Support for Public Programs Fuel Our Mission

Kudos once again to the Boerne Public Library Foundation for their tireless work to support Boerne’s public library programs. Their recent Summer Soiree fundraiser was another great success. Events like these are so very important and an obvious testament to the value this community places on the wonderful services available to the public at our library. I especially want to thank the sponsors for their very generous support. The city’s Parks and Recreation department, along with several sponsors, once again held a record-setting adult/child fishing tournament Boerne City Lake. We had families from nineteen different Texas towns and cities. Of the 280 people registered, 154 youth hauled in 126 fish. I want all of the volunteers, staff and sponsors, who make this family event so much fun every year, to know how much they are appreciated. The young winners include Timothy Burford, Luke Moreno, James Case, Devon Pantoja, Luke Kleinpeter, Gavin Everett, Rebecca Spade, Serianna Plaza, and Benjamin Rochlitz. For those of you out there who frequent Boerne City Lake, you know how popular it is during the summer and especially holiday weekends. We recently worked with the county to add a cueing driveway on the park property to help prevent traffic backups on Upper Cibolo Creek Road. The new entrance, jointly designed and constructed by city and Kendall county crews, is approximately 150 feet further west along Upper Cibolo Creek Road from the old entrance. I also want to remind folks who do not live in the Boerne city limits that there is an entrance fee to this popular spot and season passes can also be purchased. More details are available at the entrance booth, online and at the Parks and Rec office in Boerne. Anyone with questions can call the office at 830-248-1548. The first draft of the Boerne Parks and Recreation Master plan is ready for public review and comment. It’s on the city’s website, so I encourage anyone that has an interest in Boerne’s growing park system and recreation programs to take a look and provide feedback. This is a community driven plan so we need to hear what people want in terms of park facili-

ties and amenities. Now, just a quick word on the city’s general master planning effort – we have had a lot of great focus group meetings with people sharing their thoughts and ideas about Boerne’s future. There are some additional public forums being planned, so stay tuned for the dates and locations. Let’s talk about Boerne’s new city hall project! Mayor pro tem Nina Woolard invited petition signers from 298 households to a town hall meeting which was held on Monday, June 19. The purpose was to hear concerns directly from those folks who signed the petition as to why they were concerned about financing the project using certificates of obligation. For clarification purposes, certificates of obligation are one of several funding alternatives, including revenue bonds, tax notes and general obligation bonds, that City Council has been considering for financing the project since we were not going to raise property taxes to pay down this debt. Two district 2 residents attended the town hall meeting. City Council is still gathering information to determine the best course of action on financing the project; still with the goal of not raising taxes. Since starting the city hall project two years ago, City Council has been very concerned with costs. One year ago we incurred additional costs, because council found it necessary to push the pause button and get community feedback with public forums and an ad hoc committee review. This move added about $50,000 to the overall project cost. We are now pausing again and incurring additional costs resulting from the delay and costs associated with holding an election in November. We are currently evaluating if a tax note option is more efficient and a cost saving alternative. I will keep you updated as more district town halls are conducted, and we will then choose the financing mechanism that makes the most fiscal sense.

The GVTC Foundation partners with New Braunfels Foodbank to fight hunger

The GVTC Foundation is contributing a total of $100,000 to help the New Braunfels Food Bank get off to a strong start. The Food Bank is targeting summer of 2017 to open its new branch location located at 1625 S. Sequin in New Braunfels. The approximately 30,000 square foot facility will serve as a hub to receive and distribute food to

local food banks, provide food to walk-in customers through a client-choice pantry, provide nutritional education and cooking instruction to families in need, and support hundreds of volunteers a week in service to the community. The GVTC Foundation contributed $50,000 to sponsor the New Braunfels Food

