By Jane Harrison The Special Master presiding over the Florida-Georgia water litigation will hear oral arguments in Georgia’s motion to dismiss the Florida lawsuit June 2. Special Master Ralph Lancaster’s decision to consider dismissal and reports that governors of the warring states have spoken and plan to discuss settlement were among developments last month in the long running dispute over water in the Apalachicola-Chattahoochee-Flint river basin. Florida filed the federal suit in November 2013 accusing Georgia of siphoning more than its fair share of water from the river system and causing economic and environmental harm to the Apalachicola region and its oyster fisheries. Lake Lanier is the largest reservoir on that river system. Lancaster, appointed by the Supreme Court to conduct preliminary proceedings, agreed to hear Georgia’s dismissal argument after Georgia filed briefs claiming court action could not afford Florida relief since the U.S. is not a required party in the suit. The U.S. Army Corps of Engineers operates five federal
reservoirs on the Chattahoochee River and sets the flow rate of water that ultimately reaches the Apalachicola River. The U.S. Department of Justice is participating as amicus curiae, or friend of the court, and would not be bound by any decree of the court requiring a minimum flow rate into the Florida river. Georgia’s brief contends, “There is no question that the Army Corps of Engineers controls the ‘spigot” of water at the Florida-Georgia line, through its operation of both the Jim Woodruff Dam at the headwaters of the Apalachicola River, as well as a series of upstream dams and reservoirs on the Chattahoochee River.” Even if the court imposed a consumption cap on Georgia, the brief argues, Florida would not be guaranteed the water it seeks, especially during drought, when “federal purposes would force the Corps to impound additional water upstream.” Florida countered that its legal action does not target the Corps nor does it seek a minimum flow rate, but instead seeks equitable apportionment of water and a cap on consumption. Florida’s brief
further asserts that Georgia misconstrues the Corps relevance in the ACF, since the Flint River is unregulated by the Corps and has no federal dams. Lancaster granted both states an hour at the dismissal hearing and will allow the states to share time with the United States Justice Department, which has gotten permission from Florida to use 20 minutes of its allotted time.
In other action: • Lancaster issued a confidentiality order barring public disclosure of settlement discussions. Georgia’s status report indicates that Florida Gov. Rick Scott has agreed to meet with Georgia Gov. Nathan Deal, who said he would travel to the Florida capital to “sit down and discuss” water issues. • Lancaster asked both states See Lawsuit, page 18

The Southern Fishing Report by Ken Sturdivant
A sampling of fishing information and tips from area guides Lake level: Above full pool Clarity: Main lake and creeks are stained Temperature: Low 60s Bass Fishing Bass fishing is very good. The lake has jumped up nearly a foot recently. The rain has not been a negative to the fish however as the fishing has remained strong. There are many options out there right now. The largemouth are still on bed around the lake, and it appears a new wave has recently moved up. If you like to bed fish, now is your time for sure. There are plenty of spots on bed now as well. A 1/8 ounce Davis Shaky head with a 4 inch worm fished on a GLoomis NRX 822 Shaky Head Rod is a great way to catch these fish. Work the Shaky Head slowly and look for the bites to be light, which makes a rod like the 822 so important. A fluke is great tool to spot these fish. A spot on the bed will almost always rise up to at least look at a fluke if not eat it. Work the fluke slowly and give the bait plenty of time to fall on a slack line. Watch your fluke and your line for indications of a bite.
If they don’t eat the fluke and only swing at it, follow with the worm for a sure bite. A Senko is a good bet on these fish as well. Look for spot beds on hard clay banks and points with sandy areas being strong as well. Look for the pre-spawn females to be on steeper rocky points near these spawning areas. The same baits will work, but others will catch the pre- spawners as well. A jerk bait, a spinnerbait and a swim bait have all been good when the wind is up on the rocky points and shallow humps. This Lake Lanier bass report is from Jimbo Mathley, www.jimboonlanier.com, 770 542 7764. Striper Fishing Striper fishing is good. There are two Striper bites going on in recent days. The first is the open water bite on the main lake at creek mouths. The primary approach for the open water bite has been blue back herring fished on un weighted free lines 80 to 100 feet behind the boat at a trolling speed of .8 to 1.2 miles per hour. Fish your planner boards with herring set at 50 to 70 feet back. The second bite is in the creeks
on points, flats and reef markers. These fish have been running smaller, 3 to 6 pounds, than the open water bite. Free lines and planner boards set at 40 to 50 feet behind the boat is also working for the shallow water bite. Do not hesitate to use split shots to vary your depth in the water column. If you want to roll the dice for a 50 pound striper, put a big gizzard shad on a balloon and fish it 150 feet behind the boat. We had a striper hit one of our planner boards recently. The top water is right around the corner and it is always a good idea to keep someone on the front deck casting a Red Fin or a Captain Mack’s buck tail jig while you are pulling bait. The down rod bite continues to be slow. Buy a few extra baits and change your baits often as the spotted bass will attack your herring without you noticing and you will end up fishing with dead or injured bait. The water temperature is in the mid 60 degrees during the day and the water is stained on the main lake with heavy stain in the backs of the creeks. The lake is less than one

