Introduction and Overview
During the last academic year (2012/13) we have had a number of significant successes. ›
1.1 Principal’s Report The academic year 2012/13 has been challenging in many ways, reflecting the conditions in the industry. Construction companies are being prudent with expenditure and it is important, therefore, that we continue to deliver high quality education and training at an affordable price. In recent months, the economic outlook is beginning to look more positive. Recent announcements regarding shortages of quantity surveyors and some craft personnel support this. I just hope interest rates don’t go up too early and stifle the recovery!

In last year’s report I included the development of Advanced Technician Apprenticeships (Level 3) and Higher Apprenticeships (Level 5) with industry, Sector Skills Councils and Further Education. Apprenticeship frameworks were developed in: - Civil Engineering - Building Services Engineering - Facilities Management - Sustainable Built Environment This development moved into the ‘pilot phase’ with eight other colleges in England delivering the Apprenticeship frameworks.

The development of our new College site in the city centre, at the junction of Black Bull Street and Hunslet Lane, gained full planning consent in July. Construction will commence on site in January 2014 and the project is scheduled for completion in December 2014. Competitions are a major part of the College’s activities, allowing students to demonstrate their skills on the local, regional, national and international stage: - Regional “Matchfit” competitions – 4 winners - Regional Roofing competition – 1st, 2nd and 3rd places - Building and Engineering Services Association – 10 regional winners - National Finals of the Construction & Built Environment (Sustainability) Competition – 1st place - World Roofing Competition, Lucerne (Switzerland) – 4th place

2.3 Meeting Demands and Requirements 2.3.1 Accommodation The College has significantly progressed its plans on the new build project. Exchange of Contracts has taken place on land to the South of Leeds City Centre and planning approval has been received for an 8000m² purpose built facility where courses can be delivered in a modern attractive environment. Construction will commence on site in January 2014 and the project is scheduled for completion in December 2014. Whilst continuing to realise the longer term plan for the College of consolidating the number of sites in the City, maintenance and refurbishment work has continued on the College’s existing sites, some assistance from the SFA has been received in undertaking the following work: ›
Partial roof re-covering at North Street;

New internal doors;

Refurbishment of staircases at North Street;

Installation of panels to monitor energy;

New canopy screening to Byron Street entrance;

Installation of smoking shelters at North Street and Millwright Street;

2.4 Employer Engagement The Deputy Principal is pleased to report on some of the key activities with employers (although by no means an exhaustive list) which the College is proud to be involved with:
Health & Safety Working with a variety of employers, including Leeds City Council’s Maintenance Department, the College continues to grow its Health & Safety provision through a range of courses in areas such as Asbestos, Risk Assessments, First Aid, IOSH Managing Safely, NEBOSH, Working at Heights, Manual Handling, Fire Safety and Abrasive Wheels training. Last year 1,175 employees were involved across these courses alone.
Incommunities Incommunities, through their own training opportunities, recognised the need to train some of their own managers and employees in Teaching, Training and Assessment skills, resulting in the College providing two bespoke Teacher Training Diploma courses. The College has also supported up-skilling of a large number of employees towards Assessor Awards which help support and assess wider trainees across the company towards national qualifications.
NG Bailey During the year the College has worked closely with NG Bailey to manage their national Apprenticeship provision in Mechanical & Electrical Services. This involves a Hub and Spoke model approach for which the College is the managing agency and manages apprentices off the job training and NVQ assessments in the workplace through a network of colleges, near to where the apprentices live and work, together with the College delivering courses. There were 120 apprentices involved, with additional up-skilling training requirements for some existing employees.
Southdale Homes Strong links continue to be built with this regional house builder. Southdale Homes have been keen to ensure that their sub-contractor base is appropriately qualified; 24 operatives / managers undertook various national vocational qualifications.
Housing Companies Various training for East North East Homes, Aire Valley Homes and West North West Homes across the city continues, from Health & Safety bespoke programmes, Apprenticeships Level 2/3 to management provision such as Site Management Safety Training. In addition the companies work closely with the College in providing valuable work experience opportunities on site for College students.
Canal & River Trust Canal & River Trust appointed 22 apprentices for the first time in 2012/13 and the College, as the preferred provider, offered Apprenticeship provision in brickwork and carpentry & joinery trade areas. The company preferred block release with the option of bringing all their apprentices together to train at the College’s sites in Leeds. The College supports accommodation requirements for each of the apprentices backed by the company. Canal & River Trust have continued to recruit apprentices which the College helps manage on a national basis.
Civil Engineering Advanced Technician Apprenticeship Employer Consortium Building on the success of the previous cohort of Civil Engineering Apprenticeships firms, such as Mott MacDonald, Arup, AECOM, Hyder, Adept, Grontmij, Buro Happold, Pell Frischmann, Troup Bywaters & Anders, WSP, Tata Steel and Atkins Global the Consortium have collectively recruited 24 new Apprenticeship starts, which will be delivered through the College. The Consortium have the full backing of the Institute of Civil Engineers, the National Apprenticeship Service and the Chartered Institute of Building Services Engineers.

