7,9 % des garçons dans la tranche d’âge de 13 à 15 ans sont obèses à Maurice contre 4,6 % des filles du même groupe d’âge. Ce sont les chiffres du Global SchoolBased Student Health Survey réalisé en 2011. Autre constat, 22,7 % des garçons et 19,3 % des filles âgés de 13 à 15 ans sont en surpoids. L’obésité chez les enfants et les adolescents est devenue une épidémie nationale inquiétante d’autant que c’est un laissez-passer pour le diabète de type 2 chez les jeunes à risque. Ceci entraîne l’apparition plus précoce du diabète de type 2 et des complications jadis observées presque exclusivement à l’âge adulte. Le paradoxe veut que l’obésité figure parmi les complications de santé les plus faciles à reconnaître mais reste la plupart

du temps difficile à traiter. Les enfants en surpoids sont plus susceptibles de devenir des adultes obèses à moins qu’ils adoptent et maintiennent des modèles alimentaires plus sains et font des exercices réguliers. Pour lutter contre ce phénomène, les autorités proposeront bientôt un plan d’action pour la prévention de l’obésité. Ce plan sera développé avec l’aide de l’Organisation mondiale de la Santé. A Maurice, plusieurs facteurs expliquent cette tendance, notamment les nouvelles habitudes alimentaires de nos jeunes qui se contentent très souvent des ‘fast food’. De plus, la sédentarité amenée par les nouveaux loisirs des enfants, qui passent de plus en plus de temps assis devant un écran d’ordinateur, très souvent à jouer en grignotant des chips et en buvant des boissons gazeuses hautement sucrées. Entre-temps, la CID du Sud recherche un homme de 21 ans suite à une déposition consignée par une fille de 15 ans mardi. L’adolescente allègue que depuis l’an 2012, son copain aurait abusé d’elle. Elle a été examinée par un médecin de la police mercredi. C’est la mère de l’adolescente qui a découvert le pot aux roses. Elle avait remarqué un changement dans le comportement de sa fille. Elle avait eu vent d’une relation entre sa fille et le jeune homme. Pressée de questions, elle a raconté comment elle avait eu des relations se-xuelles avec lui à son domicile, à Riche-Terre. Opération de nettoyage des terrains vagues

La mairie de Beau-Bassin/Rose-Hill se lance dans une opération de nettoyage de terrains en friche et de démolition des maisons abandonnées à travers la ville. Jules Rivet dit que les terrains vagues et les maisons abandonnées attirent des drogués et des prostituées. Une étude a permis de recenser plus de 400 terrains abandonnés. La mairie a demandé aux propriétaires de les nettoyer. Elle va nettoyer les terrains des propriétaires injoignables mais ils devront payer le coût du nettoyage.

Les enfants en surpoids ont besoin du soutien et de l’encouragement de leurs parents.

De nos jours, le manque, voire l’absence d’activités physiques, au même titre que l’hérédité, la nutrition et les facteurs familiaux, contribue à l’obésité chez les enfants et les adoslescents. C’est ce que confirme d’ailleurs la nutritionniste Pratibha Bholah. “Si l’un des parents est obèse, il y a un risque de 50 pour cent que l’enfant sera également obèse. Toutefois, lorsque les deux parents sont obèses, l’enfant a un risque de 80 pour cent de devenir obèse”, dit-elle. Elle ajoute que même si les influences génétiques soient importantes, il faut reconnaître que les mauvaises habitudes alimentaires et la suralimentation, le manque d’exercice, les habitudes alimentaires familiales et les pressions contribuent également à l’incapacité à maintenir un poids idéal. “Beaucoup de jeunes se tournent vers la restauration rapide et consomment les ‘fast food’. Il n’y a plus d’alimentation saine et équilibrée de nos jours. Il faut avoir la volonté de faire un changement de régime alimentaire et manger plus de salades et de légumes frais”, souligne-t-elle. La restauration rapide satis-

