The city’s finances are still healthy, but a new audit has found some areas of Lawrence’s financial performance are at new lows for the decade.

A new report by City Auditor Michael Eglinski found that the city’s financial position remains above area benchmarks in seven of the 11 categories that he measured.

But the report also notes that city revenues have had a hard time keeping up with growing city expenses in several catCITY egories.

The report measures totals for 2013, and it found two areas were at 10-year lows.

Topeka — Rep. Ray Merrick, of Stilwell, was reelected Monday to another term as speaker of the Kansas House, saying his plan for solving the state’s budget crisis will be to cut spending and not consider revisiting any of the recent tax cuts.

“As things progress we’ll see what happens, but I still think we spend too much,” Merrick told reporters after his election.

Although Brownback and some Republican leaders in the Senate have suggested they may be willing to revisit some of those tax cuts next year, possibly delaying those that are scheduled to be phased in over the next few years, Merrick said he is still not convinced that will be necessary.

“Surely in a government this size, there are efficiencies that can still be had,” he said.

Republicans also reelected two other top leaders in their caucus: Rep. Jene Vickrey, of Louisburg, as majority leader; and Rep. Peggy Mast, of Emporia, as speaker pro tem.

Meanwhile, Democrats named two Wyandotte County representatives for the top leadership posts in their caucus: Rep. Tom Burroughs as minority leader and Rep. Louis Ruiz as assistant minority leader.

Burroughs takes over from Rep. Paul Davis, of Lawrence, who stepped down this year in an unsuccessful campaign for governor. He won that post, 17-11, over Rep. Jim Ward, of Wichita.

City city owns — everything from cash to building to roads — against the amount of liabilities or expenses the city has in a given year. The city’s assets in 2013 grew at a rate of less than 2 percent, while other benchmark cities saw their assets grow at about 4 percent.

Eglinski said some of the decrease stems from a loss of federal grant money that has been coming through the federal stimulus program.

But Eglinski said the city’s books also show the general expenses increased by about $4.5 million.

“If expenses grow faster than taxes coming in, things will get tighter,” Eglinski said. l The amount of money the city has to make the annual payments on water and sewer bonds is growing smaller, and it hit a 10-year low in 2013. The city had $5.27 million in sewer and water debt payments to make in 2013 and had $7.06 million in net revenue to make those payments. That is far less of a cushion than the city had just a year earlier, when the city had $4.5 million in debt payments but had $8.6 million in revenue.

Eglinski said the underlying issue is that debt for water and sewer project has increased significantly over the last decade, but the city’s revenues have not kept pace. He said the 2013 numbers were exacerbated by a wet weather year, which reduced the

amount of water the city sold to customers.

City Manager David Corliss said his staff has been monitoring the numbers. He said the city has made a conscious decision to invest significant dollars in water and sewer infrastructure in an effort to head off problems down the road.

“We’re spending three times the amount of money on waterline replacement than we used to,” Corliss said. “That’s good for the community, but it does mean we’re spending more money.”

Corliss said he generally agrees with the findings of the latest audit.

“I think the conclusion is the results are mixed, and I would agree with that,” Corliss said.

He said he’s looking at several areas highlighted in the report, including a finding that the city’s inventory of vehicles and equipment is beginning to show its age and may need significant replacements in the future. Corliss said his staff currently is reviewing an internal assessment of the city’s vehicle and equipment inventory and expects equipment replacement costs will be a significant budget item during next summer’s budget process.

City commissioners will review Eglinski’s performance audit at their 6:35 p.m. meeting today.

March for Michael Brown a way to vent emotions, spread awareness

Kansas University students’ march through campus Monday night to protest the Ferguson decision was partly for others and partly for participants themselves.

“We’re not just going to sit by and be OK with the decision that the grand jury made,” said KU junior Asha Musau, a Black Student

Union member who helped organize the march.

She said the goal was to raise awareness of the problem and also to give black students who are angry about the decision a way “to get their emotions out.”

Monday’s march drew roughly 50 participants who walked from the Kansas Union through campus to the Burge Union, many with hands up and carrying small lights.

The march kicked off a week of other events planned in response to a Missouri grand jury’s decision not to indict a white police officer who shot and killed black teen Michael Brown.

Plans include: l A silent protest from 11:50 a.m. to 12:50 p.m. Tuesday outside Strong Hall.

Fire at pet services business causes $60,000 in damages

A fire that killed one dog at a pet services business Saturday was officially deemed to have been accidental, according to the Lawrence-Douglas County Fire Medical department. The blaze caused $60,000 in damages to the business.

