Moving with the times 通訊新紀元

n January 29, 2010, I had the honour of signing a purchase agreement with the Hong Kong Security Association (HKSA) by which my company took over full ownership and rights to Security Hong Kong magazine. The agreement is a natural evolution for the magazine, and will enable it to grow at a pace that matches the rapid expansion and changes that are taking place in the security industry.
Keeping pace with this change is a daunting task for anyone in the industry, or who is an end-user of security. The demand for up-to-date, accurate information is at a premium. At Security Hong Kong, providing such information is our key role; and our goal is to ensure this information is accurate, reliable and covers the whole spectrum of the security industry. In order to do that we are now upgrading Security Hong Kong in frequency, size and quality, and introducing a broader array of media and communication channels. Security Hong Kong will now appear bi-monthly, and be supported by supplements and special guides. It will also be distributed to a far wider audience of corporations and business people involved in security. We are developing a high-performance web site, and this will be supported by other forms of electronic communication that will give

he simulation of a massive cyber attack on the United States was played out in real time in front of a media audience and television cameras in Washington D.C. this February. The following weekend it was broadcast nation-wide in a much-hyped two hour CNN news cast. The simulation, entitled Cyber Shockwave, generated considerable shockwaves of its own, and caused a frenzy of blogging and twittering by concerned netizens and others. Much of it was highly critical, and concerned with what many felt was a disturbing attempt to scare citizens and coerce politicians, all the way up to the President, into relinquishing civil liberties and constitutional rights to defend against an over-hyped national security threat. The event was created to highlight the dangers of cyber terrorism, and to provide an unprecedented look at how the US government might develop a real-time response to such a large-scale cyber crisis. Sponsored by the Bipartisan Policy Centre (BPC)*, and scripted by Michael Hayden, a former director of the Central Intelligence Agency, with the

BPC’s National Security Preparedness Group, Cyber ShockWave demonstrated how shockingly unprepared the US is to deal with such a threat – or did it? Critics saw it as a heavy handed, reactionary reality show featuring a group of (mostly) former Bush administration and national security officials playing the roles of Cabinet members in a war game simulation that was likened, by one concerned blogger, to Peter Sellers’ performance in Stanley Kubrick’s 1964 black comedy, Dr. Strangelove. Others pointed out the similarities to popular television, movie and bestseller plots. The simulation envisioned an attack that unfolds over a single day in July, 2011. By the time the National Security Council convenes to face the crisis, 20 million of the nation’s smart phones are already dead. The attack, launched by malware hidden in a popular basketball application, had been planted in phones months earlier. As the scenario unfolds

the attack escalates, disrupting mobile and landline services for millions and disabling computerized services and infrastructure. Two unexplained bombs destroy electric power stations and gas pipelines, crippling the power grid, transport, ATMs, finance and other essential services. Then, just when you think it can’t get any worse, a monster hurricane slams into the Gulf Coast . . . The ‘cabinet members’, whose mission is to advise the President and mount a response to the attack, did not know the scenario in advance. They reacted to the threat in real time, as intelligence and news reports on large screens behind them drove the simulation.
collective liberties in preparation for such an attack. Notably, the panel failed to recognize the role of the private sector until well into the second hour. There was also no consultation with experts in network security, hacking, social media, mobile technology and IT architecture; and little or no use was made of real government and military agencies who are actively planning and training for such scenarios, and who deal with cyber crime and breaches on a daily basis. Cyberspace security is an evolving system that entails both the private sector and government agencies (and not just US government agencies) working

