Mass Appraisal Solutions & Services, a Dawsonville-based tax assessment firm, to conduct revaluations. An 8-10 member GMASS team went out by land and boat and used geographical information system (GIS) technology along with digital photographs to evaluate properties. Their findings were compared with county tax records. GMASS also consulted U.S. Army Corps of Engineers boat dock permits and traveled the lake to appraise docks, which are taxable. Findings included 1,820 docks that were not on the tax digest. The county budgeted about $327,000 to pay the outside firm.

Appraisal manager Susan Taylor said the tax assessor’s office did not have sufficient staff to complete revaluations and run day-today operations. Gwinnett County Chief Appraiser Steve Pruitt said his office conducts reappraisals on an annual basis, but added that Gwinnett has only about 300 lake lots, which makes lakeside appraisals less burdensome than in Hall. Assessment notices went out in April. Pruitt said the 2014 appraisals reflect increased market value for lake properties, but that he has “not had a tremendous amount of appeals” from lakefront property owners. Attendees at the Hall hearings, which attracted between 30-50 people, described Watson’s presentations as honest and straight forward, but questioned how valuations were made. Residents voiced concerns about how evaluators determined fair market value when multiple factors contribute to property desirability on the lake. View, water depth, lake frontage, accessibility, nearby amenities, and boat dock availability, along with the size, age and quality of structure(s) on properties figure into the equation. A major consideration is
sales prices of comparable properties in the area. Mandy, a resident dwelling near Gainesville Marina who declined to give her last name, questioned if the appraisal process prescribed standardized quotes for certain factors and wondered how appraisers could match each of the nearly 7,000 properties with an equivalent to determine fair market value. Lake properties are “not cookie cutter” like landlocked subdivisions, she said. Another lakeside dweller said his land “is the most beautiful lake lot in the world in winter, but in the summer you can’t see my dock.” He invited the appraisal staff to take another look. Others questioned how subjective appraisers could attach values to properties. Watson, a Hall County native with more than 25 years in assessment administration described himself as a lake-goer for decades. He said appraisals would be “educated decisions based on experience” and would lean toward conservative estimates. Numerous factors contributing to lakefront property values do present “a dilemma,” he said. He added that attempts are made to See Taxes, page 54

May is fishermens favorite time for topwater angling Take a poll among avid anglers and you’ll find that favorite seasons to fish are varied and opinions run strong. Some prefer the immediate pre-spawn period in April while others prefer locating concentrations of fish during the summer and winter months. But, one thing that most anglers will agree on is that the late spring topwater bite is the best time of year to be on the water. Both spotted bass and striped bass are feeding heavily at this time. Aggressive wolf packs of these predators often chase schools of baitfish right up to the surface making for some very exciting opportunities. Few things in nature rival the adrenaline rush of watching a calm surface erupt with the slashes and boils of feeding fish as you’re trying to get your plug into the action. This activity can get pretty dramatic and it’s common to spot surface disruption from long distances when the water is calm. Look for this bite to begin in early May and go strong through the month. Striper action will typically taper off by early June while spotted bass with continue this activity through the summer months. Although action can occur at any time, early

Just remember that Wilkinson you should be covering open water with some significant depth Casting and not targeting the shoreline. for this classic lure is blue shore minnow. It’s a north Georgia favorite. While the original Zara Spook is very good, I eventually became a big fan of its younger but bigger brother, the Super Spook. As the name implies, this is a beefed up version and weighs in at nearly an ounce. Long casts can be important when pursuing schoolers and this lure can be fired to impressive distances with the right tackle. It also sports rotating treble hooks that really make a difference in improving the strike to fish on ratio. Bleeding Shad is the only color I need for the Super Spook. Another plug to consider is the Redfin by Cotton Cordell. Once again, we’re talking old school. Technically, this lure is a jerkbait and will run subsurface on a medium to fast retrieve. Savvy anglers use a different approach. They use a slower retrieve and keep it on the surface producing what is known as a “V-wake.” This has a great effect on stripers and will elicit strikes from real bruisers of the spotted bass world. Die hard Redfin fans pick the chrome and blue color and swear that it’s even better when the fin-
ish is chipping off exposing the bone colored plastic beneath. There is also a sub-cult following of the Smokey Joe color. Invest in a Lip Gripper Lures such as the Sammy, Zara Spook, and Super Spook mentioned in the previous paragraph are often called stick baits because of their basic shape. There’s only one way to present this style of topwater plug. The proper retrieve is referred to as “walking the dog.” Reeling combined with short twitches of the rod tip will cause a stickbait to zig-zag or dart from side to side resembling a fleeing baitfish. It only takes a little practice to master this and some plugs are engineered to walk with a minimum of effort imparted by the angler. When it comes to topwater tackle in May and early June, opt for medium heavy gear. Both casting and spinning set ups are appropriate. Six and a half to seven foot rods will get the job done. Pair these with reels that will handle at least 80 to 100 yards of 12-pound test line as a minimum. Continued from Page 10 cause stripers are out there waiting to rip every foot of line off your reel. When it comes to line, avoid fluorocarbon products. While they do a superior job in many applications, they are heavy and will suppress the action of topwater plugs. This is especially true when there is a good bit of distance between you and the lure. Spool up with your favorite traditional monofilament product and you’ll be in good shape. On the subject of tackle, it pays to have two rods rigged and ready on deck. Backlashes and tangles do happen. This is good insurance for those times when you’re on top of a school of predators kicking up water as they churn the surface. Simply drop one rod and pick up another. If you’re downed bait is floating motionless in the attack zone you may want to put one foot on the rod butt or put it in a holder ... just in case. I’ve actually had fish become hooked up when striking a free floating lure attached to a tangled rod on a couple of occasions. It can turn things into a circus, especially if you’re fighting another fish as well. On another note, it pays to be very cautious when landing fish hooked with large topwater plugs – or anything with treble hooks for that matter. I highly recommend investing in a good lip gripper type device. These have become very affordable for the average angler and are much cheaper than
a trip to the emergency room. Feed them a Gummy Minnow If you’re out for striper action, live bait fishing will often pay off while searching for the topwater bite. When searching an area and making blind casts with your favorite plug, bait up and trail a couple of flat lines about 100 feet behind the boat. Tie a small balloon inflated to golf ball size about 10 feet above one bait and weight the other line with a medium size split shot about six feet up the line for a slightly deeper presentation. Frisky blue back herring are a fine choice when it comes to live bait. If one rod hooks up on two consecutive fish, switch the other one to the same style of presentation. If fish are erupting on the surface all around, the live bait flat lines can quickly become more trouble than they are worth. This is especially true if you’re doing a lot of maneuvering with the electric motor. This time of year, it really pays off to stay mobile. If conditions are favorable and you’re not seeing signs of life in seven minutes or so, move on to the next spot. For greater efficiency, have a route planned in advance. Although topwater action is the name of the game, choppy water can inhibit the surface bite. However, in these conditions, a good jerkbait can produce well when cast toward the points. Lake level: 1072 or one foot over full pool. Expect Lanier to stay full or slightly over with the pattern of weekly rain events. Surface Temp: It’s been up and down with recent cold snaps. When this issue hits the street expect surface temps to be in the mid to upper 60s. Clarity: Clear in main lake areas with some stain in upper creeks, especially following rains. Bass fishing has been fair lately with the fickle weather but expect it to get very good soon. A number of the fish are still in the spawning mode and you can find them in the pockets and coves. Target any weed line, dock, rock, or wood cover you see. Your favorite finesse style worm rigged “shakey head” style will work. Four and five inch plastic lizards paired with light Carolina rigs are also an excellent choice. There are also many fish that are in the post-spawn phase. If you’re not having any luck with the worm or lizard, try a three inch grub rigged on a 1/8th ounce lead head. This can put a lot of fish in the boat when nothing else will. You’ll want to toss this on a medium or medium light spinning rod loaded with eight or six pound test line depending on rod action. Eight is fine for the medium action while six pound test is the go to for a medium light rod. Chartreuse, pumpkin, and green colors will all work but chartreuse is the old school Lanier favorite. Cast to the shallows and reel the grub back slowly. As we progress into the month, look for topwater activity near the creek mouths to half way back in the creeks. This is also a time to be thinking about the Super Fluke and Trick Worm bite. Be sure to wear polarized sunglasses and target submerged stumps and any other cover you can spot while fishing these deadly plastics. Striper fishing is also fair. These fish seem to be scattered and all over the place. The mainstay technique is working up the creeks casting bucktail jigs, fluke type plastics, or swim baits while trailing live baits on flat lines behind the boat. Covering a lot of water has been the key to hooking up. At press time, the fish will likely be in middle creek out to creek mouth areas. Early in the month, cast seven inch Redfin plugs toward the points even if you see no surface activity. This presentation will often draw up suspended fish looking for a free lunch in the form of a crippled baitfish. As the month progresses, you know the deal. Look for surface activity and get within casting range with your favorite topwater plug. If the fish are finicky and ignoring surface lures, wait until you see a swirl and lob a live bait with no weight to the spot as quickly as possible. A medium action spinning rod is best for this highly effective trick. You’ll need to be standing at the ready with a rod in your hand resting the bait in the water to make this happen.

