The Westminster Property Owners’ Association was founded on 1 January 1988 with the founding principle to “protect and further the interests” of its members and “promote goodwill and understanding between members, the public and Westminster City Council.”

As the WPA begins its 30th anniversary celebrations we believe we can all take pride in the association’s achievements. Throughout the last three decades we have helped contribute to the continuing economic success of the West End – whilst protecting and enhancing the City of Westminster’s heritage, culture and public spaces for residents, workers and visitors.

In 2018 we continue to abide by these principles and many of the fundamentals of the association have stayed the same. WPA is a not-for-profit organisation, run by our members for our members. We are proud to champion our members’ interests, and our primary focus continues to be engaging with the development of planning and economic policy within the City of Westminster.

We must not rest on our laurels however. We know there is still more work to do, in particular with ensuring all parts of society are able to partake in the huge benefits our industry can offer. We must also do better to communicate the benefits of our profession to the public which is why, 30 years on, the WPA is more relevant than ever before.

As Daniel Van Gelder, one of the past Chairs of the association so eloquently stated, “our industry, perhaps over all others, delivers a wonderful British-built product, a significant proportion of our GDP, and the homes, workplaces and leisure facilities enjoyed by all.” We look forward to what challenges may lay ahead and are confident, with the continuing support of our members, that we can tackle them head on.

A few things have changed however – most evidently, our name. We no longer represent just the owners of property – but the developers, investors, occupiers and professional advisors who are so important to this industry. We are also increasingly working with our neighbours, the Mayor of London and national government when needed on matters impacting Central London.

Events To support an informed and engaged membership, WPA organises a busy calendar of networking events. These include breakfast seminars, roundtable discussions, building launches, receptions and our Annual Lunch and Annual Dinner.

Advocacy We represent our members’ interests to policymakers at local, regional and national government. We champion Central London’s built environment as a major driver of national economic growth.

Research The association commissions research reports that support our engagement with policymakers and educate the membership on pertinent industry issues.

I have been impressed by the unstinting assistance given by individual members of the General Council. We are also grateful to Westminster City Council for the way in which they have received our comments, even if in many cases they have not adopted them nor made appropriate changes!

WPA’S FOUNDING CHAIR’S MESSAGE

Our endeavours have gone beyond Westminster City Council. There have been matters of national concern on which the Westminster view has perhaps been somewhat different from that of other parts of the country. I need only mention the Use Classes Order and Community Charges as examples where we have made representations directly to the Department of the Environment.

“Some 18 months ago, a number of property owners in Westminster thought that there would be an advantage in being able to present property arguments collectively to Westminster City Council. We discussed the proposal with the Leader of the Council and others and it became clear that they would value the possibility of obtaining considered views on property matters from one responsible body. As a result the Westminster Property Owners Association was born. Although we had one or two preliminary exploratory meetings in 1987 it was only on 1 January 1988 that we formally came into operation.

It is my feeling that in many ways the Association has exceeded our expectations. Twenty-four companies and organisations with wisely varying interests agreed to form a General Council and pay a sufficiently large subscription to ensure the financial viability of the Association. Members put away some of their rivalries and have worked together to produce the sort of agreed policies which are described in our Annual Report.

I am grateful to everyone for the support they have given me during my term of office. I wish my successor good fortune in furthering the aims that have been established for the Association. THE START OF A LONG TRADITION Beginning in 1988 with 600 attendees, the Annual Lunch has always been the key part of the WPA events calendar. It has since grown significantly attracting 1,500 members every year including industry leaders, policymakers, key stakeholders and of course our members who represent the leading real estate companies of the West End. The Lunch is well known for the calibre of its keynote speakers who are able to give guests a rare and valuable insight into politics, current affairs and the industry. Past speakers include former Mayors of London Boris Johnson and Ken Livingstone; BBC Political Editors Laura Kuenssberg and Nick Robinson; as well as industry leaders such as former Chairman of Goldman Sachs Asset Management, Jim O’Neill.

Duke of Westminster, 1988

The first Annual Lunch was held on 30 November 1988 and hosted at the Hyde Park Hotel – a tradition that the WPA still continues to this day. That year’s keynote speaker was Major General Gerald Grosvenor, the 6th Duke of Westminster. In the speech he discussed the unique nature of the City of Westminster and welcomed the establishment of the Association as an opportunity for collective dialogue with the City Council. The Duke of Westminster began the tradition of the WPA Annual Lunch being renowned for its esteemed keynote speakers that are able to impart insight, wit and wisdom.
