Foreclosures fall 29 pe rcent in 2014

LOS ANGELES — A healthier U.S. housing market and economy helped to winnow foreclosures in 2014 to levels not seen since before the housing bust. The decline is the latest evidence of how foreclosur es have diminished in recent years from a national crisis to a largely market-specific concern. While foreclosures remain elevated in many populous metropolitan areas, such as New York, Philadelphia and San Diego, they have declined annually overall in recent years, and 2014 was no exception. The number of homes repossessed by banks fell

29 percent last year to the lowest level since 2006, a year before the subprime mortgage crisis erupted, according to data released Thursday by foreclosure listing firm RealtyTrac Inc. One reason for the drop: fewer homes entered the foreclosure process last year. Foreclosure starts tumbled 14 percent versus a year earlier to the lowest level since 2006, the firm said. “Foreclosures are no longer a threat to home values nationwide,” said Daren Blomquist, a vice president at RealtyTrac. fire at Jefferson’s restaurant shut down a portion of downtown Lawrence for about four hours Thursday after fire crews responded to flames and heavy smoke billowing from the building at 743 Massachusetts St. Thick smoke filled Jef-

ferson’s around 11 a.m. and poured out of the top of the building until about 1 p.m. The smoke was so heavy on Massachusetts Street that it blocked visibility in the 700 block. Liz Calloni, a server at nearby Bigg’s Barbecue, said the smoke was so dense that it “looked like clouds were coming out of the top of Jefferson’s.”

Dispatchers reported the fire was under control around 12:10 p.m. Jefferson’s owner Brandon Graham said the flames started at the top of the building, which is home to a storage area and a sealedoff room in which a murder took place in the 1950s. About 10 employees on

Topeka — Kansas Secretary of State Kris Kobach alerted lawmakers this week that he will again seek the power to prosecute voter fraud, and also is proposing two other voter bills. Meeting with the House Elections Committee on Wednesday, Kobach introduced two measures that were accepted without objection: straight-ticket party voting and making death the only excuse for withdrawing a candidate’s name from an election. Kobach first attempted to Kobach gain prosecutorial powers in 2013, but the effort failed at the end of the session when the House rejected Please see VOTING, page 2A