fait un autre besoin essentiel de notre société moderne : manger vite. Les plats servis très rapidement, la possibilité d’emporter sa nourriture, et ce même sans quitter son véhicule, correspondent aux attentes d’une clientèle suractive et pressée. Le fastfood est un point de rencontre facile, où les jeunes mangent ensemble et se retrouvent. “Le fait de pouvoir manger rapidement et pour pas très cher est un autre atout de taille. Le fast-food est ainsi un endroit privilégié par les adolescents et étudiants. Mais il faut bien comprendre que les fast-food sont synonymes de nourriture de mauvaise qualité, peu ou pas équilibrée, et dangereuse pour la santé”, précise la nutritionniste. La sédentarité des jeunes Mauriciens est aussi alarmante et contribue au problème de surpoids. Selon les chiffres du ministère de la Santé, seuls 10 % de la population pratiquent une activité régulière. “Les avantages de l’exercice physique sont extrêmement importants aussi, car il permet de réduire le risque de développer une maladie cardiaque, l’hypertension artérielle et le cholestérol élevé, et aide à la réduction ou le maintien du poids corporel”, dit-elle. — prishka.m@lematinal.mu

UN PLAN POUR LA PRÉVENTION DE L’OBÉSITÉ INFANTILE Le pays disposera bientôt d’un plan d’action pour la prévention de l’obésité infantile. “Il est regrettable de constater que les facteurs de risque tels que la mauvaise alimentation, le manque d’activité physique et le tabagisme sont très répandus et n’ont même pas épargné la population adolescente”, estime le ministre de la Santé et de la Qualité de la Vie, Lormus Bundhoo. Il dira que ce plan d’action sera d’une grande importance pour les enfants et les parents. “Assurer la santé et le bien-être des enfants aidera à jeter les bases d’une bonne santé à l’âge adulte et pour les générations futures”, fait-il ressortir. Qu’est-ce que l’obésité ? L’obésité est un excès de graisse. L’indice de masse corporelle (IMC) est l’outil qui permet de déterminer la masse de graisse dans le corps. Mais, tant que le patient n’a pas enlevé ses vêtements, on ne peut affirmer qu’il est obèse. Certaines personnes ont un fort IMC mais n’ont pas tant de graisse que dumuscle. Les effets de l’obésité sur la santé des enfants Les enfants en surpoids, par rapport aux enfants ayant un poids idéal, sont plus susceptibles de développer de nombreux problèmes de santé tels que l’hypercholestérolémie et l’hypertension artérielle, qui sont

associés aux maladies du coeur chez les adultes. Le diabète de type 2, autrefois considéré comme une maladie d’adulte, a considérablement augmenté chez les enfants et les adolescents en surpoids. Les enfants ayant un poids normal sont épargnés par ces maladies liées au poids et sont moins à risque de développer ces maladies à l’âge adulte. Les causes principales Selon l’Organisation mondiale de la Santé, la principale cause du surpoids et de l’obésité de l’enfant reste un déséquilibre énergétique entre les calories consommées et les calories dépensées. L’augmentation des cas de surpoids et d’obésité chez les enfants est imputable à un certain nombre de facteurs : - un changement de régime alimentaire observé sur le plan mondial qui se traduit par une consommation accrue d’aliments très énergétiques à haute teneur en graisses et en sucres mais contenant peu de vitamines, de minéraux et d’autres micronutriments bons pour la santé ; et - une tendance à la diminution de l’activité physique en raison de la nature sédentaire de nombreuses formes de loisirs, du changement des modes de transport et de l’urbanisation galopante. Que peuvent faire les parents? Pour prévenir et diminuer le sur-