Crappie Fishing Crappie fishing remains good to excellent. The early morning or late afternoon bite is your best bet. Try fishing blow downs and the weeds in shallow water, using a curly tail jigs. Minnows will also work if you prefer live bite. You will notice that you’re catching mostly darker fish, (males) in the shallows, as the females have pulled away from the spawning areas toward deeper water around docks. Docks in 15 to 20 feet are still producing bigger fish than in the shallows. The best method for fishing the docks is shooting your jig in toward the darkest part of the dock. Of course, crappie are structure oriented fish, so finding a dock with some type of structure below will be helpful. Hair jigs and soft body jigs are both working around the docks. The fish we are catching at this point are post spawn fish, which means the females have already laid their
eggs, of course weighing less than pre-spawn. As we mentioned before, there are two ways to learn how to catch crappie. First, time on the water, or second, you can join Lanier Crappie Anglers Club. We have seasoned fishermen who will share tips to help you learn how to fish for Crappie, and it’s a great way to meet others who share a passion for Crappie fishing. National Safe Boating Week set for May 16-22 National Safe Boating Week is a great way to kick off what will be a fun and safe summer on the water. We’re asking boaters to pay extra attention to their boating safety behaviors, and to especially always wear their life jackets. Remember, even the most experienced boaters fall victim to boating accidents. In 2013, Coast Guard Boating Accident Statistics show that there were 560 boating fatalities in the U.S., a decrease of 198 over the previous year, and 398 people drowned, and of those, 85 percent were not wearing a life jacket. On top of that, 86 percent of deaths occurred on boats where the operator had not taken a boating safety course. One-half of the fatalities occurred in open motorboats. Operator inattention, improper lookout, operator inexperience, excessive speed, and machinery failure rank as the top five primary contributing factors in accidents. Alcohol use was the leading contributor to fatal boating accidents. It figures. Alcohol use can easily lead to operator inattention, excessive speed and lack of an appointed lookout. It has been my personal experience that while performing safety patrols on Lake Lanier, and

Safe boating course set for May 9 Flotilla 29 of the U.S. Coast Guard Auxiliary, Lake Lanier, announces a one-day, seven-lesson “About Boating Safely” course. The course is scheduled for Saturday, May 9, 2015. This course also serves as a PWC certified course for children under the age of 16. This course will be given at the Coast Guard Auxiliary Operations Center, 6595 Lights Ferry Rd., Flowery Branch, Ga., on the left just before the entrance to Aqualand Marina. lake is up, attendance at the group’s annual meeting is slight. “This is an absolute record for an annual meeting,” said LLA President Val Perry, who addressed the group gathered at Pelican Pete’s at Port Royale Marina. “I’m not sure exactly what brought you all out – the location, the fish fry, our speaker Ken Cook or our increase in social media to promote the meeting – but we’re glad that you’re here.” The Lake Lanier Crappie Anglers Club fried 1,000 pounds of fresh-caught crappie filets, roasted 200 chicken halves and served up hundreds of crispy hand-scooped hush puppies at the top of the ramps leading to the meeting location. “We started fishing for today’s event about a month ago,” said Dan Saknini, president of the Lanier Crappie Anglers, which has a membership of nearly 80. Members of the club manned four cookers to create a sumptuous spread for attendees before the meeting started. The docks around Pelican Pete’s featured a lake vendor fair with representation from Marine Specialties Inc., TowBoatUS and other marine-related businesses. Folks mixed and mingled over supper, dodging raindrops from a pop-up shower near the beginning of the gathering. Retired Fox5Atlanta Meteorologist Ken Cook, the afternoon’s keynote speaker, must have influenced the weather because the shower only lasted about 10 minutes.