They also demonstrated a worrying lack of understanding of how cyberspace and the Internet function. Responses included nationalizing power companies, federalizing the national guard, rationing fuel supplies, closing down the Internet (is that possible?), shutting down cell phone services, and launching strategic strikes on suspected nations or individuals behind the attack — predictably enough, targeting the US’s old cold war nemesis, Russia; and Sudan, the new bad boy nation in Africa. All responses underlined a firm belief in the need to extend government control at the expense of individual and

together and sharing resources. To leave these sectors and organizations out of the response options was a very serious oversight. US Senators John Rockefeller and Olympia Snowe are currently pushing relevant new legislation through the US Senate. Known as the Cybersecurity Act, S. 773, it will give the federal government unprecedented authority over the nation’s critical infrastructure – though it falls short of giving the President the power to unilaterally shut down all private IT networks during emergencies. (See our sidebar item “Supporting roles & benefits”). ”My view is that cyber security issues transcend the protection of personal data or networks from hackers or even organized crime,“ said Michael Chertoff, former Secretary for the Department of Homeland Security, and the man who played the part of the National Security advisor in Cyber ShockWave. “Rather,” he continued, “cyber warfare is a major national security issue — protecting the security and freedom of our networks is as critical as protecting the freedom of the seas and space. As Congress debates competing legislative proposals to marshal our government’s resources in this critical conflict, Cyber ShockWave provided important benchmarks to guide these deliberations.”

The CNN broadcast of this event misled viewers into thinking that cyber security is the government’s responsibility and that the government will lead any response to security failures.” Kirk McElhearn, in his review of Dan Verton’s book, Black Ice: The Invisible Threat of Cyber-Terrorism, agrees: “If a cyber-terrorist attack of this magnitude were to occur, it is unlikely that the US government would be in the front line . . . power outages would certainly not last for months, and businesses would not be forced to close their doors . . . The community of thousands, even millions of Internet users and programmers would certainly mobilize to stave off the attack and limit the damage.”

the poor track record of governments in defending their networks, and worry that the measures, driven by political agendas and misinformation, could end up making matters worse. Security professionals also dispute whether terrorists currently have the capability to mount such sophisticated attacks, and whether such attacks would be more effective than the terrorists’ current modus operandi of physical violence and threat. In the last ten years, according to the National Counterterrorism Center’s Worldwide Incidents Tracking Database, there have been 63,192 incidents of terrorism, but not one incident of cyber terrorism. But if they were to try a cyber attack, how much damage could really be inflicted, over what time period, and ultimately how disastrous would it be? Al-Qaeda was able to inflict a massive loss of lives and a devastating blow to the American psyche for less than US$500,000 and using box cutters as a primary weapon. To date, the events of 911 have cost the US and its allies an estimated $2.5 trillion in direct military and covert operations. Economists have estimated that the 2003 Northeast Blackout, a power failure caused by fallen trees, which left 50 million people in the United States and Canada without power for four days, cost less than $10 billion – a drop in the bucket by comparison.

Big and vulnerable: most of the utility services in the US – and throughout the western world – are managed and maintained by computer systems. “For al-Qaeda to do any real damage with cyber attacks, it would need to make a multi-year investment in developing offensive cyber capabilities, and would need a secure facility and advance test bed from which to do it,” writes Robert Knake, International Affairs Fellow in Residence at the Council for Foreign Relations, in his recent paper, “Cyberterrorism Hype v Fact”, published on Februrary 16, just two days before the debut of Cyber ShockWave. “Only a handful of sophisticated nation states currently have the ability to carry out a devastating cyber strike. In his assessment of the People’s Liberation Army Modernization program, Blair (Director of National Intelligence, Dennis Blair) briefly noted that “China’s aggressive cyber activities pose challenges. It’s true that China, Russia, and other countries’ capabilities do pose a real threat. Luckily, these countries also have vulnerable systems, as well as a lot to lose, in any conflict, cyber or otherwise.” The Nimda worm, released in September of 2001, became the Internet’s most widespread virus in just 22 minutes, but was estimated to have caused less than $3 billion in damage and lost productivity worldwide. At this point in time the Internet’s biggest threat to public security is the ease of international communication that it offers, and the opportunity for
terrorists and criminals to hide their messages amidst the infinite volume of traffic. “The worry right now is not so much a cyber terrorism event,” said Don Cavender, a special agent and instructor with the FBI’s Computer Training Unit at Quantico, “but when the terrorists use the Internet to facilitate the planning of attacks.” How quickly the cyber terrorism threat will escalate as the next generation of ‘digital age’ terrorists mature remains to be seen, but it is unlikely that politically motivated reality shows, promoting former administration officials, will provide the answers.

