The Las Colinas Association has reviewed a set of amendments now eligible for member consideration. Contained within this Voter’s Guide are detailed outlines of four proposed amendments to the Las Colinas Association’s governing documents. Each amendment is accompanied by a succinct explanation, detailing its purpose and potential impact.
As informed members of our community, your feedback, vote, and participation in this process are invaluable. Please carefully review each proposal, consider its implications,and exercise your right to vote.

SUPPLEMENTARY DECLARATION NO. 8
The owner of Las Colinas Commons (1525-1621 W. Walnut Hill Lane), West Walnut Hill, LLC, has requested membership consideration allowing event and fitness centers as permitted uses in addition to the existing office, warehousing, distribution, assembly, and other similar uses currently allowed at this location.
One of the three buildings located at Las Colinas Commons, 1621 W. Walnut Hill Lane, is a 14,684-square-foot building that previously served as the administrative offices for the YMCA is currently being considered for an event center. This building offers ample onsite parking, efficient entry and exit off W. Walnut Hill Lane, and convenient access to both President George Bush Turnpike (PGBT) and John W. Carpenter Freeway.
A Letter of Intent (LOI) has been discussed with Bella Luna events, who is believed to be a reputable event venue operator. The vision is for the building to become a leading event venue for the Las Colinas community, accommodating private occasions such as weddings, corporate meetings, graduations, and various other events.
West Walnut Hill, LLC is confident that the requested additional uses proposed for 1525-1621 W. Walnut Hill Lane aligns with the evolving demands of Las Colinas’ residents and corporations, reflecting a commitment to the area’s development and prosperity.

CCI IRVING V, LP (CCI) is the owner of properties located at 300, 350, and 400 E. Royal Lane, collectively known as the Dallas Communications Complex, located in Irving-Las Colinas.
These properties fall under the governance of Supplemental Declaration 26 and encompass a total of 346,462 square feet, designated for office, flex, and industrial purposes. Currently, CCI is seeking to modify the terms of SD 26 to facilitate the inclusion of an indoor event center, fitness establishment, or sports facility, with sports like pickleball, racquetball, and tennis, specifically at the 350 E. Royal Lane location.
CCI is actively engaged in endeavors to elevate the value they deliver to the community. Observing the influx of corporate relocations and expansion in Las Colinas, CCI presumes that their proposed modifications will fulfill emerging market demands. They believe that leveraging the capabilities of their existing infrastructure for additional uses can play a pivotal role in furthering the ongoing development and prosperity of Irving-Las Colinas.

The property owner of Las Colinas Village, Whitestone Las Colinas Village, LLC and its tenant, TCH Social (955 W John Carpenter Fwy #110), is seeking approval for a venue that combines a private club with a public restaurant, bar, and other entertainment uses.
Introduction
Emerging from its foundational roots in the Texas Card House, TCH Social is introducing a diversified entertainment proposition to the Las Colinas Association’s members. With a heritage that dates back to Austin in 2015, the proposed Las Colinas venue marries its historical emphasis on poker within a private club setting to a broader public appeal, encompassing a restaurant, bar, Simulated Golf, Darts, and provisions for private events and charitable functions.
Background
TCH’s journey began as a modest poker club, initially employing a team of fewer than 30. Today, it boasts six establishments spread across Texas, providing employment to over 500 individuals, some of whom have associations with renowned industry giants such as MGM and Caesars Entertainment.

Blazing Hospitality is purchasing approximately 10 acres from Citicorp Credit Services, Inc. USA. The tract of land is located at the southwest corner of La Villita Blvd. and Colwell Blvd. (6801 Colwell Blvd.).”
The land is currently undeveloped and is governed by Supplemental Declaration No. 163, which currently allows commercial, multi-family and related uses. The buyer proposes to amend Supplemental Declaration No. 163 by adding single-family detached residences as an allowed use.
The request would allow a maximum of 22 single-family lots/homes to be developed along with a private school which is already an approved for this tract of land. The proposed lots will range in size starting at a minimum 10,000 square feet with potential to expand over 17,000 square feet with high quality finish outs. The minimum home size will be set at 3,000 square feet for a one-story home and 3,500 square feet for a one-and-a-half to two-story home. Projected sales prices for the proposed homes are between $2.5 to $3 million.
The location will be attractive to a wide range of homebuyers ranging from corporate executives to empty nesters and even families that may attend the adjacent private school. Final design will be approved by the Las Colinas Association Architectural Control Committee.

Each property owner subject to the Las Colinas Declaration(s) is entitled to vote by proxy or in person. The number of votes a property owner may cast is determined by the value of that property established by the Dallas Central Appraisal District, as certified for the 2022 tax year.
A proxy is included in this official mailing package along with a self-addressed return envelope. The proxy must be signed and returned in order to be included in the vote. You can also submit your vote online at vote.associationvoting.com/lascolinas using the credentials included on the proxy.
Applicants for SD Amendments are members of the Las Colinas Association. The Voter’s Guide is their opportunity to share with you their reasons for requesting the amendment, a brief summary of the changes being proposed, and their conceptual ideas of what might occur should the amendment be passed.