Perry reported about the organization’s successes over the past year, including updates about the Tri-State Water Negotiations and the ACF Stakeholders’ role in the evolution of a water management plan for the Apalachicola-Chattahoochee-Flint River Basin. He also spoke about the association’s Adopt-A-Lake program and the results of the 2014 Shore Sweep – collecting 50 tons of trash using the group’s new approach of advance scouting and using a zoned method of gathering trash. Three other initiatives – the removal of abandoned vessels and docks in disrepair, the solar light/hazard markers campaign, and the new “Rip-Rap an Island” program – are all proceeding successfully. Words from Ken Cook A long-time homeowner on Lake Lanier, Cook spent 41 years as Chief Meteorologist at Fox5,
living near the television station in DeKalb County for many of those years. In 2001, he and his wife Susie purchased a home on Lanier and spent weekends and time off there. The couple moved to the lake full-time in 2009, several years before Cook retired from Fox5Atlanta. Cook recounted a handful of major weather events during his tenure in Atlanta, including the 1974 tornados, SnowJam 1982, Hurricane Opal in 2004, and 2014’s snow events that left Atlanta paralyzed in January. He also shared some mathematical statistics about water flow, water usage and lake levels, comparing the usage of water by Atlanta to the guaranteed rate of flow coming into Florida that nets significantly more water than Atlanta’s daily consumption. “What I’m telling you is that you must know your facts when talking about water consumption. When people argue about that we’re using too much water, just know your facts. Even in the drought of 2007, 2008 and 2009, Florida by law was still guaranteed its 5,000 cubic feet per second of water flow, and at that time Lake Lanier was falling three to four inches each day.” Cook raised a few eyebrows among LLA’s board members and PHOTO BY PAMELA A. LAKE LANIER OLYMPIC VENUE International diplomats visit LLOV By Jane Harrison Athletes from all over the world raced toward the Lake Lanier Olympic Venue finish tower nearly 20 years ago in the 1996 Olympic canoe/kayak and rowing competitions. Last month diplomats from 25 countries gathered inside that tower to look back at LLOV’s Olympic past, get an update on its current status, and gaze forward at future plans. The international visitors stopped in at the LLOV tower April 17 during a three-day tour of Northeast Georgia organized by the Georgia Department of Economic Development. The annual VIP tour showcased tourism and economic engines in Gainesville, Dawsonville, Dahlonega, Sautee Nacoochee, Braselton, Cornelia, and Young Harris. Reminiscent of Olympic tradition, LLOV manager and former Olympic hopeful Morgan House handed out awards and posed with consuls whose countries won medals in 1996 events at the venue and those whose athletes will race on Lake Lanier next year in a 2016 Olympic qualifier. Diplomats cheered as flags from their home countries flashed across a screen in House’s presentation and smiled proudly as they posed for photos. Many expressed amazement that rowers and paddlers still call the venue their home base and that its leaders aim to maintain the Olympic legacy while expanding the LLOV culture. “It’s wonderful here … that it’s been kept up, especially after what’s happened at other (Olympic) venues,” said Swiss diplomat Ewin Gasser. He referred to photos depicting abandoned remains of former Olympic sites, including the empty and eroded 1996 Olympic tennis center in Atlanta. “Nobody knew (LLOV) would be here 20 years later,” House told diplomats in a presentation that started with his own personal journey as an Olympic hopeful in the mid-1990s. He attributed its duration to the Lanier Canoe & Kayak Club, Lake Lanier Rowing Club and the Gainesville and Hall County community. He pointed out LLOV continues to host national and international rowing and canoe/kayak regattas and has broadened its community appeal as an outdoor concert and theatre site, wedding and anniversary venue, and business meeting locus. cluded on the itinerary “because it has such an impact on the region” and because many of the countries represented by the diplomats sent athletes to the 1996 Olympics. George Novak, from the Czech Republic, stood to recollect hospitality granted to a Czech Olympic team member who wanted to stay close to the lake rather than at the Athletes’ Village in Atlanta. He said that without hesitation, an area resident invited the athlete, family and cook to stay at their home. Mimi Collins, chairperson of Gainesville-Hall ’96, the LLOV governing board, said the diplomats’ visit not only rekindled fond memories of Gainesville, it also exposed the international community to what the venue has to offer. “It’s great they have so many memories of the 1996 Olympics. This helps provide the traction for them to stay in contact,” she said. And finally, the Olympic plaza will resound with college fight chants when the American Collegiate Rowing Association brings its national championship to Lake Lanier for the fifth year, May 23-24. Long before medallions are awarded, the local paddling and rowing clubs work behind the scenes and under the water to prepare the way for dreams to come true. Friends and members of the Lanier Canoe & Kayak Club and Lake Lanier Rowing Club put in the race course prior to the regattas and do everything from running water taxis for officials and bandaging stubbed toes on race days. In mid-April LLRC President John Ferriss and Olympic Venue Manager Morgan House, also a LCKC member, hooked buoys to steel cables five to six feet under water to set 10 lanes for the CanaJohn Ferriss and crew prepare the race course at the dian paddling event. Electric engines are much closer than you think In the 1893 World Fair in Chicago, Elco Electric Launch Company had 55 electric launches to ferry attendees. Internal combustion gas engines and diesel engines have been the main source for marine power since. Electric power is more practical and cleaner, but the batteries don’t stay charged long enough to make long cruises. Fast forward to today, Elco is still manufacturing electric powered marine engines with success. Getting the batteries to supply lasting power and getting the cost down is now the problem. The lithium-ion battery shows hope, but the price is high and they still don’t have the longevity to be practical for long cruises. More manufacturers and boat companies are experimenting. I think because they know if electric power becomes competitive, practical and affordable they want to be one of the first to offer this power in their boat lines. Currently Elco has electric power in several boats. Performance is under 10 knots and cruising distance is under 25 nautical miles. On the fast side, Mercedes’s is experimenting with a 2,200 horse powered twin power plant which will reach 120 mph in a 38-foot cigarette “Top Gun,” but at that speed it will only last for seven minutes. Meanwhile battery research is going so strong that Wall Street is recommending investment in that industry. Elon Musk, whose company has delivered 55,000 Tesla electric automobiles, purchased a large tract of land in Nevada to build a battery research and manufacturing facility. When these new batteries come online and are used in Tesla automobiles, I’m sure longevity and cost will be improved. Meanwhile lithium battery research is advancing with the lithium-sulpher, and lithium-air batteries which will drastically improve the batteries and reduce their cost. The advancement will increase the probability for electric power to match the cruising range of popular yachts, as well as reduce the cost. Estimates are we are 10 years away from this happening. Those in the know say it will be similar to when cameras went to digital chips from film. Stay tuned because things will be happening fast. Several models will be available with Mercury Verado power. They start at under $18,000 for boat, motor and trailer. The boat is designed for cruising rivers, lakes and bays where it is more comfortable and safer than a pontoon boat which would cost more. Go online or check your Bayliner dealer. You’ll be surprised at how much boat you get for that price. Sailors beware The Fresnel Hydrofoil Trimaran may be the future of fast sailboats. It sure doesn’t look like any conventional sailboat I’ve seen. This 115-foot sailing yacht uses renewable energy in every way possible. It is a “perpetual motion-like” machine with a fixed-wing sail powered by sun and wind. Three electrical motors run on solar-charged batteries. In Trimaran mode it can reach 40 knots. When the owners want to outrun the wind, hydrofoils lift the yacht above the water. The project is scheduled for completion in 2016. Six hundred, twenty seven hp Seven Marine, which manufacturers the most powerful outboard at 557 horsepower, has announced the introduction of its new 627 hp outboard, which has a horizontal V-8 power head. It also has LED illumination on the cowl. I guess that’s so you can see it at night. I can remember in my outboarding days wishing for a 100 hp, but in my greatest dreams and imagination never did I think there would be a 627 hp outboard. Price is not cheap at $89,685. The LED cowl is $2,999 extra and I’m sure the 30’-40’ center-console crowd will jump on this for added

