Trump Executive Order to Reverse Federal Agency ACA Policies

Two weeks before the healthcare insurance enrollment period for 2017 ends, President Trump decided not to wait for Congress "Repeal and Replace the ACA" bills that will be making their way through the Senate and the House of Representatives over the next several months. In his first day in office, he signed an executive order instructing federal agencies to decrease economic burden of any policies and regulations that impact the constituencies of the Affordable Care Act (ACA). Those constituencies include physicians, hospitals, other providers, insurance and drug companies and consumers. "Latinos are the consumers who will be impacted the most since they continue to have the highest rates of uninsured," commented Dr. Elena Rios, president and CEO of the National Hispanic Medical Association, and they should continue to apply for insurance at www.healthcare.gov until Jan. 31st. According to the Kaiser Family Foundation, after the ACA became law, between 2013 and 2015, the uninsured rate for Hispanics fell from 26 percent to 17 percent – a sharper decline than for any other group. Nationally, the total number of uninsured less than 65 years old fell from 41.1 million to 28.5 million, reducing the overall uninsured rate from 15 percent to a historic low of 10 percent over the period.

Interview with

Tami VandenBerg Well House by: Briana Herzog

W

ell House was established in 1977 with a mission to provide safe, affordable and barrier free housing to homeless citizens of Grand Rapids. For over 36 years, they have been devoted to taking people off the streets, changing their lives and fighting the stigmas that surround homelessness. By turning vacant houses into homes, unused land into gardens and believing that no citizen should be left out in the cold, Well House enriches the community by giving hope to the hopeless. We sat down with executive director Tami VandenBerg to talk about Well House, her plans for the future and why she is passionate about making a difference in her community. FarándulaMag: Tell us about Well house… about your organization and your mission. Tami: Well House has actually been around since the 1970s. It was started by a woman named Marian Clements and has remained fairly under the radar throughout the years. Marian had actually experienced homelessness herself; she also had struggles with mental health and depression. She discovered that founding the Well House, which is meant to help to take others off of the street and alleviate their struggles, was a way she found meaning herself. I started as a volunteer and board member over the years. In January 2013, I became the director. When I came on we had three houses and now we have expanded to thirteen; so, we are expanding quickly. All of our houses are located on the south-east side of Grand Rapids which is in a mile radius of our headquarters. We also have five or six vacant lots that we grow food on. Our mission is to provide safe, permanent, and affordable housing for people that have been living on the streets. Well House is not a shelter, although we started as a shelter years ago, we have evolved to be permanent shared housing. What we mean by permanent housing, for example, is like a house that you or I own has a certain agreement with the landlord or mortgage company will keep it going as long as the agreement is successful. FarándulaMag: Tell us about the programs you run. Also, how do people get involved with Well House? Tami: Our primary program is housing. We try to make that as barrier free as possible; it's a very simple application found on our website www.wellhousegr.org. You can go to the Salvation Army or come to the Well House headquarters to apply as well. We encourage people to fill out an application even if there are no vacancies at the moment because we go through applications first for placement. The rent is $275 a month for an individual whereas family units are available for $375. This is all inclusive so electric, gas, water, as well as some food from

14 FARANDULAMI.COM |FEBRUARY 2017

our farm is provided. Once people are here, everything is voluntary, but there are employment opportunities available for those who desire. The employment is funded by a grant through the W.K. Kellogg Foundation. We can hire any tenant interested; if hired it is 10 hours a week for $11 an hour to work on one of our farm lots or to fix up our rehab houses. We have found that most people who move off the streets leave others behind. There’s a lot of comradery among those on the streets so there’s a very therapeutic aspect to working on the houses and helping get others off the streets. Having a purpose and a sense of community is really what we have seen improves both physical and mental health. FarándulaMag: How long can you stay with Well House once you are a tenant? Tami:There is no limit. Initially, Well House started out as a shelter, but we found that once people were here a couple things happened. Some of the people just really liked it because of the sense of community or opportunities they had here. For other folks, the rent situation or previous personal issues made finding other housing impossible. In the end, we are here for our tenants, to meet them where they are at. Everyone has a basic month to month lease so they have the flexibility that they may stay or leave when they are ready. FarándulaMag: What are your goals for the next few years? What do you envision for the future of Well House? Tami: We’ve spent the last three to four years focusing on doing day-to-day work, getting people in and when someone decides to move on, filling the space quickly. We’ve been purchasing more houses, fixing them up, and bringing in more people off the streets. We have brought in Grand Valley State University as a third party for evaluation; they talk to our tenants, look at our model, and analyze what kind of impact we are making. What we have found through our own data and through Grand Valley is that the model is working very well. For every one person we are able to take in, we currently turn away three. Since I came on we have taken 134 people off of the streets and 90% of them have not returned to homelessness. This is an incredible statistic because we prioritize the people who are the least likely to get into other housing. We have a lot of folks who have struggled with mental health issues, addiction, past interactions with law enforcement or physical issues; anyone who may be excluded from another housing opportunity for those reasons we have prioritized. I attribute this success to our motto of housing first, then harm reduction, and meeting people where they are at. Look, we’ve

#PureMichigan all had our different challenges over the years, and we are not here to judge anybody. Our model is also very cost effective compared to some other responses to homelessness. Now that we know the need is there and that the model is working, we are looking to expand. We hope to get at least seven more houses in the next three years as well as more vacant lots for growing food. We are trying to do this so we can continue getting people off the streets. Recently, we did a 19 to 1 campaign; data from the census 2010 showed 19,000 vacant houses in Kent County and 1,000 people seeking shelter on any given night. So, 19 vacant homes per person living on the street. We are also trying to raise awareness since this is a major issue. There is a solution, and you can be a part of it. FarándulaMag: What inspired you to get involved in Well House, and what keeps you going? Tami: I am a human rights person, a humanitarian. I always tell people to find your niche, that one thing you would always be researching anyway; find whatever you’re passionate about and pursue it! For me, I just find it ludicrous that we have people living on the street in a country that is this wealthy and this smart. I just don’t understand it, and I refuse to accept it. What keeps me going is turning over those keys. That’s something that never, ever gets old. When we have someone come in, and we get to give them the keys to their place; after that, we get to see what happens. Incredible things start to happen after that, people start to heal. After looking at a lot of different ways I could make a difference, help people, or have an impact, I came to housing because without that you spend most of your time worrying. Without housing people’s time is spent thinking about how to stay alive, how to protect their things, how to eat, and the question of where will I sleep tonight? Once housing is in place you have a base, somewhere to keep your things. You have security of a lease so you know you cannot be told to pack up and leave without going through the legal process of eviction. The stress comes from systems that we are butting up against that are not necessarily trying to solve the problem. We have been a society that has “managed” homelessness for many years. You can put up some soup kitchens or offer shelter for the night, but that’s not a long term solution. Not that those things aren’t needed and helpful, but my passion is in a real, long-term and evidence-based solution to the problem. Data from our studies and those from around the country show that providing housing as a solution for homelessness is also the most cost-effective model. It seems so obvious that we have these vacant houses so why don’t we fix them up and use them to get homeless people off the streets? Let’s grow food on vacant lots; it makes so much sense. Why haven’t we done that before? There are those who say “well, they’re just going to destroy the houses” or “they’ll ruin the neighborhood.” Certainly things do get broken and somebody gets evicted every once in a blue moon, but they’re just human beings. They should be treated with respect and dignity and in turn, they will treat you and the property with respect. People are always beat down; when they go to places for help people first assume that they’re lazy or trying to abuse the system. What we work hard to do when people move in is to just value them as human beings. When you have high expectations from people they will almost always rise up to meet them!