Partners include re’new (Construction Housing Yorkshire), Learning Partnership and Interserve, supported by Job Centre Plus. To date the project has supported 296 employability sessions, 141 work experience opportunities and 47 job / sustained job opportunities, through the work of partners and the support from employers.
Skills Enhancement Fund A total of 14 education & training contracts have helped employers through successful bids won by the College on their behalf to subsidise and support company needs. This mainly involved the College delivering NVQ Level 3 Site Supervisor qualifications to companies across Yorkshire & Humber. Companies include Frank Haslam Milan, Berneslai Homes and Simpsons (together with 24 individual small companies).

Key to the future success of the department is the on-going development of the employer engagement processes and liaison to support Apprenticeship delivery and work placement opportunities for full-time students. As part of National Apprenticeship Week, the College hosted a policy discussion, with the Federation of Master Builders and MPs, on education and training in the sector.

2.4.2 Higher Education & Construction Management (HECM) The first Higher Apprenticeship Skills Competition took place in London in March 2013 and Civil Engineering students, Adam Bradley and Neil White, fought off strong opponents from Highbury, Bradford, Leicester and Nottingham to clinch first prize in an event hosted at the prestigious London HQ of Pearson Group. This allowed improved access for students of all abilities and the opportunity for them to develop their skills in a more structured way, with milestone progression and clearer targets. Construction Crafts Technical Authors Over the last 18 months the College has been working with Nelson Thornes publishers to produce new technical books in brickwork and site joinery. The books incorporate the new Construction Diplomas, how to guides, employer and apprentice tips and contributions. There are six books covering levels 1, 2 and 3 in both crafts areas.

3.1 Quality and Service Standards The College’s key activity involves teaching, learning and assessment, together with supporting employers in the Construction & Built Environment and associated industries and supply chain. We continually monitor and collect views from our student base and stakeholders. The details below indicate some aspects of College monitoring and satisfaction levels from our customer base. Annually the College carries out Observations of Teaching, Learning and Assessment in which teaching staff are graded on the learning activity taking place, with students’ views being taken into account and recommendations made to help improvements take place and/or best practices shared across the College. These exciting new qualifications will enable our students to achieve two GCSEs and progress onto courses in many craft areas and higher education. New Marketing Strategy In line with the new marketing strategy a great deal of work has been carried out in-year on building closer relationships with schools. At senior management level, Ian Billyard has visited many schools, building a dialogue with Head Teachers / Principals. An External Liaison Officer has been appointed to support links with new and existing school providers. Tasters have been delivered to students from year 7 to year 11 in Construction Crafts, Services and HECM. Over 300 post and pre 16 students visited the College during this academic year.