Oh, for an ‘EPIRB’ As the U.S. Coast Guard, Boat U.S. and responsible mariners know, you shouldn’t go offshore without an EPIRB (Emergency Position-indicating Radio Beacon). Lucky sailor Louis Jordan set out on his 35’ sailboat from a marina in South Carolina for a fishing trip. Sixty six days later he flagged down a German container ship. His boat had been dismasted and rolled over several times. He survived on water he collected in a bucket and snagged fish that came alongside. The Coast Guard had abandoned a 10day search for him. When found, Jordan was in remarkably good shape for the time he was lost at sea. Over confident sailors always think this couldn’t happen to them, but when it does you need that EPIRB or PLB (personal locator beacons). If you are going to cruise offshore this device is as important as your PFDs. Whether you have bad weather, mechanical problems or a crew emergency, the EPIRB or PLB will get rescue help immediately. Some mariners say they are too expensive. That’s no excuse. Boat U.S. will rent them to you for a small fee, so if you go offshore, go with confidence and have an EPIRB or PLB on board for you and your crew’s safety. Tarpon fishing in Boca Grande The first full moon in May starts tarpon fever in Boca Grande Pass on the west coast of Florida just north of Ft. Myers and Sanibel Island. The pass full of boats fishing for the silver king will resemble a Wal-Mart parking lot on a Saturday afternoon sale. It gets interesting when four or five boats in close proximity hook-up. They fish on incoming or outgoing tides. I prefer fishing the flats on a slack tide floating a crab for bait. One of my best fishing trips occurred doing this. I had built a 24’ center-console for a fisherman and was using it on a flats fishing trip when we “hit” a double header with two tarpon about 150 pounds each. It doesn’t get much better than that. Next America’s Cup date I recently read that the next America’s Cup which is several years away was announced. This is great, I’m glad Bermuda gets its chance at holding this prestigious competition. Get in shape by trying new water sports at LLOV By Jane Harrison If you want to hit the lake under your own power this season, pick up a paddle or oar at the Lake Lanier Olympic Venue boathouse. The two clubs that have energized the 1996 Olympic site for two decades are ready to put you in a boat and get you moving in a canoe, kayak, rowing shell, or stand-up paddleboard. And, for the second summer, there’s a new option to shape up those legs: pedal boats. Plus, disabled veterans can get in on paddle sport action in new Paddle-Ability sessions. Paddle or Pedal with LCKC • Boat/Board Rentals: Whether you want to sit, stand, or pedal on the lake, the Lanier Canoe & Kayak Club can get you started May 30 with weekend canoe, kayak or pedal boat rentals. Club members outfit you in a life jacket and show you how to paddle or pedal the human-powered vessel of your choice. Hourly rental rates range from $15 for a single canoe, kayak or SUP to $40 for doubles. A $125 family membership covers all rentals for a year. The 1-6 p.m. Weekend rentals continue through October. • Paddle-ability: The new program for disabled veterans is part of LCKC’s mission to promote health, education and fitness for all ages and abilities, according to David Haack, Paddle-ability director. Staying in touch with our boating friends Bob and Carolyn Wilson, aboard Sea Island Girl, continue Lakeside's long running series of cruising adventures which began in the mid-1990s. To date we've had the Johnston family, Jean and Bill Bayman, and Mechelle and Bill Cooksey all contribute to the series. Bob and Carolyn boated on Lake Lanier until leaving for their adventure in 2002. Keeping in touch with our boating friends to learn first hand what has gone on in our absence and reliving much of the traditional events has become an enjoyable part of our day thanks to Facebook and the internet. This has a little quirkiness to it as we recall the cumbersome, almost impossible feats that prevented us in years past from connecting with anyone. Technology now abounds for boaters, especially with navigation and communication instruments. Sextants are a thing of the past. We have modern GPS tracking devices and instant cartography, weather and other applications to make it virtually impossible to lose your way or avoid dangerous conditions. In years past, boaters would

gather in nearby restaurants or bars to watch their favorite sporting event, when and if television was even available. Today, satellite TV with 300 channels can be installed on your boat making it available 24/7 and certainly more convenient! Modern day boaters have become so attached to their cell phones and the internet that they have compelled marinas, much to the chagrin of those in the islands, to provide these amenities free of charge. It has been enjoyable keeping up with everyone this season as we elected to remain in Atlanta. From the comfort our home we were able to learn who returned to the Bahamas and who stayed stateside. We were emailed pictures of the dock parties, the largest fish and saw Facebook postings after everyone had dis-
carded their swimsuit or shorts and t-shirts to don their finest attire for the extravagant Commander’s Ball. There were stories and pictures of the many enjoyable side-trips. We’ve been lucky with severe storm season – so far Our March-April severe storm season has been severe storm season “light.” We sure escaped what others around tornado alley have not this spring. It has been extremely active from Texas to Minnesota and east toward the Ohio Valley. We are now entering the month of May and the peak of the tornado season is under way. With the peak of Georgia’s severe weather season now behind us, we get to enjoy one of the most beautiful months of the year. I absolutely look forward to the month of May. The pollen is gone and the temperatures are not too hot and not too cold. That being said, we can still get severe storms but they will be few and far between. With a Spring El Nino, I still see above average rainfall on the docket this month. I have been seeing a consistent pattern developing over the course of the last month. We have a huge high pressure center that seems to have found a home and currently resides in the northern part of the Gulf of Mexico. The high pressure center seems to oscillate north and south but remains semipermanent in the gulf. When it moves north, we turn dry and hot, just as we did with the record high of 86 in Atlanta last month and a record 89 in Athens. When it
shifts just 50 to 100 miles south, the flood gates open and Gulf of Glenn Mexico moisture pours Burns in with tropical-like rains. I think we will find Lanier abundant rainfall going Outlook into summer. This is certainly much better news that what we were facing just 10 years ago when we were in the middle of that extreme drought. I think we can all sympathize with the folks out west who are enduring yet another extremely dry year with massive water shortages. At this time of the year, everyone wants to know if it’s going to be a really hot summer. My answer is probably not. With abundant rainfall, temperatures should be fairly typical. There will be days when that high pressure in the gulf nudges northward and nudges the rain pattern north. When this happens I am sure we will see some 90-plus degree heat. Overall, I do think we’ll have temperatures for the most part, in the mid to upper 80s on average. This will all hinge on how long El Nino lasts and how strong or weak it gets. The bottom line is likely going to be above average rainfall and typically warm temperatures this month. Can’t wait to get to the lake! See you next month. Friends and supporters helped her pass her initial pledge goal of $1 per mile as her effort raised more than $1,300 last month. And since ACRA requires nine lanes for its national championship, there’s another round of unhooking and re-attaching buoys. It’s an arduous task that takes two people about eight hours over two to three days, “if we’re lucky,” Ferriss said. “If things go wrong … like a motor boat putting out a big wake or sticks” tangled in the cables, the job takes longer. Few people are aware of the difficulty maintaining and setting buoys on 15-16 miles of cables beneath the water. When the competition hits the water, it takes about 75 volunteers to work the actual regattas. Club members, former members, junior team parents, fans, and members of the sponsoring organizations take shifts to assist referees, hydrate athletes, direct parking, and keep an eye on the Olympic plaza, Ferriss said. LCKC President Terry Baker reported club members assist with all aspects of the Canadian’s team trials, including timing races, feeding athletes, holding boats at starting plat-
forms, manning safety boats and picking up trash. Championship organizers have praised the clubs and community for those efforts, and many others, that bring them back to Lake Lanier multiple years. ACRA commended the Lake Lanier community in a March press release stating, “We are
very fortunate to have such a supportive community for our sport in the Gainesville/Hall County region …. We have unfailingly been greeted with friendliness and hospitality by local government, civic organizations, business owners and local citizens.” Ferriss said hosting the regattas “is a little bit of a prestige