GH ’96 plans immediate repairs, discusses long term improvements By Jane Harrison The Gainesville Hall ’96 board discussed immediate repairs and long term improvements for the Lake Lanier Olympic Venue at its first meeting with the newly appointed venue manager. Morgan House, who accepted the job in March, provided members a financial report and led much of the discussion about projects needed at the 1996 Olympic facility. “Stages is the name of the game,” he said, advocating for phasing in improvements now and planning for big projects, like replacing the 20-year-old docks. Prior to hiring a manager, the board authorized nearly $12,000 to pay for cleaning, landscaping, and security. House reported total April expenditures of nearly $7,500, which included about $4,300 for utilities and office supplies and manager salary of about $3,200. The non-profit GH ’96 received a total of $300,000 from Gainesville and Hall County governments this year to support the rowing and kayaking venue as a destination for local and international events. Although visited by thousands of rowers and kayakers annually, it has been underutilized by the community and needs
work to keep it competitive with waterfront venues in other states. House reported an initial estimate for gutter repair at $2,000 from a contractor that said the roof was sound, but improperly installed gutters were causing leaks in the boathouse. Re-surfacing the sand-based grounds outside the boathouse and preventing rainwater from seeping into the building are among priorities he cited. Grit damages rowing fittings and canoe/kayak shells and gets tracked into the boat storage bays. During heavy rain, water floods into the bays and could lead to mold issues. House reported an initial estimate of $11,000 to $12,000 to correct the drainage problem. In addition, he reported an estimate of $4,000 for painting the boathouse front door and stairwell, an amount he considered high. Board chairperson Mimi Collins told members that she and House had discussed the necessity of a capital needs committee to plan future improvements. The committee would work “not just to continue to put band-aids on things but to have a long range plan,” she said, which would include replacing the docks. House
reported two estimates ranging from $60,000 to $80,000 to replace one dock. The venue has multiple docks, many of which are in use at large regattas. Collins assigned board members Mike Little, Melvin Cooper, John Ferriss, Kevin Seitz and Phil Sutton to the committee to assess future financial needs. She also announced that former Lanier Canoe & Kayak Club executive director Connie Hagler had accepted an open board position. Hagler, who served LCKC for 10 years, was known as a tireless advocate for the Olympic venue. She resigned in 2007 somewhat frustrated with lack of local support for LLOV. The venue is being eyed by organizers of two new events and may be in the running for an international regatta in 2017 or 2018. House reported a non-profit SUP race may head to LLOV in September and the international dragon boat federation has encouraged LLOV to submit a bid for its 2016 world championship. In addition, Seitz said an International Canoe Federation official suggested a potential championship return to Lake Lanier in 2017 or 2018. LLOV hosted the ICF World Flatwater Championships in 2004.
these stocked in the fly fishing shop. In closing, there’s plenty of room for opinion about the best time of the year to go fishing but most will agree that May is hard to beat. If you’re up for the excitement and adrenaline of some serious surface action, this could
become your favorite too. Until next month, take care and enjoy the lake! Tommy Wilkinson is a veteran of the fishing industry and resides in Jefferson, GA.
• Fishing Continued from Page 11 late spring turns into summer, striper action fades but good news is that the spotted bass continue to chase bait at the surface. Windows of opportunity during the summer months are typically early and late in the day for schooling action. Smaller surface plugs tend to become more effective as the season progresses. Poppers such as the Pop-R by Rebel are good choices along with smaller versions of the earlier mentioned lures. Sometimes bass will key on small baitfish and ignore even these smaller topwater plugs. One classic trick is to use a saltwater popping cork with a trailing leader. On the end of this leader, tie on a very small shad imitator. Streamer flies work well in this application along with the highly realistic Gummy Minnow. You’ll find

