Future plans, board election on agenda at PLBRA Planning for the new year is among the topics of the Park LaBrea Residents Association’s annual meeting on Sun., Jan. 10 at noon in the Park La Brea activity center.

The meeting will also cover a review of PLBRA’s financial position and election of a

new board of directors.

Current officers are Bernie Clinch, president, Carol Robins, vice president and Col. Donald Harris (ret.), secretary-treasurer.

The Association serves as an advocate for tenant-management relations. Its purpose

is to protect resident’s rights, to provide a liaison with Park La Brea management, and to contribute to enhancing the quality of life in the community. The Association also sponsors a weekly movie program.

Neighbors discuss scope of EIR for CIM Farmers project

By Billy Taylor About 20 neighbors showed up in mid-December at the House of Lebanon in Brookside for the city’s “scoping” meeting for an Environmental Impact Report (EIR) for the 4.73-acre development project proposed for the former Farmers Insurance property at Wilshire Blvd. and Mullen Ave. The city organized the evening as an “open house,” with a half-dozen stations with illustrations on easels and resource people to discuss different topics at each station.

The final stop on the tour was the city planning department table staffed by Erin Strelich.

There, she received comment forms from some attendees. Comments on the city’s EIR “initial study” document and the proposed scope of the EIR must be provided to the city in writing and may be submitted by mail, fax, or e-mail. The deadline to comment on the scope of what is to be studied is Jan. 4, 2016.

Among the neighbors participating in the meeting was across-the-street (Eighth St.) neighbor, Jan Wieringa. She said after the meeting that she did not have any comments yet and that she was “still working through all of the EIR documentation and there is quite a lot to read and think about.” Wieringa said she planned to send com-

On display were drawings and renderings previously presented to Brookside neighbors and now part of the formal submittal to the city.

The drawings available at the House of Lebanon event showed the 14 single-family homes, three triplexes, and 11 townhouses to be built on the now-vacant parking lots. The 53 remaining allowable residential units are planned to be built in the historic, eightstory Farmers tower.

391 parking spaces Attendees also viewed a station staffed by engineers from the AutoParkit company that is designing an automated garage to go under the townhouses next to the existing tower. That garage will provide a substantial number of the total of 391 parking spaces being provided by the project (more than the 379 spaces required by code, according to the Initial Study).

The land use station had boards listing the various steps in the entitlement approval process that precedes the start of construction. The environmental station featured a long list of issues to be studied while drafting the EIR. Another station presented the traffic analysis process now underway and had a board showing the numerous nearby intersections where traffic impacts are being studied.

Historical Society names its 2015 Holiday Lights winners This year’s six winners for the Windsor Square-Hancock Park Historical Society’s annual Holiday Lights contest were: A home at 415 S. Windsor

Blvd. won Most Spectacularly Decorated; The home at 425 N. McCadden Pl. won for Most Traditionally Decorated;

The home at 300 S. Irving Blvd. won for Most Creatively and Colorfully Decorated; and, the home at 244 N. Gower St. won for Most Whimsically Decorated. Its decorations featured animal figures, twirling lollipops and blinking giant lights.

The Best Block went to 500 S. Muirfield Rd. Best decorated store on

Larchmont Blvd. went to DMH Aesthetics.

Sites to be judged were between Highland and Wilton and Melrose and Wilshire.

“Our only rule was that we could not give an award to any house that had won in the last two years,” said judge Juanita Kempe.

The winners will receive a

certificate from the Historical Society.

Other judges were: Fluff McLean, Laura Cohen, Sandy Boeck, Patricia Rye, Connie Richey and Carrie Hayward.

“There were many houses considered for our judging, and we want to thank them all for their hard work and holiday spirit,” said Kempe.

Tudor home on Irving with nearly a score of owners Most houses in our neighborhood have had a few owners since they were built in that ambitious age of the 1920s when Windsor Square, Hancock Park and environs came to be. Some houses have been handed down through families, and some have had a few more owners than others.