Holiday Harbor Boat Sales meets Lake Lanier By Pamela A. Keene Allatoona Lake’s long-standing boat dealer Holiday Harbor Boat Sales has moved east to the north end of Lake Lanier. Located on Ga. 53/Dawsonville Highway near Ga. 400 near the Premium Outlets, the store opened at the first of the year. “We’re the only marine boat dealer in this corridor,” said Mark Cochran with Holiday Harbor Boat Sales. “Our main focus is boat brokerage, because so many people really don’t have the time to sell their boats themselves, but we’re also offering full service on all makes and models, plus three lines of new boats.” Cochran purchased the location about two weeks before January’s Atlanta Boat Show. “To get the word out, I parked one of our new pontoon boats, still wrapped in shrink wrap, on the front lawn and used black spray paint to say, ‘Coming Soon,’ on it. Our neighbor retail stores
got a lot of questions and it really helped us with getting the business started.” The store sells Silverwave pontoon boats, Bluewave Bay boats and Sea Ark custom aluminum boats. Holiday Harbor is also the area’s Suzuki outboard dealer. There’s a boat storage facility on the property, but Cochran says at this time it has no vacancies. In addition to sales of new and used boats, boat brokerage and service, Holiday Harbor’s Dawson County store offers various marine and boating accessories, including tubes and boat toys. Cochran has nearly 35 years of experience in the boating business. His Dawsonville manager Tim Hilliard also has about 30 years of experience, including a stint in the U.S. Coast Guard. You’re witnessing the 5th annual Ranger Training Battalion water jump training exercises. Community members are being asked to clear their vehicles from the boat ramp
and parking lot before 9 a.m. on Tuesday, May 5. War Hill Park will be closed from the evening of May 5 through the completion of the exercises on May 6. “These exercises give our soldiers the opportunity to train in water-landing situations,” said Capt. Hardman Farm, near headwaters of Chattahoochee River, opens for tours Shore Lines From the fascinating to the remarkable, Lake Lanier harbors many personalities and places along its shores. Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special. By Jane Harrison istory and tourism run deep near the northern headwaters of Lake Lanier where the public can now tour a grand old farm across the road from an iconic landmark. Travelers along State Route 75 south of Helen often gaze curiously at the red-roofed gazebo perched atop an Indian Mound in a pasture. Now, they can visit the home of the Civil War officer who put it there and learn about the farm that later became a former Georgia governor’s summer outlet for innovation and relaxation. The Hardman Farm, open Thursdays-Sundays through December, is Georgia’s newest state historic site. The elegant mansion and 19 outbuildings sprawl across Ga. 17 from the Sautee-Nacoochee Indian Mound in the valley cut by the Chattahoochee River at the foot of Yonah Mountain. Often overlooked by travelers focusing their cameras on the Indian Mound, the 1869 Italiante farmhouse is well worth a walkthrough history lesson. Furniture, paintings, and innovative home and farm fixtures from the early inhabitants, as well stories from their times there, present the perspective of those whose bay windows framed the mound and the mountain.

