Eighteen years’ experience have earned Chigwell Construction a reputation for completing projects to time, to budget, to quality, and safely, with a further focus on the environmental impact of our activities. We adopt a friendly and collaborative approach to working with our clients which has generated a number of long-term partnerships and much repeat business. Our core activities are: • Planned refurbishment work including Decent Homes improvements, voids refurbishments and cyclical repairs. • Responsive repairs and day-to-day maintenance work including out-of-hours and emergency works.

We always strive to go that extra mile to exceed our clients’ expectations and this is evident not only in the KPI targets we achieve on all contracts but by the added value incentives we also deliver to clients and residents. A key factor in our success is undoubtedly the staff we employ and the only works which we choose to sub-contract are scaffolding and asbestos removal. We manage costs, safety and quality by having an in-depth knowledge of our team and their strengths, all staff being fully conversant with our policies and procedures. We currently have 188 employees including eight Gas Safe Engineers and nine NICEIC Electricians.

Strong rise in UK house prices in May As always, the property sector is awash with statistics. Currently, they indicate that the outlook for the housing market is extremely good. Halifax, part of Lloyds Banking Group and one of the UK’s largest mortgage lenders, have reported that UK house prices rose by 0.4% in May, the fourth consecutive monthly rise. In the three months March-May 2013, they have seen a 1.5% increase in property values. More positive news came from The Chancellor of the Exchequer, George Osborne, whose recent initiatives to boost the housing market through his, ‘New Buy’, ‘Help-to-Buy’ and ‘Funding for Lending Scheme’, appear to be paying off. According to the Markit/CIPS UK Construction Purchasing Managers’ Index (PMI), residential house building in the UK grew at its fastest pace for 26 months in May. This index rose to 50.8, its highest level since October 2012 and up from the 49.4 recorded in April. Any figure above 50 represents growth in the sector.
Meanwhile, the ONS’s Wealth and Asset Survey (2008-2010) asked 46,000 respondents to measure the value of their homes, together with any second/holiday homes and subtract any mortgages outstanding. Surprisingly, for those aged between 45 and 64 (the baby-boomers), 19% had amassed more than £1m in household wealth. In London this figure rose to 22% and in the remainder of the South East 28%. The London School of Economics has found that the over 55 year old, so-called ‘baby-boomers’, represent most of the UK’s 2.5m “millionaire households”, as they are the ones who have benefited most from rising house prices. Pensioners have accumulated property worth £770bn in England, Wales and Scotland and nearly 4.7m of those own their homes outright. These properties rose in value by £1.2bn in the past three months, according to Key Retirement Solutions, an advisory firm.
Recent research indicates that the number of mortgage products available has increased substantially since April 2012 – from 2,458 to 3,288. In addition, the number of 60% LTV (Loan to Value) products available has increased by 94%, from 285 to 553. Whilst 80% LTV products have increased by 48%. At the same time, many interest rates on fixed rate mortgages have decreased – more good news for property buyers.
And to finish – another statistic: the Council of Mortgage Lenders, say that, on the buy-to-let front, landlords were advanced £4.2bn, covering 33,500 mortgages in the first quarter of 2013. Even though half of this amount was for remortgaging, the sector continues to grow.
Another regular publisher of such figures is the aptly named Office for National Statistics (ONS). They report that, in the South East, the average house price in March 2013 was £293,000, whereas in the London area it was nearer to £400,000 and nationally (England) the figure was £235,000. All these prices reflect increases over the 12 month period to March 2013: South East 3.3%, London 7.6% and England 3.0%.

Protecting land for local residents Or, to put it another way, how to stop developers taking over and building on our common land... When summer eventually arrives (and as I prepare this article the wind is howling, the rain is lashing down so summer still seems a rather alien concept) then hopefully you will be able to visit the local park to enjoy yourself with family and friends. Whether it’s having a picnic, playing sports or walking the dog we can all spend hours in the great outdoors. But this is something that we cannot take for granted. At times it is necessary for local residents to take action to protect their ‘common areas’ such as fields or small greens in the immediate vicinity of their homes. If such land is being threatened with development urgent steps need to be taken to register the land under the Commons Act of 2006. If the land is registered then it will be protected and safe from future development. Registration depends upon being able to show that a significant number of local inhabitants have used the land, as of right, for lawful sports and pastimes for a period of at least 20 years. As you may imagine, this has been a popular tactic by residents of areas where small village greens have been used by them for many years. In a recent case however, the concept of what constitutes a ‘town or village green’ has been significantly extended. The case involved a beach at Newhaven. A breakwater had been installed as part of a port development and that had resulted in an area of sand building up. The issue raised was whether a tidal beach could be registered as a town or village green. The area of land in dispute, although tidal and covered by water for much of the day, had been used by local inhabitants for lawful sports and pastimes for at least 20 years. The local authority applied for it to be registered as a town or village green, but this was opposed by the owner of the land, the Port Authority. The Court of Appeal upheld the application and decided the beach should be protected. The Port Authority, needless to say, is aghast at the decision and the case is currently on its way to the Supreme Court for a final ruling.
You may think this is not particularly relevant in West Essex as we are hardly known for our tidal beaches. But the court decision has fairly far-reaching consequences. For example at the moment an application is being made to have the grey, graffiti-splattered concrete area under the Southbank centre classified as ‘community space’ to prevent it from being redeveloped for retail units, cafe and a new entrance to the cultural centre. To skateboarders this dingy area has become sacred territory with its concrete lumps and ramps which have been used continuously by skateboarders for 40 years. So if you believe your local community areas are at risk seek advice and you may be surprised at what you can achieve.