iosecurity is a term that has been traditionally used in agriculture, but in recent years a series of biological events has moved it up the food chain. It’s now the newest buzz word in the essential lexicon of government bureaucrats, health care officials and security professionals working across a broad spectrum of disciplines . . . and deserves the everincreasing attention that it’s getting. Biosecurity, simply put, now covers the protection of people, animals and the environment from in fe c t i o u s d i s e a s e s , p e s t s a n d other biological threats, including genetically modified organisms and biological weapons. It has emerged as a major global health priority for which innovative and unprecedented solutions are required. It is an extremely challenging problem, with – if we get wrong – potentially deadly consequences. It involves complex and multi-faceted processes, and the key to an effective, all-encompassing biosecurity strategy is still to be found. Solutions will depend on the increased effectiveness of biomedical research and public education, enhanced healthcare preparedness, appropriate response strategies, and improved inter-government and inter-agency cooperation on global health policies, laws, defense and response procedures. Historically, herds of animals and crops were always prone to pandemics caused by a remarkable variety of
diseases. But as human beings moved from being hunters and gathers to farmers who cultivated crops and lived in fixed, close proximity to domesticated animals, they too became at risk, and various plant or animal-borne diseases mutated and began to infect them. When new species and diseases eventually find their way into environments and societies that have not been previously exposed to them, and which don’t have any natural defenses or natural immunities, the results are usually catastrophic. Historically, encounters between European explorers and indigenous populations in the rest of the world often resulted in local epidemics of extraordinary virulence. Disease killed the entire native population of the Canary Islands in the 16th century, and in 1518 half the native population of Hispaniola (Haiti/Dominican

Between 50 and 100 million people died, making it the deadliest natural disaster in human history. AIDS is fast overtaking that chilling record. HIV went directly from Africa to Haiti, then spread to the United States and much of the rest of the world in the late 1970s and early 1980s. HIV, the virus that causes AIDS, is currently a pandemic, with infection rates as

Diseases such as stem rust, rinderpest, foot and mouth disease, bubonic plague, syphillis, smallpox, cholera and influenza no longer devastated just a few isolated pockets of domesticated animals, crops or human beings: they now reached across the oceans to ravage vast numbers of each, sometimes at the same time. Despite the advances of medical science, in today’s world of rapid globalization and

deaths of millions of poultry fowl in a growing number of countries throughout Asia, Europe and Africa. Since the first H5N1 outbreak occurred in 1987, there has been an increasing number of HPA1 H5N1 bird-to-human transmissions, sometimes leading to severe and fatal infections. To date, some 270 humans in 12 countries have died from H5N1, but health authorities are even more concerned that as it spreads and mutates, it is becoming more potent and far more lethal. SARS (Severe Acute Respiratory Syndrome), was home grown across the border in Guangzhou, and threatened to bring Hong Kong to a stand still in 2002-3. As a result of a chance meeting of strangers in an elevator in a Kowloon Hotel - one of whom was a doctor from Guangzhou who had been treating patients in China and had become infected himself - SARS was also spread across the globe. A total of 8,098 people worldwide were soon infected, and 774 died - including a number of health care professionals in Hong Kong and China. The disease was finally brought under control and contained in July, 2003. But the SARS outbreak was remarkable not just because of the virulence and rapid spread of the disease: it was one of the first times a coherent and effective international biosecurity response had been coordinated between multi-government, health care and security professionals. Nothing like this had been achieved before, and much of the credit deservedly goes to the Hong Kong government and the local health care and security organizations who were involved. They reacted quickly and decisively, isolating the disease and mobilizing the population in an aggressive, co-operative response that brought about the widespread introduction of effective counter measures. In 2009, an outbreak of a new strain of Influenza - a subtype of the H1N1 virus colloquially referred to as Swine Flu - arrived from Mexico. The World Health Organization’s pandemic alert level was sequentially increased from three to five, and 12 S E C U R I T Y N E W S
then raised to its highest level, six, in June, 2009. It is the first pandemic to be given this alert level since 1968, and there are now nearly 30,000 confirmed cases worldwide. All of these pandemics, almostpandemics and pandemics-to-come originate in animals and mutuate before they are passed on to humans. They are not going away, and they are getting deadlier. This disturbing trend is further aggravated by the fact that, as the medical community strives to create cures and antidotes for each new virus, a whole spectrum of potentially dangerous organisms can be created as bi-products. Governments and corporate scientists who rush to embrace the new biotechnology and introduce untested practices and experimental products into agriculture, medicine and ‘defense’ sectors compound the problem. As the globalization of scientific and technical expertise leads us to biomedical advances that create improvements in public health and agriculture, we are also in danger of losing control of these advances. Many rapidly become the stuff of science fiction, and we are learning that ‘improvements’ can quickly turn against us and become deadly menaces if handled carelessly or with criminal intent. Even more so, if adapted and applied by terrorist organizations to pursue their political agendas through violence and intimidation, there is an increasing danger that these advances in genetic engineering and biotechnology will create biological weapons of unique and unpredictable characteristics that will be unstoppable if unleashed on an unprepared world.