LAKE LANIER OLYMPIC VENUE House’s ambition now focused on Olympic venue goals By Jane Harrison Morgan House strode out of the Lake Lanier Olympic Venue tower in dress khakis, sports jacket, crisp shirt, and a tie. The former Olympic hopeful had shed his morning workout garb and a childhood dream for a new day as the first manager of the Lake Lanier Olympic Venue. But he retained the buzz cut hair style he wore in pursuit of an allusive athletic goal. It is reflective of his Olympic training, he said, and suits his new ambition to be champion of the venue that has defined his life. The aging facility, site of the 1996 Olympic flatwater canoe/kayak and rowing events, was never built to last. The spirit of those who paddle and row there has outlived the sagging docks and leaking boathouse roof at the center touted by local officials and visiting coaches as a diamond in the rough. Situated on a straight tree-protected channel of the Chattahoochee River on Lake Lanier, the 2000 meter Olympic course draws thousands of flatwater enthusiasts for national rowing and paddling regattas each year. But, except on rare occasions, the stone grandstands are bereft of locals from a community whose support has been tepid, at best. Last year the revitalized organization that originally brought the Olympics to Lake Lanier garnered $300,000 from Gainesville and Hall County governments. The main goal of Gainesville Hall ’96: to hire a venue manager, someone to champion it as a gathering place for the community and the world. House, a hometowner whose Olympic journey took him around the world and deep into his own psyche, accepts his new challenge with a heart-felt commitment. “It’s like a second home to me, but it’s much more than that,” said House, 27, who set out to be an Olympic kayaker after seeing paddlers in the 1996 Olympics. “It’s where I belong and I hope to spend the rest of my life here. I love it. It’s where I grew

• House Continued from Page 16 struggle” about whether to keep pursuing the Olympic dream or get on with life. “It was extremely difficult,” he said, adding he would go out and train like a would-be Olympian and then ponder what he was missing by keeping his kayak in the water and his body in training mode. By that time, House and teammate Emily Vinson, another Gainesville elite kayaker with Olympic potential with USACK, had gotten married. “I started looking at the bigger picture of life, family and settling down. I was living out of a suitcase. My heart was not in competing. After 2012 Olympic qualifying, I was drained,” he said. He came back to Gainesville and took a job as District Executive for Hall County Boy Scouts. “I’m an Eagle Scout myself and I believe in (scouting), but it was not my passion,” House admitted. He returned to LCKC to coach high performance athletes and assist head coach Claudiu Ciur. He and Emily had their first child, William Morgan House III, now 10 months old, and Emily resumed her job as nutrition coordi-
nator for Gainesville City Schools. He accepted a board membership on Gainesville Hall ’96 and looked forward to helping the non-profit develop the venue. “At that point, I wasn’t planning on applying for venue manager,” he said. “I put a lot of thought into applying and talked it over with Emily, my mentors and my dad. I decided to apply, not really necessarily thinking I would get it.” To avoid influencing the board’s decision, he temporarily suspended his GH ’96 involvement. The selection committee chose House from more than 50 applicants from around the country. Board chairperson Mimi Collins said he made a profound impression. Among his credentials is his marketing degree, which the 2005 Gainesville High School graduate achieved online from Ashford University in Iowa. He squeezed in his college education while practicing with the U.S. national team in Chula Vista, California, competing in international regattas, and training on his own. When the U.S. Olympic Committee cut funding for USACK, he
raised money selling t-shirts, created in an athletic apparel business, got a sponsorship from a sunglasses company, and helped start a non-profit organization for Georgia athletes training for the Olympics. As venue manager and parttime coach, House begins days with a 6 a.m. practice with young LCKC athletes, many of whom have Olympic aspirations. He said that he would not have taken the management job if it meant he could no longer coach. “There’s no way I could leave” the youngsters whose goals mesh with his own, he said. After his team departs, House changes from workout shorts to business attire and heads into an office across the grandstand plaza from the Olympic tower. About three weeks into the job, he was getting estimates on re-roofing the boathouse, a top priority, he said, and replacing docks, which must be done within two years. He’d already felt some of the hands-on demands of the job when Lake Lanier Rowing Club members met him at the venue a day after a large regatta with
garbage piled up at the plaza and boathouse. He observed rain flooding into the boathouse, heard about how the sandy grounds put damaging grit in rowing shells, and climbed on top of the roof to see failing gutters. He’d met with board members, paid bills, and composed a financial report. His long range goals reach beyond day to day nitty gritty facility management and administration. “I put a lot of pressure on myself. I want to make this the best venue it can be,” he said, not just for athletic competitions but also for community events. He foresees the lakeside setting as a scenic destination for festivals, weddings, triathlons, boat shows, and arts events. He’d like to see more activities like the popular Taste of Gainesville, an annual candlelit dinner with live music organized by the rowing club. He’s excited about pursing a partnership with Don Carter State Park, just up river from the venue, to offer cottage accommodations for LLOV visitors. He said he’s aware that some in the community do not support
the venue. Anglers sometimes get angry when events there close the boat ramps. Bloggers blasted city and county funding, calling it a waste of taxpayer money on a white elephant. Those are folks “who just haven’t been here before,” he said. He believes that when residents see colorful international dancers twirl at the annual Hong Kong Atlanta Dragon Boat Festival, chow down at Taste of Gainesville, watch paddlers or rowers stroke toward the finish buoys, or get into a row boat or kayak themselves, they’ll understand what makes LLOV special. “It is a most beautiful setting” for the community, he said. “There are a lot of opinions about what needs to be done,” he said. “I’m doing things I know are right for the venue and will work tirelessly to get things done.” That includes inviting LLOV utilizers to put his cell phone number on their speed dial. “The past two years have been a whirlwind,” he breathed. He’s excited about steadying his Olympic gaze on being a champion for his hometown love.