poids et l’obésité : ●Mettre l’accent sur une alimentation saine, gardez snacks gras et sucrés au minimum et garder les fruits, les légumes et les collations faibles en gras disponibles. ● Augmenter l’activité physique, peut-être en faisant de la marche rapide avec votre enfant chaque semaine ● Dites à votre enfant qu’il ou elle est aimé et apprécié quel que soit son poids. Un enfant en surpoids sait probablement mieux que quiconque qu’il ou elle a un problème de poids. Les enfants en surpoids ont besoin du soutien et de l’encouragement de leurs parents. ● Être un bon modèle pour votre enfant. Si votre enfant vous voit profitant des aliments sains et de l’activité physique, il ou elle est plus susceptible de faire la même chose. Comment mesurer un surpoids ? Il existe deux méthodes pour mesurer l’obésité. D’abord, le Body Mass Index (BMI) qui consiste à diviser le poids de la personne (kg) par la hauteur en mètres carrés. Le taux normal est de 18,5 à 22,9 (Kg/m2). Au-dessus de ce taux, la personne est trop grosse. La deuxième méthode consiste à prendre le tour de taille. Pour les femmes, le tour de taille ne doit pas dé- passer 80 cm alors que pour les hommes, il peut aller jusqu’à 90 cm.

Sur les 118 hôtels en opération, 93 d’entre eux ont soumis leur plan de sécurité au Tourism Authority (TA). C’est ce qu’a déclaré le directeur de la Tourism Authority, Niven Muneesamy au Matinal, mercredi. ‘‘Afin de lutter contre des vols, le gouvernement avait décidé d’agir en obligeant les hôtels à fournir un plan de leur sécurité interne, sous peine de voir leur licence d’exploitation retirée. Ils avaient jusqu’à la fin du mois de juin’’, a-t-il expliqué. Selon lui, 93 hôtels ont soumis un plan de leur sécurité et 37 d’entre eux ont montré un certificat assurant qu’ils ont déjà commencé à implémenter les mesures de sécurité. Ce document sera dorénavant obligatoire pour tous les professionnels du secteur hôtelier. Cependant, il y en a toujours 25 hôtels qui doivent soumettre leur plan de sécurité. Afin de contrer les fraudeurs, Niven Munee-

samy a affirmé que la TA a un ‘monitoring unit’ qui effectuera des visites dans les hôtels. ‘‘On fera des visites dans les hôtels pour voir les systèmes de sécurité. On va prendre des sanctions, s’il le faut. On sera intransigeant concernant la sécurité dans les hôtels’’, a-t-il précisé.

C’est la bonne saison pour le secteur agricole. Les légumes abondent le marché et les prix sont abordables. En cette période d’hiver, le panier de la ménagère se porte bien. A l’entrée du marché de Port-Louis, persil, coriandre, oignon blanc, haricot vert, pomme d’amour, concombre, poireau, menthe, betterave, tout frais, sont exposés. “Comparé à l’été, on a plus de légumes en hiver. En été, on peut avoir huit tonnes de pommes d’amour sur un arpent de terre. En hiver, la productivité double. En cette période, les produits locaux remplacent ceux qui sont importés”, déclare Kreepalloo Sunghoo, de la Small Planters’ Association. Il ajoute