In a press release, the department confirmed the fire at Christal K-9, 3115 W. Sixth St., was caused by an electrical malfunction of a box fan.

Everything from different light bulbs to tighter doors and windows is helping greenhouse gas emissions decline slightly in Lawrence, a new City Hall report finds.

But the latest numbers show the community still has a long way to go to meet its goal of reducing emissions by 80 percent by 2050.

“A lot of the areas we can improve in are still related to transportation emissions,” said Eileen Horn, the city/county sustainability coordinator. “It really causes us to ask how can we make it easier for people to not use their cars.”

CITY The report shows that 2012 COMMISSION greenhouse gas emissions in Lawrence had dropped about 2.8 percent from 2005 totals. The per capita amount of greenhouse gas emissions fared even better, dropping to 14.16 tons of emissions per capita, compared with 15.44 in 2005. That’s below the national average of about 19 tons per person.

Horn said the reduction in emissions primarily is coming from a reduction in electricity usage and less trash going to the landfill. That’s been driven by switching to Please see REPORT, page 4A

“That is the hard part about this report,” Horn said. “We need to not just flatten the curve, but really start bending it downward.”

Getting to an 80 percent reduction, however, likely will involve several factors that are out of the city’s control. Horn said a technological breakthrough that makes alternative fueled vehicles more prevalent would go a long way in reducing the number. Convincing Westar Energy, the largest utility in the area, to use more alternative fuels also would help, she said.

But she said there are some areas the city can

control more directly. Reducing water usage may be a new area the city wants to concentrate on, Horn said. The city’s two water treatment plants are high users of energy. If water usage in the city declines, that would allow the city to cut down on electric usage at those plants.

Horn said she’ll also urge city commissioners to continue to place a high emphasis on building streets and neighborhoods with pedestrian and bicycle travel in mind.

City commissioners will review the report at their 6:35 p.m. meeting on Tuesday.

Judge allows publication of ‘In Cold Blood’ files His decision comes in a lawsuit by the Kansas attorney general’s office against Ronald Nye of Oklahoma City.

The judge ruled Nye’s First Amendment rights to publish his father’s files outweigh the government’s interest in maintaining the confidentiality of its investigative records.

Nye’s father investigated the killing of the Clutter family and kept records at home. Richard Hickock and Perry Smith were executed for the killings in 1965.

Man sentenced to 31 months for robbery

A 25-year-old Leavenworth man was sentenced Monday to 31 months in prison for his involvement with an August home-invasion robbery in south Lawrence.

Originally charged with aggravated robbery and being a felon in possession of a firearm, Darnell Warfield Jr. pleaded no contest in October to attempted robbery in a plea deal after he and co-defendants Amber Baker, 24, of Lawrence, and Darvon Thomas, 18, of Leavenworth, robbed a home in the 3000 block of Havrone Way, according to court documents.

Victims told police that Warfield, Baker and Thomas went to the home to purchase marijuana before pulling guns on the home’s occupants, robbing them of an undisclosed amount of money and drugs, Lawrence Police Department spokesman Sgt. Trent McKinley said in August.

After the robbery, the three fled toward Leavenworth but were stopped in Leavenworth County and taken into custody, McKinley said. Officers recovered marijuana and two handguns from the vehicle, he said.

The victims were not arrested for any drug-related

crimes in connection with the incident, McKinley said.

Warfield’s sentence of about two and a half years in prison is the highest possible for his attempted robbery conviction, according to Kansas sentencing guidelines for his criminal history. Warfield has 15 prior convictions “ranging from traffic to person felonies,” Douglas County District Judge Sally Pokorny said.

Warfield told Pokorny Monday that he was sorry for the role he played in the crime.

“I was in the wrong place at the wrong time,” Warfield said. “I want to say my apologies to the court.”

At Warfield’s request, Pokorny also lifted a nocontact order between Warfield and Thomas, who Warfield said was his cousin. Warfield asked for the order to be lifted Monday so he could attend classes in jail.

Thomas, who pleaded no contest to robbery in October in connection with the same incident, will be sentenced Dec. 15. Baker, who pleaded no contest in November to aggravated robbery, will be sentenced Dec. 29.

Parking ploy City commissioners should reject a new parking plan for a proposed apartment building near KU.