National Safe Boating Week is May 17-23; Wearing a life jacket a life-saving strategy As the weather starts to warm up, we’re all anxious to get outside and enjoy the sunshine. Families and friends gather together to enjoy the outdoors, travel on vacations and spend time on the water – boating, fishing, sailing and more. It’s important to remember the safety precautions to take during all of these recreational water activities. But, with approximately 500 people drowning each year from recreational boating accidents, it is imperative to push the message of “Wear It!” Wear your life jacket at all times while you are on the water. “Accidents on the water can happen much too fast to reach and put on a stowed life jacket,” says Virgil Chambers, executive director of the National Safe Boating Council. “It’s important that everyone wears a life jacket while on the water. There’s no reason why you, your family and friends, can’t have fun on the water while also choosing to always wear a life jacket.” Here are a few boating safety tips to keep in mind this boating

New technology is great but what if it breaks? A bunch of boaters and I were discussing the recent technology seen at boat shows or read about it in magazines. One asked the question, “What do you do if your single lever control breaks down while docking?” Another asked, “What if you have the new Wi-Fi model and it fails, how do I get home?” All the more reason to be a member of Boat/US where you get a reduced rate for Tow Boat/US services. I’m sure the manufacturers will say nothing will go wrong if it is properly maintained. Well, I have yet to see any devices that won’t break down even when maintained, when you combine man, wear and water, that won’t break down. Another thing we are going to see is true captains disappearing. You know the ones that can dock a single engine boat and make it look easy, or can read the tides and current when entering an inlet. I’m afraid if we depend too much on technology, a real captain will become a lost art. Let’s hope not, there’s still a lot of older boats that need us. National Safe Boating Week May 17th thru the 23rd is that week, just before two big holidays: Memorial Day and July 4th. I’m sure most boaters have hit the water for a weekend or two and have noticed an item (or two) that could need some attention on the boat. Maybe some new PFDs, a fire extinguisher, VHF radio, anchor and rode, are just a few items which might have a need for replacement. Make having your boat in top condition your Safe Boating Week goal. It will make the rest of the boating season more enjoyable. You might also get the U.S. Coast Guard Auxiliary to give you a boat inspection. When your boat passes they give you a sticker. Everyone will see it including the “water” police. This doesn’t mean they won’t stop you but that sticker shows you passed the inspection and you are a safe boater. Safe Boating Week’s first day, Saturday May 17th, will be a world record attempt at wearing lifejackets. Go to: www.readysetwearit.com and you and your family can participate in the life jacket world record day. Remember, 84 percent of boating deaths were because they were not wearing a life jacket. I’d like to see the kids reminding mom and dad to put their life jackets on. The more we practice safe boating the better season you will experience.

May 2014
Last month was quiet on the storm front April was an incredibly quiet severe weather month across the country. The number of tornadoes was 46 percent of normal. Here in Georgia, we average four tornadoes statewide in April. We only had one tornado and it actually occurred from a heavy shower and not a thunderstorm. There were several minor injuries and damage to two homes just to the northwest of Griffin in Spalding County. In the month of May, the average number of tornadoes in Georgia is three. This is based on the past 30 years of weather records. From what I have seen in the long-range models, rainfall in May should be below our 3.67 inch average. Maybe the below average severe storm season will continue. Beyond that, the Climate Prediction Center is giving us equal chances of above or below average rainfall. That prediction was made before signs of a developing El Niño. It appears that an El Niño is in the works right now and it might be a big one. El Niño can boost the odds of extreme weather (droughts, typhoons, heat waves) across much of the planet. If current forecasts stay on track, El Niño might end up being the biggest global weather story of 2014. The most commonly accepted definition of an El Niño is a warming of the tropical Pacific Ocean south of Hawaii, lasting for at least five consecutive threemonth “seasons.” A recent reversal in the
direction of the Pacific trade winds appears to have kicked off a warmGlenn ing trend during the last Burns month or two. That was enough to prompt U.S. Lanier government forecasters Outlook to issue an El Niño watch last month. Forecasters are increasingly confident in a particularly big El Niño this time around because, deep below the Pacific Ocean’s surface, off-thecharts warm water is lurking. Currently there is a huge sub-surface wave of very warm water that currently spans the tropical Pacific Ocean – big enough to cover the United States 300 feet deep. That’s a lot of warm water. As that blob of warm water moves eastward, propelled by the trade winds, it’s also getting closer to the ocean’s surface. Once that happens, it will begin to interact with the atmosphere, boosting temperatures and changing weather patterns. In the United States, this could bring welcome rains to our western states suffering from severe drought. While residents there might be very happy about this, these rains may be so heavy as to cause more flooding and mudslides. In Georgia, we may see a benefit. In fact, this may be good news for eastern coastal states. An El Nino will create strong easterly winds across the Atlantic. With so much wind shear, Atlantic hurricanes will have a VERY tough time developing. Colorado State University hurricane forecasters, in-

