Richard has been in the IT field for more than thirty years, with eight years in federal government service.

He has served as Chief Information Officer (CIO) of the U.S. Department of Homeland Security (DHS), as well as CIO for the Internal Revenue Service (IRS).

He led the IRS’s Business Systems Modernisation program for two and half years, one of the largest and most complex information technology modernisation efforts ever undertaken.

Richard also served as the Vice-Chairman of the Federal Government CIO Council and the CoChairman of the Committee for National Security Systems (CNSS), the committee that sets standards for the U.S. Government’s classified systems.

Pal is a highly experienced Information Security & Privacy Professional with extensive strategic and operational expertise and a proven track record of devising and executing initiatives that provide full compliance with international regulatory and security standards.

He has fifteen + years’ experience of working at senior manager level across multiple industries, implementing solutions that result in measurable enhancements in operational efficiency, reduced costs and improved business performance. Fully capable of operating effectively in fast paced, challenging, international working environments demanding high levels of cultural sensitivity and commercial awareness.

Richard’s private sector career includes providing program management and IT services to the government, telecommunications, and financial services markets.

Richard has won a number of awards for his leadership in IT, including: 2012 Fed 100 Government Executive Eagle Award, TechAmerica’s 2012 Government Executive of the Year, and Government Computer News 2011 Civilian Government Executive of the Year.