I

n its continuing effort to circumvent reasonable parking requirements for an apartment building it hopes to build near the Kansas University campus, HERE, LLC has come up with a plan that is both unworkable and unenforceable.

Rejecting this proposal should be an easy decision for Lawrence city commissioners who are scheduled to consider the matter at tonight’s meeting.

Commissioners initially approved plans for the project in the 1100 block of Indiana that included a garage that would provide parking for 577 vehicles.

That number seemed barely sufficient to handle the demand for a project that included 624 bedrooms.

However, to reduce construction costs, HERE came back to the city asking it to reduce the parking available in the garage by 100 spaces. Commissioners didn’t accept that reduction, so HERE went back to the drawing board to come up with another way around the parking requirement.

Now, HERE is going back to the commission with the same request to cut 100 parking places, but with a 10-year draft agreement it says it has reached with KU to allow residents of the apartment complex to use KU parking. Any KU student or faculty member can buy a KU parking permit. The only special step KU is agreeing to is to verify which HERE tenants have purchased permits. For its part, HERE would require all tenants to declare whether they have cars that need to be parked. Those tenants then would have to purchase a permit to park in the apartment garage or purchase a KU permit and sign a release authorizing KU to confirm that purchase to HERE. This, according to HERE, should allay all concerns about its apartment residents using already crowded on-street parking in nearby neighborhoods, but that simply isn’t the case. First, this scheme will be almost impossible to enforce. How can HERE possibly keep track of every car driven by a resident of its apartment complex? Even if HERE has information about cars owned by the person who signed the lease, what about other residents or their guests? Even people who purchase KU parking permits aren’t required to park in KU lots if they prefer to park on a neighborhood street.

The two lots specifically highlighted in the agreement with KU are the lot just east of Memorial Stadium and the parking garage just north of the Kansas Union.

KU’s parking website notes that “Students have to be on a waiting list before they can get the garage permit, which is $240.” That appears to mean that such permits might not even be available for all apartment residents. Parking in the Memorial Stadium lot obviously won’t be available on home football game days and during other special university events.

Where will those people park then?

Amazingly, the city staff nonetheless is recommending acceptance of this plan even though it acknowledges the enforcement problems and the potential that KU might change its parking configuration in a way that makes the plan unworkable.

The staff also notes that approval of this project shouldn’t be construed as a precedent for other developments “that do not share the specific facts of this project.” Does the city really think other developers with similar projects won’t want a similar deal?

Give the HERE people points for creativity, but this “agreement” with KU does nothing to address neighborhood parking concerns. Commissioners should have the courage to stand by the original parking requirements for this project.

Grassroots effort helps Afghan women At a time when most foreign news is unremittingly grim, I have a good-news story to tell — about the first women-only restaurant in western Afghanistan, called the Scranton Restaurant.

That name reflects the fact that the restaurant is a joint project of a noted woman activist in Herat, Afghanistan, and her counterparts in Scranton, Pa., who raised $20,000 to get the restaurant started. The Scranton Restaurant is a rare place where Afghan women, young and old, can socialize outside their homes in safety.

This project reminds us that those who care about the rights of Afghan women need to be vigilant as U.S. troops exit. Many cynics assume there is no way to help Afghan women retain the gains they’ve made, since the Taliban are making inroads. That’s untrue.

There are courageous Afghan women who will fight to keep those gains, as they have in Herat, especially if Western governments and citizens continue to help.

The Scranton Restaurant was the brainchild of Suraya Pakzad, who heads the Voice of Women Organization, which runs five shelters for battered or abused women in western Afghanistan. I have visited one of her shelters in Herat, near the Iranian border, and met her gutsy staff and the grateful women who have found protection inside its walls. It takes courage to run such a shelter, where the families of abused women may try to snatch them, or may threaten staff. Pakzad and her family have been threatened.

But she has continued her work, with her husband’s support. She conceived of the restaurant, she told me by phone, as “one way to create jobs for the women in the shelter, who could come to the restaurant and learn skills.” She obtained land from the city, and had help from the Finnish government in building a structure, but needed funds to equip, and start up the operation.

Enter the women of Scranton. Lawyer Judith Price was “enraged” when she saw a 2012 video of the Taliban executing a young Afghan woman. “I felt that we who are educated and empowered have to support those women,” Price told me. She contacted Sondra Myers, a senior fellow at Scranton University, who, along with Sen. Bob Casey, D-Pa., has a strong interest in Afghan women; both knew Pakzad, who had visited Pennsylvania and had won a State Department award. They made

the Afghan connection, and Price organized two benefits that raised nearly $20,000 for the restaurant start-up.