Something’s always cooking at Sunset Cove this season By Pamela A. Keene A full array of events at Sunset Cove keeps the lake hopping all season. From fun-filled festivals to every-night-of-the week specials, there’s always something cooking at Lake Lanier Islands Resort. Highlights in May include the La Raza Festival on Sunday, May 11 at Big Beach, with Latin and international recording artists, Mexican folk dancing and Mariachi music. This month’s Full Moon Party on Saturday, May 17, at 7 p.m. features The EXCITE! Party Band. Gianni’s is open weekends until May 16, when it opens for daily operation. LanierWorld begins daily operation on May 17. And every Friday, Saturday and Sunday, Sunset Cove features live music. The Sunset Cove Sand Series – semi-pro volleyball tournaments – started Sunday, May 4. And here’s what’s happening each weeknight this summer:
• Masterpiece Mondays at Gianni’s Bistro & Pizzeria starting at 6 p.m. – Create your own painted masterpiece with artistled instructions. • Volleyball Tuesdays at the sand courts at Sunset Cove starting at 6:30 p.m. – All levels of players are welcome. • Ladies Night Wednesdays at Sunset Cove starting at 5 p.m. – Ladies receive free beach admission to LanierWorld and beverage specials. • Trivia Thursdays at Sunset Cove for friends and family. • Low-Country Boil Fridays at Sunset Cove starting at 6 p.m. – Enjoy a traditional Low-Country Boil with a steaming pot of shrimp, corn on the cob, potatoes and smoked sausage. • Windows restaurant in Legacy Lodge began its Summer Steak and Seafood Buffets on Friday and Saturday nights in late April. Pets welcome at Lanier Islands this season By Pamela A. Keene Don’t say that Lake Lanier Islands Resort is going to the dogs, but starting this year guests will be able to bring their furry friends to the lakeside resort for vacation. The resort has declared itself a pet-friendly destination in designated areas, including a number of pet-friendly rooms in Legacy Lodge and the newly renovated LakeHouses on the property. “By designating the Islands a pet-friendly resort, we alleviate the hassle of having to find
a pet-sitter or boarding facility, as well as the stress of separation on both the pets and their humans,” said Stephanie Orr, vice president of Sales and Marketing for the Islands. “We hope to actually augment our guests’ experience by providing an opportunity to add their beloved pet to their memories of time at the Islands.” Pets will not be allowed at LanierWorld, Sunset Cove, Family Fun Park, Big Beach, food and beverage outlets, the pool and the fitness center. Here are the other pet guidelines for guests: • Pets must weigh less than 80
pounds. • There will be a $75 fee per stay for each pet. This fee will not apply to guide dogs or assistive dogs. • Pets left unattended in the guest room when the guest leaves the hotel premises must be secured in a proper pet crate or carrier. • When outside of the room, pets must either be in a pet carrier or on a secure leash. The resort also offers pet walking, or owners may walk their own pets on the many walking trails at the resort.

U.S. Power Squadron celebrates 100 years of safe boating During this centennial year, the US Power Squadron is celebrating its 100 year long dedication to smart and safe boating. Historically speaking, the USPS has been educating boaters throughout its 100 years, training over 5,000 men in things nautical during World War I. And, during World War II, some 3,000 USPS members joined our armed forces and played a significant part in developing courses and setting standards for instruction in navigation and related subjects. Today, USPS, through its some 40,000 national members and over 400 local squadrons – Atlanta Sail and Power Squadron being one of the largest and most active – continues to provide boaters everywhere with a wide range of educational offerings. From basic courses such as Americas’ Boating Course (ABC), a one-day, family-friendly, general boating course, through Celestial Navigation and advanced Boat Operator Certification, we offer educational opportunities of interest to every boater, no matter their skill level. Our next ABC course begins at 8:30 a.m. on Saturday, June 7th at the Army Corps of Engineers

Hideaway Bay now BoatU.S. Cooperating marina on Lanier With the closing of Lanier Harbor Marina earlier this year, Hideaway Bay Marina has become Lake Lanier’s “BoatU.S. Cooperating Marina,” according to Michael Duling, general manager at Hideaway. The benefits for becoming a member of BoatU.S. and utilizing Hideaway Bay Marina include: • 5 cent per gallon discount on fuel • 10 percent discount on mer-
chandise at Hideaway’s ship store • 10 percent discount on mechanical work at Harbor Marine and Associates (which is located at Hideaway). Duling noted the nickel per gallon savings on fuel offers a significant savings since Hideaway already has the lowest fuel prices on the lake. BoatU.S. membership costs $67 per year for unlimited towing, plus other benefits.

Cruising with man’s best friend a great adventure Bob and Carolyn Wilson, aboard Sea Island Girl, continue Lakeside's long running series of cruising adventures which began in the mid-1990s. To date we've had the Johnston family, Jean and Bill Bayman, and Mechelle and Bill Cooksey all contribute to the series. Bob and Carolyn boated on Lake Lanier until leaving for their adventure in 2002. Everyone that knows Carolyn and I know that we are dyed in the wool dog lovers. Over the years we have had our share, and each one has held a special place in our hearts. Our three most recent dogs were rescues: Maggie, Maggie who was discovered on the streets of downtown Atlanta; Coco, who was found along with four siblings in a corn field; and Robert, who was found under a parked car at the Marsh Harbour International airport in the Bahamas. We have many memories of fun times shared aboard Gypsy Common and Sea Island Girl, enjoying each dog’s personality, his or her quirks, likes, dislikes, and tolerances

Despite the attention we give to the dogs getting on and off the boat, our 4-yr. old Coco slipped and was injured while jumping onto a fixed dock. At first she seemed OK and the vet came over to the boat to examine her that evening, recommending a visit to the clinic the following morning for x-rays. Unfortunately Coco had sustained undetectable internal injuries and unexpectedly passed away during the night. The resort where we were staying was extremely helpful and provided a lasting place of rest overlooking her favorite running grounds and the Sea of Abaco. The experience was devastating for us, and two year old Robert. The event has caused us to rethink our preparations for having dogs aboard. We had thought through so many contingencies but feel that we fell short when it came to this unforeseen incident. We are considerably more attentive with Robert jumping off the boat and are looking into fitting

Any health considerations and the best way to manage the daily needs of your pet should be discussed with a veterinarian, and we encourage everyone considering a pet on board to take the appropriate steps. If you love dogs as much as we do, you will thoroughly enjoy having them aboard. They easily adjust to the daily routine, they are a joy to be around, so why not enjoy the adventure together. - Until next time, Bob & Carolyn Wilson

Fish Tales branches out into watersport rentals By Pamela A. Keene If the name sounds familiar, it’s because you’ve probably eaten at the yearround restaurant at Hideaway Bay. However, instead of serving up plates of specialty fish, salads and more, Fish Tales Watersports rents pontoon boats, jet skis, kayaks and paddleboard. It’s headquartered at Aqualand Marina. Both are owned by Dale Ozaki, a successful restaurateur and business owner on Lake Lanier for more than a decade. “I’ve been wanting to expand our business for a long time and this seems like the perfect way to do so,” said Ozaki. “We’ve got a great relationship with Aqualand and know that the demand is there for a rental fleet.” Fish Tales Watersports’ inventory includes pontoon boats, fish boats, Sea Doo Sparks (PWCs), canoes, kayaks and paddleboards. They will be available for
rental for two-, four-, eight- and 24-hour rentals. “We’ll have a floating office on the gas dock at Aqualand right in front of the large Hollywood-style sign on the main channel,” he said. “We’ve been working with Atlanta Marine to build our fleet and they’ve been fantastic to work with.” Ozaki plans to move the operation to the former Lake Lanier Lodges property just outside the Aqualand gates once construction on the main building is complete. Fish Tales Watersports will offer weekday specials and discounted rentals for Fish Tale restaurant customers. Ozaki is also planning to launch Lake Lanier Catering this fall, located on the former Lake Lanier Lodges property. MORE INFO: 770-967-9323; www.fishtaleswatersports.com