ominic Brittain is widely considered one of the world’s foremost experts in bomb disposal and CBRN response (Chemical, Biological, Radiological or Nuclear). He has personally defuzed well over a thousand explosive devices, ranging from large World War II (WW II) bombs to improvised explosive devices (IEDs), and spent the last 26 of his 32 working years in this field as an operational bomb disposal officer with the Hong Kong Police Forces’ Explosive Ordnance Disposal (EOD) Bureau. In 1997 he was made commander of the Bureau, and has been credited with building it into one of the finest EOD units in the world today. In 1998 he was appointed chairman of the newly formed CBRN planning group. 14 S E C U R I T Y N E W S
Dominic discovered his calling in life at a young age. In 1973, in the early days of the IRA terror bombings in London, he was on his way home from school when he came across a Metro Police EOD unit in full response mode dealing with a suspected IED bomb. Dominic watched, enthralled, as the unit carried out its work, and the senior bomb disposal officer kitted up and went to work on the bomb. By the time the operation was complete and the all clear sounded, Dominic had decided exactly what he was going to do when he finished school. H e didn’t waste his time daydreaming about it: he read up on everything he could find that had to do with bombs and bomb disposal. By the time he joined the Royal Navy in 1978 he had a quite a head start on his fellow midshipmen. Then, for six

years, he spent most of his time either underwater in the dark, cold and very inhospitable waters of the North Sea, defuzing WWII mines, or in other nasty places Her Majesty’s Navy chose to send him to deal with equally nasty explosive devices and situations. All this was ideal training for someone who, when his tour of duty ended in 1984, found himself heading for Hong Kong to join the Royal Hong Kong Police Force and its EOD unit. He’d been given a heads up by a former military colleague and mentor who had joined Hong Kong’s EOD unit, and knew that Hong Kong had a lot to offer a keen, committed young EOD professional. Hong Kong is one of the world’s most heavily populated urban centres – but it sits on top of a remarkable amount of unexploded WWII ordinance. The EOD Bureau defuzes or detonates an average of 50-60 WWII bombs and artillery shells here each year, most of them unearthed on building sites or during reclamation projects, or found in the harbour (which calls for specialised underwater EOD skills and experience.) In 2001 a massive 413 explosive devices were dealt with, the surge in numbers being a result of the construction of Hong Kong’s Disneyland in Penny’s Bay. Overall, an average of 120-150 explosive devices are dealt with in Hong Kong each year, ranging from WWII ordnance and military ordnance being smuggled or
transshipped through Hong Kong, to IEDs developed for criminal activities. A percentage of alarms turn out to be false, or hoaxes, but the majority are the real thing. The EOD Bureau of the Hong Kong Police Force was formed in 1971 as a response to the 1967 riots, in which the police and the British military dealt with some 1,164 live bombs that had been placed in shopping centres and markets, harbour ferries, trams, public buildings and police stations. Bomb explosions killed 51 people - including 11 police officers and one British Army bomb disposal officer – and injured another 800. “Since 1967 we’ve seen nothing like that scale of civil unrest and violence,” Dominic explained, “but we still have more than our average share of incidents for a city of Hong Kong’s size. We are usually called out three to four times a week, and although many cases involve WWII munitions more than half are something else. All are a very real threat to the Hong Kong public. “Our response teams are light and fast so we can get in quickly. Each team has its own self-contained rig that locks down on a customized Land Rover 6x6 chassis or can be fitted to a trailer that is towed by a 4X4 Land Rover then air lifted to the bomb site by a Government Flying Services helicopter. “It is all about speed, getting our guys onto the scene as fast as humanly