Voila! The women of Herat had a place to meet.

What’s so important about this restaurant, says Pakzad, is that it gives young and old women a place to hold meetings, parties or other social gatherings. Women students can sip coffee between classes, safe from male harassment. (Men are banned, except for a small window where they can order takeout.)

The girls’ mothers usually come to check the place out, but word has spread that it is safe and reputable. And the women from the shelter are now doing catering jobs out of the restaurant premises. Women from other cities are asking Pakzad if she can help them set up female-only restaurants in their towns, and she hopes to start a second one soon.

Pakzad worries about the future of Afghan women when NATO troops leave, although she is pleased that President Obama has delayed the exit of the last few thousand American troops.

“This gave me hope,” she says. “We also had more hope,” she says, when the new Afghan president, Ashraf Ghani, gave approval for a small U.S. advisory force to stay on, something the previous president, Hamid Karzai, refused to do.

But Pakzad worries that Afghan government efforts to hold peace talks with the Taliban may sell out women. The international aid group Oxfam just issued a report that details how Af-

ghan women have been systematically excluded from Afghan government efforts to start such talks. “This was our concern from the beginning,” Pakzad says, “that women were not included.”

The Afghan Higher Peace Council has 61 male members, but only nine females, who have been marginalized. “We should be at the table to see that they don’t compromise women’s rights,” Pakzad says.

To strengthen women’s voices, Pakzad wants to start a leadership training institute for women. Many Afghan women have extensive organizing experience, she says, but have never earned degrees and so can’t rise up in government positions. She’d like to see older women get credit for five to seven years of experience and be able to graduate in two years.

USAID, the State Department’s aid organization, has just launched a five-year, $216 million program to focus on the education and training of Afghan women.

A women’s leadership institute would seem to fit right into that program.

Such continuing U.S. government aid to Afghan women will be vital. But it is women activists like those in Scranton who can keep the government’s attention focused on Afghan women when other crises devour U.S. attention; they can also establish links to help Afghan women directly. The Scranton Restaurant is a potent symbol of the difference such grassroots efforts can make.

Bad idea To the editor: We note with much dismay the report that developers of the proposed luxury apartment and retail complex near 11th and Mississippi are again requesting reduction of parking by 100 cars from the current city requirements. Even more, we are dismayed by the report that this variance was approved by the city planning department.

The argument put forth by the developers that many prospective tenants would not have cars is not viable. It is not rare for people with enough money to live in such a complex to have more than one car, and many would have a live-in partner also with a car.

The proposed “deal” with KU to make available parking in some KU lots is no solution. Parking permits give permission to SEARCH for a space, not a guarantee of finding one. Anyone with a current permit can attest to this problem. In addition, lots near the stadium are restricted on days of KU home football games and some other events. All of this wouldn’t affect parking in already overcrowded Oread neighborhood? Dream on.

The bottom line is that how much money the developers can squeeze out of this project should be of no concern to the local residents or to the city.

One can be certain that the developers knew long ago of the parking requirements and should recognize that ex-

pense as part of the deal the same as local developers have done.

City commissioners, we implore you to say “No” to this truly bad idea. The citizens of Lawrence will thank you for your courage.

The department also has launched a broad investigation into the Ferguson Police Department.

Obama is proposing a three-year, $263 million spending package to increase use of body-worn cameras, expand training for law enforcement and add more resources for police department reform. The package includes $75 million to help pay for 50,000 of the small, lapel-mounted cameras to record police on the job, with state and local governments paying half the cost. Brown’s family wants to see every police officer working the streets wearing a body camera.

Free speech probed in Facebook court case Washington — In its first case testing the limits of free speech on social media, the Supreme Court showed little interest Monday in extending new protections to people who post messages threatening to kill or hurt others.

The justices sharply questioned the lawyer for a Pennsylvania man who was sent to prison for posting on Facebook about killing his ex-wife and cutting the throat of an FBI agent who investigated the threat.

Citing the First Amendment, attorney John Elwood said prosecutors should have been required to prove that the messages were not only perceived as threatening but that his client, Anthony Elonis, intended to scare and intimidate the individuals.

None of the justices appeared to agree.

“How does one prove what’s in somebody else’s mind?” asked Justice Ruth Bader Ginsburg.