SUP Yoga floats stress away By Jane Harrison It’s a soothing combination: the graceful flow of water and smooth moves of yoga. Put them together on a stand up paddle board and float your stress away. That’s the idea behind Atlanta SUP Yoga, returning for its fourth season on Lake Lanier this month. Performing basic yoga poses or sun salutations on a stand-up paddleboard is easier than most people think, said Amy Tyrrell, owner of the Roswell-based company. “People are really surprised how stable the boards are,” said the seven-year yoga instructor. “We’ve never had anybody go in (the water) who didn’t want to.” The boards, 11-feet long and about 33 inches wide, replace the yoga mat in an outdoor setting unparalleled in a traditional yoga studio. “It’s beautiful being outside. We see cranes, fish, wildlife … the scenery is definitely a plus,” Tyrrell said. She and instructor Christy Holland lead classes of six to eight people who meet at Vann’s Tavern Park and sometimes paddle to the secluded waters of Two Mile Creek for serene sessions. They have boards, paddles and life jackets for a limited number of participants and invite others to BYOB (bring your own board). Stretching your body between water and sky while maintaining balance on the board offers a unique physical and spiritual experience. “You definitely have to
use your core more. On land, you can use other muscles to compensate” for weak core strength, Tyrrell said. “The board is fully centered. You are aware if you are doing (poses) the correct way.” She added that the watery environment often brings out a joyous reaction from yoga participants who are serious and quiet in-studio. “On a board, they are giggling and laughing,” she said. It releases their inhibitions about trying more difficult moves, like backbends. Holland described the classes as beginner friendly. When she instructs classes on weekends, participants entering the water at Vann’s Tavern Park often warm up with a mile paddle to Two Mile Creek and paddle back to the park after the session. “Paddling is a good way to get the joints and muscles moving,” she said. She said boaters do a double take when they see cobra and dolphin poses on the lake. “They look twice, but they’re mostly respectful and troll their motors down.” Tyrrell plans restorative yoga, with relaxing moves, the first week this month. When it gets hot, she expects to introduce a power flow yoga class. The majority of participants are women ages 25-50 with all levels of yoga experience. “We’ve had people who’ve never tried and a yoga teacher for 30 years,” Tyrrell said. She also offers private sessions for parents and children and day camp outings for kids.

Lenny’s Sub Shop comes to Bald Ridge Marina By Pamela A. Keene By early May, visitors and boaters at Bald Ridge Marina can gobble up sandwiches and more at Lenny’s on Lanier at Bald Ridge. With fresh-sliced ingredients on every sub and salad, Lenny’s will be open by early May for the 2014 boating season. Bruce and Donna Longmore own two other Lenny’s locations – one in Alpharetta and one in Cumming – which they opened in 2008. “The concept is 100 percent Philly style with all fresh ingredients,” said Bruce. “We are so excited to be coming to Bald Ridge; we’ve been wanting to be there for several years.” The Lenny’s concept is headquartered in Memphis. The late founder, Len Moore, logged many years in the restaurant business with TGI Fridays, Ruby Tuesdays and others before launching his first sub shop in the late 1990s. Now there are more than 160 across the country, including locations in Atlanta – three of which are owned by the Longmores. “This is truly a family-run business,” Bruce said. “Donna
and I are always at the stores, two of our sons work with us and our daughter did until recently.” Bruce left behind almost three decades of corporate life, most recently in national health care software sales, to purchase the couple’s first Lenny’s in 2008 in Alpharetta. “I had 1.3 million Delta miles, just to show you how much time I was spending on the road,” he said.”For the past 12 years, we’ve lived on the lake in Cumming and it was time to get off the road.” Longmore grew up coming to Lake Lanier with his family, so he’s very familiar with the lake lifestyle. He attributes his success with Lenny’s to his commitment to the community. “I left the corporate life and quickly became a local community guy, quickly joining Rotary and the Cumming/Forsyth Chamber of Commerce,” he said. He’s on the board of the chamber and of Leadership Forsyth. He’s also a strong supporter of the Leukemia and Lymphoma Society, but perhaps his biggest passion is his board position with Lanier Partners, which last year raised nearly

$300,000 for children’s charities through its annual Pirates of Lanier Poker Run. “Over the past six years, there are at least 100 charities that we’ve supported through Lenny’s,” he said. “I’ve grown our business by being involved in the community, supporting the community and giving back.” Lenny’s at Bald Ridge is opening in early May from 10 a.m. to 4 p.m. Friday, Saturday and Sunday. Starting on Friday, May 23, it will be open from 10 a.m. to 8 p.m. for the 2014 season. INFO: www.lennys.com
The biggest craze on the lake comes from the beach You don’t have to go to the ocean to “Catch a Wave” now you can do it inland. Like any new sport, the evolution comes from many different places and is hard to track back to one single birth place; but it is know that Wake Surfing goes way back to the days of Frankie and Annett. While it never really caught on in a big way, people were “Boat Surfing” on their long boards in the California Lagoons 40 years ago. Guys and girls in Texas have been surfing with longboards behind the huge waves created by the massive Oil Tankers moving in and out of Houston. And across the country, small pockets of people have been loading up their wake board boats to go “in-land surfing.” Over the past several years more and more people have been discovering one of the most exciting activities to hit the lake in years. Now, wake surfing is now exploding across the country and certainly here on Lake Lanier. Jenny Serwitz of Pull Watersports says, “There has been a very small group of people who discovered wake surfing several years ago but very few people knew about it and it was very rare to see anyone actually do it. About three summers ago, wake
surfing really started to catch on and now we probably sell as many wake surf boards as wake boards.” So what is wake surfing all about? While it is not becoming “One with the Ocean” and waiting for that perfect wave. It is about the thrill of riding a virtually endless wave behind your boat. Starting off with a rope, the wake surfer is able to find the push of the wake and eventually drop the rope to surf. The learning curve is relatively short in terms of being able to get up quickly and drop the rope. Of course expert riders are continuing to re-define the sport with new tricks and styles. The greatest thing about wake surfing is it is slower than any other water sport. The boat is only traveling between 10 and 12 mph, greatly reducing body impact and potential for injury. Wake surfing is truly for all ages. “Many people come in to our store and say they are getting too old to wake board or ski as much – we tell them to try wake surfing – you are really never too old to do it,” Serwitz says. In addition to the fun for the person surfing, it is also great for the people in the boat. Because the rider is only a few feet in back of the boat, it becomes a much