guys they would have taken a look at me and said, ‘Sorry boss, I think you need a holiday.’ Yet there we were, down there dealing with it, and while I can’t name the chemical agent I can say that it’s lethal if you come into direct contact with it.” Although the majority of the EOD Bureau’s incidents deal with conventional IEDs and WWII munitions, many of these cases have the potential to be turned into award‑winning Hollywood scripts. For example, in 1993 10 tonnes of rocket fuel was discovered by Customs in a container being shipped through Hong Kong to Pakistan. Despite appropriate enquiries by the relevant Hong Kong departments no one came forward to claim it, so it fell to the EOD Bureau’s teams to dispose of it. The fuel was blown up – discreetly but quite spectacularly – in a very quiet corner of Hong Kong.

possible, mitigating the device, and then bringing it in - preferably before the public has a chance hear or worry about it,” he said. While the terrorist threat to Hong Kong is considered relatively low by global standards, it is still classified as Medium. Hong Kong’s CBRN response teams, led by the EOD Bureau, are constantly training and refining their CBRN response scenarios - training and procedures that were severely tried and tested during the very real biological threat of the SARS outbreak in 2003. This experience, and the procedures that were developed and used, are considered to be of such a high standard that governments from across the world send members of their CBRN and EOD teams to train in Hong Kong. Dominic emphasizes the point that there can never be too much training or creative thinking when developing these training scenarios, and by way of example cites a unique and genuine chemical attack that he and his team had to deal with in 2007. (The remarkable fact that this attack received no international media coverage and very little local attention is a credit to Dominic’s teams and methods.) “It was an interesting case,” he says. “I have spent 20 years setting up exercises – and we all know that we pick these exercises out of the air and don’t really know if it’s something that actually might happen – and when we finally get an incident it is usually like nothing we have ever run. “This particular case was criminal, not a terrorist attack, and against horses not people. The perpetrators buried 30 mortars under a racetrack and planned to use a radio controlled pneumatic system to fire carriers, each one containing a chemical agent that would be injected into the horse with the intention of affecting the outcome of several races – and in the process netting millions of dollars by placing appropriate bets. If you put down a $10 bet and successfully guess which horses will come first in three selected races, you could make over $20million – and these mortars were designed to affect more than one race. “I have been running exercises for years and if I’d set that one up for my

In 1996 a consignment of five crates of unlicensed objects imported by air was identified as the assembly systems for two bombs and a missile launcher. Three months later, while investigating a shipment of 710 wooden crates, on its way from North Korea to Syria via Hong Kong and manifested as “raw materials, finished products, spare parts and finished tools,” Customs agents again called in the EOD teams. Upon examination the cargo was confirmed to be component parts for 130mm M-46 artillery cannons. A year later, in 1997, Customs seized an armoured vehicle and munitions valued at $5.7 million, being shipped through Hong Kong from Thailand. Once again it was safely dealt with by an EOD team. Even cases that are ‘ordinary’ by Hong Kong EOD Bureau standards are the stuff of action movies. Whether it is sitting atop a 500lb WWII bomb and defuzing it while swinging from the anchor chain that has just hauled it from the harbour, or being called into the MTR to neutralize a hoax bomb during rush hour, all are exceedingly demanding and disciplined tasks that keep the heart rate and adrenalin pounding. It requires very special individuals to perform such tasks successfully time and time again.
The core of the EOD Bureau are eight full-time two man teams that can be mobilsed in minutes. The teams are made up of the Bomb Disposal Officer: the No.1, who defuzes and disposes of the bomb; and the No. 2 who handles all of the equipment, remotely controls the EOD robot and gives technical support. 爆炸品處理組的核心是八隊能在數分鐘內動員的全職二人隊伍,隊伍由炸彈處理主任組成:第一名負責 拆除雷管及棄置炸彈,第二名則處理所有儀器,遙控爆炸品處理組機器人並提供技術支援。
After 32 years in the adrenalin pumping business of bomb disposal, Dominic is retiring in May of this year. He and his family are moving to a small 48-hectare farm he owns in Dorset where, in sharp contrast to his present occupation, he plans to become a gentleman farmer. He will continue lecturing and giving command and leadership training seminars to corporate executives – the continuation of a business he and a partner set up three years ago, based on the crisis management and inter-personnel skills Dominic has become renowned for during his tenure as the commander of