Washington — President Barack Obama said Monday he wants to ensure the U.S. isn’t building a “militarized culture” within police departments, while maintaining federal programs that provide the type of military-style equipment that were used to dispel racially charged protests in Ferguson, Mo. Instead, the president is asking Congress for funding to buy 50,000 body cameras to record events like the shooting death of an unarmed 18-year-old Michael Brown and look for ways to build trust and confidence between police and minority communities nationwide. Know the risk factors for aortic aneurysm

If you are a man age 65 to 75 and have ever smoked, talk with your doctor about abdominal aortic aneurysm (AAA).

If aneurysms grow large enough to burst (break open), they can cause dangerous, potentially fatal bleeding inside the body. If an AAA is found early, it can often be treated to stop it from bursting.

5 steps to tackling the health insurance marketplace

There are about two and a half months between now and the Feb. 15 deadline for anyone to find health care coverage under the Affordable Care Act. Over 1 million Americans in the first week submitted applications for coverage in the 35 states that use the HealthCare.gov platform. Last year, when the site experienced much dysfunction, only 520,000 people completed applications

in the first month and a half, according to the U.S. Department of Heath and Human Services.

If you’re someone who still needs to find a plan, fear not. Plenty of time remains and users are reporting a smoother experience with HealthCare.gov this time around.

Here are five steps to take to get through it all, recommended by Jordan Rickabaugh, the eastern Kansas navigator coordinator for the Kansas Association for the Medically Under-

served: 1. Check out the website The first step is to do some snooping. Head over to HealthCare. gov or InsureKS.org, a website to educate Kansans on the marketplace, and get a feel for what’s out there.

Search around for what plans sound right for you. Among the search filters are cost, companies and certain health conditions that need to be focused on.

And you can find out if you may be eligible for tax credits based

on your income and household size.

2. Evaluate the plan your employer is offering Whether your employer — or the employer of your spouse or parent — is offering affordable health insurance will impact your tax credit eligibility.

If you’re unsure about your employer’s plan, Rickabaugh suggests meeting with your human resources representative to go over a form called the Employer Coverage Tool, which can be found at

HealthCare.gov.

If your employer is offering a plan that is considered affordable (it covers at least 60 percent of health costs) then tax credits are a no-go.

“That’s a great way to assess the coverage that’s offered to them through their job to see whether or not that meets the (tax credit) standards, and that will give them information on what their next step would be,” Rickabaugh said.

In confusing relationship, forgiveness is hard but needed Dear Dr. Wes and Kyra: I’m an 18-year-old girl.

Two years ago, I had a guy best friend. One night we were at a party and there was some drinking and we had sex. I guess I had more feelings for him than I realized because the following week I started texting him a lot and wanting to spend time together and he just ignored me. It ruined our friendship, and I haven’t talked to him since. The other day he messaged me.

I find myself wondering if I should forgive him and make peace.

Kyra: You can deal with this situation one of two ways: Ignore his message and continue the silence

maintained over the last couple years, or respond to his text and forgive him.

The first option is easier than the second, and perhaps the one this guy is expecting. There’s nothing wrong with ignoring him.

You don’t owe him anything, and even if he feels a twinge of guilt now, it does not mean you have to run to him open-armed and alleviate it.

However, while the first track is perfectly acceptable, your letter leads me to believe that the second appeals more to you, even though it’s more difficult. Forgiveness, especially when undeserved, helps both parties feel better by releasing pent-

That being said, forgiveness in this case should take the form of a kindly worded response or a brief, friendly in-person exchange. Not much more.

If you’re looking for that best friend relationship you had with this guy two years ago, I’m betting it won’t happen for a couple of reasons. Outside of a romantic relationship, friendship with a previous intimate partner is close to impossible.

After two years, he’s probably not the same guy you hung out with.

Think about how much you’ve changed since 16.

Chances are, he has, too.

That doesn’t mean you should try again because you’re “older and wiser.”

It means you can both use the knowledge and experience gained since the night of that party to end the relationship responsibly.

Wes: Over the years I’ve worked with hundreds of clients who were the victims of all kinds of injustice. While infidelity was the most common, lowconsent sex was a close second. Nearly all of those incidents involved alcohol, a surprising number occurred between friends and most were, just as you describe, very confusing.

There are a couple of issues here. The first is whether an injustice occurred. You both drank and unwisely had sex.

What is AAA? The aorta is your body’s main artery. An artery is a tube that carries blood away from your heart. The aorta carries blood from your heart to your pelvis, abdomen and legs.