more social sport where the surfer and the passengers are all more connected. Wake surfing will continue to grow on Lake Lanier and the new boats and boards on the market will continue to make it easier to learn and advance. One thing to remember – it is recommended that you only wake surf behind an inboard boat! Riding behind an outboard or stern drive is unsafe because you can literally ride right up to the back of the boat into or near the propeller. Stop in to Pull Watersports in Cumming, or other wake surfing shops, if you have any questions on boat set up or which boards to use. Pull Watersports also offers a free introductory Learn To Surf lesson.
• Taxes Continued from Page 9 adjust values according to sales of comparable properties. For instance, he said sales prices in the country club were not used to set values on other properties where there might be trailer homes across the street. Watson explained that his job is to oversee appraisals, not levy taxes, which is the duty of county governing bodies. In email and phone interviews with Lakeside News, Hall County Commission Chairman Dick Mecum expressed confidence the Board of Assessors “is taking measures to ensure property owners are properly assessed.” He indicated the county could consider a roll back to adjust tax bills to offset inflation’s effect on the tax digest, but added that counties are not required to roll back the millage rate for real growth. Watson said his office is formulating real growth estimates, taking into account 820 new boat docks and other new construction that constitutes real growth. The reappraisals and expected tax increase will “without a doubt” affect the recovery of the real estate market, said Bev Knight, a top lake sales agent for Keller Williams, Lanier Partners. “I understand that property sometimes has to be reassessed. I just think it should be done equitably, not directed at one category of property owners. Lake homeowners have been beaten up enough since 2007,” Knight said. She reported statistics that show the average value of Hall
County lake homes ranged from $639,000 in 2007 to its lowest point in 2010 of $431,000. “So, during the recession and the 100-year drought, the market dropped almost 33 percent,” she said. Although the average value of lake homes sold last year was $521,000, “we are still almost 20 percent below the 2007 values,” she said. “We are seeing improvements, but it is not keeping pace with the growth of other hot metro markets such as Alpharetta, Dunwoody, and Sandy Springs.” Prospective buyers are stuck with the negative publicity, news media photographs, and satellite imagery taken during the 2008 drought that depicts muddy shores and grounded docks. “The same folks who are gradually starting to trust the economy have not regained their faith in the lake levels,” Knight said. Many choose to invest elsewhere. “So, now we are going to have our taxes raised because we are on the lake, and other Hall residents will not be affected. Is that fair? And, there will be more negative publicity.” Debra Gurley, who attended the hearing in south Hall, is more concerned about long time lakeside neighbors than she is about out-of-town investors. She was asking attendees to provide their phone numbers “just in case” they want to organize. A lot of elderly lakefront property owners cannot endure taxes doubling or tripling, she said. “It’s a big deal, especially on a fixed income,” she said.

Safety Tip - Cold lake water can be life threatening Even though temperatures are warming up outside, the water temperature may still be cold enough to be life threatening, according to Georgia Department of Natural Resources Sgt. Mike Burgamy. He warned lake-goers to be mindful that if they hit the water before it warms, cold water shock syndrome can happen. A personal flotation device and knowledge of first aid basics are keys to surviving immersion in cold water. Burgamy referenced a U.S. Coast Guard Search and Rescue article that outlined four stages of cold water survival: cold shock, functional disability, hypothermia, and post rescue collapse. In stage one (0-2 minutes), sudden immersion in cold water causes rapid changes in blood pressure, breathing and heart rates. A personal flotation device can be life-saving to keep your head out of the water during the first few minutes the cold-shock reflexes are active and help you stay afloat until heart and respiration rates and blood pressure return to normal. If you survive the initial shock, cold water can make it harder to use your arms and legs to stay afloat. Functional disability can occur from 2-30 minutes after immersion. It also affect your ability to grab a rescue line or pull aboard a vessel. Again, a PFD would be life saving during this period. Hypothermia is not really a threat until the body has been in cold water for at least 30 minutes. A decrease in the body’s core temperature to lower than 90 degrees can cause loss of consciousness and drowning. Without a PFD or supplemental flotation, unconsciousness in the water usually means immediate drowning. A survivor is still at significant risk even after removal from the water. The hypothermic heart and arteries cannot adjust fast enough to the drop in blood pressure, which may cause loss of consciousness, irregular heartbeats or even cardiac arrest. Rescuers should be particularly mindful of the ABC’s of first aid, handle a hypothermic victim gently, begin gentle rewarming efforts in the rescue vehicle, and transport the survivor to a site of definitive medical care. Panoz celebration brings back great memories As I parked the Panoz Esperante GTS behind the pit wall at Sebring in the fall of 2003 after an exhilarating day on the track, my heart was pumping hard, and I knew that the racing bug had bitten me for the second time in my life. Though I had no idea of how or when I would ever strap on a helmet again, the wheels in my head were spinning! Following 10 years of sports car racing in Europe during the 1960s, I had crawled out of a racing car for the last time in 1971 ... never intending to sit in one again. Because of an article that I had written during the summer of 2003 about Panoz, however, I was invited to drive their latest Esperante GTS race car at Sebring in a NASA event just before Thanksgiving, and I was hooked again! Since that time, I have had a very close association with Panoz and many of their holdings, like Road Atlanta and Chateau Elan through my SCCA racing and writing for magazines and newspapers. So, when I was invited to attend the Panoz 25th Anniversary VIP Event in their new museum and showroom near Braselton to unveil their latest creation – the Esperante Spyder – I excitedly accepted! This purely American car company was spawned from an idea Dan Panoz had in 1989 to build a special roadster in the Braselton area from a previous creation by famous auto designer, Frank Costin. With the blessing and financing of his famous father, Don Panoz, the original Panoz Road-