Both times the deflagrate-to-denotation transition failed and we all lived. For this to happen once is almost unheard of – twice is a miracle. At the end of the day in this business you are better off being lucky than good – but good is all we can train for. “The hardest part in incidents like that is taking the team back to finish the job. The level of trust between team members is absolute, and the responsibility of the leader total.”

Jimmy Yuen, my 2iC, will be taking over and he, along with Alick McWirter and Tony Chow, are the core of the senior leadership. They are recognised as some of the world’s best. Together they will consolidate the enormous achievements we have made in the last decade and go on to become the best tactical and response unit of its kind in the world… or I will want to know why bloody not!”

ntersec Thailand, Asia’s professional security and safety trade fair will take place from 15 – 17 September 2010 at the Bangkok International Trade and Exhibition Centre. This biennial event is organised by Messe Frankfurt New Era Business Media Ltd and IPEX – International Promotion & Exhibition Co Ltd. Messe Frankfurt New Era Business Media Ltd is the newly formed company resulting from Messe Frankfurt’s acquisition of Taiwan’s A&S Group. The fair expects to attract more than 100 exhibitors and 6,000 professional buyers to view the latest products and services in over 5,000 sqm of exhibition space. Even prior to the recent unrest, industry analysts rated Thailand as one of the biggest potential security and safety markets in the ASEAN region. Thailand, a promising market for the security & safety industry With an emphasis on attracting foreign investment, the Thai government has launched new plans to combat crime and terrorism to create greater social stability. For example, the government has announced a security upgrade in public buildings including the Bank of Thailand, the Petroleum Authority of Thailand, Royal Thai customs and the new Thai parliament.

SC (HK) Limited, one of Hong Kong’s leading security systems integrators, has announced the acquisition of Niscayah Hong Hong Ltd, the local branch of the Niscayah Group, a massive international security systems and service corporation which has some 5,300 employees worldwide and approximately US$1 billion turnover.

he acquisition late last year of Hill & Associates (“H&A”) by G4S has provoked a lot of comment in Asian security circles. G4S is the world’s largest security services company, and has traditionally been seen as a “manned security company” while Hill & Associates is a specialized consulting firm which represents significantly less than a half of one percent of G4S’ size in terms of either revenues or employee numbers. Does this tell us anything about trends in the security industry and the wider business world? The two companies have developed along quite distinct paths. G4S was formed by a “mega-merger” as the traditional security services industry in Europe underwent a period of significant consolidation in the early part of this decade. The merger produced a global business with revenues of £6 billion and operations in over 110 countries. G4S provides services under the categories of security services, security systems, cash services and justice services. The majority of these services have traditionally involved the supply of equipment and manpower in line with customer specifications, however the G4S’ vision is to become “the leading international security solutions group which specializes in outsourcing of client business processes and facilities in sectors where security and safety are considered to be a strategic threat.” On the other hand, H&A started in Hong Kong in 1992 as a consulting firm and was grown entrepreneurially to operate in 14 countries in Asia, as well as having a reach into other parts of the world. H&A provides bespoke consulting services to multinational companies and financial institutions and advises clients on identification and mitigation of all types of operational risk, using consultants with a wide variety of professional backgrounds. To understand what benefits the acquisition of H&A can bring to a behemoth like G4S one needs to look at trends in the B2B and B2G markets.
Multinational company operations have grown exponentially more complex over the past quarter century: networks of partners, extended supply chains, migration of value from physical assets to brands and intellectual property, increasing regulation, implementation of IT systems that give access to company information throughout and from outside the enterprise, acquisitions and partnerships in unfamiliar markets, and other such trends have all made the daily operation of a business more fraught with risk than ever before. At the same time companies are under relentless pressure to focus on their core activities and reduce cost, so while risk mitigation is becoming more of a strategic imperative, it is also a function which is increasingly being partially or completely outsourced. In order to benefit from these trends, and the larger outsourcing opportunities they are creating, G4S needs to deal with its clients in a more strategic manner and earlier in the planning and decision cycle than has traditionally been the case. Running as an independent consulting operation within the overall G4S business, H&A offers an opportunity to engage with clients at the point where they are identifying and assessing risks to their business and planning the protective measures required for mitigation rather than after the decisions have been made. Additionally, an increasing concern for multinational organizations of all kinds is the duty of care they owe their employees who are required to undertake international business travel. While there is reasonably well established support available for medical emergencies, response to individual or mass security incidents is less well provided for. H&A has provided consultancy and crisis response in this area for its entire history, and the marriage of H&A’s expertise with the response potential of G4S’ unparalleled global presence will offer clients a unique solution.