que les légumes sont aussi plus chers en été. Selon lui, cette situation va durer jusqu’à septembre. “C’est au début d’octobre qu’on aura moins de légumes”, a-t-il dit. Actuellement, un pâtisson se vend à Rs 10 comparé à Rs 18 ou même à Rs 20 en été, le demi-kilo de chouchou se vend à partir de Rs 4, et la pomme d’amour à Rs 10 le demi-kilo. “L’aubergine est à Rs 15 le demi-kilo, le chou à partir de Rs 10 et le demi-kilo de carotte est à Rs 8”, nous dit Vinod Hemraz, légumier au Marché central. Alors que le nombre de squatters est en net recul dans le pays depuis 2005, le ministère du Logement et des terres multiplie les mesures pour endiguer ce phénomène. Il a déjà identifié environ 132 lopins de terre dans la région de Bambous pour le relogement de ces personnes qui occupent illégalement, pour la plupart, des terres de l’État. Cependant, avant de procéder aux relogements, il faut absolument que le site identifié soit pourvu des infrastructures adéquates tels des réseaux routiers, l’approvisionnement en eau potable et le réseau électrique. De plus, une somme de Rs 54,3 millions a déjà été budgétée pour mener à bien ce projet. En prélude à la mise en chantier de ce projet, le ministère a sollicité les servicesconseils des experts pour démarrer les travaux d’infrastructures. Les 132 lots seront alloués aux squatters de La Ferme, de Karo Kalyptis et de Case Noyale. Le ministère du Logement et des terres est aussi d’avis qu’il y a d’autres familles qui sont éligibles pour un lopin de terre situé à Dilo-Pourri et à Eau-Bonne, deux localités du sud du pays. Un vol audacieux s’est produit dans la nuit de mardi à mercredi au centre commercial de Mon-Choisy quand trois malfrats encagoulés ont fait voler en éclats le panneau de vitre d’une bijouterie pour emporter des bijoux et des pierres précieuses. La Criminal Investigation Division (CID) de Grand-Baie a ouvert une enquête sur ce cas. Les caméras de surveillance CCTV se trouvant dans

la région seront mises à contribution pour déterminer les circonstances de ce braquage. Un agent de sécurité (28 ans) travaillant sur place a été témoin de la scène. Dans sa déposition consignée au poste de police de Grand-Baie, le jeune homme a expliqué qu’en visionnant les cameras de surveillance se trouvant dans le centre commercial, il a remarqué que trois inconnus armés erraient aux environs avec des armes. Il a suivi leurs mouvements, mais s’est vite fait repérer par les suspects. Ces

derniers ont alors tenté de l’agresser, mais l’agent leur a faussé compagnie en trouvant refuge dans le bâtiment. Il a ensuite alerté la police sur son téléphone portable. Entretemps, les suspects avaient déjà pris la fuite avec le butin. Toutefois, les enquêteurs comptent l’interroger pour tirer cette affaire au clair, d’autant plus qu’il avait gardé son chien attaché. Le sourire revient sur les lèvres des chauffeurs de poids lourds de la compagnie AEL-DDS Ltd, une filiale du groupe Taylor Smith. Ils auront droit à une augmentation salariale de l’ordre de 18 % avec effet rétroactif à janvier 2013. C’est l’intervention du ministère du Travail et des relations industrielles qui a permis de décanter la situation entre l’Artisans and General Workers Union (AGWU) et la direction d’AEL-DDS Ltd afin de permettre à 200 salariés de bénéficier d’une telle augmentation salariale. Interrogé par Le Matinal mercredi, le président de l’AGWU a déclaré qu’il est très satisfait des retombées de ces négociations. “Les chauffeurs de poids lourds qui transportent des produits inflammables méritent amplement cette hausse salariale”, a dit Lall Deonath. Selon le ministère du Travail et des relations industrielles, le cas des employés d’AEL-DDS Ltd sera pris en considération sur le plan national. Tripartisme : un sujet important

Ce comité ministériel tripartite (COMESA-SADC-EAC) sur le commerce et l’industrie fait suite au deuxième sommet tripartite tenu en juin 2011 en Afrique du Sud. L’objectif consiste principalement à harmoniser les régimes commerciaux du COMESA, de la Communauté de l’Afrique de l’Est (CAE) et de la SADC à travers l’établissement d’une zone de libre échange élargie. Ainsi, un marché plus vaste et un espace économique unique pour attirer davantage d’investissements sont envisageables avec la possibilité de production à grande échelle. Par ailleurs, selon The Economist, six des dix économies qui ont enregistré les plus fortes croissances entre 2001 à 2010 sont africaines, alors que les études de l’African Economic Outlook prévoient que la croissance économique connaît une hausse de 4,8 % et 5,3 % pour 2013 et 2014 respectivement. Rs 51,5 millions de l’UE pour aider Maurice Maurice vient de recevoir une enveloppe de 1 288 000 euros, soit environ Rs 51,5 millions, de l’Union Européenne (UE). Cette somme représente une première tranche d’aide déboursée, sous le programme de ‘Regional Integration Support Mechanism’ (RISM) pour venir en aide à Maurice dans le cadre de son intégration régionale. L’ambassadeur Allesandro Mariani, chef de la délégation de l’UE à Maurice, a exprimé sa satisfaction. Il a dit que Maurice a toujours fait des efforts pour promou-