The property was donated to the state in 1999 from the family of 1927-31 Georgia governor Lamartine G. Hardman, who dwelled there in summers, broke ground with experimental farming techniques, and had the first telephone in the valley. After three major renovation phases, the elegant mansion maintains much of Hardman’s handiwork, as well as that of the original occupant. James H. Nichols, whose official rank was colonel but was known as “Captain Nichols,” chose the idyllic site for his respite from war and malaria. He modeled the 5,000 square foot mansion after his aunt’s house in Milledgeville and put a cupola on top. He’s also the one who placed the gazebo atop the Indian Mound, which may have helped preserve it from destruction and made it one of the most recognizable spots in Georgia. Hardman bought the property in 1903 from Calvin Hunnicutt of Atlanta, who acquired it from Nichols in 1893. Interpretive Ranger Johnna Tuttle, one of many who helped with the restoration, gives tourgoers an architectural and family history of the farm, incorporating stories from print sources and conversations with Hardman family members. mansion from the temporary visitor’s center at the site of the old Sautee Post Office, Tuttle explains that the pathway under giant black walnut trees was once part of a major Native American trade route spanning North Georgia into North Carolina. The Unicoi Turnpike footed travelers from Dalton to Toccoa who passed by the 1,000 year old Uchee mound at Sautee. Excavations reveal that Creek and Cherokee tribes later used the mound. Tuttle said she had heard that Nichols kept a collection of ancient stone points and native objects. “I’d love to know where they are now,” she added. Before ascending the wide steps on the mansion’s wrap around porch, Tuttle points out a smaller attractive structure nearby. “That was the game room,” she said, where Capt. Nichols would entertain guests in style for a smoke, a game of pool, or poker. Inside, Tuttle rings the 150 year old door bell situated inside a stunning door frame accented by red flashed glass. Original glass globes hang on chandeliers formerly outfitted to glow with gas, fueled from the home’s own gas house. It was later furnished with electricity generated by Nora Mill, just to the north. Tuttle said that Gov. Hardman had phones installed at the mansion and Nora Mill so he could call for afterhours power generation if his guests would be staying up late. Numerous children spent many playful summers at the house and roamed its fields. Among them

was Anna Ruby, Capt. Nichol’s daughter, for whom he named the waterfalls on property he owned nearby in what is now a national scenic area. Anna Ruby’s bedroom furniture is among original furnishings, including a massive armoire at the top of the stairs that was pieced together without nails. The tour includes a look at Gov. Hardman’s former dairy barn, which furnished milk and butter to Gainesville and Atlanta from about 1910 to the late 1920s. A preliminary study predicted the site could potentially become
one of the stronger heritage tourism venues in Georgia. It is expected to draw from millions of tourists who drive by en route to Helen and the Georgia mountains. Site manager John Erbele pointed out that unlike historic sites in remote or coastal areas, Hardman Farm is situated along a busy tourist route. He added that thousands have already visited for two Unicoi Wine Festivals. Additional tourists came for holiday events last year. Through the tours which began in March, more visitors will hear the stories of the families who lived across from the beloved Indian Mound.

Wildflowers, waterfalls abundant in Lanier’s headwater region By Jane Harrison Spring rain and sunshine have enlivened the mountain trails near Lake Lanier’s headwaters where wildflowers burst open and waterfalls gush freely. A day trip from Lanier’s shores into the Georgia mountains reveals the beauty of undammed waters and blooms of native plants. One of the region’s most verdant swaths grows high in the mountains north of Dahlonega. Sosebee Cove, labeled as “A Botanist’s Paradise,” displays a diversity of wildflowers from late March through September, with new flowers popping out almost daily through mid-May. Accessible off Ga. 180, just past Vogel State Park, the 175-acre cove is protected as a National Scenic Area.

An easily walked .3 mile loop trail attracts photographers and native plant lovers to look for blossoms in a near carpet of mixed greens sprouting from rich black soil. In early April, clusters of snowy wood anemones and white bloodroot flowers with tiny yellow stamens brightened the

falls, a 30-footer that catches Helton Creek from the upper 50 foot drop. The power and grace of tumbling water, the sound of it pounding the rock, and the cool feel of mist exhibit the freedom of a resource unbound by dams and unworried about human consumption. The Georgia mountains, from whence Lanier’s waters originate, offer numerous other gorgeous waterfalls, including the 729-feet torrent at Amicalola Falls State Park and several dramatic cascades, one with an overhanging suspension bridge, at Tallulah Gorge State Park. Many hikers enjoy summer outings to Panther Creek Falls, in Habersham County, where the wide creek slides into a near perfect swimming hole with a sandy beach! Along the way to water, the season’s harbingers – the wildflowers – brighten the path of those who observe the forest floor.

Day Use Parks The Corps operates 35 day use parks at Lake Lanier. Facilities range from parks with boat ramps to those with designated swimming areas, picnic tables, shelters and playgrounds. All day use parks close daily at 10 p.m. Boat launching is allowed at all hours unless otherwise posted. Alcoholic beverages are prohibited in all parks. Your chance is coming on Saturday, June 6, with the Hall County Master Gardeners biennial “In Our Own Back Yards” Garden Walk. Every other year, the volunteer organization selects nearly a halfdozen private gardens, created by Master Gardeners in Hall, to showcase. The organization’s flagship project, Gardens on Green, is open for tours. And this year, the Linwood Nature Preserve will be celebrating its opening on the same day. This year, the purchase of a $10 ticket – $15 on the day of the event – will give you access to five private gardens, plus a sneak preview of the Linwood Nature Preserve and a special visit at Gardens on Green. The private gardens are diverse, with the majority of them located in and around Gainesville. Two gardens in Flowery Branch and Braselton also are featured on the tour. New eateries, food trolley round out Lanier dining choices this summer By Pamela A. Keene Two new restaurants and the lake’s first food trolley give lake lovers even more choices for dining this summer. Holiday Marina’s The Twisted Oar and Aqualand’s Pig Tales feature major makeovers of two hightraffic waterfront eateries. And Sunrise Cove Marina’s new food trolley on Saturdays brings wellknown chef Rico Cunnington back home to Lake Lanier. The Twisted Oar, long-time restaurateur Cary Eubanks, who has owned Montana Bar and Grill locations in East Cobb and Alpharetta, opens his newest location at Holiday Marina this summer. Guests will experience a whole new look and feel to the restaurant with Eubanks’ renova-

tions. “We’ve taken everything inside down to the studs, moved the bar to the deck side and created twosided service, and added insulation,” Eubanks said. “As soon as we get our liquor license, we’ll be open for business.” The Twisted Oar will offer shrimp multiple ways – peel and