Securitas sets up shop in Hong Kong Securitas 在港設立新店

ecuritas, one of the world’s largest security companies (240,000 employees worldwide, turnover US$7 billion) has commenced operations in Hong Kong – and come into the local market with a bang. Through last year, as part of their strategy to expand in Asia, Securitas negotiated the acquisition of the guarding services division of Guardforce Hong Kong, which immediately gives the new company Securitas Security Services (Hong Kong) Ltd. an operation with 1,200 employees and an annual turnover of approximately HK$140 million*.
Although not well-known in Hong Kong, Securitas is a Swedish company that was established in 1949 as Securitas Alarm by Erik PhilipSorensen to provide alarm technology to complement his growing guarding services business. Since 1989, Securitas has had a phenomenal record of international growth and expansion. Perhaps most notably they entered the US market in 1999 by taking over Pinkerton, at that time the number one security company in the USA; followed that up the next year by taking over Burns, the second largest security company in the USA; and in
“Securitas obviously have their eyes on the lucrative HK$1 billion market for guarding services, and by taking over the Guardforce operation have acquired one of the leaders in this sector who, over 30 years, have become well established in many key segments . . .“ The annual report of Securitas AB (the international corporation) cites December 1 as the official launch date of the new company, and confirms the appointment of Mr Douglas Renwick as managing director. Securitas obviously have their eyes on the lucrative HK$1 billion market for guarding services, and by taking over the Guardforce operation have acquired one of the leaders in this sector who, over 30 years, have become well established in many key segments, notably in the residential guarding services, transport and logistics, and finance sectors. Guardforce is owned by UTC Fire and Security, a unit of United Technologies Corporation (rated number 126 of the biggest companies in the world), and will continue with their other operations, notably those under the Chubb brand.
2001 acquired Loomis, Fargo Ltd., a major player in the US cash handling market that could trace its roots back to the Wild West. Since then Securitas’ expansion has continued throughout the world, and last year there were more than 15 major acquisitions, ranging from Africa and South America to Serbia and Spain – and including Guardforce’s guarding services in Hong Kong. It seems likely that Securitas will become a significant force in the local security industry. An interesting footnote: founder Sorensen had two sons, and in 1981 divided the business between them. One son took over the Swedish business and this became Securitas, the other took over what were the international operations at that time, and this was developed into a major global business in itself, which is today better known as G4S.

rban Group recently received the Best Practice Awards – Grand Award, organized by Best Practice Management magazine to recognize its achievements in strategic management over the past years. Urban Group has been already awarded Best Practice in Innovation in 2003, Best Practice in Customer Relationship Management in 2004, and Best Practice in Leadership by Example in 2008 respectively. The objectives of the Best Practice Awards are to drive corporations to pursue management excellence in diverse business functions and to facilitate inter-corporations and cross-industries benchmarking by selecting outstanding corporations as role models. The judging criteria of the Awards are based on customers and employees’ level of satisfaction.
