There have been cataclysmic changes in the Western political system. The United States, United Kingdom and Europe have been beset by recession and downturn in their economies. This has taken a toll on both their economies and political systems. After having brought about stability in the post World War II reconstruction in Europe, it is now facing internal domestic challenges and external threat perceptions. In Asia, the rise of both China and India seem promising and yet loom large for the rest of the states. India and China have shared old, cultural civilizations while eventually, having common
p ro b l e m s o f p o p u l a t i o n , illiteracy, underdevelopment, b u r d e n s o m e bureaucratisation and many social ills. Both seem to have emerged the stronger for it. They are now nuclear, military powers posing a challenge to the contemporary world. The complexities and paradoxes in the relations between India and China need to be mapped in order to understand the impact they could have on the European states. Redefining European security is imperative. The problem of the world situation encompasses the gradations in the state system and the variables therein. Therefore, it is a difficult proposition to see a Europe, that now needs to redeem its former status in the face of rising Asian states i.e. India and China. Both India and China have made a place for themselves in the world and proved themselves with a somewhat rapid trajectory. This may have come to present a real problem to “old Europe”. The aspirations of the rising states on the one hand, and the reinvention of European state systems on the other, with emphasis on security, makes this an all together an exciting challenge.

HAL: In Bangalore city, civic work is being carried out during the same time in at least 6 to 8 different places within 25 km circumference. For example, the underground water work on HAL road, the road construction work on Sharjapur road, and others are disturbing the traffic flow thereby making vehicles stranded for several minutes during rush hours. Besides, the metro work has already been a traffic bottleneck for several years. In the past few years, development works executed by civic agencies including BWSSB, BDA, BBMP and KPTCL at HSR Layout resulted in frequent traffic diversions and caused major inconvenience for us all. Many citizens will not forget this for years. BWSSB and their contractors always give excuses like rains hindering their work as well as sudden appearance of rocks in the alignment of the pipeline. There is no end to civic work in Bangalore. The next round of road work or digging will not be very far away in the s a m e a re a b e c a u s e o f substandard work,and bizarre planning carried out by the authorities. The idea of metro rail plummeted on grounds that the city traffic would be
eased. By the end of phase one metro work, when the trial runs were ready, the journalists from top media travelled round in metro and cried foul that these trains would no longer reduce the traffic. The second phase of metro work began though criticism beleaguered city planning. When there was fear and panic among public when the earthquake centered at Indonesia shook Bangalore itsy-bitsy for a brief moment it was sensational to see the metro services stopped for a while. Construction and city developments need a careful planning for several decades at least if not for a century. But most of them here call for successive developments as and when new governments plunge in. The BDA's intentions of implementing its own plans for Bangalore, overriding the BMRDA and ignoring expert committee recommendations and public sentiment infuriated the citizens. The current developmental work considering the expenditure with an element of forethought missing is clearly below the standard. However a plethora of developmental activity is in store for Bangalore on the pretext of making it a world class city.

RBI's Monetary Policy Futile Bangalore: Federation of Karnataka Chambers of commerce and industry (FKCCI) criticizes the RBI decision not to ooze funds into the struggling Indian economy and said defying widespread expectations the central bank had failed to cut lending rates nor could it bring up the Cash Reserve Ratio that would have greatly benefited the industry. J R Bangera, President, FKCCI expressed dismay over the RBI's mid-quarter
monetary policy saying that RBI neither cut the CRR nor the interest rates as was expected in view of India's declining industrial production. A downward revision of the rates would have helped boost up industrial production. In anticipation of normal monsoon, agricultural production is expected to grow thereby bringing down the double-digit food inflation in the coming months, he said.