eat, fried and po’ boys, to name a few – plus an oyster bar in season, a menu heavy on local ingredients, wings, burgers and pizza made from scratch and prepared in the new pizza oven that’s been installed. Decorated in beachy pastels, but with a rustic feel and sawn-wood light-wood paneling, the restaurant’s new interior creates a fun and fresh atmosphere. “Throughout the summer we’ll be doing special events, like weekend pig roasts and low country boils,” he said. “It’s going to be a good time.” Aqualand’s welcoming Pig Tales, a sister establishment to Fish Tales at Hideaway Bay Marina. With the focus on barbecue and live entertainment seven days a week, Pig Tales has remodeled
the dining area at the marina. It has a full bar, including three Georgia craft brews on tap, plus angus half-pound burgers handpattied on site, hot dogs and pulled pork, brisket and ribs. The new music stage overlooks the lake and owner Dale Ozaki has expanded seating to accommodate up to 150 guests. Ozaki did major remodeling and additions, including gutting the
kitchen and replacing all the equipment there. The bar has been redone to provide all-round seating. Beauty of Lake Lanier masks potential danger beneath its surface By Jane Harrison The beauty of a full Lake Lanier, blue and shimmering under a sunny summer sky, beckons fun-seekers to load up their boats, cast a fishing line, or pitch a Frisbee by the shore. The beguiling prettiness of water and the spiritual and physical refreshment it provides can mask the potential it has to end a life in minutes. Ten people drowned on Lake Lanier or just downstream last year. Some were having fun – pitching a football, setting up fishing gear, hanging out at the country club – when the lake turned ugly. Among the dead: • 15-year-old Elton Torres and his father, Leonel J. Torres-Diaz, 50, June 8. The Lilburn father and son drowned after the teenager entered the Chattahoochee River below Buford Dam to retrieve a football. When he began struggling, his father rushed in to help. They both went under. • Beto Silva, 20, also June 8. About an hour before the fatherson fatalities, Silva, from Peoria, Ill., succumbed to the water while trying to swim to a small island near Old Federal Park, where family and friends had fishing gear. Halfway there, he starting going under. Friends and family could not save him. • William J. Carswell, 51, April 17. The Gainesville man was found unresponsive floating in the lake between his boat and the dock at Chattahoochee Country Club after consuming alcohol with a friend for several hours, authorities report. He died the next morning at Northeast Georgia Medical Center. These accounts and others appear in incident reports filed by the Georgia Department of Natural Resources law enforcement division overseeing Lake Lanier.
Each details a tragedy that could have been averted had the victims been wearing a life jacket, made other choices, or perhaps if witnesses had known how to help. Although drownings on Lanier do not attract the media attention focused on boating fatalities, the potential for non-boat related deaths is well known by local water safety, rescue, and enforcement agencies who attempt to educate lake-goers about the risk of getting overpowered by water. In the last 15 years, the number of non-boat related drownings, 89, was almost triple the number of fatalities from boating incidents. Last year’s 10 drownings were among the three highest counts, 11 in 1999 and 10 in 2011. “Boating accidents are high profile, they make waves,” said Georgia DNR Sgt. Mike Burgamy. He pointed to the 2012 boat crash deaths that led to the state’s stricter boating under the influence and life jacket laws. “But, we don’t short change drowning when it comes to safety,” he said. “We have programs year to year, we go out there and speak safety all day long … but there’s no law to address drowning. What would that be?” He added that laws requiring life jackets on vessels and wearing of life jackets by children age 12 and younger on boats are already in place. Officers preach water safety, especially regarding life jacket use. They mobilize as soon as a call goes out about an emergency on the lake, Burgamy said. But, if a person is already in trouble or has disappeared under the water, the rescue mission often turns into body recovery. Both Hall County and Gainesville fire departments are wary of the lake’s scary side and are readying to help people who

encounter it. Hall County Deputy Fire Chief Chad Black believes people underestimate the risk of drowning on Lanier. While the lake offers fun, recreation and economic gain, he said it also has a dark side: “While it’s beautiful, it’s important we don’t let the beauty cover the danger. It’s very lethal.” This month the county expects to launch a new rescue boat with advance life support capabilities. The 23-foot aluminum boat with an outboard engine uses a front drop for easier transport of patients on-shore or on a beach. With paramedics on-board, the rescue vessel will “do everything from transporting medical emergencies to traumatic injuries to
pulling someone out of the water from near drowning,” Black said. He noted, however, that once someone goes beneath the water, time is short for rescue. He estimated the rescue boat, to be stationed at Station 8 on Gaines Ferry Road, can be on the water in 15 minutes. “It needs to be less than three or four” to rescue a potential drowning victim, he said. The department focuses on education to help people stay out of danger in the first place. Black advises witnesses seeing someone in a risky situation to call 911. Asking for help before you really need it versus when you absolutely need it can save precious time, he said. “Go ahead and call 911 and get help on the way. If
you need to call back and say you don’t need us, that’s OK.” If an individual is in actual distress, Black advised witnesses to throw them something floatable and not to swim out to them. “They will try to climb you like a ladder,” he said, and responders may end up searching for two victims. “Try to stay calm and get someone to call 911,” he added. Reporter’s own close calls on lake By Jane Harrison Twice in my life I made poor decisions that could have cost my life on Lake Lanier. Another time, pulling myself out of panic kept me afloat. About 18 years ago, I was swimming repeat laps across a cove at Bolding Mill Park with a friend in training for a triathlon. Swimming was not my strongest activity; nor was it my friend’s. He started to struggle. I stood in waist-deep water looking for something I could reach him with and pondered swimming out to help him. He recovered and we got
out of the lake. A year or so later, I jumped in from a boat at night and felt the deep, dark, vastness of the lake that had seemed so friendly at a club party that day. I treaded water, swam to the boat ladder, and climbed back on, later realizing what might have happened if I had gone under that watery blackness. Then about five years ago, while swimming in a triathlon at Laurel Park, I gulped in several mouthfuls of water. Flailing my arms and legs, I treaded water and coughed violently as competitors kindly asked if I was OK and summoned the rescue canoes. Again, I felt the
lake’s enormity, its depth and power. I thought, “I either need to find my rhythm and swim or drop out of the race I’ve trained so hard for.” I calmed down, got my rhythm back and finished the race. Those are my reckonings with Lake Lanier. I survived. In the same time period as my experiences, nearly 100 people drowned. What do you do if you find yourself in a risky situation or witness another person in trouble? Two Lake Lanier safety advocates offer advice below that can save your life or someone else’s.