Bank’s fresh and perishables vehicle, which will be branded with the Foundation’s logo. This delivery truck will be directly responsible for providing, on a weekly basis, more than 405,000 pounds of much needed fruits, vegetables, meat, dairy and baked goods, to food pantries located in GVTC’s service area. “We’re very excited to be among the first philanthropic organizations to support the New Braunfels Food Bank facility.” Paula White, The GVTC Foundation, president said. “The GVTC Foundation has a long track record of helping Hill Country area food pantries. Through our investment in the New Braunfels Food Bank, we’ll be able to maximize the quantity and quality of food, to people who truly need it.” The Foundation will also donate $50,000 to sponsor a section of the client services area located near the lobby of the new facility. These funds go toward underwriting operational costs of the Food Bank. The Texas Economic Development Council (TEDC) has announced the recipients of its annual Economic Excellence Recognition program for 2016. The awards were presented at a special awards breakfast held Thursday, June 8, 2017, at the TEDC’s Mid-Year Conference. The Economic Excellence Recognition program provides recognition to economic development organizations that meet a desired threshold of professionalism. Recipients qualify for recognition based on training taken by their governing board as well as the economic development President/CEO and professional staff. Organizational effectiveness, certifications, and professional memberships and activities contribute to the standards for qualification. The Boerne Kendall County Economic Development Corporation (BKCEDC) is one of the thirty-three organizations that received the 2016 Economic Excellence Recognition. The City of Boerne plans to move forward with the proposed new City Hall. “The City has been working since the 2006 Master Plan was approved to build a new City Hall to meet current and future space needs. Our current facility is at capacity,” said Mayor Mike Schultz. “Our vision of the new City Hall size and design will be more consistent with other three story buildings in Boerne such as the Kendall County Courthouse or the privately owned City Center, formerly Benefit Planners,” he added. To develop the needs assessment for the project, City staff spent eight months working with an architectural design firm and the City Council. The proposed new City Hall will be built on the City Campus and approximately 45,000 square feet. A new City Hall will include the following services: • Boerne Utilities - electric, water, wastewater, natural gas and garbage customer services and billing; • Construction and Permitting - service counters and plan rooms for construction review, permitting, contractor meetings; • Public Works, Economic Development, Planning, Legal and Administration departments; City Council chambers and meeting rooms for city appointed commissions and committees; • Information Technology and Finance At a proposed cost of $20 million, the City says that no tax rate or utility rate increases are proposed to fund the new City Hall, but rather the debt is to be paid back using proceeds from the sale of the existing City Hall campus and facilities, General Fund and annual revenues from Utilities sales. The City Council halted progress on the project due to the submission of a petition protesting the planned financing of the project. However, with the rising costs of construction the City feels the need to proceed and has the option to place the financing of the project on the ballot this upcoming November 7th. According to Mayor Schultz, “Last May the proposed City Hall cost was $17 million, due to the delay of time and the increase in

constructions cost we are now at a price tag of $20 million. It is important to move forward sooner than later as construction costs are rising at a rate of 1.5 to 2 percent per month.” In an effort to better understand any opposition to the new City Hall, the City held a District 2 Town Hall Meeting on Monday, June 19th. Last summer, the Boerne City Council approved the Mayoral appointments to an Ad Hoc Committee to review the project and provide suggestions. Members of the committee were Christina Bergmann – Chairperson, David Spencer – District 1, Barbara Racinowski – District 2, Kerry Phillip – District 3, Ben Adam – District 4 and Cathy Spain – District 5. Their report was presented to City Council at the June 28, 2016 meeting. If City Council opts to move forward with an election, the ballot proposition would authorize the use of Certificates of Obligation to fund the new City Hall project. If the vote fails, the City will not be able to use this financing option for three years. However, financing could still be provided through tax notes or revenue bonds, or a combination thereof. The City of Boerne has received awards for good financial management for 29 years in a row and maintains solid bond ratings from Fitch and Moody’s rating agencies and is at only 18 percent of bonding capacity. The City currently maintains approximately $24 million in debt; however, they have the legal authority to issue up to $134 million in debt. The City Council reviews the City’s financial policies annually or as often as needed. They also receive quarterly updates on the Five-Year Capital Improvement Plan and make adjustments as necessary in accordance with all legal financing/ budgeting practices. Just off of Interstate 10 at Highway 46, tucked behind a chain restaurant on Upper Balcones Road, is a stone façade building with a sign for Alamo Title. But don’t be fooled by initial appearances, for they can be deceiving. Behind the double glass doors of this business is much more than a title company. In fact, it is actually a fee office of Allen & Associates L.L.P., a widely diversified law firm that offers over 50 years of collective experience in title examination, real estate, oil, gas and mineral law, and water and environmental law. At the helm is Randy Allen, a straight-shootin’ businessman whose background

is as diverse as the company he runs and who has grown his practice, founding success upon three principles: expertise, timeliness, and value. “There are three things that matter in business,” says Allen. “People want you to be competent— to know what you are doing. They want things done on time, and they want it done economically. If you do this, you’ll see the return business, the repeat customers.” With a firm that continues to thrive, it does indeed seem that Allen has discovered a recipe for success, one he transfers to his other businesses that fall under the Allen & Associates


umbrella. In addition to the law practice and title company, he also operates and manages Abstract & Title Resources Inc. (ATRI), a land services company, and Outright Bail Bonds, none of which would be possible without his outstanding employees. Growing the company from a modest law firm over two decades ago into what it is now, Allen maintains, is a resulting combination of those three core values and complete dedication to his work. “I didn’t inherit this company. My wife of 27 years, Kelly, and I grew this business and that’s something I’m proud of. In the beginning years it was just the two of us with her as my secretary,” recalls Allen. “Now, we employ 9 attorneys and 18 staff members. It wouldn’t have been possible if I didn’t love my job. Every day that I come to work, I’m happy to be here. ” A competitive spirit may also have something to do with it. As a former polo player and lifelong hunter, Allen displays a drive to be at the top of everything he does. While in college, he was recruited to play polo professionally, leading to a successful 10 year career that allowed him to travel across the United States. An injury would eventually force him off the field, but it would not keep him from another favorite sport—hunting. Walking through his office building, you get a sense of his fondness for the sport by the vast display of animal mounts on exhibit. And these aren’t just any mounts. His extraordinary collection boasts exotic game from all over the world, including a Cape Buffalo, a Moose from the Alaskan Peninsula, and one of his largest trophies—a Botswana South African Elephant. Standing at almost 14 feet, this impressive mount is featured in the firm’s boardroom along with a number of other fascinating conversation pieces. An adjoining room hosts Allen’s personal office where more of his prizes are showcased. In particular is an award-winning mount of the number one typical whitetail deer in the world for which Allen earned accolades, along with a feature article in Safari Club International magazine. “Hunting is my drug of choice,” says Allen. “I grew up hunting with my grandfathers and for me, it’s not about the kill; it’s about the adventure. To hunt a specific animal in often grueling conditions is not easy, but I see it as a personal, and physical, challenge that provides a great sense of accomplishment.” In addition to the numerous mounts displayed around the office are other interesting relics from Allen’s many expeditions. So much, in fact, that you might liken it to a minimuseum of sorts, adding further fascination with the surroundings at the law firm. Still, while it’s clear Allen has attained somewhat of a professional status pursuing his hobby, his expertise remains in land development and oil and gas. He is a third generation Allen family oil and gas professional, introduced to the business by his grandfather and father who worked in real estate and oil and gas, respectively. While attending law school at St. Mary’s University, he also received an M.B.A there from the Bill Greehey School of Business, and he obtained a degree in Real Estate and Urban Land Development continued on page 18