L’objectif est de soutenir les efforts d’intégration des pays membres au sein des blocs régionaux du COMESA, de l’Eastern African Community (EAC) et des zones de libre échange (ZLE) tripartites. Sous le programme RISM, le décaissement pour les neuf pays membres du COMESA s’est élèvé à 9,75 millions d’euros en 2012. Ce financement a été possible grâce à l’approbation du programme d’implémentation d’intégration régionale et la mise en œuvre des objectifs d’intégration régionale 2012-

2014. En 2012, à la suite d’un appel d’offre lancé par le COMESA, Maurice a été identifié comme étant éligible à bénéficier un financement sous le programme RISM. POur rappel, les fonds d’aide obtenus par Maurice sont déposés directement dans le budget de l’Etat. Statistics Mauritius a rappelé, dans un communiqué, que le quatorzième volet de l'enquête 'Continuous Multipurpose

Household Survey' suit son cours. En effet, ce sondage a débuté en janvier et se termine en décembre. Au moins 5 640 ménages ont été interrogés pour la période de janvier à juin. Plus précisément,

quelque 940 ménages ont été visités mensuellement par des enquêteurs qui sont des fonctionnaires employés par 'Statistics Mauritius'. Munis de leur carte d'identité, ils ont collecté les données en toute confidentialité.

These regulations may be cited as the Road Haulage Industry (Remuneration) (Amendment) Regulations 2013. 2. In these regulations "principal regulations" means the Road Haulage Industry (Remuneration) Regulations 2009. 3. Regulation 3 of the principal regulations is amended, in paragraph (2), by deleting the words "Additional Remuneration (2012) Act 2011" and replacing them by the words "Additional Remuneration (2013) Act 2012". 4. The First Schedule to the principal regulations is revoked and replaced by the First Schedule set out in the Schedule to these regulations. 5. These regulations shall be deemed to have come into operation on 1 January 2013.

Regulation 3 of the principal regulations is amended by revoking paragraph (5) and replacing it by the following paragraph (5) Every field worker (female) employed on an 8-hour day and whose former basic wage or salary was 4,802.84 rupees per month or 184.72 rupees per day during crop (6-day week) or 218.31 rupees per day during intercrop (5-day week) shall be paid, in lieu of her integrated wage or salary, a wage or salary of 5102.84 rupees per month or 196.26 rupees per day during crop (6-day week) and 231.95 rupees per day during intercrop (5-day week). 4. Regulation 9 of the principal regulations is revoked and replaced by the following new regulation 9. The rates specified in regulation 3(5), the First Schedule and paragraphs 5 and 6 of the Second Schedule include the appropriate additional remuneration payable under the Additional Remuneration (2013) Act 2012. 5. The First Schedule to the principal regulations is revoked and replaced by the First Schedule set out in the Schedule to these regulations. 6. The Second Schedule to the principal regulations is amended (a) by revoking paragraph 5 and replacing it by the following new paragraph -

(j) Where a worker is required to carry canes for loading across the lines "saute muraille" also known as "barfĂŠ", he shall be paid an allowance of 7.97 rupees per tonne in addition to the relevant rates specified in subparagraph (1). Regulations made by the Minister under section 94 of the Employment Relations Act 1. These regulations may be cited as the Sugar Industry (Non-Agricultural Workers) (Remuneration Order) (Amendment) Regulations 2013.

