THE RITZ-CARLTON DALLAS, LAS COLINAS RESIDENCES –KOA PARTNERS, LLC
PROPOSED AMENDMENT TO SUPPLEMENTARY DECLARATION NO. 103
The owner of the 5.67-acre surface parking lot located at 900 Byron Nelson Way (also known as 701 Mills Lane), Irving, TX 75062, has requested membership consideration for amendments to SD 103. These amendments would align the property’s permitted uses, setbacks, height, parking, driveways, and signage with those recently approved unanimously by the City of Irving.
Koa Partners, a Las Colinas-based real estate community development firm, is collaborating with the current resort owner to purchase the surface parking lot behind Tom Thumb’s loading dock. The plan is to develop a luxury condominium property affiliated with the adjacent Ritz Carlton Dallas, Las Colinas Resort and Nelson Sports and Golf Club. This project aims to provide executive housing for the Las Colinas community while generating significant tax revenue for the City of Irving and Irving ISD, as well as assessment revenue for the Las Colinas Association, fostering the healthy growth of the area.
The proposal seeks to align with the City of Irving’s prior zoning approvals, expanding permitted uses to include multifamily condominium dwellings. These would complement the originally approved uses, which include surface and structured parking, full-service hotels, conference centers, sports and health facilities, offices, private clubs, restaurants, retail spaces, and single-family detached or attached homes.
The amendment would allow for a mixed-use development with a maximum height of 20 stories. Setbacks would be reduced to 10 feet from public roads (Leland Boulevard and Byron Nelson Way) and 8 feet from adjacent multifamily or non-residential properties, as well as between principal buildings. Building signage would remain subject to the standard approval process by the Las Colinas Architectural Control Committee.