Nurturing Talent to Cater the Global Needs The outsourcing boom has already begun to play a large role in India's growth process. But where do we go from here? Clearly, the growth paradigm of the developed world requires fuel of another kind – they need knowledge workers and skilled professionals. The developed world's requirement of skilled professionals is only going to increase with time. By 2020, the developed world will have a shortage of 40 million working people, says a report -India's New Opportunity – 2020 – brought out by the All India Management Association (AIMA), the Boston Consulting Group (BCG), the High Level Strategic Group and the CII. The developed world is already finding it difficult to find talent. A recent study undertaken by global HR consultancy Manpower Inc -- Talent Shortage Survey; 2007 Global Results – says 41% of employers worldwide are having difficulty filling positions due to lack of suitable talent available in their markets. Manpower shortages can cripple economic growth. It can escalate wage rates, thereby r e d u c i n g t h e competitiveness of these countries. For India, the workforce shortages in the developed world pose a huge opportunity. Despite the increase in jobs, educated unemployment in India is on the rise. By
2020, India is estimated to have surplus working population of 45-50 million people. With this surplus working population, it may appear that India has all it takes to bag the 'opportunity. However, the reality is far divorced from that. The manpower crunch in India is more serious than we think. The reason – while urban India has witnessed a stupendous growth in jobs, in much of India children still drop out from school, girls are still not sent to school and youngsters are forced to take up jobs instead of completing their graduation. Despite 60 years of independence, our system does not ensure 'education for all'. Out of the 200 million children in the age group of six to 14 years, 59 million children are not attending school in India. Even those who get educated are often not employable. Every year, 300,000 engineering g r a d u a t e s a n d approximately 2 million graduates pass out of colleges. But only 10-15% of graduates are suitable for employment in offshore IT and BPO industries. Nearly two-thirds of the 300,000 engineering graduates need to be reskilled, so that they can get jobs in the IT industry. If the education system does not transform itself, we may lose out to other BRIC economies, particularly China and Russia. In terms of sheer

numbers, the opportunity lost can be huge. Clearly, the existing education and training infrastructure in India cannot meet all the manpower needs. We need to begin from the primary schools in villages and cities, work with underprivileged children and encourage them to get educated. We need to change our education system and focus on joboriented courses. Education and vocational training need to be aligned with market demand. Therefore, while there is a big opportunity knocking at India's door, a concrete action plan is needed to convert it into reality. India needs a sharp focus on global talent development. This can be done by making education and vocational training

more market-driven. While India has s o m e n a t u r a l advantages – it has the world's largest English s p e a k i n g c o u n t r y. Countries like China are working overtime to cash in on the global labour crunch. A fifth of the Chinese population is learning English. British Prime Minister Gordon Brown has said that the total Englishspeaking population in China will outnumber the native speakers in the rest of the world in two decades. Therefore, there is a pressing need to act f a s t . Fro m a n outsourcing hub, India needs to transform itself into a repository of talent that can feed global demands for skilled workforce.

facilitating commuting to avoid traffic jam. But it has all the more become painful to drive on this bridge now with potholes getting worse giving vehicles a nasty jerk. The divider is not proper leading to accidents. The joints are seemingly weak leading to doubts that the quality check was not thorough.
Cops scrap one-way plan Dairy Circle: After three days of experimentation, the Bengaluru Traffic Police have concluded that the traffic bottleneck between Dairy Circle and Bannerghatta Road cannot be resolved by making B.G. Road into a one-way. The flaw in the experimental drive was that it was started during a weekend when the IT-BT companies located near Dairy Circle were closed and the real impact of the one-way norm could have been known only if it was examined over a week, said sources. Supported by maps, the traffic police had chalked up an elaborate plant to ease congestion on the busy Bannerghatta Road and oneways were implemented on Bannerghatta Road and EastEnd road on an experimental basis. Barricades were erected to make the road one-way, direction posters were put up
and traffic cops deployed to guide commuters. The drive, however, did not have the expected results. “It was a good initiative by partially making B.G. Road one way. The chaos that we witness every day at Dairy Circle could have been solved. But Bangalore Traffic Police went wrong in starting the drive on a Saturday when there are no bottle-necks on this stretch. One after the other all hospitals under the Medical Education Department would open generic drug store. ''This type of programme is first in the State to reach the medicines to the patients, directly from the manufacturers,” said the Medical Education Minister S A Ramdas. The stores would also offer 50 percent discount on MRP for branded drugs, police decided to revert back to two-way. They could have at least seen the result of one-way traffic till Monday evening. It was chaotic on Monday morning because not many were aware of the change. But if the drive could have continued for a few more days, it would have been good.