If the wall of an artery is weak, the artery can swell like a balloon. This balloon-like swelling is called an aneurysm. AAA occurs in the part of the aorta running through the abdomen.

Are you at risk for AAA? The risk of AAA increases as you get older, and it’s more likely to happen in people between the ages of 60 and 80. Men are much more likely than women to have an AAA. You are eight times more likely to develop an aneurysm if you currently smoke or have smoked in the past.

Other risk factors for AAA include: l High blood pressure l High cholesterol l Being overweight or obese l Emphysema l Family history of aortic aneurysm or heart disease How do you know if you have AAA? There are usually no symptoms of AAA. Blood vessels can swell up slowly over time.

That’s why it’s important to talk with your doctor about AAA to see if you are at risk.

If you have an aneurysm that starts to tear and cause bleeding, this is a medical emergency and you will need surgery right away.

Researchers say too many infants still sleep with unsafe bedding Washington (ap) — Too many U.S. infants sleep with blankets, pillows or other unsafe bedding that may lead to suffocation or sudden infant death syndrome (SIDS), despite guidelines recommending against the practice. That’s according to researchers who say 17 years of national data show parents need to be better informed.

The study Researchers from the National Institutes of Health and federal Centers for Disease Control and Prevention analyzed annual telephone surveys involving a total of nearly 20,000 parents. Almost 7 out of 8 used blankets or other soft bedding for their infants in 1993. That dropped sharply over the years, but by 2010, more

than half still were doing so. The practice was most common among young mothers, blacks and Hispanics. The study was published Monday in the journal Pediatrics.

The issue Accidental suffocation in bed, though uncommon, is the leading cause of injury-related deaths in infants. The

rate doubled from 2000 to 2010, when about 640 infants died from accidental sleep-related suffocation, government data show. While SIDS deaths have declined in recent years, they still numbered about 2,000 in 2010. For more than a decade, the American Academy of Pediatrics, the NIH and safety experts have warned par-

ents against using soft bedding in infants’ cribs, either over or under the baby. That includes blankets, quilts, soft crib bumpers, pillows and soft toys.

That doesn’t mean letting babies freeze; safe sleepwear is advised, including one-piece sleepers, as is keeping the room at a comfortable temperature.

New FDA regulations will require eateries to display calorie counts Washington (ap) — Diners will soon know how many calories are in that bacon cheeseburger at a chain restaurant, the pasta salad in the supermarket salad bar and even that buttery tub of popcorn at the movie theater.

The Food and Drug Administration announced long-delayed calorie labeling rules on Nov. 25 requiring establishments that sell prepared foods and have 20 or more locations to post the calorie content of food and beverages on their menus, menu boards and displays. Companies have until a year from now to comply. “Americans eat and drink about one-third of their calories away from home, and people today expect clear information about the products they consume,� FDA Commissioner Margaret Hamburg said.

Get your blood pressure checked. If your blood pressure is high, you can take steps to lower it.

Getting active, watching your weight and eating less sodium can help you control your blood pressure.

Get active. Aim for a minimum of 2 hours and 30 minutes of physical activity every week.

Get your cholesterol checked. If you have high cholesterol, start by adopting a heart-healthy eating plan. This means eating foods low in saturated fat, trans fat and cholesterol.

Always follow your doctor’s recommendations for medications and other lifestyle changes to help lower cholesterol.

Talk with your doctor about your risk for AAA. It’s the fact that your friend rejected you romantically afterwards. For me, that doesn’t constitute an offense on his part, just standard-issue bad teen relationship communication.

The second issue is whether you should forgive him, and if so, what for. Your letter suggests your friend is primarily guilty of being insensitive in the aftermath of the sexual encounter. However, from his perspective you offered a relationship he hadn’t agreed to and became upset with him when he didn’t want to go there.

By failing to resolve the dispute when it happened, neither of you did a great job of being friends.

Conflict, hurt and misunderstanding happen in any friendship, especially when people could also be viable dating partners. In your case, I think forgiveness and reconciliation are overdue, along with some clarification of the boundaries and why violating them turned out so badly.

Working toward forgiveness is important in moving past any injustice. It may take many years if the injustice is grave, but ultimately forgiveness means letting go of the pain and sadness associated with the relationship. We tend to think of that as releasing the offend-

Crosby remains the most popular recording artist of all time.

His “Road” movies with Bob Hope were the most successful Hollywood franchise until James Bond arrived, and Crosby’s show all but launched the CBS radio network. ‘‘Rediscovered” does not shy away from tales of domestic violence and Crosby’s failures as a father. It also accentuates his generosity to troubled peers, notably Judy Garland and Rosemary Clooney.

