Leeds College of Building - Annual Report 2011-2012
1
Introduction and Overview
During the last academic year (2011/12) we have had a number of significant successes: !
In March 2012 the College underwent a successful Health & Safety audit for OHSAS 18001. We have held this International Standard for over 10 years and see this as vital in both setting standards internally, as well as delivering courses to the industry throughout the UK.
!
Competitions are a major part of the College’s activities, allowing students to demonstrate their skills on a regional, national and international level:
1.1 Principal’s Report I am pleased to be able to report that, despite the very tough economic climate, Leeds College of Building has had another successful year. Construction companies are being very prudent with expenditure and it is therefore important that we continue to deliver high quality education and training at an affordable price. There is a glimmer that the Government realises that an injection of monies, to stimulate house building, could be significant to bring the economy out of recession.
Ian Billyard Principal
- Thirteen students achieved regional and five national awards. - One student won a Gold Medal at WorldSkills in London 2011 and we have a Roof Slating and Tiling student who is representing the UK at the World Championship of Young Roofers in Lucerne, Switzerland in November 2012. - Two students have been successful in gaining access to the Prince’s Trust NVQ3 Heritage Skills Apprenticeship against significant competition. - One student was crowned BBC Young Carpenter of the Year. !
The College has led a consortium of employers, Sector Skills Councils and colleges in developing three Higher Apprenticeships programmes at Level 5 in Construction Management, Civil Engineering and Building Services Engineering (BSE). These new qualifications will go ‘live’ in September 2012 and will be rolled out nationally in 2013. Thanks to the hundreds of companies that helped develop these new qualifications which offer an alternative to degree programmes.
In November 2011 the College hosted a visit from the Deputy Prime Minister, Nick Clegg, where he met employers and launched the ‘Youth Contract’; an initiative to get young people back into education and training. I would like to thank all of the employers and students who came to LCB in 2011/12. We would be very happy to discuss your education and training requirements through our Employer Engagement team who can be contacted on 0113 222 6003.

2.3 Meeting Demands and Requirements 2.3.1 Accommodation The College has continued to progress its plans in line with the Property Strategy and has identified a preferred location for its new build project. The aim is to rationalise the number of sites from six to two, retaining the main site at North Street and developing a new site within close proximity to the City Centre. The College has key design team members on board and the project will continue to develop throughout the course of 2012/13. Whilst continuing to realise the longer term plan, upgrading and refurbishment work has continued on the College’s buildings. The College received a grant from the Skills Funding Agency (SFA) to assist with some of the following work:
!
Installation of photovoltaic panels at North Street;
!
Continuation of programme of installation of auto sensor light
!
Refurbishment of classrooms;
!

Education and Construction Management Faculties. Key to the success of the department is the ongoing development of the Employer Engagement processes and liaison to support Apprenticeship delivery and work placement opportunities for full-time students. Apprenticeship Framework success rates show a decline, particularly in the 16-18 age range in overall and timely success rates, however a relatively high number of learners have been made redundant over the last four years with some frameworks covering this duration in what has clearly been a continuingly challenging economic climate. This has clearly hindered further success and has also caused a decline in Advanced Apprenticeships. Success has been optimised whenever possible with the work the WBL unit has undertaken to secure further employment with our existing employer base for any displaced apprentices that were made redundant. Despite extremely challenging market conditions there has been an expansion in some areas of Employer Engagement with recent key partnerships being developed during the later stages of

Other short courses were also undertaken in Sheet Lead Work where a total of 9 students undertook training in Sheet Lead Welding and Bossing. A total of 17 candidates undertook the Welding Competency Test for Pipe Welding. The Faculty have won a prison service contract, working closely with the Employer Engagement department; this is expected to increase the number of students and income generation within this area. Recruitment across renewable technologies has been extremely low this year, we are informed by the NSAET that expected changes to the Micro-generation Certification Scheme (MCS) are likely to have some future positive impact on student numbers.

This resulted in the donation of significant amounts of concessionary materials which supported and enriched the students learning. In addition, suppliers and manufacturers delivered seminars for students and supported the continuing professional development of the staff.
2.4.5 OSAT (On-Site Assessment and Training) The OSAT provision moved in to the HECM Faculty in 2011/12 and continued to offer a broad range of programmes covering 34 NVQ areas. An OSAT Manager was appointed in June 2012 and is supported by five full-time and nine part-time assessors. Five of the assessment team are also qualified as internal verifiers and all of the assessors and verifiers in the team up-skilled during the year to the new TAQA awards, covering assessor and where appropriate verifier roles. As well as the assessment of skilled workers OSAT also supported the Faculties across the College assessing students on frameworks including Plumbing, Electrical, Roofing, Carpentry and Joinery as well as Advanced Technical Apprenticeship Frameworks in Civil Engineering, Surveying, Building Services and Construction

3.2 International Links European House – Germany Part 1 of the British Council funded Comenius programme welcomed a party of 14 German students to the College in October 2011 where they presented their initial ideas on basement design, floor plans and construction materials for the ‘Traditional House Project’. Ten students from Leeds presented their proposals on the return visit to Essen in February 2012. Students from both colleges then participated in design workshop activities to determine an agreed ground and first floor plan based on the basement design. The international partnership with the College and Berufskolleg Ost der Stadt celebrated its 20th anniversary in 2012. Fourteen members of staff from Essen visited Leeds between 27th - 30th April for a
Evolve (online educational visits notification approval and database) Two successful enrichment visits were organised using the Leeds City Council Evolve system. Both trips ran smoothly, successfully linking the College to school providers with Wayne Chappelow (Assistant Faculty Director) as co-ordinator. After an extremely successful year the SILC (Special Inclusive Learning Centre) students enjoyed an enrichment visit to Barwick Crown Green Bowling Club. The club members enjoyed interacting with the students helping with coaching and serving refreshments. Furthermore two SILC students have progressed to post 16 full-time education in Painting and Decorating. New Vocational Areas Two new vocational areas were implemented in the Team

working closely with their tutor Wayne Richardson. The group liaised with the greenhouse company and designed the base. They successfully constructed the base demonstrating many groundwork skills. The greenhouse was later erected in the horticultural area of the school. The Lawnswood headmaster, Mr White, was delighted with the result and complemented the students and staff on their work. Five of the seven students progressed onto full-time courses at Leeds College of Building.
Collaborative Learning Manager (CLM) Leeds College of Building went live with CLM in September 2011 and has now run the software for a full academic year. All staff input key data on a daily basis, recording student attendance, undertaking student reviews and updating unit achievement. The system has worked well with excellent interaction between colleges and schools.