During 1997, Panoz became heavily involved in both European and American competition with different racing versions of their now famous Esperante sports car. This led to class wins at the LeMans 24 Hour Race, a national championship in the Sports Car Club of America and many other victories in the following years. In the past few years, however, the Panoz family had pulled out of many of their racing ventures and slowed manufacturing cars, so on their 25th anniversary it was time for something new and exciting. The unveiling of the all new 25th Anniversary Edition Esperante Spyder luxury sports car at the VIP event in the new Panoz Showroom and Museum on Highway 124 in Braselton was perfect. It brought together all of the Panoz family, including Dan and Don, many politicians from local

to the national level, movie stars, sports personalities, Esperante owners, top racing engineers and drivers and many other dignitaries. It also brought back many wonderful memories and renewed friendships that were forged during the great Panoz racing days. The new 10,000 square foot showroom and museum is a living chronicle of the unique racing history of the prestigious Panoz marque that often dominated some of the greatest road racing circuits in the world. Visitors can see the actual cars and with the help of staff and the many signs throughout the premises, relive the excitement of the memorable races. The museum is also available for local functions with all proceeds from the rental going to the Chestnut Mountain Ranch and Eagle Ranch for boys and girls, and the Braselton Library. The Panoz family has always and continues to contribute to these and other charitable endeavors. Clients can now purchase street-legal versions of any of these racing cars or previous Panoz street cars. They will be built to personal specifications incorporating the latest carbon/aluminum chassis and powertrain. “We will be producing all these cars on a one-off customer basis for the street,” said Panoz LLC Vice President of Sales John A. Leverett. “Clients will be able to choose enough on these cars to make it uniquely theirs.” One of the main reasons for
the VIP event was to showcase the mechanical artistry of the new 25th Anniversary Panoz Esperante Spyder. This all new car externally looks much like the old Esperante, but it is much lighter in weight and incorporates lots more power under the hood. The new Spyder contains too many new innovations to list and has numerous available options, but with every Panoz car, it is built to exact customer specifications and
needs. Even if you can’t buy one of these fine cars, a visit to this new and also historical museum is worth the trip. For more info, contact Panoz LLC at 678-4251539. Bill Vanderford has won numerous awards for his writing and photography, and has been inducted into the National Freshwater Fishing Hall of Fame as a Legendary Guide.

Be aware about encroachments on Corps property On Lake Sidney Lanier, the U.S. Army Corps of Engineers maintains approximately 760 miles of boundary line encompassing more than 56,000 acres of project land and water. Although some sections of the boundary line follow a specific contour or elevation, most of the government boundary consists of straight lines between points. These points are represented on the ground by either an angle iron or monument, with the occasional nail or pipe. Corps of Engineers Park Rangers often address violations where private property is placed on public lands. This is referred to as an encroachment. The Corps defines encroachments as items placed on public lands longer than 24 hours or repeatedly placed on public lands that are not authorized by a permit. Boundary line markings and signs on trees indicate that the public property line is nearby. Before building homes or additions to homes, such as decks or patios, the Corps recommends a landowner hires a reputable surveyor to properly locate and identify the property line and markers. The surveyor should obtain boundary line information from the Corps Project Management Office. Care should then be taken to ensure that structures are not built beyond the property lines. A bad car day and who was at fault You have to know that there are going to be days like this. It’s just built into the fabric of the cosmos, and there is nothing to be done about it, I suppose. But that does not make it right. And that means that somebody is going to pay. Just to get it out of the way first, my vehicle did nothing wrong. At the time of this tragic scenario, it was slumbering in the garage. I, on the other hand, was in my usual state of Appointment Lateness Disorder. Psychologically translated, that means that I was running late for work. And for the record, the only thing my therapist ever says to me is “just get up a little earlier,” which doesn’t even begin to address the heartache of my disorder. In my defense, on the morning of the “incident,” I had shaved off a little extra time by jamming my toast, coffee, iPad, sunglasses, left over zucchini, and underwear, into a grocery bag with the intention of sorting it all out on the way the office. Pleased with myself, I cranked

up my truck and was in the process of backing out when I saw that there was an unfamiliar car blocking my path. Then I realized it was the car of my wife’s running partner, and that they were by then a couple hundred miles away trying to blow out their medial meniscus. I then vaguely remembered my wife, in the darkness, asking if it would be OK for her to park there. Which brings up my other, more dangerous disorder – I don’t listen to what my wife says, I just nod yes to everything and take my chances. My therapist tells me that such an approach was discarded by Adam, at the prompting of Eve, years ago. But I didn’t lose my cool. In-
stead, I quickly sought out my daughter, who was at that time trying to set a 44-hour zen sleep record. Not daring to wake her up while she was traveling somewhere in Middle Earth, I took her keys with the knowledge that I would pay a heavy non-zen like price down the road. Once outside, I remembered that she had a car the size of a Soap Box Derby Racer. And it took me a while to get all my stuff into the back seat, which was about the size of a shoe box. Once I was stuffed inside, my nose was pressed up against the windshield. From there, I spent a good hour trying to figure out how to turn on a car that did not have a key, which, as far as I am concerned, is not a car at all. A lawnmower, maybe, but not a car. Fortunately, while I was banging my head against the steering wheel, I inadvertently struck a button that cranked the car. Having mastered the ignition, I got on the road just in time to encounter a torrential rain storm. That brought on a spasmodic, but

hopeless search for the windshield wipers, with me concluding that they were not a standard part my daughter’s go-cart. That left me with no choice but to drive five miles an hour with my head out the window. I made it to the office just in time to see the the door being locked by the janitor. I was fortunate to reach my therapist by phone, and he coached me home until he got bored and hung up. Through the entire ordeal, I was sustained by the fact that someone was going to pay for my
misery. And I was right, there was someone to blame – and my wife and daughter explained to me, in great detail, why it was my fault. And the whole time they were explaining, I was nodding my head yes. And if that wasn’t bad enough, I never did find my underwear.