A flotation device, basketball, football, or floating toy can help them stay above water until emergency help arrives. Depending on your ability, you can swim out to them with a buoyant item, rope or tree limb and they can hang on to it as you swim back. But do not allow them to grab onto you. • Talk to them, try to keep them calm, but do not get too close • If a person has gone under, be able to direct emergency crews where they were seen using reference points such as a tree, buoy, island, or landmark beyond the point where the person was struggling.

Rico plans to operate the food trolley at Sunrise Cove on Saturdays for the lunch crowd, but he said that hours and menu items will be developed as the season progresses. “We’re going to be experimenting with what we serve and we’ll have a grill on board, so everything will be hot and freshly prepared,” he said. “It’s good to be back on the lake and we’re so excited to be working on this project with Sunrise Cove Marina. It’s nice to partner with Sunrise and be on the water. It’s got one of the best views on the lake.”

Gearing up for summer: tips from the Corps of Engineers Memorial Day is nearly here and that signals the start of the summer recreation season at Lake Sidney Lanier. School’s out and people will start heading back to the lake for some serious fun. A trip to the lake for picnics, swimming, and boating has become a tradition for many over the last several years. Lanier provides so many wonderful waterrelated resources for people to enjoy – parks, campgrounds, marinas, boat ramps, walking trails, beaches, islands – all located just a few miles from the hustle of city and suburban life. However, a fun weekend outing can turn to tragedy as people unexpectedly lose their lives while at the lake. Lanier can and should be a fun place for responsible water recreation, but visitors should be ever mindful of the risks that they may encounter while around water. Unfortunately, there are many

Others contend that if you take passengers for hire then you need the license. With a little preparation and responsibility, we can all increase our chances of a safe and fun summer on Lanier if we remember a few rules of water safety. Simple steps can be taken to minimize the risk of drowning on the lake this summer: • Learn how to swim. • Never swim alone; always swim with a person who can help you if trouble does happen. • Wear a life jacket while out on the water and ensure that children’s life jackets fit them. • As the adult in charge, carefully watch your children while at the beach; other siblings will get distracted while playing and quickly lose track of the child that cannot swim. • Don’t consume alcohol and
swim. If you plan to go boating on the lake, please remember to: • Complete a boating safety course. • Wear your life jacket. • Know where you plan to go and let someone else know your plans. • Check your boating equipment to make sure it is operational and safe. • Make sure you have all the required safety equipment on board your vessel. • Be courteous and know the “rules of the road.” • Don’t consume alcohol and operate a vessel. • Watch out for others who may not be operating their boats safely. The Lake Lanier Association which pooled its energies into promoting boater safety and BUI laws in 2012, promotes life jacket use and water safety programs for disadvantaged groups, according to Executive Director Joanna Cloud. LLA also seeks to quicken rescue agencies’ response times to on-the-water emergencies, she said. She added LLA has contacted U.S. congressional representatives about the possibility of putting a rescue station on the lake. “Personally, I think that’s a great idea,” said Nick Baggett, U.S. Army Corps of Engineers Resource Manager for Lake Lanier. “But officially (a rescue station) has to go through (federal) regulations” requiring leasing, permitting and reviewing. Baggett, in local meetings and media interviews, stresses
the Corps’ primary interest is public safety on the lake that gets more than 7.5 million visitors a year, according to Corps data. “We stress the basics. First people have to realize that water is different from any other element … people let their guard down in a fun situation and relax,” he said. But lake goers also need to “respect that water” and know their limitations in its domain. Corps’ statistics estimate the agency’s water safety programs reached more than 300,000 contacts last year. Those included programs with schools, YMCAs and SafeKids. Additionally, rangers pass out water safety materials at parks, festivals, and boat shows. The Corps also puts loaner life jackets at Lanier beaches. Baggett, who has seen bodies of victims who took their last breath on Lanier, first advises people to learn how to swim and
to wear life jackets if they don’t know how. He strongly urges parents to watch their children. “Never go to the car and leave them unattended or in the care of an older child,” he warned. DNR Sgt. Burgamy can recall sad examples of children straying from parents and drowning on Lake Lanier. But, he also remembers a child he was able to save. In 1997, Burgamy was off duty when he saw a young boy fishing with his mother. A moment later, he heard the dad screaming. It hit him: “My god, that kid just fell in the water!” “I came running around the cove and the lifeless son was on the dock and the dad was in shock,” Burgamy said. He began CPR and told the dad to run to the nearest home and call 911. “That boy is graduating from high school. He calls me his guardian angel.”

Summer can be magic at Hilton Head Island The first streaking rays of the rising sun dance along the sparkling surf and illuminate the white sand throughout the 12mile length of the broad beaches at Hilton Head Island in South Carolina. Only the intrusion of an occasional jogger or shell seeker brings this natural setting into the 21st century. Nevertheless, the awesome beauty of this southernmost of South Carolina’s barrier islands is still as much a magnet to people today as it has been throughout recorded history.