(2) Where a worker is required to dig ruts and remove straw for stacking cut canes for mechanical side loading, he shall be paid an allowance of not less than 6.57 rupees per tonne.

2. In these regulations "principal regulations" means the Sugar Industry (Non-Agricultural Workers) (Remuneration Order) Regulations 1985.

(3) (a) Where canes have not been properly trashed within 3 weeks of cutting, an additional allowance of 27.16 rupees per tonne shall be paid to the worker who may, in such cases, be required by the employer to carry out light trimming with a billhook.

3. Regulation 3 of the principal regulations is amended, in paragraph (5), by deleting the words "Additional Remuneration (2012) Act 2011" and replacing them by the words "Additional Remuneration (2013) Act 2012".

(b) Where canes have not been properly trashed within 3 weeks of cutting and the worker is not required to carry out light trimming, he shall be paid an allowance to be agreed upon between the worker and the employer, but which shall not be less than 33 per cent of the allowance payable under subparagraph (a).

4. The First Schedule to the principal regulations is revoked and replaced by the First Schedule set out in the Schedule to these regulations.

(c) Where, at the time of cutting, a full trashing is required owing to the condition of the canes, such work shall be paid for at a rate to be agreed upon between the employer and the worker or, failing such agreement, at a rate fixed by the Minister.

5. The Second Schedule to the principal regulations is amended, in paragraph 1, by deleting the words "256.34 rupees for a normal day's work during crop and 302.95 rupees during intercrop" and replacing them by the words "267.88 rupees for a normal day's work during crop and 316.58 rupees during intercrop". 6. These regulations shall be deemed to have come into operation on 1 January 2013.

(d) Where canes have to be carried over a distance of more than 15 gaulettes in a field, the relevant rates for cutting and loading or for cutting or loading done separately shall be increased by 2.15 rupees per tonne for each additional gaulette or fraction of a gaulette, and such increased rates shall be paid for, on the total amount of canes cut/or loaded by the worker in the field.

Warrant against Mallika Sherawat in obscenity case A local court today issued a bailable warrant against Bollywood actress Mallika Sherawat in connection with an obscenity case

Former president of the Baroda Bar Association, Narendra Tiwari, had filed a case and sought a non-bailable warrant against Sherawat over her “obscene” dance performance at a New Year eve party held in Mumbai on December 31, 2006. Tiwari had filed the suit after watching Sherawat’s performance on television channels. He had made Sherawat and the management of the five-star hotel, where the event was held, respondents in the case. The court had issued summons to Sherawat last week to appear before it on Saturday. Since Sherawat did not remain present in the court, Tiwari sought issuance of a nonbailable warrant against her. However, after hearing the application, the court issued a bailable warrant against her. The actress had been issued summons in this case in the past as well. While buzz is that the actor may be out of action for almost four weeks after he returns home, insiders at the Khar hospital where he underwent his surgery say that Hrithik may need to take rest for more than a month. A source from the hospital says, “It is possible that Hrithik may not be able to resume shooting within four weeks. The family wants to play it safe this time and also make sure that most of his stunts are performed with utmost care or not performed by him at all.” Speaking to us from the hospital, his father Rakesh Roshan says it’s finally Hrithik’s decision whether to continue doing stunts on his own. “It is too early for us to decide anything but as of now, we have left the decision on Hrithik if he still wants to do his stunts.” — Agencies

Il réalisera aussi des tableaux pour rendre hommage à Nelson Mandela, Kaya et Bob Marley. “J’ai commencé à travailler sur ce projet en février et j’ai réalisé une dizaine de portraits”, explique Stelio Brasse. Le tissu utilisé dans la fabrication de parapluie est une matière qui remplace les autres matières périssables. “Mon objectif est de sen-

Il faut sensibiliser les gens sur l’importance de la religion pour maintenir la paix et la tolérance dans la société.