So why has Crosby been largely overlooked since his death in 1977? Unlike Frank Sinatra and Tony Bennett, Crosby did not live long enough to appeal to a younger generation as they discovered the American songbook. Furthermore, they probably associated Crosby with his TV holiday specials.

Showcasing the limited talents of Crosby’s second brood of children, these efforts — but for a memorable duet with David Bowie — were decidedly second-rate affairs. Crosby clearly succeeded in a fourth medium, but television may have been his reputation’s undoing.

Dear Annie: Five years ago, my husband’s best friend, “Cary,” was in financial trouble and asked my husband for a loan, which he sent.

The final weekend in the Big 12 will illustrate both the risk and reward that come with the league’s decision to do away with its title game.

The lack of a championship game might not always work out for the Big 12 in the playoff era.

This year, it could help push Baylor and TCU into the final four.

While the rest of the nation’s top playoff contenders face title-game showdowns — or elimination games, depending on how they play — the Big 12 wraps up its regular season with three games that are part of its round-robin schedule with 10 teams.

No. 5 Baylor (10-1, 7-1 Big 12), which was 7th in last week’s playoff standings, will get one more chance to boost its resume when it hosts No. 9 Kansas State (9-2, 7-1) on Saturday. No. 4 TCU (10-1, 7-1) entertains woeful Iowa State (2-9, 0-8), while No. 18 Oklahoma (8-3, 5-3) and Oklahoma State (5-6, 3-5) tangle in Norman.

“I think the fact of the matter is there will be some years, like this one, where we feel just great about where we are. And there will be other years where we’ll say ‘Gee, we wish we had one more game to play because we might be able to differentiate ourselves,’” Big 12 Commissioner Bob Bowlsby said.

The Big 12 hasn’t had a team compete in the national title game since Texas lost to Alabama following the 2009 season. TCU and Baylor each appear to have shots at ending that streak — partly because they don’t face the possibility of a rematch in a league title game.

The team ahead of the fifth-ranked Horned Frogs in last week’s playoff rankings, Mississippi State, lost at Ole Miss and finished the regular season with two losses.

Girls basketball team returns four from varsity rotation

Thanksgiving has passed, and for the athletes at Free State High, that means the winter sports season is set to begin.

Here is a look at what all of the Firebirds’ programs expect out of the upcoming year:

Boys basketball Many of the familiar faces of Free State’s boys basketball team who earned a trip to the state tournament in 2013 and filled up the starting lineup last year are gone.

Now the Firebirds will be led by senior forward Weston Hack and senior

guard Justin Narcomey.

They were in last year’s varsity rotation when Free State went 12-10 and lost in the sub-state title game and will be asked to lead the team on both ends of the floor.

But there are some benefits to all of these players filling bigger roles than before.

“Kids play well together, work hard, know they have to play together to be successful,” ninth-year coach Chuck Law said.

Caleb Sturgis’ third field goal, from 26 yards with 1:57 remaining, gave Miami (7-5) a comeback 16-13 victory over its archrival.

New York (2-10) rushed for 277 yards on 49 carries, but made enough key errors in the second half to lose. The Dolphins remained a factor in the wild-card race thanks to rookie Jarvis Landry’s eight receptions, Lamar Miller’s 4-yard TD run early in the fourth quarter, and plenty of defense when the Jets needed to pass.

New York threw only 13 times, fewest in the NFL this season, and gained 49 yards.

The usually reliable Nick Folk missed two field goals.

Chiefs try to regroup Kansas City, Mo. (ap) — Two weeks ago, the Kansas City Chiefs were barreling toward the playoffs. They had won five straight games and become one of the hottest teams in the NFL. Now, their playoff hopes are suddenly in peril.

The Chiefs were routed 29-16 by the Denver Broncos on Sunday night. On the heels of a loss to previously winless Oakland, the defeat all but eliminated Kansas City (7-5) from contention in the AFC West, and makes its wild-card pursuit no sure thing down the stretch.

The Chiefs have trips to Arizona and Pittsburgh and home games against Oakland and San Diego, and it may take three wins in those four games to have any shot at the playoffs.

“I do know we have a high-character team and that they will work like crazy to get back and do better than this,” Chiefs coach Andy Reid said. “We’ve stalled the last two weeks, so we’ve got to get this thing turned around and get us straightened up.”