Professionally, Allen has exclusively been doing land and property title work now for 21 years continuously. “I like to say we are one-inch wide but a mile deep in what we know, and it’s all in property, title, oil, gas, minerals, rural land, ranches, and commercial and residential real estate. Our extensive experience, and being licensed to practice law in eleven states, provides valuable resources to buyers, sellers, and lenders,” explains Allen.

To that end, his company ATRI also proves to be a significant asset for clients. Specializing in land services, they provide services that include research in rural courthouses for oil and gas companies, assist in land leases for oil companies, and help oil companies toward getting property drilled. Led by a group of seasoned land experts, ATRI has grown to become one of the most adaptable and versatile firms in its industry. While Allen remains committed to developing his business enterprises, as

a longstanding member of the Boerne community he also vigorously supports its improvement in both the public and private sectors. He is a member of the Greater Boerne Chamber of Commerce as well as the Kendall County Economic Development Corporation. Getting into a routine is key for any successful health goal, but the dichotomy of that statement is that over time it can be ineffective at making progress. Getting outside and exercising is a great way to break that routine and smash through personal gains all while having fun. Exercising outdoors burns more calories than indoor workouts do. Most exercises done in gyms are in a coronal plane of motion, basically a forward and backward direction. Think squat, bicep curl, elliptical, treadmill, etc. Exercising outdoors typically involves movement in multiple planes of motion, which is extremely beneficial for the neural-musculoskeletal system. Have you noticed how running outside compared to running on a treadmill seems to go by faster? Outdoor activity comes with plenty of distractions that can help shift your focus away from the exhaustion we experience. It seems as if our brains perceive the time around us just a bit faster when outside. If you’re like me and can’t run longer than two minutes on a treadmill, then try running a few sprints or trails to conquer monotony.

Being outdoors primes our biology for activity. The combination of fresh air, sunlight and open space stimulates our brains to get ready for activity. Use Mother Nature to boost your mood and clear brain fog by getting outside. Being cooped up all day at a desk does very little for a healthy brain. Mental clarity can sharply decline if we don’t get out and do what we are meant to do, which is move. Since the beginning of time, civilizations have worked outside and it’s only the past handful of generations that we have been mostly indoors. Do yourself a favor by going for a walk or run outside and feel your mental clarity improve. Getting creative with your outdoor workouts can be lots of fun. Fun translates to better results, discipline and the release of feel good hormones such as dopamine and endorphins. As a Structural Chiropractor, I am concerned with spinal shifts that can contribute to a myriad symptoms or “Secondary Conditions” such as neck and back pain, headaches, etc. When we remove the obstructions in the neural system, we also find it essential to supplement our care with a strengthening plan, specific to the patient’s condition. GVTC Scores Big in Fundraiser for Charity

The GVTC Charitable Golf Classic once again generated record funds to help nonprofits and other causes in the Texas Hill Country and Gonzales areas. The May 9, 2017, event at the JW Marriot San Antonio Hill Country Resort raised $192,00.56, which is a 22 percent net increase over the previous year. More than 240 golfers from around the country participated in the event, with play taking place on both JW Marriott’s TPC golf courses. The GVTC Charitable Golf Classic is the primary fundraiser for The GVTC Foundation, which contributes thousands of dollars annually to local nonprofits that support health & human services, youth programs, volunteer emergency services, education, culture and select public charities. Since 2007, The GVTC Foundation has given more than $2.3 million in donations. In 2016, over $228,000 was donated to 74 organizations. The Foundation also awards the annual Ritchie T. Sorrells Scholarship for Leaders and the Ola Armstrong Scholarship, worth $20,000 each. GVTC employees also volunteer for numerous service projects to help local charities. “GVTC and The GVTC Foundation board of directors’ thank all of our wonderful sponsors for their participation in our 2017 Charitable Golf Classic,” Ritchie Sorrells, GVTC president & CEO, said. “The success of our fundraiser and positive impact it’s had in our community would not be possible without their commitment to our Foundation’s mission.”