The house that I lived in at 144 N. Norton had six previous owners when I purchased it in 1988. Corner properties are sometimes more transient than others depending upon the location. For instance, the northwest corner of Third St. and Wilton Pl. has had many owners and was an eyesore for years until property values increased and a preservationconscious couple purchased it.

They restored it and continue to think of ways to drown out the busy rush hour traffic outside.

The house at 555 S. Irving Blvd. has had a whopping 19 owners prior to the current occupants. Located on the northwest corner of Sixth St. and Irving, just across from the mayoral Getty House, the large brick Tudor has a slate roof.

It has six bedrooms and six bathrooms, a butler’s pantry, back staircase, screened porch, crown moldings, fireplaces in both dining room and living

room and is on a large stately lot.

This home has had an interesting selection of people occupying it since it was first built by Harry Belden in 1924.

The list of names attached to the property reflects the evolution of our neighborhood as it does the cultural melting pot of our nation. Because of space constraints, we will focus on only a few owners.

Richard Battaglia Harry Belden Belden was a contractor who built many homes around Los Angeles. According to the periodical “Domestic Engineering-The Plumbing and Heating Weekly,” February 11, 1922, “Harry H. Belden has purchased 12 lots on Lorraine Boulevard between 2nd and 3rd Streets, and will erect residences on each lot costing from $25,000 to $30,000 each.”

Shatto and Catalina Island From the Beldens, the property moved into the hands of an icon of early Los Angeles

real estate development history. Clara Shatto was a widow for many years when she purchased the Irving property in 1927. She and her husband, George Rufus Shatto, moved west to California during the 1880s land boom.

Among other things, George thought it would be a great idea to buy a worthless piece of land offshore. Purchased for between $150,000 and $200,000, Shatto briefly owned Santa Catalina Island. He developed the town of Avalon there.

Clara and George had one child, Walter, who sadly died eight months after birth. The ambitious George was killed at the age of 42 in a freight train accident in 1893.

Clara Shatto later donated 32 acres of land along Wilshire Blvd. to the city of Los Angeles. Today, that land is Lafayette Park. She is buried at Rosedale Cemetery in the large, private Shatto Mausoleum that is shaped like a pyramid.

Seventeen more owners Clara Shatto only lived at the Irving house a short time before selling it to Cyrus and Amelia Boon (1928-1930).

From them, the chain of title is: Charles and Sadie Andrews (1930-1937), Fred Andrews (April 1937 - June 1937), back to Charles and Sadie Andrews

Im (1992-1993), Kyung Mun and Ok Sun Kim (1993-1995), Jun Il Kang (1995-1996), Coast Federal Bank (1996), Richard Ahn and Erica Kim (1996-1999), Erica Kim (19992003), Caroline Labiner Moser and Dr. Franklin G. Moser.

Labiner-Moser Years Dr. Moser is the director of clinical and interventional neuroradiology at Cedars-Sinai, and his wife is an architect. She serves on the Park Mile Design Review Board, the Windsor

Square and Harvard Heights HPOZ Boards and the Greater Wilshire Neighborhood Council and Bel Air – Beverly Crest Neighborhood Council land use committees. She is a board member of the Windsor Square Association and of the Natural History Museum. Their two grown daughters graduated from Marlborough School and Cornell University.

In moving to 555 S. Irving, Caroline had to undo some of the inappropriate additions from years of different ownership. She did so with skill and taste.

It is wonderful to have this historic house back in the hands of people who intend to be there a long time, maybe as (Please turn to page 15)

Chicago meatpacker puts gut wagons on railroads What’s the origin of the saying “straight as a gut wagon?” asks John Murphy.

In the early days of slaughter houses, the entrails of eviscerated animals were piled in wagons and eventually taken elsewhere for processing. This horrible smelling, gory mess was never disposed of quickly enough for the butchers who were trying to carve the hanging carcasses and was always a bone of contention between these skilled workers and the wagon drivers. Until 1877, that is, when Chicago meatpacker Gustavus Franklin Swift put the gut wagons on rails, thereby assuring their timely, “straight,” and most welcome departure.