The biggest problem the past couple of weeks

have been painfully slow starts.

The Chiefs dug themselves a 14-0 hole early in the second quarter against the Raiders before falling, 24-20. Then against the Broncos, they went three-and-out on their first three possessions and allowed Peyton Manning and Co. to seize a 17-0 lead early in the second quarter.

Additionally, Havili was named the league’s freshman of the week and Soucie defensive player of the week after the Jayhawks locked up their runner-up league finish with a comeback victory Saturday over Oklahoma.

Kansas will host the first two rounds of the NCAA Tournament Friday and Saturday in Topeka.

KU will meet ArkansasLittle Rock at 6:30 p.m.

Oregon State and Creighton will meet at 4 p.m. Friday.

The Firebirds, ranked No. 10 in the preseason coaches poll, will start the year at home against Topeka High at 7 p.m. Friday.

Boys swimming After finishing third in the Sunflower League and fifth at state, Free State’s boys swimming and diving team hopes to make another jump forward this season.

The Firebirds bring back plenty of state experience, headlined by sophomore Jordan Portela, who won state titles in the 200 freestyle and 100 butterfly. Seniors Jack Ziegler, Nolan Stoppel, Josh Terrell, Cooper Schmiedeler, junior Ethan Kallenberger and sophomore diver Chad Bourdon all participated in last year’s state meet.

Wrestling After using a young lineup last season, fifthyear coach Mike Gillman is excited to see how far Free State’s wrestling team can go this year.

The Firebirds return junior Sam Skwarlo, who took fourth place in last year’s state tournament at 182 pounds. Skwarlo will miss the early part of the season with a Lisfranc fracture in his left foot, an injury he suffered during the first game of the football season.

They also bring in freshman Tate Steele, who enters this year as the topranked wrestler in the coaches poll at 106 pounds, and hope to get a boost from Shayne Morris. Steele won a USA Wrestling Preseason National Title at 106 pounds for ninth- and 10th-graders in October.

“We are full of juniors and sophomores that will do very well throughout the year,” Gillman said.

“The kids are hard workers and are team-oriented with a vision of taking as may wrestlers to state and are willing to help each other get there rather than worrying about individual accomplishments.”

The Firebirds begin the season at 5:30 p.m.

Gathers lifts Baylor Waco, Texas (ap) — Rico Gathers had a career-best 23 points and 13 rebounds in leading Baylor to a 75-49 win over Texas Southern, but he wasn’t entirely pleased with his 9-of-20 shooting.

“I really try to focus on my finishing,” Gathers said. “If I’m missing them, I can’t let that get in the way of what I do best, and that’s rebound. Do I stop rebounding because I miss a layup off an offensive rebound? No. I just keep going at it. It will eventually get in there.”

Lester Medford scored 13 and Taurean Prince had 11 points for Baylor (6-1), which is now 46-0 against teams from the Southwestern Athletic Conference.

Gathers also had a career-high four blocked shots.

Chris Thomas scored 15 and Madarious Gibbs scored 10 for Texas Southern (1-6).

Baylor led 41-22 at the break and opened the second half on a 15-3 run that included seven points from Gathers.

Medford contributed a 3 and a breakaway layup during the streak that left the Bears up 56-25 at the 16:36 mark.

Baylor held a 47-30 rebounding advantage, and the Bears had 22 offensive boards.

“With 22 offensive rebounds, you’ve got to score more than nine second-chance points,” Baylor coach Scott Drew said. “Gotta finish a lot better around the rim.”

Baylor took control of the game early. With the game tied at 4, backto-back 3s from Medford began a 14-2 run that also included a 3 and a layup

by Prince.

Texas Southern had baskets from Thomas and Deverell Biggs to pull within 18-10 with 12:03 to play, but that was as close as the Tigers could get.

Baylor closed the half on an 11-6 run capped by a three-point play by Gathers with 3.4 seconds left.

Tonnie Collier hit a long baseline jumper at the buzzer that the officials reviewed for several minutes before deciding that he got the shot off in time.

After trailing by as many as 31, Texas Southern cut the lead to 20 late in the game. Thomas scored five in a 12-2 run by the Tigers that left Baylor with a 62-42 lead with 8:19 remaining.

Baylor “kind of let up a little bit. It wasn’t anything that we did,” Texas Southern coach Mike Davis said. “They kind of relaxed a little bit. We made some baskets and they put (the starters) back in.

They came back and took it back up.”
